Introduction
 
The Long An port project is a 1,925 hectare project in Can Giuoc district, Long An, South of Ho Chi Minh City and about 30 km to center of Ho Chi Minh City. Project is divided into four components, comprising a 396 ha industrial park, 236 ha industrial service area, 1,145 ha residential area and a 147 ha seaport with 2.6 km of frontage along Soai Rap river. 
 
Transportation system connects Long An province with HCM city, Mekong delta river and other area is basic good, including roads and waterways 
Water source (27/02)
 
Water source: Long An has Vam Co Dong River and Vam Co Tay River and the interlaced system of canals and ditches connecting with Tien River which is the main water transmission and irrigation line. However, this water source is limited and contaminated with saline and alum, therefore, the water fails to meet the production and domestic demands.  
 
Up to 31/5/2013, there are more than 700 schools in the province, including: There are 46 high schools, 132 secondary schools including 1 specialized school (Long An Specialized School), 5 private schools. There are 249 primary schools with 4,401 classes and 125,089 students in which there are 135 schools open all-day for 59,908 students. There are 187 pre-schools including 131 nursery schools and 56.  
 
Up to 8/2013, there are 20 hospital in the province, in which: - 03 provincial hospitals (Provincial General Hospital (900 patient beds), Traditional Medicine Hospital (110 beds), Tuberculosis and Lung Disease Hospital (70 beds) – 3 Region General Hospitals (Hau Nghia Region General Hospital (250 beds), Dong Thap Muoi Region General Hospital (140 beds), Can Giuoc Region General Hospital (250 beds).  
 
Long An Province Power Development Plan for phase 2011 – 2015 with considerations to 2020 has the following main criteria: I. Power load The power load is calculated to meet the sufficient power demand for socio-economic development of Long An province with the GDP growth rate in Phase 2011 – 2015 of 14.0%/year; GDP growth rate in phase 2016-2020 of 13.3%/year.  
 
The grid supplied to Long An province includes intermediary transformer stations and electricity-generating cluster. 
 
In recent years, post - telecommunication industry has forcefully developed. In 1990, telephone density was only 0,12 machines/100 persons, until the end of 1999, telephone density was 1,96 machines/100 persons with total of 25.631 machines. 
 
Until the end of 2004, roadways in province was 1.698km, in which asphalt roads were 474km, accounting for 27,9%, gravel roads were 1053km (62%), other kinds of roads were 171km (10,1%) (excluding rural roads).

With the consent of the Party Central Committee’ Secretariat and implementing the province’s foreign affair program in 2018 that has been approved by the Prime Minister, on May 24th, 2018, comrade Pham Van Ranh – Member of the Party Central Committee, Secretary of the provincial Party Committee, Chairman of the People’s Council and the delegation of Long An province visited and worked in Sacramento City, California State, the United States.

In the spirit of sincerity and friendship, on behalf of the Sacramento City Government, the Mayor Darrel Steinberg expressed his pleasure to welcome the delegation of Long An province.

Mr. Pham Van Ranh expressed his gratitude for the warm and respect welcome of the Mayor and his colleagues for the delegation, and generally informed of the location and role of Long An in the key economic zone in the South as well as in the Mekong Delta of Vietnam, highlighted the socio-economic achievements and redundant land for development of the province.

At the end of the talks, Mr. Pham Van Ranh and the delegation witnessed the signing ceremony of Memorandum of Understanding between the Mayor of Sacramento City, Mr. Darrel Steinberg with the Vice Chairman of Long An People's Committee, Mr. Nguyen Van Duoc.

Accordingly, the two sides agreed to create all favorable conditions for the development of trade, promoting the investment from Sacramento City in Long An province in the fields of hi-tech agriculture, industry, solar energy; at the same time, making efforts to promote economic cooperation through trade, tourism, human resource training, etc. activities between the two localities.

It can be said that, this is an important event, opening up a new prospect for strengthening cooperation between the government and people of Sacramento City (USA) and Long An province (Vietnam), enriching and diversifying the province's foreign affair activities, contributing to strengthening of the friendly and cooperative relationship on the basic of respect for independence, sovereignty, equality and mutual benefit between the two countries in the new integration and development period.

On this occasion, the delegation conducted the investment promotion and witnessed the signing of investment cooperation between businesses in Long An province and the United States in Los Angeles, San Francisco, San Jose, Oakland Cities on the fields of preservation and processing of agricultural products, hi-tech electronics, solar power and survey of waste treatment technology./.

Can Duoc districtCan Duoc district
Can Duoc district is located in the Southeast in the downstream of Long An province and is a coastal district surrounded by Rach Cat river and Vam Co river. The East adjoins to  Can Giuoc District, the West adjoins Tan Tru District and Chau Thanh district, the North adjoins to Ben Luc district, the South adjoins to Go Cong Dong district, Tien Giang province.

