|Long An: Farmers excited with high price of lemon||Long An: Farmers excited with high price of lemon|
Currently, the price of lemon in districts of Ben Luc and Duc Hoa of Long An province is quite good, farmers are very excited.
Lemon price is quite high compared to previous years
Deputy Director of Ben Luc Agricultural Services Cooperative (Luong Hoa commune, Ben Luc district) - Phung Van Hoi said: "The cooperative is buying seedless lemon at 9,000 - 10,000 VND per kilo. The price of such lemons is quite high compared to the price of lemons in the last few years at the same time".
Currently, Ben Luc Agricultural Services Cooperative collects about 15 tons of lemon a day. 60 percent of lemon is exported to China and the Middle East countries. Mr. Hoi added: "Lemon is priced due to the declining output due to drought and salinity. In this case, the output of lemon has decreased by 30-40 percent compared to previous years".
Mr. Luu Khanh Cuong - farmer growing seedless lemon in Luong Hoa commune, Ben Luc district further informed, after drought and fierce salinity, he lost 1.5 hectares of lemon with 600 trees. Mr. Cuong has replanted these lemon trees.
Farmers is taking care of lemon
Reportedly, lemon is currently in the harvest. Years ago, the lemon price was only 4,000 - 5,000 VND per kg at this time.
Mr. Phan Be Hung, living in Hoa Khanh Tay commune, Duc Hoa district, is planting 3 hectares of lemon, excited: "Recently, I have sold 10 tons of lemon for 16,000 VND per kilo. About 20 days, I harvest lemon once, medium. average of 4-5 tons each time. The current lemon price is very high compared to the same period.
Long An currently has 11,200 hectares of lemon, of which, the area of lemons for collecting fruit is nearly 8,900 hectares, the output is more than 78,000 tons. For many years, lemon has been considered as a good economic crop for many households in the province. Many areas of lemon are produced by farmers according to VietGAP and GlobalGAP standards to increase exports./.

|Tan Tru: More than 1,800 hectares of Winter-Spring rice sown out of seasonal schedule||Tan Tru: More than 1,800 hectares of Winter-Spring rice sown out of seasonal schedule|
Compared to the plan for the Winter-Spring (WS) rice crop of 2020-2021, many farmers in Tan Tru district of Long An province sow seeds 10-40 days later than the seasonal schedule. This is expected to cause serious damage if the drought and salinity occur abnormally.
Based on the forecast of saline intrusion in the dry season 2020-2021, most people in the southern districts of the province such as Tan Tru, Can Duoc, Can Giuoc, Thu Thua, and so on are recommended to sow early or switch to short-term crops. However, up to the present, many farmers in Tan Tru district continue to sow WS rice 2020-2021 despite the time of sowing according to the recommended schedule.
Tan Binh commune has the highest area of sowing out of seasonal schedule with over 470 hectares. Most of the rice areas sown out of seasonal schedule are from 10-20 days old, the rice varieties selected for sowing are IR50404, Nang Hoa, Dai Thom 8, etc.
Many areas of Winter-Spring rice sown out of seasonal schedule are at risk of damage if drought and salinity occur
In the WS crop 2019-2020, the family of Ms. Le Thu Thuy, living in Binh Tay hamlet, Tan Binh commune, sowed 1.5 hectares of Nang Hoa rice. Thanks to the amount of water from the Nhut Tao irrigation system and the Nhi Thanh Water Station, Thu Thua district, her family's rice is not affected by drought and salinity. Therefore, this year, after harvesting the Autumn-Winter crop, Ms. Thuy decided to continue to sow the WS crop, although the local agriculture sector recommends not to sow. "Currently, the amount of water stored in the Nhut Tao irrigation system is still quite a lot, so I decided to breed the new crop. I think the drought and salinity will not affect my family's rice this year as last year" - Ms. Thuy shared.
In Binh Trinh Dong commune, Mr. Le Thanh Hoai, living in Binh Hoa hamlet, has just sown the WS crop for about 10 days. He explained the reason for the late sowing, as follows: "Because my field is deep inside, from plowing to harvesting rice all happened simultaneously with the surrounding households. In this case, they sowed the seedlings late, so I had to sow the seedlings later".
Chairman of the People's Committee of Binh Trinh Dong commune - Nguyen Hong Dung said that in the WS crop 2020-2021, the whole commune sowed over 370 hectares, of which nearly 200 hectares were sowing outside of the seasonal schedule. Some villagers did not comply with the recommendations and conducted 3 crops. In the past year, in order to take initiative in water sources for production, the commune has dredged and salvaged water hyacinths in inland canals and ditches in the area. In addition, the commune also organizes seminars to recommend and mobilize people to sow seeds according to the seasonal schedule, select varieties and convert plants suitably.
