In Long An, FDI enterprises have a good environment for their production and their business activities to become more and more effective.
Long An has a quite favorable geographical location with the industrial development infrastructure being planned and invested, so it is easy to attract enterprises, especially to attract foreign investments. In the first 10 months of 2019, the province granted the certificates to 109 new projects, FDI enterprises with the total newly granted capital of 320 million USD, an increase of 38 enterprises compared to the same period in 2018. Up to now, there are 1,009 FDI enterprises in the province. The total registered capital is USD 6,166 million, of which 576 enterprises are in operation and the total invested capital is USD 3,614 million. The sectors that attract the most FDI capital are garment, footwear, food processing, foodstuff and beverage processing. FDI enterprises are concentrated mainly in the key economic regions of the province such as Duc Hoa, Ben Luc, Can Duoc, Can Giuoc and Tan An City. There are currently about 38 countries and territories investing in the province, of which Taiwan, China, South Korea, Japan and Singapore have the highest number of enterprises.
Chairman of the Provincial People's Committee Tran Van Can affirmed that FDI enterprises play a very important role in the socio-economic development of the province. This is clearly shown that FDI enterprises contribute significantly to the strategy of economic restructuring to the industry - construction and service, infrastructure development, contributing to increasing budget revenue, export turnover, job creation, technology transfer, domestic production and service promotion activities, etc.

Under Directive 31/CT-TTg, the PM asked ministries, ministry-level agencies, Government-run agencies, economic groups, and centrally-run cities and provinces to design their own plans on the foundation of the implementation of socio-economic plans in 2020 as well as forecast on domestic, regional and global situation in the next period.
Targets in the plans must be aligned to the socio-economic development strategy for the 2021-2030 period as well as the five-year plan for 2021-2025.
The directive also outlines some targets besides the 7-percent growth of the national economy in 2021, including an increase of about 9-11 percent in budget revenue from domestic production and business activities compared to the estimated collection in 2020. The targeted increases for each locality will depend on its specific conditions, characteristics and development speed.
Meanwhile, revenues from import-export activities in 2021 are projected to rise about 4-6 percent over the results in 2020.
The directive also clarifies major orientations and tasks for next year, including continuing to complete the socialist-oriented market economy institutions, promoting fast and sustainable growth, speeding up economic restructuring, broadening import- export markets, and enhancing the quality and efficiency of human resources./.

The whole province of Long An currently has 252 cooperatives, of which there are 197 agricultural cooperatives. Cooperative is one of the important actors in the restructuring process of agricultural sector. Therefore, it is essential in order to improve the efficiency of agricultural activities and development of the province in a sustainable way, create value chain linkages from cooperatives nowadays.

