On February 8, the Ministry of Health organized an online conference on the treatment and prevention of acute respiratory disease caused by the new strain of novel Coronavirus (2019-nCoV). Deputy Minister of Health - Nguyen Thanh Long chaired the conference. Vice Chairman of the Provincial People's Committee - Pham Tan Hoa chaired at Long An end-point bridge.
Currently, the epidemic has no specific treatment medicines and vaccines so the major methods are supportive and symptomatic treatment. The main preventive measures are early detection and quarantine of cases.
At the conference, delegates were updated on the disease situation in the world and Vietnam; the plan to respond to each epidemic level; the medical division for treatment; the treatment direction and management; the guidance on diagnosis and treatment of nCoV epidemic; the treatment experience of Cho Ray Hospital and Thanh Hoa General Hospital; etc.
WHO Chief Representative in Vietnam - Kidong Park highly appreciated the efforts of the Government and health sector of Vietnam in drastically preventing the epidemic, responding to emergencies, reporting epidemic outbreaks and effectively quarantining cases.
He hoped that all health officials and staff would be updated on epidemic treatment and prevention. He also called on everyone in the world to join hands in responding to the epidemic.
Leaders of the Ministry of Health require the provincial Health sector to proactively control epidemics, re-check patient rooms, build quarantine areas that ensure standards and safety for the patients to avoid cross-contamination; prepare well equipment for district health facilities; announce the list of rapid response teams and hotline to answer people's questions, etc./.

From the beginning of 2020 up to now, while some other crops in Long An province have not made profits or even lost their capital, lemon trees still have high profits, even though their prices are lower than the same period.
Sugar cane prices are low, so its area is continuously decreasing
According to the Department of Agriculture and Rural Development on the situation of agricultural production in 2020, sugarcane will continue to be unprofitable, dragon fruit trees will only get into losses, some other crops, notably lemon and pineapple get high profits.
According to statistics, in the 2019-2020 crop, the sugarcane area of the province continues to decline sharply, currently only 481 hectares (equal to 10.7 percent over the same period), concentrated in two districts of Ben Luc and Thu Thua. The price of sugarcane sold in the field is very low, about 100,000 VND per ton, farmers are not profitable. The reason why the sugarcane area continues to decline is because the raw material purchasing price is too low, so people switch to other crops.
Dragon fruit from the beginning of the year until now is also not profitable
About dragon fruit trees, the their current planting area is 12,125 hectares (equal to 102.4 percent over the same period), concentrated in Chau Thanh and Tan Tru. In which, the fruit-bearing area is about 10,500 hectares, the yield in the first 9 months is estimated at 251,357 tons. White flesh dragon fruit prices range from 2,000-15,000 VND per kilo, down 10,000 VND per kilo; Red flesh dragon fruit prices range from 3,000-27,000 VND per kilo, down 10,000-17,000 VND per kilo.
According to the assessment, due to the impact of the Covid-19 epidemic and the price as above, from the beginning of the year until now, farmers growing dragon fruit have only lost their capital.
Lemon still gives an average profit of 40 to 150 million VND per hectare per year
Meanwhile, the area of lemon growing in the province has also increased, currently about 11,211 hectares (equal to 103.6 percent over the same period), mainly concentrated in district of Duc Hue and Ben Luc. The lemon area for fruit is about 8,892 hectares, the yield in the first 9 months is estimated at 110,998 tons. The price of lemons with seeds ranges from 6,000 to 22,000 VND per kilo and the price of seedless lemons is from 10,000 to 23,000 VND per kilo.
Although, the price of lemons with seeds decreased by 1,000 VND per kilo and seedless lemons decreased by 7,000 VND per kilo compared to the previous year, but farmers still had an average profit of 40 - 150 million VND per hectare per year. Particularly for some cooperatives and farmers growing seedless lemons and applying science and technology, the profit was estimated at 180 million VND per hectare per year.
Pineapple trees have profits from 20 to 40 million VND per hectare
The pineapple planting area in the province is 920 hectares, mainly concentrated in districts of Thanh Hoa, Ben Luc and Thu Thua. Fruit area is 744 hectares, yield 153 quintals per hectare. Selling price is from 3,000-6,000 VND per kilo, farmers have a profit of 20-40 million VND per hectare.
In addition, some other crops such as yam (planted area is estimated at 2,830 hectares) selling price from 5,000-6,000 VND per kilo, farmers have a profit of 6-9 million VND per hectare. Sesame tree has planted area that is estimated at 2,559 hectares, selling price from 45,000-55,000 VND per kilo, people have profits from 11-15 million VND per hectare.
Cassava has the planting area that is estimated at nearly 2,000 hectares, with the selling price of 2,500-3,000 VND per kilo, farmers have a profit of 10-15 million VND per hectare./.

Located in Gorbunki area, Lomonosovky town, Leningrad province, AVIVAC Production Plant is a facility specialized in poultry vaccines which reaches GMP-Good Manufacture Practice Standards.

The plant's products are made from modern technology. Currently, the Plant are manufacturing about 30 vaccine products for most poultry diseases; the product characteristics were proven to be consistent with poultry disease prevention under conditions of Vietnam.
At the meeting, after the Plant management's presentation, Mr. Pham Van Ranh introduced general information on Long An and the agricultural economic development of the province, including poultry farming sector.
In Long An, poultry farming sector is invested by economic sectors with increasing scale; the production process from breeding to processing and consumption is successfully implemented by some enterprises.
Mr. Pham Van Ranh hoped that the management of AVIVAC Production Plant would pay attention to Long An market and effectively coordinate with the veterinary industry of Vietnam and Long An agricultural sector in the promotion, distribution, and guidance of quality vaccines, actively contributing to prevent and control diseases in poultry farming in the province.

