On November 19th, 2019, in South Korea, the delegation of Long An province, led by Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council – Pham Van Ranh, and leaders of departments and some enterprises investing in Long An province visited and worked in Pangyo Techno Valley and Asian Business Association (ABA). 
 
On November 18, 2019, the delegation of Long An province was led by the Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Pham Van Ranh, along with leaders of departments and a number of enterprises investing in the province to visit and work with a number of corporations and economic organizations in Korea. 
 
On 14 November, an economic delegation of Leipzig City, Federal Republic of Germany paid a visit to greet the leaders of Long An province. Vice Chairman of the Provincial People's Committee Pham Van Canh and representatives of related departments and agencies met and worked with the delegation. 
 
On October 1, Chairman of People's Committee of Ben Luc district of Long An province - Tran Van Tuoi and other branches of the district checked the actual activities in Vinh Loc II Industrial Park (IP) on the investment situation of projects to verify information on dividing and selling land lot illegally in the IP. 
 
In the first 9 months of 2019, export turnover in Long An province was estimated at 4.46 billion USD, up 16.6% over the same period in 2018 (up 17.9 %). 
 
Continuing the mission program of the leaders of People's Committee of Long An Province in China from 23 to 29 September 2019 by the Chairman of the Provincial People's Committee - Tran Van Can as the head of the delegation to visit, work and connect cooperation with the localities in China. In the afternoon of September 26, 2019, the delegation of Long An province paid a working visit to Huafu Industry Co., Ltd. in Shaoxing city, Zhejiang province, China.

According to the agenda of the leaders of Long An People's Committee in China from September 23 to 29, chaired by Chairman of the provincial People's Committee, Tran Van Can, on September 25 afternoon, the delegation paid a courtesy visit to the Vice Chairman of the Standing Committee of People's Council of Zhejiang Province - Li Weining and leaders of departments and sectors of Zhejiang Province.

In the early days of Lunar New Year of the Rat 2020, the Government mission delegation led by the Politburo member, Standing Deputy Prime Minister - Truong Hoa Binh visited the Long An International Port and worked with the port leaders.

On January 28, Politburo member, Standing Deputy Prime Minister - Truong Hoa Binh and Minister of Transport - Nguyen Van The, Government Inspector General - Le Minh Khai, Deputy Minister of National Defense - Senior General Tran Don visited and worked with the leaders of Long An International Port in Tan Tap commune, Can Giuoc district.

Secretary of Provincial Party Committee, Chairman of the Provincial People's Council - Pham Van Ranh, Permanent Deputy Secretary of the Provincial Party Committee - Nguyen Van Duoc, Chairman of the Provincial People's Committee - Tran Van Can and the leaders of Can Giuoc district also participated in the delegation.

Introducing to the Government mission delegation, Chairman of the Board of Directors of Dong Tam Group - Vo Quoc Thang said that Long An International Port was a project in a complex of 4 project areas with a total scale of 1,935 hectares, including the Long An International Port; Long An Southeast Asia Industrial Park; Long An Southeast Asia Industrial Services Area; and Long An Southeast Asia Urban Area.

In particular, Long An Port covers an area of 147 hectares, invested in three phases with a total capital of nearly 10,000 billion VND, including 7 wharves with a capability of receiving ships of up to 70,000 DWT with a total dimension of the 1,670 meters in length from the beginning of Pier 1 to the end of Pier 7; 7 barge wharves; warehouse system, bonded warehouse; container yard system and other extra works. All items are being urgently deployed to build on the progress of completion in 2023.

Particularly, the warehouse area for storage at the Port is 400,000 square meters, serving the needs of transporting and storing agricultural and fishery goods of the Mekong River Delta region and a gateway for enterprises in the South to import and export, pack and distribute goods by road, sea or inland waterways.

Long An Province has invested in constructing Provincial Road 830 connecting Long An International Port to the districts of Can Giuoc, Can Duoc, Ben Luc, Duc Hoa, Duc Hue and most industrial parks in the province; Besides, the Ben Luc - Long Thanh Expressway Project (belonging to the North - South Expressway) will be opened by the end of 2020, connecting 4.89 kilometers of expressway through Long An province in Ben Luc and Can Giuoc districts, with 24.92 kilometers through Ho Chi Minh City via districts of Binh Chanh, Nha Be and Can Gio and 27.28 kilometers through Dong Nai province via districts of Nhon Trach and Long Thanh, this helps inter-western traffic and southeast region without going through Ho Chi Minh City, the route will connect directly with the network of highways - national highways, seaport system with Long Thanh international airport. At the same time, it contributes to reducing traffic pressure on National Highway (NH) 1 and NH51, shortening travel time from Long An Province to Ho Chi Minh City, Dong Nai, Ba Ria - Vung Tau. In addition, the expressway will connect with the Bien Hoa - Vung Tau expressway to form part of the southern economic corridor of the Greater Mekong River Subregion extending from Bangkok via Phnom Penh, Ho Chi Minh City - Vung Tau. It can be said that Long An Port is the center of the Mekong River Delta with international connections.

