On the afternoon of June 17, the conference "Investment strategies in the context of the new normal and promoting innovation" took place in Ho Chi Minh City. With the advantage of being located at the gateway of the Mekong Delta region adjacent to Ho Chi Minh City, Long An province is an important intersection in the trade of goods and an attractive investment attraction of many businesses industry in recent years. 
 
Currently, Japan is ranked 4th out of 36 countries and territories investing directly in Long An with more than 130 projects, and ranked 5th in investment capital in the province with nearly 480 million USD. 
 
On February 25, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Long An Province - Nguyen Van Ut attended the inauguration ceremony of the expanded CJ Foods Vietnam - Kizuna 3 factory (Tan Kim commune, Can Giuoc district). 
 
Even during the pandemic, the provincial government has always promoted investment promotion in many suitable forms to receive investment, creating a premise for development when the epidemic is under control. The clearest proof of those efforts and determination is that Long An has made a spectacular breakthrough and become the leading locality in the country in attracting investment in the first 10 months of 2021, especially FDI. 
 
Long An has a very special position, both in the Mekong Delta region (the Mekong Delta) and in the Southern key economic region. With many reasonable policies, together with the strategy of attracting investment and building synchronous infrastructure in recent years, the province has become a bright spot in attracting investment, especially foreign investment. At the same time, Long An is expected to become one of the largest economic zones in the South, a model economic zone of Vietnam as well as the region. 
 
The People's Committee of Long An province has awarded the decision to establish Nam Tan Tap Industrial Park and granted investment certificates to 10 domestic and foreign enterprises. 
 
On October 9, 2021, Long An Provincial People's Committee held a ceremony to award the Decision on investment policy and establishment of Nam Tan Tap industrial park under Decision No. 9267/QD-UBND to Saigontel Long An Co., Ltd., an active member of Saigon Telecommunications Technology Joint Stock Company - SAIGONTEL.

The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) helps promote Vietnam-Australia cooperation in terms of trade and investment, the Cong Thuong (Industry and Trade) newspaper said, citing Vietnamese Ambassador to Australia Nguyen Tat Thanh.

Vietnam and Australia are both members of at least three free trade agreements, namely ASEAN-Australia-New Zealand Free Trade Area (AANZFTA), CPTPP and the Regional Economic Comprehensive Economic Partnership (RCEP).

According to data of the General Statistics Office of Vietnam, last year, two-way trade between Vietnam and Australia hit 12.4 billion USD for the first time, up more than 49 percent compared with that of 2020. The value of shipments to Australia reached more than 4.45 billion USD, a year-on-year increase of 23 percent. Vietnam spent nearly 8 billion USD in importing goods from Australia, up nearly 70 percent against 2020's figure.

Vietnam's exports to Australia are growing strongly, reaching 1.38 billion USD in the first quarter of 2022, a surge of 32.36 percent against the same period last year.

Sharp increases were seen in Vietnam's export of various agricultural and industrial products to Australia, for example 84 percent in coffee, 51 percent in aquatic products, 41 percent in rubber, and 26 percent in electric cable. Notably, the shipments of iron and steel skyrocketed by more than 500 percent year on year.

Meanwhile, the country is buying more and more essential materials from Australia, such as coal, iron ore, metals, cotton, wheat, and animal feed. In particular, Vietnam's import value of coal from Australia in Q1 surged 176 percent year on year and that of cotton shot up 333 percent.

The CPTPP also serves as momentum for bilateral cooperation in terms of investment. By the end of last year, there were about 550 Australian investment projects in Vietnam with a total value of nearly 2 billion USD, ranking 19th among foreign investors in the country.

Graham Kinder, Vice Chairman of the Australia-Vietnam Business Council, was quoted by the newspaper as saying that Australian companies see many investment opportunities in Vietnam in the fields of trade, investment, education and transport that are Australia's strengths, thus they are keen to promote their investments in Vietnam. Similarly, Vietnamese enterprises can expand their investment and business operation in areas of their strength in Australian states and localities.

It is now the right time for businesses of both countries to take advantage of opportunities for cooperation in the post-pandemic period as borders have been reopened and both governments seek to promote investment activities, he said./.

Information from the Department of Planning and Investment of Long An province, in April 2022, the province has 07 domestic projects granted investment certificates with a total investment capital of 3,207.8 billion VND; decreased 04 projects and increased 1,529.8 billion VND in capital over the same period.

Accumulated from the beginning of the year, 45 new projects have been granted, total newly registered capital is 12,114.6 billion VND; decreased 12 projects and increased 8,664.49 billion VND in capital over the same period. Up to now, the province has 2,163 projects with a registered capital of 268,112.9 billion VND.

