Between 2019 and 2023, the United Nations Development Programme (UNDP) and the Ministry of Agriculture and Rural Development (MARD) have implemented a project called "Accelerating Private Sector Engagement in Climate-Resilient and Low-Emission Investment in Vietnam's Nationally Determined Contribution (NDC)".

The project is expected to assist dragon fruit farming to go green in the south-central province of Binh Thuan and shrimp production in the Mekong Delta province of Bac Lieu.

Nguyen Do Anh Tuan, Director of the MARD's International Cooperation Department, stated that the ministry is currently completing procedures to participate in the Emirates Leaders Declaration on Resilient Food Systems, Sustainable Agriculture, and Climate Action. The document is expected to be approved at the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) in December this year.

The transformation of Vietnam's food system toward green, low-carbon, sustainable, and climate-adaptive orientations is imperative, contributing to the implementation of national agricultural and rural development strategies, action plans, and international commitments.

In recent years, the nation's participation in international commitments on climate change has brought about a significant shift in the approach to agricultural production towards transparency, responsibility, and sustainability. They include commitments to achieve the net-zero emission goal by 2050 and a 30% reduction in methane emissions compared to 2020.

According to Vice General Director of Vina T & T Co., Ltd, Nguyen Dinh Muoi, 2024 could be a breakthrough year for the fruit sector now that various products have received good signals from major markets such as Japan, the US, Australia, China, and the EU.

It is noteworthy that the potential of most of these markets is very large, and their doors are wide open for Vietnamese fruits, he added.

Similarly, rice is also forecast to have a successful year. Right from the beginning of 2024, many rice exporters have received orders.

Chairman of the Board of Directors of Trung An High-Tech Agriculture Joint Stock Company Pham Thai Binh said that the price of Vietnam's 5% broken rice is currently no less than 700 USD per tonne.

In 2024, the country's rice export volume may be at least the same as in 2023, but the value is certainly 15% to 20% higher. Therefore, the export turnover may surpass 5 billion USD this year, higher than the 4.8 billion USD recorded last year, said Binh.

Deputy Minister of Agriculture and Rural Development Phung Duc Tien stated that the sector has set a target of earning 54-55 billion USD from agricultural exports this year.

To promote the export of agricultural products and maintain a strong and sustainable position in import markets, the ministry will work with businesses to well monitor and manage the production process, issue planting area codes, and take measures to meet requirements of major markets.

It will also analyse the market to have specific strategies for each period and each industry, and closely follow major import markets, such as China, the US, Japan, and the EU to promote exports and exploit new and potential markets like Islamic countries, the Middle East, and Africa, Tien emphasised./.

Vietnam is exporting shrimp to about 100 countries and territories across the world, according to the General Department of Fisheries under the Ministry of Agriculture and Rural Development.

Speaking at the November 27 event on shrimp farming models and shrimp disease prevention held in the Mekong Delta province of Soc Trang on November 27, a representative from the general department said that in the 2010-2023 period, Vietnam had 644,000-737,000 ha of brackish water shrimp.

The country has emerged as the world's second-largest shrimp supplier, accounting for 13-14% of the total value in the world.

However, Vietnam's shrimp industry still has certain difficulties, for example low application of science and technology by farming households (only 18.9% of the total farming area), reliance on natural breeding sources, untightened linkages in the shrimp production chain, high production costs, and low competitiveness.

Director of the general department Tran Dinh Luan said that to boost the country's shrimp industry development, localities need to reorganise production to reduce small farming areas, and to apply technical processes to reduce production costs and improve the competitiveness of Vietnamese shrimp products.

Meanwhile, State management agencies need to strictly manage breeds, control feed quality and prices, and promote production methods that help increase the efficiency of shrimp farming./.

Rice sector works on 5 billion USD export targetRice sector works on 5 billion USD export target
Vietnam's rice exports are expected to continue their upward trajectory this year, toward a milestone of 5 billion USD in turnover.

The output of rice is projected to exceed 43 million tonnes in 2024, with about 8 million tonnes for export. (Photo: VNA)

The year marks a period of anticipated volatility in the global rice market, encompassing fluctuations in production and demand, as well as related policies from leading exporting nations. Hence, innovation in production and flexible export management are crucial conditions for the Vietnamese rice industry to achieve its growth targets.

