On April 15, 2021, the Vietnam Chamber of Commerce and Industry (VCCI) and the United States Agency for International Development (USAID) have just released the annual report of the Provincial Competitiveness Index (PCI) 2020.  
 
With a favorable geographical location, abundant land resources, open investment environment, recently, Long An has become an attractive and effective destination for investors (investors). In the first 3 months of 2021, Long An attracted the highest FDI inflow in the country with nearly 3.2 billion USD. 
 
Vietnam’s economy is set to grow at 6.5 percent this year, higher than the global average of 6 percent, as it shrugs off the impacts of COVID-19 pandemic, according to the lastest world economic outlook published by the International Monetary Fund on April 7. 
 
On April 7, Long An Provincial People's Committee Chairman - Nguyen Van Ut chaired the meeting to approve the plan to hold talks on orientation of development of high-tech economic region. Vice Chairman of the Provincial People's Committee - Pham Tan Hoa and representatives of leaders from departments, branches of the province and representatives of Saigontel Company (the unit supporting the Provincial People's Committee to organize the seminar) attended the meeting.

It has also focused on improving the sector's adaptability and resilience against external shocks to stabilise production and consolidate the domestic and foreign market so as to flexibly and effectively realise the dual goals of containing COVID-19 and recovering and developing the sector in the "new normal".

Notably, the sector has stepped up restructuring in tandem with growth model reform, and paid more attention to the processing and manufacturing industry in combination with smart technologies and digital transformation to raise productivity, quality, efficiency, and competitiveness.

More attention will be paid to developing the domestic market, promoting the consumption of Vietnamese goods, enhancing trade promotions, and boosting e-commerce.

Given the impact of COVID-19, the ministry has asked businesses to increase the supply of goods, especially necessities, and requested local Departments of Industry and Trade to take measures to ensure market stability.

To remove difficulties in the consumption of agricultural products, the ministry has adopted solutions to boost consumption links domestically and negotiated with major buyers to facilitate exports./.

At the meeting, Vice Chairman of the Provincial People's Committee - Pham Tan Hoa expressed his thanks for Japan's help to Vietnam in recent years. At the same time, he said that from 2014 up to now, Long An province has also had many exchanges with localities of Japan such as Hyogo Prefecture, Wakayama Prefecture, Oita Prefecture, Komaki City of Aichi Prefecture, Yokohama City of Kangawa Prefecture, Ibaraki Prefecture. In cooperation with Japan, currently in Long An province, there are 160 projects of Japanese enterprises investing in the province with a total capital of more than 532 million USD, ranking 4th in terms of number of projects and 5th in terms of total capital among countries and territories investing in Long An. Operating mainly in the field of manufacturing artificial wood planks and wood products, mechanical engineering - machine building, manufacturing - assembling electronic components, mechanical processing, agricultural - fishery processing, garment industry ... Trade turnover between Long An and Japan in the first 9 months of 2020 is 554.4 million USD, of which Long An exports to Japan is 215.3 million USD, mainly food, garment products, textile and clothing and imports were 339.1 million USD, mainly machinery and equipment. To support the activities of Japanese businesses, every year the Long An province government organizes dialogues with businesses in the province.

In recent years, Long An province has also received support from the government and associations of Japan in rural bridge construction projects, providing equipment for clinics and hospitals in remote areas, remote areas of the province. He wished that the province would create good conditions for volunteers to return to work at the provincial General Hospital to have an effective term (from April 2019 to April 2021). The district will direct departments and divisions to strengthen coordination with Tax Departments, People's Committees of communes and towns to focus heavily on the prevention of tax loss and tax arrears. In addition, the district strengthens inspection, especially in the areas, where revenues are likely to lose revenue; promote propaganda of new tax policies, actively guide taxpayers in tax declaration, fulfill tax obligations; strengthen the mobilization of collection of fees and charges of all kinds, especially the collection of garbage charges; focus on exploiting deferred taxes due; to focus on directing the collection of key revenue sources such as value added tax, corporate income tax, and personal income tax. At the same time, the district organizes the implementation of policies on solving difficulties, assisting taxpayers to cope with the impact of the Covid-19 epidemic to the right people (tax extension, tax reduction, ...) to try to ensure that the State budget revenue reaches and exceeds the planned estimate. In addition, the district checks, manages and closely supervises recurrent expenditure, ensuring that spending is in accordance with the annual budget plan arranged in the spirit of thrift. Based on revenue sources, allocating expenditures appropriately, minimizing unplanned expenses that are not really necessary and making state budget estimates for 2021.

