Immediately after the merger policy was issued, the work of preparing human resources and arranging the organizational apparatus was urgently, methodically and synchronously deployed. To date, the plan to reorganize the Party, government, Fatherland Front and mass organizations of the new Tay Ninh province has been completed.
After the merger, the new Tay Ninh Provincial Party Committee has 101 subordinate Party organizations, including 96 commune and ward Party Committees and 5 Party Committees including the Provincial Party Committee of Party Agencies, the Provincial People's Committee Party Committee, the Provincial Military Party Committee, the Provincial Public Security Party Committee, and the Provincial Border Guard Party Committee. The total number of Party members is 94,306 people.
Tan An City, Long An Province is currently the political and administrative center of the new Tay Ninh Province
The leaders of the two provinces have organized many conferences and working sessions to unify personnel plans, ensuring objectivity, transparency and promoting the capacity and strengths of each individual. Head of the Long An Provincial Party Committee's Organization Board - Le Thanh Nghiem said: "The plan for arranging key personnel at agencies and units from communes to departments and branches of the new Tay Ninh province has been completed and will be officially announced on June 30 to be ready to operate from July 1, 2025. Regarding the payroll, the new Tay Ninh province commits not to exceed the total number of existing cadres, civil servants and public employees of the two old provinces. The streamlining roadmap is clearly planned, striving to have the apparatus operate more stably, professionally and effectively after 5 years."
Tan An City (belonging to the old Long An province) was chosen as the administrative center of the new Tay Ninh province. Less than 50km from Ho Chi Minh City, with synchronous infrastructure, this location has a great advantage for operating a modern provincial administrative headquarters. To prepare for the new apparatus to come into operation, localities and departments and branches urgently complete facilities, headquarters, information technology equipment, and infrastructure networks.
To serve the management and operation requirements in the new Tay Ninh province model, in the past time, they have organized a review and upgrade of shared information systems such as online meeting systems, document management, work records, official emails, cadre and civil servant management, Public Administration Service Center, etc.
The two provinces also agreed to deploy a dedicated data transmission network to commune-level facilities, units with 2 facilities and issue a set of common administrative procedures of the new Tay Ninh province. The transfer is carried out synchronously to ensure connectivity and uninterrupted service to people and businesses.
In addition, trial operations of commune-level administrative units under the new apparatus are also being conducted. The results show that the units operate stably, and small problems are recorded and resolved promptly. Thereby, creating confidence in the readiness of the entire system before the new Tay Ninh province and the 2-level local government apparatus officially come into operation.
Facilities for the new commune-level apparatus are also ready
The plan for accommodation and living arrangements for cadres from Tay Ninh (old) who are transferred to work at the administrative center of the new Tay Ninh province has also been carefully prepared. According to the Department of Home Affairs of Long An province, 254 cadres and civil servants from Tay Ninh (old) have been transferred to the new administrative center, of which 33 are under the management of the Provincial Party Committee Standing Committee. These cadres are arranged in the official housing area and some temporary facilities such as the old headquarters of the Traffic Police Department, the Criminal Police Department, the dormitory area of the Provincial Political School (old Long An province), etc.
According to the Director of the Department of Construction of Long An province - Dang Hoang Tuan, recently, the province has directed the urgent renovation and repair of these facilities to ensure the functions and suitable living conditions for cadres to take up their duties from July 1 and work with peace of mind.
In the coming time, the province will review the land fund and establish an investment project to build a concentrated public housing area to ensure stable accommodation for officials and civil servants who live far away and move to the administrative center of Tay Ninh province (new) to work. In addition, the province assigned relevant departments, branches and sectors to develop a plan to arrange means of transport for officials and civil servants from Tay Ninh province (old) to work at the administrative center of Tay Ninh province. Regarding the workplace, departments, branches and communes have also proactively renovated and arranged it appropriately, ensuring working conditions and convenience for people and businesses to contact and carry out procedures.
Expectations for a dynamic development future
The policy of dissolving the district level and merging the provincial and commune levels, implementing a 2-level local government is an important step in the reform of the state apparatus, aiming to streamline the apparatus, improve management effeciency and service quality for people and businesses. In particular, Long An and Tay Ninh provinces merging into the new Tay Ninh province will not only expand the development space but also take advantage of and complement each other in terms of economic potential, infrastructure and human resources.
This is an opportunity for the new province to increase competitiveness, attract investment, improve the quality of public services and reform administration more strongly. Secretary of the Long An Provincial Party Committee - Nguyen Van Quyet affirmed: "It is not only a geographical merger, but also a merger of mindset and action. Each cadre and party member must be a bridge, a pioneering force to create consensus in the political system and in the hearts of the people".
With an area of over 8,500km² and a population of over 3.2 million people, the new Tay Ninh province has a strategic position bordering Ho Chi Minh City, connecting the Mekong Delta with the international border gate to Cambodia. This is a great advantage for developing industry, logistics, high-tech agriculture and tourism, etc.
In particular, the diverse transport system, including roads such as National Highway 22, National Highway 1, National Highway 50, National Highway N2, Ho Chi Minh City - Trung Luong Expressway; Ben Luc - Long Thanh Expressway and routes under construction such as Ho Chi Minh City - Moc Bai Expressway, National Highway 50B, Ho Chi Minh City Ring Road 4, contributes to connecting the Southeast and Southwest regions, etc.
The merger has received the consensus and great expectations from people and businesses. Mr. Nguyen Van Thang - a resident of Ben Luc district, shared: "At first, there may be a bit of confusion, but if the new apparatus operates effectively, people will benefit.
