The new era of rise: New administrative units on the border rising into development (Part 17)
Tuyen Binh commune – Advancing sustainable agriculture and border trade
Tuyen Binh commune was established through the merger of Tuyen Binh, Tuyen Binh Tay, parts of Thai Binh Trung and Vinh Binh communes, and a section of Ca Na hamlet in Vinh Thuan commune. Spanning nearly 138 square kilometers with a population exceeding 19,000, the newly formed Tuyen Binh boasts a scale that surpasses conventional standards, offering ample space for spatial planning, infrastructure development, and growth.
The geographical advantage of bordering Cambodia holds strategic significance for national security and defense. At the same time, it offers substantial potential for developing the border economy, international trade, and cross-border logistics, positioning Tuyen Binh as a vital gateway that fosters regional economic activity.

Naturally endowed with fertile alluvial soil, a dense river network, and a mild tropical climate, Tuyen Binh is well-suited for high-tech agriculture, crop diversification, and intensive farming. However, it is also vulnerable to seasonal flooding, saltwater intrusion, and climate change. To address these challenges, local authorities must proactively invest in irrigation systems and adopt sustainable adaptation strategies. In terms of socio-economics, Tuyen Binh builds on a strong agricultural foundation and benefits from ongoing investments in electricity, water supply, transport, and telecommunications infrastructure. Moreover, its education, healthcare, and cultural systems are being steadily reinforced, aiming to enhance the quality of life for its residents.
Vinh Hung commune - New center of Dong Thap Muoi region
Vinh Hung commune was formed by merging the entire township of Vinh Hung with parts of Vinh Tri, most of Vinh Thuan, and sections of Thai Tri, Thai Binh Trung, and Khanh Hung communes.
Covering 95.26 square kilometers and home to over 21,200 people, the commune far exceeds the standard criteria in terms of both area and population. With the district Party Committee and People’s Committee headquartered here, Vinh Hung has become the new administrative and economic center, serving as a critical hub for trade connectivity and regional governance. From its fertile lands and abundant water resources to increasingly modernized transport, electricity, water, and telecom networks, Vinh Hung possesses multiple advantages to accelerate development in this new phase.
However, Vinh Hung commune also faces pressing challenges such as climate change, flooding, and the need for economic restructuring. To address these issues, the commune must adopt innovative adaptation strategies and invest in modern technology. Today, Vinh Hung stands as a microcosm of a land in transition — modern and dynamic, yet still preserving the soul of its homeland.
Hung Dien commune - Gateway to border trade and high-tech agriculture
Hung Dien commune was formed through the merger of Hung Dien, Hung Dien B, and Hung Ha communes, covering an area of 131.16 km² with a population of 19,308. Its location along the Cambodian border offers advantages in cross-border trade, security, and national defense, affirming its role as a strategic 'bridge' for international commerce and unlocking exceptional economic potential.
In terms of natural conditions, Hung Dien Commune — located in the Dong Thap Muoi region — features flat terrain, fertile alluvial soil, and a rich river network fed by the Vam Co Tay River, offering ideal conditions for agriculture, particularly rice cultivation and fruit farming. However, water management during the dry season and saline intrusion remain key challenges, calling for effective solutions through irrigation projects and climate-adaptive farming practices.
Agricultural production remains the cornerstone of the commune’s socio-economic landscape, with key outputs including rice, various crops, and aquatic products. Modern infrastructure — from transportation and electricity to water supply and telecommunications — has been comprehensively developed, laying a solid foundation for growth. The commune’s diverse population, primarily composed of Kinh, Khmer, and Chinese ethnic groups, contributes to a rich cultural identity, creating favorable conditions for the development of cultural tourism.
The quality of education and healthcare has seen continuous improvement, while the average per capita income now exceeds the regional norm, reflecting a steadily improving standard of living. Looking ahead, the commune’s development orientation focuses on high-tech agriculture, crop restructuring, border economic expansion, environmental protection, and climate change adaptation. These are the key priorities for building a comprehensively developed Hung Dien./.