According to the Ministry of Agriculture and Rural Development, despite a trend of narrowing the rice cultivation area nationwide, the farming sector aims to maintain a stable plantation of 7.1 million hectares in 2024. The output of the grain is projected to exceed 43 million tonnes, with about 8 million tonnes for export.

This year's forecast also suggests that the prices of agricultural input materials will remain high, with potential risks of crop disease outbreaks as well as El Niño-induced severe droughts and water shortages. Therefore, the agricultural sector is set to instruct localities to adjust production plans and structure suitable crop seasons to stabilise the rice supply, especially high-quality sources serving export. Engaging in innovative production activities, many enterprises are focusing on developing varieties and providing scientifically sustainable farming solutions for farmers.

On the early days of February, Vietnam's 5% broken rice was sold overseas for 638 USD per tonne, surpassing Thai rice of the same grade by 10 USD per tonne. According to the Vietnam Food Association, the export prices are likely to be pushed up in the coming time, as many countries begin to increase imports and India continues to maintain its ban on exporting certain types of rice.

Meanwhile, information from the National Agro-Forestry-Fisheries Quality Assurance Department reveals that the global rice production could near 520 million tonnes this year, while consumption is approaching 525 million tonnes, indicating a potential shortage. Therefore, rice processing and exporting enterprises need to closely monitor the market to efficiently execute existing and new contracts, considering both price and quality.

Nguyen Viet Anh, General Director of the ORIENT Rice Co. Ltd, said he believes that given the market fluctuations, the adaptability index of enterprises is extremely important because each year brings new scenarios and there are no lessons learned from the previous year that can be effectively applied to the next. Rice remains an essential commodity globally as well as in Vietnam, so in the near future, there are significant opportunities for production and business in this field. It is essential for exporting enterprises to enhance their adaptability and flexibility to capitalise on the chances./.

The Mekong Delta province of Kien Giang is the pioneer in building and developing collective trademarks, benefiting people, cooperatives and businesses in product promotion and sale.

The locality is home to 475 agricultural cooperatives, of them 366 specialising in cultivation and 109 in aquaculture.

The provincial Cooperative Alliance, based on the annual plan, has coordinated with relevant agencies to support the building of collective trademarks for cooperatives, prioritising products included in its economic restructuring plan like shrimp, crab, fruit, rice and pepper.

The Department of Science and Technology of the Mekong Delta province of Tien Giang also guided about 30 organisations and individuals to establish IP rights for their trademarks each year.

Registering trademark protection not only protects businesses but also ensures rights and interests in goods circulation, said Deputy Director of the provincial Department of Science and Technology Nguyen Tuan Phong.

The Department of Quality, Processing, and Market under the Ministry of Agriculture and Rural Development said to successfully build brands, it should begin with quality products that satisfy the needs and expectations of customers.

Therefore, it suggested businesses build and operate their trademark management systems, covering the quality of trademarked products; production and business activities in chains; product preservation and processing; and traceability, among others.

Kien Giang's authorities said the locality will cooperate to help cooperatives that have already built collective trademarks, geographical indications and IP rights in both domestic sale and export.

Tien Giang province's Department of Science and Technology will also step up the communications work on IP rights protection, especially trademarks for cooperatives.

Many businesses also called on the government to soon complete policies and laws on trademark development and protection registration for agricultural products./.

Dang Phuc Nguyen, Secretary General of the Vietnam Fruit Association (Vinafruit), attributed the result to the signing of protocols on exports of durian, sweet potato and banana to China through official channels.

The export of pomelo to the US, and passion fruit to New Zealand was also a driver for the overall growth of the sector.

Durian was a big contributor to the impressive export results in the first months of this year. The export turnover of this fruit is expected to hit 1 billion USD, helping the sector's total figure to 4 billion USD this year, up 20% year-on-year, said Nguyen.

The implementation of free trade agreements is also an important driving force helping fruit and vegetable exports to increase sharply in the first months and make an important contribution to boosting the sector's exports throughout the year.

