Up to now, the province has planned 37 industrial zones with a total area of 12,285 hectares. In which, 35 Industrial Parks have been added by the Prime Minister to the development planning of Industrial Parks in Vietnam with a total area of 11,944.9 hectares and 2 Industrial Parks are located in Long An Border Gate Economic Zone with a total area of 11,944.9 hectares, total area 340.5 hectares. Japan is Vietnam's fourth biggest trade partner with two-way trade nearing 50 billion USD last year.

Localities in Vietnam's Red River Delta like Hai Phong, Quang Ninh, Hai Duong and Hung Yen said they stand ready to materialise cooperation opportunities between the two countries in high-tech agriculture, manufacturing, renewable energy and circular economy.

For Japan's official development assistance (ODA), Deputy Minister of Planning and Investment Tran Quoc Phuong noted that it accounts for more than 30% the accumulative bilateral development aid to Vietnam.

The planning law was approved by the XIVth National Assembly on November 24, 2017 and took effect from January 1, 2019. To implement the Law on Planning, the Government issued Resolution No. 11/NQ-CP dated February 5, 2018, the People's Committee of Long An Province issued Decision No. 2863/QD-UBND dated August 7, 2019 assigning the Department of Planning and Investment as the planning agency of Long An province for the period 2021-2030, with a vision to 2050.

The planning progress of the province is considered to be fast compared to other provinces and cities in the country. The selection of a planning consultancy unit is in accordance with the prescribed process and procedures.

All 19 out of 19 urbans in the province have approved the general urban planning. However, there are 3 urbans approved in the previous period, which have not yet been adjusted to the planning, namely Dong Thanh townlet, Hiep Hoa townlet and Tan Tru townlet.

The zoning planning and detailed urban planning have largely been decentralized for implementing by the district People's Committees and the Department of Construction is responsible for commenting before the locality approves the planning. Currently, there are 6 projects approved by the Provincial People's Committee.

For the new-style rural planning, in the period 2013, 100 percent of communes have been approved planning projects. The complicated developments of the Covid-19 epidemic have affected the progress and quality of provincial planning.

Some documents detailing the laws and ordinances amending a number of articles related to planning are still slow; Some documents also contain inconsistent content, causing difficulties for localities when applying in the planning process.

In addition, there are some projects that have not yet been issued with management regulations, the content of management regulations according to the approved planning projects have not been guided in detail, so the implementation has not been consistent among the units. 

The budget source of the district is still limited, so the organization of the general planning of commune construction, detailed planning of rural residential areas and zoning planning, detailed planning for the entire administrative boundaries of the urban is still slow. According to the construction contractor of Dong Thap Muoi Area General Hospital - Dau Hung Cuong, the number of branches has decreased somewhat compared to before Tet due to the completion of some stages in the project. The unit tries to ensure progress. Currently, the volume has reached over 90 percent compared to the contract. We work Saturday and Sunday and increase the night shift (when needed). The project of Dong Thap Muoi Area General Hospital has been invested and newly built by the province in Kien Tuong town with a scale of 250 beds (phase I) and developed to 500 beds in the future. The facilities are up to standard, when completed, the hospital can better meet the medical examination and treatment needs of people in Dong Thap Muoi area and neighboring localities, reducing the load for upper-level hospitals; at the same time, to improve the professional capacity of the medical staff at lower levels. The project has a total area of more than 5 hectares, with a total investment of more than 561 billion VND.

The Middle East and North Africa have high demand for fruits and vegetables, offering Vietnamese firms a great opportunity to boost exports, according to the Ministry of Industry and Trade.

Nguyen Minh Phuong, director of the ministry's Asia-Africa market department, said the Middle East, which comprises 15 countries and has a population of around 400 million people, has a high per capita income.

They import large volumes of agricultural products, including fruits and vegetables, she said.

Africa too has huge demand for agricultural products, but because of the distances, Vietnamese firms only export to countries in the north of the continent, she said.

Vietnam's exports of fruits and vegetables to the Middle East and North Africa (MENA) have soared from 255.1 million USD in 2019 to 380.3 million USD in 2021, with the main markets being Turkey, the UAE, Egypt, Saudi Arabia, Israel, Iraq, Qatar, Morocco, and Algeria, she said.

But the exports account for only 2.6% of the region's total imports in 2021, she said.

Of the exports to MENA, cashew is the largest item, rising from 167.8 million USD worth in 2019 to 260.8 million USD in 2021 and accounting for 50.2% of its total imports, she said.

"Vietnamese cashew products are available in many supermarkets in the UAE, Turkey, Saudi Arabia, Israel, and Egypt, and companies should continue to promote exports to the region," she said.

Vietnam also exports coconut products (mature coconut, copra and coconut oil), lemon, almond, macadamia, banana, grapefruit, guava, mango, mangosteen, watermelon, lychee, rambutan, plum, carrot, and radish to the region.

But because of the distance, it is not easy to export fresh fruits, and so Phuong suggested exporting frozen fresh fruits instead.

She said there are challenges in exporting to Africa and the Middle East, including fierce competition from India, Iran, Turkey, Thailand, the Philippines, China, the US, European countries, and South Africa.

To be successful, Vietnamese firms should understand the regulations in each market, including food hygiene and safety and pesticide residue requirements, and labelling in local languages, she said.

Halal certification is required to export to the Middle East, home to a large Muslim population, while products exported to Israel must have Kosher certification, she said.

LuLu, the leading supermarket chain in the UAE, is present in Vietnam and imports many products, and Vietnamese businesses should touch base with it to export their products to the Middle East, she said.

They should also join the ministry's trade promotion programmes to promote their products in the region, she added.

Dang Phuc Nguyen, general secretary of the Vietnam Fruit and Vegetables Association, said fruit and vegetable exports are expected to rise to 4 billion USD this year from 3.4 billion USD last year as many markets are allowing in Vietnamese fruits and China has reopened its borders.

Durian shipments alone fetched over 420 million USD last year after getting the green light to enter China through the official channel, and this year the figure is expected to top 1 billion USD, he said.

In the first two months of this year fruit and vegetable exports were worth 592 million USD, a 17.8% increase year-on-year.

China remained the major market, accounting for 57.5% of the exports./.
