Vietnam’s growth prospects will depend on how well and how quickly the authorities will bring the new coronavirus outbreak under control and how quickly international and national vaccinations will proceed, according to the World Bank (WB).

In its Vietnam Macro Monitoring report issued earlier this month, the WB said January's industrial production index jumped by 24.5 percent year on year, the highest growth rate since the beginning of 2019. Merchandise exports and imports respectively grew 51.8 percent and 41.8 percent from the same period last year.

The preliminary January goods trade surplus is estimated at 1.1 billion USD. Exports to the US and China continued the robust growth of 2020 while those to the EU, ASEAN, Japan and the Republic of Korea (RoK) bounced back strongly. Similarly, imports from the RoK, ASEAN and the US joined those from China, Japan and the EU to stay in expansionary territory.

In the first month of 2021, the Government spent a total of 99.6 trillion VND, which is slightly, 1 percent, higher than a year ago. Public investment reached 15 trillion VND, making the disbursement rate of 3.25 percent.

However, the WB added, while Vietnam's economy has been extremely resilient to the COVID-19 crisis, preliminary results from the COVID-19 World Bank high frequency household survey of January show that almost half of households still reported lower household income than the year before. About 9 percent of households took loans and 15 percent reduced their consumption.

If persistent, this prudent behaviour will negatively affect aggregate domestic demand in the future, according to the bank.

It held that growth prospects for 2021 will be affected by how well and how quickly the authorities will bring the new outbreak under control and how quickly international and national vaccinations will proceed. 

If the crisis lingers, the authorities may consider further monetary and fiscal support. Yet, special attention will have to be given to the fiscal space, the health of the financial sector and possible social effects as lasting loss of income among some households may create new inequalities and tensions, the report noted.

Jacques Morisset, WB Lead Economist for Vietnam, said the WB expects with many positive signs like the considerable progress in vaccine development and gradually resumed trading activities, the country can obtain growth of 6 percent in 2021./.

Chairman of the Long An People's Committee - Tran Van Can said that Long An International Port is considered to have a strategic position that has brought practical values to Long An in the process of attracting investment, contributing to socio-economic development of Long An, it was worthy of being a province located in the southern key economic region with a total investment of 10,000 billion VND. Long An International Seaport located at the mouth of Soai Rap river, has received ships from 30,000 DWT to 50,000 DWT to load down, it will receive ships of 70,000 DWT to 100,000 DWT in the future.

From 1997 up to now, Long An province has attracted investment in the area and is now the common house of nearly 12,000 operating businesses, with a total registered capital of nearly 315,000 billion VND; There are nearly 2,000 domestic investment projects licensed with registered capital of over 230,000 billion VND. Long An attracted 1,059 FDI projects, total capital 6,496 million USD. The planning for developing the industrial zones and clusters in the province is reasonably distributed.

Long An has 32 industrial zones that were added by the Prime Minister to the planning for developing the industrial zones in Vietnam with a total area of nearly 12,000 hectares; in which, the occupancy rate of industrial parks in operation reached nearly 87 percent.

The approved planning for development of industrial clusters in the province has 62 industrial clusters with a total area of 3,106 hectares; of which, there are 21 industrial clusters with an area of 1,080 hectares put into operation, occupancy rate is nearly 90 percent.

With the advantages of geographical location, land and labor, along with the guidelines and guidance of the provincial leaders, the local government must accompany enterprises, the investment environment of Long An province is always open, attractive, which is a bright spot to attract investment in the region as well as the whole nation. Especially, Long An attracted enterprises operating in the field of industrial zone infrastructure development and investors operating in industrial parks and clusters.

From the above factors, Long An is always a locality in the Mekong River Delta region with a relatively high economic growth rate compared to the national average, the 2016-2020 average is estimated  to reach 9.62 percent. The economic structure continues to shift strongly towards industrialization and modernization, in accordance with the general orientation of the province (industry - service - agriculture). Its per capita income in 2019 reached 72.67 million VND (an increase of 7.14 million VND compared to 2018).

In addition to maximizing those potentials and advantages, Long An Party Committee and government are always consistent, determining administrative reform, improving business investment environment, enhancing competitiveness, supporting and developing businesses is one of the top important tasks, making a practical contribution to the rapid and sustainable development of the province. Long An has always continuously been ranked in the good group in the ranking of the Provincial Competitiveness Index (PCI) from 2017 up to now.

