Amid a global economic downturn as a result of the COVID-19, he stated that the zone must prove itself to be a hub driving forward the country's growth while contributing to maintaining macroeconomic stability and ensuring overall social security.
The PM then cited the World Bank's recent report which details how Vietnam is at a crossroads with traditional growth drivers starting to weaken. To achieve the goal of a high-income economy by 2045, the World Bank recommends that the country focuses on business dynamism, improve the efficiency and sustainability of local infrastructure, increase the quality of vocational education and training, and effectively manage natural resources.
With the global economy experiencing a downturn due to the negative impact of the COVID-19 pandemic, Vietnam should put every effort into weathering the impending storm, PM Phuc stated.
With this goal in mind, he requested that eight cities and provinces in the southern economic zone move to speed up the disbursement of public investment, especially with regard to relief aid packages introduced by the Government as a way of easing the impact of the COVID-19.

Among 18 sectors receiving foreign capital, the processing – manufacturing industry attracted the most – more than 8 billion USD or 51.1 percent of the total. It was followed by electricity production and distribution (3.95 billion USD, or 25.2 percent), wholesale – retail (1.08 billion USD), and real estate (nearly 850 million USD).
Meanwhile, 98 countries and territories invested in Vietnam during the period. The largest investors were Singapore (5.44 billion USD, equivalent to 34.7 percent of the total), Thailand (1.58 billion USD, 10.1 percent), and China (1.58 billion USD, 10.1 percent), followed by Japan, the Republic of Korea, and Taiwan (China), statistics show.

The economic structure is transited actively, in particular: Area I accounts for 29.72%, reduced 2.41% comparing to 2012; Area II accounts for 39.54%, increased 1.01% comparing to 2012; Area III accounts for 30.74%, increased 1.4% comparing to 2012.
II. Results of some key economic sectors

The industrial production value in 2013 reached VND 31,481.7 billion (price in 1994), increased 16.1% comparing to the same period in which mineral exploitation and processing industry reached VND 31,092.6 billion (increased 16%), power industry reached VND 278.6 billion (increased 17.7%), water supply and waste treatment industry reached VND 110.5 billion (increased 16.3%).
3. Trade-service sectors (Area III): increased about 11.6%, reaching the plan in which: trade increased 11.6% and service increased 11.7% (The same period in Area III increased 11.6%, in which trade increased 11.6% and service increased 11.4%).
The total retailed sales of the goods and services reached VND33,486.4 billion, accounting for 96.1% Plan and increased 19.8% comparing to the same period. Particularly for rice export, the food enterprises in the province purchased 1.45 million tons of rice; export 576,000 tons of husked rice, increased 37% in term of quantity and increased 28% in term of turnover comparing to the same period.
Consumer Price Index (CPI) in 2013 increased 6.45% comparing to December 2012, and the average increase of 12 months is 6.72%. This is a low increase and the inflation control objective is achieved.
4. Development investment
The development investment capital of the entire society in 2013 reached VND 20,933.2 billion, accounting for 35.6% GDP (accounting for 40% GDP in 2012); the investment capital reduced mainly due to the difficult business and production conditions, therefore, the enterprises reduced the new investments and expanded investments.

+ Domestic investments: in 2013, there are 797 enterprises registered, increased 10% comparing to the same period with the registered capital of VND8,648 billion, 2.26 times higher than the same period; 114 enterprises dissolved, increased 28% comparing to the same period and there are 56 enterprises with the operation suspended, increased 22% comparing to the same period. Until the end of 2013, there are 5,712 enterprises operating in the province with the total registered capital of VND 91,111 billion. In the year, the investment certificates were issued to 20 domestic direct investment projects with the total registered capital of VND 4,527 billion, accounting for 23.9% of total projects and 79.6% of the capital comparing to the same period and finally increase the total number of domestic direct investment projects to 524 projects with the total capital of VND76,426 billion.
+ Foreign investments: the investment certificates were newly issued to 52 foreign direct investment projects with the total registered capital of USD185 million, accounting for 89.6% of the projects and 143.4% of capital comparing to the same period. Until the end of 2013, the total FDI projects registered in the province is 494 projects with the total capital of USD3,088 million; in which 272 projects are under operation, accounting for 55.3% of registered projects with the total implementation capital of USD1,673 million, accounting for 53.7% of total registered capital.
Investment and trade promotion activities have been improved with higher effectiveness. In the year, the province organized and created the conditions for the enterprises to participate in the negotiations, fairs, exhibitions, conferences on domestic and foreign investment and trade promotion with Japan, Korea; organized many fairs to introduce the Vietnamese products to rural areas, industrial parks and complexes; introduced some agricultural products of the province to consume in Metro, Co.op Mart supermarket systems etc. Especially, in the year, the conference on announcing the Provincial Socio-Economic Development Master Plan up to 2020 and vision to 2030 was successfully held with the participation of the leaders of government, ministries, sectors, embassies, consulates, international organizations and the community of foreign and domestic investors; organized many dialogues and meetings for the enterprises to encourage and support to solve the difficulties and promote the investments into infrastructure, business and production activities; focused to direct the inspection of the industrial parks, industrial complexes, residential and urban areas, resettlement areas projects in districts of Duc Hoa, Ben Luc, Can Duoc, Can Giuoc and Tan An city.
Compensation, support and resettlement activities have been implemented effectively. The inspection on the investment progress and environmental issues were carried out regularly by the competent authorities to timely find out and handle the violations. In 2013, the provincial people's committee withdrew 29 domestic investment projects with the total area of 1,929 ha and 15 foreign direct investment projects with the total registered capital of USD19.7 million.
- Development of industrial parks, industrial complexes:
The entire province has 28 industrial parks having the investors operated with the area of 10,216.2 ha; 24 industrial parks having the investment certificates issued with the area of 8,242.5 ha and total investment capital of USD77.1 million and VND 34,111.7 billion in which 19 industrial parks having the establishment decisions issued with the area of 5,805.8 ha; 16 Industrial Parks operated with the occupation percentage of 44.2%. The industrial parks have attracted 766 investment projects and leased 1,233.97 ha of land and 40.6 ha of workshops in which there are 252 foreign direct investment projects with the total capital of USD 1,706.035 million and 514 domestic direct investment projects with the total capital of VND 27,627.4 billion.
The entire province has 28 industrial parks having the infrastructure clients and area of 2,833 ha, in which there are 18 Industrial complexes having the establishment decisions issued with the area of 640 ha; 09 industrial parks operated with the area of 746.7 ha. The industrial complexes in the province attract 206 enterprises registered for leasing land with the area of 368.6 ha, the occupation percentage is around 81.7% employing about 15,000 labors.

