The new era of rise: New vitality and lasting historical values (Part 8)
From July 1, 2025, Long An, in line with national reforms, officially embarks on a new phase of development: comprehensive, strong, and full of expectations. Instead of the traditional 3-level management model, Long An province will manage 60 new commune-level administrative. This is not merely an administrative boundary adjustment but a strategic reform aimed at building a modern, streamlined, effective, and efficient governance framework, opening up fresh space for growth. The removal of the district level shortens decision-making processes, enhances administrative efficiency, and brings provincial policies closer to the people. At the same time, commune-level units will be empowered to foster innovation and adaptability in socio-economic development. From June 5, 2025, Long An Newspaper and Radio-Television Station will launch a new column, entitled “The Era of Rise,” on page 4, profiling all 60 newly established commune-level units resulting from mergers and consolidations. This series aims to provide readers with a comprehensive and in-depth look into the land and people of Long An.

Part 8: New vitality and lasting historical values
While Phuoc Vinh Tay is set to transform by building on its heroic legacy and newly developed residential areas, the communes of Tan Tap, Ben Luc, and Binh Duc—strategically located at the gateway to Ho Chi Minh City and once dubbed a "vast construction site" — hold immense promise for vibrant growth in industry, trade, services, and logistics, thanks in part to their seaport advantages.

Phuoc Vinh Tay Commune - transforming from historical tradition

Amid the strong currents of development, Phuoc Vinh Tay commune emerges as a vivid testament to the strategic vision behind administrative planning. More than just a newly restructured administrative unit, its latent potential is being awakened—seamlessly merging into the vibrant rhythm of progress while honouring its proud historical legacy.

Phuoc Vinh Tay commune has taken on a new, expanded form following the merger of three former communes: Long An, Long Phung, and Phuoc Vinh Tay. Covering a total area of 34.40 km² and home to 28,127 residents, the commune has evolved into a vibrant, culturally diverse community. Moreover, the socio-economic strengths of each former locality have been consolidated, creating a powerful synergy for future development.

With modern residential zones emerging, Phuoc Vinh Tay is poised to become an economic and cultural centre. The new commune headquarters, strategically located in a public area within the Phuoc Vinh Tay Residential Zone, marks this transformation. Infrastructure investments aligned with development plans are set to revitalise the area, attract investment, and fuel economic growth, turning Phuoc Vinh Tay into a dynamic, thriving locality.

While looking toward a prosperous future, Phuoc Vinh Tay commune remains deeply committed to preserving its invaluable historical legacy—most notably, the Cau Kinh Area Revolutionary Historical Relic. Every inch of this land, every blade of grass, bears the sweat and blood of the Can Giuoc army and people during 45 heroic days and nights of resistance against the United States. Recognised as a provincial historical relic since 1993, Cau Kinh stands not only as a source of pride for the local community but also as a powerful symbol of the unwavering, indomitable spirit of past generations. Efforts to preserve and promote this site serve a dual purpose: educating younger generations in patriotism and national pride, and unlocking the potential for ‘red tourism’—positioning Phuoc Vinh Tay as a meaningful destination where visitors can reconnect with the nation’s roots, steeped in the values of independence and freedom.

Tan Tap commune: Advancing with port and industrial development

Amid the ongoing momentum of development and integration, Tan Tap Commune has undergone a remarkable transformation — from a purely agricultural area into a new growth hub, holding the promise of a prosperous future built on modern logistics and industrial port services. Its establishment is more than just a reorganisation of administrative boundaries; it reflects a strategic vision aimed at unlocking breakthrough opportunities for the commune’s socio-economic advancement.

The newly established Tan Tap commune was formed through the merger of three former communes: Tan Tap, Dong Thanh, and Phuoc Vinh Dong. Spanning a total natural area of 60.22km² and home to 44,767 residents, the new administrative unit represents more than just a geographical expansion. It marks the convergence of resources and strengths, laying a firm foundation for future development. The unification of these three areas has infused Tan Tap with fresh vitality—where dormant potential is being awakened and capacities harmonised to pave the way for a prosperous future.

