According to experts, the path to green growth is not easy as the awareness of the business community toward environmental protection is at an early stage.

In a survey conducted by the Vietnam Federation of Trade and Industry (VCCI), although environmental pollution has seriously affected production and business activities, enterprise comprehension of environmental regulations remains modest. Only 31.8% of private enterprises said they understood environmental regulations, but up to 68% of enterprises said they were negatively affected by climate change.

There is a lack of human resources in Vietnam with adequate knowledge of environmental laws and regulations. In particular, investment in green production and operations in an environmentally friendly direction is capital intensive, which affects short-term competitiveness. Some 44% of domestic enterprises and 38% of foreign-invested enterprises admitted that they have not fully complied with environmental regulations.

In addition, business investment in innovation, and green production practices are generally at an early stage.  According to a report from the United Nations Development Program (UNDP), only about 50% of enterprises in the fields of industrial production, transportation, and construction have applied solutions to save energy and resources.

Minister of Planning and Investment Nguyen Chi Dung affirmed that green and sustainable growth is currently a top priority and a goal that all countries are aiming for. For Vietnam, green growth is an opportunity to become a pioneer in the region, catching up with global trends.

He said Vietnam believes that green growth is based on science, and innovation, taking advantage of new technologies, protecting the environment, and effectively responding to climate change.

The country should create an appropriate mechanism to mobilise and optimise resources, encourage the private sector to participate in green economic development, use various types of renewable energy such as wind power, and solar power, reduce emissions, and strengthen international cooperation. It should also focus on green growth and sustainable development, the minister added.

Recognising the importance of green growth, the Prime Minister issued the National Green Growth Strategy for the period of 2021-2030, with a vision to 2050, along with a national action plan on green growth for the period 2021-2030 and a circular economy development scheme, which all share the same goal to develop science and technology, innovate, and transform the economic model towards a green, digital, and circular economy in order to participate more deeply in the global supply chain.

According to the Ministry of Planning and Investment, the State can only meet 30% of resources for green growth. Therefore, mechanisms are needed to promote domestic and foreign financial institutions as well as the private sector to participate in green growth goals.

In order to diversify resources, a US business delegation, consisting of 50 big names in the technology industry with green production principles, has just finished a trip to explore manufacturing opportunities in Vietnam. The businesses include Boeing, Meta, and CitiBank which are dubbed as the "eagles" in the fields of telecommunications, aviation, semiconductor, and finance.   If new projects from these groups are implemented, it will be a testament to the new success in attracting resources as well as marking a new stage in realising Vietnam's green growth ambitions./.

In the first half of 2023, Vietnam posted a trade surplus of 12.1 million USD, but the total export value decreased by about 12% compared to the same period last year.

Except for agriculture, chemicals, paper products, and means of transport and components, most of the sectors saw their exports decrease by 10-20% over the same period.

Vietnam's exports slowed down due to the impact of falling consumption in the main export markets, with respective year-on-year decreases of 22%, 10%, 10%, and 9% in the export value to the US, the Republic of Korea, the EU, and ASEAN.

The US remained the biggest importer of Vietnam, accounting for 30% of the Southeast Asian nation's total export turnover. It was followed by China and the EU.

During the year, the province has 42 options to simplify administrative procedures for 42 procedures in 20 fields under the jurisdiction of 16 provincial departments and branches.

Up to now, the district has had 1,135 hectares of hi-tech farming areas for vegetables.

Mr. Huynh Van Sang (from Phuoc Lam commune) shared: "In the past, I used traditional methods to grow two hectares of leafy green vegetables such as mustard greens, basils, corianders, etc. Through training courses, I have learned that hi-tech vegetable cultivation will create hi-quality products to meet the needs of consumers, and more importantly, this method helps to reduce input costs and increase profits. At the same time, the sector has consolidated 110 cooperatives, established 8 new cooperatives and 65 cooperative groups in hi-tech agricultural production areas; trained human resources for the development of hi-tech agriculture; continued to carry out trade promotion activities to introduce products of Long An province, promoted images of products, special products, typical products, OCOP products of the province; focused on integrating capital sources to speed up the construction progress of irrigation work being implemented in the districts to serve the hi-tech production areas./.

In 2022, the province is striving to build a 1,400-ha high-tech zone on rice to meet export standards; build 26 pilot models with an area of 1,300 hectares; continue to maintain 115 models that have been deployed and implemented in the period 2016-2020.

In addition, there are plans to build two pilot models for vegetable crops with an area of 2 hectares; build 12 hi-tech pilot models with an area of 12 hectares; continue to maintain and replicate models in the period 2016-2020, with an area of 1,772 hectares.

For dragon fruit crops, the province plans to build 20-ha high-tech agricultural zones to meet export standards; build 12 pilot models with an area of 20 hectares; continue to replicate 665 hectares of hi-tech dragon fruit areas and maintain 7 models with an area of 140 hectares.
For lemon tree crops, hi-tech production area in Ben Luc district with 135 hectares and 15 pilot models with an area of 150 hectares are going to be built while 22 models of lemon crops meeting export standards with an area of 220 hectares are being replicated.

