Bird flu has resurfaced in poultry in northern Thai Nguyen Province after many months without any cases in the nation, the Tuoi Tre daily quoted a report from the Vietnam News Agency on Saturday.
Animal health officials confirmed on Saturday that the H5N1 virus had killed several birds among a flock of more than 100 ducks in Thai Nguyen Town, about 80 kilometers (50 miles) north of Hanoi.

Earlier this year in late January, officials had detected the virus in dead chickens at a farm in the same town and nearly 4,200 chickens had been slaughtered.

According to Deputy Health Minister Trinh Quan Huan last week, there was a very high risk of bird flu returning during the winter and spring in northern Vietnam. The H5N1 strain seems to thrive best in low temperatures.

The Tet Lunar New Year festival late next month is also considered a high-risk time for the spread of bird flu because the slaughter, trade and consumption of poultry, and smuggling of birds from neighboring China, rises sharply.

The Health Ministry last week issued a nationwide bird flu alert, urging cities and provinces to step up detection and epidemic control measures.

Five Vietnamese have died of bird flu so far this year out of six reported H5N1 infections and all were found in northern Vietnam during the first quarter of the year. No new human deaths have been reported since March.

The Southeast Asian nation has recorded 106 infections, the second highest number of cases among the 15 countries with known human cases, after Indonesia.

Since 2003, the World Health Organization has confirmed 391 human cases of bird flu, of which 247 people have died. In Vietnam, 52 people have died, the second highest toll after Indonesia, where the virus has killed 113 people.

Bird flu mainly kills animals, but scientists fear it could mutate to jump easily from human to human, sparking a global pandemic.

With COVID-19 and trade tensions driving the shift of production lines from China to Southeast Asia, Vietnam, in particular, seems to have emerged as an attractive destination for investors and manufacturers alike, experts have predicted.

"Vietnam remains a promising market with a growing trend of manufacturing companies looking to set up operations in the country, which has been happening for a number of years. Industrial park developers remain confident that demand for industrial land will continue to grow and therefore land prices are expected to increase in-line with the long-term potential of Vietnam's industrial segment," said Stephen Wyatt, country head for JLL Vietnam.

According to JLL, multinational manufacturers have been setting up operations in Vietnam for a number of years and this movement has accelerated over the past 12-24 months with companies looking to diversify their operations and supply chains due to tariffs on goods exported from China to the US. More companies are expected to follow suit as the cost of production rises. 

Data from the US Census Bureau show a 35.6 percent surge in goods imports from Vietnam last year, compared with a 16.2 percent contraction in goods imported from China. 

"Data for this year will be distorted by the effects of the coronavirus on global supply chains, but the trend of manufacturing moving from China to South East Asia will continue," predicted Stuart Ross, head of industrial for South East Asia at JLL.

According to JLL's latest market report, companies looking to diversify their manufacturing portfolio outside China are attracted to Vietnam thanks to its proximity to China, Free Trade Agreements (FTAs) and the Government's ambition to establish Vietnam as a manufacturing hub for Southeast Asia. 

The average land price in the northern areas reached 99 USD per sq.m, up 6.5 percent year-on-year in the first quarter of this year, while the southern areas recorded 101 USD per sq.m, up 12.2 percent year-on-year in the last quarter last year. Ready-built factories recorded an average price of 3.5 - 5.0 USD per sq.m per month for both areas.

"In light of the current COVID-19 situation, the postponement of ongoing leasing negotiations and new requirements will become more apparent if the situation does not improve soon. However, JLL believes that the market is likely to recover and grow rapidly after the epidemic is well under control. The disruption in the global supply chain caused by the virus outbreak is urging businesses to diversify their manufacturing portfolios geographically, instead of being overly reliant on one market," JLL said. 

The company, however, said that not all manufacturing can be easily outsourced to Vietnam.

"Manufacturing wages in China are now more than three times those in Vietnam, but skilled labor in China is also higher. The sheer scale of China cannot be replicated: there are more migrant industrial workers in China than people in Vietnam. Furthermore, a large percentage of China's manufacturing is to serve the domestic market," Wyatt added.

China is committed to growing high-value industries. As a leading manufacturer of solar panels, 5G networks, artificial intelligence and batteries, these industries are generally more favored by local authorities. Lower-value manufacturing chains are often seen as adding to environmental pollution. As China moves towards becoming more eco-friendly, a cleaner, less space-intensive manufacturing sector will also free up land for rezoning to convert to residential spaces.

According to JLL, many businesses are likely to rethink their supply chains in the long term to ensure continuity of their operations and to mitigate risks of future shocks. Coupled with initiatives to improve sustainability performance and limit the environmental impact of wider operations, retailers may opt to produce and house more stock locally./.