Long An International Port signs a strategic cooperation agreement with ports in the Mekong Delta region

Chairman of the Board of Directors Dong Tam Group - Vo Quoc Thang said that Long An International Port belongs to group 5 in Vietnam's seaport development plan. With the advantage of geography, being located between the East and the South West, it helps to reduce traffic pressure in the central port clusters of Ho Chi Minh City. Long An International Port will create a driving force for the socio-economic development not only for Long An province but also for the Mekong River Delta region. Long An International Port has an area of 147 hectares, water surface length of 2.6 kilometers, is invested and built into three phases with a total capital of nearly 10,000 billion VND including 7 wharves capable of receiving ships up to 70,000 DWT; warehouse system, bonded warehouse system; container yard system and other auxiliary works, etc. Particularly, the warehouse area for storage at the port is more than 400,000 square meters, serving the needs of transporting, storing agricultural, aquatic products, fertilizers, iron and steel and so on in the Mekong River Delta region and is the gateway for import-export enterprises in the Southeast region to gather and distribute goods by road, sea or inland water.

Phase 1 has completed construction of 3 wharves with a length of 630 meters. In the process of both construction and operation, Long An International Port has welcomed nearly 1,000 domestic and foreign ships in and out of the port, reaching nearly 1 million tons of import and export goods through the port. It was the most notably that the port has successfully received and unloaded many 50,000 DWT vessels. In 2020, Long An International Port continues to build wharves No. 4, No. 5, with the goal of putting into operation soon in 2021. Currently, investors are also promoting the completion of legal procedures to continue to build wharves No. 8 and No. 9 to accommodate ships of up to 100,000 DWT; bringing the total continuous length of the wharf system up to 2,368 meters, becoming one of the international ports with the largest port length in Vietnam today. The volume for cargo customs clearance is about 80 million tons per year.

On September 26, Long An International Port officially inaugurated the first phase of Long An international port cluster, groundbreaking the urban area, whaves No. 6 & 7 to welcome ships up to 70,000 DWT, cut the ribbon inaugurated the international port system of Long An, signed strategic cooperation with ports in the Mekong Delta region. At the inauguration ceremony of phase 1 of Long An International Port, Dong Tam Joint Stock Company awarded 2 billion VND to Can Giuoc district to build houses for the poor and 3 billion VND to Fund for Long An Study Promotion Association to implement the social security program.

To celebrate the XIth Long An Provincial Party Congress and towards the XIII National Congress of the Party, Long An International Port inaugurated the Flagpole project - Long An International Port with the height of 63 meters that represents 63 provinces in the nation and the flag has an area of 54 square meters representing 54 ethnic groups of united Vietnam./.

Chairman of the Long An People's Committee - Nguyen Van Ut received and had a dialogue with Yujin Kreves Co., Ltd. to solve problems, support enterprises to overcome difficulties and develop production and business.

At the dialogue, the representative of Yujin Kreves Co., Ltd. in Hoa Binh Industrial Park, Thu Thua district, said that after receiving the conclusion of the Department of Natural Resources and Environment on the compliance with the provisions of the law on environmental protection and overcoming the consequences of administrative violations in the field of environmental protection, the Company has urgently implemented some measures to remedy mistakes.

However, the Company has a large production scale, the complex machinery system requires a lot of time and costs for the relocation and re-arrangement of the factory to meet the standards of environment protection. In particular, the company commits to relocate the entire product polishing line, vacuum cleaners in the area adjacent to the residential area into the factory to be completely relocated by the end of February and overcome People's reflection on noise and dust during the company's operation. The company has also stopped production to focus on overcoming violations.

Since then, Yujin Kreves Co., Ltd. wishes the provincial leaders to consider and create the best conditions for the company to take remedial measures before going into operation again.

At the meeting and dialogue, representatives of departments, branches and Thu Thua district also raised the fact that the company's production causing the noise and dust affects the people's lives and activities, leading to the situation that people's complaints are prolonged and Yujin Kreves is recommended to promptly overcome the remaining violations.

