The 14th-tenure National Assembly (NA) started its 10th sitting held via a video teleconference at 9:00am on October 20. 
 
After three working days with the spirit of urgency, solidarity and high responsibility, the Xith Congress of Long An Party Committee, term 2020 - 2025, was closed. 
 
The XIth Long An Provincial Party Committee Congress, term 2020-2025 took place at the Thong Nhat Hall, from October 13 to October 16, 2020 with the spirit of "Solidarity - Democracy - Discipline- Dynamicity - Development ". 
 
Continuing the agenda of the congress, on the afternoon of October 15, 2020, the XIth Long An Provincial Party's Congress, term 2020-2025, elected the delegation to attend the XIII National Party Congress.

In the afternoon on October 14, 2020, the Long An Provincial Party Committee's Congress elected the XI Party Executive Committee, term 2020 - 2025. 
 
On the morning of October 14, 2020, the XIth Long An Party Committee's Congress, the term 2020 - 2025, was officially opened, with the participation of 350 delegates representing more than 48,000 Party members of 19 Party Committees under the Provincial Party Committee. 
 
Over the past 5 years, the Long An Party Committee has implemented the Xth Congress Resolution of the Provincial Party Committee in the context of many advantages, but also faced many difficulties and challenges. Secretary General of the National Assembly (NA) and Head of the NA Office Nguyen Hanh Phuc proposed the 10th session of the 14th legislature be held over the course of 18 days in both teleconference and in-person forms, while addressing the NA Standing Committee’s 46th session on July 14.

Phuc suggested that the first stage be held online over nine days, from October 19 to October 28, with lawmakers then meeting for another nine days from November 3 to 12.

He said Q&A sessions should be organised over three days during the first stage to give relevant agencies time to prepare a resolution regarding the sessions before submitting it to the NA for approval in the second stage.

However, the heads of several NA committees proposed holding Q&A sessions in the second stage to help heat up the 10th session's agenda.

Regarding the outcomes of the ninth session - the first to be held in both teleconference and in-person forms due to COVID-19 - Phuc said it was a success, with the entire agenda completed and ten laws and 21 resolutions adopted./.

The meeting had the participation of the leaders of the departments, sectors of the province.

Itochu Corporation was established in Japan and has been existed and developed for more than 150 years. Through studying about Long An Province, he wished to become the partner with the local farmers in developing more than 1,000 ha of farms to form a world-ranking banana farm for exporting the products to North Asia markets of Dole.

Spoke at the meeting, Vice Chairman of Provincial People's Committee – Nguyen Van Duoc said that banana is one of the trees with high economic value which is suitable with the natural and soil conditions of the province. At present, the whole province has about 600 ha of banana, and only in Duc Hue District, there is an enterprise (Huy Long An Co., Ltd) owned by Mr. Vo Quan Huy investing in more than 40 ha and this company is planning to expand the planting area to 150 ha; banana products of the enterprise have been exported to many countries such as Japan, China etc. In addition, Vice Chairman also shared information about other trees which are suitable to the natural conditions of the province such as pineapple, dragon fruits and lemon for the investor to study more.

Vice Chairman expressed the warm welcome to the company for selecting the right location for investment. He also confirmed that Long An has sufficient land fund and is willing to create the most favorable conditions for the domestic and foreign investors to implement successfully their projects with the slogan: Your difficulties are also ours and your successes are also ours".

On February 10, Deputy Secretary of Long An Provincial Party Committee, Chairman of the Provincial People's Committee - Tran Van Can checked the prevention and control of acute respiratory disease caused by the new strain of novel Coronavirus (2019-nCoV) in Duc Hoa and Duc Hue districts.

Specifically, the mission checked at Border Guard Station of My Quy Tay Border Gate (My Quy Tay commune, Duc Hue district) and Hau Nghia Regional General Hospital (Hau Nghia town, Duc Hoa district).

Border Guard Station of My Quy Tay Border Gate has actively grasped the guiding documents to officers and soldiers; arranged hand washing sinks at the unit; hung banners and slogans; measured body temperature for incoming passengers. At the same time, it has coordinated with related sectors to promote propaganda to people and sprayed disinfectant.

