At a press conference on June 29, the office reported that in the second quarter alone, the GDP rose by just 0.36 percent year on year, which was also the smallest expansion in Q2 during the 2011 – 2020 period.

During the six months, the agro-forestry-fisheries sector recorded a growth rate of 1.19 percent and contributed 11.89 percent to the overall economic growth. The respective figures for industry – construction are 2.98 percent and 73.14 percent, and the services sector 0.57 percent and 14.97 percent.
GSO Deputy General Director Nguyen Thi Huong said facing complex developments of COVID-19 that have negatively affected all socio-economic aspects, the whole political system, the Government and the Prime Minister have given the top priority to the pandemic fight and showed the determination to protect people's health and lives, even at the expense of economic benefits.
This is the solid foundation for the Vietnamese economy to sustain growth and avoid contraction, she said, adding that the data show all-level authorities, enterprises and people's success in concurrently combating the coronavirus, maintaining production and business activities, and gradually bringing the economy to the pre-pandemic status./.

The price of sugarcane sold in the field is very low, about 100,000 VND per ton, farmers are not profitable. According to the assessment, due to the impact of the Covid-19 epidemic and the price as above, from the beginning of the year until now, farmers growing dragon fruit have only lost their capital.
Lemon still gives an average profit of 40 to 150 million VND per hectare per year
Meanwhile, the area of lemon growing in the province has also increased, currently about 11,211 hectares (equal to 103.6 percent over the same period), mainly concentrated in district of Duc Hue and Ben Luc. Besides, it focuses on checking and taking measures to dredge sedimented canals to ensure sufficient water sources for irrigation, drainage for production and strengthening of mezzanine dike systems in lowland communes of the district to avoid floods at the end of the crop", Mr. Tran Van Cuong said.
Director of the Department of Agriculture and Rural Development - Nguyen Thanh Truyen said that the People's Committees of districts and towns instruct specialized agencies to regularly monitor the quality of water sources in order to ensure the successful production of the SA crop 2020 to ensure to sow seeds where it is recommended, focuses on seeding the remaining areas as planned; In areas affected by salinity due to the production of Winter-Spring crop 2019-2020, only sowing when saline water has been washed. The 3rd sowing for SA Rice crop 2020 will be implementes in non-active water source areas and southern districts from 13 to 25 of June 2020.
The development of pests and diseases are closely monitored in the field such as brown backed planthopper, leaf blast, leaf-blight, leaf-rolling disease, and so on to guide farmers on measures to manage and prevent their effects and safety. In addition, specialized agencies regularly inspect the irrigation system, consolidate and improve the field irrigation system, dikes and embankments; prepare to cope with abnormal rain and flood.
Particularly for the Autumn-Winter rice crop, it is based on the conditions of each locality to elaborate a detailed plan, closely monitor the situation of water sources, floods, dikes and market demand to arrange safe areas, strive to reach the output of 50,000 tons. The first Fall Winter rice seed calendar is from June 13 to 25, 2020 and ends up sowing by August 10, 2020 at the latest. For the crop year 2020-2021, the whole province sowed 1.800 hectares. It is necessary to pay attention to the time of forecasting the possibility of migration of brown planthoppers and the possibility of early saline intrusion affecting rice when arranging the season.
Based on the recommendations of the specialized industry, farmers need to be more proactive in taking care such as frequent field visits to promptly detect pests and diseases, take effective preventive measures.
By this time, the whole province sowed Summer-Autumn Rice 2020 with 181.809 out of 217,640 hectares, reaching 83.5 percent of the plan, equaling 82.1 percent over the same period in 2019. Farmers harvested nearly 34,000 hectares, mainly in such districts as Tan Thanh, Tan Hung and Vinh Hung. The yield is estimated at 57.4 quintals per hectare (dry rice), yield of 193,780 tons. Although there was a decrease compared to the previous month from 200-500 VND per kg, the current price of rice is still high, ranging from 5,000-6,900 VND per kilo, depending on the variety. The price of rice increased from 500-1,000 VND per kilo compared to the same period, the number of harvested areas, farmers earned a high profit./.