Mr. Vo Quoc Thang - Chairman of the Board of Directors of Dong Tam Group added: "Long An International Port with a complex includes urban area, seaport service and utilities to meet the package needs of businesses to come and invest. Up to now, 3 wharves have been constructed with a length of over 600 meters. In March 2020, it will continue to build wharf No. 3 and in 2021 continue to build wharf No.7 - welcoming ships with a tonnage of over 70.00 DWT".

Speaking at the working visit, the Standing Deputy Prime Minister - Truong Hoa Binh suggested that, besides the port services, Long An International Port needs to pay attention to providing logistics services bringing added value to customers. At the same time, Deputy Prime Minister noted that Long An province should invest well in planning, attracting resources for transport infrastructure investment in the coming time. Long An International Port should develop 2 more wharves, bringing the total number of wharves to 9; When completed and put into operation, it is not only valuable for trade and transportation of goods, but also one of the attractive destinations, especially cruise ship. Long An International Port needs planning and development to be able to accommodate large foreign vessels.

Minister of Transport - Nguyen Van The noted that, along with the expansion and development of Long An International Port, it is necessary for Long An province to develop the transport infrastructure system simultaneously and avoid the overload in the coming time.

On this occasion, Chairman of Long An Provincial People's Committee - Tran Van Can proposed to the Government and functional agencies to support Long An to develop synchronously the transport infrastructure system connecting the Southern key economic region, exploit the potential and advantages of Long An.

The development of Long An International Port is the premise for promoting the development of industrial parks and complexes, contributing to the economic development of Long An province, while reducing the traffic jam on road, reducing transportation costs for investment enterprises in Long An province, promising to awaken the potential of economic development in the whole Mekong River Delta region./.

In 2019, the province's trade and services still maintain stable growth. Goods are abundant and varied in design and type, meeting the needs of consumption. Many convenient stores have been put into operation to serve the shopping needs of the people such as Co.opmart supermarket chain, Bach hoa xanh stores, Vinmart +, SanHàFoodstore, etc. Trade promotion and market expansion are focused on implementation; enterprises and cooperatives actively participate in promoting the province's agricultural products into supermarkets and wholesale markets, especially Ho Chi Minh city businesses at many supply-demand connection programs to ensure the consumption and export of provincial agricultural products.

The end of 2019 and the Lunar New Year are the time when people focus on shopping to welcome Tet. Therefore, the market and commodity prices in the province are forecast to have many fluctuations due to the impact of input material prices; however, supply and demand for goods and services are relatively stable. Smuggling, trade frauds, counterfeit goods, intellectual property and food safety violations are complicated; their tricks are becoming increasingly sophisticated and difficult to control.

The provincial People's Committee requested functional agencies, especially the Department of Industry and Trade to coordinate with local authorities and businesses to proactively monitor and forecast the supply - demand of goods, especially essential goods in management areas to have plans to ensure the supply - demand balance and stabilize the Tet market.

At the same time, the Market Management Department had plans to strengthen inspection and control of goods in the market; strictly handle cases of trading in banned goods, smuggled goods, and goods produced by foreign countries without receipts, resolutely not permit transportation of contraband goods to inland for consumption./.

The Viet Phat Industrial Park & Residential Community project has a size of about 1,839 ha consists of two components is 1.214 ha of Viet Phat Industrial Park and 625 ha of Residential Community with a total investment of 20 trillion. This will be the largest project in Long An Province.

This project has strategy position in space connecting between key Ho Chi Minh City Economic Region of Vietnam and the Cuu Long River Delta, especially in Dong Thap Muoi and Long Xuyen Quadrangle - where product and develop agriculture, the major raw material for export processing industries.

I. GEOGRAPHICAL LOCATION

Long An province borders Ho Chi Minh City and Tay Ninh province to the East, the Kingdom of Cambodia to the North, Dong Thap province to the West and Tien Giang province to the South.

Long An province has its especially geographical location, though located in the Mekong Delta but belongs to the Southern Focal Economic Zone development, and it is identified as the key economic role particularly important in Vietnam's economic development strategy. Long An has a national boundary with Cambodia of which 132,977 km long with two border gates of Binh Hiep International Border Gate (Moc Hoa district) and Tho Mo Border Gate (Duc Hue district). Long An province is the gateway connecting the Southeast with the Mekong Delta with the same city boundary in particular to Ho Chi Minh City through road transport systems such as National Highway No.1A, National Highway N. 50,. . . provincial roads No. 823, No.824, No. 825 etc. . . Inter- regional and national waterways have been upgraded, expanded, newly built, and creating dynamics and opportunities for development. In addition to that, Long An also enjoys water from two systems of the Mekong and Dong Nai.