Speaking at the dialogue, Chairman of the Provincial People's Committee - Nguyen Van Ut affirmed that Long An province always creates the best conditions, maximum support for domestic and foreign businesses when they come to Long An to invest on the basis of complying with the law and ensure the requirements of environmental protection.

In the case of Yujin Kreves Co., Ltd., Chairman of the Provincial People's Committee - Nguyen Van Ut suggested that the company must immediately and thoroughly remedy the violations indicated at the conclusion of the Department of Natural Resources and Environment on the spirit of goodwill to overcome and have a specific remedy plan. In case, the company does not have goodwill to overcome and does not have a specific remedy plan, the Provincial People's Committee will consider suspending the operation of the company. At the same time, Chairman of the Provincial People's Committee - Nguyen Van Ut also requested relevant departments and branches to create all conditions and maximum support for Yujin Kreves Co., Ltd. in the process of remedying the indicated violation./.

The 3rd Vietnam Rice Festival is held in Long An by the Central Vietnam Farmer's Association, Ministry of Agriculture and Rural Development, Long An People's Committee, Institute for Development Economics of Ho Chi Minh City, Institute for Economics and Society of Can Tho City, Mekong Delta Rice Research Institute, etc.

Within the festival framework, there are two workshops: "The actual situation of saline intrusion and drought – Responding, protection and development solutions of Vietnamese rice" and "Vietnamese clean rice – affirming the position – reaching the international level". In addition, Long An Department of Industry and Trade also coordinates with related units to organize: "Market stabilization program among provinces and cities in the Mekong Delta and Ho Chi Minh City in 2018".

In the morning of March 28, in Hanoi, Vietnam Chamber of Commerce and Industry (VCCI) and the United States Agency for International Development (USAID) organized the Ceremony to announce the Provincial Competitiveness Index of 2018. Accordingly, Long An ranked 3rd on PCI.

In the PCI 2018 ranking, Quang Ninh continues ranking the first with a score of 70.36 on the 100-point scale, followed by Dong Thap with a score of 70.19. Long An ranked the third with the score of 68,09, entering the top group, increased 1 rank compared to 2017.

In PCI index 2018, Long An achieved 68.09 points on the 100-point scale (increased 1.39 points compared to 2017), ranking 3/63 cities and provinces, increased 1 rank compared to 2017.​

Accordingly, Long An has the highest score in the Land Access Index with 7.76 points (7.34 points in 2017), followed by the Time Cost Index with 7.71 points (7.6 points in 2017), the lowest score is the Labor Training Index with 6.3 points (6.06 points in 2017).

Over the past time, Long An has always actively created favorable conditions to attract investment and dialogue with enterprises to remove difficulties for production and business development. Currently, Long An is drastically implementing many administrative reform solutions, improving the business environment as well as investing in synchronous traffic system. Currently, the construction unit is conducting asphalt surface to the old Tan An bridge, Ho Chi Minh City - Tan An City. This is the final stage to complete the Tan An 4 Bridge project. As expected, the contractor will complete the whole project by May 31 and will organize the opening and traffic in the first days of June 2020.

It is known that the project of Tan An 4 bridge has a length of 1,046 meters (km1947 + 182) located on the National Highway (NH) 1A through the inner area of Ward 2 and Ward 5, Tan An City. Bridges with a load of over 30 tonnes (HL93). The total invested capital is over 120 billion VND. The project is completed not only to meet the travel needs of the people, especially in Tan An City, to solve the traffic congestion on the NH1 section passing through the locality but also to contribute significantly to the local social-economy development.

Deputy Director of Long An Department of Transport - Dang Hoang Tuan informed that Long An transportation sector had earlier and dynamically constructed to serve the vast needs for transportation on the days of New Year  of Buffalo 2021, upgraded plenty of roads and bridges to greatly facilitate traffic participants to safely travel on lively New Year's days and ensure non-congested traffic.

Vietnamese football club Hoang Anh Gia Lai has signed a one-year contract with a South Korean coach, Choi Yoon Gyum, who will replace coach Huynh Van Anh.

Huynh Van Anh replaced Thai coach Dusit in the second half of the 2011 football season. With poor performance, the team ranked ninth at the V-league 2011.

The Korean coach arrived in HCM City on October 10 and he will fly to Pleiku city today, October 11 to assume the new job.