In July 2017, the industrial parks in Long An province attracted 12 new investment projects, including 5 foreign development investment (FDI) projects with an investment amount of USE 11.06 million, hired 0.05 hectares of land and 3,632 m2 of workshops; 7 domestic development investment (DDI) projects with an investment amount of VND 552.9 billion, hired 10.86 hectares of land. In addition, there were 8 FDI projects increased capital by USD 7.06 million.

From the beginning of the year, the industrial parks in the project attracted 75 new projects, including 39 FDI projects and 36 DDI projects with the total new investment amount was USD 75.96 million and VND 3,484 billion. In addition, there were 39 projects adjusted capital, in which 30 FDI projects increased the capital by USD 97.16 million; 09 DDI projects increased the capital by VND 2,737 billion.
Since the establishment of industrial parks so far, the industrial parks attracted 1,262 projects (539 FDI projects and 723 DDI projects) with the investment capital (newly and increased investment) reached USD 3,274 million and VND 61,604 billion. There were 351 projects which hired workshop with the total area of 1,151,224m2. Up to now, the occupancy of industrial parks is 68.47%.
In addition, the border gate economic zone also has a FDI project with the investment capital of USD 65 million and an area of 16.9 hectares (located in the industrial park of the economic zone).
In order to continue attracting investment, the provincial Economic Zone Management Board coordinates with related departments and sectors to provide information on investment and introduce investment environment into industrial parks in the province for foreign organizations, associations and consulates.

The PCI is an index for measuring and assessing the quality of economic management, the level of convenience and friendliness of the business environment and administrative reform efforts of provincial governments in Vietnam, thereby it promotes the development of the private sector.
The PCI is built from annual enterprise survey data and is published yearly; including 10 component indicators, covering key areas of economic management of provinces and cities related to the development of enterprises. A locality is considered to have good operating quality when it has low market entry cost; easy access to land and stable land use; transparent business environment and public business information; low informal costs; quick time of inspection, examination and implementation of regulations and administrative procedures; fair competition environment; the provincial government's activeness and creativeness in solving problems for businesses; services for supporting business development and high quality; good labor training policies; fairly and effectively dispute settlement procedures, and maintaining security and order.
Over the past two years, the Provincial Competitiveness Index (PCI) of Long An province has grown tremendously, from 15th position with 60.65 points (in 2016) to 4th position with 66.70 points (in 2017) and 3th position with 68.09 points (in 2018) on the national rankings.

This result confirms the belief, satisfaction and recognition of the business community and investors for the continuous efforts of the provincial government in improving the business environment. However, if the province does not continue implementing measures to maintain and promote the high-ranking indexes and seriously overcome the low-ranking indicators, the results in the Top 10 provinces and cities with the best operating quality is also difficult to sustain.
Therefore, in order to maintain and improve the PCI in 2019, the provincial People's Committee drastically directs and manages all levels and sectors to improve the PCI, makes more efforts to build the business environment transparently, friendly, airy and conveniently, build a modern, professional, dynamic administration, best serve people and businesses. In order to continue the maintenance and improvement of the PCI in 2020 and the following years, the province will assign the Department of Planning and Investment to advise the Provincial People's Committee to develop a plan to promote the improvement and enhancement of PCI in 2020, right after the Vietnam Chamber of Commerce and Industry (VCCI) publishes the PCI results of the whole country in 2019 (expected at the end of March 2020). This plan will inherit the advantages of the previous years' plan, and at the same time carefully follow each of the 10 component indicators, assign specific responsibilities to each department, sector and locality for implementation, monitoring and submission responsibility; strive to increase the score of each component index, towards increasing the overall score and raising the provincial PCI rating.

Some key tasks and solutions are as follows:

Sixthly, reviewing in posting, updating construction plans, land use plans, sectoral plans, socio-economic development plans, decisions, policies and administrative procedures, bidding, and so on clearly and transparently for people and businesses to easily access information on the provincial web portal, websites of agencies and units.
Seventhly, maintaining a dialogue between the provincial government and businesses, close contact with associations, business associations of countries and territories to timely capture information and focus leadership, directing the solution solving difficulties and problems of the enterprise.
Eighthly, establishing a mission delegation to check the improvement of PCI at departments and localities, thereby promptly rectifying and solving shortcomings and problems, creating favorable conditions for provincial and district agencies to perform their mission well.
With the determination and efforts of all levels, sectors, and the companion of the business community and investors coming to the province, it is hoped that the provincial PCI will continue have steadily improved and maintained the top rank in the provinces and cities across the country in 2020 and the following years./.

Information from the Management Board of Economic Zones in May, Industrial Zones in the province attracted investment in 11 new projects. In which, there are 7 foreign direct investment (FDI) and 4 domestic direct investment (DDI) with total newly invested capital of 12.6 million USD and 275 billion VND. Besides, there are 12 adjusted projects which increased by 36.6 million USD and 90 billion VND.
In the first 5 months, the industrial zones attracted 41 new projects with a capital of nearly 220 million USD
Accumulated, in the first 5 months of the year, 56 new projects invested in industrial zones. Specifically, there are 41 FDI projects and 15 DDI projects with total newly registered investment capital of 219.5 million USD and 688 billion VND. At the same time, there are 37 projects increasing capital to 48.2 million USD and 2,341 billion VND. There is no capital adjustment project.
Compared to the same period in 2019, in the past 5 months, investment attraction in industrial parks decreased (7 projects, equivalent to 11%), but on the contrary, investment capital increased. In particular, FDI increased by 124 million USD (equivalent to 86.7 percent) and DDI capital increased by 671 billion VND (equivalent to 28 percent).
Also in the past 5 months, there were 14 projects terminating investment (including 7 DDI projects with capital with 166 billion VND and 7 FDI projects with capital of 5.1 million USD).
