In the first quarter, the socio-economic situation in the province continued to develop. The economic growth rate is estimated at 7.2%, the highest in the past 3 years, ranking in the top 5 of the Mekong Delta and the top 4 of the Southeast region. In which, all 3 sectors grew quite well, creating an important foundation for achieving the double-digit growth target in 2025 and the following years.

The economic picture of the province in the first quarter is highlighted by the facts that industrial production continued to recover strongly, businesses had more orders, the industrial production index increased by 11.06% over the same period, contributing to the positive growth trend in the first quarter. Trade and service activities took place vigorously. Import and export turnover increased sharply, the global supply chain was gradually reconnected, businesses proactively adapted and expanded the market.

In addition, the fields of culture - society, national defense, internal affairs, political security, order and social safety are ensured.

There are still limitations

In addition to the positive results, the implementation of the Provincial Party Committee Resolution in the first quarter of 2025 still has some difficulties and limitations that need to be overcome soon. In particular, the GRDP growth rate in the first quarter of 2025, although reaching the highest in the past 3 years, has not yet reached the expectation to strive for double-digit growth for the whole year.

State budget revenue in the province is lower than the same period

State budget revenue reached over 7,500 billion VND; 11/15 localities have lower budget revenue than the average of the province. In particular, the disbursement of public investment capital has been low so far, reaching only about 12.67% of the capital plan, lower than the same period in 2024. Some key projects and non-budget projects have slow implementation progress such as Provincial Road 823D, 827E, 830C, 830E, etc.

The application of science, technology, innovation and digital transformation in the province still has many limitations, not meeting requirements. Units have not proactively applied science and technology to truly become a new productive force, directly involved in the development of social life areas in the province.

Focus on implementing tasks in the second quarter in conjunction with streamlining the apparatus

The Provincial Party Committee Secretary - Nguyen Van Quyet affirmed that the second quarter of 2025 is a particularly important time, both implementing the arrangement of the apparatus, arranging administrative units, and completing the district-level mission from July 1, 2025, while striving tco reach the finish line to successfully implement the goals of the Provincial Party Committee Resolution in 2025, the Resolution of the 11th Provincial Party Congress to prepare for the merger of the province, as well as organizing grassroots and provincial party congresses.

Therefore, he requested that sectors and localities focus on implementing more drastic and synchronous solutions to resolutely complete the economic growth target in 2025, reaching double digits from 10 - 11%. In particular, he noted that the Provincial People's Committee needs to proactively review the provincial planning, especially the transport infrastructure, to have an integrated orientation to ensure suitability immediately after the province's merger.

The Provincial People's Committee, sectors and localities need to have drastic solutions to promote the allocation and disbursement of the 2025 public investment capital plan, resolutely avoiding the situation of having capital but not being able to disburse and ensuring the quality of works and projects, preventing negativity, loss and waste; focus on accelerating the progress and summarizing 3 breakthrough programs, 3 key projects from the Resolution of the 11th Provincial Party Congress.

Secretary of the Provincial Party Committee - Nguyen Van Quyet also stated that the work of arranging and organizing the apparatus in the province received high consensus from cadres and people. In the upcoming roadmap, the Standing Committee will meet to approve the project of arranging commune-level administrative units, assigning the Steering Committee to consult voters to complete the plan before deciding to submit it to the Provincial People's Council for approval and report to the Government before April 30.

Along with that, the Standing Committee will also proactively develop and complete the project of merging provinces, reporting to the Government before May 1.
