Up to now, the total number of projects registered in the province is 801 projects with the total registered capital of 5,200.2 million USD; of which 469 projects were put into operation with the total investment capital of approximate 3,112 million USD. Now, Japanese enterprises rank the third among 37 countries and territories with foreign direct investment (FDI) into Long An with 131 projects and total registered capital of 422 million USD.

These days, Cass Fruit and Vegetable Preservation Co., Ltd. (located in Hoa Binh Industrial Park (IP) in Thu Thua district, Long An Province) has completed the final stages to operate the smart agricultural storage system in early June 2020.

Director of Cass Company - Quach Thi Le Chan shared that Cass is the first agricultural storage system in Long An as well as Vietnam using fully automatic gas adjustment technology. Cass stands for Controlled Atmosphere Storage System - a storage system in a controlled atmosphere. This is a technology that preserves clean, non-chemical agricultural products, but only changes the atmospheric composition of the warehouse (reducing oxygen, increasing nitrogen and CO2) to reduce the respiration of agricultural products.

At the same time, this technology can destroy or inhibit the growth of microorganisms that are harmful to agricultural products, maintaining the nutritional content of fruits and vegetables. In particular, this preservation environment helps fruits prevent the destruction of bacteria, avoid cross-contamination, prolong the shelf life of agricultural products from 2 to 9 months after harvest. Cass is like a "5-star hotel" for fruits.

Currently, the construction company completes phase 1 of the warehouse system with 2 rooms, each room has 9 floors with a capacity of 4,000 pallets, equivalent to 3,000 tons. Accordingly, room 1 is from 4 - 6 degrees Celsius and room 2 is from 10 - 12 degrees Celsius, suitable for all fruits in Vietnam. Phase 1 is now complete and ready to receive fruits for storage.
After phase 1, Cass continues to build phase 2 of a service chain that resembles a fruit exchange between buyers and sellers. This place will have a larger ground of 5,000 square meters to concentrate large cargo sources with pre-processing, washing, heat treatment, sample quality testing, packaging and so on to serve traders. The enterprise gathers goods to serve big orders, stabilizing sources of goods for domestic business and export.

According to Le Chan, the atmosphere adjustment technology - CA has been used by many advanced countries in the world but in Vietnam it has not been used before due to its high price, people cannot work in an oxygen-free environment. Therefore, the company has combined to use robot systems to overcome this drawback. Robots are used to replace humans in storage, retrieval via the use of control software and store information for containers or packages quickly and accurately. Although Cass is a "5-star hotel" for fruits due to its use of most modern technology, minimizing manual labor, Cass promises to be an attractive destination for farmers, traders and businesses with competitive prices, not different from other cold storage systems in Vietnam.
Sharing more about the reason why Cass was built in Long An IP, Ms. Le Chan was excited that Long An had a favorable position because it easily connects the Mekong River Delta region and Ho Chi Minh City. According to the Agriculture sector, climate change, early drought and saltwater intrusion caused water shortage, in the Winter-Spring crop 2019-2020, in the Southern districts, the productivity of about 3,800 hectares of rice was reduced from 30-60 percent, 990 hectares completely damaged (in 2 districts of Thu Thua and Tan Tru). In the 2019-2020 Winter-Spring crop, the whole province sowed about 227,235 hectares, reaching 99.98 percent of the plan and 98 percent over the same period (down 4,733 hectares). Due to drought, salinity and lack of irrigation water, the districts of Thu Thua, Tan Tru, Can Duoc and Tan An city actively stopped planting this crop; some areas converted to other crops.
The area of the 2019-2020 Winter-Spring crop decreased but productivity and price increased, so the profit increased. The average profit was estimated at 15-20 million VND per hectare, an increase of more than 2-3 million VND per hectare compared to the 2018-2019 Winter-Spring crop.
The whole province harvested 226,245 hectares of Winter-Spring rice; dry productivity was estimated at 64.6 quintals per hectare, an increase of 1.2 quintals per hectare; the output was estimated at 1.46 million tons, down about 9,200 tons compared to the 2018-2019 Winter-Spring crop (due to the reduction of area and loss of 990 hectares), reaching 54 percent of the plan in 2020 (2.7 million tons).
Besides, the planting of some other crops was relatively stable; in 2019, the whole province changed over 2,500 hectares of rice to other crops (dragon fruit, jackfruit, coconut, grapefruit, durian, and so on).

In order to achieve a rice production of over 2.7 million tons in 2020, the province plans to sow about 217,640 hectares with an output of over 1 million tons in the Summer-Autumn crop; about 47,200 hectares with an output of over 222,000 tons in the Fall-Winter crop.
As scheduled, the 2020 Summer-Autumn calendar schedule consists of 3 phases, in which, the first phase is from April 15 to April 25, the second phase is from May 13 to May 23, and the third phase is from June 13 to June 25. In order to avoid damage, the areas that cannot control water sources do not sow before the rainy season. Rice varieties should be grown in accordance with changes in water resources and saline intrusion such as OM 4900, OM 5451, Sticky rice, Dai Thom 8, RVT, Nang Hoa 9, ST, OM 6976, etc. In areas where alum and saltwater are affected, rice varieties such as AS996, OM 5451, OM 6976, etc. should be used.