For foreign investment, in the month, 02 new foreign investment projects with total registered capital of 9.8 million USD, down 04 projects and 34.12 million USD in registered capital over the same period last year. ; adjusted capital for 06 projects with increased investment capital of 27 million USD, increased by 02 projects, in capital decreased by 21.2 million USD over the same period.

Accumulated from the beginning of the year, 21 new foreign investment projects have been granted with a total registered capital of 226.8 million USD, increased by 04 projects and decreased by 2,969.7 million USD in registered capital over the same period; adjusted capital for 29 projects with increased investment capital of 151.1 million USD, an increase of 19 projects and an increase of 136.5 million USD in capital over the same period. Up to now, the province has 1,143 projects with a capital of 9,767.7 million USD; of which 588 projects have been put into operation with total investment capital of 3,624 million USD./.

In the coming period, nations need to overcome challenges in their efforts to tackle ocean plastic pollution on a global scale, and sustainably manage resources and activities at sea such as aquaculture, fishing, shipping, marine and coastal tourism, and energy development in oceans, he stated.

Developed countries should be responsible for providing financial support, sharing management experience and transferring technologies, while developing nations need strive to soon master science and technology of the blue economy so as to solve global sea and ocean issues together, Thanh added.

Deputy Minister of Natural Resources and Environment Le Minh Ngan stressed that protecting the health of oceans is a sustainable guarantee for economic growth and social prosperity, food security, livelihoods and employment in many countries, especially for vulnerable ones such as small developing island nations, and low coastal states.

We need consequential and immediate action. And it is our responsibility to keep building the momentum."

Most of the deep processing factories have achieved ISO, GMP, HACCP quality certifications to meet the requirements of fastidious markets.

Europe is a large and traditional market for the Long An cashew industry. However, export turnover in Eastern and Western Europe is not much and there is still a lot of potential to exploit. During the meeting, ministers, chairmen of People's Committee of provinces and cities, representatives from economic groups at home and abroad, and ambassadors and leaders of international organisations in Vietnam gave presentations to clarify issues in order to successfully implement the Resolution on development of the Mekong Delta region in the coming time.

Participants focused their discussion on agriculture restructure; investment attraction in the processing industry; irrigation infrastructure development; trade promotion and expanding markets for farm produce; renewable energy development; culture and tourism; and regional connectivity.

They also emphasised the role and position of Can Tho as the centre of the Mekong Delta in regional development linkage; and proposed orientations to promote development links between the region with Ho Chi Minh City and the southern key economic region.

Measures to promote sustainable marine economic development associated with mangrove ecosystem and coastal protection, natural disaster prevention and control and climate change adaptation, and cooperation and support for the Mekong Delta's development were also put on the table.

Also at the conference, commitments to finance the implementation of a number of infrastructure development programmes and projects in the framework of the master plan were announced./.

The plans were laid out in Politburo Resolution No. 13 on developing the region until 2030.

Prime Minister Pham Minh Chinh on June 18 signed a Resolution to issue the Government action plan on Resolution No. 13, which covers the socio-economic development and maintenance of security and national defence of the Mekong Delta region until 2030.

The agricultural centres will include one in Can Tho city associated with the development of logistics services in Hau Giang province; centres in Hau Giang and Dong Thap provinces in connection with fresh water aquatic products, fruit and rice; centres in Kien Giang, Ca Mau and Soc Trang in connection with seafood production in coastal areas; and centres in Tien Giang and Ben Tre associated with fruit and crops.

Economic restructuring for the region is to be promoted, in association with shifting the growth model and applying science and technology, innovation and the development of a green and circular economy in line with biodiversity, culture and people of the region.

The resolution also targets to build Can Tho city into a developed centre of the Mekong Delta region and My Tho, Tan An, Long Xuyen, Rach Gia, Ca Mau and Soc Trang into specialised complexes. 

It will also develop Phu Quoc in Kien Giang province into a centre of high-quality ecological tourism and service and of national and international sea and island tourism with linkages to major economic centres in the region and the world.

The resolution will focus investment on developing the An Giang border economic zone, issue incentives to develop Dong Thap border economic zone into an economic complex of industry, trade, services, tourism, urban areas and agro-forestry and fisheries and a centre for economic exchange between countries in the sub-Mekong region.

The Mekong Delta region will get priority to develop socio-economic infrastructure, including the development of infrastructure to adapt to climate change and the development of modern, smart and synchronous information technology infrastructure in association with the growth of economic corridors, promoting connection and integration of urban-industrial economic corridors from Can Tho city to Long An province, along Tien and Hau rivers, along with coastal areas from Long An, Ca Mau provinces to Kien Giang province and along economic border corridors from Long An province to Kien Giang province.