Of which, the processing and manufacturing industry increased by 3.3%; the electricity production and distribution industry increased by 13.3%; the water supply and waste, wastewater management and treatment industry increased by 5.8% over the same period.

In February, the index of 37/75 groups of industrial products had an increase compared to the same period but not much. Products with increased index such as aquatic feed production (up 20.2%); fertilizer production (up 14.7%); paint and varnish production (up 11.3%); backpack production (up 10.4%); mineral water (up 6.7%); artificial silk yarn (up 6,4%), etc.

38 product groups decreased over the same period mainly focused on cashew production, milling, animal feed production, canned beer, cigarettes, textile fabrics from synthetic fibers, textile fabrics from artificial fibers, manufacture of bags, footwear, manufacture of plywood from wood, medicinal material production, cement structure production, semi-finished steel production, semiconductor equipment production, production of optical fibers, etc.  

According to the leader of Long An Department of Industry and Trade, due to the impact of Covid-19, production activities of enterprises decreased. The manufactured items with dependent raw materials imported from the Chinese market were generally affected, reducing production output. The industries most affected were textiles, footwear, iron and steel, and plastic./.​

The area of growing dragon fruit in the province is about 10,595 hectares, the productivity is about 31 tons per hectare and the output is 253,269 tons. Dragon fruit is grown mainly in Chau Thanh district and neighboring districts (Tan Tru, Thu Thua districts and Tan An city, ...). In addition, many other localities in the province also grow dragon fruit.

The whole province has about 154 cooperatives; cooperative groups; enterprise, and so on.

Dragon fruit is mainly exported to China (about 80 percent of production), consumption in the domestic market is 15 percent, export to Europe by official quota is 5 percent.

Implementing Resolution 08-NQ/TU on June 16, 2016 of the Provincial Party Committee, Long An Provincial People's Committee issued the Project on developing high-tech application agriculture associated with the restructuring of the Agriculture sector.

According to the target of the project, by 2020, the area of dragon fruits applying high technology in Chau Thanh district will be 2,000 hectares. Up to now, the district has grown 2,078 hectares out of 2,000 hectares, reaching 104% of the plan. Functional departments of the province have supported 24 cooperatives and cooperative groups of dragon fruit production areas to apply high technology to achieve VietGAP certification; the area is 595 hectares, more than 909 households participated in the project area.

In recent years, the provincial departments and branches have supported many businesses and cooperatives to promote exports and connect consumption through the Dragon Fruit Association of Long An.

In order to export dragon fruits to the Chinese market, the authorities of Long An province also registered and granted the planting area codes for 54 communes in 4 districts (Chau Thanh, Tan Tru, Thu Thua and Thanh Hoa) and Tan An city; the code of export packing establishment for dragon fruit to more than 80 enterprises, cooperatives, etc.

According to the provincial People's Committee, in order to find the output for agricultural products in general and dragon fruit in particular, enterprises, cooperatives and cooperative groups should actively coordinate with the management agencies. There are few cooperatives and cooperative groups participating in trade promotion because the funding to support trade promotion activities is still limited.

Some businesses and cooperatives have not really paid attention to participating in fairs and conferences to connect supply and demand; not actively signed the contract after joining the connection activity or even delayed providing relevant documents when requested by the partners. 

In the coming time, Long An Provincial People's Committee will continue to coordinate with the Food Safety Management Board of Ho Chi Minh City to strengthen trade promotion to promote dragon fruit products in major provinces and cities such as Hanoi, Ho Chi Minh City and some neighboring provinces; invite domestic and foreign enterprises to invest in building factories processing raw materials from dragon fruits; support cooperatives, cooperative groups and businesses to participate in trade fairs, especially participating in the Conference on promoting agricultural consumption in Lang Son province; hold a dialogue conference between businesses, cooperatives and cooperative groups in the area of high-tech dragon fruit production; find new markets for dragon fruits, especially EU, Japan, US and Australia markets.

Information from Long An Department of  Planning and Investment, in the first quarter of 2020, newly established businesses in the province increased while the registered capital decreased over the same period.

​Information from Long An Department of Planning and Investment, in the first quarter, the number of domestic direct investment (DDI) projects and foreign direct investment (FDI) projects have decreased. Since the beginning of the year, Long An has granted new investment certificates for 34 DDI projects with a registered capital of 1,407 billion VND (there are 9 projects increasing capital with an increase of  2,188 billion VND). Total newly and additionally granted capital is 3,595 billion VND; decreased by 41 projects and registered capital by 5,878 billion VND over the same period. Up to now, Long An has 1,949 licensed DDI ) projects with registered capital of  225,295 billion VND.