Good demand for fruit imports in China can help raise total fruit and vegetable exports in Q2 by 10% or higher, Nguyen noted, predicting that the revenue can reach about 2 billion USD in the first half of 2023.

Promoting exports through official channels

Vinafruit has proposed the Ministry of Industry and Trade (MoIT) and other ministries and agencies, especially the Vietnam Trade Office in China, study and negotiate for the signing of more protocols for several officially-exported products such as dragon fruit, mango, watermelon, jackfruit and rambutan, together with the opening of markets for other fruits such as green-skinned pomelo, fresh coconut, avocado, lemon, pineapple and star apple.

Besides China, it is also necessary to step up trade promotion activities in other markets such as the US, China, the Republic of Korea and Australia, stated Nguyen.

According to the Vinafruit Secretary General, the greatest difficulty at present is that there are not many planting area and packing facility codes to meet the requirements of the Chinese market. Currently, there are only 246 planting area and nearly 100 packing facility codes granted, much lower than the respective 20,000 and 2,000 of Thailand.

With an area of nearly 110,000 hectares, and an output of around 1 million tonnes per year, there will be a bottleneck in durian exports to China, if no more planting area code is granted this year.

He also suggested the MoIT and other ministries and sectors to call on investment and advanced technologies for processors to improve the export value, and gain a firmer foothold in such choosy markets as the US and the EU.

Vietnam Trade Offices abroad were advised to regularly organise Vietnamese fruit festivals to introduce the fruits to people in their host countries and international visitors.

Vietnam earned nearly 3.4 billion USD from vegetable and fruit exports last year./.

Public investment is expected to become a momentum for the economy, especially for construction and transportation businesses, to recover and develop in 2023 and the following years.

Economic experts said the Government is accelerating the disbursement of public investment in the remaining months of 2023.

The groundbreaking of Long Thanh international airport project in late August is said to have positive impacts on various aspects, showing the determination of the Government, localities, and related businesses in speeding up the disbursement of public investment.

As a firm joining Package No. 4.6 within component project No. 3 of the project, Cienco4 Group (C4G) stated that this contract, with total investment of over 8.1 trillion VND (over 332 million USD), is hoped to serve as a significant boost for Cienco4's recovery and robust growth in the near future.

Apart from the project, Cienco4 has consecutively secured contracts for various significant projects, including the second phase of the North-South Expressway, Bung - Van Ninh section with a contract value of over 1.8 trillion VND, and Hau Giang – Ca Mau section with a value of over 1.7 trillion VND; package XL03 of component project 2 of Khanh Hoa - Buon Ma Thuot Highway project worth over 2.99 trillion VND; Ring Road No.4 - Hanoi Capital Region project worth nearly 900 billion VND, and Ho Chi Minh City's Ring Road No. 3 project worth over 1.41 trillion VND.

The group is expected to achieve revenue of over 3.24 trillion VND in 2024, representing a 15% increase compared to 2023, with main contributions by key projects such as the North-South Expressway Phase 2, Long Thanh international airport and Ring Road No.3 projects.

According to Mirae Asset Securities company, with several ongoing projects, companies, including Cienco4, are in a position to establish stability in their revenue streams, along with opportunities for growth and profitability in the coming years.

In addition to Cienco4, Deo Ca Traffic Infrastructure Investment JSC has recently announced a plan to issue shares for existing shareholders.

The capital mobilisation through issuing additional shares is taking place in the context that the firm has won numerous large construction contracts with a total value of more than 17 trillion VND in the first half of this year.

Deo Ca is carrying out construction work on contracts associated with five key projects, which include Quang Ngai – Hoai Nhon Expressway, coastal road to Da Nang's Lien Chieu Port, Cam Lam – Vinh Hao Expressway, a project to upgrade and expand Prenn Pass in Lam Dong province, and a coastal road project in Binh Dinh province./.

Ministry projects three economic growth scenarios for 2024Ministry projects three economic growth scenarios for 2024
The Ministry of Planning and Investment has outlined three potential economic growth scenarios for 2024, with the highest GDP growth rate forecast at 6.5%.

Gemalink Deep-Sea Port in Ba Rịa - Vung Tau province (Photo: VNA)

These projections stem from the Government's socio-economic development strategy for the 2021-25 period, combined with endeavours to meet the 2023 growth goal of 6.5%.