Under the resolution, an expressway system connecting the southeastern region will be completed by 2030 together with a system of seaports and international border gates. 

Focus will also be placed on developing digital infrastructure to build the e-government and digital economy. 

The resolution sets a target for the Mekong Delta region to achieve an annual average growth rate of 6.5-7 percent during the 2021-2030 period.

It also sets tasks for socio-cultural development and improves the living conditions of local people.

PM Chinh asked ministries, agencies and People's Committees of provinces and cities of the Mekong Delta region to build action plans to implement the resolution before September 30 and regularly supervise and examine the implementation of assigned projects and tasks for annual assessment and reporting to the PM. 

The Mekong Delta comprises Can Tho city and the provinces of An Giang, Dong Thap, Long An, Tien Giang, Vinh Long, Ben Tre, Tra Vinh, Soc Trang, Hau Giang, Bac Lieu, Ca Mau and Kien Giang. It is one of the largest and most fertile deltas in Southeast Asia and the world.

The Mekong Delta is the biggest food, fishery and fruit production hub in Vietnam./.

Vu Anh Son, a Vietnamese Trade Counselor in France, told vnbusiness that he failed to find any Vietnamese-branded cashew products in supermarket chains and hypermarkets in France, even though Vietnam's cashew now accounts for 50 percent of the French market. 

This unsatisfactory performance is attributable to the limited competitive capabilities of domestic enterprises and their focus on exporting or wholesaling agricultural and food products instead of developing brands to increase the added value of their food products. 

According to Son, increasing the added value of agricultural and food items will help strengthen the competitiveness of Vietnamese firms striving to export. They should also pay attention to current food consumption trends in imported markets, Son suggested. 

Despite good agricultural and food products the firms can offer for export, they still have insufficient research and understanding about approaching export markets and current food consumption trends in large markets such as Asia and Europe, Son added. 

For example, currently, European customers have a great demand for nutritious and healthy snacks with a stable and sustainable supply. That will open up opportunities for Vietnamese companies if they can grasp this consumption trend and then diversify their products to meet that demand, Son said.

In addition, improving product quality remains a must, experts said. 

Nguyen Truong Thinh from Luong Quoi Coconut Co in Ben Tre province agreed. He said product quality is among the top concerns of international customers.

As consumer demand increases, they require the higher quality of products. Thus, local firms, especially those in the agricultural and food processing sectors, need to apply advanced technologies in their production to ensure the best quality of their products to meet the needs of international customers, he told vnbusiness.

During the first five months of 2022, the country's export value of main agricultural products surpassed 9.4 billion USD, up 10.4 percent, according to the Ministry of Agriculture and Rural Development (MARD).

Among products and product groups posting a turnover of over $1 billion were coffee, rice, cashew nuts, fruits and vegetables.

MARD said that it has stepped up bilateral and multilateral cooperation activities. Its units have focused on negotiating and promoting the export of passion fruit and grapefruit to Australia; rambutan, star apple, custard apple, cassava slices, sugar and milk to Thailand; lemon and grapefruit to New Zealand, and bird's nest, feather products and fish meal to China.

Hoan stressed the need to strictly comply with regulations related to labelling, traceability, geographical indications, quarantine, packaging, quality and types of agricultural products, and business codes.

The ministry will maintain negotiations to remove barriers and increase the export of additional agricultural products to major and potential markets, such as durian, birds' nest, passion fruit, avocado, grapefruit and coconut to China; longan, grapefruit, and passion fruit to Japan; and shrimp, grapefruit, litchi, rambutan, processed poultry and cattle meat to the Republic of Korea.

It is important to invest more in improving the processing and preservation to increase the added value of products.

The ministry will maintain effective implementation of free trade agreements signed with other countries and regions over the world, as well as the coordinate with Vietnamese embassies and trade and agriculture offices to collect and provide information about foreign markets and tastes for local businesses, and help them boost trade promotion, Hoan said./.

Vietnam currently has 19,667 farms that meet criteria set by the Ministry of Agriculture and Rural Development, including 4,325 cultivation farms, 12,013 husbandry, 129 forestry, and 1,267 aquaculture facilities.

Director of the provincial Energy and Mines Department Vithaya Phommachanh said that 691 million USD was invested in several power projects, including Xekaman 1, Xekaman Sanxay, Xekong Loum A and Xekong Loum B hydropower plants, which are expected to be completed in 2025.