Bac Giang, Bac Ninh, Binh Duong, Dong Nai, Hai Duong, Long An, Tay Ninh, and Thai Nguyen provinces and Hai Phong, Hanoi and Ho Chi Minh City accounted for exports of 49.35 billion USD between them.
Tay Ninh was a new entrant to the club after managing to increase shipments by 10 percent year-on-year to 1.094 billion USD.
Meanwhile, HCM City became the first locality ever to exceed 10 billion USD worth of exports in a quarter, according to the General Department of Customs. Its exports were up 14.6 percent and it accounted for 16.6 percent of the country's total exports.
Hai Phong and Bac Ninh reported impressive increases, the former's by nearly 1.05 billion USD to 3.92 billion USD, the second highest after HCM City.
The country's second biggest exporter, Bac Ninh, saw shipments rise by 450 million USD to 8.06 billion USD.
Hanoi and Thai Nguyen bucked a trend of rising exports.
The latter's dropped by over 400 million USD to 6.95 billion USD.

The following is the full text of the speech delivered by Party General Secretary and State President Nguyen Phu Trong at the ceremony held in Hanoi on February 3 to celebrate the 90th founding anniversary of the Communist Party of Vietnam (February 3,1930 - February 3, 2020).
Dear comrades and compatriots,
In the jubilant atmosphere of the whole nation rejoicing at the momentous achievements recorded in 2019 and welcoming the Year of the Rat 2020, today in Hanoi – "A-Thousand-Year Cultured and Heroic" Capital City and "The City for Peace" – we are solemnly celebrating the 90th anniversary of the founding of the glorious Communist Party of Vietnam (February 3, 1930 – February 3, 2020).
On behalf of the Party Central Committee, I would like to extend my warmest greetings, most heartfelt regards and best wishes to incumbent and former Party, State and Vietnam Fatherland Front leaders, veteran revolutionaries, Vietnam Hero mothers, distinguished guests, all comrades and compatriots across the country, and overseas compatriots.
Dear comrades and compatriots,
The many-thousand-year-long history of our nation has proved that the love for the country, the preservation of the country, the resolute fight against foreign invasion, and the defense of national independence, sovereignty and unification constitute an extremely precious tradition of our people.
Building on this tradition, since the mid-19th century when our country was invaded by the French colonialists, never subjugated to slavery, our people had kept rising up in continual and forceful patriotic movements characterized by multiple paths and tendencies, ranging from national salvation paths chosen by scholars to rebellions by peasants and bourgeois-styled revolutionary paths, etc.
However, despite their staunchness, wholeheartedness and immense sufferings, all those movements ended in failure due to historical limitations, most notably the lack of a judicious line. A new path was dictated by history.
In 1911, the young patriot Nguyen Tat Thanh (our greatly beloved Uncle Ho) set out for a new path to save the country and fight for national independence.
Driven by eminent and ardent aspirations, He came to Marxism-Leninism and found in this revolutionary doctrine the right path for national salvation – that of proletarian revolution.
Throughout the many years of intensive travels and activities overseas, He persisted in studying, learning and creatively applying Marxism-Leninism and incrementally disseminated it to Vietnam, while strenuously preparing conditions necessary for the establishment of a genuine revolutionary party. Convened in Kowloon, Hong Kong on February 3, 1930 and chaired by Him (alias leader Nguyen Ai Quoc), the communist merger Conference made a decision to merge the then Vietnamese communist organizations into a single political party which was named Communist Party of Vietnam. That was a monumental historic turning-point, putting an end to the protracted crisis in the organization and guidelines of the Vietnamese revolution.
That the Communist Party of Vietnam was born resulted from the convergence of Marxism-Leninism on the one hand and the workers' and patriotic movements on the other, attesting to the Vietnamese working class's maturity and capacity to shoulder the historic mission of leadership over the revolution.
The Party's first Political Platform adopted at this founding Conference identified the fundamental path for the Vietnamese revolution that met the urgent demand of the nation and the impassioned aspiration of the population
Within a mere 15 years since its founding, in flesh-and-blood bond with the population, and enjoying their full support and trust, our Party led the national liberation movement and conducted three revolutionary high-tides: the 1930-1931 high-tide that culminated in the Nghe-Tinh Soviet movement, the 1936-1939 high-tide demanding social welfare and democracy, and the 1939-1945 national liberation revolutionary high-tide, so that in 1945, when the time for the revolution was ripe, the Communist Party of Vietnam led the entire Vietnamese nation to the landslide victory of the August 1945 Revolution and the establishment of the Democratic Republic of Vietnam on September 2, 1945 (whose 75th anniversary we are celebrating this year).
Hardly had the Democratic Republic of Vietnam been born when the revolution was to face numerous difficulties and challenges, among them simultaneous confrontation with a three-fold enemy, namely hunger, illiteracy and foreign invasions.
In such a time of great peril, the Party led our people through the situation which was "hung by a hair," unyieldingly safeguarding and building the infantile government, while proactively making all-round preparations to embark upon the war of resistance against the French colonialists.
In keeping with the line of an "all-people," "all-sided," "long-term" and "essentially self-reliant" war of resistance, and building on the promoted tradition of all-nation unity and patriotism, our Party led the people to successively defeat all of the enemy's aggressive schemes and plans. Of special significance was the triumphant 1953-1954 Winter-Spring Operation, with its culmination being the historic Đien Bien Phu victory that "resounded over the five continents and shook the globe," and that drove the French colonialists into signing the Geneva Accords in 1954, thus ending their war of aggression against Vietnam.
From 1954 to 1975, our country was divided into two parts. Under the leadership of the Party, the North exerted great efforts to build socialism while devoting all of its energy to fulfilling the duty of a great rear to the great frontline. The people of the South continued their undaunted struggle for national independence and reunification.
Imbued with the spirit "We would rather sacrifice all than surrendering our country and being enslaved" and "Nothing is more precious than independence and freedom," following the Party's sound and creative guidelines, and thanks to the entire nation's aggregate strength, our armed forces and people successively defeated the American imperialists' war strategies, completely liberated the South, and reunified the country on April 30, 1975.
This victory will "be written in the history of our nation eternally as a most glorious page and an illuminating symbol of an all-winning victory of revolutionary heroism and human wisdom, and go down in world history as a great feat of the 20th century and an event of pivotal international importance and profound epoch-making magnitude" (whose 45th anniversary we are celebrating this year).
While having to work to urgently address extremely grave war aftermaths, the Vietnamese people continued to confront newly staged wars. Under the Party's leadership, our armed forces and people focused on socio-economic restoration while fighting to defend our borderlines and safeguarding our sacred national independence, territorial integrity and sovereignty. All the while, we succeeded in fulfilling internationalist obligations of helping the Cambodian people escape from genocide and revive their nation.