Being a province adjacent to Ho Chi Minh City that has an increasingly close economic relationship with the Southern Focal Economic Zone in especially Ho Chi Minh City which is an important southern region that has provided 50% of its production. The country's industrial output and the country's investment and technology transfer partners are the largest market for agricultural commodities in the Mekong Delta region

The natural area of the province is 449,194.49 hectares, population of 1,542,606 (According to the population data as of May 2013). Geographic coordinates: 105030'30' to 106047'02'' East longitude and 10023'40' to 110 02'00'' Northern latitude.

Long An province has 15 affiliated administration units, including the districts of Duc Hue, Duc Hoa, Ben Luc, Can Duoc, Can Giuoc, Thu Thua, Tan Tru, Chau Thanh, Thanh Hoa, Tan Thanh, Moc Hoa, Vinh Hung, Tan Hung, Kien Tuong town and Tan An city; There are 188 communal administrative units, including 162 communes, 12 wards and 14 towns.

II. DEVELOPMENT VIEWPOINTS

3. Economic development must be in associated with implementation of social progress and justice and natural resources protection measures and the environment to gradually improve the quality of life for people and gradually reduce the rate of poor households; medical, cultural, educational and training development. Focusing on training high-quality human resources to meet market demands in associating human resource development with scientific and technological development and application.

4. Closely combining economic development with ensuring political security and social order and safety; To maintain national defense and security with the position that Long An is located in the border region of the Mekong Delta and in the economic integration of Southeast Asia and internationally.

III. DEVELOPMENT OBJECTIVES IN THE COMING TIME

1.   General objectives

- Building Long An into a sustainable and harmonious development province in combining between urban and rural areas; Having high technology level, synchronous and modern infrastructure system as well as quality human resources; Material and spiritual life of the people are constantly improved; Having strong national defense and security and ensure social order and safety.

2. Specific objectives
a) For economy sector:

- By 2020: GDP per capita will reach VND 80 million/person/year (approximately $ 3,800); The proportion of agriculture, industry and services in the GDP structure will account for 15%, 45% and 40% in respectively; State budget revenues in the province is expected to be accounted for 10.8% of GDP; The ability to mobilize investment capital from the state budget revenue accounts for 29.6%.

- Vision toward 2030: GDP per capita will reach VND 172 million/ person/year (approximately $ 8,000); the proportion of agriculture, industry and services in the GDP structure accounts for 7%, 48% and 45% in respectively; State budget revenues in the province is expected to be accounted for 10.8% of GDP; The ability to mobilize investment capital from the state budget revenue accounts for 29.6%.

b) Social aspect:

- Vision to 2030:

- Birth rate expects for dropping to about 1.5%; Life expectancy is an average at 78 years old; Malnutrition rate among children under 5 years old is about 10%; The number of hospital beds for 10,000 people is 30 beds; The minimum number of doctors in each commune is 3 doctors and there are 10 doctors for 10,000 people.

- The percentage of trained workers is 70%; Urban unemployment rate is 2%; The number of trained laborers is 762,720 people and creating jobs for 190,000 people;

- To strive for achieving 100% of preschools meeting national standards; The number of people at college or university degrees or higher level/1000 people is 200 people; There is 95% of Center for cultural activities at the provincial level.

c) Regarding environmental protection:

- Ensuring awareness in the community and strengthening the capacity of stakeholders on environmental issues; To protect and sustainably exploit natural resources; To reduce pollution and environmental degradation.

- Ensuring national defense and security, maintaining political stability, curbing the increase, gradually reducing crime and social evils.

IV. OPERATION SITUATION OF AREA, INDUSTRIAL CLUSTERS 

1. Industrial Parks

- Up to date, the entire province has 31 Industrial Parks (IPs) that have been added by the Prime Minister for the development planning of industrial parks in Vietnam in 2015 and orientation to 2020 with a total area of 11,391.95 hectares.

- There are currently 42 infrastructure investors (Duc Hoa III Industrial Park has 13 infrastructure projects for sub-component); 25 industrial zones have been granted for Investment Certificates with an area of 8,450.90 hectares, specifically:

- There are currently 06 Industrial Parks have been put into operation (as of February 20, 2020) with a total planning area of 3,776.94 hectares, of which: industrial land area capable of leasing 2,651.92 hectares, the area of industrial land leased was 2,285.53 hectares, the occupancy rate reached 86.18%.

- Industrial Parks have not been put into operation, are in the process of carrying out investment procedures, ground clearance and infrastructure investment.

* Achieved assessment

- Investment attraction: In the year of 2019 (as of December 31, 2019), the area of filled industrial land increased by 70.07 hectares. The entire province currently has 16 industrial parks in operation with a total planning area of 3,776.94 hectares, of which the area of industrial land that is capable of leasing 2,651.92 hectares, the area of industrial land leased 2,274.46 hectares, the occupancy rate reaches 85.77%.

