Enhancing the investment attraction
Operating in Can Giuoc district, Long Hau industrial park has long been an attractive investment destination for many investors. This area includes: existing Long Hau industrial park, expanded Long Hau industrial park, Long Hau 3 industrial park. The existing Long Hau industrial park and the expanded Long Hau industrial park have been occupied 100%, with more than 200 secondary enterprises investing in production and business activities, in which foreign enterprises account for about 40-50%.

|Long An: Enterprises build '5-star hotels' for fruits||Long An: Enterprises build '5-star hotels' for fruits|
These days, Cass Fruit and Vegetable Preservation Co., Ltd. (located in Hoa Binh Industrial Park (IP) in Thu Thua district, Long An Province) has completed the final stages to operate the smart agricultural storage system in early June 2020.
With Cass, the fruit will be preserved for a longer time, without affecting on their quality
Director of Cass Company - Quach Thi Le Chan shared that Cass is the first agricultural storage system in Long An as well as Vietnam using fully automatic gas adjustment technology. Cass stands for Controlled Atmosphere Storage System - a storage system in a controlled atmosphere. This is a technology that preserves clean, non-chemical agricultural products, but only changes the atmospheric composition of the warehouse (reducing oxygen, increasing nitrogen and CO2) to reduce the respiration of agricultural products.
Cass assembled cold storage system
At the same time, this technology can destroy or inhibit the growth of microorganisms that are harmful to agricultural products, maintaining the nutritional content of fruits and vegetables. In particular, this preservation environment helps fruits prevent the destruction of bacteria, avoid cross-contamination, prolong the shelf life of agricultural products from 2 to 9 months after harvest. Cass is like a "5-star hotel" for fruits.
Control cabinet in cold storage
As planned, Cass has 2 construction stages. Currently, the construction company completes phase 1 of the warehouse system with 2 rooms, each room has 9 floors with a capacity of 4,000 pallets, equivalent to 3,000 tons. Accordingly, room 1 is from 4 - 6 degrees Celsius and room 2 is from 10 - 12 degrees Celsius, suitable for all fruits in Vietnam. Phase 1 is now complete and ready to receive fruits for storage.
After phase 1, Cass continues to build phase 2 of a service chain that resembles a fruit exchange between buyers and sellers. This place will have a larger ground of 5,000 square meters to concentrate large cargo sources with pre-processing, washing, heat treatment, sample quality testing, packaging and so on to serve traders. The enterprise gathers goods to serve big orders, stabilizing sources of goods for domestic business and export.
Cass is operated via computer software by staff
According to Le Chan, the atmosphere adjustment technology - CA has been used by many advanced countries in the world but in Vietnam it has not been used before due to its high price, people cannot work in an oxygen-free environment. Therefore, the company has combined to use robot systems to overcome this drawback. Robots are used to replace humans in storage, retrieval via the use of control software and store information for containers or packages quickly and accurately. Although Cass is a "5-star hotel" for fruits due to its use of most modern technology, minimizing manual labor, Cass promises to be an attractive destination for farmers, traders and businesses with competitive prices, not different from other cold storage systems in Vietnam.
Sharing more about the reason why Cass was built in Long An IP, Ms. Le Chan was excited that Long An had a favorable position because it easily connects the Mekong River Delta region and Ho Chi Minh City. It is easy to concentrate fruits as well as distribute to the domestic market and export. In particular, this is also a very effective solution to overcome the situation of "good harvest, bad price" that often happens in agriculture, especially fruit.
With Cass, fruits will be preserved for a long time to create an active position in price negotiations, not to be forced to sell, nor to worry about damage while waiting for sales. This technology also significantly reduces post-harvest losses, reduces the use of preservative chemicals that threaten user health, increases competitiveness, and meets the rigorous storage standards of high-quality markets./.

