Therefore, technology innovation in agricultural development in combination with high- tech application in agriculture is the right direction for Vietnam to increase productivity, quality and value of agricultural products.
Thanks to technology adoption, farmers both make high quality competitive agricultural produces in the domestic and in the globe as well as relevant agencies pay attention to them; thenceforth, farmers feel secured to produce.
Initially, hi-tech agriculture models reaped good fruit in some localities. Farmers are confident to apply technology in agriculture production after training courses and the government's support.
Director of the cooperative No.12 in village No.4 in Long Khe Commune in Can Duoc District Le Van Giay said adoption of technology in agriculture production makes farmers enable to sell produce at reasonable price; plus they can avoid hostile bid.
Additionally, technology application helps to increase agricultural productivity with average profit of VND50 million ($2,200) per 1,000 square meter of vegetables a year.
Member of the cooperative Tran Van Tan said eagerly for tens of years, planting veggies had not been facilitated like now. Using technology in agriculture production has helped saving fertilizer, water; hence, production costs reduce while farmers received timely support from the government.

Though agriculture infrastructure is invested, several localities have not fully met the requirements including traffic and irrigation system, electricity for pumping.
Some cooperatives work effectively, others are not because some people thought to join in cooperative to receive the government's support. Some agriculture models applying technology prove efficient yet the multiplication of the models encountered difficulties because people's contribution to the models is high with 70 percent while the government just support 30 percent.
Plus, the government has not adopted encouragement policies to carry out the program deeply and to emply advanced technologies.
Director of Hung Phu Cooperative in Khanh Hung Commune in Vinh Hung District Luu Van Hoai said hi-tech farms offer farmers more opportunities in production. Nevertheless, there are just a few the piloting models and the government's support is limited.
In addition, Mr. Hoai said, farmers get difficulties to access to some impractical policies which are barriers for cooperatives and local governments. Furthermore, policies to encourage enterprises to purchase agricultural produce are adopted for some cases; therefore, farmers have no choice but sell produce to traders who put in hostile bid.
Subsequently, the government should increase support and piloting models to multiply in all districts across the country as well as adopt policies to encourage enterprises to purchase farmers' produce. One such, models of hi-tech adoption in agriculture is sustainable and successful, Mr. Hoai added.
To push up the hi-tech in agricultural application, experts said that it needs reforms in policies such as preferential land fund, infrastructure, and changes in planning zones for agriculture with hi-tech application on the basis of supply-demand.
Moreover, the government should predict social demand and future need for farmers to invest with attention to hi-tech farms which cultivate the country's key produce. Infrastructure in such hi-tech farms must be on the top of priority.
For credit policies and beneficiaries, it needs to have different regulations for hi-tech adopted farms of households, cooperatives and enterprises.
Director of Huy Long An Company Vo Quan Huy said to attract investors in hi-tech farms, the province authorities need to facilitate paperwork as well as ensure that all investors are eligible for land support, taxation, VAT, training cost, research and development and piloting production.
Moreover, director Huy continued the government should have incentive program; for instance, investors are eligible for loans with low interest from 0.5-1.5 percent both to encourage investors and ensure commercial banks work as per market mechanism; besides, investors can give farms and greenhouses as security for the loan for further investment.
Vice director of the Department of Agriculture and Rural Development Dinh Thi Phuong Khanh said that at present, in addition to developing more hi-tech farms in the province, local administrations also carried out preferential policies to draw investors' attention to pour capital into the sector. Along with this, the province take heeds to zone agriculture land applying hi-tech with the aim to facilititate investors.
Several investors who seek opportunities in Long an province have asked loans from the government's credit package of VND100,000.
Additionally, the province issued policy to support enterprises in the field of hi-tech agriculture such as support half of equipment cost to increase productivity, hi-technology transfer, new technology adoption, project-making cost. The Chairman of Long An Provincial People's Committee - Tran Van Can has just submitted a petition to the Prime Minister and the Ministry of Industry and Trade for the mechanism of re-exporting sticky rice with HS code 1006.30 without quantity limit.

