Enterprises, units are operating in the area focus on implementing many solutions, striving to complete the goals, production and business plans (production and business) in 2020 in the context of many impacts due to the Covid-19 epidemic. 
 
After the Covid-19 epidemic had been well controlled in Vietnam, the production and business activities of the enterprise flourished again. 
 
On the afternoon of November 5, 2020, the Delegation of Japan International Cooperation Agency (JICA) led by Mr. Chikahiro Masuda - Chief Representative of JICA Office in Ho Chi Minh City had a meeting and working session with the Provincial People's Committee. Vice Chairman of the Provincial People's Committee - Pham Tan Hoa received and worked with the delegation. 
 
Localities in Long An province are focusing on implementing many measures to increase state budget revenue, ensure to achieve and exceed the annual plan estimate. 
 
According to Long An Department of Industry and Trade, industrial production index in October 2020 increased by 1.13 percent over the previous month and by 15.32 percent over the same period last year. 
 
Over the past time, Long An province has focused on solving problems and difficulties, promoting compensation, site clearance, resettlement to early stabilize the lives of people whose land is acquired for projects, create a clean land fund, hand over the ground to implement the projects and contributed to local socio-economic development.  
 
In the nine months of 2020, there are over 1,200 newly established enterprises in the province of Long An with a total registered capital of over 18,880 billion VND, an increase of 3.7 percent over the same period in 2019 in terms of the number of enterprises. newly established, up 1.3 percent in registered capital. Up to now, the province has over 12,300 enterprises in operation with a total registered capital of 325,700 billion VND. 
 
In the past 5 years, the Party Committee, government, armed forces and people in the province have united, dynamic, creative, innovative in thinking, operating methods; concretize the resolutions and directives of the Party, policies and laws of the State in accordance with the local reality, at the same time promoting the role of the Party leading, the State manages, the people own and build the great block of national unity; actively clearing bottlenecks, making full use of and maximizing potentials and advantages, mobilizing all resources for rapid and sustainable development, thus achieving many important and comprehensive achievements in all fields, created outstanding marks. 
 
The Finance sector of Long An province has made great efforts through reforming administrative procedures associated with the modernization of the industry, solving difficulties for businesses, contributing to stimulating economic growth, creating a solid revenue source for state budget, serving economic development goals.

In 2020, the agricultural economy of Chau Thanh district, Long An province is still developing synchronously thanks to the promotion of the strengths of each region although the weather is complicated, epidemics occur on crops and domestic animals, the effects of drought and saltwater intrusion.

Implementing the project of 2,000 hectares of dragon fruits applying high technology, so far, Chau Thanh has 2,082 hectares with 3,465 households participating.

In lowland communes, farmers raise black tiger shrimp and white leg shrimp. The highland communes focus on planting dragon fruits. Up to now, the whole district has nearly 9,100 hectares of dragon fruit (an increase of 1,017 hectares over the same period), including 8,100 hectares of red intestine dragon fruit, the area for fruit of 7,837 hectares, the output reaches 350,000 tons (an increase of 90,461 tons over the same period of 2018).

Mr. Truong Minh Trung (living in Cau Doi hamlet, An Luc Long commune) said: "My family cultivates 2 hectares of dragon fruit, earning an annual income of 400-500 million VND". Thanks to VietGAP and GlobalGAP processes, with a product off-take contract, dragon fruit output is relatively stable. Long Tri commune has 11 households producing 11 hectares of dragon fruits according to the GlobalGAP process, which is bought by Ngoc Song Chau Company (Ho Chi Minh City) at 25,000 VND per kilo (for main crop), 30,000 VND per kilo (for off-season crop). An Luc Long commune has 4 households which are members of Dragon Fruit Cooperative of Long Hoi, cultivating 4.24 hectares of dragon fruits according to GlobalGAP process, covered by Can Tho Fruit and Vegetable Company for 30,000 VND per kilo (for main crop), 35,000 VND per kilo (for off season).

Mr. Truong Minh Trung (An Luc Long commune) said: "Producing dragon fruits according to GlobalGAP standards is not difficult, must use fertilizers and plant protection drugs according to the list, do not abuse stimulants or pesticides. The last growth stage of the left, when using plant protection drugs, must ensure isolation time. It is important to keep a production log to track product origin".