The Korean coach, 49, graduated from the sports faculty of the In Cheon University in 1984. He played for the football team of his primary, high school and university. After that, he joined the Jeju United FC from 1986 to 1992. He played 162 matches for the team, as a central fullback.
He was also a member of the Korean Students’ National Football Squad, the National Olympic team and the national team. He played in five international games.

Since 1992, he has become a football coach at the Bucheon SK Club. In 2001-2002, he was the chief coach of the Jeju United Club. From 2003 to 2007, he was the coach of the DaeJeon Citizen FC. Since 2009, he is the coach of the Sports Faculty of Incheon University.

The new tax policies consist of the electronic tax service (eTax) system that will be applied from November 25, 2019; some new issues of the Tax Administration Law No.38/2019/QH14 that will take effect on July 01, 2020; new issues on e-invoices according to the Ministry of Finance's Circular No.68/2019/TT-BCT; draft National Assembly Resolution on freezing tax arrears, eliminating fines for late payment of taxpayers who are no longer able to pay the State budget.

Speaking at the conference on information about​ new tax policies for businesses in Tan An city, Can Duoc, Chau Thanh, Thu Thua, Tan Tru, Duc Hue, Thanh Hoa, Tan Thanh, Moc Hoa, Vinh Hung, Tan Hung districts and Kien Tuong town on November 08, Director of Long An Provincial Tax Department - Cao Van Tao asked businesses to coordinate with the tax sector to implement tax administrative reform as well as fully participate in electronic tax services to reduce the time to fulfill tax obligations for taxpayers./.

To help farmers change production methods, switch from traditional farming to the application of advanced science - technology, increase value, increase the competitiveness of agricultural products and create stable output for agricultural product, and so on is the effect from the linkage between GlobalGAP's lemon production and consumption in recent years.

Instead of growing lemons in the traditional way, with little application of science and technology like many other local farmers, Huynh Hau Tien, who lives in Tan Thanh commune, Thu Thua district of Long An province, strongly associates with the Can Tho Fruit Republic One Member Limited Company to produce lemons following GlobalGAP standards for export to the European market right from the early days of converting 10 hectares of inefficient sugarcane land to growing lemons. Accordingly, on an area of 10 hectares of land to grow lemon, Mr. Tien strictly adheres to the global good agricultural practice from selecting seeds, planting, caring to harvest. In particular, he paid special attention to applying sparse planting techniques, minimizing the use of fertilizers, chemical drugs, instead increasing the use of biological drugs and organic fertilizers, and so on, contributing to to ensure that lemons do not have residues of fertilizers, pesticides, qualified and quality exported to the European market - one of the fastidious markets of the world.

With the advantage of agricultural development, in which rice is the main crop of the province with a cultivated area of over 500,000 hectares and an output of 2.7-2.8 million tons/year; dragon fruit with an area of 11,700 hectares and an output of nearly 310,000 tons; lemons are mainly seedless lemon with an area of nearly 10,000 hectares and an output of over 156,000 tons. Besides, the province has more than 1,320 hectares applying VietGAP process in rice, vegetable, fruit production and aquaculture.

According to Vice Chairman of the provincial People's Committee – Pham Van Canh, there are currently more than 200 agricultural product processing enterprises in the whole province. Specifically, in terms of rice, there are about 115 milling and processing enterprises investing in modern production lines with large processing capacity and storage, of which, more than 20 enterprises are eligible for direct export to fastidious markets. In terms of vegetable and fruit processing, there are more than 20 enterprises with modern production lines using fresh vegetables and fruits. A number of typical products such as products made from dragon fruit, lemon, yam, pineapple, peanut, etc. 

According to Mr. Canh, although the province has a large number of processing enterprises, agricultural warehouses, raw material sources with various types of products, but the quality of raw materials has not met the requirements; the contracts for linking production, consumption and processing of products have not been implemented; people are short of capital for production and market information, so they follow traditional practices and experiences, leading to scarcity of raw materials or excess of products sometimes resulting to price fluctuations. Most of processing enterprises produce raw products, lack of deep processing, so the added value is not high. ​​​

Once completed, it will be directly linked with the existing e-commerce platforms of cities, provinces, and sectors, he said, noting that the platform will also provide necessary information about trade agreements and policies regarding international trade.