|Minister of Agriculture and Rural Development - Nguyen Xuan Cuong surveys consumption of dragon fruits in Long An||Minister of Agriculture and Rural Development - Nguyen Xuan Cuong surveys consumption of dragon fruits in Long An|
On February 11, the delegation of the Ministry of Agriculture and Rural Development headed by the Central Party Committee Member, Minister of Agriculture and Rural Development - Nguyen Xuan Cuong as the head of the delegation, had a survey actual situation of purchasing fruits in Long An province.
Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council - Pham Van Ranh, Chairman of the Provincial People's Committee - Tran Van Can receive the delegation.
The whole province currently has 11,825.7 hectares growing dragon fruit, of which the area for fruit is about 9,586.2 hectares, the yield of 321.5 quintals per hectare, the output of 317,932 tons, concentrated mainly in Chau Thanh, Tan Tru, Ben Luc, Thu Thua districts and Tan An city.
Currently, dragon fruit is in the harvest season but the consumption situation is facing many difficulties. The amount of unexploited dragon fruit from the end of January 2020 is now about 30,000 tons. 59,580 tons will be harvested in February 2020 and 31,750 tons will be harvested in March 2020. Facing the complicated situation of acute pneumonia caused by the new strain of Corona virus, a series of markets and border gates to China are announcing the delay of opening time, Chinese partners purchasing dragon fruits will not accept goods.
At the meeting, Deputy General Director of Lavifood Group - Dinh Hung Dung said that some of the main fruits that the group purchased were harvested in large quantities after Tet 2020, while at the beginning of the year with difficulties. Fruit that the group buys and processes is mainly exported to the Chinese market. To help farmers solve the output, the group has stepped up purchasing to freeze. The volume of goods purchased in this phase of the group is over 1,000 tons.
Currently, all of the group's cold stores are full. Therefore, the group has to hire a lot of warehouses of other businesses to continue purchasing fruits for farmers.
To overcome the current difficulties, Chairman of Long An Provincial People's Committee - Tran Van Can proposed: The Government has a policy to support the electricity cost for running cool storage (support for the production electricity price equal to the cost of living electricity from the middle of February 2020 to the end of March 2020), providing loan interest support for enterprises purchasing, preserving and exporting agricultural products with preferential rates for 6 months; The ministry considered proposing the establishment of a distribution center for agricultural products in the Chinese market as a focal point for dealing with domestic enterprises to limit risks; Survey and search for other agricultural export markets outside China; The Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade regularly provide information and support the export of dragon fruits at the northern border gates to timely regulate and continue negotiations with China to solve difficulties in exporting agricultural products.
Speaking at the survey, Mr. Nguyen Xuan Cuong emphasized that, in recent years, the whole country has focused on restructuring the agricultural sector in a synchronized manner. One of the positive changes is Vietnam's fruit and vegetable sector, which achieved positive results. 10 years ago, Vietnam's exports only reached tens of millions of dollars. By this time, the area of vegetables and fruits of Vietnam is about 1.6 million hectares, equal to 45 percent of the rice area but exports reach over 4 billion USD.
With these achievements, in the 7 key economic regions of the country, the Mekong River Delta has certain advantages. The area currently covers about 0.4 million hectares with 10 tropical fruits. This is a potential area of 60-70 percent of Vietnam's total export of fruits. Long An province is one of the localities to develop fruit trees with high efficiency, especially dragon fruit on 11,000 hectares. In the immediate future, a number of corporations, businesses and large factories processing, manufacturing and exporting agricultural products in general and Long An in the same time must be at the same time. At the same time, he also appreciated the industry and businesses of Long An that supported farmers to plant dragon fruits in the area.
Responding to the call, many businesses, organizations, individuals and so on have embarked on action to energize Vietnamese farmers and further contribute to initiatives, accompanying agricultural development in Vietnam sustainable, proactive and effective way.
At the meeting, Minister Nguyen Xuan Cuong and the delegation witnessed the commitment of Vietnamese farmers and farmers to accompany the farmers and agriculture of Vietnam such as Saigon Commercial Joint Stock Bank (SCB), Chain Co.opMart supermarket, Green Startup Fund, Lavifood Investment Joint Stock Company, etc./.

