Long An plays the connecting role between HCMC with Mekong Delta provinces. With this advantage, Long An has a strategy to attract domestic and international investment; applying effective measures in investment promotion and improvement of investment environment for sustainably socio-economic development of the province. 
 
After attending Long An Province Investment Promotion Conference 2016, in the afternoon on October 17th, the investors visited to study about some investment projects and cooperatives in the Province such as Viet Phat Industrial and Urban Area in Tan Lap Commune, Thu Thua District; Long An International Port in Tan Lap commune, Can Giuoc district and Thanh Long Long Tri Cooperative in Long Tri commune, Chau Thanh District. 
 
In the Investment Promotion Conference in 2016 of Long An People’s Committee, representative of the provincial People’s Committee signed memorandum for 4 investment projects, awarded certificate of investment registration for number of projects; and some provincial investors signed Business Cooperation Contract with domestic and international partners. 
 
Southern Long An province held an Investment Promotion Conference 2016 under the theme “Cooperation-Sustainable Growth” on October 17. 
 
With the theme of Sustainable Cooperation and Development, this morning, October 17th, in Thong Nhat Hall, Long An provincial People’s Committee solemnly took place the Investment Promotion Conference in 2016. Prime Minister Nguyen Xuan Phuc and leaders of central ministries and sectors; leaders of other provinces, leaders of provincial departments and more than 400 delegates as guests, international organizations, groups, corporations, enterprises in the country and in other countries attended the conference. 
 
With the theme of "Co-operation - Sustainable Development", the People's Committee of Long An province will organize Investment Promotion Conference on October 17th, 2016 in Thong Nhat Meeting-Hall in Long An province. The conference will be honored to welcome the presence of the Prime Minister Nguyen Xuan Phuc with representatives of The Government, consulates, foreign business associations in Vietnam and Ho Chi Minh City, and more than 400 representatives of domestic and foreign enterprises.

Vietnam recorded a year-on-year decrease of 15.1 percent in foreign direct investment (FDI) inflows to 15.67 billion USD as of June 20, according to the Ministry of Planning and Investment (MPI).

The value included 8.44 billion USD registered for 1,418 new projects, over 3.7 billion USD added to 526 existing projects, and 3.51 billion USD spent on contributing capital to or purchasing shares of domestic firms.

Among 18 sectors receiving foreign capital, the processing – manufacturing industry attracted the most – more than 8 billion USD or 51.1 percent of the total. It was followed by electricity production and distribution (3.95 billion USD, or 25.2 percent), wholesale – retail (1.08 billion USD), and real estate (nearly 850 million USD).

Meanwhile, 98 countries and territories invested in Vietnam during the period. The largest investors were Singapore (5.44 billion USD, equivalent to 34.7 percent of the total), Thailand (1.58 billion USD, 10.1 percent), and China (1.58 billion USD, 10.1 percent), followed by Japan, the Republic of Korea, and Taiwan (China), statistics show.

Foreign investors channeled capital into 57 provinces and centrally-run cities, with Bac Lieu province the top destination (4 billion USD, 25.5 percent of the total), followed by Ho Chi Minh City (over 2 billion USD, 12.9 percent), Ba Ria – Vung Tau province (1.95 billion USD, 12.4 percent), Hanoi, Binh Duong province, and Hai Phong city.

In its report, the MPI also pointed out that exports by the FDI sector in the first six months declined in both value and their proportion in Vietnam's total overseas shipments, estimated at 79.8 billion USD (including crude oil) – equivalent to 93.3 percent of the figure in the same period last year and 65.9 percent of the country's total figure, and 79 billion USD (excluding crude oil) – equivalent to 93.6 percent of the figure in the same period last year and 65.2 percent of the six-month value.

This sector's imports stood at 65.6 billion USD, representing 94.6 percent of the figure in the same period last year and 56 percent of the country's total imports in the first half of 2020.