Ho Chi Minh City's Department of Industry and Trade recently announced plans for its annual market stabilisation programme to ensure adequate supply of essential goods for a month each before and after the festival.
Demand for items such as drinks and confectionery is expected to spike by 20 percent during Tet, while wholesale markets may need to stock 80 percent more flowers than normal to meet demand.
Besides increasing production, companies are also working on launching new products and business models. For instance, Ba Huan Joint Stock Company will produce more varieties of processed goods for Tet, while Vinamit Joint Stock Company is focusing on working with online distributors and launching new nutritious vegetable and fruit drinks by the end of the year.
According to the department, large retailers are set to stock goods two or three times as in normal months though most are reluctant to announce their exact business plans for Tet.
Due to negative factors like the COVID-19 pandemic and flood in central Vietnam, demand during next year's Tet might be lower than normal, many businesses feared.
They need to utilise online channels and spend more on marketing and promotions, they say.
The Ministry of Industry and Trade has called on province and city authorities across the country to monitor local production and business plans, have plans in place to deal with potential market anomalies and keep an eye on the market to ensure a steady supply of essential goods and those covered by price stabilisation programmes./.

|Vietnam remains attractive destination to investors||Vietnam remains attractive destination to investors|
With COVID-19 and trade tensions driving the shift of production lines from China to Southeast Asia, Vietnam, in particular, seems to have emerged as an attractive destination for investors and manufacturers alike, experts have predicted.
Vietnam remains an attractive destination for investors (Photo: Savills Read)
"Vietnam remains a promising market with a growing trend of manufacturing companies looking to set up operations in the country, which has been happening for a number of years. Industrial park developers remain confident that demand for industrial land will continue to grow and therefore land prices are expected to increase in-line with the long-term potential of Vietnam's industrial segment," said Stephen Wyatt, country head for JLL Vietnam.
According to JLL, multinational manufacturers have been setting up operations in Vietnam for a number of years and this movement has accelerated over the past 12-24 months with companies looking to diversify their operations and supply chains due to tariffs on goods exported from China to the US. More companies are expected to follow suit as the cost of production rises.
Data from the US Census Bureau show a 35.6 percent surge in goods imports from Vietnam last year, compared with a 16.2 percent contraction in goods imported from China.
"Data for this year will be distorted by the effects of the coronavirus on global supply chains, but the trend of manufacturing moving from China to South East Asia will continue," predicted Stuart Ross, head of industrial for South East Asia at JLL.
According to JLL's latest market report, companies looking to diversify their manufacturing portfolio outside China are attracted to Vietnam thanks to its proximity to China, Free Trade Agreements (FTAs) and the Government's ambition to establish Vietnam as a manufacturing hub for Southeast Asia.
The average land price in the northern areas reached 99 USD per sq.m, up 6.5 percent year-on-year in the first quarter of this year, while the southern areas recorded 101 USD per sq.m, up 12.2 percent year-on-year in the last quarter last year. Ready-built factories recorded an average price of 3.5 - 5.0 USD per sq.m per month for both areas.
"In light of the current COVID-19 situation, the postponement of ongoing leasing negotiations and new requirements will become more apparent if the situation does not improve soon. However, JLL believes that the market is likely to recover and grow rapidly after the epidemic is well under control. The disruption in the global supply chain caused by the virus outbreak is urging businesses to diversify their manufacturing portfolios geographically, instead of being overly reliant on one market," JLL said.
The company, however, said that not all manufacturing can be easily outsourced to Vietnam.
"Manufacturing wages in China are now more than three times those in Vietnam, but skilled labor in China is also higher. The sheer scale of China cannot be replicated: there are more migrant industrial workers in China than people in Vietnam. Furthermore, a large percentage of China's manufacturing is to serve the domestic market," Wyatt added.
