The project is expected to be put into operation, reducing the financial burden on Vietnam Electricity (EVN) in developing new power sources. According to the investor, when the two factories are in operation, annual revenue is expected to be about 40,000 billion VND. Thereby, promoting the formation and development of infrastructure works in Can Giuoc district as well as Long An province.
At the survey of the gas power project, the State President - Nguyen Xuan Phuc (in March, the Prime Minister) highly appreciated the support and close coordination of the local authorities, investors and ministries and sectors involved in the certification of investors. - Vision toward 2030: GDP per capita will reach VND 172 million/ person/year (approximately $ 8,000); the proportion of agriculture, industry and services in the GDP structure accounts for 7%, 48% and 45% in respectively; State budget revenues in the province is expected to be accounted for 10.8% of GDP; The ability to mobilize investment capital from the state budget revenue accounts for 29.6%.

IV. OPERATION SITUATION OF AREA, INDUSTRIAL CLUSTERS
1. Industrial Parks
- Up to date, the entire province has 31 Industrial Parks (IPs) that have been added by the Prime Minister for the development planning of industrial parks in Vietnam in 2015 and orientation to 2020 with a total area of 11,391.95 hectares.
- There are currently 42 infrastructure investors (Duc Hoa III Industrial Park has 13 infrastructure projects for sub-component); 25 industrial zones have been granted for Investment Certificates with an area of 8,450.90 hectares, specifically:
- There are currently 06 Industrial Parks have been put into operation (as of February 20, 2020) with a total planning area of 3,776.94 hectares, of which: industrial land area capable of leasing 2,651.92 hectares, the area of industrial land leased was 2,285.53 hectares, the occupancy rate reached 86.18%.

- In terms of site clearance: among 16 operating industrial parks, there are a number of industrial parks still having problems in site clearance affecting the implementation of infrastructure investment and investment attraction.
- For 12 industrial parks that have not yet been put into operation, there are still many industrial zones having difficulties in compensation and site clearance, some industrial parks have high clearance rates but have not been able to deploy complete investment to collect investment attraction.
2. Industrial clusters
- According to the adjustment project of Industrial Clusters Development Plan (ICs) to 2020 approved by the Provincial People's Committee in Decision No.1315/QD-UBND dated April 23, 2018 (approved for adjustment in Decision No.1844/QD-UBND dated May 29, 2019). Long An province has planned 62 ICs with a total area of 3,106.5 hectares. Up to date, Provincial People's Committee has approved infrastructure investment policy for 52 ICs with a total area of about 2,552.5 hectares. The development of ICs in the entire province as follows:
(1) There are 21/62 ICs that had investment policy and put into operation with a total area of 1,081.2 hectares;
(2) There are 31/62 ICs (1,471.3 hectares) that have had investment guidelines and are in the implementation stage;
(3) There are 10 ICs (554 hectares) in the plan that have not yet been established, including: 05 ICs (266.6 hectares) in the area of investment policy in Can Giuoc district (the ICs of Phuoc Vinh Dong 1,2,3,4 and Tan Lap IC) those are under performed procedures to select investors; 03 ICs in Duc Hoa district (Hiep Hoa town cluster for 50 hectares are in the procedures for public land auction, Tan My 1 IC (45 hectares) and Tan My 2 IC (42.4 hectares) have not yet been adjusted for land use plan, so it is impossible to decide on establishment); For the 02 ICs in Ben Luc district (Industrial cluster in Luong Binh commune for 75 hectares; Nhut Chanh II Industrial Cluster, Nhut Chanh communal Industrial Cluster for 75 hectares) .