FDI firms still posted a trade surplus of 14.2 billion USD, including crude oil, and 13.4 billion USD, excluding crude oil, during the period. That helped make up for the deficit of nearly 10.2 billion USD in the domestic sector, contributing to Vietnam's trade surplus of over 4 billion USD during the six months, the MPI noted./.

According to Long An Department of Industry and Trade, the total retail sales of goods and service revenue in July 2019 reached 7,392 billion VND, an increase of 0.1 percent compared to June 2019 and 15.4% over the same period. Accumulated in the first 7 months of 2019, it reached 52,429 billion VND, equivalent to 59.1 percent of the plan, an increase of 15.8 percent over the same period of 2018.

The competition in retail among distributors has met the shopping needs of people

Accordingly, the price of 5 out of 11 commodity groups increased compared to June including Food and catering services (up 0.13 percent); Clothes, hats and shoes (up 0.08 percent); Culture, entertainment and tourism (up 0.04 percent); Other goods and services (up 1.67 percent).

Price of 3 out of 11 commodity groups decreased including Beverage and tobacco (decreased by 0.23 percent); Housing, electricity, water, fuel and construction materials (decreased by 0.45 percent); Household appliances (decreased by 0.03 percent).

Price of 3 out of 11 commodity groups including Drugs and medical services, Education, Post and Telecommunication were stable.

According to the Department of Industry and Trade, in the first months of 2019, trade growth was quite good, commodity prices in the province were stable. At present, goods are plentiful and diversified, meeting the needs of the people.

In particular, the competition in retail among distributors such as Bach Hoa Xanh, Vinmart, SanHaFoodstore has met the shopping needs of the people because of reasonable prices. Trade promotion activities have been promoted. Enterprises and cooperatives have actively participated in many programs to connect supply and demand to introduce their products into supermarkets and wholesale markets./.

According to the Director of the Tax Department of Long An province - Cao Van Tao, by December 19, the total domestic revenue is 13,650 billion VND, reaching 117.4 percent of the draft ordinance and 109.5 percent of the estimate, up 20.8 percent over the same period in 2018; in which, collecting lottery is 1,604.263 billion VND, land use fee is 2,249.013 billion VND; the total balanced revenue (except for land use fees and lottery) is 9,796.724 billion VND, reaching 105.1 percent of the assigned estimates, up 30.7 percent over the same period in 2018.

Enterprises make an important contribution to the provincial budget revenue

In the tax collection based on the field of management, there are 12 out of 16 fields and the tax revenue achieved and exceeded the estimate. In the budget collection by area, 15 out of 15 districts, towns and cities exceeded the total domestic revenue estimates, including Tan Tru (reaching 273.7 percent of the estimate), Moc Hoa (reaching 270.7 percent of the estimate), etc. In the total balanced revenue (except for land use fees), 12 out of 15 districts and towns have exceeded the estimate; Ben Luc, Can Duoc districts and Tan An city have not reached the estimates yet.

Domestic revenue in 2019 is estimated at 14,300 to 14,500 billion VND, absolute revenue is over 2,800 billion VND and surpassing the balanced revenue of 10,000 billion VND; the total budget revenue in the province is from 17,800 to 18,000 billion VND (in which, customs revenue reached 3,500 billion VND).

To achieve the above results, in addition to the efforts of the Tax sector, it is a great effort of taxpayers, especially enterprises in the province. Although in 2019, the enterprises have still faced many difficulties in production and business, they have been paid attention and well implemented tax obligations to the State.

According to Mr. Cao Van Tao, the Tax sector has been highly concentrated in the remaining days of the year to strive to fulfill the assigned targets (16 out of 16 targets) and 15 out of 15 districts, towns and cities completed the balance estimate before December 31./.

The domestic food and beverage market has great potential for development despite the difficulties caused by the COVID-19 pandemic, according to experts.

Food and beverages are in the fast-moving consumer goods (FMCG) category. For many years, this has always been one of the important economic sectors with great potential for development, according to the Vietnam Report 2020.

The food and beverage market's growth rate is forecasted to reach from 5-6 percent annually in 2020-2025.