According to Deputy Director of the Department of Agriculture and Rural Development (ARD) - Dinh Thi Phuong Khanh, in order to promote agricultural development in the direction of chain-linked production, the province's agriculture sector has deployed and implemented many programs, schemes and projects such as the Project on developing hi-tech application agriculture associated with restructuring the Agriculture sector, policies to encourage the development of cooperation and association in producing and consuming agricultural products, supporting cooperatives, cooperative groups to build projects to develop production links along the value chain, associated with consuming agricultural products, etc.

In addition, the Department of ARD is also interested in calling and creating conditions for enterprises to link production and consumption of agricultural products in the area. Thereby, it contributes to ensuring the output of products, farmers feel secure in production. In response to the province's efforts, many farmers changed their production methods. As of August 31, 2021, the province has 202 agricultural cooperatives (an increase of 2 cooperatives compared to December 31, 2020), of which 177 are operating. Total charter capital is over 159.2 billion VND with 4,540 members.

Mr. Pham Dinh Nguyen (My Thanh Bac commune, Duc Hue district) said that his family has just sold 8 fattened cows and earned over 400 million VND. Due to the impact of the Covid-19 epidemic, the market price fluctuated a lot. The selling price of cows decreased by 2,000 VND per kilo compared to the normal time, but people still made a good profit. Currently, Mr. Nguyen's cow farm has 19 cows left. In 2015, he started raising cows according to the traditional method. By 2017, he participated in the hi-tech pilot model of feeding cows in My Thanh Bac commune. Accordingly, he invested in building a barn, buying machinery, changing breeds, diversifying feed for cows, etc. If it took 7-8 months to raise fattening cows to sell before, now it only takes Mr. Nguyen about 3-4 months.

About 60 kilometers from Mr. Nguyen's cow farm, is 0.5 hectare of land for growing vegetables of Mrs. Le Thi Hong (hamlet 5, My Thanh commune, Thu Thua district). Realizing the benefits of applying scientific and technical advances to production, Ms. Hong joined My Thanh Agricultural Cooperative, Thu Thua District and was instructed in the sowing schedule of vegetables, production methods and implementation in accordance with VietGAP standards. "The cooperative is committed to buy the output for vegetables, so farmers can feel safe. In the past time, the cooperative always offers a committed price when consuming, but it depends on the time, the purchase level will increase or decrease. In the past few months, due to the impact of the epidemic, consumption has been lower than before", said Ms. Hong.

Growing dragon fruit trees for 15 years, Mr. Nguyen Van Hoi is an experienced member of Duong Xuan Dragon Fruit Cooperative (Duong Xuan Hoi commune, Chau Thanh district). Linking production with consumption

Established in 2018 with 16 members, Tay Hoa Cooperative (Binh Hoa Bac commune, Duc Hue district) currently has 32 members. In 2019, Tay Hoa Cooperative obtained VietGAP certification in beef cattle farming. Also in 2019, the cooperative was supported to build infrastructure with a total cost of nearly 589 million VND from the capital of the National Target Program on New-style Rural Construction. Chairman of the Board of Directors of Tay Hoa Cooperative - Nguyen Van Ninh shared: "Currently, the number of cows in the cooperative fluctuates around 200 heads. The application of high technology into livestock production helps farmers reduce labor, shorten the time to sell cows, and effectively link the consumption of cows without being forced low price.

According to Director of Dragon Fruit Cooperative Duong Xuan - Phan Thanh Son, the cooperative is operating with two services such as supplying agricultural materials and linking dragon fruit consumption. Currently, the cooperative has 115 members, an increase of 58 members compared to the beginning of the term. The total area of dragon fruit recognized by VietGAP is 66.3 hectares; the total area of dragon fruit registered for high-tech program is 380.55 hectares with 584 participating households (increasing by 39 households with 25.8 hectares compared to 2020).

"The cooperative strives by the end of 2021 to make a profile to replicate the VietGAP model by 22.6 hectares; mobilizes more farmers to join cooperatives. At the same time, the cooperative links the chain with Nafoods Group to consume products for its members and farmers; cooperates with many companies to supply fertilizers and plant protection drugs for people to use with quality original prices"- Mr. Son added.

Despite suffering negative impacts from the COVID-19 pandemic, the food and beverage industry in Vietnam also has many strong growth opportunities. At present, more and more consumers pay attention to nutritional foods of plant origin, organic foods or food with healthy ingredients.

Reporter: The welfare work in the province has been ensured over the past time, no people lack food, so what support has the province deployed to them?