V. ORIENTATIONS FOR ECONOMIC DEVELOPMENT PLANNING IN LONG AN PROVINCE IN THE COMING TIME
1. Focusing on industrial development, contributing to economic growth, especially developing new industries such as supporting industries and processing industries (deepen into the processing of agricultural and aquatic products such as canning, juice, drying), energy industry. Continue to effectively implement solutions to restructure industry. Focusing on attracting and supporting key investment projects; The priorities should be given to attracting supporting industries, advanced industries and environmentally friendly ones. Investing in completing for integrated infrastructure for industrial development, especially transportation, electricity and water supply. Focusing on resolving problems and difficulties to accelerate infrastructure investment in industrial parks and clusters; to increase clean land fund for its investment attraction. In which, it is necessary to focus on well implementing of compensation works such as site clearance, resettlement, minimizing the status of delayed implementation projects due to ground clearance problems. Actively mobilizing non-budgetary resources to invest in infrastructure.
2. To concentrate resources on investment in technical and social infrastructures to connect between industrial parks and industrial clusters according to approved plans, creating a motive force to support development links between regions and regions, localities in the province. Strengthening coordination between Long An province and Ho Chi Minh City to implement construction and urban planning, technical and social infrastructure projects in the adjacent areas of the two localities for having a comprehensive connection of investment projects.
3. Effectively implementing the urban development program of Long An province in accordance with the development orientation of the National Urban Area and the Southern Focal Economic Zone in accordance with the development orientation of satellite cities in Ho Chi Minh City. 4. Trade promotion and service development: Focusing on attracting investment in developing modern commercial infrastructure, port services, border gates, warehousing, logistics, financial services, etc. Renewing and improving the effective of trade promotion and supporting businesses to penetrate new consumption markets, especially fastidious markets to diversify export markets; To be focused on building brands and product trademarks. Speaking on the sidelines of the recent 11th meeting of the 14th National Assembly, Son affirmed that Vietnam will persistenly pursue a foreign policy of independence, self-reliance, peace, cooperation and development, multilateralisation and diversification of foreign relations, and active and proactive integration into the world.
It stands ready to be a trustworthy friend and partner of foreign countries, he stressed, adding that it wishes to cooperate with all countries on the basis of international law, equality, and mutual benefit.

According to the ministry, agro-forestry-fisheries export revenues reached 3.72 billion USD in November, raising the total revenue in the first 11 months of this year to 37.42 billion USD, up 2.4 percent over the same period of 2019.
Meanwhile, the country imported about 28.05 billion USD worth of agro-forestry-fisheries products in the period, resulting in a surplus of nearly 9.37 billion USD, up 10.9 percent year on year.
Specifically, export earnings of major farm produce were 16.76 billion USD, a drop of 0.5 percent, while that of livestock reached 297 million USD, a fall of 18.5 percent, fisheries nearly 7.75 billion USD, down 0.9 percent, and forestry products 11.65 billion USD, up 15 percent year on year.
In November, Vietnam shipped abroad 388,000 tonnes of rice for 207 million USD, raising the total rice export volume to 5.74 million tonnes, a fall of 2.2 percent, and value of 2.85 billion USD, up 10 percent year on year.
The Philippines was the largest market of Vietnamese rice with 33 percent of the total market share. Upturn was also seen in shipments to other markets such as Indonesia and China.

The lists cover several sub-sectors, such as international forwarding, warehouse services, and third- and fourth-party logistics; freight transport; port operations; and rapid delivery and last-mile delivery.
The top 10 businesses in international forwarding, warehouse services, and third- and fourth-party logistics are the Gemadept JSC, the Indo Tran Logistics Corporation, the DHL Global Forwarding (Vietnam) Corporation, the Transimex JSC, the Expeditors Vietnam Co. Ltd, the Schenker Vietnam Co. Ltd, the Kuehne Nagel Co. Ltd, the Bee Logistics JSC, the South Logistics JSC, and the Vinafreight JSC.
The rankings were compiled based on companies' financial capacity, as reflected in their financial reports; media reputation, as assessed by media coding methods that encode articles about companies on influential media channels; and interviews with relevant parties conducted in October and November.
Vietnam Report General Director Vu Dang Vinh said that after decades of globalisation, the world is now more inter-connected than ever, opening up huge opportunities for global trade and promoting the development of supply chains.
However, he also noted that greater connectivity poses problems in supply chains in general and the logistics sector, the backbone of supply chains, in particular, when sudden shocks like COVID-19 strike.
The Vietnam Logistics Business Association reported that, in March, 15 percent of logistics companies posted a year-on-year revenue decline of 50 percent, and over half of all companies experienced a decline of 10-30 percent in the number of domestic and international logistics services provided compared to the same period last year.