Given the challenges faced by the Vietnamese economy between 2021-23, 2024 is anticipated to be a pivotal year for Vietnam to accomplish the objectives of its five-year plan.

In the first scenario, Vietnam's GDP is predicted to rise by 6%. This estimate presumes that global growth will be moderate in 2023 and the resurgence of global trade and investment will continue to face hurdles. Although the domestic market and services sector might exhibit robust growth, the import, export, and industrial production sectors may not experience a marked recovery due to their reliance on global market demand.

The Ministry of Planning and Investment believes a GDP growth target of 6% would be fitting, given the expected continued risks the global and domestic economies may encounter during the recovery phase.

Under the second scenario, the ministry envisages a GDP growth of 6.5%, assuming that both the global and regional economies rebound quicker than international organisations' predictions. This scenario also considers a surge in demand, trade, and investment. Concurrently, the domestic market would likely experience revivals in demand, production, business activities, exports, investment, and FDI influx.

For the third scenario, the GDP growth is projected to range between 6 - 6.5%, reflecting predictions of swift changes in both global and domestic contexts. The Ministry of Planning and Investment favours this third scenario.

While optimism regarding economic recovery is on the rise, various organisations and specialists remain wary about the prospects for Vietnam's economy.

In mid-July, the Asian Development Bank adjusted its 2023 forecast for the Vietnamese economy downwards from 6.5% to 5.8% and its 2024 projection from 6.8% to 6.2%.

Similarly, in early April, the World Bank anticipated a moderate 4.7% growth for Vietnam in 2023, progressively increasing to 5.5% in 2024 and reaching 6% by 2025.

The World Bank’s report pointed out that a proactive fiscal policy supporting short-term demand, removing barriers to the implementation of public investment and addressing infrastructure constrains could help the economy achieve these targets and prolong long-term growth./.

Vietnam attractive to European firms: seminarVietnam attractive to European firms: seminar
A seminar was held by the Vietnam Trade and Industry Review in Hanoi on October 6 to discuss how to connect with the EU firms and make the best use of the EU-Vietnam Free Trade Agreement (EVFTA).

Apparel is one of the sectors that benefits most from EVFTA (Photo: VNA)

Speaking at the event, Chairman of the Board of Directors of Phuc Sinh Group Phan Minh Thong said the EVFTA, which took effect three years ago, has created numerous opportunities. Accordingly, non-EU companies investing in Vietnam could take advantage of the reduced tariffs when exporting from Vietnam to Europe.

Many coffee factories have been established by not only European investors but also those from Singapore, the US, and other Asian nations like India. These investments aim to produce "Made in Vietnam" products for export to Europe and benefit significantly from the reduced tariffs provided by the agreement, he said.

Ngo Chung Khanh, deputy head of the Multilateral Trade Policy Department at the Ministry of Industry and Trade (MoIT), highlighted the importance of connecting Vietnamese firms with foreign partners - a significant task outlined in the Government's plan to carry out new-generation FTAs. This task is also reflected in the plans of various ministries, sector and localities.

He said on October 12, the MoIT will chair a conference involving leaders of the departments of industry and trade nationwide to review connections between domestic enterprises and foreign partners and EU businesses in particular. This will enable localities to learn from each other's experience and best practices.

According to him, leveraging European resources, raw materials, and technology to produce higher-quality goods and joining more deeply in the global supply chain is a significant expectation of the Vietnamese firms as the EVFTA enters a new phase of implementation. Achieving this requires collaboration from the State management agencies, industry associations, and especially appropriate support mechanisms, policies, and activities.

Khanh said businesses need to take a more proactive role in improving their competitiveness, actively seeking partners and seizing opportunities to cooperate with the European firms. By doing so, they could make more effective use of the opportunities presented by the EVFTA./.

Vietnam’s forestry product export revenue is expected to stand at 16.3 billion USD in 2022, approximately equal to the target set earlier this year, heard a conference of the Vietnam Administration of Forestry (VNFOREST) under the Ministry of Agriculture and Rural Development, in Hanoi on July 14.