Despite suffering negative impacts from the COVID-19 pandemic, the food and beverage industry in Vietnam also has many strong growth opportunities. At present, more and more consumers pay attention to nutritional foods of plant origin, organic foods or food with healthy ingredients.

A survey conducted by Vietnam Report at the end of 2020 showed due to COVID-19, half of customers have spent more on foods boosting their immune system and clean foods. Meanwhile, 63.7 percent of customers have cut spending on alcohol and beer. Therefore, businesses in this industry must adjust their production to suit demand.

Food businesses have to increase their production capacity by about 30 percent, while beverage businesses must reduce their production to lower than 80 percent compared to before the pandemic.

Besides that, Vu Dang Vinh, general director of the Vietnam Assessment Report Joint Stock Company, said COVID-19 has forced nearly 70 percent of food and beverage businesses to focus on the digital transformation for survival and development, reported the Vietnam News Agency.

Many businesses have built modern technology processes in production and management. Food and beverage companies have also sped up investment activities to renovate the distribution system and adjust the proportion between traditional and modern trading channels. They develop applications to enhance the customer experience when shopping and innovate packaging design, eco-branding and product line development.

Nguyen Dang Quang, chairman of Masan Group, said the COVID-19 pandemic is a good opportunity to promote e-commerce.

The group is building plans to attract more and more people to online shopping, he said.

Vinh said food and beverage businesses need to focus on strategies such as revenue growth, market development, promotion of research and improving product quality. They should also diversify supply sources with priority for domestic suppliers and develop online distribution channels on e-commerce platforms.

According to experts in the food and beverage industry, the stable macroeconomy and commitments in free trade agreements signed between Vietnam and its partners such as the European Union-Vietnam Free Trade Agreement (EVFTA) and the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP) would bring export opportunities and more foreign investment. They would promote the transfer of technology and technological advancement in the industry.

Along with that, the food and beverage companies need to improve their competitiveness and increase investment in infrastructure systems and modernisation of production processes and corporate governance./.

To remove difficulties in the consumption of agricultural products, the ministry has adopted solutions to boost consumption links domestically and negotiated with major buyers to facilitate exports./.

On February 25th, 2020, Chairman of the Provincial People’s Committee – Tran Van Can chaired the meeting with leaders of relevant departments and agencies to collect comments on the draft report on the implementation of socio-economic development tasks in 05 years of 2016 – 2020.

According to the draft report, the estimated average economic growth rate in the period of 2016 – 2020 will be around 9.61%/year. The economic structure continues to clearly shift in the right direction of industry – service – agriculture development, the estimated economic structure of 3 sectors: agriculture, forestry and fishery – industry and construction – trade and services in 2020 will be 14% - 53% - 33%, respectively.

At the meeting, participants focused on discussing and giving comments to complete the report on the implementation results of socio-economic development tasks in 05 years of 2016 – 2020; reporting on the implementation results of 02 breakthrough programs and 03 key projects implementing the Resolution of the 10th Provincial Party Congress; approving the expected specific list of breakthrough program, resource mobilization program and key projects of the 10th Provincial Party Congress; giving opinions on the report of regulations and laws on the reception of investment projects in the province, ensuring the requirements of environmental protection.

In conclusion of the meeting, Chairman of the Provincial People's Committee – Tran Van Can emphasized the evaluation of the implementation results of socio-economic development tasks in the period of 2016 – 2020, the formulation of socio-economic development plan for the period of 2020 - 2025 are very important tasks to prepare documents for the 11th Provincial Party Congress, therefore, the formulation of reports and plans requires the intellectual concentration of departments and agencies. According to the head of the Provincial Economic Zone Authority - Nguyen Thanh Thanh, the industrial zones in operation have played a huge role in the local socio-economic development. There are 1,635 investment projects in industrial zones with total investment capital of over 4.7 billion USD and more than 92,000 billion VND. Enterprises operating in the Industrial Park have contributed nearly 3,900 billion VND to the budget, creating jobs for more than 148,000 workers. Therefore, the province is paying great attention to promoting infrastructure investors to invest in building and completing the planned industrial zones to create favorable conditions to attract investment.