Mr. Trung added that since signing the off-take contract with Can Tho Vegetable and Fruit Company, every year, after deducting expenses, his profit is from 400-500 million VND per hectares. In 2020, Mr. Truong Minh Trung's dragon fruit production group will have 3 new members to sign a contract with Can Tho Vegetable and Fruit Company, bringing the total to 7 members with 7 hectares of dragon fruits.

Implementing the project of 2,000 hectares of dragon fruits applying high technology, so far, Chau Thanh has 2,082 hectares with 3,465 households participating (reaching 104 percent of the plan). In addition, the district is implementing dragon fruit production according to VietGAP standards for 11 cooperative groups and 1 cooperative with 293.67 hectares, 498 households to participate and continue to request the Department of Agriculture and Rural Development to support the fee for 59 cooperative groups, area of 1,116.63 hectares with 1,889 households participating. In order for Chau Thanh dragon fruit to develop sustainably, in the coming time, the district will accelerate the construction of trademarks and logos for dragon fruits, complete VietGAP certification, certificate of geographical indications and origin of goods, codes, barcodes, and so on to promote trade, find export markets by official lines.

In order to improve the quality of Chau Thanh dragon fruits, the agricultural sector recommends farmers to apply clean production processes and apply high technologies to meet the requirements of the fastidious market./.

On February 8, the Ministry of Health organized an online conference on the treatment and prevention of acute respiratory disease caused by the new strain of novel Coronavirus (2019-nCoV). Deputy Minister of Health - Nguyen Thanh Long chaired the conference. Vice Chairman of the Provincial People's Committee - Pham Tan Hoa chaired at Long An end-point bridge.

Currently, the epidemic has no specific treatment medicines and vaccines so the major methods are supportive and symptomatic treatment. The main preventive measures are early detection and quarantine of cases.

At the conference, delegates were updated on the disease situation in the world and Vietnam; the plan to respond to each epidemic level; the medical division for treatment; the treatment direction and management; the guidance on diagnosis and treatment of nCoV epidemic; the treatment experience of Cho Ray Hospital and Thanh Hoa General Hospital; etc.

WHO Chief Representative in Vietnam - Kidong Park highly appreciated the efforts of the Government and health sector of Vietnam in drastically preventing the epidemic, responding to emergencies, reporting epidemic outbreaks and effectively quarantining cases.

He hoped that all health officials and staff would be updated on epidemic treatment and prevention. He also called on everyone in the world to join hands in responding to the epidemic.

Leaders of the Ministry of Health require the provincial Health sector to proactively control epidemics, re-check patient rooms, build quarantine areas that ensure standards and safety for the patients to avoid cross-contamination; prepare well equipment for district health facilities; announce the list of rapid response teams and hotline to answer people's questions, etc./.

Sugar cane prices are low, so its area is continuously decreasing

According to the Department of Agriculture and Rural Development on the situation of agricultural production in 2020, sugarcane will continue to be unprofitable, dragon fruit trees will only get into losses, some other crops, notably lemon and pineapple get high profits.

According to statistics, in the 2019-2020 crop, the sugarcane area of the province continues to decline sharply, currently only 481 hectares (equal to 10.7 percent over the same period), concentrated in two districts of Ben Luc and Thu Thua. The price of sugarcane sold in the field is very low, about 100,000 VND per ton, farmers are not profitable. The reason why the sugarcane area continues to decline is because the raw material purchasing price is too low, so people switch to other crops.

Dragon fruit from the beginning of the year until now is also not profitable

About dragon fruit trees, the their current planting area is 12,125 hectares (equal to 102.4 percent over the same period), concentrated in Chau Thanh and Tan Tru. In which, the fruit-bearing area is about 10,500 hectares, the yield in the first 9 months is estimated at 251,357 tons. White flesh dragon fruit prices range from 2,000-15,000 VND per kilo, down 10,000 VND per kilo; Red flesh dragon fruit prices range from 3,000-27,000 VND per kilo, down 10,000-17,000 VND per kilo.

According to the assessment, due to the impact of the Covid-19 epidemic and the price as above, from the beginning of the year until now, farmers growing dragon fruit have only lost their capital.

Lemon still gives an average profit of 40 to 150 million VND per hectare per year

Meanwhile, the area of lemon growing in the province has also increased, currently about 11,211 hectares (equal to 103.6 percent over the same period), mainly concentrated in district of Duc Hue and Ben Luc. The lemon area for fruit is about 8,892 hectares, the yield in the first 9 months is estimated at 110,998 tons. The price of lemons with seeds ranges from 6,000 to 22,000 VND per kilo and the price of seedless lemons is from 10,000 to 23,000 VND per kilo.