In the face of the emerging needs of national development and in a bid to redress the shortcomings caused by the centrally-planned subsidy-based bureaucratic mechanism which resulted in post-war socio-economic crises, and basing itself on reviews of the population's initiatives and innovations in reality, the Party embarked upon phasing in Doi Moi (Renewal) of agriculture and industry, first and foremost of theoretical thinking about socialism, and came to gradually shape the National Doi Moi policy.
Having deeply analyzed the country's situation, and after a practical exploratory and testing process, in the spirit of "looking straight into the truth, evaluating correctly the truth, and telling the truth in a black-and-white manner," the 6thNational Party Congress in December 1986 charted out the policy of Comprehensive National Doi Moi, marking an important watershed in the transition to socialism in Vietnam.
The Doi Moi policy's enactment met the demand of historical realities, demonstrating the Party's firm willpower and innovative thinking, and opening up a new period of development for the country.
Following the 6thNational Congress, the Party step by step improved and concretized the Doi Moi policy the basic and core substance of which was expressed in the Political Platform on National Construction in the Period of Transition to Socialism (the 1991 Platform and the amended 2011 Platform) and other important Party documents adopted by subsequent successive Party Congresses.
The 1990s witnessed the Communist Party and people of Vietnam surmounting the challenges arising from the collapse of the real socialism model in the Soviet Union and Eastern European countries, remaining unswerving and taking steady and creative steps on the path to socialism in a way suitable to Vietnam's specific conditions and characteristics.
The Party Central Committee has between the 6th and 12th Tenures adopted a great many resolutions on the fundamental and crucial issues of the Party as well as on the development of the country. These documents have been then institutionalized by the National Assembly into the legal system and laws, hence an increasingly synchronized and appropriate legal foundation for the Doi Moi process. They have been further concretized by the Government into specific mechanisms, policies and solutions in service of the management, governance and administration over national construction and development.
In defining and determining the Doi Moi policy, our Party has always firmly grasped and innovatively applied the basic tenets, viewpoints and dialectical materialist methodologies of Marxism-Leninism, Ho Chi Minh Thought and practical local and foreign experiences, properly tackled such basic relations as those in the development of a socialist-oriented market economy; the building of a socialist law-governed State "of the people, by the people and for the people;" the close-knit combination between Doi Moi in the economic sphere and Doi Moi in the political sphere, as well as between economic growth and the realization of social progress and equity; the effective combination between socio-economic development and national defense and security, between national construction and national defense, between national independence and autonomy on the one hand and proactive and active international integration on the other, as well as between the Party's leadership, the State's governance and the people's ownership, etc. And all this has been done in a manner free from lopsidedness, extremism, wishfulness or switching from one extreme to another.
As reality has shown, Vietnam has after nearly 35 years of Doi Moi transformed itself from being an underdeveloped country with an outdated material-technological base, backward socio-economic infrastructures, and a low level of development into a middle-income developing country, with its culture and society continuously developed, its population's material and spiritual living standards improved, breakthroughs in Party-building and the building of political system achieved, its all-nation unity unceasingly consolidated, its political and social situation stabilized, its national defense, security, independence and sovereignty firmly maintained, and its status and prestige in the international arena increasingly elevated.
Today's home to a nearly-100 million-strong population with a per capita income of 2,800 US dollars, Vietnam has acceded to virtually all international organizations and become an active and responsible participant in the activity of the international community.
Elected in a recent United Nations General Assembly session with a record high number of votes, almost unanimously, Vietnam has now been serving for the second time as a non-permanent member of the United Nations Security Council.
In view of the great achievements attained, we are well-grounded to confirm that never has our country enjoyed such fortunes, potential, status and prestige as they are today.
Comrades and compatriots,
The rich and vivid reality of the Vietnamese revolution over the past 90 years has demonstrated that the judicious and clear-sighted leadership of the Party is the primary determinant of all victories of the revolution and a great number of extraordinary achievements in Vietnam.
In parallel with that, in exercising its leadership over the revolution, our Party has become tempered and increasingly mature, worthy of its role and mission as the leader of the revolution as well as of the people's trust and expectation.
Such a reality affirms this one truth: In Vietnam, there is no other political force than the Communist Party of Vietnam that has adequate mettle, wisdom, experience, prestige and capability to lead the country through all hardships and trials, and bring our nation's revolutionary cause from one victory to the other.
Also in this process, our Party has accumulated and synthesized many invaluable lessons, and forged the glorious traditions which we are now responsible for preserving and bringing into full play. It is the tradition of infinite loyalty to the national and class interest, and persistence in the goal and ideal of national independence closely linked with socialism based on Marxism-Leninism and Ho Chi Minh Thought.
It is the tradition of solid maintenance of independence and autonomy in guidelines; firm grasp, creative application and development of Marxism-Leninism, and due reference to international experience with a view to working out sound policies and organizing the effective execution of revolutionary tasks.
It is the tradition of flesh-and-blood bond between the Party and the people, and consistent idea of serving the people as both raison d'etre and goal in life and work. It is the tradition of unity and unanimity, close-knit organization and discipline, and strictness and transparency based on democratic centralism, self-criticism, criticism and comradeship. It is the tradition of faithful and crystal-clear internationalist solidarity built on lofty principles and goals.
Looking back on the 90-year journey of building, combat, and growth of the Communist Party of Vietnam, and at this sacred moment, we express our boundless gratitude to the heavenly merits of President Ho Chi Minh, the genius Leader of our Party and people, the great Teacher of the Vietnamese revolution, Hero of National Liberation, and Man of Culture.
He devoted his entire life to our people and country, led our Party and people to resounding victories, and brought "glory to our nation, our people, and our Homeland."
The more developed our country becomes and the greater our people's affluence and happiness are, the more evident it demonstrates that President Ho Chi Minh's thought, life's work, morality and style constitute an invaluable treasure and the guiding torch for our nation to steadily step towards the future.
We will forever remain grateful to the tremendous contributions of past leaders and millions of heroes and fallen soldiers, those outstanding men and women who bravely gave their life for the Homeland's independence, freedom, sovereignty, unification, and territorial integrity, for socialism and in the name of lofty internationalist obligations.
We express our deep gratitude to veteran revolutionaries, families of fallen soldiers, Vietnam Hero Mothers, wounded and ill veterans, families with meritorious service to the nation, and all compatriots and male and female combatants for their valiant fight and sacrifice, creative work and colossal contributions to our nation's glorious revolutionary cause.
