Promoting the development of agricultural product processing industryPromoting the development of agricultural product processing industry
Development of processing industry is considered as a breakthrough in the agricultural restructuring scheme, the most optimal way to increase the added value of products. Over the past time, Long An’s agricultural, forestry and fishery processing industry has basically met the requirements of material production and consumption markets, especially export markets.

Long An is located in the Southern key economic region with the exciting development of construction industry and urban areas. With the advantage of agricultural development, in which rice is the main crop of the province with a cultivated area of over 500,000 hectares and an output of 2.7-2.8 million tons/year; dragon fruit with an area of 11,700 hectares and an output of nearly 310,000 tons; lemons are mainly seedless lemon with an area of nearly 10,000 hectares and an output of over 156,000 tons. Besides, the province has more than 1,320 hectares applying VietGAP process in rice, vegetable, fruit production and aquaculture.

According to Vice Chairman of the provincial People's Committee – Pham Van Canh, there are currently more than 200 agricultural product processing enterprises in the whole province. Specifically, in terms of rice, there are about 115 milling and processing enterprises investing in modern production lines with large processing capacity and storage, of which, more than 20 enterprises are eligible for direct export to fastidious markets. In terms of vegetable and fruit processing, there are more than 20 enterprises with modern production lines using fresh vegetables and fruits. A number of typical products such as products made from dragon fruit, lemon, yam, pineapple, peanut, etc.

According to Mr. Canh, although the province has a large number of processing enterprises, agricultural warehouses, raw material sources with various types of products, but the quality of raw materials has not met the requirements; the contracts for linking production, consumption and processing of products have not been implemented; people are short of capital for production and market information, so they follow traditional practices and experiences, leading to scarcity of raw materials or excess of products sometimes resulting to price fluctuations. Most of processing enterprises produce raw products, lack of deep processing, so the added value is not high.

Minister of Agriculture and Rural Development - Nguyen Xuan Cuong surveys consumption of dragon fruits in Long AnMinister of Agriculture and Rural Development - Nguyen Xuan Cuong surveys consumption of dragon fruits in Long An
On February 11, the delegation of the Ministry of Agriculture and Rural Development headed by the Central Party Committee Member, Minister of Agriculture and Rural Development - Nguyen Xuan Cuong as the head of the delegation, had a survey actual situation of purchasing fruits in Long An province.

Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council - Pham Van Ranh, Chairman of the Provincial People's Committee - Tran Van Can receive the delegation.

The whole province currently has 11,825.7 hectares growing dragon fruit, of which the area for fruit is about 9,586.2 hectares, the yield of 321.5 quintals per hectare, the output of 317,932 tons, concentrated mainly in Chau Thanh, Tan Tru, Ben Luc, Thu Thua districts and Tan An city.

Currently, dragon fruit is in the harvest season but the consumption situation is facing many difficulties. The amount of unexploited dragon fruit from the end of January 2020 is now about 30,000 tons. 59,580 tons will be harvested in February 2020 and 31,750 tons will be harvested in March 2020. Facing the complicated situation of acute pneumonia caused by the new strain of Corona virus, a series of markets and border gates to China are announcing the delay of opening time, Chinese partners purchasing dragon fruits will not accept goods.

At the meeting, Deputy General Director of Lavifood Group - Dinh Hung Dung said that some of the main fruits that the group purchased were harvested in large quantities after Tet 2020, while at the beginning of the year with difficulties. Fruit that the group buys and processes is mainly exported to the Chinese market. To help farmers solve the output, the group has stepped up purchasing to freeze. The volume of goods purchased in this phase of the group is over 1,000 tons.

Currently, all of the group's cold stores are full. Therefore, the group has to hire a lot of warehouses of other businesses to continue purchasing fruits for farmers.

