Introduction
 
In November 2018, visitors to Long An were estimated at 93,000 (up 3% over the same period), of which, international visitors were estimated at 1,000, estimated revenue was 43 billion dong (up 3% over the same period). 
 
According to the data of the Department of Culture, Sports and Tourism of Long An province, in October, there were about 100,000 visitors in Long An (up 10% over the same period). In which, international visitors were about 1,200 visitors (up 20% over the same period), and revenue reached about 48 billion dong (up 11% over the same period). 
 
Long An province Party Committee secretary and People’s Council chairman Pham Van Ranh required Kien Tuong town to focus on developing commerce-services, border trade and industry at a meeting on November 1. 
 
In the evening of October 13, Vietnam - Japan Economic, Trade and Tourism Fair, Long An in 2018 was officially opened at Ward 3 Park, Tan An City. This is one of activities to celebrate the 45th anniversary of the establishment of diplomatic relations between Vietnam and Japan (September 21st, 1973 – September 21st, 2018). 
 
On the occasion of the 45th anniversary of establishment of diplomatic relations between Vietnam and Japan (21/9/1973 – 21/9/2018), Long An province will hold the “Vietnam – Japan Trade and Tourism Exhibition 2018 in Long An” from October 13th to October 21st, 2018 at War 3 Park, Tan An City, Long An province. 
 
Referring to Long An agricultural products available in the world market, we cannot forget dragon fruit. Currently, the province has over 10,300 hectares dragon fruit with the annual output of over 200,000 tons. Dragon fruit is mainly supplied to Chinese market (80%), other markets: Japan, Thailand, USA, Australia, etc. account for about 5%, and the rest is consumed in the country.  
 
In the province, there are nearly 800 enterprises participating in importing and exporting to more than 120 countries and territories in the world with commodities: Rice, cashew nuts, seafood, dragon fruit, seedless lemon, leather shoes, textile, mechanism, electric-electronic products, battery, machinery, agricultural equipment, plastic, etc. 
 
Over the past 6 months, it was estimated that total retail sales of consumer goods and services in Long An province reached over VND 38.134 billion, increased by 16% over the same period in 2017 (increased by 16%). 
 
The first rice festival 2018 and Hi-end Agriculture exhibition themed “Hi-end traditional agriculture” will take place in the Mekong Delta province of Long An from June 15 to 20.  
 
Compared to the previous month, Among 11 major commodity and service groups have increased in price indexes: Traffic has the highest increase of 1.54%; beverages and cigarettes rose 1.2%; food and catering services rose by 0.33%; housing, utilities, fuel and building materials rose 0.21%; equipment and household appliances by 0.13%; garment, footwear and footwear rose by 0.06%; Other goods and services increased by 0.06%. Culture, entertainment and tourism decreased by 0.11%. Three groups of stabilizers: drugs and medical services, telecommunications and education.

Happyland entertainment area has many activities to attract tourists

According to Long An Department of Culture, Sports and Tourism, in February 2019, tourists to Long An reached more than 450,000 people, increased 9 times over the same period of 2018. Of which, international visitors reached 2,500 turns of people, revenue reached VND 135 billion, increased more than 100% over the same period of 2018.

Vice Director of the Department of Culture, Sports and Tourism – Nguyen Thanh Thanh said that, after the Lunar New Year, tourists manly visited ecological tourism sites, cultural and historical relics of the province, especially the number of visitors to Happyland tourism area soared.

With its position as the Western gateway and the vast area of Dong Thap Muoi, Long An is a relatively new destination for near and far tourists./.

At the end of the dialogue, Vice Chairman of the Provincial People's Committee – Mr. Nguyen Van Duoc promised to solve difficulties and obstacles that enterprises had reflected according to the authority of the provincial People's Committee and departments, sectors; particularly, for the matters beyond the jurisdiction of the Provincial People's Committee would report to central ministries, sectors for consideration and resolution.

Currently, total output of banana in Tay Ninh and Long An is over 4,000 tons/year, of which 40% is exported to Japan. In addition to Japanese market, the Company also exports this fruit to China and Malaysia, while is negotiating to sell to Korea.