Vietnam's forestry product export revenue is expected to stand at 16.3 billion USD in 2022, approximately equal to the target set earlier this year, heard a conference of the Vietnam Administration of Forestry (VNFOREST) under the Ministry of Agriculture and Rural Development, in Hanoi on July 14.

VNFOREST Director General Nguyen Quoc Tri said the export of wood and wooden products is facing an array of difficulties, mainly due to impacts from the Russia-Ukraine conflict, which has pushed up transportation costs, along with dropping demand given inflation pressure in other countries.

Tri said the administration will hold working sessions with associations and businesses to meet signed contracts while accessing other markets that are less affected by the crises.

The sector will put forth a scenario on forestry product export and import management to meet the yearly targets, he added.

The official suggested businesses use more domestic materials and churn out auxiliary products to lower product prices and diversify products, thus bettering meeting export demands.

Meanwhile, joint efforts will be made to avert trade fraud and control wood imports, Tri said, adding that the outstanding models of connectivity between enterprises and household-based forest plantations will be rolled out on a larger scale.

According to Nguyen Van Dien, Director of the Forestry Production Development, a total of 372,140 hectares of forest in 31 provinces and cities are granted sustainable forest certificates.

Statistics by VNFOREST showed that in the first half of this year, Vietnam earned 9.1 billion USD from forestry product exports, up 3% year-on-year, achieving 56% of the target. The trade surplus was estimated at some 7.5 billion USD, a year-on-year rise of 3%.

The US, Japan, China, the EU and the Republic of Korea were major buyers of Vietnamese forestry products, accounting for up to 90% of the total export value.

Vietnam's wood output reached some 8.5 million cubic metres, fulfilling 46% of the target and up 5.9% year-on-year./.

Vietnam rice exports surge to new record revenueVietnam rice exports surge to new record revenue
Vietnam set a new record in rice export revenue in the first nine months of 2023 thanks to the increasing price of exported rice, according to the Ministry of Agriculture and Rural Development.

Illustrative photo (Photo: VNA)

The country earned 3.66 billion USD from exporting rice in the period, up 40.4% year-on-year, the ministry has reported.

The result was attributed to the increasing price of Vietnamese export rice, and the decreasing rice supplies in many markets during the reviewed period, it said.

Vietnam's average price of exported rice in the first three quarters reached 553 USD per tonne, a 14% increase over the same period in the previous year.

The Philippines was the largest buyer of Vietnamese rice products in the first eight months, accounting for 40.3% of the total rice export. China and Indonesia ranked second and third, accounting for 13.5% and 12.4%, respectively.

Additionally, positive growth in rice exports has been also recorded in countries in the European Union, such as Poland, the Netherlands, Spain, and Belgium, and African nations such as Ghana and Angola.

According to Vice General Director of the Export-Import Department under the Ministry of Industry and Trade Tran Thanh Hai, the price of exported rice is expected to remain high until the end of this year due to the continued demand for rice imports in major consuming markets such as the Philippines, China, Indonesia, Malaysia, and Africa. This is coupled with the limited supply of rice from leading rice exporter like India and Pakistan.

President of the Vietnam Food Association (VFA) Nguyen Ngoc Nam stressed that there is ample room for rice exports to grow, especially as the Philippines needs to import an additional 1.1 million tonnes, while Indonesia plans to buy 2.3 million tonnes by the end of the year.

China's demand for rice imports is also forecast to increase in the remaining months of the year, Nam said.

Rice exporters are advised to have appropriate strategies to ensure the ability to meet exports./.

Growing agricultural export to match international standardsGrowing agricultural export to match international standards
With steady export growth, Vietnamese farm produce is increasingly meeting market demand in terms of packaging, quality and food safety, which enhances its competitiveness and allows Vietnamese products to gain further access into the global supply chain.

During the first months of the year to August, there was explosive growth in the export of fruits and vegetables, reaching 3.45 billion USD, up 57.5% annually. Exports are predicted to reach all-time-high of 5 billion USD this year.

This growth is expected as the Central Highlands region begins the durian harvest season.

Not only fruits and vegetables but also many others like coffee, black pepper, and rice are increasingly being monitored rigorously in terms of production, with orientations to high-quality and local signature products in order to penetrate deeper into the global market.