With all modesty of revolutionaries, we can still say, "How great our Party is! How heroic our people are!"
We will forever engrave in our hearts and be deeply grateful for the valuable support and help that the people of the fraternal socialist countries, progressive forces, and friends all over the world have extended to our past struggle for national liberation and reunification as well as our present cause of national construction and defense.
Dear comrades and compatriots,
At the moment, our entire Party, people and armed forces are making all-out efforts to implement the Party Platform and State Constitution; push forward in a comprehensive and concerted manner the Doi Moi undertaking, and national industrialization and modernization; develop a socialist-oriented market economy; effectuate openness and international integration; and put into practice the dual strategic task of building and firmly safeguarding the Homeland, for the goal of a prosperous people, a strong, democratic, equitable, and advanced nation.
This is an enormous revolutionary undertaking, or in Uncle Ho's words, "a gigantic struggle," yet full of difficulties and complexities. The international and domestic context has presented us with numerous difficulties and challenges, apart from advantages and opportunities. We are encountering a host of emerging issues and extremely complicated developments to be addressed.
All this requires our entire Party, people and armed forces, more than ever, to maximize our patriotic and revolutionary traditions, the sense of unity and responsibility, and endeavor to overcome all difficulties and challenges in order to build ours an ever more prosperous and beautiful Homeland.
The resilient and innovative efforts by the entire population as well as by each and every industry, locality and economic sector are of critical importance to our national development.
It is imperative for our Party to exert utmost efforts to bolster Party building and rectification, for the Party to be increasingly clean and strong, and to successfully fulfill its responsibility as the vanguard exercising leadership over the revolutionary cause in the new period.
Since its 12th National Congress, our Party has devoted significant time and effort to Party building, considering this a key task. More recently, the entire Party has involved in Party building and rectification in line with the Resolutions of the 4th Central Committee Plena (the 11th and 12thTenures), scoring initial crucial outcome and experience, contributing to preventing and repelling to a certain extent negative practices, while enhancing the Party's leadership capacity and combat capability.
However, much remains to be done in Party building, particularly in fighting against the degradation of political ideology, morality, and lifestyle; manifestations of "self-evolution" and "self-transformation"; and corruption, wastefulness, red tape, and detachment from the population, etc.
Hostile forces are still seeking all means to undermine the revolutionary cause of our people; try to distort and slander our Party and State; directly strike at our Party's ideology, Platform and political guidelines; and incite and sow division within the Party as well as between the Party and State on the one hand and the people on the other, aiming at disintegrating our Party and system from the root and from within. This is extremely insidious and dangerous.
Today's general direction in Party building and rectification is to continue to promote the good traditions; firmly preserve and enhance the Party's revolutionary and vanguard nature; build ours a truly clean and strong Party in terms of politics, ideology, morality, organization, and personnel; innovate its leadership mode; and strengthen the flesh-and-blood bond between the Party and the people to ensure that our Party is adequately capable of leading our country along the line of uninterrupted development.
With ours being the party in power, operating in an environment of market economy development, openness and international integration, in which Party cadres and members hold many high responsibility positions and consequently in constant contact with the inducible temptation of money, wealth, power and personal interests, it is all the more necessary for us to attend to firmly upholding the Party's revolutionary and vanguard nature.
Without profound awareness of this, and without active and tenacious self-training and learning efforts, Party cadres and members would easily fall victim to degeneration and denaturation. The preservation of the essence of our Party – a Communist Party, a genuine revolutionary party working for the cause of the working class and the nation, in the interest of the people – is a basic issue of paramount importance.
President Ho Chi Minh once warned, "A nation, a party, and an individual with greatness and huge charisma yesterday may not surely enjoy the same affection and commendation from the people today and tomorrow, if their minds and hearts are no longer pure, and if they fall into individualism."
The Resolutions on Party building adopted by the 4th Party Central Committee Plena (the 11th and 12th Tenures) affirm the necessity to actively, resolutely and vigorously build and rectify the Party in order to bring about an ever more visible change across the board, prevent and repel ideological degradation, and consolidate the steadfastness in the revolutionary aims and ideals; to strengthen unanimity in willpower and action; to fortify party organization; to forge an ever closer attachment to the people; and to promote the Party's leadership capacity and combat capability. These are considered matters of life and death to our Party and our system.
A genuine revolutionary party with sound guidelines, a close-knit organization, and a contingent of party cadres and members, who are clean, exemplary, dedicated, and attached to and supported by the population, enjoys power invincible and uncheckable by any force as it leads the nation forward.
Dear comrades and compatriots,
This year, we are celebrating the Founding of our Party at a time of great significance: The year 2020 is the concluding year of the 12thTenure, when party congresses at different levels are held in the run-up to the 13th National Party Congress, anniversaries of various political events of extraordinary importance celebrated, and Vietnam's roles as the ASEAN Chair and a non-permanent member of the United Nations Security Council performed.
The international and domestic landscape brings about many opportunities and advantages as well as hardships and challenges, requiring utmost efforts and strong determination from our entire Party, people and armed forces with a view to successfully accomplishing the tasks set for 2020, the core of which includes the fulfillment to the greatest extent of socio-economic development tasks, the betterment of macroeconomic stability, the furtherance of the strategic breakthroughs, the restructuring of the economy in conjunction with the innovation of the growth model, the ensuring of social security and welfare, and the improvement of the people's living standard.
National independence, sovereignty and the peaceful and stable environment for national development must be firmly maintained and foreign relations energetically bolstered. Efforts must be focused on successfully organizing Party congresses at various levels in the run-up to the 13th National Party Congress, in association with the continued implementation of the Resolutions of the 4th Party Central Committee Plena (the 11th and 12th Tenures) on Party building; Instructive No. 05 of the Politburo on pressing ahead with the studying and following of Ho Chi Minh Thought, morality and lifestyle so as to foster ever more vigorous development in Party building and rectification.
Filled with joy and pride, we strongly believe that the Communist Party of Vietnam will fulfill outstandingly its heavy tasks. Our entire Party, people and armed forces will endeavor with joint efforts and single-mindedness for a peaceful, unified, independent, democratic, prosperous, and strong Vietnam, marching steadily toward socialism.

