Vietnam’s growth prospects will depend on how well and how quickly the authorities will bring the new coronavirus outbreak under control and how quickly international and national vaccinations will proceed, according to the World Bank (WB).

In its Vietnam Macro Monitoring report issued earlier this month, the WB said January's industrial production index jumped by 24.5 percent year on year, the highest growth rate since the beginning of 2019. Merchandise exports and imports respectively grew 51.8 percent and 41.8 percent from the same period last year.
The preliminary January goods trade surplus is estimated at 1.1 billion USD. Exports to the US and China continued the robust growth of 2020 while those to the EU, ASEAN, Japan and the Republic of Korea (RoK) bounced back strongly. Similarly, imports from the RoK, ASEAN and the US joined those from China, Japan and the EU to stay in expansionary territory.
In the first month of 2021, the Government spent a total of 99.6 trillion VND, which is slightly, 1 percent, higher than a year ago. Public investment reached 15 trillion VND, making the disbursement rate of 3.25 percent.
However, the WB added, while Vietnam's economy has been extremely resilient to the COVID-19 crisis, preliminary results from the COVID-19 World Bank high frequency household survey of January show that almost half of households still reported lower household income than the year before. About 9 percent of households took loans and 15 percent reduced their consumption.
If persistent, this prudent behaviour will negatively affect aggregate domestic demand in the future, according to the bank.
It held that growth prospects for 2021 will be affected by how well and how quickly the authorities will bring the new outbreak under control and how quickly international and national vaccinations will proceed.
If the crisis lingers, the authorities may consider further monetary and fiscal support. Yet, special attention will have to be given to the fiscal space, the health of the financial sector and possible social effects as lasting loss of income among some households may create new inequalities and tensions, the report noted.
Jacques Morisset, WB Lead Economist for Vietnam, said the WB expects with many positive signs like the considerable progress in vaccine development and gradually resumed trading activities, the country can obtain growth of 6 percent in 2021./.

Chairman of the Long An People's Committee - Tran Van Can said that Long An International Port is considered to have a strategic position that has brought practical values to Long An in the process of attracting investment, contributing to socio-economic development of Long An, it was worthy of being a province located in the southern key economic region with a total investment of 10,000 billion VND. Long An International Seaport located at the mouth of Soai Rap river, has received ships from 30,000 DWT to 50,000 DWT to load down, it will receive ships of 70,000 DWT to 100,000 DWT in the future.
From 1997 up to now, Long An province has attracted investment in the area and is now the common house of nearly 12,000 operating businesses, with a total registered capital of nearly 315,000 billion VND; There are nearly 2,000 domestic investment projects licensed with registered capital of over 230,000 billion VND. Long An attracted 1,059 FDI projects, total capital 6,496 million USD. The planning for developing the industrial zones and clusters in the province is reasonably distributed.
Long An has 32 industrial zones that were added by the Prime Minister to the planning for developing the industrial zones in Vietnam with a total area of nearly 12,000 hectares; in which, the occupancy rate of industrial parks in operation reached nearly 87 percent.
The approved planning for development of industrial clusters in the province has 62 industrial clusters with a total area of 3,106 hectares; of which, there are 21 industrial clusters with an area of 1,080 hectares put into operation, occupancy rate is nearly 90 percent.

Chairman of the Board of Directors Dong Tam Group - Vo Quoc Thang said that Long An International Port belongs to group 5 in Vietnam's seaport development plan. With the advantage of geography, being located between the East and the South West, it helps to reduce traffic pressure in the central port clusters of Ho Chi Minh City. Long An International Port will create a driving force for the socio-economic development not only for Long An province but also for the Mekong River Delta region. Long An International Port has an area of 147 hectares, water surface length of 2.6 kilometers, is invested and built into three phases with a total capital of nearly 10,000 billion VND including 7 wharves capable of receiving ships up to 70,000 DWT; warehouse system, bonded warehouse system; container yard system and other auxiliary works, etc. Particularly, the warehouse area for storage at the port is more than 400,000 square meters, serving the needs of transporting, storing agricultural, aquatic products, fertilizers, iron and steel and so on in the Mekong River Delta region and is the gateway for import-export enterprises in the Southeast region to gather and distribute goods by road, sea or inland water.
Phase 1 has completed construction of 3 wharves with a length of 630 meters. In the process of both construction and operation, Long An International Port has welcomed nearly 1,000 domestic and foreign ships in and out of the port, reaching nearly 1 million tons of import and export goods through the port. It was the most notably that the port has successfully received and unloaded many 50,000 DWT vessels. In 2020, Long An International Port continues to build wharves No. 4, No. 5, with the goal of putting into operation soon in 2021. Currently, investors are also promoting the completion of legal procedures to continue to build wharves No. 8 and No. 9 to accommodate ships of up to 100,000 DWT; bringing the total continuous length of the wharf system up to 2,368 meters, becoming one of the international ports with the largest port length in Vietnam today. Efforts are being made to build a digital eco-system to facilitate connectivity and trading by enterprises on a single platform, according to Hung.
Deputy Minister of Industry and Trade Cao Quoc Hung stressed the significance of the platform for small and medium-sized enterprises and household businesses.
Nguyen Viet Cuong, Director of the Kim Nam Tech Company Limited, said that with a trading scale larger than present platforms, the VEFTA enables the export of "Made in Vietnam" products, mainly agro-forestry products and footwear, to the EU.