Although, the price of lemons with seeds decreased by 1,000 VND per kilo and seedless lemons decreased by 7,000 VND per kilo compared to the previous year, but farmers still had an average profit of 40 - 150 million VND per hectare per year. Particularly for some cooperatives and farmers growing seedless lemons and applying science and technology, the profit was estimated at 180 million VND per hectare per year.

Pineapple trees have profits from 20 to 40 million VND per hectare

The pineapple planting area in the province is 920 hectares, mainly concentrated in districts of Thanh Hoa, Ben Luc and Thu Thua. Fruit area is 744 hectares, yield 153 quintals per hectare. Selling price is from 3,000-6,000 VND per kilo, farmers have a profit of 20-40 million VND per hectare.

In addition, some other crops such as yam (planted area is estimated at 2,830 hectares) selling price from 5,000-6,000 VND per kilo, farmers have a profit of 6-9 million VND per hectare. Sesame tree has planted area that is estimated at 2,559 hectares, selling price from 45,000-55,000 VND per kilo, people have profits from 11-15 million VND per hectare.

Cassava has the planting area that is estimated at nearly 2,000 hectares, with the selling price of 2,500-3,000 VND per kilo, farmers have a profit of 10-15 million VND per hectare./.

The plant's products are made from modern technology. Currently, the Plant are manufacturing about 30 vaccine products for most poultry diseases; the product characteristics were proven to be consistent with poultry disease prevention under conditions of Vietnam.

At the meeting, after the Plant management's presentation, Mr. Pham Van Ranh introduced general information on Long An and the agricultural economic development of the province, including poultry farming sector.

In Long An, poultry farming sector is invested by economic sectors with increasing scale; the production process from breeding to processing and consumption is successfully implemented by some enterprises.

Mr. Pham Van Ranh hoped that the management of AVIVAC Production Plant would pay attention to Long An market and effectively coordinate with the veterinary industry of Vietnam and Long An agricultural sector in the promotion, distribution, and guidance of quality vaccines, actively contributing to prevent and control diseases in poultry farming in the province.

According to the report, Vinh Loc II IP covers an area of 225 hectares, of which 155 hectares is eligible for leasing. Up to now, 32 enterprises have invested and run their production and business activities in the IP. Currently, Vinh Loc IP Investment and Construction Joint Stock Company is carrying out procedures to apply for an extension to continue implementing the project.

Chairman of the district People's Committee - Tran Van Tuoi suggested that the company should publicize the project investment information so that local authorities and people could monitor the progress of the project; At the same time, he stressed that real estate business acts will strictly be handled when they do not meet the prescribed conditions. In July 2017, the industrial parks in Long An province attracted 12 new investment projects, including 5 foreign development investment (FDI) projects with an investment amount of USE 11.06 million, hired 0.05 hectares of land and 3,632 m2 of workshops; 7 domestic development investment (DDI) projects with an investment amount of VND 552.9 billion, hired 10.86 hectares of land. In addition, there were 8 FDI projects increased capital by USD 7.06 million.

From the beginning of the year, the industrial parks in the project attracted 75 new projects, including 39 FDI projects and 36 DDI projects with the total new investment amount was USD 75.96 million and VND 3,484 billion. In addition, there were 39 projects adjusted capital, in which 30 FDI projects increased the capital by USD 97.16 million; 09 DDI projects increased the capital by VND 2,737 billion.

Since the establishment of industrial parks so far, the industrial parks attracted 1,262 projects (539 FDI projects and 723 DDI projects) with the investment capital (newly and increased investment) reached USD 3,274 million and VND 61,604 billion. There were 351 projects which hired workshop with the total area of 1,151,224m2. Up to now, the occupancy of industrial parks is 68.47%.

In addition, the border gate economic zone also has a FDI project with the investment capital of USD 65 million and an area of 16.9 hectares (located in the industrial park of the economic zone).

In order to continue attracting investment, the provincial Economic Zone Management Board coordinates with related departments and sectors to provide information on investment and introduce investment environment into industrial parks in the province for foreign organizations, associations and consulates.

Over the past two years, the Provincial Competitiveness Index (PCI) of Long An province has grown tremendously, from 15th position with 60.65 points (in 2016) to 4th position with 66.70 points (in 2017) and 3th position with 68.09 points (in 2018) on the national rankings.