In an interview granted to the Vietnam News Agency, Chairman of the Vietnam Chamber of Commerce and Industry (VCCI) Vu Tien Loc said Vietnam has a chance to step out of the downturn caused by the pandemic earlier than other economies.
Despite budget difficulties, the Government has put in place solutions and policies on fiscal, credit and social security to support businesses and people amid the impacts of the pandemic, he stressed.
Loc underlined the importance of gradually resuming activities in the domestic market through stimulating demand and circulation of goods given that exports are yet to recover.
Nearly 800,000 businesses and millions of business households and individuals are being affected by the disease, Loc said, adding that many businesses have closed, dissolved or scaled-down production.
According to Loc, millions of workers are at risk of losing their jobs.
The re-opening of the domestic market is an urgent need as well as a big opportunity for Vietnam to recover its economy, he said.
He urged the Government to repromote the "Vietnamese people give priority to using Vietnamese goods" campaign, thus helping the business community to tap into the domestic market of nearly 100 million people.

Therefore, farmers trust the cooperative group; the profit of each hectare is over 200 to 300 million VND per year.
According to the representative of the cooperative group - Mr. Nguyen Van Siem, when joining the cooperative group, farmers are instructed on the method of planting following high technology and GAP standards. Dragon fruit productivity of the cooperative group is always higher than neighboring areas.
"In addition to the members in Binh Xuyen hamlet, the cooperative group also has many members in other hamlets in Binh Quoi commune. Introducing to the Government mission delegation, Chairman of the Board of Directors of Dong Tam Group - Vo Quoc Thang said that Long An International Port was a project in a complex of 4 project areas with a total scale of 1,935 hectares, including the Long An International Port; Long An Southeast Asia Industrial Park; Long An Southeast Asia Industrial Services Area; and Long An Southeast Asia Urban Area.
In particular, Long An Port covers an area of 147 hectares, invested in three phases with a total capital of nearly 10,000 billion VND, including 7 wharves with a capability of receiving ships of up to 70,000 DWT with a total dimension of the 1,670 meters in length from the beginning of Pier 1 to the end of Pier 7; 7 barge wharves; warehouse system, bonded warehouse; container yard system and other extra works. All items are being urgently deployed to build on the progress of completion in 2023.
Particularly, the warehouse area for storage at the Port is 400,000 square meters, serving the needs of transporting and storing agricultural and fishery goods of the Mekong River Delta region and a gateway for enterprises in the South to import and export, pack and distribute goods by road, sea or inland waterways.
Long An Province has invested in constructing Provincial Road 830 connecting Long An International Port to the districts of Can Giuoc, Can Duoc, Ben Luc, Duc Hoa, Duc Hue and most industrial parks in the province; Besides, the Ben Luc - Long Thanh Expressway Project (belonging to the North - South Expressway) will be opened by the end of 2020, connecting 4.89 kilometers of expressway through Long An province in Ben Luc and Can Giuoc districts, with 24.92 kilometers through Ho Chi Minh City via districts of Binh Chanh, Nha Be and Can Gio and 27.28 kilometers through Dong Nai province via districts of Nhon Trach and Long Thanh, this helps inter-western traffic and southeast region without going through Ho Chi Minh City, the route will connect directly with the network of highways - national highways, seaport system with Long Thanh international airport. At the same time, it contributes to reducing traffic pressure on National Highway (NH) 1 and NH51, shortening travel time from Long An Province to Ho Chi Minh City, Dong Nai, Ba Ria - Vung Tau. In addition, the expressway will connect with the Bien Hoa - Vung Tau expressway to form part of the southern economic corridor of the Greater Mekong River Subregion extending from Bangkok via Phnom Penh, Ho Chi Minh City - Vung Tau. It can be said that Long An Port is the center of the Mekong River Delta with international connections.
Mr. Vo Quoc Thang - Chairman of the Board of Directors of Dong Tam Group added: "Long An International Port with a complex includes urban area, seaport service and utilities to meet the package needs of businesses to come and invest. Up to now, 3 wharves have been constructed with a length of over 600 meters. In March 2020, it will continue to build wharf No. 3 and in 2021 continue to build wharf No.7 - welcoming ships with a tonnage of over 70.00 DWT".
Speaking at the working visit, the Standing Deputy Prime Minister - Truong Hoa Binh suggested that, besides the port services, Long An International Port needs to pay attention to providing logistics services bringing added value to customers. At the same time, Deputy Prime Minister noted that Long An province should invest well in planning, attracting resources for transport infrastructure investment in the coming time. Long An International Port should develop 2 more wharves, bringing the total number of wharves to 9; When completed and put into operation, it is not only valuable for trade and transportation of goods, but also one of the attractive destinations, especially cruise ship. Long An International Port needs planning and development to be able to accommodate large foreign vessels.
Minister of Transport - Nguyen Van The noted that, along with the expansion and development of Long An International Port, it is necessary for Long An province to develop the transport infrastructure system simultaneously and avoid the overload in the coming time.
On this occasion, Chairman of Long An Provincial People's Committee - Tran Van Can proposed to the Government and functional agencies to support Long An to develop synchronously the transport infrastructure system connecting the Southern key economic region, exploit the potential and advantages of Long An.