According to Official Letter No. 2237 / BCT-XNK dated March 28, 2020 of the Ministry of Industry and Trade proposed the Prime Minister to re-export rice, which 400,000 tons of rice will be exported in April 2020. However, the Ministry of Industry and Trade has not proposed the Prime Minister to export sticky rice products with special export mechanism and unlimited quantity.
At the meeting on March 26, 2020, chaired by the Deputy Minister of Industry and Trade on rice exports, Long An province and many other provinces and cities also made recommendations for sticky rice export, because domestic goods produce a lot, especially Long An and An Giang provinces, while domestic demand is low.
The sticky rice inventory of the enterprises is nearly 56,000 tons
For Long An, sticky rice area accounts for 30-32% of the province's rice area. Typically, the Winter-Spring crop of 2019 - 2020, the area of sticky rice cultivation is about 65,000 hectares. Because the food needs of Vietnamese are mainly rice, they rarely eat sticky rice. Meanwhile, the contracts that have not yet delivered from now until the end of 2020 of Long An enterprise are about 204,570 tons of rice, of which the Chinese market is 44,303 tons, mainly sticky rice. The sticky rice inventory of the enterprise is currently nearly 56,000 tons.
On that basis, Long An Provincial People's Committee proposed the Ministry of Industry and Trade to propose the Prime Minister to re-export sticky rice with unlimited quantity, with HS code 1006.30, in order to solve the export of sticky rice inventory in businesses, helping them continue to buy sticky rice from farmers with better purchasing prices, ensuring the goal of maintaining production and economic growth.
Currently, in Long An province, there are 24 enterprises participating in rice export. Up to April 6, the total export volume of warehouses in the area for 6 months has been 314,070 tons, the unsold volume has been 26,204 tons, accounting for 8.34 percent (exceeding the prescribed 5% in accordance with Decree of provisions 107/2018/ ND-CP). In addition, the actual inventory of traders in the area is 352,322 tons./.

Free trade agreements (FTA), including the latest one signed between Vietnam and the EU, will benefit the domestic fertilizer sector, with more diverse import and export markets, experts said.

Statistics show that Vietnam imports about 4 million tonnes of fertilizer worth about 1.33 billion USD from 48 countries and territories each year, with 0.22 million tonnes coming from 17 EU countries.
The EU-Vietnam Free Trade Agreement (EVFTA), once effective, will lead to reductions in fertilizer export and import duties. However, to optimize the deal, experts suggested the industry make greater efforts to improve product quality in accordance with EU standards.
According to Pham Minh Lan, head of the Fertilizer Management Bureau under the Plant Protection Department of the Ministry of Agriculture and Rural Development, fertilizers from EU make up 5.5 percent of Vietnam's total fertilizer import volume and value, or 0.22 million tonnes and 73 million USD.
Meanwhile, Vietnam ships abroad around 0.75 million tonnes of fertilizer valued at 240 million USD to 47 countries and territories annually, including five EU nations – Italy, the Netherlands, Spain, Slovenia and Portugal. Some Vietnamese organic and inorganic fertilizer products have already met standards set by the selective market.
Currently, Vietnam imports about 0.25 million tonnes of organic fertilizers worth 45 million USD from 33 countries and territories, with 42 percent from nine EU countries, mostly the Netherlands and Belgium.
The EU's preference for organic fertilizer over recent years as part of efforts to reduce greenhouse gas emissions and protect the environment will help to spur Vietnam's organic fertilizer development.
Vice President of the Vietnam Fertilizer Association Phung Ha said FTAs, including the EVFTA, will benefit the domestic fertilizer sector, helping it diversify import and export markets.
Thanks to the benefits of FTAs, Vietnam expects to welcome more investment and domestic firms will have more opportunities to access scientific and technological advances from developed countries.
The official suggested agencies map out plans to put an end to the use of chemicals in agriculture in order to help businesses utilize the advantages of FTAs.
Lan also proposed intensified communication activities to help enterprises understand more about the EVFTA, thus charting their own business strategies for both the short and long term towards sustainable development./.