Merchandise exports and imports respectively grew 51.8 percent and 41.8 percent from the same period last year.

The preliminary January goods trade surplus is estimated at 1.1 billion USD. Exports to the US and China continued the robust growth of 2020 while those to the EU, ASEAN, Japan and the Republic of Korea (RoK) bounced back strongly. Similarly, imports from the RoK, ASEAN and the US joined those from China, Japan and the EU to stay in expansionary territory.

In the first month of 2021, the Government spent a total of 99.6 trillion VND, which is slightly, 1 percent, higher than a year ago. Public investment reached 15 trillion VND, making the disbursement rate of 3.25 percent.

However, the WB added, while Vietnam's economy has been extremely resilient to the COVID-19 crisis, preliminary results from the COVID-19 World Bank high frequency household survey of January show that almost half of households still reported lower household income than the year before. About 9 percent of households took loans and 15 percent reduced their consumption.

If persistent, this prudent behaviour will negatively affect aggregate domestic demand in the future, according to the bank.

It held that growth prospects for 2021 will be affected by how well and how quickly the authorities will bring the new outbreak under control and how quickly international and national vaccinations will proceed. 

If the crisis lingers, the authorities may consider further monetary and fiscal support. Yet, special attention will have to be given to the fiscal space, the health of the financial sector and possible social effects as lasting loss of income among some households may create new inequalities and tensions, the report noted.

Jacques Morisset, WB Lead Economist for Vietnam, said the WB expects with many positive signs like the considerable progress in vaccine development and gradually resumed trading activities, the country can obtain growth of 6 percent in 2021./.

As many as 798 projects added a combined over 5.11 billion USD to their investment capital, down 23 percent year-on-year in project number but up 6.8 percent in value.

Up to 5.73 billion USD were spent on shares, equal to 55.1 percent of the same period last year.

Foreign investors invested in 18 sectors, with manufacturing and processing absorbing about 9.9 billion USD, or 46.6 percent of the total investment. It was followed by electricity production and distribution with more than 4.3 billion USD, or 20.6 percent, real estate with around 3.2 billion USD and wholesale and retail 1.3 billion USD.

Among 111 countries and territories investing in Vietnam, Singapore took the lead with 6.77 billion USD, making up 32 percent of the total, followed by the Republic of Korea (RoK) with 3.17 billion USD, China 1.87 billion USD, Japan, Thailand and Taiwan (China).

In term of project number, the RoK came first with 499 projects, ahead of China with 271 projects, Japan 209 and Singapore 173.

Foreign capital was poured into 60 cities and provinces. The Mekong Delta province of Bac Lieu was the top destination with a liquefied natural gas project worth 4 billion USD, or 18.8 percent of the total investment. It was followed by Ho Chi Minh City with 3.25 billion USD, Hanoi 2.92 billion USD, Ba Ria-Vung Tau, Binh Duong and Hai Phong.

a) For economy sector:

- By 2020: GDP per capita will reach VND 80 million/person/year (approximately $ 3,800); The proportion of agriculture, industry and services in the GDP structure will account for 15%, 45% and 40% in respectively; State budget revenues in the province is expected to be accounted for 10.8% of GDP; The ability to mobilize investment capital from the state budget revenue accounts for 29.6%.

- Vision toward 2030: GDP per capita will reach VND 172 million/ person/year (approximately $ 8,000); the proportion of agriculture, industry and services in the GDP structure accounts for 7%, 48% and 45% in respectively; State budget revenues in the province is expected to be accounted for 10.8% of GDP; The ability to mobilize investment capital from the state budget revenue accounts for 29.6%.

b) Social aspect:

- Vision to 2030:

- Birth rate expects for dropping to about 1.5%; Life expectancy is an average at 78 years old; Malnutrition rate among children under 5 years old is about 10%; The number of hospital beds for 10,000 people is 30 beds; The minimum number of doctors in each commune is 3 doctors and there are 10 doctors for 10,000 people.