Hau Nghia Regional General Hospital has prepared plans to be ready to cope with the epidemic; classified in medical examination and treatment; reviewed its staff; prepared quarantine areas, medical and protective equipment for prevention and control of the epidemic; and so on.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Tran Van Can asked Duc Hue district to allocate funding to fully prepare preventive equipment such as hand-washing solutions; disinfect all working offices, schools and public areas; and promote propaganda.

The district should strictly control border gates and trails for the incoming passengers; check their body temperature for timely detection and quarantine to avoid overlapping the epidemic such as foot and mouth disease, avian influenza A/H5N1. If the epidemic is detected in inland areas, it is necessary to destroy and sterilize it immediately.

The border forces should coordinate with the functional forces to tighten the management of smuggling. However, the unit should not let trade congestion occur, affecting economic development because of the epidemic.

Duc Hoa district leaders should closely manage foreign workers; direct t​​he Health sector to guide the quarantine process of suspected nCoV infection for all health facilities in the area, health workers in enterprises; and so on./.

On February 13, Vice Chairman of Long An People's Committee - Mai Van Nhieu, headed the delegation to survey and grasp the situation of producing disinfectant hand-washing sanitizer from natural herbs (in Binh Phong Thanh commune, Moc Hoa district). The Director of the Department of Health - Huynh Minh Phuc accompanied with the delegation.

Currently, the company is focusing on producing 100-percent natural disinfectant hand-washing sanitizer extracted from cajeput oil with 3 types: Hand-washing sanitizer (must be washed with water after use), gel and spray dry hand-washing sanitizer .

General Director of Dong Thap Muoi Conservation Research and Pharmaceutical Development Joint Stock Company - Bui Dac Thang said: "100-percent natural disinfectant hand sanitizer was produced 2 years ago. These hand-washing sanitizer are produced according to the prescribed product standards and have antibacterial effects. In melaleuca oil, there are substances that can inhibit effects on bacteria and some viruses. Currently, the demand of consumers for disinfectant hand-washing sanitizer from natural medicine is high so the company increased production to keep up with the market".​

Through a field survey, Vice Chairman of Long An Provincial People's Committee - Mai Van Nhieu proposed that the company initially supported disinfectant hand-washing solutions for schools in industrial areas; fully prepared raw materials and pharmaceuticals for production. Since then, it joined hands with the health sector to pr​​​​event and combat diseases in the context of acute respiratory infections caused by new strains of Coronavirus (Covid-19) that develops complicatedly./.

The southern economic zone must introduce solutions to fully exploit its potential and promote fresh growth in order to offset the negative effects of the novel coronavirus (COVID-19) pandemic and achieve sustainable development, said Prime Minister (PM) Nguyen Xuan Phuc.

Prime Minister Phuc made the request during a meeting held in Ba Ria-Vung Tau province on May 30 with leaders of various provinces and cities located in the southern economic zone.

The zone plays an important role in national economic development the PM noted, adding that the area makes up 42% of the country's overall GDP along with 42% of national budget revenue.

Amid a global economic downturn as a result of the COVID-19, he stated that the zone must prove itself to be a hub driving forward the country's growth while contributing to maintaining macroeconomic stability and ensuring overall social security.

The PM then cited the World Bank's recent report which details how Vietnam is at a crossroads with traditional growth drivers starting to weaken. To achieve the goal of a high-income economy by 2045, the World Bank recommends that the country focuses on business dynamism, improve the efficiency and sustainability of local infrastructure, increase the quality of vocational education and training, and effectively manage natural resources.

With the global economy experiencing a downturn due to the negative impact of the COVID-19 pandemic, Vietnam should put every effort into weathering the impending storm, PM Phuc stated.

With this goal in mind, he requested that eight cities and provinces in the southern economic zone move to speed up the disbursement of public investment, especially with regard to relief aid packages introduced by the Government as a way of easing the impact of the COVID-19.

Moreover, he said localities should look to be ironing out business snags, implementing effective improvements of their business and investment environment, whie increasing the competitive capacity of localities throughout the zone.