From the beginning of the year until now, 26 newly FDI projects have been granted with a total registered capital of 105.7 million USD, 11 projects increasing capital of 8.95 million USD. Up to now, the total registered FDI projects in the province is 1,049 projects, registered capital is 6,324 million USD. "Vietnam remains a promising market with a growing trend of manufacturing companies looking to set up operations in the country, which has been happening for a number of years. Industrial park developers remain confident that demand for industrial land will continue to grow and therefore land prices are expected to increase in-line with the long-term potential of Vietnam's industrial segment," said Stephen Wyatt, country head for JLL Vietnam.
According to JLL, multinational manufacturers have been setting up operations in Vietnam for a number of years and this movement has accelerated over the past 12-24 months with companies looking to diversify their operations and supply chains due to tariffs on goods exported from China to the US. More companies are expected to follow suit as the cost of production rises.
Data from the US Census Bureau show a 35.6 percent surge in goods imports from Vietnam last year, compared with a 16.2 percent contraction in goods imported from China.
"Data for this year will be distorted by the effects of the coronavirus on global supply chains, but the trend of manufacturing moving from China to South East Asia will continue," predicted Stuart Ross, head of industrial for South East Asia at JLL.
According to JLL's latest market report, companies looking to diversify their manufacturing portfolio outside China are attracted to Vietnam thanks to its proximity to China, Free Trade Agreements (FTAs) and the Government's ambition to establish Vietnam as a manufacturing hub for Southeast Asia.
The average land price in the northern areas reached 99 USD per sq.m, up 6.5 percent year-on-year in the first quarter of this year, while the southern areas recorded 101 USD per sq.m, up 12.2 percent year-on-year in the last quarter last year. Ready-built factories recorded an average price of 3.5 - 5.0 USD per sq.m per month for both areas.
"In light of the current COVID-19 situation, the postponement of ongoing leasing negotiations and new requirements will become more apparent if the situation does not improve soon. However, JLL believes that the market is likely to recover and grow rapidly after the epidemic is well under control. The disruption in the global supply chain caused by the virus outbreak is urging businesses to diversify their manufacturing portfolios geographically, instead of being overly reliant on one market," JLL said.
The company, however, said that not all manufacturing can be easily outsourced to Vietnam.

The PM asked the participants to deliberate concrete measures to optimise the investment flow shifted to Vietnam, especially from major multinational groups and high-tech firms.
He suggested attracting selective projects, aiming at big multinational groups utilising new cutting-edge and environmentally friendly technologies.
The Government leader requested building a project to address bottlenecks for investors such as land clearance and human resources.
He agreed on the establishment of a working group in charge of this matter, which is headed by the Minister of Planning and Investment.
Emphasising the role of the communication work, PM Phuc suggested promoting Vietnam as an attractive investment for investors and tourists.
The Government, localities and sectors must create optimal conditions in terms of production premises, necessary and attractive incentives, administrative procedures, and human resources, he said.
Attracting foreign investment with high-tech and high added value projects is an essential trend, the PM said, adding that authorities should make it easier for all economic sectors, particularly the private one, to successfully do business in Vietnam./.

The machine operates effectively, has an automatic setting mode, operates all day and night. Facility owner - Bui Minh Quang said: "My hometown is in Cai Lay district of Tien Giang province, my family have kept bees for a long time so I have a passion for learning about bees and love my job. I know that honey in some establishments has not been well preserved, consumers store honey in the refrigerator so it is crystallized or the honey is easily damaged and metamorphosed when it is kept near places with high temperatures".
Since the hydrolysis machine was equipped, honey of Quang Vinh facility is favored by customers; Friends and beekeepers from many places inside and outside the province, even in An Giang, Kien Giang, and so on also come to process honey. In addition to looking after 3 herds of bees, Mr. Quang often works with his family on processing honey for guests. In the busiest season, Quang Vinh facility has more than 1,000 boxes of bees and employs more than 10 workers.