Three pilot models of hi-tech beef cattle breeding are being constructed in Duc Hue, Thu Thua and Tan Tru districts; 2 models supporting farmers in applying hi-quality beef breeding technology are being replicated; 6,777 heifers are artificially inseminated with high quality cow breeds.

Organic products with specific characteristics must comply with strict standards and often have low yields and high costs. These products are for the high-end market segment.

According to Nam, organic agriculture development must be the right way to approach potential customers at home and abroad.

Along with reasonable planning, standards and management for the production and certification of organic agricultural products must be strictly implemented to improve the quality of Vietnam's certified organic products.

Vietnamese organic farming products are exported to about 180 countries and territories, with an export turnover of 335 million USD per year. The exported organic farming products are tea, shrimp, rice, cashew nuts, pepper, cinnamon, anise, essential oils, and spices.

The main export markets of those products include France, Denmark, Switzerland, Sweden, China, Cambodia, the US, Italy, Germany, the UK, Russia, Canada, Belgium, Thailand, Malaysia, Netherlands, Hong Kong (China) and Taiwan (China).

According to MARD, market research companies believed that the demand for organic food is on a strong upward trend and even exceeds the supply on the world market.

The scale of the global organic food market is forecast to have an annual growth rate of 14% during 2021-2026, from 227.19 billion USD in 2021 to 259.06 billion USD by 2022 and 437.36 billion USD by 2026. The regions having the fastest growth are North America and Europe.

The result considerably contributed to the export revenue of 40 billion USD of the agricultural sector and 291 billion USD of the whole economy in the first 10 months of 2023.

Affected by the Chinese market, Vietnam suffered a drop of 5.1% in vegetable exports in 2022. However, since the beginning of this year, Vietnam has received a large number of orders, especially for high-value products of durians, mangos, and jackfruits.

According to the Vietnam Fruit and Vegetable Association (Vinafruit), the re-opening of the Chinese market as well as protocols signed with the largest market of Vietnamese fruits and vegetables were among motivations for growth of fruit and vegetable exports.

Meanwhile, rice sector also reaped good results in exports in the period thanks to increase in prices.

According to Nguyen Van Don, Director of the Viet Hung JSC in the Mekong Delta province of Tien Giang, India's ban and restriction of rice exporting has created a chance for other exporters like Vietnam, the third largest rice supplier in the world.

With an expected output of over 43 million tonnes this year, the Ministry of Agriculture and Rural Development estimates that after ensuring supply for domestic demand, Vietnam can ship abroad 7.5-8 million tonnes of rice in 2023. The ministry held that in the last two months of this year, Vietnam is likely to earn additional 850-900 million USD from rice exports, raising the total figure for this year to 4.7-4.8 billion USD.

Experts held that in the rest of the year when the festive season comes, demands for fruits and vegetables will continue to surge, especially in the Chinese market.

According to experts, the UK can be a source of quality raw materials for Vietnam especially because raw materials that Vietnam needs to import for export production or domestic consumption are items that Vietnam offers preferential tariffs to the UK.

Under the trade deal, Vietnam commits to eliminate 48.5% of tariff lines from January 1, 2021; 91.8% of tariff lines from January 1, 2027 and 98.3% of tariff lines from January 1, 2029.

The remaining 1.7% of tariff lines are partially liberalised through tariff rate quotas (the quota volumes are consistent with Vietnam's WTO commitments and duties within quotas will be removed by 2031) or not entitled to preferential treatment.

Typically, 61% of tariff lines for machinery and appliances imported from the UK have been removed since January 1, 2021, while import tariffs for all other products will be eliminated after nine years.

For pharmaceutical products, Vietnam has eliminated 71% of tariff lines from January 1, 2021. All other products will have import taxes eliminated after four to six years.

Meanwhile, the Southeast Asian nation has lifted 80% of tariff lines imposed on raw materials for textiles, garments and footwear from January 1, 2021, while that of all other products will be eliminated after four to six years.

Statistics from the General Department of Customs revealed that Vietnam imported nearly 373 million USD worth of goods from the UK, equivalent to the same period in 2022.

Among staples recording high growth rate included seafood raw materials (233%); iron and steel products (95%); fabrics (72%); plastic products (15%) and machinery, equipment, tools and spare parts (6.4%).

According to the department, items that accounted for a large proportion of Vietnam's import turnover from the UK in H1 included machinery, equipment, tools, and spare parts (24%); pharmaceuticals (11.8%); chemicals (6.4%); textile, garment, leather, and shoe raw materials (5.2%); seafood and seafood materials 4.6%.

These above-mentioned goods are what Vietnam needs to import for export production and domestic consumption.

A recent survey by Vietnam Report, a market research company in Vietnam, showed that a top priority among Vietnamese businesses is to diversify their supply sources, especially for imported raw materials.

According to the report, 72.7% of all participants said they want to seek out new suppliers at lower prices and they want to do so in the near future./.