On November 15th, Vice Chairman of Provincial People’s Committee – Nguyen Van Duoc had the working meeting with the representatives of Itochu Vietnam Co., Ltd and Dole Asia Company to study about the investment market in agricultural sector in Long An Province. The meeting had the participation of the leaders of the departments, sectors of the province.
Itochu Corporation was established in Japan and has been existed and developed for more than 150 years. Being a trading company, Itochu is specialized in activities relating to international, domestic trading, import/export of the goods such as garment, clothes, energy, machinery, construction, food etc. In 2013, Itochu acquired the global canned food sector from Dole and Asian fresh fruits from Dole Food Company. At present, the whole province has about 600 ha of banana, and only in Duc Hue District, there is an enterprise (Huy Long An Co., Ltd) owned by Mr. Vo Quan Huy investing in more than 40 ha and this company is planning to expand the planting area to 150 ha; banana products of the enterprise have been exported to many countries such as Japan, China etc. In addition, Vice Chairman also shared information about other trees which are suitable to the natural conditions of the province such as pineapple, dragon fruits and lemon for the investor to study more.
Vice Chairman expressed the warm welcome to the company for selecting the right location for investment. He also confirmed that Long An has sufficient land fund and is willing to create the most favorable conditions for the domestic and foreign investors to implement successfully their projects with the slogan: Your difficulties are also ours and your successes are also ours".