To overcome the current difficulties, Chairman of Long An Provincial People's Committee - Tran Van Can proposed: The Government has a policy to support the electricity cost for running cool storage (support for the production electricity price equal to the cost of living electricity from the middle of February 2020 to the end of March 2020), providing loan interest support for enterprises purchasing, preserving and exporting agricultural products with preferential rates for 6 months; The ministry considered proposing the establishment of a distribution center for agricultural products in the Chinese market as a focal point for dealing with domestic enterprises to limit risks; Survey and search for other agricultural export markets outside China; The Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade regularly provide information and support the export of dragon fruits at the northern border gates to timely regulate and continue negotiations with China to solve difficulties in exporting agricultural products.

Speaking at the survey, Mr. Nguyen Xuan Cuong emphasized that, in recent years, the whole country has focused on restructuring the agricultural sector in a synchronized manner. One of the positive changes is Vietnam's fruit and vegetable sector, which achieved positive results. 10 years ago, Vietnam's exports only reached tens of millions of dollars. By this time, the area of vegetables and fruits of Vietnam is about 1.6 million hectares, equal to 45 percent of the rice area but exports reach over 4 billion USD.

With these achievements, in the 7 key economic regions of the country, the Mekong River Delta has certain advantages. The area currently covers about 0.4 million hectares with 10 tropical fruits. This is a potential area of 60-70 percent of Vietnam's total export of fruits. Long An province is one of the localities to develop fruit trees with high efficiency, especially dragon fruit on 11,000 hectares. In the immediate future, a number of corporations, businesses and large factories processing, manufacturing and exporting agricultural products in general and Long An in the same time must be at the same time. At the same time, he also appreciated the industry and businesses of Long An that supported farmers to plant dragon fruits in the area.

Responding to the call, many businesses, organizations, individuals and so on have embarked on action to energize Vietnamese farmers and further contribute to initiatives, accompanying agricultural development in Vietnam sustainable, proactive and effective way.

At the meeting, Minister Nguyen Xuan Cuong and the delegation witnessed the commitment of Vietnamese farmers and farmers to accompany the farmers and agriculture of Vietnam such as Saigon Commercial Joint Stock Bank (SCB), Chain Co.opMart supermarket, Green Startup Fund, Lavifood Investment Joint Stock Company, etc./.

Health facilities carry out medical examination and arrange treatment, quickly deploy to take the testing samples for all suspected cases according to the 4-spot motto. At the same time, it is recommended that people strictly implement prevention and control measures such as regularly disinfecting hands, wearing masks in public places, limiting concentration in crowded places, etc.

Total retail sales of goods and services in April 2020 were estimated at 6,009.9 billion VND, down 15.5% over the previous month, down 19.5% over the same period. The first 4 months of 2020 is estimated at 29,440.1 billion VND, achieving 28.7% of the plan, down 0.7% over the same period (the same period increased by 16%). In general, industrial production and total retail sales in April 2020 decreased compared to the previous month and decreased over the same period. Director of the Department of Industry and Trade - Le Minh Duc said that due to Covid-19 epidemic, not only in Asian countries but also in European and American countries, there was an outbreak of disease and the implementation of blockade in many places. Due to low demand, orders have been delayed and canceled, leading to difficulties in the production and export of goods. At the same time, in April 2020, the country implemented a social isolation, so the retail sales of goods and services in the province decreased sharply compared to the previous month, especially accommodation and catering services (down 57.5%). % compared with the previous month).

Import of raw materials in February and March is lacking but in April there is no output so the demand for imported raw materials also decreases, mainly using reserve materials to maintain production, especially textile, footwear, seafood ... In general, in April and May, industries will start to suffer a lot, if epidemic disease still breaks out in many countries for a long time, economic loss will increase. Many due to no consumer market, import and export will greatly reduce.

According to Mr. Duc, the campaign of Vietnamese people to prioritize the use of Vietnamese goods has been effective recently, in the current situation of the Covid-19 epidemic, the program "Vietnamese people give priority to using Vietnamese goods" should be launching more, calling for Vietnamese goods to help domestic enterprises still have output in the domestic market, in order to help businesses maintain production and create jobs for workers.

For policies that the Government has issued policies such as reducing interest rates, extending tax rates, policies to support people facing difficulties due to the Covid pandemic - 19, they need to be quickly and fully implemented to beneficiaries to help laborers and businesses to overcome the current difficult period.