According to the representative of the Provincial Tax Department, every year, when the budget estimates are assigned, the provincial advisory unit drastically directs the state budget collection, coordinates with departments, agencies, and localities in the management process, tax collection, well-exploitation of revenue sources, strengthening the prevention of revenue loss and collection of outstanding debts, ... Besides, the unit also organizes propaganda and dissemination of new tax regulations and policies to taxpayers, reform of administrative procedures in the tax sector, ... to ensure the achievement and exceeding of the assigned estimate according to the plan.

Long An province borders Ho Chi Minh City and Tay Ninh province to the East, the Kingdom of Cambodia to the North, Dong Thap province to the West and Tien Giang province to the South.

Long An has a national boundary with Cambodia of which 132,977 km long with two border gates of Binh Hiep International Border Gate (Moc Hoa district) and Tho Mo Border Gate (Duc Hue district). III. DEVELOPMENT OBJECTIVES IN THE COMING TIME

1.   General objectives

- By 2020: GDP per capita will reach VND 80 million/person/year (approximately $ 3,800); The proportion of agriculture, industry and services in the GDP structure will account for 15%, 45% and 40% in respectively; State budget revenues in the province is expected to be accounted for 10.8% of GDP; The ability to mobilize investment capital from the state budget revenue accounts for 29.6%.

- Vision toward 2030: GDP per capita will reach VND 172 million/ person/year (approximately $ 8,000); the proportion of agriculture, industry and services in the GDP structure accounts for 7%, 48% and 45% in respectively; State budget revenues in the province is expected to be accounted for 10.8% of GDP; The ability to mobilize investment capital from the state budget revenue accounts for 29.6%.

b) Social aspect:

- Vision to 2030:

- Birth rate expects for dropping to about 1.5%; Life expectancy is an average at 78 years old; Malnutrition rate among children under 5 years old is about 10%; The number of hospital beds for 10,000 people is 30 beds; The minimum number of doctors in each commune is 3 doctors and there are 10 doctors for 10,000 people.

- The percentage of trained workers is 70%; Urban unemployment rate is 2%; The number of trained laborers is 762,720 people and creating jobs for 190,000 people;

- To strive for achieving 100% of preschools meeting national standards; The number of people at college or university degrees or higher level/1000 people is 200 people; There is 95% of Center for cultural activities at the provincial level.

c) Regarding environmental protection:

- Ensuring awareness in the community and strengthening the capacity of stakeholders on environmental issues; To protect and sustainably exploit natural resources; To reduce pollution and environmental degradation.

- Ensuring national defense and security, maintaining political stability, curbing the increase, gradually reducing crime and social evils.

IV. OPERATION SITUATION OF AREA, INDUSTRIAL CLUSTERS 

1. Industrial Parks

- Up to date, the entire province has 31 Industrial Parks (IPs) that have been added by the Prime Minister for the development planning of industrial parks in Vietnam in 2015 and orientation to 2020 with a total area of 11,391.95 hectares.

- There are currently 42 infrastructure investors (Duc Hoa III Industrial Park has 13 infrastructure projects for sub-component); 25 industrial zones have been granted for Investment Certificates with an area of 8,450.90 hectares, specifically:

- There are currently 06 Industrial Parks have been put into operation (as of February 20, 2020) with a total planning area of 3,776.94 hectares, of which: industrial land area capable of leasing 2,651.92 hectares, the area of industrial land leased was 2,285.53 hectares, the occupancy rate reached 86.18%.

- Industrial Parks have not been put into operation, are in the process of carrying out investment procedures, ground clearance and infrastructure investment.

- Investment attraction: In the year of 2019 (as of December 31, 2019), the area of filled industrial land increased by 70.07 hectares. The entire province currently has 16 industrial parks in operation with a total planning area of 3,776.94 hectares, of which the area of industrial land that is capable of leasing 2,651.92 hectares, the area of industrial land leased 2,274.46 hectares, the occupancy rate reaches 85.77%.

- Industrial zones have attracted 1,548 investment projects, including 755 foreign investment projects with a total investment of $ 4,213.42 million and 793 domestic investment projects with a total investment of VND 86,705.81 billions. For border gate economic zones, there are 02 foreign investment projects with total investment capital of $ 75 million in the area of 21.2 hectares and 02 domestic investment projects with land lease area of 0.66 hectares.

