The Department of Industry and Trade has advised the Provincial People's Committee to dialogue and resolve difficulties for the investor of the industrial cluster's infrastructure to speed up the investment in infrastructure. Recently, the province has 1 more industrial cluster in operation, thus, up to now, the whole province has 22 industrial clusters in operation. This is also one of the favorable conditions to increase the land area for industrial development, contributing to increasing industrial production value in the province.

Despite the impact of the Covid-19 epidemic, the trade and service activities in the first months of the year maintained a relatively stable growth. In fact, due to the disease, there are still many commercial and service establishments that have to suspend operations, so the expenditure structure of people tends to favor some essential goods and limits spending, especially tourism activities. In addition, despite the impact of the epidemic, the export turnover was still quite good with the amount of 4.47 billion USD, up 1.8 percent over the same period (up 14.9 percent in the same period). In particular, some export markets still increased by over 10 percent over the same period (such as China, Hong Kong, Australia, Korea, Taiwan, America, and so on). The main export products are rice, cashew nuts, aquatic products, mechanics - batteries - iron and steel - electronics, wood, animal feed, poultry, seafood, etc. Import turnover is 2,91 billion USD, decreasing by 10 percent over the same period (up 6.3 percent in the same period). As countries affected by the disease, the supply of raw materials decreased.

On the other hand, the Department of Industry and Trade has strengthened the support for enterprises to implement the campaign "Vietnamese give priority to using Vietnamese goods", encouraged the use of goods and services produced by enterprises in the province. In particular, trade promotion has been promoted through the connection of supply and demand, focusing on promotion on retail distribution, export enterprises, supermarkets in Ho Chi Minh City, Tay Ninh and An Giang, Dong Thap, Tien Giang provinces.

The Department also supports the selection of venues for the promotion and sale of OCOP's products from the funding of the Ministry of Industry and Trade; supports the province's businesses to participate in seminars, training courses, and purchase connection with foreign distribution systems via online forms of Walmart, Central Group, Aeon, Mega Market, Decathlon and Lotte.

According to Director of the Department of Industry and Trade - Nguyen Anh Viet, due to the impact of the Covid-19 epidemic, this year, the Industry and Trade sector will not reach 100% of the plan. However, in the last 3 months of the year, production and business are expected to gradually recover. Therefore, the targets of 2020 are estimated as follows: Industrial production value (2010 prices) is estimated at 260,364 billion VND, reaching 94 percent of the plan, up 9.8 percent; total retail sales of goods and service revenue reached 92,654 billion VND, up 3.1 percent, reaching 90.2 percent of the plan; export turnover reached 6 billion USD, import turnover reached 4 billion USD.

Accordingly, the Department of Industry and Trade will continue to survey the progress and assist the industrial cluster infrastructure investor to speed up the investment in infrastructure; adjust the area of a few industrial complexes; refurbish the infrastructure; plan an industrial cluster development plan for the period of 2021 - 2030 to integrate into the provincial planning. At the same time, the Department will continue to support investors to build new projects; to add solar power plant projects to the electricity development plan in order to add to the electric energy source for the industrial development of the province.

Besides, the Department will support businesses to build venues to display and sell OCOP products from the Ministry of Industry and Trade's budget; promote typical local products; survey and encourage industrial production enterprises in the area in 2020. The organization to connect product consumption to the collective kitchens in enterprises, industrial parks, industrial zones, and schools in the province has also continued.

In particular, in order to expand the product market of the province, especially agricultural products, the Department will continue to support enterprises to attend the Fair associated with Ok-Om-Bok Festival of Tra Vinh province, Soc Trang province in 2020; the Vietnam International Food Industry Exhibition 2020 (Vietnam Foodexpo); the week of Vietnamese products and OCOP products, Vietnamese products at MM Mega Market Vietnam; develop e-commerce.

The Department will direct the Center for Industrial Promotion and Industrial Development Consulting to complete local and national industrial promotion projects by 2020; summarize the Industrial Promotion Program to 2020 and make a plan for the Industrial Promotion Program period 2021 - 2025. Irrigation systems in the districts of Thu Thua, Thanh Hoa, and Tan An and the Nhat Tao - Tan Tru irrigation system are operating to store water for the production and daily life of local residents.

The sector has also urgently built five temporary dams on canals along National Highway No 62, where saltwater prevention sluices have not been built, to prevent saltwater intrusion from the Vam Co Tay River into agricultural production areas in Thanh Hoa and Tan Thanh districts.

Additionally, the provincial Department of Transport is urgently building and installing 18 anti-salinity sluice gates along National Highway No 62 and Provincial Road No 836. This sluice system is expected to actively contribute to preventing the effects of saline intrusion in the area.

Communications activities have been promoted, advising people not to take water in already salty areas, and to quickly store water in ponds, fields, and water storage equipment when water resources are abundant and saltwater has not yet penetrated into inland canals.