With highly advantageous geographical features — located along the river and near the sea — Tan Tap Commune holds significant potential for the development of logistics and industrial port services. The ongoing investment in seaport infrastructure provides a solid foundation for the commune to emerge as a key trading hub, facilitating goods circulation, boosting production, and enhancing local livelihoods. The development of logistics and port-related industries is not only a strategy to capitalise on geographical advantages but also a gateway to attracting major enterprises, generating employment, and ensuring stable sources of income. Tan Tap is fast becoming an investment “magnet,” contributing meaningfully to the region’s broader growth.

In addition to its economic advantages, Tan Tap Commune is also well-positioned to become a modern residential area in the near future. The commune headquarters is strategically located at the centre, ensuring seamless connectivity with surrounding areas and supporting more effective governance and integrated development. The merger of the three former communes has not only created a more robust administrative unit but also enhanced coordination in planning, infrastructure development, and improvements to residents' quality of life. Tan Tap now stands on the threshold of a promising new chapter — where the vision of a vibrant seaport zone and a modern industrial hub is steadily becoming a reality.

Ben Luc commune on the journey of expanding trade, services and industry

Ben Luc Commune has emerged as a bright spot of potential, marking a significant transformation and opening up exceptional development opportunities as a newly restructured administrative unit. Formed through the merger of Ben Luc Town, Thanh Phu, and An Thanh Communes, the new Ben Luc spans 48.75 km² and is home to a population of nearly 57,000. With coordinated development efforts and a substantial population base, Ben Luc is well-positioned to become a key economic driver in the region — enhancing living standards and fostering a dynamic, prosperous community.

Ben Luc’s development orientation is both broad and comprehensive, extending far beyond a single sector to encompass trade, services, industry, and tourism. With its strategic location as a vital gateway for commerce and steadily improving infrastructure, the commune possesses the necessary conditions to attract investment, expand business activities, and enhance residents’ quality of life. Pursuing a multi-sectoral growth model is a key strategy for building a sustainable economy—reducing the risks of over-reliance on any single industry while creating diverse employment opportunities and stable income sources for the local population.

Ben Luc commune is not solely focused on economic development; it is also rooted in rich historical and cultural values — a firm foundation for its ongoing transformation. Retaining the name "Ben Luc" reflects a deep respect for tradition, a sense of pride among local residents, and a commitment to preserving community identity. The headquarters of the Ben Luc Commune People's Committee is located on the current site of Ben Luc district — a strategically appropriate decision aligned with the locality’s development direction. This site is set to become the administrative centre, ensuring convenient access to public services and enhancing governance and service delivery. Ben Luc is stepping confidently into a bright future, where comprehensive development is prioritised — promising a prosperous and fulfilling life for its people.

Binh Duc Commune – Bridging the past with a future of commerce and high-tech agriculture

The newly established Binh Duc commune was formed through the merger of three localities: Thanh Duc, Binh Duc, and Nhut Chanh — a place where the past meets the future, giving rise to a renewed and dynamic identity. With a total area of 51.20km² and a population of 35,110, the new Binh Duc is not only expanded in scale but also brimming with potential — a land where traditional values harmoniously blend with modern development. The merger brings together three distinct communities, each with its own unique characteristics, forming a vibrant and resilient whole that promises remarkable progress.

Looking back, Binh Duc was the name used prior to 1975, carrying with it deep historical and cultural significance. Retaining this name is not only an act of honouring its origins but also evokes a sense of familiarity and closeness among the local population — forming a solid foundation for future development. This name serves as a key element in shaping local identity and fostering community cohesion, helping residents adapt more easily to the new administrative unit while preserving the memory of a proud past.

With a development orientation focused on becoming a residential area that integrates trade, services, high-tech agriculture and tourism, Binh Duc is taking a bold and promising step forward. Blessed with natural advantages and a robust economic base, the commune is well-positioned to attract investment, enhance livelihoods, and promote sustainable growth. The transition from traditional agriculture to high-tech farming and service-based industries represents a strategic shift — one that capitalises on the locality’s strengths to build a dynamic and modern Binh Duc, while preserving its distinct character.

Retaining the administrative office in the current Binh Duc location ensures continuity and convenient access to public services, facilitating a smooth transition. With a balanced approach to innovation and heritage, Binh Duc is poised for a flourishing future—modern, inclusive, and uniquely its own.