* Restrictions and facts

- In terms of site clearance: among 16 operating industrial parks, there are a number of industrial parks still having problems in site clearance affecting the implementation of infrastructure investment and investment attraction.

- For 12 industrial parks that have not yet been put into operation, there are still many industrial zones having difficulties in compensation and site clearance, some industrial parks have high clearance rates but have not been able to deploy complete investment to collect investment attraction.

2. Industrial clusters

- According to the adjustment project of Industrial Clusters Development Plan (ICs) to 2020 approved by the Provincial People's Committee in Decision No.1315/QD-UBND dated April 23, 2018 (approved for adjustment in Decision No.1844/QD-UBND dated May 29, 2019). Long An province has planned 62 ICs with a total area of 3,106.5 hectares. Up to date, Provincial People's Committee has approved infrastructure investment policy for 52 ICs with a total area of about 2,552.5 hectares. The development of ICs in the entire province as follows:

(1) There are 21/62 ICs that had investment policy and put into operation with a total area of 1,081.2 hectares;

(2) There are 31/62 ICs (1,471.3 hectares) that have had investment guidelines and are in the implementation stage;

(3) There are 10 ICs (554 hectares) in the plan that have not yet been established, including: 05 ICs (266.6 hectares) in the area of investment policy in Can Giuoc district (the ICs of Phuoc Vinh Dong 1,2,3,4 and Tan Lap IC) those are under performed procedures to select investors; 03 ICs in Duc Hoa district (Hiep Hoa town cluster for 50 hectares are in the procedures for public land auction, Tan My 1 IC (45 hectares) and Tan My 2 IC (42.4 hectares) have not yet been adjusted for land use plan, so it is impossible to decide on establishment); For the 02 ICs in Ben Luc district (Industrial cluster in Luong Binh commune for 75 hectares; Nhut Chanh II Industrial Cluster, Nhut Chanh communal Industrial Cluster for 75 hectares) .

* General assessment of ICs

- Among 31 ICs (1,471.3 hectares), which have had investment guidelines and are in the implementation stage, 10 ICs (366 hectares) had investment policies before the approval of the Scheme Adjusting Planning Development Plan for infrastructure investment and 21 ICs (1,105.3 hectares) have been established since the end of 2018 .

V. ORIENTATIONS FOR ECONOMIC DEVELOPMENT PLANNING IN LONG AN PROVINCE IN THE COMING TIME

1.   Focusing on industrial development, contributing to economic growth, especially developing new industries such as supporting industries and processing industries (deepen into the processing of agricultural and aquatic products such as canning, juice, drying), energy industry. Continue to effectively implement solutions to restructure industry. Focusing on attracting and supporting key investment projects; The priorities should be given to attracting supporting industries, advanced industries and environmentally friendly ones. Investing in completing for integrated infrastructure for industrial development, especially transportation, electricity and water supply. Focusing on resolving problems and difficulties to accelerate infrastructure investment in industrial parks and clusters; to increase clean land fund for its investment attraction. In which, it is necessary to focus on well implementing of compensation works such as site clearance, resettlement, minimizing the status of delayed implementation projects due to ground clearance problems. Actively mobilizing non-budgetary resources to invest in infrastructure.

2.  To concentrate resources on investment in technical and social infrastructures to connect between industrial parks and industrial clusters according to approved plans, creating a motive force to support development links between regions and regions, localities in the province. Strengthening coordination between Long An province and Ho Chi Minh City to implement construction and urban planning, technical and social infrastructure projects in the adjacent areas of the two localities for having a comprehensive connection of investment projects.

3. Effectively implementing the urban development program of Long An province in accordance with the development orientation of the National Urban Area and the Southern Focal Economic Zone in accordance with the development orientation of satellite cities in Ho Chi Minh City. 4. Trade promotion and service development: Focusing on attracting investment in developing modern commercial infrastructure, port services, border gates, warehousing, logistics, financial services, etc. Renewing and improving the effective of trade promotion and supporting businesses to penetrate new consumption markets, especially fastidious markets to diversify export markets; To be focused on building brands and product trademarks. In 2020, the cooperative aims to exploit its activities more effectively, enhance communication on the Law on Cooperatives 2012 so that people understand and participate in cooperatives to increase the charter capital and the number of members; it strives to encourage members to raise cattle for beef to market according to the value chain of production and consumption of products, etc. At the same time, the cooperative also expressed its desire to be supported in developing new-style multi-industry cooperatives.