​The district has the natural area of 21,810.34 ha, population of 188,093 people according to the census up to 21/5/2013. Can Duoc district has 17 communes-towns including Can Duoc Town, communes of Long Trach, Long Khe, Long Dinh, Phuoc Van, Long Cang, Long Son, Long Hoa, Tan Trach, Phuoc Tuy, Phuoc An, Tan Chanh, My Le, Tan Lap, Phuoc Dong, Long Huu Tay, Long Huu Dong in which Can Duoc Town is the economic, cultural and social center of the district which is 30 km as the crow flies away from Tan An City and about 31 km away from Ho Chi Minh city.

FloodFlood
Every year flood converges firstly to the Northern districts in Dong Thap Muoi, starting from the beginning or mid August and lasting to November. In this time, the rain has the biggest flow and intensity, causing difficulties for production and life. Flood in Long An province is slow and its level is not deep as upstream but it lasts for longer time.

The frequency of high flood tended to reduce from 1 time for 8 - 10 years in the past, to 1 time for 3 - 4 years (1961, 1966, 1978, 1984, 1991) and high flood had occured for 3 consecutive years (1994, 1995, 1996), especially, flood was very high in 2000.

- Flooding levels according to the natural area in 1996 were as follows:

+ Below 50 cm with flooded area of 50.294 ha, accounting for 13,2 % of the natural area.

+ From 50 - 100 cm with flooded area of 72.360 ha, accounting for 18,99% of the natural area.

+ From 100 -150 cm with flooded area of 63.830 ha, accounting for 16,75% of the natural area.

+ From 150 - 200 cm with flooded area of 94.840 ha, accounting for 24,88% of the natural area.

+ From 200 - 250 cm with flooded area of 66.720 ha, accounting for 17,50% of the natural area.

+ Over 250 cm with flooded area of 33.070 ha, accounting for 8,68% of the natural area.

- Flooding duration:


+ Less than 3 months with 305.757 ha, accounting for 69,91% of the natural area.


+ From 3 - 5 months with 64.724 ha, accounting for 30,09 % of the natural area.


Especially, flood of the year 2000 was the biggest in decades and the long flooding period caused great damages to production and life of people. The highest water level in Moc Hoa (Long An) was 3,27 meter, 41 cm higher than flood peak in 1978. Flood run strongly to the South, resonating with hurricane tide, causing deep and wide flooding in 300.000 ha of natural area, including 132/188 communes, equivalent to 12/14 districts of province. The average flood was from 1,5 - 2 meters, some regions had deep flood of over 3 meters. Total damages to property were about 650 billion dong.


At present, the province has co-ordinated with flood control programs of the Central level to build sewer and dyke system to control closely and effectively flood, i.e. with small flood, try to keep water, with high flood,  use for washing alum to transform the land. Investment promotion activities in Long An province have made good use of the advantages of the province and brought practical effects such as: Long An province and Hyogo province (Japan) signed a Joint Statement on investment, trade, tourism, education cooperation; Long An signed a cooperation agreement with Chungcheongnam province (Korea) on socio-economic development; MOU signed with Sacramento City Government (USA) on cooperation in promoting investment, trade, tourism and human resource training; etc.

In the first 9 months of 2018, the province received 59 projects with foreign investment capital totaling USD 306.97 million. So far, there are 941 projects of 38 countries and territories investing in the province, with the registered investment capital of USD 5,950 million, of which 576 projects have been put in operation with a total investment capital of USD 3.614 million.

In order to attract investors to the province, in the coming time, the province will continue to implement administrative reform, and drastically and effectively carry out measures to improve the Provincial Competitiveness Index (PCI) and Provincial Governance and Public Administration Performance Index (PAPI); continue to renovate investment promotion activities, considering investment efficiency in Long An as the best motivation of investment promotion.

According to the data of the Department of Culture, Sports and Tourism of Long An province, in October, there were about 100,000 visitors in Long An (up 10% over the same period). In which, international visitors were about 1,200 visitors (up 20% over the same period), and revenue reached about 48 billion dong (up 11% over the same period).

The tourism industry focused on serving and introducing local history and culture to visitors. In October 2018, 4,000 tourists visited Long An Monumental Park "Valiant and resilient, all people fight the enemy" in Ward 5, Tan An Town.

In November 2018, the tourism industry will organize the appraisal and ranking of tourist accommodation establishments as specified and the work of granting tour guide cards, and tour guide certificates in order to professionalize the travel activities in the locality.​

From the beginning of the year to date, Industrial clusters in Long An province have received 5 investment projects (in 2 fields: mechanics and plastics) with the area of 3.3 hectares.

