At the meeting, participants focused on discussing and giving comments to complete the report on the implementation results of socio-economic development tasks in 05 years of 2016 – 2020; reporting on the implementation results of 02 breakthrough programs and 03 key projects implementing the Resolution of the 10th Provincial Party Congress; approving the expected specific list of breakthrough program, resource mobilization program and key projects of the 10th Provincial Party Congress; giving opinions on the report of regulations and laws on the reception of investment projects in the province, ensuring the requirements of environmental protection.
In conclusion of the meeting, Chairman of the Provincial People's Committee – Tran Van Can emphasized the evaluation of the implementation results of socio-economic development tasks in the period of 2016 – 2020, the formulation of socio-economic development plan for the period of 2020 - 2025 are very important tasks to prepare documents for the 11th Provincial Party Congress, therefore, the formulation of reports and plans requires the intellectual concentration of departments and agencies. The Ba Ria – Vung Tau People’s Committee has told agencies to speed up work on crucial transport projects to facilitate connections to the Cai Mep-Thi Vai port complex in the province’s Phu My Town.

The 9.7-km 991B Road from National Highway 51 downstream to the Cai Mep Port is one of the projects.
The 991B Road, with investment capital of 3.95 trillion VND (170.6 million USD) from provincial and central State budgets, is a major traffic route facilitating the transport of cargo to and from the Cai Mep-Thi Vai port complex. Road 991B is scheduled to be put into operation in 2024.
Another project, the Phuoc Hoa – Cai Mep road with a length of 4.4 km, is among the key road projects that will improve goods transport to the complex.
The project, with investment capital of 954 billion VND (41.1 million USD) funded from the provincial State budget, connects National Highway 51 with the inter-port road at the Cai Mep-Thi Vai port complex. It is scheduled to be completed this year.
The committee has also said that site clearance must be completed by the second quarter this year to pave way for construction of My Xuan – Thi Vai and Long Son – Cai Mep roads.
The 2.6-km My Xuan – Thi Vai road project, with investment capital of 407 billion VND (17.5 million USD) from the provincial State budget, is scheduled to be completed by 2023, and the 3.7-km Long Son – Cai Mep road project by 2025.
The Phuoc An bridge project, with investment capital of 4.8 trillion VND (207.2 million USD), is also among the key transport projects. The bridge crossing the Thi Vai River connects the inter-port road at the Cai Mep-Thi Vai port complex with a road leading to Phuoc An Port in Dong Nai province.
The final design for the bridge will be selected by the end of the first quarter this year.
Last year, the Cai Mep – Thi Vai port complex handled cargo amounting to 112.8 million tonnes, according to the provincial People's Committee.
In January the first phase of the Gemalink international port was completed and opened at Cai Mep-Thi Vai, with an annual capacity of 1.5 million twenty-foot equivalent unit (TEU) in the first phase, raising the port's annual capacity to 8.3 million TEUs.

However, some localities have still faced challenges and difficulties.
Specifically, Vinh Hung district has actively called for local farmers to join in cooperatives, cooperative groups, aiming to reach its target of 4,500 hectares of high-yield rice using high-tech application. However, some farmers are not keen on joining the program.
"I take part in the cooperative in hope of applying high-tech in agricultural production. However, the fee to pay for transplanting rice is about VND 4.5 million per hectare but the cooperatives'support is only 30 percent, lower than my demand.", said Mr.Truong Minh Vuong in Go Xoai hamlet, Hung Dien A commune, Vinh Hung district.