China is committed to growing high-value industries. As a leading manufacturer of solar panels, 5G networks, artificial intelligence and batteries, these industries are generally more favored by local authorities. Lower-value manufacturing chains are often seen as adding to environmental pollution. As China moves towards becoming more eco-friendly, a cleaner, less space-intensive manufacturing sector will also free up land for rezoning to convert to residential spaces.
According to JLL, many businesses are likely to rethink their supply chains in the long term to ensure continuity of their operations and to mitigate risks of future shocks. Coupled with initiatives to improve sustainability performance and limit the environmental impact of wider operations, retailers may opt to produce and house more stock locally./.

|Minister of Agriculture and Rural Development - Nguyen Xuan Cuong surveys consumption of dragon fruits in Long An||Minister of Agriculture and Rural Development - Nguyen Xuan Cuong surveys consumption of dragon fruits in Long An|
On February 11, the delegation of the Ministry of Agriculture and Rural Development headed by the Central Party Committee Member, Minister of Agriculture and Rural Development - Nguyen Xuan Cuong as the head of the delegation, had a survey actual situation of purchasing fruits in Long An province.
Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council - Pham Van Ranh, Chairman of the Provincial People's Committee - Tran Van Can receive the delegation.
The whole province currently has 11,825.7 hectares growing dragon fruit, of which the area for fruit is about 9,586.2 hectares, the yield of 321.5 quintals per hectare, the output of 317,932 tons, concentrated mainly in Chau Thanh, Tan Tru, Ben Luc, Thu Thua districts and Tan An city.
Currently, dragon fruit is in the harvest season but the consumption situation is facing many difficulties. The amount of unexploited dragon fruit from the end of January 2020 is now about 30,000 tons. 59,580 tons will be harvested in February 2020 and 31,750 tons will be harvested in March 2020. Facing the complicated situation of acute pneumonia caused by the new strain of Corona virus, a series of markets and border gates to China are announcing the delay of opening time, Chinese partners purchasing dragon fruits will not accept goods.
At the meeting, Deputy General Director of Lavifood Group - Dinh Hung Dung said that some of the main fruits that the group purchased were harvested in large quantities after Tet 2020, while at the beginning of the year with difficulties. Fruit that the group buys and processes is mainly exported to the Chinese market. To help farmers solve the output, the group has stepped up purchasing to freeze. The volume of goods purchased in this phase of the group is over 1,000 tons.
Currently, all of the group's cold stores are full. Therefore, the group has to hire a lot of warehouses of other businesses to continue purchasing fruits for farmers.
To overcome the current difficulties, Chairman of Long An Provincial People's Committee - Tran Van Can proposed: The Government has a policy to support the electricity cost for running cool storage (support for the production electricity price equal to the cost of living electricity from the middle of February 2020 to the end of March 2020), providing loan interest support for enterprises purchasing, preserving and exporting agricultural products with preferential rates for 6 months; The ministry considered proposing the establishment of a distribution center for agricultural products in the Chinese market as a focal point for dealing with domestic enterprises to limit risks; Survey and search for other agricultural export markets outside China; The Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade regularly provide information and support the export of dragon fruits at the northern border gates to timely regulate and continue negotiations with China to solve difficulties in exporting agricultural products.
Speaking at the survey, Mr. Nguyen Xuan Cuong emphasized that, in recent years, the whole country has focused on restructuring the agricultural sector in a synchronized manner. One of the positive changes is Vietnam's fruit and vegetable sector, which achieved positive results. 10 years ago, Vietnam's exports only reached tens of millions of dollars. By this time, the area of vegetables and fruits of Vietnam is about 1.6 million hectares, equal to 45 percent of the rice area but exports reach over 4 billion USD.
With these achievements, in the 7 key economic regions of the country, the Mekong River Delta has certain advantages. The area currently covers about 0.4 million hectares with 10 tropical fruits. This is a potential area of 60-70 percent of Vietnam's total export of fruits. Long An province is one of the localities to develop fruit trees with high efficiency, especially dragon fruit on 11,000 hectares. In the immediate future, a number of corporations, businesses and large factories processing, manufacturing and exporting agricultural products in general and Long An in the same time must be at the same time. At the same time, he also appreciated the industry and businesses of Long An that supported farmers to plant dragon fruits in the area.