From the beginning of the year until now, 26 newly FDI projects have been granted with a total registered capital of 105.7 million USD, 11 projects increasing capital of 8.95 million USD. Total newly and additionally registered capital was 114.6 million USD, down 2 projects and an increase of 26.5 million USD of investment capital over the same period. Up to now, the total registered FDI projects in the province is 1,049 projects, registered capital is 6,324 million USD. Of the total registered projects, 585 projects were put into operation, accounting for 55.7% of the total number of registered projects, with a total implemented capital of about 3,624 million USD, reaching 57.3% of the total registered capital.

Also in the first quarter, newly established enterprises in the province increased while the registered capital decreased over the same period. Since the beginning of the year, 341 new businesses have been established in the province with a total registered capital of 3,410 billionVND, an increase of 8.25% in the number of enterprises but a decrease of 24% in the registered capital over the same period. Among newly established enterprises, 47 enterprises located in industrial zones with registered capital of 1,060 billion VND, of which 9 enterprises with registered capital of 103 billion VND. Up to now, the province has over 11,690 enterprises registered to establish with a total registered capital of 307,561 billion VND.

Therefore, from the formation of industrial parks until the end of August 2017, the industrial parks have attracted 1,263 projects (540 FDI projects and 723 DDI projects).

(in Luong Hoa commune, Ben Luc district), the company strictly enforces disease prevention and control measures from the government, the Ministry of Health and localities. The Covid-19 epidemic affected the operations of the company. Goods were not circulated, production was delayed. Although it was undesirable, the company was forced to terminate labor contracts with many workers because there was no revenue to pay wages. Currently, the disease situation has been good, the company began to restore production. The Government has many solutions to support businesses and individual business households, so we look forward to quickly deploying them to overcome difficulties and stabilize production soon.

Vice-Chairman of Ben Luc District People's Committee - Le Thanh Ut said that enterprises and business households in the district face many difficulties caused by Covid-19 disease. The number of inventories in the stores increased due to the inability to consume and tends to increase gradually over the coming months. In Long An, the leaders of provinces, departments, branches and localities concentrate to remove the obstacles and difficulties, implement supportive solutions from the government to businesses and business households in the province. The locality joined hands with businesses to try to overcome difficulties and soon restore production and business as before.

According to representatives of SNK Infinity Hong Hoa Trading Co., Ltd. (in Long An commune, Can Giuoc district) - Tran Thi Thanh Thuy, the Covid-19 epidemic affected the market. Currently, Vietnam basically controls the disease. The government creates favorable conditions on mechanisms and policies for businesses to access, especially capital. The province also provides information on mechanisms, policies as well as procedures, focal agencies and time for businesses to know. At the same time, we also strive to overcome difficulties for normal production and business. Currently, the number of goods and orders of the company basically sold out, the workers are still working fully. The provincial People's Committee proposed enterprises to be proactive and autonomous in business plans, to join hands with the provincial People's Committees and local People's Committees to continue overcoming difficulties and propose specific solutions combining the State and enterprises for mutual development./.

At the national online conference with enterprises, production and business facilities, the Prime Minister - Nguyen Xuan Phuc informed that, before the difficulties of the epidemic, over the past time, the Politburo, the Secretariat, The Government and the Prime Minister have policies to support difficulties for businesses, people and the economy.

Development of processing industry is considered as a breakthrough in the agricultural restructuring scheme, the most optimal way to increase the added value of products. Over the past time, Long An’s agricultural, forestry and fishery processing industry has basically met the requirements of material production and consumption markets, especially export markets.

Long An is located in the Southern key economic region with the exciting development of construction industry and urban areas. With the advantage of agricultural development, in which rice is the main crop of the province with a cultivated area of over 500,000 hectares and an output of 2.7-2.8 million tons/year; dragon fruit with an area of 11,700 hectares and an output of nearly 310,000 tons; lemons are mainly seedless lemon with an area of nearly 10,000 hectares and an output of over 156,000 tons. Specifically, in terms of rice, there are about 115 milling and processing enterprises investing in modern production lines with large processing capacity and storage, of which, more than 20 enterprises are eligible for direct export to fastidious markets. In terms of vegetable and fruit processing, there are more than 20 enterprises with modern production lines using fresh vegetables and fruits. A number of typical products such as products made from dragon fruit, lemon, yam, pineapple, peanut, etc. 