- The percentage of trained workers is 70%; Urban unemployment rate is 2%; The number of trained laborers is 762,720 people and creating jobs for 190,000 people;

- To strive for achieving 100% of preschools meeting national standards; The number of people at college or university degrees or higher level/1000 people is 200 people; There is 95% of Center for cultural activities at the provincial level.

c) Regarding environmental protection:

- Ensuring awareness in the community and strengthening the capacity of stakeholders on environmental issues; To protect and sustainably exploit natural resources; To reduce pollution and environmental degradation.

- Ensuring national defense and security, maintaining political stability, curbing the increase, gradually reducing crime and social evils.

IV. OPERATION SITUATION OF AREA, INDUSTRIAL CLUSTERS 

1. Industrial Parks

- Up to date, the entire province has 31 Industrial Parks (IPs) that have been added by the Prime Minister for the development planning of industrial parks in Vietnam in 2015 and orientation to 2020 with a total area of 11,391.95 hectares.

- There are currently 42 infrastructure investors (Duc Hoa III Industrial Park has 13 infrastructure projects for sub-component); 25 industrial zones have been granted for Investment Certificates with an area of 8,450.90 hectares, specifically:

- There are currently 06 Industrial Parks have been put into operation (as of February 20, 2020) with a total planning area of 3,776.94 hectares, of which: industrial land area capable of leasing 2,651.92 hectares, the area of industrial land leased was 2,285.53 hectares, the occupancy rate reached 86.18%.

- Industrial Parks have not been put into operation, are in the process of carrying out investment procedures, ground clearance and infrastructure investment.

- Investment attraction: In the year of 2019 (as of December 31, 2019), the area of filled industrial land increased by 70.07 hectares. The entire province currently has 16 industrial parks in operation with a total planning area of 3,776.94 hectares, of which the area of industrial land that is capable of leasing 2,651.92 hectares, the area of industrial land leased 2,274.46 hectares, the occupancy rate reaches 85.77%.

- Industrial zones have attracted 1,548 investment projects, including 755 foreign investment projects with a total investment of $ 4,213.42 million and 793 domestic investment projects with a total investment of VND 86,705.81 billions. For border gate economic zones, there are 02 foreign investment projects with total investment capital of $ 75 million in the area of 21.2 hectares and 02 domestic investment projects with land lease area of 0.66 hectares.

* Restrictions and facts

- In terms of site clearance: among 16 operating industrial parks, there are a number of industrial parks still having problems in site clearance affecting the implementation of infrastructure investment and investment attraction.

- For 12 industrial parks that have not yet been put into operation, there are still many industrial zones having difficulties in compensation and site clearance, some industrial parks have high clearance rates but have not been able to deploy complete investment to collect investment attraction.

2. Industrial clusters

- According to the adjustment project of Industrial Clusters Development Plan (ICs) to 2020 approved by the Provincial People's Committee in Decision No.1315/QD-UBND dated April 23, 2018 (approved for adjustment in Decision No.1844/QD-UBND dated May 29, 2019). Long An province has planned 62 ICs with a total area of 3,106.5 hectares. Up to date, Provincial People's Committee has approved infrastructure investment policy for 52 ICs with a total area of about 2,552.5 hectares. The development of ICs in the entire province as follows:

(1) There are 21/62 ICs that had investment policy and put into operation with a total area of 1,081.2 hectares;

(2) There are 31/62 ICs (1,471.3 hectares) that have had investment guidelines and are in the implementation stage;

(3) There are 10 ICs (554 hectares) in the plan that have not yet been established, including: 05 ICs (266.6 hectares) in the area of investment policy in Can Giuoc district (the ICs of Phuoc Vinh Dong 1,2,3,4 and Tan Lap IC) those are under performed procedures to select investors; 03 ICs in Duc Hoa district (Hiep Hoa town cluster for 50 hectares are in the procedures for public land auction, Tan My 1 IC (45 hectares) and Tan My 2 IC (42.4 hectares) have not yet been adjusted for land use plan, so it is impossible to decide on establishment); For the 02 ICs in Ben Luc district (Industrial cluster in Luong Binh commune for 75 hectares; Nhut Chanh II Industrial Cluster, Nhut Chanh communal Industrial Cluster for 75 hectares) .