The domestic food and beverage market has great potential for development despite the difficulties caused by the COVID-19 pandemic, according to experts.

Food and beverages are in the fast-moving consumer goods (FMCG) category. For many years, this has always been one of the important economic sectors with great potential for development, according to the Vietnam Report 2020.

The food and beverage market's growth rate is forecasted to reach from 5-6 percent annually in 2020-2025.

Despite suffering negative impacts from the COVID-19 pandemic, the food and beverage industry in Vietnam also has many strong growth opportunities. At present, more and more consumers pay attention to nutritional foods of plant origin, organic foods or food with healthy ingredients.

A survey conducted by Vietnam Report at the end of 2020 showed due to COVID-19, half of customers have spent more on foods boosting their immune system and clean foods. Meanwhile, 63.7 percent of customers have cut spending on alcohol and beer. Therefore, businesses in this industry must adjust their production to suit demand.

Food businesses have to increase their production capacity by about 30 percent, while beverage businesses must reduce their production to lower than 80 percent compared to before the pandemic.

Besides that, Vu Dang Vinh, general director of the Vietnam Assessment Report Joint Stock Company, said COVID-19 has forced nearly 70 percent of food and beverage businesses to focus on the digital transformation for survival and development, reported the Vietnam News Agency.

Many businesses have built modern technology processes in production and management. Food and beverage companies have also sped up investment activities to renovate the distribution system and adjust the proportion between traditional and modern trading channels. They develop applications to enhance the customer experience when shopping and innovate packaging design, eco-branding and product line development.

Nguyen Dang Quang, chairman of Masan Group, said the COVID-19 pandemic is a good opportunity to promote e-commerce.

The group is building plans to attract more and more people to online shopping, he said.

Vinh said food and beverage businesses need to focus on strategies such as revenue growth, market development, promotion of research and improving product quality. They should also diversify supply sources with priority for domestic suppliers and develop online distribution channels on e-commerce platforms.

According to experts in the food and beverage industry, the stable macroeconomy and commitments in free trade agreements signed between Vietnam and its partners such as the European Union-Vietnam Free Trade Agreement (EVFTA) and the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP) would bring export opportunities and more foreign investment. They would promote the transfer of technology and technological advancement in the industry.

Along with that, the food and beverage companies need to improve their competitiveness and increase investment in infrastructure systems and modernisation of production processes and corporate governance./.

More than 600,000 people who live on the margins of poverty have been financially supported to buy voluntary health insurance over the last four years under a major healthcare project in the Cuu Long (Mekong) Delta.

Project director Le Thi Thanh said at an evaluation conference held last week in Can Tho City that the number accounted for 81.42 per cent of the total number of people living near the poverty line in the region.

The first-ever project to offer healthcare support for Cuu Long (Mekong) Delta residents was developed by the Ministry of Health, with a total investment capital of US$85 million sourced from Official Development Assistance (ODA) funds.

The five-year project aims to offer financial support for 13 provinces in the Cuu Long (Mekong) Delta so that each locality would be able to pay partial payment of hospital fees for people living near the poverty line in the region.

The project also targets better healthcare facilities and services in the region by next year.

In the nine Delta provinces of Ca Mau, Bac Lieu, An Giang, Can Tho, Kien Giang, Long An, Soc Trang, Tien Giang and Tra Vinh, the project had been able to ensure all residents in the category were able to buy voluntary health insurance, Thanh said.

Vietnamese citizens earning less than VND200,000 (US$10) per person per month in rural areas and less than VND260,000 ($13) per month per person in urban areas are considered poor.

The project has also helped nearly 17,000 patients in financial difficulties pay their treatment fees at an average of about VND1 million per person.

More than 1,300 healthcare personnel with doctorate and masters degrees as well as specialist doctors in the 13 delta provinces received further training under the project.

General hospitals at the provincial level and health centres in the region were able to acquire modern equipment and other facilities, Thanh said at the meeting.

This year, the project seeks to support over 50 per cent of people living near the poverty line in Hau Giang, Ben Tre, Vinh Long and Dong Thap provinces buy voluntary health insurance.

It will also invest in upgrading 11 general hospitals at the provincial level, and develop a system to supervise epidemics by applying IT solutions at many localities.

The World Bank, which co-hosted the conference with the Health Ministry, said that this project played a very important part in supporting Cuu Long (Mekong) Delta provinces develop policies to provide quality medical examinations and treatment to poor people and those living near the poverty line.