Long An has set up cooperative relations with foreign localities like Hyogo prefecture of Japan, Chungcheongnam-do province of the Republic of Korea, and Sacramento city of the US. Director of the department Nguyen Van Tieu said despite certain successes in investment attraction, the quality of many projects is not high. Most of them are small- or medium-sized, with capital of about 136 billion VND (5.8 million USD) per domestic project and 5.2 billion USD per FDI project. They focus on labour-intensive industries such as textile-garment and footwear, and few have specialised in supporting and hi-tech industries.

Dengue fever cases dropped significantly in Vietnam during the first eight months of this year, but the country needed to remain vigilant as there were currently cases in 58 provinces and cities and the risk of a greater outbreak was extremely high, experts have said.

According to the General Department of Preventive Medicine under the Ministry of Health, the number of dengue cases this year had reached 60,525 with seven deaths as of September 6. This was compared to 178,200 cases with 38 deaths reported during the same period last year.
Hanoi is considered a hotspot for dengue fever in the North. The capital city has recorded a total of 2,200 cases since the beginning of this year, including two deaths.
The number of cases has decreased by 47.2 percent compared to last year's figure.
Hoang Duc Hanh, deputy director of the municipal Department of Health, said the number of cases was likely to increase.
From September 7-13, 399 cases were reported in the city, 171 more than the previous week.
"This year dengue fever in Hanoi first appeared in suburban districts such as Phuc Tho, Thuong Tin and Thanh Oai and then spread to the inner city. The epidemic reaches its peak between August and November every year and the number of cases will continue to increase until November," he said.
Hanh said the dengue fever epidemic this year might not turn into major outbreak but strengthened preventive measures were needed as it coincided with the COVID-19 pandemic.
The weather was among the factors accounting for the increase in dengue fever patients, he said, adding that hot weather along with rain creating favourable conditions for mosquitoes to transmit and develop.
Localities were being urged to spray for mosquitoes in high-risk areas or areas with dengue fever patients, Hanh said.
In HCM City, as many as 500 new cases of dengue fever have been reported weekly over the past two months.
According to HCM City's Centre for Disease Control and Prevention, the number of dengue fever cases had declined by 71.8 compared with the same period last year.
The city has seen 11,404 cases of dengue fever since the beginning of the year.
However, the figure has spiked in recent weeks. About 543 cases were reported in the last week of August in 13 out of HCM City's 24 districts.
According to statistics from the Central Highlands' Institute of Hygiene and Epidemiology, the number of dengue fever cases across the region's five provinces in the first eight months of this decreased sharply compared to the same period in 2019.
Director of the institute Vien Chinh Chien said most cases had been detected in remote areas that were home to ethnic minority groups. He pointed to a number of factors leading to the spread of the epidemic, including poor sanitation and inadequate public awareness of the issue.
In the following months, the unit would instruct those provinces to closely monitor the progress of the outbreak, he said.

According to the ministry's document sent to the provincial and municipal people's committees late last week, condotels, officetels, resort villas and shophouses were developing rapidly in some localities.
However, a number of problems arose during the investment, construction and operation of these projects, such as incomplete planning as well as a lack of regulations about the relationship between investors and confusion in granting ownership certificates.
In addition, when falling into difficulties, investors of several condotel and officetel projects asked for the conversion of their projects into other residential buildings, which put pressure on technical and social infrastructure.
In that situation, the ministry asked provincial and municipal people's committees to strictly comply with established regulations on technical standards when evaluating and approving these projects, including construction areas, number of units and number of residents allowed to live in condotels and officetels.
Careful consideration must be given when granting new projects, the ministry asked.