According to Mr. Canh, although the province has a large number of processing enterprises, agricultural warehouses, raw material sources with various types of products, but the quality of raw materials has not met the requirements; the contracts for linking production, consumption and processing of products have not been implemented; people are short of capital for production and market information, so they follow traditional practices and experiences, leading to scarcity of raw materials or excess of products sometimes resulting to price fluctuations. After the survey, the delegation agreed to build 6 bridges with a design width of 3.5m, and a load of over 5 tons. The total investment of VND 5 billion would be supported by Banpu Power Public Company (Thailand) thanks to the Former President Truong Tan Sang's encouragement.

The completion of these bridges would not only contribute to promoting local socio-economic development, creating favorable conditions for people to travel, but also play an important role in national defense and security in border communes of Kien Tuong town./.

The Government will conduct a national census on rural areas, agriculture, and aquaculture on July 1-30, 2011.

The census aims to collect basic information on rural areas, agriculture and aquaculture in order to map out specific plans and policies for socio-economic development. 

The Government chief instructed his inferiors to focus on three aspects:

(1) Real situations of agriculture, forestry and aquaculture: number of producers, labor force and structure, production scale and capacity, application of scientific and technical advances in production; access to information; impacts on environment; development of farm economy; and women’s role.

(2) Changes of economic structure and infrastructure conditions in rural areas.

It is planned that the national census is conducted every five years.

The latest census took place in 2006. As of July 1, 2006, Việt Nam had 10.47 million players operating in the areas of agro-forestry and fishery sector which used 22.93 million laborers./.

The director of the SBV - Long An Branch - Dao Van Nghiep said that the Central State Bank has issued many scenarios to cope with the evolution of the disease over the past time. They created favorable conditions for businesses in production and trade. Credit institutions and banks in the province should closely monitor production activities of enterprises, strongly deploy credit packages to support businesses to overcome difficulties and restart the economy.

Mr. Nghiep suggested that credit institutions should consider lowering interest rates from 1-2 percent per year for each business; reducing cumbersome administrative procedures for businesses to quickly access cash flow.

Enterprises trading in goods storage, retail trade, trading in agricultural products shared that they had recently approached capital to reserve goods, serving the shopping needs of the people. However, at present, businesses face many difficulties such as declining sales, too much inventory. Enterprises proposed restructuring, rescheduling debts, reducing interest rates for some loan packages.

Representatives of a number of commercial banks in the province said that policies to support businesses were launched by many banks under the guidance of the SBV and reached businesses such as reducing interest rates on each loan package and business sector.

In Long An, loans of enterprises affected by Covid-19 disease were over 12,000 billion VND until April 15. In particular, there have been over 5,260 billion VND considered by credit institutions, restructured and extended debt with over 2,100 enterprises and individual customers. Currently, the banking system in the province is being implemented drastically under the Circular No. 01/2020/TT-NHNN of March 13, 2020. Therefore, the customers are considered, structured and extended debt increasingly.

The SBV - Long An Branch has also established a hotline to receive and handle petitions, proposals, difficulties and problems of people and businesses related to Circular 01/2020/TT- NHNN, Instruction 02 of the SBV on rescheduling debt payment, exemption and reduction of interest and fees, keeping the debt group in order to support customers affected by the Covid-19 epidemic./

Also in the past 4 months, Long An has attracted and granted 75 new FDI and DDI projects. In which, there are 41 DDI projects with newly registered investment capital of 6.515 billion VND and 10 projects increasing capital of 2,251 billion VND. Up to now, Long An has 1,953 DDI projects with a registered capital of 230,300 billion VND.

In the first 4 months, Long An granted 34 new FDI projects with investment capital of 224 million USD. Up to now, there are 1,053 FDI projects in the province, with registered capital of 6,449 million USD. In which, 585 projects in operation accounted for 55.5% of the total project and total investment capital of 3,624 million USD, accounting for 56.1% of the total registered capital.

"Supporting to apply automatic engraving machines in producing and processing wood virtu" is one of eight industrial promotion projects approved by the provincial People's Committee using the local industrial promotion fund for the first phase in 2019, with the amount of support more than VND 1.1 billion.

The project has just been organized to check and take over by the Center for IP and IDC and the DEI of Vinh Hung district. Van Chuc carpentry households, residing in Bau Say urban area, Vinh Hung townlet are beneficiaries of the scheme.

Director of the Provincial Center for IP and IDC - Pham Van Huong said that the project has been implemented since March 2019 until now. The total cost of implementation is VND 180.4 million, of which the source of industrial encouragement funding is VND 90 million, the rest is reciprocal capital of business households. The amount of support to help the carpentry business household to invest in automatic engraving machines into production, improve productivity, use of raw materials efficiently, reduce the time of processing wood virtu and quickly finish products to meet market demand.