- Industrial zones have attracted 1,548 investment projects, including 755 foreign investment projects with a total investment of $ 4,213.42 million and 793 domestic investment projects with a total investment of VND 86,705.81 billions. For border gate economic zones, there are 02 foreign investment projects with total investment capital of $ 75 million in the area of 21.2 hectares and 02 domestic investment projects with land lease area of 0.66 hectares.

* Restrictions and facts

- In terms of site clearance: among 16 operating industrial parks, there are a number of industrial parks still having problems in site clearance affecting the implementation of infrastructure investment and investment attraction.

- For 12 industrial parks that have not yet been put into operation, there are still many industrial zones having difficulties in compensation and site clearance, some industrial parks have high clearance rates but have not been able to deploy complete investment to collect investment attraction.

2. Industrial clusters

- According to the adjustment project of Industrial Clusters Development Plan (ICs) to 2020 approved by the Provincial People's Committee in Decision No.1315/QD-UBND dated April 23, 2018 (approved for adjustment in Decision No.1844/QD-UBND dated May 29, 2019). Long An province has planned 62 ICs with a total area of 3,106.5 hectares. Up to date, Provincial People's Committee has approved infrastructure investment policy for 52 ICs with a total area of about 2,552.5 hectares. The development of ICs in the entire province as follows:

(1) There are 21/62 ICs that had investment policy and put into operation with a total area of 1,081.2 hectares;

(2) There are 31/62 ICs (1,471.3 hectares) that have had investment guidelines and are in the implementation stage;

(3) There are 10 ICs (554 hectares) in the plan that have not yet been established, including: 05 ICs (266.6 hectares) in the area of investment policy in Can Giuoc district (the ICs of Phuoc Vinh Dong 1,2,3,4 and Tan Lap IC) those are under performed procedures to select investors; 03 ICs in Duc Hoa district (Hiep Hoa town cluster for 50 hectares are in the procedures for public land auction, Tan My 1 IC (45 hectares) and Tan My 2 IC (42.4 hectares) have not yet been adjusted for land use plan, so it is impossible to decide on establishment); For the 02 ICs in Ben Luc district (Industrial cluster in Luong Binh commune for 75 hectares; Nhut Chanh II Industrial Cluster, Nhut Chanh communal Industrial Cluster for 75 hectares) .

* General assessment of ICs

- Among 31 ICs (1,471.3 hectares), which have had investment guidelines and are in the implementation stage, 10 ICs (366 hectares) had investment policies before the approval of the Scheme Adjusting Planning Development Plan for infrastructure investment and 21 ICs (1,105.3 hectares) have been established since the end of 2018 .

V. ORIENTATIONS FOR ECONOMIC DEVELOPMENT PLANNING IN LONG AN PROVINCE IN THE COMING TIME

1.   Focusing on industrial development, contributing to economic growth, especially developing new industries such as supporting industries and processing industries (deepen into the processing of agricultural and aquatic products such as canning, juice, drying), energy industry. Continue to effectively implement solutions to restructure industry. Focusing on attracting and supporting key investment projects; The priorities should be given to attracting supporting industries, advanced industries and environmentally friendly ones. Investing in completing for integrated infrastructure for industrial development, especially transportation, electricity and water supply. Focusing on resolving problems and difficulties to accelerate infrastructure investment in industrial parks and clusters; to increase clean land fund for its investment attraction. In which, it is necessary to focus on well implementing of compensation works such as site clearance, resettlement, minimizing the status of delayed implementation projects due to ground clearance problems. Actively mobilizing non-budgetary resources to invest in infrastructure.

2.  To concentrate resources on investment in technical and social infrastructures to connect between industrial parks and industrial clusters according to approved plans, creating a motive force to support development links between regions and regions, localities in the province. Strengthening coordination between Long An province and Ho Chi Minh City to implement construction and urban planning, technical and social infrastructure projects in the adjacent areas of the two localities for having a comprehensive connection of investment projects.

3. Effectively implementing the urban development program of Long An province in accordance with the development orientation of the National Urban Area and the Southern Focal Economic Zone in accordance with the development orientation of satellite cities in Ho Chi Minh City. In which, taking Tan An city as the center for politics, economy, science and technology, culture, provincial transportation hub, building towards to smart cities and striving to become a capital city by 2030 at category 1; Kien Tuong town is the central urban area of Dong Thap Muoi region of the province; The districts of Hau Nghia, Duc Hoa, Ben Luc, Can Duoc and Can Giuoc are in the key economic region of the province and locates in adjacent areas to Ho Chi Minh City. Urban planning must ensure its quality, vision and approach towards sustainable urban areas such as green urban areas, ecological urban areas, and towards to smart cities. Strengthen urban quality management; Restoring land resource order and urban management.

Deputy Minister of Industry and Trade Cao Quoc Hung stressed the significance of the platform for small and medium-sized enterprises and household businesses.