The southern key economic zone must therefore look to take advantage of its numerous strength, including well-shaped industrial parks, an abundance of labour, and well-organised infrastructure, in order to receive a possible wave of investment as a result of major groups looking to shift investment, he said.

The PM underscored the need for the zone to develop a private and digital economy whie simultaneously initiating a new business model that focuses on stimulating local demand and boosting exports.

Moreover, cities and provinces in the zone were asked by PM Phuc to propose breakthrough policies aimed at mobilising resources suitable for infrastructure development, in addition to ways of attracting investment into economic, industrial zones, and residential areas.

The same day the PM took a fact-finding trip to Cai Mep-Thi Vai port, Phuoc An bridge construction site, and a US$1.35 billion chemical manufacturing project owned by Hyosung company of the Republic of Korea./.

On May 17, in Tan Long commune, Thu Thua district, Long An province, the investor of Viet Phat Industrial Park coordinated with the provincial People's Committee to start an eco-industrial park project. Former State President - Truong Tan Sang and  Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council - Pham Van Ranh attended the event.

This is a new type of industrial and urban project invested by Tan Thanh Long An Investment Joint Stock Company and Vietnam Creative Industrial Park Management Company (VNIP) in a green, clean and sustainable way to proactive "wave" of global supply chain movement after Covid-19 of Vietnam. The industrial park has an area of 1,800 hectares, of which 1,200 hectares is for industrial development and 625 hectares is for building urban areas. The entire area of the project has been cleared, ready to meet the investors' demand.

According to the investor, with a favorable geographical location, Long An is located in the southern key economic region and is the main gateway connecting the Mekong River Delta and Ho Chi Minh City, abundant labor force; The transport infrastructure is gradually completed, the policy of attracting investment is transparent and open, attracting many domestic and foreign investors. Facing the fluctuations of the world economy, Vietnam's success in controlling the Covid-19 pandemic has further strengthened the trust of foreign investors. Before that opportunity, the Government requires localities to have urgent solutions to remove difficulties in production and business, promote disbursement of public investment capital; At the same time, there is a plan to expand the international market and receive foreign investment flows.

Vietnam recorded a year-on-year decrease of 15.1 percent in foreign direct investment (FDI) inflows to 15.67 billion USD as of June 20, according to the Ministry of Planning and Investment (MPI).

The value included 8.44 billion USD registered for 1,418 new projects, over 3.7 billion USD added to 526 existing projects, and 3.51 billion USD spent on contributing capital to or purchasing shares of domestic firms.

Among 18 sectors receiving foreign capital, the processing – manufacturing industry attracted the most – more than 8 billion USD or 51.1 percent of the total. It was followed by electricity production and distribution (3.95 billion USD, or 25.2 percent), wholesale – retail (1.08 billion USD), and real estate (nearly 850 million USD).

Meanwhile, 98 countries and territories invested in Vietnam during the period. The largest investors were Singapore (5.44 billion USD, equivalent to 34.7 percent of the total), Thailand (1.58 billion USD, 10.1 percent), and China (1.58 billion USD, 10.1 percent), followed by Japan, the Republic of Korea, and Taiwan (China), statistics show.

Foreign investors channeled capital into 57 provinces and centrally-run cities, with Bac Lieu province the top destination (4 billion USD, 25.5 percent of the total), followed by Ho Chi Minh City (over 2 billion USD, 12.9 percent), Ba Ria – Vung Tau province (1.95 billion USD, 12.4 percent), Hanoi, Binh Duong province, and Hai Phong city.

In its report, the MPI also pointed out that exports by the FDI sector in the first six months declined in both value and their proportion in Vietnam's total overseas shipments, estimated at 79.8 billion USD (including crude oil) – equivalent to 93.3 percent of the figure in the same period last year and 65.9 percent of the country's total figure, and 79 billion USD (excluding crude oil) – equivalent to 93.6 percent of the figure in the same period last year and 65.2 percent of the six-month value.