Responding to the call, many businesses, organizations, individuals and so on have embarked on action to energize Vietnamese farmers and further contribute to initiatives, accompanying agricultural development in Vietnam sustainable, proactive and effective way.
At the meeting, Minister Nguyen Xuan Cuong and the delegation witnessed the commitment of Vietnamese farmers and farmers to accompany the farmers and agriculture of Vietnam such as Saigon Commercial Joint Stock Bank (SCB), Chain Co.opMart supermarket, Green Startup Fund, Lavifood Investment Joint Stock Company, etc./.

|Actively responding to drought and saltwater intrusion in dry season 2020-2021||Actively responding to drought and saltwater intrusion in dry season 2020-2021|
According to the National Center for Meteorology and Hydrology, this year's drought and salinity in the Mekong River Delta will not be as serious as the dry season 2019-2020, but still at a level higher than the average for many years and lasts from January to May 2021.
Salinity occurs early
According to forecasts, the La Nina phenomenon will continue to be maintained from now until the first months of 2021. During the period from January to May 2021, the rainfall in the areas is common at a yearly average and higher than the average of many years, the possibility of unseasonal rain appears in some provinces in the South Central Coast, the Central Highlands and the Mekong River Delta; The common flow in rivers and streams is 10-30 percent lower than that of many years.
Many areas of winter-spring paddy sown outside the seasonal calendar are at risk of being affected by drought and salinity
According to scientific units under the Ministry of Agriculture and Rural Development, in Long An, the possibility of salt water intrusion in the dry season 2020-2021 is as follows: On the Vam Co river, saline intrusion begins to affect the water intake capacity of irrigation projects from February 2021. The largest saltwater boundary of 4g per liter is likely to appear in March, April 2021 in the area: On Vam Co Dong River and Vam Co Tay River at 100-110 kilometers, 15-20 kilometers lower than in 2020, 10-15 kilometers lower than in 2016. From May 2021, saline intrusion tends to decrease gradually.
According to the Head of the Division of Agriculture and Rural Development of Tan Tru District - Dang Van Tay Lo, at this time, salinity has begun to appear on the Vam Co Dong River, the salinity was measured at Nhut Tao sluice on January 5, 2021. is 2.7g / l. With the above salinity, it is estimated that many areas of Winter-Spring rice (WS) 2020-2021 in the area are in danger of salinity intrusion. Facing the above situation, the district has had solutions to help people proactively prevent salinity, preserve fresh rice, and have enough water to irrigate fruit trees. Specifically, the district closes all saline prevention sluice gates along the Vam Co Dong river and assigns technical staff to regularly monitor the salinity in the bordering areas and canals for timely response solutions. In addition, the work of dredging inland canals to store water and carry fresh water in the dry season is also interested in implementing by the district.
Understanding the harmful effects of drought and salinity, this season, Mr. Le Thanh Ut (Tan Phuoc Tay commune, Tan Tru district) proactively sows early seeding in the dry season to avoid drought and salinity. Mr. Ut said: "After 2 times affected by drought, salinity and damage, I understand its harm better than anyone. This year, after harvesting the Summer-Autumn (SA) crop, I took advantage of the land preparation and sowing early in the WS crop. As expected, by the end of December, I will harvest rice and do not worry about drought and salinity".
In the crop year of 2020-2021, Tan Tru district sowed over 3,000 hectares, of which about 700 hectares sowed outside the seasonal schedule recommended by the provincial agriculture sector. Currently, the salinity on the Vam Co Dong river has begun to appear and increase gradually. Therefore, the risk of these off-season sowing rice fields being dehydrated and damaged is very high.