|Long An: Total basic construction investment capital in 2019 is over VND 4,200 billion||Long An: Total basic construction investment capital in 2019 is over VND 4,200 billion|
Specifically, the total basic construction capital as planned in Long An province in 2019 is VND 4,246 billion. In which, the basic construction capital managed by the province is over VND 2,951 billion and the basic construction capital allocated to the districts is nearly VND 1,295 billion.
Provincial Road (PR) 826B (in Can Duoc district) - one of the works in "the Program for mobilizing all resources to build transport infrastructure to serve the industrial development in the key economic region" in the province
Long An Department of Planning and Investment informed that basic construction investment in the province has been implemented as planned from the beginning of the year until now. Accordingly, "The program for mobilizing all resources to build transport infrastructure to serve the industrial development in the key economic region" and 3 key projects under the Resolution of the 10th provincial Party Congress (term 2015-2020) continue to be focused, urgently implemented and disbursed its capital as planned from the beginning of the year.
Accordingly, the total basic construction capital as planned in 2019 in the province is 4,246 billion VND. In which, the basic construction capital managed by the province is over VND 2,951 billion and the basic construction capital allocated and managed by the districts is nearly VND 1,295 billion.
For the basic construction capital managed by the province is over VND 2,951 billion, the value of the volume implemented about VND 1,325 billion in the first 5 months of 2019, reaching 44.9 percent of the plan, equaling 118 percent in value and equal to 91.2 percent of the rate over the same period. The disbursement value for 5 months is about VND 1,275 billion, reaching 43.2 percent of the plan, 116 percent in value and 89.5 percent of the rate in comparison with the same period.
The provincial basic construction capital allocated and managed by districts is VND 1,294 billion, by the end of May 2019, the value of volume for implementation and disbursement is about VND 361 billion, reaching 27.9 percent of the plan.
According to the assessment, although the provincial leaders directed as well as the investors urged and disbursed the capital from the beginning of the year, the volume of implementation and disbursement of some projects is slow compared to the plan. The reason is that the National Target Program is allocated in the middle of March 2019, so investors have not implemented and disbursed yet. In addition, new construction projects in 2019 started to apply online bidding, so investors were embarrassed in the early months of the year. However, most of the works have completed the bidding work until now and prepared to start construction in June 2019.
Chairman of Long An Provincial People's Committee - Tran Van Can directs the task-assigned departments to focus on "The program for mobilizing all resources to build transport infrastructure to serve industrial development in key economic regions" and 3 key projects under the Resolution of the 10th provincial Party Congress, term 2015 - 2020.
Simultaneously, the task-assigned departments continue to urge investors to urgently implement and disburse capital plans when the volume is eligible for payment; they regularly monitor the progress of implementation to promptly remove difficulties and problems arising./.

In addition, Long An has 26 additional online information services at levels 3 and 4 implemented by ministries and central agencies for some departments.
One of the recent breakthroughs of Long An which has been highly appreciated by many investors is the development of many important transport routes that play a role of linking key economic regions, industrial parks and clusters (IPs, ICs) in the province to accelerate the process of industrialization and modernization. Beside central investment, the province prioritizes many resources for developing transport infrastructure. Resolution of the Xth Provincial Party Congress (term 2015-2020) defines the Program for mobilizing all resources to build transport infrastructure system for industrial development in key economic regions as 1 of 2 Breakthrough programs with its strategic meaning. The program includes 14 arterial traffic projects which are planned to connect synchronously with IPs, ICs in the province, Long An International Port and Ho Chi Minh City traffic routes. Up to now, 8 works have been completed, helping people and businesses to reduce costs and travel time, transportation and competitiveness for goods.