This sector's imports stood at 65.6 billion USD, representing 94.6 percent of the figure in the same period last year and 56 percent of the country's total imports in the first half of 2020.

FDI firms still posted a trade surplus of 14.2 billion USD, including crude oil, and 13.4 billion USD, excluding crude oil, during the period. That helped make up for the deficit of nearly 10.2 billion USD in the domestic sector, contributing to Vietnam's trade surplus of over 4 billion USD during the six months, the MPI noted./.

The Prime Minister signed a Decision on awarding the 2018 National Quality Award to 75 businesses. Of which, 22 businesses were received the National Quality Gold Award and 53 ones were received the National Quality Award. Revenue of 75 enterprises is VND 106,000 billion, estimated profit is over VND 10,000 billion, and State budget contribution is nearly VND 8,000 billion; create jobs for more than 55,000 labourers.

Long An had 2 businesses receiving the award. To be more specific, Kizuna JV Joint Stock Company (Can Giuoc district) was received the National Quality Gold Award and Red Sun Energy Joint Stock Company (Duc Hoa district) was received the National Quality Award.

These businesses have to meet 7 criteria according to the Global Performance Excellence Award (GPEA) of the Asia-Pacific Quality Organization. The total score of criteria is 1,000, including: The role of leadership (120 points); strategic planning (85 points); customer and market orientation (85 points); measuring, analyzing and managing knowledge (90 points); human resource management and development (85 points); operation management (85 points); performance results (450 points). Businesses which get 800 to 1,000 points will be received the Gold Award. Quality Awards are given to businesses reaching 600 points.

The National Quality Award is held annually by the Directorate for Standards, Metrology and Quality under the Ministry of Science and Technology. It has been launched since 1996. Over 23 years of establishment and development, it has created a reputation for businesses, management agencies and consumers. The Prime Minister honour organizations and enterprises for their outstanding achievements in production, business, and improving product quality./.

Japanese Delegation

The leaders of Long An Province highly welcomed the Japanese enterprises for their environmental researches in the Province. The province also exchanged, recommended with the Japanese Delegation to study about the technologies which can be applied in the actual situations to solve the environmental problems in the province such as: odor treatment technology used in aquatic product processing; animal feed; domestic solid waste and medical wastewater treatment technology for rural areas; domestic water supply and treatment technology for districts affected by salinity; hyacinth treatment technology in main river routes etc.

Through the time, Long An Province and Japan have had active trade exchange activities to build the bilateral cooperation relation to aim at finding the environmental protection method, and contribute to solve the environmental problems. This conference is the opportunity for exchange, discuss and share the experience in environmental problem treatment between the enterprises and the opportunity for the enterprises in the province to approach some environmental treatment products and technologies from Japan to promote the science researches and applications in environmental technology and make contributions in protecting the green-beautiful-clean environment.

And Mr. Le Van Binh, Thai Binh Trung commune has just harvested 1 hectare of watermelon (Phu Dong watermelon variety) with a yield capacity of 25.5 tons, selling price of 8,000 VND per kilo, excluding expenses (seed, fertilizer, pesticide, labor work), he earned a profit of nearly 60 millionVND.

In order to prepare watermelons to serve this year's Tet market, farmers in Vinh Hung district now focus on seeding and actively take care of them.

According to the conference report, PCI 2017 of Long An province ranked the fourth in the ranking, belonged to Good group with 66.70 scores; increased 11 levels and increased 6.05 scores compared to 2016; All 10 component indexes increased without no component index decreased. As for PAPI results in 2017, Long An province achieved 38.30 / 60 scores, ranking the 11th among 63 provinces / cities and ranking in the 1st group – the group with the highest scores nationwide (this group consists of 16 provinces/cities). Increased 11 levels compared to 2016.

I. Economic growth rate
GDP of the province in 2013 reaches VND 17,585.4 billion (according to the same period in 1994), the growth rate reaches 11%, meeting the plan and higher than the growth rate of the previous year (10.5%); in which the growth rate of Zone I is 4.5% (comparing to the same period, increases 3%); of Area II is 14.3% (comparing to the same period, increasing 14.9%); of Area III is 11.6% (Comparing to the same period, increasing 11.6%). Average GDP per capita is VND40million (this figure in 2012 is VND36.6 million).

