As part of the agreement, the EU will give Vietnam a quota of 80,000 tonnes of rice with a zero-per-cent tax rate per year, including 30,000 tonnes of milled rice, 20,000 tonnes of unmilled rice and 30,000 tonnes of fragrant rice.
The EU will also fully liberalise broken rice, helping Vietnam export an estimated 100,000 tonnes to the EU annually.
For products made from rice, the EU will bring the tax rate down to 0 percent after three to five years.
The Ministry of Agriculture and Rural Development (MARD) would co-ordinate with localities and exporters to review the list of fragrant rice varieties and amend and supplement where necessary to meet production requirements, said Nguyen Nhu Cuong, director of the ministry's Plant Cultivation Department.
Rice plantations in Mekong Delta provinces account for about 25 percent of the total cultivated area, equivalent to about 1 million hectares. Fragrant rice output is estimated at 5.5 million tonnes.
The amount of fragrant rice exported to the EU was entitled to a preferential tariff quota of 30,000 tonnes, equivalent to 1.2 percent of the rice produced in the region, so the export potential for fragrant rice remained very high, said Deputy Minister of Agriculture and Rural Development Le Quoc Doanh.
If we complied with EU regulations and exported 30,000 tonnes of fragrant rice and 80,000 tonnes of rice in general with high prices, it would help improve the efficiency of rice production in Vietnam, added Doanh.
The deputy minister noted that after the Government issued Decree 103/2020/ND-CP on the certification of fragrant rice varieties exported to the EU, the ministry quickly issued a decision on certification for rice exporters to this market.

The Mekong Delta has a lot of development potential, especially for agricultural and seafood exports.
However, exports face many difficulties due to scattered transport infrastructure and a lack of links in the transport system, causing high transport costs and affecting competitiveness.
Nguyen Thanh Binh, Chairman of the An Giang Provincial People's Committee, was quoted by the Vietnam News Agency as saying that: "The three bottlenecks of the Mekong Delta region and also the country are in terms of mechanisms, human resources and traffic. Of which, transport is an extremely important factor."
"To develop rice and aquatic production, it is necessary to link the Mekong Delta with other regions through the transport network," Binh said.
According to the Vietnam Chamber of Commerce and Industry (VCCI)'s Can Tho Branch, the Mekong Delta's import and export turnover growth in recent years has slowed.
The exports of the region grew on average 11.8 percent each year in 2010-2018, significantly lower than the national average of 16.4 percent. Transporting cargo to many transit places has added indirect costs, reducing the competitiveness of Vietnam's seafood products compared to other exporting countries.
Empty containers must be transported from HCM City to the Mekong Delta to pack export goods, and then those goods containers must return to ports in HCM City.
According to Hoe, the Government, ministries and sectors have offered solutions and projects to develop transport infrastructure in the region, but the transport infrastructure network has not kept up with the speed of economic development.
According to Tung, the region has many shallow seaports to be transit places for deep water seaports, but these shallow ports have not operated as well as expected.
Enterprises want seaports in the region to be renovated for more efficient operation. If a deep seaport can be built to receive large ships transporting export cargo, it will significantly shorten transportation time and costs.
The development of the transport infrastructure in the Mekong Delta will not only aid exports but also facilitate goods circulation and transport connections between the region and HCM City to attract more investment to Mekong Delta provinces.
Key transport projects
According to the Ministry of Transport, transport infrastructure in the Mekong Delta in 2021-2025 needs about 57 trillion VND (2.5 billion USD) to invest in key projects.
Meanwhile, many key infrastructure projects in the region have been completed to form a new traffic route from Cao Lanh, Dong Thap province to Kien Giang province, including the Cao Lanh bridge, Vam Cong bridge and roads connecting the centre of the Mekong Delta to other regions.
Chairman of Sovico Group Nguyen Thanh Hung has proposed developing the Can Tho aviation logistics centre project in Binh Thuy district, including facilities for logistics services, freight station, distribution centre and aviation support service centre.
At the same time, Can Tho International Airport needs a cargo warehouse to export agricultural products, seafood products and fruits by air, connecting with other logistics warehouses to gather export goods of the region.
Experts say that to solve the problem of transport infrastructure, the State should focus on projects not only in the Mekong Delta but also in HCM City to help remove bottlenecks in the domestic logistics system.
The VCCI has recommended that specific solutions in regional co-operation, urban planning and infrastructure development should be put in a unified strategy.
At the same time, the State should prioritise consolidating the regional transport system, especially roads on the North-South and East-West routes, including the HCM City - Can Tho - Ca Mau route and the Soc Trang - Can Tho - Chau Doc route.

Thanh Hoa district is one of the localities that has implemented and applied quite well the quality management system according to the national standard TCVN ISO 9001: 2015. The District People's Committee issued a decision on the process of resolving administrative complaints including 9 areas and 48 procedures. According to Chairman of Thanh Hoa District People's Committee - Ho Thi Ngoc Lan, the construction and implementation of operational processes through the application of ISO 9001: 2015 quality management system helps heads of agencies and staff to better understand the content and requirements and how to consider and handle work in the process. At the same time, helping agencies and units to review, evaluate and more clearly define the functions, tasks, powers of the departments and the specific responsibilities of each official, civil servant and public employee.
Chairman of the People's Committee of Tan Tay commune of Thanh Hoa district - Nguyen Van Chan said: "The application of TCVN ISO 9001: 2015 in administrative reform contributes to raising awareness and responsibility of each official, civil servant and public employee in the state administrative apparatus. In particular, the stages of solving administrative procedures increasingly ensure clear work, clear people and clear responsibilities".
ISO 9001: 2015 continues to be applied
ISO 9001: 2015 includes 10 articles, corresponding to the PDCA cycle (plan - implement - check - improve), which is considered as a perfect upgrade and replacement for the quality management system in the context of ever-evolving global competition. The new version ISO 9001: 2015 is expected by ISO to be maintained for up to 25 years. Deputy Director of the Department of Home Affairs - Tran Ky Duc added: QMS is one of the significant tools to support publicity, transparency, and concretization of processes and procedures for handling work as required by the team civil servants and citizens. Therefore, the province continues to deploy and apply ISO 9001: 2015, making an important contribution to the administrative reform of Long An in particular and the whole country in general.
The whole province has 42 out of 42 state administrative agencies at the provincial and district level complying with the regulations on building, applying and announcing the QMS according to TCVN ISO 9001: 2015
According to Chairman of People's Committee of Tan An City - Nguyen Quang Thai, the locality presently continues to deploy and apply ISO 9001: 2015 to ensure that administrative transaction records are processed in a timely and lawful manner; processes and procedures have been simplified, facilitating and reducing troubles for organizations and individuals. On the other hand, the work records of the units are collected, organized and stored scientifically.
Thanks to the application of TCVN ISO 9001: 2015, the public administration of the province is increasingly modernized and the civil service environment is more civilized. In particular, in the past 2 years, Long An has been honored to rank in the top 10 of 63 provinces and cities nationwide in the PAR Index: In 2018, ranked 7 (81.02 points) and in 2019, ranked 5 (84.33 points). The satisfaction and confidence of people and businesses on the service quality of state administrative agencies of the province have been increasingly improved./.
The quality management system according to national standard TCVN ISO 9001: 2015 is the latest version in the quality management system upgraded from ISO 9001: 2008 with breakthrough changes, helping to improve the effectiveness and effective performance of public duties; well serving the requirements of agencies, organizations and businesses.