Nguyen Viet Cuong, Director of the Kim Nam Tech Company Limited, said that with a trading scale larger than present platforms, the VEFTA enables the export of "Made in Vietnam" products, mainly agro-forestry products and footwear, to the EU.

Vietnam posted a trade surplus of 4 billion USD with the EU in January and February, representing a year-on-year rise of 36.3 percent.

According to the ministry, agro-forestry-fisheries export revenues reached 3.72 billion USD in November, raising the total revenue in the first 11 months of this year to 37.42 billion USD, up 2.4 percent over the same period of 2019.

Meanwhile, the country imported about 28.05 billion USD worth of agro-forestry-fisheries products in the period, resulting in a surplus of nearly 9.37 billion USD, up 10.9 percent year on year.

Specifically, export earnings of major farm produce were 16.76 billion USD, a drop of 0.5 percent, while that of livestock reached 297 million USD, a fall of 18.5 percent, fisheries nearly 7.75 billion USD, down 0.9 percent, and forestry products 11.65 billion USD, up 15 percent year on year.

In November, Vietnam shipped abroad 388,000 tonnes of rice for 207 million USD, raising the total rice export volume to 5.74 million tonnes, a fall of 2.2 percent, and value of 2.85 billion USD, up 10 percent year on year.

The Philippines was the largest market of Vietnamese rice with 33 percent of the total market share. Upturn was also seen in shipments to other markets such as Indonesia and China.

Meanwhile, the export value of wood and wooden furniture hit 1.1 billion USD in November, pushing the 11-month figure to 10.88 billion USD, up 14.1 percent compared to the same period last year. The US, Japan and China remained the three major markets in the period.

On the contrary, many farm produce suffered reduction in exports, including pepper corn with 11.4 percent, and fruit and vegetable 11.7 percent due to a strong decline in the Chinese market.

At the same time, fisheries export recorded slight decrease of 0.9 percent to 7.75 billion USD. The US, Japan, China and the Republic of Korea were the leading markets for the products.

To facilitate agro-forestry-fisheries exports, Nguyen Van Viet, head of the MARD's Department of Planning, said that the ministry will coordinate with localities and trade associations as well as businesses to keep a close watch on the market development and seek solutions to remove difficulties of exporters in market, while stabilizing the supply for the year-end occasions.

The ministry will also work with relevant parties to implement measures to balance the trade and tackle difficulties in trade for exporters.

Along with updating businesses on policies of markets, especially the EU, China, the US, Japan and the Republic of Korea, the ministry will hold an online meeting with the General Customs of China to discuss measures to further open the market of both sides, and to facilitate quick customs clearance in border gates between the two countries./.

Based on the forecast of saline intrusion in the dry season 2020-2021, most people in the southern districts of the province such as Tan Tru, Can Duoc, Can Giuoc, Thu Thua, and so on are recommended to sow early or switch to short-term crops. To honour their substantial contributions, a complex of temples dedicated to the kings was built on Nghia Linh Mountain, and the tenth day of the third lunar month serves as the national commemorative anniversary for the kings.

Earlier on the morning, President Phuc came to Tu Xa new-style rural commune in Lam Thao district, where he visited several public works like markets and stadiums, and met with local residents.

The leader congratulated Tu Xa commune on its achievements in building new style rural areas in the past time, stressing a new style rural locality needs an advanced and quality education system, sound medical services, and good living conditions.

He asked the commune to speed up application of science and technology, and develop One Commune One Product (OCOP) products to better serve the market./.

The top 10 businesses in international forwarding, warehouse services, and third- and fourth-party logistics are the Gemadept JSC, the Indo Tran Logistics Corporation, the DHL Global Forwarding (Vietnam) Corporation, the Transimex JSC, the Expeditors Vietnam Co. The rankings were compiled based on companies' financial capacity, as reflected in their financial reports; media reputation, as assessed by media coding methods that encode articles about companies on influential media channels; and interviews with relevant parties conducted in October and November.

Vietnam Report General Director Vu Dang Vinh said that after decades of globalisation, the world is now more inter-connected than ever, opening up huge opportunities for global trade and promoting the development of supply chains.

However, he also noted that greater connectivity poses problems in supply chains in general and the logistics sector, the backbone of supply chains, in particular, when sudden shocks like COVID-19 strike.

The Vietnam Logistics Business Association reported that, in March, 15 percent of logistics companies posted a year-on-year revenue decline of 50 percent, and over half of all companies experienced a decline of 10-30 percent in the number of domestic and international logistics services provided compared to the same period last year.

Chairman of the Provincial People's Committee - Tran Van Can assessed that the economic growth rate did not reach the set plan in 2019, but it still maintained at a relatively high level, reaching 9.41 percent, (the plan is 9.6 percent, in 2018 increased by 10.36 percent). In terms of economic structure, the agriculture, forestry and fishery accounted for 15.91 percent of GDP; industry - construction sector accounts for 50.07 percent; commercial and service sector accounts for 34.02 percent. In particular, the manufacturing and processing sector continued to play a key role, leading the overall growth of the region and the economy, accounting for 45.51 percent of the provincial GRDP structure and increasing by 14, 83 percent over the same period. These are important results from promoting the implementation of the Government's Resolution on the main tasks and solutions to improve the business environment, improve competitiveness and supporting mechanisms and policies to develop businesses in the province.