Efforts are being made to build a digital eco-system to facilitate connectivity and trading by enterprises on a single platform, according to Hung.

Deputy Minister of Industry and Trade Cao Quoc Hung stressed the significance of the platform for small and medium-sized enterprises and household businesses.

Nguyen Viet Cuong, Director of the Kim Nam Tech Company Limited, said that with a trading scale larger than present platforms, the VEFTA enables the export of "Made in Vietnam" products, mainly agro-forestry products and footwear, to the EU.

Meanwhile, Chairman of the Vietnam Association of Small and Medium Enterprises Nguyen Van Than said the association wishes to accompany its members and the Ministry of Industry and Trade (MoIT) in studying solutions, focusing on digital transformation and e-commerce, in an effort to help domestic firms optimise advantages generated by the EU-Vietnam Free Trade Agreement (EVFTA).

According to the MoIT, Vietnam's exports to the EU were up 3.5 percent in the opening months of the trade deal, from August to December last year.

During the first quarter of this year, trade turnover hit 9.9 billion USD, an 18 percent increase year-on-year.

Vietnam posted a trade surplus of 4 billion USD with the EU in January and February, representing a year-on-year rise of 36.3 percent.

Plastic materials, rubber products, computers, electronics and components, steel, and chemicals saw the highest increases in export revenue./.

Breakthrough program on developing high-tech applications associated with agricultural restructuring (such as mechanization in production, reduction of sowing seeds, use of certified seeds and bio-organic fertilizers, etc.) continued to be highly effective.

In 2019, the total rice area reached 506,258 hectares, the total output was over 2,769 million tons, reaching 100.7 percent of the plan (2.75 million tons); of which, the output of high-quality rice was estimated at 1.37 million tons. Up to now, the province has over 15,075 hectares of rice applied high technology in production (reaching 75.38 percent of the plan), including 100 percent of the area using high-quality seeds and mechanization in production. The results from the pilot models showed that the cost decreased from 0.8 to 1.5 million VND per hectare compared to outside the model, the profit was higher than 2 to 4 million per hectare. Especially, with the transplanted rice model associated with the consumption of rice seeds, some households in the model had a higher profit than the others from 6 to 8 million VND per hectare. In addition, some farmers also used ultra-light intelligent aircraft in spraying pesticides on crops.

Industry leads the overall growth

According to the report of the Provincial People's Committee, in 2019, economic growth reached 9.41 percent (the plan was 9.6 percent), it did not reach the set plan but still maintained at a relatively high level. Maintaining a high growth rate continuously was very difficult, so the growth of Region II at about 14.5 percent was successful. This success was due to the interest of the provincial leaders in promoting the implementation of the Government's Resolution on improving the business environment, competitiveness, support and development of businesses. Accordingly, in recent years, the provincial leaders have focused on supporting the development of small and medium-sized enterprises, start-ups; reforming administrative procedures; improving the effectiveness and efficiency of state management, etc. For those reasons, the number of domestic and foreign enterprises investing in the province has increased.

Director of Department of Planning and Investment - Huynh Van Son said that in 2019, the province had more than 1,400 newly established enterprises with a registered capital of 18,672 billion VND, an increase of 19.7 percent in the number of enterprises compared to 2018. Up to now, there have been 11,305 registered businesses in the province with a total registered capital of 297,403 billion VND. The province has granted investment certificates to 185 projects with a registered capital of VND 21,408 billion VND, an increase of 34 projects; registered capital increased by 3,260 billion VND over the same period. The province has had 1,910 domestic investment projects which have been licensed with a registered capital of 216,679 billion VND.

Foreign investment in the province also increased. During the year, the province granted investment certificates to 109 projects with a total registered capital of over 320 million USD, an increase of 38 projects but a decrease of 45 million USD of investment capital over the same period. Up to now, more than 1,000 projects have been registered in the province with a total registered capital of 6,166 million USD; in which, 576 projects have come into operation, accounting for 57.0 percent of the total number of registered projects with a total implemented capital of about 3,614 million USD, reaching 58.61 percent of the total registered capital.