Mr. Pham Tan Hoa: The province determines that ensuring social security is extremely important and has an organic relationship with the results of epidemic prevention and control. Therefore, the province issued a general plan to implement Resolution No. 68/NQ-CP, dated July 1, 2021 of the Government; Decision No. 23/2021/QD-TTg, dated July 7, 2021 of the PM and implemented in the most complete and synchronous manner. As of September 27, 2021, the province has provided support for 424,452 people from various target groups with a total budget of over 326 billion VND. In which, direct support for 126,778 people with an amount of over 216 billion VND.

In addition, the Provincial Bank for Social Policies lends to 8 businesses to pay wages to 1,482 employees with the amount of 3,971 billion VND (with 0 percent interest rate) and is reviewing the records of 11 enterprises. In addition, the province has called and mobilized organizations and individuals inside and outside the province together with localities to implement social security policies with a total amount of tens of billions of VND.

At the same time, provinces, districts, communes and branches set up hotlines to fully receive and promptly handle proposals and petitions of difficult people.

For the treatment of Covid-19 patients, the province focuses on doing good treatment, especially on the 1st and 2nd level, in order to minimize the transfer to the 3rd level; strengthen training, consultation, remote treatment consultation, ensure to transfer line smoothly and timely.

At the same time, the province continues to review and establish more mobile medical stations so that the care and treatment of Covid-19 patients are more timely, better and more effective, minimizing the rate of death. It implements narrow isolation within the family and close contact with relatives.

To gradually transform some district hospitals back to their original functions to receive and treat non-Covid-19 diseases. At the same time, maintain some field hospitals to be ready for collection and treatment. The province will continue to request the Ministry of Health to support treatment drugs to reduce the mortality rate.

The province continues to request the Ministry of Health to support vaccines and focus on deploying the second shot for people who have had enough time to get the first shot.

For restoring production and socio-economic development, the province has issued Plan No. 2962/KH-UBND, dated September 13, 2021 and Official Letter No. 9108/UBND-KTTC, dated September 16, 2021 of the Provincial People's Committee on restoring production and trade of enterprises in the province.

Regarding social security work, the province continues to support self-employed workers and special people according to Resolution 68 of the Government and Decision No. 23 of the PM.

For education and training, the province continues to carry out teaching and learning for students at all levels according to the set plan. Simultaneously, it directed the Department of Education and Training, the Department of Information and Communications to coordinate with the Study Promotion Association to deploy the program "Network and computers for students" launched by the PM. In the immediate future, the province focuses on supporting 754 poor and near-poor students to have learning devices immediately in September 2021.

Deputy Prime Minister - Le Van Thanh requested the concerned localities to focus on solving problems in site clearance to implement the project. Regarding this project, there are three major issues including legal, financial and progress. Currently, legal issues are no longer entangled so specific tasks can be implemented to restart the project. He suggested that the Ministry of Transport preside over and coordinate with relevant agencies to implement a master plan on restarting the project to submit to the Government for consideration.

The Deputy Prime Minister - Le Van Thanh also asked ministries, branches and localities to focus on implementing Ho Chi Minh Road and Ring Road 3, etc. to soon put these projects into operation, contributing to promoting the socio-economic development of the country.

Ben Luc - Long Thanh expressway project was approved by the Prime Minister for the list of projects and approved by the Ministry of Transport for investment in October 2010. The total length of the project is 57.8 klilometres, passing through Long An province, Ho Chi Minh City and Dong Nai province. It has a total investment of more than 31,000 billion VND with 3 capital sources including ADB loan, JICA loan and reciprocal capital. The capital sources are borrowed at different times, so the time of implementing the sections of the Project is also different.

The project was started in October 2014, has disbursed more than 16,500 billion. In which, the construction and installation part has 11 main bidding packages, the construction output is about 78.96 percent.

However, during the implementation process, it had difficulty in investment capital. Specifically, the 1st ADB loan agreement for the Western section closed from June 2019 has not been extended due to problems with the authority of "managing agencies, investment decisions"; JICA loans and reciprocal capital were not delivered from January 2019, so it was suspended from mid-2019. Besides, due to the impact of Covid-19 epidemic in southern provinces in 2020 - 2021, it has affected the financial situation and implementation plan of contractors.

According to the investor of the project (Vietnam Expressway Development Investment Corporation - VEC), up to now, problems with capital have been basically resolved. However, the restart of the project has met many difficulties due to the long pause, some contractors are still negotiating to resume construction. Besides, there are 18 households that have not handed over the premises to implement the project, etc.

Therefore, the investor proposed to the Government and relevant ministries and agencies to consider supporting the adjustment of loan agreements, ODA allocation procedures, etc; to extend the project completion time to the third quarter - 2025./.