Director of Department of Planning and Investment - Huynh Van Son informed that with the breakthrough activities, Long An now has a certain position in the investors' eyes. In 2019, investment attraction and investment promotion activities showed positive results. The provincial People's Committee has issued a decision on investment guidelines for 142 domestic investment projects with a total registered capital of 14,345 billion VND, granting investment registration certificates for 11 foreign investment projects with a total registered capital of 5.1 million USD. To date, the province has 1,016 foreign investment projects, registered capital of 6.18 billion USD. In addition, the province has 1,927 domestic investment projects with registered capital of 222,315 billion VND.

Welcoming new opportunities

The investment wave is having a strong shift from Ho Chi Minh City to provinces and cities in the Mekong River Delta. In particular, Long An has many opportunities to welcome investors, especially in the field of industrial development. This is also one of the "levers" to help Long An promote its advantages in the socio-economic development, contributing to the good resolution of social security. Long An has built a strategy of industrial development to 2020, in which the plan to form 31 industrial parks and 62 industrial complexes with an area of about 15,000 hectares. Activities to promote domestic and foreign investment are being implemented with many groups of solutions such as creating clean land fund, attracting investors to develop infrastructure for IPs, ICs; developing synchronous technical infrastructure inside and outside IPs, ICs; attract investment in industrial production development into IPs and ICs; linking IPs, ICs development; etc. Also, Long An and the investor plan resettlement areas and concentrated residential areas to create conditions for residents of industrial development project areas to live and work in peace and contentment. There were 8 out of 11 groups of goods and services with an increase in price indexes: Other goods and services rose 0.73 percent; garment, hat and footwear by 0.51 percent; beverage and tobacco rose 0.28 percent; restaurant and food service rose 0.23 percent; housing, electricity, water, fuel and construction materials rose 0.15 percent; medicine and medical service rose 0.03 percent; post and telecommunications increased 0.01 percent. Two groups with a decrease in price indexes were culture, entertainment, and tourism with a decrease of 0.47 percent; household appliances and housewares down 0.02 percent. The education group has a constant price index.

Factors that made CPI in August 2020 increase are domestic rice price increase 1.9 percent (due to high export rice price); gasoline prices increased by 0.42 percent, gas prices increased by 0.63 percent (according to world market prices). Chairman of the Provincial People's Committee - Tran Van Can briefly reported the socio-economic situation of the province in the first 4 months. Due to the impact of the Covid-19 epidemic, the province's industrial production index decreased over the same period; total retail sales of goods and services decreased by 0.7 percent over the same period.

The total state budget revenue has been focused on directing since the beginning of the year, the results of implementing the policies on tax exemption, extension and prolongation was quite good. Until April 26, 2020, the total state budget revenue in the province reached 5,483 billion VND, reaching 31.71 percent of the Central estimate, reaching 32.48 percent of the estimate assigned by the Provincial People's Council, equal to 86.88 percent  compared to the same period.

Besides, the province drastically focused on measures to prevent and control Covid-19. The social security policies are fully implemented. Up to now, the province has approved to support 125,620 people of poor, near-poor households, social protection people and nation-deserving people affected by the epidemic, with a total budget of over 147 billion VND.

The provincial leaders, the provincial departments and branches attend the meeting with representatives of some ministries, central branches and governmental offices.

On this occasion, the provincial People's Committee and its departments and branches presented difficulties, problems and proposals to the Central Government on amending and supplementing regulations when calculating enterprise's income tax in order to create conditions for the province to call businesses to invest in constructing infrastructure works in the area; suggested that the Government set up a center for distributing Vietnamese agricultural products in the Chinese market to act as a contacting place for domestic enterprises.

At the same time, the Central Government is requested to guide the implementation in the direction of only needing preliminary environmental impact assessment in the stage of applying for investment policy for projects under the deciding competence of the National Assembly and the Prime Minister; Particularly, projects under the provincial decision-making authority are not required to make a preliminary environmental impact assessment when applying for investment policy, but an environmental impact assessment will be prepared after the provincial People's Committee approves the project.

Over the past time, due to the situation of Covid-19 epidemic, many businesses in the province tried not to let workers leave work, but just arranged the working time or send workers to work alternately. For these cases, the Provincial People's Committee also proposed the Government to extend the payment of social insurance in 6 months, excluding interest for businesses to overcome difficulties.