Up to now, the whole province has 19 operating industrial clusters with a total area of 904.3 hectares, has leased 586.6 hectares. Industrial clusters attracted 544 projects with a total investment capital of VND15,635 billion. Secretary of Long An province Party Committee cum Chairman of the provincial People's Council Pham Van Ranh and Chairman of People's Committee Tran Van Can attended the event.

Chairman Can said Sojitz is the largest Japanese economic Corporation to invest in muti-fields in the province and has many experiences in attracting investment and supplying industrial park's high quality infrastructure services.

Long An authorities hoped that Sojitz would help call for more prestigous foreign investors to invest in Long An's Phu An Thanh Industrial Park, focusing on hi-tech fields to contribute environment protection and the provincial socioeconomic development.

Phu An Thanh Industrial Park covers an area of 692 hectares, locating at An Thanh Commune, Ben Luc District. Up to now, it has attracted 37 domestic & foreign investors with total investment capital up to VND 1trillion and US$ 204million and created over 4,000 jobs for local people.

General Director Tran Van Ngoc of Phu An Thanh Industrial Park shared the cooperation program between the park and Sojitz would increase more efficiency to lure more hi-tech investors, contributing to developing Long An's social economy./.

TRAFFIC SYSTEMInternal traffic systems: with a total length of nearly 30 km, hot asphalt concrete, high loading capacity, is connected to the external traffic system via Provincial Route 10. The main roads with cross section of 42 m , 30 m and 18 m, are planned properly, with trees line and clear sidewalks forming a complete internal traffic system. 
External traffic system: Tan Do I.P. is located next to Provincial Route 824, 825 (P.R. 10) and 830 which are connected to main traffic systems of Ho Chi Minh Highway, National Highway 1A, Xuyen A Highway,... will ease the way for goods transported to and from the I.P. In addition, the I.P is also next to An Ha Cannel linking to Vam Co Dong River provides the I.P with an advantage in transportation to Cambodia and provinces in the West.

The Long An port project is a 1,925 hectare project in Can Giuoc district, Long An, South of Ho Chi Minh City and about 30 km to center of Ho Chi Minh City. Project is divided into four components, comprising a 396 ha industrial park, 236 ha industrial service area, 1,145 ha residential area and a 147 ha seaport with 2.6 km of frontage along Soai Rap river.

I. LOCATION AND ACCESSIBILITY OF LONG AN INTERNATIONAL SEA PORT

The project has many advantage conditions of site and accessibility

Distance to HCM city center of approximately 30 km by national way 50; To HCM city - Trung Luong highway of 30km; To Hiep Phuoc Port of 7 km by river way.

Adjacent to HL19 (Ben Luc – Tan Tap Road); Tan Tap – Long Hau Highway; and Ring Road No.4.

Distance to estuary of East Sea of 15 km by Soai Rap river way;

Easy to access Vam Co river system and Cho Gao canal which is arterial waterway connected to the Mekong Delta.

Soai Rap River can welcome the 50,000 DWT vessel at the present and 70,000 DWT vessel in the future.

II. LONG AN PORT INFORMATION

-           Land area about 147ha.

-            Running 2.6km along the Soai Rap River.

-           Seven international wharves with 1.67 km long to handle ships weighing between 30,000 and 70,000 deadweight (DWT) and six wharves with 0.4 km long for domestic inland ships of 1,000 DWT.

-           Its loading and unloading capacity is expected to reach 2.5 million tons/year in the first phase in 2015, increasing to 9.3 million tons in the 2nd phase and 15 million tons in the 3rd phase.

-           The first wharf have been constructed and expected to finish in the beginning of 2015.

- Project goals: Integrated industrial parks and infrastructure to attract investments.

On April 15th, former President – Truong Tan Sang; Standing Deputy Prime Minister –Truong Hoa Binh; Secretary of the Provincial Party Committee, Chairman of the People’s Council of Long An province – Pham Van Ranh; Secretary of the Provincial Party Committee of Binh Duong province – Tran Van Nam, and leaders of departments, branches and enterprises of Long An and Binh Duong provinces attended the Investment Cooperation Conference between the two provinces held in Can Giuoc district (Long An province).

On this occasion, the delegation actually visited Long An International Port in Tan Tap commune, Can Giuoc district. General Director of Long An Industrial Park Joint Stock Company – Ho Minh Tuan provided the delegations with information about Long An International Port project. Long An International Port project has a scale of 1,935 hectares which is divided into 4 projects, including: Industrial park, Industrial service, urban residential area, and seaport.  Environmental reality:
Natural environment is valuable resource for activities of creature life. Therefore, the appropriate exploitation and natural environment protection will help stable and sustainable social development.