Currently, the cooperatives in the province participating in the link are still very limited, accounting for only 25-30 percent of the total number of cooperatives in the whole province implementing the linkage of product consumption for farmers and members. Some directors of cooperatives in Duc Hoa district shared on this issue that the reason was the apprehension of some cooperative members. Most farmers and members of cooperatives would like the businesses to deposit in advance, while businesses that sign off-take contracts do not accept. Therefore, when a contract dispute occurs, there is a lack of legal basis to resolve, so the majority of cooperative members' products are sold through traders with precarious and unstable prices.
Besides, the enterprise's investment in agricultural cooperatives has largely not met the needs of farmers. The checking of the residues of fertilizers and plant protection pesticide on products has not been agreed on from both sides, that leads to the contract breaking situation, causes members of cooperatives and farmers to lose confidence when participating in the cooperation on production and consumption of agricultural products. Mr. Tran Thanh Minh, Phuoc Hiep Safe Vegetable Cooperative in Can Giuoc district, shared: "Most of the cooperatives usually focus on input services including seed supply, agricultural materials, fertilizer, etc. They have not paid attention to the output services such as storage, preliminary processing, packaging and consumption of products for members and farmers, so the linkage of the product value chain is still loose".
In addition, many factors are needed to develop cooperatives associated with product value chain linkage. Meanwhile, most cooperatives currently do not have a stable working office. Many cooperatives have to rent or borrow a hamlet's office or a member's house for their headquarters. Outdated machines and equipment limit the organization of production and consumption links for members and farmers in the region. Cooperative management team is mostly older, limited in professional capacity and has yet to find a young team to inherit. It is impossible not to mention a number of cooperatives that have not promoted their advantages and internal resources to develop members, increase their capital contribution to expand services, they still depend on the support from the State.
According to a report of the Department of Agriculture and Rural Development, in 2019, the province had only 13 cooperatives linking product consumption with a cultivated area of more than 3,000 hectares, mainly on rice. Particularly, the Winter-Spring crop 2019-2020 implemented 77 large-scale fields with an area of 8,906 hectares, 32 businesses, 2 cooperatives and 1,985 households registered to participate, the purchasing result reached 91 percent.
Building agricultural cooperatives in connection with product value chain
Chairman of the Provincial Cooperative Union - Dang Minh Hai informed: "The current weakness is still a sporadic and separate link with the market, many cooperatives have not signed contracts to sell stable products, mainly sold to small odd traders so their efficiency is low and their consumption is uncertain. Therefore, promoting links is an urgent need. The provincial Cooperative Union of continues to coordinate levels and sectors to support cooperatives, especially agricultural cooperatives, to promote the transfer and application of new technologies in production, in order to contribute to creating clean, safe products for high economic efficiency to enhance the reputation, brand, expand output for specific products of the cooperative. Besides, the provincial Cooperative Union will actively participate in supporting businesses and cooperatives that are in need of "connecting" to strengthen links along the value chain from production to consumption.
Before the above situation, new cooperatives are established when farmers and members are highly agreed and willing to contribute capital to the cooperative according to the production plan approved by the general meeting of members in order to make the cooperative model more effective and associated with the link of the product value chain, creating stable outputs. The board of directors and directors must be competent and reputable people to run cooperatives activities, etc. In addition, the province needs to pay attention and support agricultural cooperatives in building trademarks and brands for farmers, creating favourable conditions for farmers to consume their products; assisting cooperatives in improving the effectiveness of trade promotion activities, participating in activities of supply-demand connection, linking production areas with distribution systems; effectively implementing specific policies of the province to support cooperatives and farmers in production, preliminary processing, processing and trading stages in order to encourage and facilitate the sustainable development of agricultural product chains.

Underlining the risk of pandemic spreading not only in Da Nang but also other provinces and cities nationwide, the PM requested all ministries, sectors and local administrations to drastically isolate disease-hit areas and strictly impose social distancing to quickly stamp out any outbreaks in community, with the resolve to achieve the dual goals of controlling the epidemic while maintaining economic growth.
He commended Ho Chi Minh City and Hanoi for their drastic actions such as mass testing, tracing suspected infections using information technology, and suspending the operation of certain sectors that can facilitate the spread of the disease.
"It is essential to act fast and resolutely, concentrate all resources for the epidemic control work, seize every hour, every minute to trace and monitor all suspected cases of infection," Phuc said.

Adressing a meeting on Covid-19 prevention and control on Sunday afternoon, the Government chief tasked the Ministry of Health, Ministry of National Defense, Ministry of Public Security and provincial People's Committees nationwide to tighten border control.
Phuc also ordered drastic inspection of residential areas as competent forces have found and quarantined dozens of foreign nationals illegally residing there.
The Government decided to temporarily suspended entry of all foreigners since March 22 with exceptions and conditions.
Viet Nam had gone 99 consecutive days without a community transmission case of Covid-19 by last Monday before detecting first community infection case in Da Nang on July 25.
Over the past nine days, the nation confirmed 173 new cases linked to three hospitals in the central city. All the three hospitals are placed under lockdown to contain spread of the virus.
Genetic analysis revealed that a new and more contagious clade of Covid-19 is responsible for the fast increase of cases recently, according to acting Minister of Health Nguyen Thanh Long.
Statistics showed that around 1.4 million people visited the central city since July 1, of whom about 800,000 went to the city's hospitals.
Those who had visited the central city are required to declare their health status and are being tested to prevent transmission.
Citizens are encouraged to wear facemasks at public places, on transport means, wash hands with soap or sanitizer, and avoid mass gatherings.