The People's Committee and departments also proposed the allocation of capital to implement the rural electricity supply project from the national electricity grid in the period 2015-2020; amend and supplement regulations on organizing drug detoxification at home and in the community; adopt special policies to attract doctors and staff to work at drug detoxication establishments; adjust and amend the Construction Law in the direction of "exempting construction permits for separate houses in remote areas"; etc.

Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - Pham Van Ranh suggested that the People's Committee of Long An Provincial People's Committee continued to propose to the Government to soon invest in upgrading and expanding National Road 62 and National Road N2 because these roads are now very narrow, do not yet meet the local development requirements. At the same time, he proposed to consider investment in N1 line to develop border areas and serve national defense and security.

At the same time, Secretary of the Provincial Party Committee suggested that the Central Government should soon approve the additional planning and advocate for the province to invest in building a driving force connecting Tien Giang - Long An - Ho Chi Minh city; consider and support Long An in funding the construction of 3 traffic bridges on this road. According to Mr. Pham Van Ranh, this is a strategic route that not only contributes to the socio-economic development of the province but also the whole region.

Standing Deputy Prime Minister - Truong Hoa Binh highly appreciated the achievements that Long An has achieved in recent years, including the prevention and control of Covid-19. He suggested the province continue investing in constructing infrastructure, especially transport infrastructure to serve industrial development; pay attention to doing well the treatment of garbage, not letting environmental pollution affect production and people's life.

On the other hand, he said that Long An needs to continue promoting administrative reform, creating all favorable conditions to attract and retain investors; strengthening trade promotion activities, expanding product consumption markets, especially agricultural products for farmers. Along with that, attention should be paid to training high-quality human resources to meet development requirements in the coming time.

According to the plan, the 9th session, XIVth National Assembly will open on May 20, expected to close on June 19, 2020. The meeting is conducted in 2 phases:

Phase 1 from May 20 to June 4, NA met online with 63 NA Delegates of the provinces and cities directly under the Central Government to discuss law projects, draft resolutions; monitor theme "The implementation of policies and laws on child abuse prevention"; review the Government's report on socio-economy and state budget (including contents of the prevention and control of Covid-19); etc.

Phase 2 from June 10 to June 19, the NA gathered at the National Assembly House to discuss the law projects submitted to the NA for comments; establishing the National Election Council, reviewing, deciding on personnel and some other important issues./.

Accordingly, in the past 9 months, there were more than 1,800 enterprises registering to complete customs procedures at the Customs Branches under the Long An Customs Department, increasing 27 percent over the same period in 2018.

Import and export turnover according to Commercial contracts in the first nine months of 2019 reached 10.7 billion USD, increasing 4.7 percent over the same period in 2018. Of which, exports reached 6.3 billion USD (increasing 10.5 percent), imports reached 4,4 billion USD (decreasing 3 percent); the taxable turnover is 1.21 billion USD.​

Main import and export commodities are footwear, seafood, garments, iron and steel, aquatic feeding, agricultural products, chemicals, materials for textile, footwear, metal and machinery device, and so on.

According to the leader of Long An Customs Department, in the rest months of 2019, the General Department of Customs has issued a document to supplement the State budget revenue in 2019 with additional revenue of 1,100 billion VND, raising the total revenue target of the state budget in the year that the Department has to reach 3,700 billion VND.

If the revenue target is not increased, the Customs Department has reached the finish line and the revenue exceeded the assigned budget target. The reason why the unit's revenue increased and reached the destination early was that in the first months of 2019, a number of solar power plant projects imported equipment and machinery for projects and did customs procedures through the branches of the above units. In the first 6 months of 2019, the province's economy maintained its development. However, site clearance, application of high technology in agriculture and investment attraction still faced many difficulties. At the meeting in July, Chairman of Long An Provincial People's Committee - Tran Van Can asked heads of departments, branches and localities to focus on directing and managing to achieve the economic growth target of the year (9.6 percent).

Province's economy maintained its development

At the meeting, according to Deputy Director of Department of Planning and Investment - Vo Ngoc Dinh, most of the socio-economic targets were achieved and exceeded the plan. Gross Regional Domestic Product (GRDP) in the first 6 months of 2019 reached VND 39,679 billion (according to the comparative price of 2010), the growth rate was 9.89 percent. In which, sector I (agriculture, forestry and fishery) increased by 2.17 percent; sector II (industry and construction) increased by 14.65 percent; and sector III (trade and services) increased by 7.5 percent.

Agriculture was one of the sectors that achieved the most positive results. Although the growth rate was lower than the same period in 2018, it was higher than the annual plan of the first 6 months of 2019. Plants continued to be changed to more efficient ones.

Aquaculture continued to grow. The province had 2,755 hectares of brackish shrimp, reaching 41.7 percent of the plan, up 9.7 percent over the same period; of which 2,589 hectares was harvested, average productivity was 2.2 tons per hectare, the output was 5,773 tons, reaching 50.2 percent of the plan, increasing by 34.5 percent over the same period.