The economic structure is transited actively, in particular: Area I accounts for 29.72%, reduced 2.41% comparing to 2012; Area II accounts for 39.54%, increased 1.01% comparing to 2012; Area III accounts for 30.74%, increased 1.4% comparing to 2012.

II. Results of some key economic sectors

1. Agricultural, forestry and fishery sectors (Area I): increased 4.5% (Plan increased 3.3%), in which, agricultural sector increased 5.4% (planting increased 6.0%, breeding increased 0.6% and agricultural service increased 2.0%); forestry increased 0.6%, aquaculture increased 0.2%.

2. Industrial, construction sector (Area II): increased 14.3% (Plan increased 15.2%), in which: industry increased 15% and construction increased 8.7% (The same period in  Area II increased 14.9%, in which industry increased 15.4% and construction increased 10.7%).

Industrial production index in 12/2013 increased 16.18% comparing to the same period. The accumulated for the whole year, the industrial production sector increased 13.82% comparing to 2012 in which processing industry increased 13.82%, power industry increased 15.72% and water supply and solid waste treatment industry increased 13.25%.

The industrial production value in 2013 reached VND 31,481.7 billion (price in 1994), increased 16.1% comparing to the same period in which mineral exploitation and processing industry reached VND 31,092.6 billion (increased 16%), power industry reached VND 278.6 billion (increased 17.7%), water supply and waste treatment industry reached VND 110.5 billion (increased 16.3%).

3. Trade-service sectors (Area III): increased about 11.6%, reaching the plan in which: trade increased 11.6% and service increased 11.7% (The same period in Area III increased 11.6%, in which trade increased 11.6% and service increased 11.4%).

The total retailed sales of the goods and services reached VND33,486.4 billion, accounting for 96.1% Plan and increased 19.8% comparing to the same period. The export turnover reached USD2,823.5 million, reaching 97.4% Plan and increased 18.5% comparing to the same period. The import turnover reached USD2,091.5 million, reaching 91% Plan and increased 14.3% comparing to the same period. The key export products include: rice, cashew, garment, footwear, processed aquatic products, mechanical products, batteries, iron, steel. The key import goods are machines, equipment and materials serving for production.

Particularly for rice export, the food enterprises in the province purchased 1.45 million tons of rice; export 576,000 tons of husked rice, increased 37% in term of quantity and increased 28% in term of turnover comparing to the same period.

Consumer Price Index (CPI) in 2013 increased 6.45% comparing to December 2012, and the average increase of 12 months is 6.72%. This is a low increase and the inflation control objective is achieved.

4. Development investment

The development investment capital of the entire society in 2013 reached VND 20,933.2 billion, accounting for 35.6% GDP (accounting for 40% GDP in 2012); the investment capital reduced mainly due to the difficult business and production conditions, therefore, the enterprises reduced the new investments and expanded investments.

For basic construction capital managed by the province, district up to 2013, the implementation and disbursement percentage reached 100% plan. Regarding the basic construction debts: the province owned VND 427.535131 billion (reduced VND93.896 billion comparing to the previous year) with 412 projects in which the State Budget owns VND262.841 billion for 73 projects, district budget owns VND179.29 billion for 339 projects. 

- Investment attraction:

+ Domestic investments: in 2013, there are 797 enterprises registered, increased 10% comparing to the same period with the registered capital of VND8,648 billion, 2.26 times higher than the same period; 114 enterprises dissolved, increased 28% comparing to the same period and there are 56 enterprises with the operation  suspended, increased 22% comparing to the same period. Until the end of 2013, there are 5,712 enterprises operating in the province with the total registered capital of VND 91,111 billion. In the year, the investment certificates were issued to 20 domestic direct investment projects with the total registered capital of VND 4,527 billion, accounting for 23.9% of total projects and 79.6% of the capital comparing to the same period and finally increase the total number of domestic direct investment projects to 524 projects with the total capital of VND76,426 billion.