According to information from the Department of Agriculture and Rural Development of Tan Tru district, in the WS crop 2020-2021, the whole district has seeded over 3,200 hectares, of which over 1,800 hectares are sown out of seasonal schedule. The area of sowing late, rice is only 10-40 days old. Meanwhile, the salinity on the main rivers in the district is increasing and most of the sluices for preventing saline have been closed, the amount of water stored in inland canals and ditches will begin to decrease rapidly, so this rice area is at high risk of being affected and damaged.
Head of the Division of Agriculture and Rural Development of Tan Tru district - Dang Van Tay Lo said that because the rainfall at the beginning of the 2020 season is not evenly distributed, the farmers' sowing will be affected. Along with that, after harvesting the Autumn-Winter rice crop, the farmers realize that the amount of water stored in the inner field canals and ditches is still abundant, many of them are subjective and continue to sow.
"The district agriculture sector has issued documents to coordinate communes and towns to recommend that people comply with seasonal calendars, absolutely not sow seeds after December 5, 2020. However, many people still do not comply with the recommendations and voluntarily sow seeds outside of the seasonal schedule. For these areas, the Department of Agriculture and Rural Development has directed, asked the district Agriculture sector to survey and hold specific data to take these areas out of the support if drought, salinity have happened and influence. Currently, in addition to promoting propaganda and recommending people not to continue sowing the WS crop, the district Agriculture sector also regularly checks the salinity situation on the main rivers to promptly inform the people. Hopefully, this drought, salinity will not be as severe and impactful as the previous years" - Mr. Dang Van Tay Lo added.
From the beginning of January 2021, salinity has appeared on the provincial rivers such as Rach Cat, Vam Co, Vam Co Dong, Vam Co Tay, and Tra river. Facing the above situation, the Department of Agriculture and Rural Development requested the People's Committees of the Southern districts and Tan An city to direct local specialized agencies to regularly monitor and update the water quality situation on the website for fighting against natural disasters of the province and on reports and warnings about drought, water shortage and saltwater intrusion of specialized hydrometeorology agencies such as the Southern Institute of Water Resources Research, and the Long An Hydrometeorology Station in order to promptly inform and widely propagate to people on district and commune radio stations about the water quality situation on rivers and in the field. At the same time, it is recommended that people do not take water in areas that are already salty, take advantage of water, store water in ponds and fields when saline water has not yet penetrated inland canals; use water in an economical and efficient manner, avoid waste and polluting water sources, in order to ensure adequate supply of irrigation water for safe production and daily life.

Production worker at the factory Semitec Electronics Company
Ms. Huynh Thi Thu Ha, representative of the company, said that due to the negative impact from the Covid-19 epidemic in other countries, many orders from member companies in other countries were transferred to Vietnam by the parent company. Because, Vietnam is a brilliant candidate when it is located in the most dynamically developed region in the world and has good disease control. If the time before the epidemic, on average each month, the company only produced from 2.5 to 2.8 million products, now, the company produces 3-3.5 million products/month to meet the demand. customer demand. To be able to meet the orders well for customers, the company has recruited 200 more workers, bringing the total number of workers to more than 570 people. In order to encourage employees to stick and feel secure with their jobs, in addition to the regular benefits they enjoy, workers also receive an increase in salary, currently about 10 million VND/person/ month.
According to Ms. Huynh Thi Thu Ha, at present, in some countries, the epidemic breaks out again, making the production of member companies difficult. Therefore, the company is making more efforts to ensure production, along with overcoming difficulties with the parent company in foreign countries. Therefore, the company is expanding production and business, concentrating resources for development, promoting production, increasing labor productivity to meet market demand.
According to forecasts, the epidemic outbreak is now back in many countries, this is also a good business opportunity for Vietnamese enterprises to grasp opportunities. To prepare for the next stage, Ms. Huynh Tuan Phuong Mai shared, An Long Company is promoting the marketing channel of goods, training personnel so that high quality products meet international standards. At the same time, she hopes all levels of authorities will continue to support the company to soon implement the An Nhut Tan Industrial Cluster project in order to expand, increase capacity and invest deeply to create valuable products, better serve consumers, contribute to the economic growth of the province.

However, he also noted that greater connectivity poses problems in supply chains in general and the logistics sector, the backbone of supply chains, in particular, when sudden shocks like COVID-19 strike.
The Vietnam Logistics Business Association reported that, in March, 15 percent of logistics companies posted a year-on-year revenue decline of 50 percent, and over half of all companies experienced a decline of 10-30 percent in the number of domestic and international logistics services provided compared to the same period last year.