Notably, the Vietnamese coffee industry is making efforts to apply international standards in production and processing to access the global marketplace.

At present, the Central Highlands province of Gia Lai is home to over 36,600 ha of coffee meeting VietGAP, GlobalGAP, 4C, Organic, Rainforest Alliance standards and more than 12,086 ha of coffee using advanced irrigation technology to conserve water.

Ngo Hong Phong, Deputy Director of the National Agro-Forestry-Fisheries Quality Assurance Department, said the Ministry of Agriculture and Rural Development will continue carrying out inspections and certifications for food safety-compliant establishments and verify the certification of exported agricultural products as required by importing countries.

Deputy Minister of Agriculture and Rural Development Hoang Trung said the ministry is proposing the Government issue two more decrees on guidelines for issuing codes for growing areas and packaging facilities, and outlining sanctions and penalties in this field. This will provide an important legal basis for more stringent production management./.

Cashew exports predicted to strongly rebound by the year-endCashew exports predicted to strongly rebound by the year-end
Foreign consumers would spend more at the end of the year despite economic difficulties. Therefore, the cashew industry expected exports to increase even more strongly in the last months of the year.

Cashew exports are likely to strongly rebound by the end of the year after significant growth in both volume and value in the past eight months of this year, industry insiders have said.

Data from the Vietnam Cashew Association shows that in August, the country exported nearly 64,000 tons of cashew nuts, earning a turnover of US$343.4 million, an increase of over 38 percent in volume and nearly 32 percent in value.

The latest addition had brought its cashew nut exports over the past eight months of this year up to 400,000 tonnes in total with a value of over $2.25 billion, up 16 percent in quantity and 13 percent in quality.

Raw cashew imports also increased significantly over the past eight months, 21 percent higher than the yearly target, according to the association.

In August alone, the country spent $370.4 million in importing over 367,200 tons of raw cashew, marking yearly hikes of 87 percent in volume and 48 percent in value.

Totally in eight months, raw cashew imports hit 2.18 million tons, worth over $2.56 billion, up 34 percent in quantity and 14 percent in quality year-on-year.

That did not include the amount of imported cashew nuts, the association said, adding that the country imported over 69,300 tonnes of cashew nuts, valued at nearly $391.5 million in the period.

General Secretary of the association Dang Hoang Giang attributed the recent sharp increase in cashew imports to the fact that cashew processing enterprises usually imported raw materials for the whole year with a production rotation of 1-1.5 years.

Because cashew plants were a seasonal crop that only bore fruit once a year, businesses needed to have sufficient raw cashews for processing.

He said importing a high quantity of raw cashews was a big issue as Vietnam owned good processing technology and could make value-added products, thereby creating jobs for local people.

In the past, the cashew industry had a cyclical nature, with export peaks usually occurring in the third and fourth quarters.

The US and EU markets often strongly imported cashew nuts in the third quarter and the first half of the fourth quarter. Meanwhile, markets in the northeast Asian and Asian regions would start importing cashew nuts from the third quarter to the first quarter of the following year.

However, after the outbreak of the Covid-19 pandemic and conflicts in some countries, the cyclical factor was only for reference, he said.

According to Giang, foreign consumers would spend more at the end of the year despite economic difficulties. Therefore, the cashew industry expected exports to increase even more strongly in the last months of the year.

The cashew industry has set a target of reaching $3.05 billion in exports by the year's end.

Pham Van Cong, the association's chairman, said to boost exports to key markets including those that had free trade agreements with Vietnam, it was important to strengthen promotions so that consumers know about Vietnamese cashews.

The association said the Ministry of Industry and Trade should help the industry promote its products at international fairs.

The association would organize a trade promotion program in Japan at the end of this year, the International Cashew Conference in Quang Binh in the first quarter of next year and a trade promotion program in China next year, and it wanted the ministry's support for them under a national promotion program.

It also called for policies to help enterprises improve technology and equipment, speed up digital transformation, invest in intensive processing, grow organic cashews, make cashew shell oil, and diversify exports.

Since Vietnam still imported large volumes of raw cashew for processing, the association called for conducive mechanisms and policies, especially in terms of bank credit, tax and customs./.