The rate of people living near poverty line in Vinh Long, Dong Thap and Hau Giang provinces who buy voluntary health insurance, is still low at present, according to the bank.

All students (from grade one to university) and people who are working for state or non-state companies are compulsorily required to have health insurance.

Other citizens have the option to purchase health insurance on their own volition.

Co-hosted by the UN Development Programme and the Ministry of Planning and Investment's National Centre for Socio-economic Information and Forecasting (NCIF),  the "Vietnam's Economy in the Medium Term 2021 - 2025: Recovery and Growth Accelerates" conference brought together a large number of economists, business leaders, and representatives of international organisations and business associations to discuss the outlook for Vietnam's economy over the next five years and the actions needed to turn the expected rebound from COVID-19 into a sustainable economic recovery.

In his opening remarks, Deputy Minister of Planning and Investment Tran Quoc Phuong said the pandemic has presented both challenges and opportunities to Vietnam during the 2021-2025 period. 

There have been many emerging trends reshaping international financial flows, trade, and investment, he noted, adding that the pandemic has also triggered a shift in global supply chains, creating challenges and opportunities for any economic rebound in the long run.

It is especially significant for the country to take advantage of new opportunities to revive its economy this year and create breakthroughs over the next five years in order to meet the goals set by the Party and the State, he said.

UNDP Resident Representative in Vietnam Caitlin Wiesen said Vietnam was one of only a few countries in the world to post GDP growth in 2020, of 2.91 percent, and for the first time it was ranked by the UNDP as among the High Human Development Group, with growth of 46 percent in its Human Development Index (HDI) during the 1990-2019 period, one of the most rapid transitions to high human development in history.

She went on to say that Vietnam will launch a new five-year Socio-Economic Development Plan and ten-year Socio-Economic Development Strategy that will establish a broad vision for economic recovery in the short term, in the context of continuing global uncertainty.

The strategic policy choices Vietnam makes will define its ability to turn the COVID-19 rebound into a bold recovery in 2021 and beyond. Equally, it will determine the ability of the country to accelerate policies to achieve the medium-term aspirations of realizing the Sustainable Development Goals (SDGs) and attaining high-middle income country status by 2030, she added. 

Two scenarios for Vietnam's economic growth this year were introduced at the conference. According to NCIF Deputy Director Dr Dang Duc Anh, the base-line scenario forecasts the economy to grow at about 6.17 percent and CPI to stand at 3.8 percent if the global economy rebounds and COVID-19 is gradually brought under control.

In the best-case scenario, GDP growth will reach 6.72 percent and CPI around 4.2 percent if the global economy recovers at a pace faster than expected./.

Currently, Long An has over 11,000 operating enterprises with a total registered capital of nearly VND 273,000 billion and 576/988 projects with FDI capital which are operating (accounting for 60.9%). In which, Chinese enterprises have 179 projects, with an investment capital of US$ 263 million, ranked second in number of projects and 8th in foreign investment in Long An. Over the past year, trade cooperation relations between enterprises of Long An province and Chinese enterprises have been increasingly developing; as shown by the increasing import-export turnover between Long An province and China; specifically, the total import-export turnover in 2018 between Long An and China was US$ 604 million, of which, export reached US$ 190 million.

At the conference, local enterprises and Chinese enterprises discussed together to increase the link of goods consumption between domestic enterprises and distribution enterprises as well as solutions to remove difficulties to supply and consume goods and services.

Speaking at the conference, Deputy Director of Department of Industry and Trade – Duong Van Hoang Hoanh hoped that the trade cooperation between Chinese enterprises and Long An enterprises would achieve good results, comply with the laws of the two countries, thereby creating conditions for people of the two countries to have good access to high-quality goods and competitive prices. At the same time, Long An province was committed to supporting investors and enterprises when investing, manufacturing and doing business in the province; the authorities at all levels would always pay much attention in the direction, administration, creating an open business environment and healthy completion./.

Accordingly, in the field of attracting domestic investments, in May, the province has attracted 12 domestic investment projects in which the investment capital of newly-granted projects is 386 billion VND, and 11 projects adjusted to reduce capital of VND 794 billion. Up to now, the total number of registered projects in the province is 975 projects with the total registered capital of 6,106 million USD, of which 576 projects come into operation, accounting for 59% of the total number of registered projects, with the total implementation capital of about 3,614 million USD, accounting for 59.1% of the total registered capital.