The results from the pilot models showed that the cost decreased from 0.8 to 1.5 million VND per hectare compared to outside the model, the profit was higher than 2 to 4 million per hectare. Especially, with the transplanted rice model associated with the consumption of rice seeds, some households in the model had a higher profit than the others from 6 to 8 million VND per hectare. In addition, some farmers also used ultra-light intelligent aircraft in spraying pesticides on crops.

Foreign investment in the province also increased. Up to now, more than 1,000 projects have been registered in the province with a total registered capital of 6,166 million USD; in which, 576 projects have come into operation, accounting for 57.0 percent of the total number of registered projects with a total implemented capital of about 3,614 million USD, reaching 58.61 percent of the total registered capital.
The whole province has had 16 operating industrial parks with an area of about 2,277 hectares, the occupancy rate has been nearly 86 percent. Industrial zones have attracted 1,514 investment projects, including 731 foreign investment projects with a total investment of 4,144 million USD and 783 domestic investment projects with a total investment of 84,385 billion VND. Besides, the province has had 21 operating industrial clusters, accounting for over 89 percent. Accordingly, it was expected that by the end of 2019, the province's revenue reached about 18,000 billion VND, of which, domestic revenue was about 14,500 billion VND, the revenue from import and export taxes was about 3,500 billion VND. In the dry season 2019-2020, in the province, saline intrusion began to appear in mid-November 2019 (one month earlier than the same period in 2018-2019; half a month earlier than the drought, historic salinity in the year 2015-2016) and occurred harshly, complicatedly, unpredictably and so on.
In response to the complicated developments of drought and saline intrusion, the Provincial People's Committee issued many official dispatches and plans to implement measures to prevent and combat drought and saltwater, announce emergency situations of saline intrusion in the province, especially promote the development of inland irrigation; mobilize all resources, launch the movement of all people to participate in preventing and fighting against drought and saline intrusion. At the same time, the Provincial People's Committee directed specialized agencies to regularly monitor, measured and checked water quality on rivers, canals and ditches, promptly notified localities and people to get information, proactively prevent and respond to drought and saline intrusion.
Despite early identification of the situation and initiative in the prevention, response to drought, water shortage, salinity intrusion, losses in agricultural production in the province still occur. According to statistics, the whole province has about 806 totally damanged hectares of rice, 1,940 hectares reduced yield from 30-70 percent, some areas of lemon growing in the districts of Ben Luc, Thu Thua and Tan An city were damaged by alum, salinity and heat shock, estimated total loss due to drought, salinity in 2019-2020 is 55 billion VND, a deep decrease compared to damage of historic drought and salinity in year 2015-2016 with 194 billion VND.
From experience in coping with drought and salinity in previous years, Tan Tru district has been proactively strengthening and upgrading dykes, dams, salinity prevention, fresh storage, and so on, but many areas of winter-spring rice in the area were still affected. According to statistics, the whole district has more than 1,000 hectares of rice affected, of which more than 700 hectares have been damaged more than 70 percent, nearly 300 hectares damaged with 30-70 percent.
Mr. Pham Van Nho, a resident of Binh Trinh Dong commune, said: "A few decades of cultivation in this land, I have never encountered such severe and salty conditions as this year. There is no irrigation water, more than 3 hectares of rice production (60 days old) of my family were completely damaged, estimated loss more than 30 million VND".

After the early rains, farmers in the southern districts of the province are busy cleaning fields, clearing canals and ditches in the field to sow Summer-Autumn (SA) rice crop 2020 according to the seasonal calendar that the agricultural sector has recommended.
After the drought and salinity, Tan Tru district focused on restoring crop areas, especially SA rice crop production 2020. Vice Chairman of Tan Tru District People's Committee - Trinh Phuoc Trung informed: "To produce SA rice crop effectively, the District People's Committee directs the specialized agencies and the People's Committees of communes and towns to guide farmers in proactively cleaning the fields, plowing, liming, salt washing, soil axis, recommending some suitable rice varieties each season and sow seeds according to the crop schedule".

"In recent days, there have been many heavy rains in the area, my family actively cleans the fields, plows the soil to alum and salinity and prepares the necessary conditions to sow more than 3 hectares of SA rice crop timely" - Mr. Pham Van Nho, a resident of Binh Trinh Dong commune said.
The plan of SA rice crop 2020, Thu Thua district, sows 16,733 hectares, yield is estimated at 47.8 quintals per hectares, yield 79,924 tons. According to Deputy Director of Department of Agriculture and Rural Development - Nguyen Chi Thien, People's Committees of districts, towns and cities direct specialized agencies to regularly monitor the quality of water sources in rivers, canals, ditches, etc. to clear the flow and ensure fresh water to the extent that it is recommended to sow seeds there so that farmers produce SA rice crop 2020 effectively; focuse on the remaining areas as planned; In places where saline intrusion is caused by the production of the Winter-Spring rice crop 2019-2020, it is recommended that farmers sow only when the field has been washed saline; inspect and consolidate and improve the intra-field irrigation system (dikes and embankments); well prepare for coping with unusual rain, storms and floods.

For the area of fruit trees in flood-affected areas, it is necessary to consolidate dikes and sluices, ensuring firmly against floods and high tide. Newly planted areas in the rainy season require measures to shield rain and wind for trees. At the beginning of the rainy season, the roots are often weak, pests and diseases are easy to break out, so it is necessary to apply fertilizers with balanced nutrition. It is necessary to well control the development of crop areas, especially the conversion from rice land to fruit trees, which must be suitable to ecological conditions, land, water sources and consumption markets.