The containment of COVID-19 helped Vietnamese businesses, including logistics companies, resume activities fairly quickly. A Vietnam Report survey shows that the operational capacity of 87 percent of interviewed companies in October and November was equivalent to 60 percent of pre-pandemic levels./.

|Long An underways integration||Long An underways integration|
With the position of a gateway to the Mekong River Delta region and located in the Southern key economic region, Long An has introduced many appropriate solutions, mechanisms and policies to promptly improve the environment attracting investment, creating a solid premise to continue developing and integrating, welcoming new opportunities in the coming years.
Chairman of the Provincial People's Committee - Tran Van Can assessed that the economic growth rate did not reach the set plan in 2019, but it still maintained at a relatively high level, reaching 9.41 percent, (the plan is 9.6 percent, in 2018 increased by 10.36 percent). In terms of economic structure, the agriculture, forestry and fishery accounted for 15.91 percent of GDP; industry - construction sector accounts for 50.07 percent; commercial and service sector accounts for 34.02 percent. In particular, the manufacturing and processing sector continued to play a key role, leading the overall growth of the region and the economy, accounting for 45.51 percent of the provincial GRDP structure and increasing by 14, 83 percent over the same period. These are important results from promoting the implementation of the Government's Resolution on the main tasks and solutions to improve the business environment, improve competitiveness and supporting mechanisms and policies to develop businesses in the province.
Economic structure, industry - construction sector accounts for 50.07 percent
Although the province's economic growth in 2019 has not achieved the planned results, this is a positive result of Long An in the integration process, especially in the economic sector. Long An is trying to improve the investment and business environment through administrative reform. Accordingly, the administrative reform in the province was carried out synchronously and comprehensively on the contents of institutional reform, administrative procedure reform and administrative apparatus organization reform. In particular, the implementation of online public service has gradually been completed, the online public service portal was completed with full functions according to current regulations. The province currently has 817 public services at level 3 and 176 public services at level 4. In 2019, there are more than 4,000 online applications with online services at level 3 and level 4. In addition, Long An has 26 additional online information services at levels 3 and 4 implemented by ministries and central agencies for some departments.
One of the recent breakthroughs of Long An which has been highly appreciated by many investors is the development of many important transport routes that play a role of linking key economic regions, industrial parks and clusters (IPs, ICs) in the province to accelerate the process of industrialization and modernization. Beside central investment, the province prioritizes many resources for developing transport infrastructure. Resolution of the Xth Provincial Party Congress (term 2015-2020) defines the Program for mobilizing all resources to build transport infrastructure system for industrial development in key economic regions as 1 of 2 Breakthrough programs with its strategic meaning. The program includes 14 arterial traffic projects which are planned to connect synchronously with IPs, ICs in the province, Long An International Port and Ho Chi Minh City traffic routes. Up to now, 8 works have been completed, helping people and businesses to reduce costs and travel time, transportation and competitiveness for goods.
Director of Department of Planning and Investment - Huynh Van Son informed that with the breakthrough activities, Long An now has a certain position in the investors' eyes. In 2019, investment attraction and investment promotion activities showed positive results. The provincial People's Committee has issued a decision on investment guidelines for 142 domestic investment projects with a total registered capital of 14,345 billion VND, granting investment registration certificates for 11 foreign investment projects with a total registered capital of 5.1 million USD. To date, the province has 1,016 foreign investment projects, registered capital of 6.18 billion USD. In addition, the province has 1,927 domestic investment projects with registered capital of 222,315 billion VND.
Welcoming new opportunities
The investment wave is having a strong shift from Ho Chi Minh City to provinces and cities in the Mekong River Delta. In particular, Long An has many opportunities to welcome investors, especially in the field of industrial development. This is also one of the "levers" to help Long An promote its advantages in the socio-economic development, contributing to the good resolution of social security. Long An has built a strategy of industrial development to 2020, in which the plan to form 31 industrial parks and 62 industrial complexes with an area of about 15,000 hectares. In order to attract investment, the province pays special attention to building an investment and business environment in a clear, friendly, efficient and safe manner together with developing technical and transport infrastructure.

Activities to promote domestic and foreign investment are being implemented with many groups of solutions such as creating clean land fund, attracting investors to develop infrastructure for IPs, ICs; developing synchronous technical infrastructure inside and outside IPs, ICs; attract investment in industrial production development into IPs and ICs; linking IPs, ICs development; etc. Also, Long An and the investor plan resettlement areas and concentrated residential areas to create conditions for residents of industrial development project areas to live and work in peace and contentment. Currently, the IPs, ICs, residential areas are concentrated in the districts of Duc Hoa, Ben Luc, Can Duoc and Can Giuoc.