Director of Department of Planning and Investment - Huynh Van Son informed that with the breakthrough activities, Long An now has a certain position in the investors' eyes. Welcoming new opportunities
The investment wave is having a strong shift from Ho Chi Minh City to provinces and cities in the Mekong River Delta. In particular, Long An has many opportunities to welcome investors, especially in the field of industrial development. This is also one of the "levers" to help Long An promote its advantages in the socio-economic development, contributing to the good resolution of social security. Long An has built a strategy of industrial development to 2020, in which the plan to form 31 industrial parks and 62 industrial complexes with an area of about 15,000 hectares. In order to attract investment, the province pays special attention to building an investment and business environment in a clear, friendly, efficient and safe manner together with developing technical and transport infrastructure.

Activities to promote domestic and foreign investment are being implemented with many groups of solutions such as creating clean land fund, attracting investors to develop infrastructure for IPs, ICs; developing synchronous technical infrastructure inside and outside IPs, ICs; attract investment in industrial production development into IPs and ICs; linking IPs, ICs development; etc. Also, Long An and the investor plan resettlement areas and concentrated residential areas to create conditions for residents of industrial development project areas to live and work in peace and contentment. Currently, the IPs, ICs, residential areas are concentrated in the districts of Duc Hoa, Ben Luc, Can Duoc and Can Giuoc.
With the above efforts, over the past time, many investors came to the province to study investment opportunities. In 2019, the provincial People's Committee has a policy of making construction plans for 51 projects with a total area of 26,087 hectares. In particular, there are many large-scale projects of investors such as Becamex, Vsip, Vingroup, TDH Ecoland Urban Development and Investment Joint Stock Company, Saigon Investment Joint Stock Company, and so on.
These projects all integrate industrial and urban development. Mr. Huynh Van Son said that these projects are in the process of making construction planning and will be integrated into the provincial plan for the period 2021-2030 that the province is building. After having land use planning and construction planning, the province will receive investors in accordance with current law and deploy in the near future. These projects will have a positive impact on the investment environment and socio-economic development of the province.
In September 2019, the provincial People's Committee, the Institute of Organic Agricultural Economics, the delegation of experts and Korean investors had a seminar towards the development of smart urban - industrial - agricultural areas in the province. At the seminar, investors shared experiences in developing smart urban - industrial - agricultural ecosystems and proposed a project investment model on an area of 10,000 hectares, expected in the area of Ben Luc district. With this proposal, Chairman of the Provincial People's Committee - Tran Van Can said that the orientation of investors in proposing the development of smart urban - industrial - agricultural areas is the ideal model for developing the harmonious ecosystem, sustainable development so that authorities and investors together strive to build a model project, a new driving force of Long An province. In the process of implementing any project, the provincial leaders always accompany businesses, investors and see the difficulties of businesses, investors are also the difficulties of the province, the success of enterprises is also is the success of the province./.

On May 17, Long An Provincial Department of Agriculture and Rural Development (DARD) held a three-year preliminary review conference (November 2016 – April 2019) to implement the project "Building 20,000-hectare rice production areas applied high-tech in Long An province by 2020 ".
Director of DARD - Nguyen Thanh Truyen asked localities to continue promoting propaganda and raising farmers' awareness in the process of producing high-tech application rice
According to the report of Long An Agriculture Service Center, up to now, the whole province has built 62 models with 13,364 hectares of high-tech application rice. In which, 100 percent of the area uses high quality seed, meets the certified standard with the quantity of 80-100 kilogram per hectare; 500 hectares use rice-implant machine; 90 percent of the area is collected straw after harvest; uses micro-organic fertilizer to reduce chemical fertilizers, uses green mushroom products to manage brown planthoppers and Sumitri products to treat rice straw to avoid organic poison.
As a result, most of the areas implementing the high-tech rice production model have higher productivity than traditional rice production areas from 300-500 kilogram per hectare and get higher profit from 4 to 6 million VND per hectare. Especially, the models of transplanting rice associated with the consumption of seed rice have a higher profit from 6 to 8 million VND per hectare than those out of the models.