In the first 6 months of 2019, the whole province had 9 more communes that were recognized to meet the new rural standards. Therefore, the total number of new rural communes was 77, accounting for 46.3 percent of the total number of communes in the province.

Industry and construction sector maintained stable development. The output of most industrial products increased. Industrial production index increased by 15.12 percent over the same period. Industrial production value (2010 comparative price) reached VND 114,181.1 billion, reaching 46.4 percent of the plan, increasing by 15.2 percent (increasing by 16.4 percent in the same period). The number of industrial product groups had a high growth rate.

The province always creates favorable conditions for businesses to invest. In the first 6 months, newly established enterprises increased over the same period; domestic investment projects increased in quantity and registered capital. The province granted investment certificates for 115 domestic investment projects with a registered capital of VND 10,949 billion, an increase of 49 projects (an increase of VND 4,949 billion in capital) over the same period.

Attracting foreign investment also achieved positive results. There were 58 newly granted projects with a total registered capital of USD 208.6 million. There were 978 registered projects in the whole province with a registered capital of USD 6,148 million. In which, 576 projects came into operation (accounting for 58.9 percent of total registered projects) with a total capital of about USD 3,614 million (an increase of 58.8 percent of the total registered capital).

Thanks to the province's efforts in attracting investment and the support of central leaders, concerned ministries and branches, some major investors are carrying out investment procedures in Long An province such as Becamex IDC Group - VSIP, VinGroup, Ecoland Group, BRG Group JSC, Hoan Cau Vietnam Co., Ltd., and so on.

The province always cooperates and supports investors for long-term and sustainable development. Besides, the provincial People's Committee has documents to recognize and implement necessary procedures to receive some other major investment projects.

Attracting investment in industrial zones and clusters continued to have positive results. The Department of Planning and Investment, the Management Board of the Economic Zone and the Department of Industry and Trade focused on supporting investors to speed up the progress of site clearance and complete legal procedures to have at least 6 industrial parks and clusters to be put into operation from now until the end of the year.

Site clearance is considered as a key and breakthrough activity in 2019 but results are not meet the requirements. Some basic construction works and projects in industrial zones and clusters in Can Duoc, Can Giuoc and Duc Hoa districts, Tan An city, etc. have still faced difficulties.

In the first 6 months, the implementation of procedures for planning major investment projects was slow. Tan An city ring road and the road connecting Ho Chi Minh City - Long An - Tien Giang provinces were behind schedule. In addition, the management of land, urban order and environmental pollution control were not really good, especially in urban, residential areas, industrial zones and clusters of key economic areas of the province, said the Chairman Provincial People's Committee - Tran Van Can.

At this time, African swine fever negatively affected the livestock sector. Director of Department of Agriculture and Rural Development - Nguyen Thanh Truyen asked local authorities to actively prepare equipment to prevent the spread of epidemic. People should not repopulate to avoid pressure on the epidemic prevention.

It is necessary to drastically perform key tasks

According to the Chairman of the Provincial People's Committee - Tran Van Can, the economy of the province in the past 6 months maintained development and achieved a high economic growth thanks to the efforts of local authorities at all level, branches and localities. To achieve the target of economic growth in 2019 (9.6 percent), leaders of departments, agencies and localities continue to drastically implement the compensation, site clearance and resettlement under the direction of Provincial Standing Committee.

At the same time, specialized inspection must be strengthened in order to promptly detect and handle violations; proactively review and propose the slow and non-implementation of investment projects; and drastically handle unlicensed projects.

Department of Planning and Investment continues to assume responsibility and coordinate with relevant functional agencies and localities to review infrastructure investment projects of industrial zones and clusters as well as direct investment projects in the province to speed up progress of infrastructure investment.

Department of Agriculture and Rural Development focuses on preventing African swine fever; implementing the high-tech agricultural program in association with restructuring agriculture as planned; establishing typical cooperatives; and improving the rate of clean water use in the province to reach at least 40 percent in 2019.

Of which, 22 businesses were received the National Quality Gold Award and 53 ones were received the National Quality Award. Revenue of 75 enterprises is VND 106,000 billion, estimated profit is over VND 10,000 billion, and State budget contribution is nearly VND 8,000 billion; create jobs for more than 55,000 labourers.

Long An had 2 businesses receiving the award. To be more specific, Kizuna JV Joint Stock Company (Can Giuoc district) was received the National Quality Gold Award and Red Sun Energy Joint Stock Company (Duc Hoa district) was received the National Quality Award.

These businesses have to meet 7 criteria according to the Global Performance Excellence Award (GPEA) of the Asia-Pacific Quality Organization. The total score of criteria is 1,000, including: The role of leadership (120 points); strategic planning (85 points); customer and market orientation (85 points); measuring, analyzing and managing knowledge (90 points); human resource management and development (85 points); operation management (85 points); performance results (450 points). Businesses which get 800 to 1,000 points will be received the Gold Award. Quality Awards are given to businesses reaching 600 points.