The whole province has had 16 operating industrial parks with an area of about 2,277 hectares, the occupancy rate has been nearly 86 percent. Industrial zones have attracted 1,514 investment projects, including 731 foreign investment projects with a total investment of 4,144 million USD and 783 domestic investment projects with a total investment of 84,385 billion VND. Besides, the province has had 21 operating industrial clusters, accounting for over 89 percent. Industrial clusters have attracted 544 projects with a total investment of 15,635 billion VND; of which, 60 foreign direct investment (FDI) projects have had a total investment capital of 209 million USD. 

One of the important milestones in 2019 of the province was the budget revenue exceeding the plan. Accordingly, it was expected that by the end of 2019, the province's revenue reached about 18,000 billion VND, of which, domestic revenue was about 14,500 billion VND, the revenue from import and export taxes was about 3,500 billion VND. According to the Director of the Provincial Tax Department - Cao Van Tao, the economic development speed of the province increased. In particular, the high growth of the industrial manufacturing sector had a positive impact on the revenue collection results; the maintenance of the state budget collection speed became more and more sustainable. In 2019, domestic revenue from production and business activities was still an important revenue, accounting for more than 50 percent of total revenue. When production and business enterprises were stable, this ratio would increase more and more in the coming years. Another highlight of the tax industry in 2019 was that the revenue from foreign-invested enterprises was quite high compared to the estimate.

According to the Chairman of the Provincial People's Committee - Tran Van Can, in 2019, although 3 out of 26 major targets of socio-economic development of the year had not reached the plan, the province's economy still maintained stable growth, higher than the national growth rate. This was a premise and motivation for economic growth in the coming years.

In the dry season 2019-2020, in the province, saline intrusion began to appear in mid-November 2019 (one month earlier than the same period in 2018-2019; half a month earlier than the drought, historic salinity in the year 2015-2016) and occurred harshly, complicatedly, unpredictably and so on.

In response to the complicated developments of drought and saline intrusion, the Provincial People's Committee issued many official dispatches and plans to implement measures to prevent and combat drought and saltwater, announce emergency situations of saline intrusion in the province, especially promote the development of inland irrigation; mobilize all resources, launch the movement of all people to participate in preventing and fighting against drought and saline intrusion. At the same time, the Provincial People's Committee directed specialized agencies to regularly monitor, measured and checked water quality on rivers, canals and ditches, promptly notified localities and people to get information, proactively prevent and respond to drought and saline intrusion.

Despite early identification of the situation and initiative in the prevention, response to drought, water shortage, salinity intrusion, losses in agricultural production in the province still occur. According to statistics, the whole province has about 806 totally damanged hectares of rice, 1,940 hectares reduced yield from 30-70 percent, some areas of lemon growing in the districts of Ben Luc, Thu Thua and Tan An city were damaged by alum, salinity and heat shock, estimated total loss due to drought, salinity in 2019-2020 is 55 billion VND, a deep decrease compared to damage of historic drought and salinity in year 2015-2016 with 194 billion VND.

From experience in coping with drought and salinity in previous years, Tan Tru district has been proactively strengthening and upgrading dykes, dams, salinity prevention, fresh storage, and so on, but many areas of winter-spring rice in the area were still affected. According to statistics, the whole district has more than 1,000 hectares of rice affected, of which more than 700 hectares have been damaged more than 70 percent, nearly 300 hectares damaged with 30-70 percent.

Mr. Pham Van Nho, a resident of Binh Trinh Dong commune, said: "A few decades of cultivation in this land, I have never encountered such severe and salty conditions as this year. There is no irrigation water, more than 3 hectares of rice production (60 days old) of my family were completely damaged, estimated loss more than 30 million VND".

And Thu Thua district has over 1,500 hectares of rice affected by drought and salinity, of which there are 1,485 hectares of rice damaged less than 30 percent; nearly 110 hectares of rice, vegetables suffered 70 percent of damage; In addition, some areas of fruit trees are affected by growth and development.

Restoring agricultural production after drought and salinity

After the early rains, farmers in the southern districts of the province are busy cleaning fields, clearing canals and ditches in the field to sow Summer-Autumn (SA) rice crop 2020 according to the seasonal calendar that the agricultural sector has recommended.

After the drought and salinity, Tan Tru district focused on restoring crop areas, especially SA rice crop production 2020. Vice Chairman of Tan Tru District People's Committee - Trinh Phuoc Trung informed: "To produce SA rice crop effectively, the District People's Committee directs the specialized agencies and the People's Committees of communes and towns to guide farmers in proactively cleaning the fields, plowing, liming, salt washing, soil axis, recommending some suitable rice varieties each season and sow seeds according to the crop schedule".