The announcement ceremony of exporting the first batch of Vietnamese clean chicken to the Japanese market marked an important event for Vietnamese agriculture and De Heus link chain, including: Bel Ga JSC as the breeder supply unit; De Heus Group providing chicken food; Hung Nhon Group presenting standard chicken farms; Koyu and Unitek Co., Ltd as the unit of purchase, slaughter and export of chicken.
Long An International Port officially signed a strategic partnership with De Heus link chain, a chain in the value chain.
Long An International Port conducts logistics (trading) services for the export to meet international regulations and standards on the timing and chicken storage during transport process, from transportation, customs clearance, international freight at processing plants in Vietnam to carrying out procedures, transport and distribution to plants and distribution sites in Japan and other countries.

Development of processing industry is considered as a breakthrough in the agricultural restructuring scheme, the most optimal way to increase the added value of products. Over the past time, Long An’s agricultural, forestry and fishery processing industry has basically met the requirements of material production and consumption markets, especially export markets.
Long An is located in the Southern key economic region with the exciting development of construction industry and urban areas. With the advantage of agricultural development, in which rice is the main crop of the province with a cultivated area of over 500,000 hectares and an output of 2.7-2.8 million tons/year; dragon fruit with an area of 11,700 hectares and an output of nearly 310,000 tons; lemons are mainly seedless lemon with an area of nearly 10,000 hectares and an output of over 156,000 tons. Besides, the province has more than 1,320 hectares applying VietGAP process in rice, vegetable, fruit production and aquaculture.
According to Vice Chairman of the provincial People's Committee – Pham Van Canh, there are currently more than 200 agricultural product processing enterprises in the whole province. Specifically, in terms of rice, there are about 115 milling and processing enterprises investing in modern production lines with large processing capacity and storage, of which, more than 20 enterprises are eligible for direct export to fastidious markets. In terms of vegetable and fruit processing, there are more than 20 enterprises with modern production lines using fresh vegetables and fruits. A number of typical products such as products made from dragon fruit, lemon, yam, pineapple, peanut, etc.
According to Mr. Canh, although the province has a large number of processing enterprises, agricultural warehouses, raw material sources with various types of products, but the quality of raw materials has not met the requirements; the contracts for linking production, consumption and processing of products have not been implemented; people are short of capital for production and market information, so they follow traditional practices and experiences, leading to scarcity of raw materials or excess of products sometimes resulting to price fluctuations. Most of processing enterprises produce raw products, lack of deep processing, so the added value is not high.