Long An rice comes to the international market

In addition, rice is also a popular item in the world. Currently, there are 21 enterprises which are allowed to export rice in the province. From beginning of 2018 to present, rice export enterprises bought 815,000 tons of paddy, up 4% over the same period in 2017.

Vice Chairman of the provincial People's Committee – Pham Van Canh said that the producers should change the thinking of production by movement to by cooperation, association, and complying with guidelines of functional agencies on the implementation of planning and safety production procedures. Besides, encouraging activities of innovation, creativity and application of science and technology to production and business, enhancing material and technical investment for research, and transferring science and technology must also be performed./.

Culture, entertainment and tourism increased 0.99%.

Two groups with reduced price index were: Food and food services decreased 0.15%; garments, hats and footwear decreased 0.15%. The groups of drugs and health services, telecommunication, and education had constant price indexes.

Price of petrol and gasoline increased 2.53%, petroleum price increased 3.37%, package tour price increased 1.95%, and price of fresh flowers increased 1.45%, etc. which was the main cause of CPI's increase in April 2018.

In addition, there were some reasons to restraint the CPI: Food price decreased 0.48% due to abundant supply in the market; price of garments, hats, and footwear products decreased 0.15% due to the decrease in consumer demand in the month.

Compared to the same period in 2017, CPI increased 2.76% and compared to December of last year, CPI increased 0.87%; the average CPI in the first four months of 2018 increased 2.29% over the same period of last year./.

The Exhibition will be organized on the scale of more than 400 standard booths of provinces, cities and enterprises in order to introduce the achievements of socio-economic achievements and tourism development of each locality; promote and introduce potentials, strengths, products and goods; develop brands; and seek partners and consumption markets.

Accordingly, in the period of 2018 - 2020, Long An plans to send 1,000 local laborers abroad and 1,000 laborers will be sent abroad annually starting 2021 to 2025.

The move is under a scheme to export labor abroad signed by local authorities, aiming to tackle local unemployment. It is to reduce poverty, provide more job opportunities, contribute to socio-economic development and to allow the unemployed to earn more stable income as well as to develop an awareness of complying with workplace regulations.

In the period of 2011-2017, the province sent more than 600 laborers abroad. However, labor export has so far faced many difficulties resulting that the number of local laborers working abroad has remained still low, said the Deputy Director of Department of Labor, Invalids and Social Affairs - Hoa Thanh Nien./.

There is currently 28 industrial parks with an area of more than 10,557 hectares and 34 industrial clusters with an area of 1,954 hectares in the whole province. According to the provincial People's Committee's assessment, there is a variety of industrial parks and clusters invested in synchronous infrastructure, becoming an attractive destination for investors.

In eight months of 2017, the Industrial parks in the province have attracted 83 new projects, including 44 foreign direct investment (FDI) projects and 39 domestic direct investment (DDI) projects with the total new investment of USD 77.4 million and VND 3,695 billion. Therefore, from the formation of industrial parks until the end of August 2017, the industrial parks have attracted 1,263 projects (540 FDI projects and 723 DDI projects).

Long An continues to invest in and complete infrastructural projects, especially traffic infrastructure for industrial development in key economic districts, performing traffic routes to connect to Ho Chi Minh City. In addition, the province continues to implement the Government's policy on improving investment environment, enhancing competitiveness and promoting business support; timely resolves recommendations, removes obstacles to promote enterprises' production and business.

The Department of Culture, Sports, and Tourism coordinated with relevant departments and branches to monitor and urge Thap Muoi Travel Co., Ltd to have a specific plan for the construction of the local road at Tan Lap Floating Village Eco-tourism Site, Moc Hoa district. At the same time, the Department also guided procedures and dossiers for granting tourist guide cards, domestic travel business licenses in accordance with Tourist Law 2017 for organizations, individuals engaged in tourism sector./.​

The southern province of Long An is taking action to increase the efficiency of FDI attraction as this form of investment plays an important role in the locality’s socio-economic development, said Chairman of the provincial People’s Committee Tran Van Can.