Saltwater intrusion is forecast to develop in a complex fashion in the locality during February, March, and April.

Nearly 5,200 ha of rice and over 3,500 ha of fruit trees and vegetable areas in the southern districts of the province are likely to be affected by drought and saline intrusion this year./.

In its Vietnam Macro Monitoring report issued earlier this month, the WB said January's industrial production index jumped by 24.5 percent year on year, the highest growth rate since the beginning of 2019. Merchandise exports and imports respectively grew 51.8 percent and 41.8 percent from the same period last year.

The preliminary January goods trade surplus is estimated at 1.1 billion USD. Exports to the US and China continued the robust growth of 2020 while those to the EU, ASEAN, Japan and the Republic of Korea (RoK) bounced back strongly. Similarly, imports from the RoK, ASEAN and the US joined those from China, Japan and the EU to stay in expansionary territory.

In the first month of 2021, the Government spent a total of 99.6 trillion VND, which is slightly, 1 percent, higher than a year ago. Public investment reached 15 trillion VND, making the disbursement rate of 3.25 percent.

However, the WB added, while Vietnam's economy has been extremely resilient to the COVID-19 crisis, preliminary results from the COVID-19 World Bank high frequency household survey of January show that almost half of households still reported lower household income than the year before. About 9 percent of households took loans and 15 percent reduced their consumption.

If persistent, this prudent behaviour will negatively affect aggregate domestic demand in the future, according to the bank.

If the crisis lingers, the authorities may consider further monetary and fiscal support. Jacques Morisset, WB Lead Economist for Vietnam, said the WB expects with many positive signs like the considerable progress in vaccine development and gradually resumed trading activities, the country can obtain growth of 6 percent in 2021./.

The value included 8.44 billion USD registered for 1,418 new projects, over 3.7 billion USD added to 526 existing projects, and 3.51 billion USD spent on contributing capital to or purchasing shares of domestic firms.

Among 18 sectors receiving foreign capital, the processing – manufacturing industry attracted the most – more than 8 billion USD or 51.1 percent of the total. It was followed by electricity production and distribution (3.95 billion USD, or 25.2 percent), wholesale – retail (1.08 billion USD), and real estate (nearly 850 million USD).

Meanwhile, 98 countries and territories invested in Vietnam during the period. The largest investors were Singapore (5.44 billion USD, equivalent to 34.7 percent of the total), Thailand (1.58 billion USD, 10.1 percent), and China (1.58 billion USD, 10.1 percent), followed by Japan, the Republic of Korea, and Taiwan (China), statistics show.

Although in 2019, the enterprises have still faced many difficulties in production and business, they have been paid attention and well implemented tax obligations to the State.

Food and beverages are in the fast-moving consumer goods (FMCG) category. For many years, this has always been one of the important economic sectors with great potential for development, according to the Vietnam Report 2020.

The food and beverage market's growth rate is forecasted to reach from 5-6 percent annually in 2020-2025.

Despite suffering negative impacts from the COVID-19 pandemic, the food and beverage industry in Vietnam also has many strong growth opportunities. At present, more and more consumers pay attention to nutritional foods of plant origin, organic foods or food with healthy ingredients.

A survey conducted by Vietnam Report at the end of 2020 showed due to COVID-19, half of customers have spent more on foods boosting their immune system and clean foods. Meanwhile, 63.7 percent of customers have cut spending on alcohol and beer. Therefore, businesses in this industry must adjust their production to suit demand.

Food businesses have to increase their production capacity by about 30 percent, while beverage businesses must reduce their production to lower than 80 percent compared to before the pandemic.

Besides that, Vu Dang Vinh, general director of the Vietnam Assessment Report Joint Stock Company, said COVID-19 has forced nearly 70 percent of food and beverage businesses to focus on the digital transformation for survival and development, reported the Vietnam News Agency.

Many businesses have built modern technology processes in production and management. Food and beverage companies have also sped up investment activities to renovate the distribution system and adjust the proportion between traditional and modern trading channels. They develop applications to enhance the customer experience when shopping and innovate packaging design, eco-branding and product line development.

Nguyen Dang Quang, chairman of Masan Group, said the COVID-19 pandemic is a good opportunity to promote e-commerce.

The group is building plans to attract more and more people to online shopping, he said.

Vinh said food and beverage businesses need to focus on strategies such as revenue growth, market development, promotion of research and improving product quality. They should also diversify supply sources with priority for domestic suppliers and develop online distribution channels on e-commerce platforms.

According to experts in the food and beverage industry, the stable macroeconomy and commitments in free trade agreements signed between Vietnam and its partners such as the European Union-Vietnam Free Trade Agreement (EVFTA) and the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP) would bring export opportunities and more foreign investment. They would promote the transfer of technology and technological advancement in the industry.

Along with that, the food and beverage companies need to improve their competitiveness and increase investment in infrastructure systems and modernisation of production processes and corporate governance./.