In Can Duoc district, salinity also appeared from October 30 in lunar calendar. Currently, all saline prevention sluices in the district have been closed to ensure water sources for production. Deputy Director of Center for Agricultural Service of Can Duoc district - Tran Anh Tuan said: "This year, salinity on Vam Co Dong river appears about half a month earlier than other years. On January 05, 2021, salinity measured at Ba Nho was 10 gram per liter, and Doi Ma was 3 gram per liter. Currently, the agricultural activities of the people mainly use water stored on canals, in-field ditches and rainwater, so when the dry season, high temperatures will increase water evaporation and increase. Water demand for plants, animals, etc. Therefore, the fresh water resources in the district are likely to be in short supply in the dry season 2020-2021, especially in 8 communes in the lower region.
Many areas of winter-spring rice areas sown outside the seasonal calendar are at risk of being affected by drought and salinity
With the climate of 6 months of rain and 6 months of drought, people in Can Duoc have gradually adapted and have solutions to effectively convert production, ensuring income in drought and salty months. Mr. Le Hoang An, living in Long Huu Tay commune, Can Duoc district, said: "I was born and grown up in this land, I understand the harshness of drought and salinity. Normally, there will be about 6 months of dry season in Can Duoc. Before that, like many people living here, I would leave the land vacant and let the land rest. In the last 2 years, I switch to shrimp farming in the dry season because the shrimp are not affected by drought or salinity. In my opinion, this conversion has both taken advantage of productive land and brought in quite a good income in the dry season".
The Head of the Agriculture and Rural Development Division of Can Duoc district - Nguyen Hong Chuong informed that the district allocates about 12 billion VND to dredge canals and ditches in the fields every year to increase the capacity of water storage for agricultural production. Specifically, right from the end of the drought and salinity 2019-2020, the district has reviewed and assessed the current status and effectiveness of existing irrigation works and accelerated the progress of fresh storage and salt prevention works that have been under construction, they are ensured the completion before the dry season 2020-2021. At the same time, the district focused on promoting propaganda and advocacy; regularly updating news reports on drought and salinity for timely information, raising awareness of the community and society. In addition, the district also organizes training courses, transferring science - technology on solutions to prevent and combat drought and salinity in agricultural production and people's livelihood".
"The district has 3 main dams and sluice gates: Doi Ma, Ben Tre and Xom Bo, the function of providing fresh water, irrigation, drainage and alum washing in the rainy season, preventing saline intrusion during the dry season. Connecting these three big culverts is a ring dike of nearly 20 kilometers long through the communes of Long Cang, Phuoc Tuy, Tan An along the Vam Co Dong river. From these 3 large sluices, there are more than 50 kilometers of inland irrigation canals and dozens of other secondary sluices forming an in-land irrigation system that supplies agricultural water for all 9 upland communes and Can Duoc town. In order to take initiative in water sources, district technicians regularly go to the area to check and announce water quality in rivers and in fields, and set up sluice closing and opening schedules. The main sluices are deployed to the communes, people know to proactively produce, prevent and combat saline intrusion into the fields in the dry season. Besides, it is recommended that people have a plan to store water in canals, canals, ponds and ditches for production "- Mr. Chuong added./.

|Q1 rice export outlook remains promising||Q1 rice export outlook remains promising|
High hopes are pinned on Vietnam’s rice export in the early months of 2021 after the price of its 5-percent broken rice exceeded 500 USD per tone last year, the highest since the end of 2011.

The country's rice export is likely to grow further in the first quarter of this year since the ongoing COVID-19 pandemic has led to increasing food demand in a number of Vietnam's major markets in Southeast Asia and Africa which have placed more orders for Vietnamese rice, according to Nguyen Quynh Nga from the Vietnam Institute of Industrial and Trade Policy (VIOIT).
Meanwhile, China's rice imports are expected to bounce back due to a sharp increase in domestic price and unfavourable weather. China's rising demand will offer a good opportunity for Vietnam, particularly given that the two countries have established a hotline to facilitate the trade of agricultural products which was disrupted by COVID-19.