With the above efforts, over the past time, many investors came to the province to study investment opportunities. In 2019, the provincial People's Committee has a policy of making construction plans for 51 projects with a total area of 26,087 hectares. In particular, there are many large-scale projects of investors such as Becamex, Vsip, Vingroup, TDH Ecoland Urban Development and Investment Joint Stock Company, Saigon Investment Joint Stock Company, and so on.
These projects all integrate industrial and urban development. Mr. Huynh Van Son said that these projects are in the process of making construction planning and will be integrated into the provincial plan for the period 2021-2030 that the province is building. After having land use planning and construction planning, the province will receive investors in accordance with current law and deploy in the near future. These projects will have a positive impact on the investment environment and socio-economic development of the province.
In September 2019, the provincial People's Committee, the Institute of Organic Agricultural Economics, the delegation of experts and Korean investors had a seminar towards the development of smart urban - industrial - agricultural areas in the province. At the seminar, investors shared experiences in developing smart urban - industrial - agricultural ecosystems and proposed a project investment model on an area of 10,000 hectares, expected in the area of Ben Luc district. With this proposal, Chairman of the Provincial People's Committee - Tran Van Can said that the orientation of investors in proposing the development of smart urban - industrial - agricultural areas is the ideal model for developing the harmonious ecosystem, sustainable development so that authorities and investors together strive to build a model project, a new driving force of Long An province. In the process of implementing any project, the provincial leaders always accompany businesses, investors and see the difficulties of businesses, investors are also the difficulties of the province, the success of enterprises is also is the success of the province./.

The Long An Customs Department informed that the total state budget revenue from import and export activities reached 2,953 billion VND, reaching 121 percent of the Ministry of Finance's target, reaching nearly 80 percent of the General Department of Customs Affairs; increased by 62 percent over the same period in 2018 by the end of September 2019.
Garment product is one of the major import-export products of Long An province
Accordingly, in the past 9 months, there were more than 1,800 enterprises registering to complete customs procedures at the Customs Branches under the Long An Customs Department, increasing 27 percent over the same period in 2018.
Import and export turnover according to Commercial contracts in the first nine months of 2019 reached 10.7 billion USD, increasing 4.7 percent over the same period in 2018. Of which, exports reached 6.3 billion USD (increasing 10.5 percent), imports reached 4,4 billion USD (decreasing 3 percent); the taxable turnover is 1.21 billion USD.
Main import and export commodities are footwear, seafood, garments, iron and steel, aquatic feeding, agricultural products, chemicals, materials for textile, footwear, metal and machinery device, and so on.
According to the leader of Long An Customs Department, in the rest months of 2019, the General Department of Customs has issued a document to supplement the State budget revenue in 2019 with additional revenue of 1,100 billion VND, raising the total revenue target of the state budget in the year that the Department has to reach 3,700 billion VND.
If the revenue target is not increased, the Customs Department has reached the finish line and the revenue exceeded the assigned budget target. The reason why the unit's revenue increased and reached the destination early was that in the first months of 2019, a number of solar power plant projects imported equipment and machinery for projects and did customs procedures through the branches of the above units. Along with that, the enterprises' situation of production, business and export has a positive trend./.

|In the first 6 months of 2019, Long An's economy has many positive results||In the first 6 months of 2019, Long An's economy has many positive results|
In the first 6 months of 2019, the province's economy maintained its development. However, site clearance, application of high technology in agriculture and investment attraction still faced many difficulties. At the meeting in July, Chairman of Long An Provincial People's Committee - Tran Van Can asked heads of departments, branches and localities to focus on directing and managing to achieve the economic growth target of the year (9.6 percent).
Province's economy maintained its development
At the meeting, according to Deputy Director of Department of Planning and Investment - Vo Ngoc Dinh, most of the socio-economic targets were achieved and exceeded the plan. Gross Regional Domestic Product (GRDP) in the first 6 months of 2019 reached VND 39,679 billion (according to the comparative price of 2010), the growth rate was 9.89 percent. In which, sector I (agriculture, forestry and fishery) increased by 2.17 percent; sector II (industry and construction) increased by 14.65 percent; and sector III (trade and services) increased by 7.5 percent.
In the first 6 months of 2019, industrial production grew steadily, contributing to the province's economic growth
Agriculture was one of the sectors that achieved the most positive results. Although the growth rate was lower than the same period in 2018, it was higher than the annual plan of the first 6 months of 2019. Plants continued to be changed to more efficient ones.