In order to produce high-tech application rice effectively, at the conference, representatives of 6 districts and town were chosen as the places to implement the project (including districts of Tan Hung, Vinh Hung, Moc Hoa, Tan Thanh and Thanh Hoa and Kien Tuong town) presented the advantages and difficulties in implementing models and manage high-tech application rice production in localies; discuss, give ideas and develop plans to overcome difficulties and ensure the progress of project completion.
Farmers still face many difficulties in producing high-tech application rice
Director of DARD - Nguyen Thanh Truyen acknowledged and highly appreciated the results and asked localities to continue promoting propaganda and raising farmers' awareness in the process of producing high-tech application rice, replicate the use of certified rice varieties, bio-organic fertilizers, biological products, produce according to VietGAP standards, encourage farmers to associate with businesses towards sustainability to ensure profits and limit risks.
In 2019, DARD continues to implement 4 more models with an area of 500 hectares of high-tech application rice at Agricultural Cooperative of Say Giang Hamlet (in Vinh Hung district), Cooperative Group of Hamlet 4, in Binh Hoa Dong commune (Moc Hoa district) and Doan Van Tha Cooperative Team (in Thanh Hoa district). According to the report at the conference, the area of dragon fruit in the whole province is about 11,826 hectares, of which the fruit area is 9,587 hectares and the output is 320,000 tons. Last time, the consumption of dragon fruits is mainly from China, accounting for 70-80%. The rest is consumed in a number of countries and territories such as Thailand, Singapore, Korea, Europe, USA, Canada, Japan, Malaysia, Dubai, Newzealand, India, Australia, ... and consumption. domestic. Exports by non-quota routes still account for a relatively high proportion.
Due to the impact of acute respiratory infections caused by new strains of corona virus, limited traffic hindered trading activities, unexploited dragon fruit output from the end of January to the end of February 2020. 30,000 tons. In particular, in stock about 2,000 tons (cold storage period not exceeding 30 days), about 28,000 tons have not been harvested.
Chairman of Long An Dragon Fruit Association - Nguyen Quoc Trinh shared that, in the current difficult situation, the Association had a meeting with the warehouse, agreed to reduce purchasing price to 10,000 VND / kg in order to reduce damage. lowest for warehouses, drivers and gardeners. However, due to a large amount of inventory and harvested goods that could not be stored, some warehouses had to be closed without purchasing, leading to dragon fruit in some orchards still hanging on the trees, causing damage to The house have a garden.
Attending the conference, many comments from the Department of Industry and Trade of provinces and cities like Ho Chi Minh City and Can Tho shared the difficulties of Long An and will support "rescuing" dragon fruits through domestic consumption. . This is done by retail businesses. However, all of the current dragon fruit stagnation cannot be "rescued" and businesses have set the standard to be a quality food safety product, manufactured according to VietGap, Global Gap. The amount of "rescue" by domestic consumption many people think that "like salt to the sea", because domestic consumption will be very modest. Moreover, besides dragon fruit, many other agricultural products such as jackfruit, durian, rambutan, etc. are also difficult due to hindering trade with China.
Another solution also proposed by some delegates is to focus on consuming dragon fruits by deep processing such as plastic drying and drying.
Director of the Department of Industry and Trade of Long An - Le Minh Duc said that, currently, the export of agricultural products, especially dragon fruits, to China has many risks due to no specific contract, mainly by partners. together. He recommended businesses, cooperatives and farmers in trading, exporting agricultural products to China need to have a strict consumption contract, to avoid risks. More specifically, a long-term, sustainable solution should be implemented in crop production, including dragon fruits, which is to organize production in the direction of linking and food safety in accordance with VietGap and Global Gap standards to avoid supplementary. into a major market like today.
Vice Chairman of Long An Provincial People's Committee - Pham Van Canh assigned Department of Industry and Trade to continue working closely with the Long An Dragon Fruit Association to grasp the situation, promptly report to the provincial leaders and the Ministry of Industry and Trade to promptly direct the next solution; actively connecting businesses in the province that perform deep processing; boosting domestic consumption; Export fresh fruits to markets outside China, reducing losses to farmers.