According to Can, the province has stepped up investment promotion both inside and outside Vietnam, targeting big groups.

It has also implemented administrative reform well, improved the business and investment climate, and increased its ranking on the provincial competitiveness index, especially in the fields of investment, land, taxation, customs, and labour.

In addition, Long An has regularly organised dialogues with investors to help them deal with difficulties and speed up the implementation of projects, while at the same time working to build a convenient, open, and transparent business and investment environment.

Attention has been paid to intensifying tax inspections over foreign-invested enterprises to detect violations early in order to ensure equality in tax declaration and payment for businesses.

Since the beginning of the year, Long An has granted investment licences to 51 projects worth 193.8 million USD. Moreover, 91.1 million USD has been added to 50 existing projects in the period. To date, the province has attracted 928 FDI projects with a total registered capital of over 5.9 billion USD, mainly in the fields of garment and textiles, footwear, and food processing.

Taiwan (China) ranks first in both the number of projects and capital amongst the 37 nations and territories investing in the locality, with a total of 192 projects worth 1 billion USD. It is followed by the Republic of Korea, Japan, China, and Singapore.

The export turnover for FDI enterprises enjoyed an average growth of 27.6 percent per year during 1996-2016, with the value hitting 2.6 billion USD last year. The number of foreign-invested exporters rose from 18 in 1996 to 300 at the last count.

Nguyen Van Tieu, Director of the provincial Department of Planning and Investment, said that FDI enterprises have made significant contributions to the locality's industrial production and exports. Their contributions to the State budget have increased year after year, but only accounted for 22 percent of the province's total budget collection in 2017. 

The figure has yet to meet the enterprises' potential in terms of development investment, he said.

He added that FDI enterprises currently employ some 126,000 labourers, equal to nearly half of the locality's total labourers./.

Modern business models timely capture and satisfy the tastes of consumers

Total retail sales of consumer goods and services in June 2018 were estimated at over VND 6,223 billion, decreased by 2.1% over the previous month, increased by 14.3% over the same period in 2017. It was estimated that over the 6 last months, the total retail sales of consumer goods and services reached over VND 38,134 billion, increased more than 16% over the same period in 2017 (increased by16%).

In the past 6 months, Long An province has accelerated its trade promotions, expanded its market, and connected with enterprises to sell products. In addition, enterprises involved in business, trade, services were increasing with large scale and modern business models such as supermarkets, trade centers, etc. so timely captured and satisfied the tastes of consumers.

Brackish water and ground water resources  Brackish water and ground water resources 
The large river system of Long An province connecting with Tien river and Vam Co rivers system is important loading ways and drainage for production as well as for daily life of people.

Vam Co Dong river starts from Cambodia, through Tay Ninh province and to Long An province: area of basin of 6.000 km2, the length through province of 145 km, the depth of 17 - 21 m. Thanks to water source passed from Dau Tieng lake with the flow of 18,5 m3/s, it supplements the irrigation for Duc Hue, Duc Hoa, Ben Luc districts and reduces the process of salinization of Vam Co Dong river through Soai Rap estuary. Vam Co Dong river connects with Vam Co Tay through horizontal channels and connects with Sai Gon, Dong Nai rivers by Thay Cai, An Ha, Rach Tra channels, Ben Luc river.

Vam Co Tay river with the length through province is 186 km, water source is mainly received from Tien river through Hong Ngu channel, satisfying the demand of irrigation for agricultural production and daily life of people.

Vam Co river with 35 km long, 400 m wide, emptying into Soai Rap estuary and flowing to the East Sea is the confluence of Vam Co Dong and Vam Co Tay rivers.

Rach Cat river (Can Giuoc River) situated in Long An province is 32 km long, with a small water flow in dry season and poor water quality due to receiving waste water source from urban area - Ho Chi Minh City, having a great effect on production and daily life of people.

In general, surface water source of Long An is not abundant, the quality of water is inappropriate in certain respects. Therefore, it does not meet the requirement of production and life.

According to assessment, reserves of ground water of Long An are not abundant and their quality is different and quite poor. Most of ground water source is in the depth from 50 - 400 meters under 2 horizones, Pliocene – Miocene.