At present, different models of high-tech application in agricultural production in the Mekong delta province of Long An proves efficient. However, there exists problems in policies to encourage businesses to use technological advances in agriculture; therefore, it needs changes.
Technology innovation in agricultural development in combination with high- tech application in agriculture is the right direction
According to the annual summary report of the Ministry of Science and Technology (MOST), in 2017, science as well as technology themselves had an active role in restructuring the agriculture sector, helping the countryside not only to gain a new appearance but also to increase performance and quality while boosting exporting ability.
Therefore, technology innovation in agricultural development in combination with high- tech application in agriculture is the right direction for Vietnam to increase productivity, quality and value of agricultural products.
Thanks to technology adoption, farmers both make high quality competitive agricultural produces in the domestic and in the globe as well as relevant agencies pay attention to them; thenceforth, farmers feel secured to produce.
Initially, hi-tech agriculture models reaped good fruit in some localities. Farmers are confident to apply technology in agriculture production after training courses and the government's support.
Director of the cooperative No.12 in village No.4 in Long Khe Commune in Can Duoc District Le Van Giay said adoption of technology in agriculture production makes farmers enable to sell produce at reasonable price; plus they can avoid hostile bid.
Additionally, technology application helps to increase agricultural productivity with average profit of VND50 million ($2,200) per 1,000 square meter of vegetables a year.
Member of the cooperative Tran Van Tan said eagerly for tens of years, planting veggies had not been facilitated like now. Using technology in agriculture production has helped saving fertilizer, water; hence, production costs reduce while farmers received timely support from the government.
Party Secretary in Can Duoc District Nguyen Viet Cuong informed last time technology application in agriculture production gets good results since the Party and the government always take heeds to the matter by sending agriculture staffs from the relevant agencies to provide timely assistance to farmers. Policies to support people have been implemented in time.
However, the piloted models of high-tech application have not satisfied residents' demand. In next time, the district administration will have additional models such that and create favorable condition so that locals can get assess to technological and scientific applications in agriculture production in order to increase productivity and profits.

According to Deputy Director of the Department of Agriculture and Rural Development Dinh Thi Phuong Khanh, the program to develop adoption of technology in agriculture production still lag well behind the need. Especially, coordination between agencies with unions and localities is tardy in increasing information and the Party and the government's decrees and policies to residents.
Though agriculture infrastructure is invested, several localities have not fully met the requirements including traffic and irrigation system, electricity for pumping.
Some cooperatives work effectively, others are not because some people thought to join in cooperative to receive the government's support. Some agriculture models applying technology prove efficient yet the multiplication of the models encountered difficulties because people's contribution to the models is high with 70 percent while the government just support 30 percent.
Plus, the government has not adopted encouragement policies to carry out the program deeply and to emply advanced technologies.
Director of Hung Phu Cooperative in Khanh Hung Commune in Vinh Hung District Luu Van Hoai said hi-tech farms offer farmers more opportunities in production. Nevertheless, there are just a few the piloting models and the government's support is limited.
In addition, Mr. Hoai said, farmers get difficulties to access to some impractical policies which are barriers for cooperatives and local governments. Furthermore, policies to encourage enterprises to purchase agricultural produce are adopted for some cases; therefore, farmers have no choice but sell produce to traders who put in hostile bid.
Subsequently, the government should increase support and piloting models to multiply in all districts across the country as well as adopt policies to encourage enterprises to purchase farmers' produce. One such, models of hi-tech adoption in agriculture is sustainable and successful, Mr. Hoai added.
To push up the hi-tech in agricultural application, experts said that it needs reforms in policies such as preferential land fund, infrastructure, and changes in planning zones for agriculture with hi-tech application on the basis of supply-demand.
Moreover, the government should predict social demand and future need for farmers to invest with attention to hi-tech farms which cultivate the country's key produce. Infrastructure in such hi-tech farms must be on the top of priority.
For credit policies and beneficiaries, it needs to have different regulations for hi-tech adopted farms of households, cooperatives and enterprises.
Director of Huy Long An Company Vo Quan Huy said to attract investors in hi-tech farms, the province authorities need to facilitate paperwork as well as ensure that all investors are eligible for land support, taxation, VAT, training cost, research and development and piloting production.
Moreover, director Huy continued the government should have incentive program; for instance, investors are eligible for loans with low interest from 0.5-1.5 percent both to encourage investors and ensure commercial banks work as per market mechanism; besides, investors can give farms and greenhouses as security for the loan for further investment.
Vice director of the Department of Agriculture and Rural Development Dinh Thi Phuong Khanh said that at present, in addition to developing more hi-tech farms in the province, local administrations also carried out preferential policies to draw investors' attention to pour capital into the sector. Along with this, the province take heeds to zone agriculture land applying hi-tech with the aim to facilititate investors.
Several investors who seek opportunities in Long an province have asked loans from the government's credit package of VND100,000.
Additionally, the province issued policy to support enterprises in the field of hi-tech agriculture such as support half of equipment cost to increase productivity, hi-technology transfer, new technology adoption, project-making cost. The government will also support warehouse construction cost and packaging with maximum of 30 percent of total expenditure or not exceeding VND2 billion a project./.