During the course of urbanization, intensive farming. . . the environmental pollution is serious, reducing the quality of environment.

Quality of air: According to assessment of some professional organizations, the concentration of SO2, NO2, CO, lead. . . are low and satisfy the standard as stipulated. Criteria of dust and noise are many times higher than acceptable standard and focus on urban areas, populous areas and main traffic roads.

Quality of water source: on main rivers - channels such as Vam Co Dong, Vam Co Tay, Can Giuoc River . . . Tan An township has the acceptable content of Nitrate, organic substances, concentration of excess drugs, microorganism. . . . as stipulated (TCVN 5937 - 1995). Over the past years, Can Giuoc receives waste water from Ho Chi Minh City with high pollution, impacting on production and daily life of people.

Land: According to result of analysis on sample, concentration of toxic substances such as Cu, Pb, Cd . . . in mud and land is quite low and in acceptable limitation (according to Dutch standard).

Organism: with natural feature including many ecological systems of wetland: brackish water, salt water, fresh water, alum . . . organism resource of province has been assessed as being varied and diversified. During the past few years, as response to human, achievements of exploitation, utilization for production has brought many high results, but the environmental protection has not been considered deeply and synchronously, resulting in the break of the ecological balance between the populations, at the same time reducing or losing many rare and valuable wild animal such as chicken, python, snake, turtle. . . ; vegetations such as flooded cajeput forest, arenga forest, aegiceras forest, mangrove forest. . . and resulting in danger of mice destroying production.

The city is located on the development axis of South Key Economic Zone as the economic gateway of Mekong River Delta Region provinces with the main waterway and road network running through the center of National Highway IA, National Highway No. 62 and Cam Co Tay River.

The above mentioned geographical location has given Tan An City the relative advantage in terms of economic and geographical to promote the socio-economic development of Long An Province in general and Tan An City in particular.

Tan Thanh districtTan Thanh district
Tan Thanh district is located in the North of Long An Province with the natural area of 42,555.26 ha, and population of 84,167 according to the census up to 21/5/2013 and about 45 km away from Tan An City to the North following National Highway No. 62. Tan Thanh district has the borders as follows: The North adjoins to Moc Hoa district, the East adjoins to Thanh Hoa district, the West adjoins to Dong Thap Muoi province, the South adjoins to Tien Giang province.

Tan Thanh is located in the deep region of Dong Thap Muoi and annually impacted heavily by the floods. The establishment and socio-economic development of Tan Thanh is closely linked to reclamation and immigration and construction of new economic region in Dong Thap Muoi. In the economic and geographical division of Long An province, Tan Thanh district is located in the sub-zone 3 (including Vinh Hung, tan Hung, Moc Hoa, Tan Thanh). The main economic development direction is agriculture-forestry in which the leading is community rice production.​

Kien Tuong TownKien Tuong Town
Kien Tuong town has the natural area of 20,428.20 ha and population of 64,589 people. Kien Tuong Town has the 8 administrative units including ward 1, ward 2, ward 3, and communes of Tuyen Thanh, Thanh Hung, Binh Hiep, Binh Tan and Thanh Tri.

​Kien Tuong Town is the center of Dong Thap Muoi Region in terms of many factors in which economic factor plays an key role in the general development of Dong Thap Muoi Region. The Town has Binh Hiep International Border Gate to exchange the goods with Kingdom of Cambodia, National Highway No. 62 running through to facilitate the transportation of the goods. The existing Moc Hoa Market is planning to upgrade into Kien Tuong commercial center to play the leading role in service sector of not only Kien Tuong town but also the entire Dong Thap Muoi region. The east of the town adjoins to Moc Hoa district, the west adjoins to 2 districts of Vinh Hung and Tan Hung, the north adjoins to Kongpongro district, Vray-vieng province, Cambodia (the length of 26.164 km), the south adjoins to Tan Thanh district.

Moc Hoa DistrictMoc Hoa District
Moc Hoa district is located in the transition of the Pleitocene ground and the upstream of Mekong River Delta Region, therefore, there are two main kinds of soils of alum soil and grey soil along Vietnam-Cambodia border.

Moc Hoa district has the natural area of  29,764.25ha and the population of 29,853 people according to the censes up to 21/5/2013. The East of the province adjoins to Thanh Hoa district, the West adjoins to Kien Tuong Town and Tan Thanh district, the north adjoins to Kingdom of Cambodia (18.005 km), the South adjoins to Tan Thanh district.

Moc Hoa District has 7 administrative units including communes of Binh Hoa Tay, Binh Hoa Trung, Binh Hoa Dong, Binh Phong Thanh, Tan Lap, Tan Thanh, Binh Thanh. ​