Aquaculture continued to grow. The province had 2,755 hectares of brackish shrimp, reaching 41.7 percent of the plan, up 9.7 percent over the same period; of which 2,589 hectares was harvested, average productivity was 2.2 tons per hectare, the output was 5,773 tons, reaching 50.2 percent of the plan, increasing by 34.5 percent over the same period.
In the first 6 months of 2019, the whole province had 9 more communes that were recognized to meet the new rural standards. Therefore, the total number of new rural communes was 77, accounting for 46.3 percent of the total number of communes in the province.
Industry and construction sector maintained stable development. The output of most industrial products increased. Industrial production index increased by 15.12 percent over the same period. Industrial production value (2010 comparative price) reached VND 114,181.1 billion, reaching 46.4 percent of the plan, increasing by 15.2 percent (increasing by 16.4 percent in the same period). The number of industrial product groups had a high growth rate.
The province always creates favorable conditions for businesses to invest. In the first 6 months, newly established enterprises increased over the same period; domestic investment projects increased in quantity and registered capital. The province granted investment certificates for 115 domestic investment projects with a registered capital of VND 10,949 billion, an increase of 49 projects (an increase of VND 4,949 billion in capital) over the same period.
Attracting foreign investment also achieved positive results. There were 58 newly granted projects with a total registered capital of USD 208.6 million. There were 978 registered projects in the whole province with a registered capital of USD 6,148 million. In which, 576 projects came into operation (accounting for 58.9 percent of total registered projects) with a total capital of about USD 3,614 million (an increase of 58.8 percent of the total registered capital).
Thanks to the province's efforts in attracting investment and the support of central leaders, concerned ministries and branches, some major investors are carrying out investment procedures in Long An province such as Becamex IDC Group - VSIP, VinGroup, Ecoland Group, BRG Group JSC, Hoan Cau Vietnam Co., Ltd., and so on.
The province always cooperates and supports investors for long-term and sustainable development. Besides, the provincial People's Committee has documents to recognize and implement necessary procedures to receive some other major investment projects.
Attracting investment in industrial zones and clusters continued to have positive results. The Department of Planning and Investment, the Management Board of the Economic Zone and the Department of Industry and Trade focused on supporting investors to speed up the progress of site clearance and complete legal procedures to have at least 6 industrial parks and clusters to be put into operation from now until the end of the year.
In the first 6 months of 2019, industrial production grew steadily, contributing to the province's economic growth
In the first 6 months, the total state budget revenue in the province was VND 9,430 billion, reaching 68.9 percent of the Central budget estimate, reaching 68.6 percent of the estimate assigned by the provincial People's Council, increasing by 28.7 percent over the same period.
There are difficulties and limitations
Site clearance is considered as a key and breakthrough activity in 2019 but results are not meet the requirements. Some basic construction works and projects in industrial zones and clusters in Can Duoc, Can Giuoc and Duc Hoa districts, Tan An city, etc. have still faced difficulties.
In the first 6 months, the implementation of procedures for planning major investment projects was slow. Tan An city ring road and the road connecting Ho Chi Minh City - Long An - Tien Giang provinces were behind schedule. In addition, the management of land, urban order and environmental pollution control were not really good, especially in urban, residential areas, industrial zones and clusters of key economic areas of the province, said the Chairman Provincial People's Committee - Tran Van Can.
At this time, African swine fever negatively affected the livestock sector. Director of Department of Agriculture and Rural Development - Nguyen Thanh Truyen asked local authorities to actively prepare equipment to prevent the spread of epidemic. People should not repopulate to avoid pressure on the epidemic prevention.
It is necessary to drastically perform key tasks
According to the Chairman of the Provincial People's Committee - Tran Van Can, the economy of the province in the past 6 months maintained development and achieved a high economic growth thanks to the efforts of local authorities at all level, branches and localities. To achieve the target of economic growth in 2019 (9.6 percent), leaders of departments, agencies and localities continue to drastically implement the compensation, site clearance and resettlement under the direction of Provincial Standing Committee.
At the same time, specialized inspection must be strengthened in order to promptly detect and handle violations; proactively review and propose the slow and non-implementation of investment projects; and drastically handle unlicensed projects.
Department of Planning and Investment continues to assume responsibility and coordinate with relevant functional agencies and localities to review infrastructure investment projects of industrial zones and clusters as well as direct investment projects in the province to speed up progress of infrastructure investment.
At the meeting
Department of Agriculture and Rural Development focuses on preventing African swine fever; implementing the high-tech agricultural program in association with restructuring agriculture as planned; establishing typical cooperatives; and improving the rate of clean water use in the province to reach at least 40 percent in 2019.
