The implementation of social housing projects in recent times has garnered attention from the province.
Vice Chairman of the Provincial People's Committee, Mr. Huynh Van Son, has directed the Directors of provincial departments and agencies, as well as the Chairpersons of the People's Committees of districts, towns, and cities, to oversee and implement an inter-agency one-stop-shop mechanism directly. Each case will be handled by a single contact point, and administrative procedures will be processed simultaneously or integrated to reduce processing times by at least 30% for investment procedures related to social housing construction.
According to their functions and tasks, departments and localities must actively coordinate and support investors in overcoming difficulties and obstacles in each project, expedite administrative procedures under their jurisdiction, and assign specific responsibilities to specialized units and staff for each task. They are also required to monitor, inspect, and urge timely implementation.
Vice Chairman Huynh Van Son also emphasized the need for stronger supervision and progress tracking to accelerate the implementation of social housing projects in the province, particularly in addressing investment procedures and resolving issues within their jurisdiction. Any difficulties beyond the authority of local agencies must be promptly reported to the Provincial People’s Committee for further direction.
In addition, localities and departments must strengthen their execution efforts and inter-agency coordination with the highest level of determination and decisiveness. Responsibilities must be clearly defined to avoid bottlenecks in any administrative step that could affect overall project progress. Where possible, procedures should be handled in parallel according to regulations, and once conditions are met, they should proceed directly to appraisal and approval.
The housing needs of workers are currently substantial.
For three already-approved and commenced social housing projects—including the Ihoa Vina workers' housing in Hau Nghia Town (Duc Hoa District), the workers' housing in Ward 4, Tân An City, and the social housing within the Luong Hoa residential area (Luong Hoa Commune, Ben Luc District)—with a total area of 1.51 hectares and 479 units, the Provincial People's Committee has requested investors to focus all available resources on construction to ensure prompt completion and early operation.
In addition, for four social housing projects covering 19.1 hectares with 2,331 units, already assigned to investors in My Hanh Nam and Duc Lap Ha Communes (Duc Hoa District) and Long Trach Commune (Can Duoc District), the provincial government urges investors to swiftly complete legal procedures and begin construction in accordance with approved zoning and investment policies. Once construction begins, all related information must be publicly disclosed to allow residents to register to buy, rent-to-buy, or rent homes as per regulations.
For the 22 commercial housing projects, spanning 195.7 hectares and totaling 49,186 units, which include land allocated for social housing, the province demands that enterprises urgently begin the construction of social housing on the mandated 20% of the land allocated for this purpose to ensure timely project completion.
The province has also directed industrial park developers to promptly build accommodation facilities to ensure housing for industrial workers.
Additionally, authorities are tasked with proactively reviewing projects eligible for preferential loans under the VND 120 trillion support package under Government Resolution No. 33 dated March 11, 2023. Investment demand registration must be submitted to the Department of Construction for consolidation and recommendations to the Provincial People’s Committee for publishing a list of projects eligible for the support package, enabling easier access to funding.
Currently, there is an extremely high demand for social housing in the province, particularly among industrial workers and low-income laborers. The number of workers in industrial parks currently stands at about 234,285 and is expected to rise to 253,307 by 2030.
According to Mr. Dang Hoang Tuan, Director of the Department of Construction, however, as of now, only seven social housing projects for workers and low-income people have been completed and put into use in the province, covering about 5.41 hectares, with a total floor area of 76,638 m² and 1,884 units—enough to accommodate around 8,000 people.
In the coming time, Long An Province will continue to accelerate the implementation of social housing projects, especially those targeting workers. The province is determined to complete the construction of 71,250 social housing units by 2030, as assigned by the Prime Minister.

The project consists of two 8-story blocks, with a total of 400 apartments, built on a land area of over 0.71 hectares and a total floor area of 29,700 m².