The PCI is an index for measuring and assessing the quality of economic management, the level of convenience and friendliness of the business environment and administrative reform efforts of provincial governments in Vietnam, thereby it promotes the development of the private sector.

The PCI is built from annual enterprise survey data and is published yearly; including 10 component indicators, covering key areas of economic management of provinces and cities related to the development of enterprises. A locality is considered to have good operating quality when it has low market entry cost; easy access to land and stable land use; transparent business environment and public business information; low informal costs; quick time of inspection, examination and implementation of regulations and administrative procedures; fair competition environment; the provincial government's activeness and creativeness in solving problems for businesses; services for supporting business development and high quality; good labor training policies; fairly and effectively dispute settlement procedures, and maintaining security and order.

Over the past two years, the Provincial Competitiveness Index (PCI) of Long An province has grown tremendously, from 15th position with 60.65 points (in 2016) to 4th position with 66.70 points (in 2017) and 3th position with 68.09 points (in 2018) on the national rankings.

This result confirms the belief, satisfaction and recognition of the business community and investors for the continuous efforts of the provincial government in improving the business environment. However, if the province does not continue implementing measures to maintain and promote the high-ranking indexes and seriously overcome the low-ranking indicators, the results in the Top 10 provinces and cities with the best operating quality is also difficult to sustain.

Therefore, in order to maintain and improve the PCI in 2019, the provincial People's Committee drastically directs and manages all levels and sectors to improve the PCI, makes more efforts to build the business environment transparently, friendly, airy and conveniently, build a modern, professional, dynamic administration, best serve people and businesses. In order to continue the maintenance and improvement of the PCI in 2020 and the following years, the province will assign the Department of Planning and Investment to advise the Provincial People's Committee to develop a plan to promote the improvement and enhancement of PCI in 2020, right after the Vietnam Chamber of Commerce and Industry (VCCI) publishes the PCI results of the whole country in 2019 (expected at the end of March 2020). This plan will inherit the advantages of the previous years' plan, and at the same time carefully follow each of the 10 component indicators, assign specific responsibilities to each department, sector and locality for implementation, monitoring and submission responsibility; strive to increase the score of each component index, towards increasing the overall score and raising the provincial PCI rating.

Some key tasks and solutions are as follows:

Firstly, seriously implementing the Government's Resolutions on improving the business environment, improving competitiveness, supporting and developing enterprises.

Secondly, continuing to consolidate, perfect and build e-government, actively applying information technology to serve administrative reform.

Thirdly, further improving the operational efficiency of the public administration model. Increasing the percentage of enterprises registering their business through new methods such as online application and post processing.

Fourthly, paying attention to training and fostering to raise the qualifications and morality of the contingent of cadres, civil servants and public employees to ensure adequate qualifications and capability to well perform tasks in the spirit of supporting enterprises; avoiding harassment, localization, cost and unofficial costs for people and businesses.

Fifthly, striving to improve the quality of handling administrative procedures and clear instructions, minimizing the number of people and businesses to travel many times, overcoming the delay in settling administrative procedures for businesses to quickly complete all the procedures to operate officially.

Sixthly, reviewing in posting, updating construction plans, land use plans, sectoral plans, socio-economic development plans, decisions, policies and administrative procedures, bidding, and so on clearly and transparently for people and businesses to easily access information on the provincial web portal, websites of agencies and units.

Besides, there are 12 adjusted projects which increased by 36.6 million USD and 90 billion VND.

In which, sector I (agriculture, forestry and fishery) increased by 2.17 percent; sector II (industry and construction) increased by 14.65 percent; and sector III (trade and services) increased by 7.5 percent.

The promotion of investment attraction was strengthened to create favorable conditions for businesses. The province focused on implementing solutions to investment in infrastructure of industrial parks and clusters to create more land fund to attract investment in 2019. The review of investment projects and rectification of non-license investments were also strengthened.

In the first 6 months, the number of newly established enterprises and registered capital increased over the same period; domestic investment projects increased in quantity and registered capital.

From the beginning of the year until now, the province has had 898 newly established enterprises with a total capital of VND 14,184 billion; an increase of 16.3 percent in the quantity of enterprises and an increase of 39.48 percent in registered capital over the same period.

Up to now, the province has had 10,907 operating enterprises with a total registered capital of VND 283,676 billion.