For instance, the capital for the construction of electric pump station should be increased from VND 133.4 million to at least VND 200 million per station and from 30 to 50 percent for the cost of using laser-controlled equipment and rice transplant machine. At the same time, the provincial leaders should carry out the pilot models as well as invest more in infrastructure for hi-tech applied agriculture program.
Similarly, in Thanh Hoa district, the program has contributed to increasing the value and quality of agricultural products. Therefore, the farmers have got higher profits. "However, the district has met many difficulties such as the lack of electricity to operate pumping stations, unstable market, the shortage of rice transplant machine…In addition, some areas could not apply laser-controlled equipment so the farmers could not get benefits from the program. I propose that the provincial leaders should help the farmers seek the market and adjust some unsuitable policies.", added the Vice Chairman of the People's Committee of Thanh Hoa District - Ho Thi Ngoc Lan.
Overall, farmers in Duc Hoa district have still been facing difficulties in supplying and consuming products. Therefore, they have not actively participated in cooperatives.
By 2020, Long An province will strive to have at least 4 agricultural production areas using high-tech in agricultural production application, including Dong Thap Muoi region; Tan An city; Can Giuoc and Can Duoc districts; Chau Thanh, Duc Hoa and Duc Hue districts. More than 50 provinces and cities nationwide have announced schedules for the new school year and prepared scenarios to adapt to the COVID-19 pandemic.

The HCM City Department of Education and Training has submitted a plan with two scenarios to the People's Committee for the opening ceremony of the upcoming 2020-21 academic year.
Each primary, secondary and high school in the city has 1,000-4,000 students, so social distancing cannot be carried out, if required. A full opening ceremony in which everyone attends would be impractical.
Instead, an alternative plan calls for 10 to 20 students to act as representatives for each classroom. But all first, sixth and 10th graders would attend the ceremony under this scenario.
The ceremony would last nearly 60 minutes. As scheduled, it will be organised on September 5. The new school year will start on September 7 and end in late May.
Ha Ngoc Tuan Huy, rector of Lac Long Quan Secondary School in Binh Tan district, said that the school would ensure facilities and safety for students.
Besides disinfecting facilities, the school has prepared devices to check body temperature of its students. All students must wash their hands before entering classrooms. Table surfaces and door handles will be cleaned regularly.
If the city decides to impose social distancing, each classroom will have only about 20 students.
The north central province of Nghe An's Department of Education and Training said that because the province has not recorded any COVID-19 infection, the opening ceremony will still be organised on September 5, with 800,000 students.
The department will instruct educational divisions and schools to ensure safety for students. When they attend the ceremony, they will have to wear masks, wash their hands, and fill out health declarations.
If any student has symptoms such as cough and fever, their health will be checked.
In the Mekong Delta city of Can Tho, students will also attend the opening ceremony on September 5. Those at continuing education centres will organise the ceremony on September 7.
The Department of Education and Training in the southern province of Dong Nai will carry out online teaching and extend the school year to complete the training programme if COVID-19 continues developing complicatedly.
Tran Hung Dao Secondary School in the province, for instance, plans to teach its students more skills online if social distancing is put in place.
In the Central Highlands province of Dak Lak, the opening ceremony will be held on September 5, but it is waiting for the last instruction from the Ministry of Education and Training.
The department will cooperate with the health sector to disinfect schools before the ceremony.
Other provinces such as Binh Thuan and Quang Tri plan to organise an online opening ceremony if there is another COVID-19 outbreak.
Da Nang and Quang Nam do not plan to organise an opening ceremony, and the new school year could begin later because these areas are the COVID-19 epicentre now.
The Ministry of Education and Training has instructed educational departments in provinces and cities to strictly comply with regulations while organizing the opening ceremony to ensure COVID-19 prevention and control.
For provinces and cities carrying out social distancing, schools will hold an online opening ceremony.
Schools should also organise activities related to teaching and learning in the beginning of the new school year to ensure COVID-19 prevention and control.
The ministry has required provinces and cities to review the number of schools, teaching equipment and teachers, especially those for the first grade, for the new school year.
Textbooks should be provided for all students, the ministry said.
To prepare for the upcoming school year, HCM City will put 1,371 new classrooms into use.
The Mekong Delta province of Long An has built more new schools and supplemented teaching devices and equipment for the 2020-2021 school year. The province has allocated total capital of 64.9 billion VND (2.8 million USD) to build 13 schools.
In the province's Ben Luc district, Luong Binh and Thuan Dao primary schools will be put into use in the upcoming school year.