Currently, salinity in the river has decreased, the remaining area of the locality has opened sluice gates and dams so that farmers can take initiative in removing, desalinating salt and sowing in the SA rice crop.

"In recent days, there have been many heavy rains in the area, my family actively cleans the fields, plows the soil to alum and salinity and prepares the necessary conditions to sow more than 3 hectares of SA rice crop timely" - Mr. Pham Van Nho, a resident of Binh Trinh Dong commune said.

The plan of SA rice crop 2020, Thu Thua district, sows 16,733 hectares, yield is estimated at 47.8 quintals per hectares, yield 79,924 tons. Up to now, the district has sowed seeds on 16,007 hectares, reaching 95.7 percent of the plan. Currently, rice seedling is in the tillering stage, the main seed group is still sticky rice IR 4625, etc. According to the Head of Agriculture and Rural Development of Thu Thua district - Nguyen Van Chot, the agricultural sector will proactively review and arrange a reasonable plan for sowing of SA rice crop to produce SA rice crop effectively, right from the beginning of the season, it ensures at least 3 weeks isolation from the Winter-Spring rice crop, adapting and being flexible to the changes in water sources in the regions that are proactive in water, areas at risk of water shortage, areas affected early floods. In particular, in saline areas, farmers should be encouraged to sow before plowing and washing; In areas where water is not active, they will not sow seed before the rainy season starts to avoid damage. In order to restore the area of fruit trees affected by drought and salinity, it is necessary to increase to add potassium fertilizers and fertilizers rich in elements of calcium, magnesium, and silicon, combined with additional foliar fertilizer; Applying organic fertilizer to increase humus, helping soil organisms recover quickly, making fresh soil porous to better retain water.

According to Deputy Director of Department of Agriculture and Rural Development - Nguyen Chi Thien, People's Committees of districts, towns and cities direct specialized agencies to regularly monitor the quality of water sources in rivers, canals, ditches, etc. to clear the flow and ensure fresh water to the extent that it is recommended to sow seeds there so that farmers produce SA rice crop 2020 effectively; focuse on the remaining areas as planned; In places where saline intrusion is caused by the production of the Winter-Spring rice crop 2019-2020, it is recommended that farmers sow only when the field has been washed saline; inspect and consolidate and improve the intra-field irrigation system (dikes and embankments); well prepare for coping with unusual rain, storms and floods.

For the area of SA rice crop has sown, localities focused recommendations to farmers to visit the field regularly to early detect and effectively control harmful pests; fertilize for rice must balance NPK components, apply the technical process "3 decreases, 3 increases", "1 must, 6 decreases", apply production technology to reduce costs, protect the environment and increase profit. The localities in the areas affected by drought and salinity should have appropriate solutions to shift crops, avoiding the situation of producing 3 crops per year to 2 rice crops - 1 vegetable crop in areas where water sources are difficult, unable to meet the demand. producing 3 crops to overcome the drought and saline intrusion in the Winter-Spring crop as in previous years. Some areas of late SA seeding in Moc Hoa, Thanh Hoa and Thu Thua districts need to reinforce the dyke system in low-land areas to avoid flooding at the end of the crop.

For the area of fruit trees in flood-affected areas, it is necessary to consolidate dikes and sluices, ensuring firmly against floods and high tide. Newly planted areas in the rainy season require measures to shield rain and wind for trees. At the beginning of the rainy season, the roots are often weak, pests and diseases are easy to break out, so it is necessary to apply fertilizers with balanced nutrition. It is necessary to well control the development of crop areas, especially the conversion from rice land to fruit trees, which must be suitable to ecological conditions, land, water sources and consumption markets.

For areas of vegetables and short-term crops, depending on the specific conditions of each region, it is recommended to prepare suitable planting seasons for each type of crop. Seeds with high productivity should be used, suitable with the market and developed in the direction of a large field with associated product consumption businesses.

By this time, the whole province sowed Summer-Autumn rice crop 2020 was 214,558 out of 217,640 hectares, reaching more than 98 percent of the plan.