With the position of a gateway to the Mekong River Delta region and located in the Southern key economic region, Long An has introduced many appropriate solutions, mechanisms and policies to promptly improve the environment attracting investment, creating a solid premise to continue developing and integrating, welcoming new opportunities in the coming years.
Chairman of the Provincial People's Committee - Tran Van Can assessed that the economic growth rate did not reach the set plan in 2019, but it still maintained at a relatively high level, reaching 9.41 percent, (the plan is 9.6 percent, in 2018 increased by 10.36 percent). In terms of economic structure, the agriculture, forestry and fishery accounted for 15.91 percent of GDP; industry - construction sector accounts for 50.07 percent; commercial and service sector accounts for 34.02 percent. In particular, the manufacturing and processing sector continued to play a key role, leading the overall growth of the region and the economy, accounting for 45.51 percent of the provincial GRDP structure and increasing by 14, 83 percent over the same period. These are important results from promoting the implementation of the Government's Resolution on the main tasks and solutions to improve the business environment, improve competitiveness and supporting mechanisms and policies to develop businesses in the province.

Resolution of the Xth Provincial Party Congress (term 2015-2020) defines the Program for mobilizing all resources to build transport infrastructure system for industrial development in key economic regions as 1 of 2 Breakthrough programs with its strategic meaning. The program includes 14 arterial traffic projects which are planned to connect synchronously with IPs, ICs in the province, Long An International Port and Ho Chi Minh City traffic routes. Up to now, 8 works have been completed, helping people and businesses to reduce costs and travel time, transportation and competitiveness for goods.
Director of Department of Planning and Investment - Huynh Van Son informed that with the breakthrough activities, Long An now has a certain position in the investors' eyes. In 2019, investment attraction and investment promotion activities showed positive results. The provincial People's Committee has issued a decision on investment guidelines for 142 domestic investment projects with a total registered capital of 14,345 billion VND, granting investment registration certificates for 11 foreign investment projects with a total registered capital of 5.1 million USD. To date, the province has 1,016 foreign investment projects, registered capital of 6.18 billion USD. In addition, the province has 1,927 domestic investment projects with registered capital of 222,315 billion VND.
Welcoming new opportunities
The investment wave is having a strong shift from Ho Chi Minh City to provinces and cities in the Mekong River Delta. In particular, Long An has many opportunities to welcome investors, especially in the field of industrial development. This is also one of the "levers" to help Long An promote its advantages in the socio-economic development, contributing to the good resolution of social security. Long An has built a strategy of industrial development to 2020, in which the plan to form 31 industrial parks and 62 industrial complexes with an area of about 15,000 hectares. In order to attract investment, the province pays special attention to building an investment and business environment in a clear, friendly, efficient and safe manner together with developing technical and transport infrastructure.

Activities to promote domestic and foreign investment are being implemented with many groups of solutions such as creating clean land fund, attracting investors to develop infrastructure for IPs, ICs; developing synchronous technical infrastructure inside and outside IPs, ICs; attract investment in industrial production development into IPs and ICs; linking IPs, ICs development; etc. Also, Long An and the investor plan resettlement areas and concentrated residential areas to create conditions for residents of industrial development project areas to live and work in peace and contentment. Currently, the IPs, ICs, residential areas are concentrated in the districts of Duc Hoa, Ben Luc, Can Duoc and Can Giuoc.
With the above efforts, over the past time, many investors came to the province to study investment opportunities. In 2019, the provincial People's Committee has a policy of making construction plans for 51 projects with a total area of 26,087 hectares. In particular, there are many large-scale projects of investors such as Becamex, Vsip, Vingroup, TDH Ecoland Urban Development and Investment Joint Stock Company, Saigon Investment Joint Stock Company, and so on.
These projects all integrate industrial and urban development. Mr. Huynh Van Son said that these projects are in the process of making construction planning and will be integrated into the provincial plan for the period 2021-2030 that the province is building. After having land use planning and construction planning, the province will receive investors in accordance with current law and deploy in the near future. These projects will have a positive impact on the investment environment and socio-economic development of the province.
In September 2019, the provincial People's Committee, the Institute of Organic Agricultural Economics, the delegation of experts and Korean investors had a seminar towards the development of smart urban - industrial - agricultural areas in the province. At the seminar, investors shared experiences in developing smart urban - industrial - agricultural ecosystems and proposed a project investment model on an area of 10,000 hectares, expected in the area of Ben Luc district. With this proposal, Chairman of the Provincial People's Committee - Tran Van Can said that the orientation of investors in proposing the development of smart urban - industrial - agricultural areas is the ideal model for developing the harmonious ecosystem, sustainable development so that authorities and investors together strive to build a model project, a new driving force of Long An province.