+ Foreign investments: the investment certificates were newly issued to 52 foreign direct investment projects with the total registered capital of USD185 million, accounting for 89.6% of the projects and 143.4% of capital comparing to the same period. Until the end of 2013, the total FDI projects registered in the province is 494 projects with the total capital of USD3,088 million; in which 272 projects are under operation, accounting for 55.3% of registered projects with the total implementation capital of USD1,673 million, accounting for 53.7% of total registered capital.

Investment and trade promotion activities have been improved with higher effectiveness. In the year, the province organized and created the conditions for the enterprises to participate in the negotiations, fairs, exhibitions, conferences on domestic and foreign investment and trade promotion with Japan, Korea; organized many fairs to introduce the Vietnamese products to rural areas, industrial parks and complexes; introduced some agricultural products of the province to consume in Metro, Co.op Mart supermarket systems etc. Especially, in the year, the conference on announcing the Provincial Socio-Economic Development Master Plan up to 2020 and vision to 2030 was successfully held with the participation of the leaders of government, ministries, sectors, embassies, consulates, international organizations and the community of foreign and domestic investors; organized many dialogues and meetings for the enterprises to encourage and support to solve the difficulties and promote the investments into infrastructure, business and production activities; focused to direct the inspection of the industrial parks, industrial complexes, residential and urban areas, resettlement areas projects in districts of Duc Hoa, Ben Luc, Can Duoc, Can Giuoc and Tan An city.

 

Compensation, support and resettlement activities have been implemented effectively. The inspection on the investment progress and environmental issues were carried out regularly by the competent authorities to timely find out and handle the violations. In 2013, the provincial people's committee withdrew 29 domestic investment projects with the total area of 1,929 ha and 15 foreign direct investment projects with the total registered capital of USD19.7 million.

- Development of industrial parks, industrial complexes:

The entire province has 28 industrial parks having the investors operated with the area of 10,216.2 ha; 24 industrial parks having the investment certificates issued with the area of 8,242.5 ha and total investment capital of USD77.1 million and VND 34,111.7 billion in which 19 industrial parks having the establishment decisions issued with the area of 5,805.8 ha; 16 Industrial Parks operated with the occupation percentage of 44.2%. The industrial parks have attracted 766 investment projects and leased 1,233.97 ha of land and 40.6 ha of workshops in which there are 252 foreign direct investment projects with the total capital of USD 1,706.035 million and 514 domestic direct investment projects with the total capital of VND 27,627.4 billion.

The entire province has 28 industrial parks having the infrastructure clients and area of 2,833 ha, in which there are 18 Industrial complexes having the establishment decisions issued with the area of 640 ha; 09 industrial parks operated with the area of 746.7 ha. The industrial complexes in the province attract 206 enterprises registered for leasing land with the area of 368.6 ha, the occupation percentage is around 81.7% employing about 15,000 labors. ​

Long An has set up cooperative relations with foreign localities like Hyogo prefecture of Japan, Chungcheongnam-do province of the Republic of Korea, and Sacramento city of the US. It has also attracted many major investors, including the Vietnam-Singapore Industrial Park JV Co. Ltd of Singapore, Sojitz of Japan, and local conglomerate Vingroup.

The province is now home to more than 1,500 Vietnamese projects worth over 181 trillion VND (7.75 billion USD) and 941 FDI ones with total capital of nearly 6 billion USD, according to the provincial Department of Planning and Investment.

Aside from attracting investment, local authorities have also increased examining sluggish projects. As of early October, they revoked 11 foreign invested projects worth 40 million USD and 29 domestic ones worth almost 1.9 trillion VND (81.4 million USD), citing investors' lack of capacity.

Director of the department Nguyen Van Tieu said despite certain successes in investment attraction, the quality of many projects is not high. Most of them are small- or medium-sized, with capital of about 136 billion VND (5.8 million USD) per domestic project and 5.2 billion USD per FDI project. They focus on labour-intensive industries such as textile-garment and footwear, and few have specialised in supporting and hi-tech industries.