* General assessment of ICs

- Among 31 ICs (1,471.3 hectares), which have had investment guidelines and are in the implementation stage, 10 ICs (366 hectares) had investment policies before the approval of the Scheme Adjusting Planning Development Plan for infrastructure investment and 21 ICs (1,105.3 hectares) have been established since the end of 2018 .

V. ORIENTATIONS FOR ECONOMIC DEVELOPMENT PLANNING IN LONG AN PROVINCE IN THE COMING TIME

1.   Focusing on industrial development, contributing to economic growth, especially developing new industries such as supporting industries and processing industries (deepen into the processing of agricultural and aquatic products such as canning, juice, drying), energy industry. Continue to effectively implement solutions to restructure industry. Focusing on attracting and supporting key investment projects; The priorities should be given to attracting supporting industries, advanced industries and environmentally friendly ones. Investing in completing for integrated infrastructure for industrial development, especially transportation, electricity and water supply. Focusing on resolving problems and difficulties to accelerate infrastructure investment in industrial parks and clusters; to increase clean land fund for its investment attraction. In which, it is necessary to focus on well implementing of compensation works such as site clearance, resettlement, minimizing the status of delayed implementation projects due to ground clearance problems. Actively mobilizing non-budgetary resources to invest in infrastructure.

2.  To concentrate resources on investment in technical and social infrastructures to connect between industrial parks and industrial clusters according to approved plans, creating a motive force to support development links between regions and regions, localities in the province. Strengthening coordination between Long An province and Ho Chi Minh City to implement construction and urban planning, technical and social infrastructure projects in the adjacent areas of the two localities for having a comprehensive connection of investment projects.

3. Effectively implementing the urban development program of Long An province in accordance with the development orientation of the National Urban Area and the Southern Focal Economic Zone in accordance with the development orientation of satellite cities in Ho Chi Minh City. In which, taking Tan An city as the center for politics, economy, science and technology, culture, provincial transportation hub, building towards to smart cities and striving to become a capital city by 2030 at category 1; Kien Tuong town is the central urban area of Dong Thap Muoi region of the province; The districts of Hau Nghia, Duc Hoa, Ben Luc, Can Duoc and Can Giuoc are in the key economic region of the province and locates in adjacent areas to Ho Chi Minh City. Urban planning must ensure its quality, vision and approach towards sustainable urban areas such as green urban areas, ecological urban areas, and towards to smart cities. Strengthen urban quality management; Restoring land resource order and urban management.

4. Trade promotion and service development: Focusing on attracting investment in developing modern commercial infrastructure, port services, border gates, warehousing, logistics, financial services, etc. Renewing and improving the effective of trade promotion and supporting businesses to penetrate new consumption markets, especially fastidious markets to diversify export markets; To be focused on building brands and product trademarks. To strengthen measures to inspect and controlling markets in term of against smuggling and trade frauds. Focusing on developing attractive tourism products to attract tourists on the basis of promoting ecotourism potentials, relics, cultural history and linking with other provinces and cities in the region. .

5. Enhancing the improvement of investment and business environment: Enhancing dialogue with enterprises and investors; To shorten time processing, improving the process of receiving and returning results through administrative procedure. To announce and publicize major investment plans and projects so that enterprises, investors and people can get information.

6. Continuing to renovate budget revenue and expenditure works, increasing the sustainability of revenue sources: Effectively exploiting revenue sources, combating losses revenue, transfer pricing and tax debts; To achieve annually exceed the assigned budget order; Striving for budget autonomy in according to the Central's policy. Making public spending economically and efficiently, increasing development investment rate and reducing recurrent spending rate. It is strictly control of credit activities, prioritizing credit capital for small and medium-sized enterprises, develop agriculture and cooperatives.