However, the ground water source of province has many useful minerals which are exploited and served for daily life of people in the whole country.

In heavy rain or flood, with hurricane tide, it has often occurred flood in regions along the banks of river, especially lowland. To exploit efficiently surface water resource in Long An, in addition to channel expansion to create source, it is necessary to build more conservatoires in places where do not have sources.

In future, it is necessary to specify the reserves of ground water source, location, the reproductive capacity to have plan on effective and sustainable exploitation and use.​​​

The Long An port project is a 1,925 hectare project in Can Giuoc district, Long An, South of Ho Chi Minh City and about 30 km to center of Ho Chi Minh City. Project is divided into four components, comprising a 396 ha industrial park, 236 ha industrial service area, 1,145 ha residential area and a 147 ha seaport with 2.6 km of frontage along Soai Rap river.

I. LOCATION AND ACCESSIBILITY OF LONG AN INTERNATIONAL SEA PORT

The project has many advantage conditions of site and accessibility

Distance to HCM city center of approximately 30 km by national way 50; To HCM city - Trung Luong highway of 30km; To Hiep Phuoc Port of 7 km by river way.

Adjacent to HL19 (Ben Luc – Tan Tap Road); Tan Tap – Long Hau Highway; and Ring Road No.4.

Distance to estuary of East Sea of 15 km by Soai Rap river way;

Easy to access Vam Co river system and Cho Gao canal which is arterial waterway connected to the Mekong Delta.

Soai Rap River can welcome the 50,000 DWT vessel at the present and 70,000 DWT vessel in the future.

II. LONG AN PORT INFORMATION

-           Land area about 147ha.

-            Running 2.6km along the Soai Rap River.

-           Seven international wharves with 1.67 km long to handle ships weighing between 30,000 and 70,000 deadweight (DWT) and six wharves with 0.4 km long for domestic inland ships of 1,000 DWT.

-           Its loading and unloading capacity is expected to reach 2.5 million tons/year in the first phase in 2015, increasing to 9.3 million tons in the 2nd phase and 15 million tons in the 3rd phase.

-           The first wharf have been constructed and expected to finish in the beginning of 2015.

The Consumer Price Index (CPI) in Long An province for February, 2018 increased 0.76 percent compared to previous month.

The CPI increase was due to the hike in consumption demand during Tet Lunar New Year

Concretely, goods increased 1.07 percent; services went up 0.3 per cent. Compared to previous month, 8 out of 11 key groups of goods & services rose.

In particular, food catering services went up 1.69 percent; transportation up 0.8 percent; cultural entertainment and tourism increased 0.72 percent; garment & textile up 0.53 percent; beverage & cigarette rose 0.52 percent; other services went up 0.37 percent; education up 0.08 percent.

The group of medicine and health care services remained unchanged while the group of electricity and housing, construction material decreased 0.15 percent and telecommunication costs went down 0.09 percent. The CPI increase was due to the hike in consumption demand during Tet Lunar New Year.

The gas, oil prices were adjusted on February 21 but still being effected by the price hike on April 1 and 19 therefore its average prices in February increased 1.28 percent.

Besides, public transport services also went up 0.8 percent./.

Chairman of the provincial People's Committee – Tran Van Can noted and praised the achievements and contributions of the entrepreneur community for the province's general development in the recent years. Over the past time, the entrepreneur and business community in the province has a relative good developments in both number and scale, contributing greatly to the socio-economic development of the province.

Up to now, there are more than 9,342 enterprises operating with total registered capital of VND 223,491 billion in the province. In addition, the province also granted certificate of investment for over 1,411 domestic investment projects with total registered capital of VND 155,368 billion and 863 foreign investment projects with total capital of USD 5,469 million.

Secretary of Long An province Party Committee cum Chairman of the provincial People's Council Pham Van Ranh and Chairman of People's Committee Tran Van Can attended the event.

Chairman Can said Sojitz is the largest Japanese economic Corporation to invest in muti-fields in the province and has many experiences in attracting investment and supplying industrial park's high quality infrastructure services.