He said to attract more quality investments, local authorities will boost administrative reforms to create favourable conditions for investors to implement their projects.

Aside from strictly dealing with projects with slow implementation, they will also accelerate developing infrastructure, especially transport facilities and seaports.

Long An will step up investment promotion in suitable forms and prioritise major projects that are environmentally friendly and have high added value, Tieu noted, adding that authorities will also maintain dialogue with businesses to tackle obstacles to their activities in a timely manner./.

In which, bad debt is over 45 billion VND, tax debt is likely to be over 15 billion VND./.

According to the General Department of Preventive Medicine under the Ministry of Health, the number of dengue cases this year had reached 60,525 with seven deaths as of September 6. This was compared to 178,200 cases with 38 deaths reported during the same period last year.

Hanoi is considered a hotspot for dengue fever in the North. The capital city has recorded a total of 2,200 cases since the beginning of this year, including two deaths.

The number of cases has decreased by 47.2 percent compared to last year's figure.

Hoang Duc Hanh, deputy director of the municipal Department of Health, said the number of cases was likely to increase.

From September 7-13, 399 cases were reported in the city, 171 more than the previous week.

"This year dengue fever in Hanoi first appeared in suburban districts such as Phuc Tho, Thuong Tin and Thanh Oai and then spread to the inner city. The epidemic reaches its peak between August and November every year and the number of cases will continue to increase until November," he said.

Hanh said the dengue fever epidemic this year might not turn into major outbreak but strengthened preventive measures were needed as it coincided with the COVID-19 pandemic.

The weather was among the factors accounting for the increase in dengue fever patients, he said, adding that hot weather along with rain creating favourable conditions for mosquitoes to transmit and develop.

Localities were being urged to spray for mosquitoes in high-risk areas or areas with dengue fever patients, Hanh said.

In HCM City, as many as 500 new cases of dengue fever have been reported weekly over the past two months.

According to HCM City's Centre for Disease Control and Prevention, the number of dengue fever cases had declined by 71.8 compared with the same period last year.

The city has seen 11,404 cases of dengue fever since the beginning of the year.

However, the figure has spiked in recent weeks. About 543 cases were reported in the last week of August in 13 out of HCM City's 24 districts.

According to statistics from the Central Highlands' Institute of Hygiene and Epidemiology, the number of dengue fever cases across the region's five provinces in the first eight months of this decreased sharply compared to the same period in 2019.

Director of the institute Vien Chinh Chien said most cases had been detected in remote areas that were home to ethnic minority groups. He pointed to a number of factors leading to the spread of the epidemic, including poor sanitation and inadequate public awareness of the issue.

In the following months, the unit would instruct those provinces to closely monitor the progress of the outbreak, he said.

Trinh Quang Tri, deputy director of Dak Nong's Centre for Disease Prevention and Control agreed.

The epidemic was very difficult to control due to the terrain, he said, adding that the province had recorded only 350 cases over the past eight months.

As the number of patients being hospitalised with dengue fever was on the rise, doctors advised people not to be complacent.

Nguyen Van Lam from the National Children's Hospital said over 60 children had so far been admitted for dengue fever treatment, mostly in August and September.

They were of different ages but fortunately there had been no critical or fatal cases.

He warned that in the early stages of dengue fever, it could easily be mistaken for another illness.

People should check for warning signs such as abdominal pain, bleeding under the skin, dehydration or vomiting, and children should be admitted to hospital if any of these showed up, he said.

According to Do Duy Cuong, director of the Centre for Tropical Diseases at Bach Mai Hospital, patients with dengue fever usually recover after seven days of treatment. However, about 5 percent could become critical if they are not treated in time./.

According to the ministry's document sent to the provincial and municipal people's committees late last week, condotels, officetels, resort villas and shophouses were developing rapidly in some localities.

However, a number of problems arose during the investment, construction and operation of these projects, such as incomplete planning as well as a lack of regulations about the relationship between investors and confusion in granting ownership certificates.

In addition, when falling into difficulties, investors of several condotel and officetel projects asked for the conversion of their projects into other residential buildings, which put pressure on technical and social infrastructure.
