On April 24, the Provincial Party Committee convened the 11th Conference of the Provincial Party Executive Committee to discuss and approve two draft proposals: one on restructuring the commune-level administrative apparatus and another on merging the provincial administrative units of Tay Ninh and Long An.

The conference was chaired by Nguyen Van Quyet, the Provincial Party Committee secretary; Nguyen Thanh Hai, the standing Deputy Secretary and head of the Provincial National Assembly Delegation; and Nguyen Van Ut, the Deputy Secretary and Chairman of the Provincial People's Committee.

According to the draft plan on restructuring commune-level administrative units, the province will reorganize a total of 186 communes, wards, and townships into 60 newly established commune-level administrative units, thereby reducing 126 units – a 67.7% decrease as per regulatory standards. Among the newly formed units, 56 are communes and 4 are wards.

As for the draft proposal on merging provincial-level administrative units, it suggests the formation of a new Tây Ninh Province by merging the existing Tây Ninh and Long An provinces. The new province would consist of 96 commune-level administrative units, with its political and administrative center located in Tân An City.

Post-merger, the new Tây Ninh Province would have an area of 8,536.5 square kilometers, achieving 170% of the regulatory standard, and a population of nearly 3.3 million people, equivalent to 234.9% of the standard.

Speaking at the conference, Provincial Party Secretary Nguyen Van Quyet requested agencies and units subject to rearrangement to continue completing the Project on innovation, streamlining the political system apparatus, and operating effectively and efficiently under the direction of the Central Government.

“The arrangement and deployment of officials, civil servants, and public employees must align with job positions. Detailed personnel plans and policy schemes must be carefully prepared. All government facilities and assets should be thoroughly reviewed and appropriately allocated to avoid waste. Financial resources, assets, equipment, seals, documents, and other matters must be strictly managed and transferred to the appropriate authorities for decision-making immediately after approval by the National Assembly. The goal is to ensure that the entire political apparatus from the provincial to the commune level remains operational without any legal or administrative disruption,” - Secretary of the Provincial Party Committee - Nguyen Van Quyet emphasized.

The Provincial Party Secretary also urged the Provincial Party Committee’s Organization Commission to coordinate with the Party Committee of the Provincial People’s Committee to continue reviewing and incorporating feedback into the draft proposals. He also asked for collaboration with Tay Ninh’s Organization Commission in formulating personnel plans for the new Provincial Party Executive Committee, its Standing Committee, key advisory bodies, as well as specialized agencies under the People's Council and People's Committee. These efforts should ensure that personnel appointments at the commune level after the new communes are established are done strictly, democratically, transparently, fairly, and under the regulations of the Party and the State./.