Long An authorities hoped that Sojitz would help call for more prestigous foreign investors to invest in Long An's Phu An Thanh Industrial Park, focusing on hi-tech fields to contribute environment protection and the provincial socioeconomic development.

Phu An Thanh Industrial Park covers an area of 692 hectares, locating at An Thanh Commune, Ben Luc District. Up to now, it has attracted 37 domestic & foreign investors with total investment capital up to VND 1trillion and US$ 204million and created over 4,000 jobs for local people.

General Director Tran Van Ngoc of Phu An Thanh Industrial Park shared the cooperation program between the park and Sojitz would increase more efficiency to lure more hi-tech investors, contributing to developing Long An's social economy./.

Secretary of the Party Committee of Long An Province has a working session with investors and leaders of relevant departments

Tan Lap floating village located in the heart of Dong Thap Muoi sub-region (also known as the Plain of Reeds) which covers more than 135 hectares of core area and 500 hectares of buffer area. 

The floating village has been known as wetlands with its habitat of indigo forests, lotus, lily, water hyacinth, typical rice of the area; and as the home of many wildlife as birds, stork, fish...

Tan Lap floating village has a special location for tourism exploitation and development being just about 60 kilometers of the northwestward of central Tan An city and about 100 kilometers of the westward of Ho Chi Minh City.

In the past, the Tan Lap floating village was managed by the Department of Culture, Sports and Tourism; after that it was transferred to the Thap Muoi Tourism Company under Tran Thai Group in 2016 for investment and exploitation following the socialization form. 

At present, investors are carrying out construction works, renovating some works including 5 kilometer-long road through the indigo forest, cable car system for visitors, and 32 hotel- rooms on based of renovation of observation tower (including nine floors with 38 meters high). 

Besides, they have also expanded many functional areas as environmental educational center, natural conservation area, wild bird sanctuary, floating houses on piles, park-restaurant area, marina area...

The leader of Thap Muoi Tourism Company said that although the Tan Lap floating village does not officially put into operation, it receives around 200 visitors per day, and around 1,000 arrivals per day on weekends.

Secretary Pham Van Ranh said that with the interference location between the Southeast and the Mekong Delta region, bordering with Ho Chi Minh City, located on the national tourism route of Ho Chi Minh City – the Mekong Delta and trans-Asia travel route connecting with Cambodia through the provincial border, Long An has an important strategic position in trade and tourism; in particular, the province has identified Tan Lap floating tourist village as one of the key tourism projects of the province and the region.

During the survey, Secretary of the Party Committee of Long An Province Pham Van Ranh appreciated the efforts and determination of investors in concentrating resources, speeding up the construction adding that the leaders of the province and related departments and agencies will create the most favorable conditions for the Tan Lap floating tourist village to early be completed and officially put into operation before the Lunar New Year of 2018.

On April 11, the Provincial People's Committee held a conference to evaluate the PCI, the investment environment improvement, enterprise support and development in 2017; At the same time, evaluate the Provincial Governance and Public Administration Performance Index 2017 (PAPI 2017) of the province.

According to the conference report, PCI 2017 of Long An province ranked the fourth in the ranking, belonged to Good group with 66.70 scores; increased 11 levels and increased 6.05 scores compared to 2016; All 10 component indexes increased without no component index decreased. Of which, Long An has 05 component indexes that were improved very well, with high scores, 02 indexes with scores higher than 3 provinces in Top 3 (Quang Ninh, Da Nang, Dong Thap), including: the dynamism of the provincial government, legal institution, market entry, access to land, unofficial fees. However, Long An has five component indexes with the scores increased than 2016 but still much lower than those of 3 provinces in Top 3, such as: enterprise support services, time costs to implement the State regulations, government transparency, access to information, labor training, fair competition.

As for PAPI results in 2017, Long An province achieved 38.30 / 60 scores, ranking the 11th among 63 provinces / cities and ranking in the 1st group – the group with the highest scores nationwide (this group consists of 16 provinces/cities). Increased 11 levels compared to 2016.