Vietnam's newly-signed trade deals, such as the EU-Vietnam Free Trade Agreement (EVFTA) and the UK-Vietnam Free Trade Agreement (UKVFTA), are also expected to boost rice shipments and heighten its value internationally.
According to the Ministry of Agriculture and Rural Development, Vietnam's rice output totalled 42.8 million tonnes in 2020, down about 0.2 percent because of the shrinkage of some 192,000 hectares in farming areas. However, the productivity rose by 50 kg per hectare from a year earlier.
The country exported 6.15 tonnes of rice for 3.07 billion USD last year, down 3.5 percent in volume but up 9.3 percent in value year-on-year.
The areas of high-grade rice varieties have expanded to 74 percent, compared to 50 percent in 2015, as a result of the country's efforts in improving the value of the Vietnamese rice.
Thanks to that, the shipments of high-grade rice made up more than 85 percent of the total, resulting in the growth of average rice price from 440 USD per tonne in 2019 to 496 per tonne in 2020./.

|For the collective economy to develop stably||For the collective economy to develop stably|
In recent years, the collective economy, the core of cooperatives continue to be affirmed as an important economic component in the national economy. However, that result is not commensurate with its potential and there are still many barriers that limit the economic development of this area.
Cooperatives are in desperate need of supportive policies
Currently, collective economy with many diverse forms of cooperation, including: cooperatives, unions of cooperatives, cooperative groups. The development of the collective economy and the cooperative is the consistent and throughout policy of the Party and State. Over the past years, the collective economic movement in the province has continued to develop in both quantity and quality, gradually overcoming prolonged weakness, many models of collective economy and cooperatives operating effectively. results, bringing many benefits to members, contributing to sustainable socio-economic development, building a new countryside, creating jobs, reducing poverty, ensuring social security. However, up to now, the collective economic movement in general and the operation of the cooperatives in particular have always faced many difficulties and challenges.
Director of Go Gon Agricultural Cooperative - Truong Huu Tri shared: "Many cooperatives do not have headquarters, land is rented so it is not stable, the cost is high, so it is difficult to compete with other places other. Most cooperatives want to have a stable place to actively invest, expand production, long-term production, ... ".
Another difficulty is attracting a contingent of officials and members to build the cooperative. According to statistics, the number of cooperative staff with university and college degrees has increased, but now most of them are old, with limited professional qualifications, working based on experience. Many people want to leave, but find a replacement is not possible. The planning of long-term staff is still very embarrassing because the agricultural economic sector is always in difficulty, the cooperative income is low, there is no social insurance regime, ... the number of cadres attracting human resources to work in cooperatives is not much. Therefore, the standardization of the contingent of cadres for the cooperative transforming from the model is not satisfactory.
Chairman of the Board of Directors of Huong Vam Co Cooperative (a newly established rice paper cooperative in Loc Giang commune, Duc Hoa district) - Nguyen Anh Tuan said: "The lack of business capital is a difficult problem of the majority of cooperatives. Not only the cooperatives changed from the old model to the financial model, but some newly established cooperatives were small-scale with little capital contribution. Credit is limited because there is no collateral. On the other hand, the cooperative is also incapable of setting up loan projects under the new regulations ". Applying science and technology, organizing production - consuming products of agricultural cooperatives, supporting supply - demand connection, product branding, ... over the past time, all levels, levels the industry is interested, but the results are very limited.
For the collective economy to develop stably
In the period 2020-2025, the province sets a target to organize 100 percent of cooperatives re-register and operate under the Cooperative Law 2012. Cooperatives that do not comply with the law shall dissolve or move to other forms of organization accordingly; at the same time, to increase the rate of good and good cooperatives to over 70 percent. The problem of linking cooperatives with enterprises and farmers in organizing production associated with processing and selling products for farmers is also considered an important indicator. To achieve the above important objectives, the Provincial Cooperative Union has a plan to review and support the development of cooperative economy in the province; propose to the Provincial Party Committee and Provincial People's Committee to promulgate supporting policies on land, regimes and policies for cooperative officers and mechanisms and policies on application of science and technology, consumption of products, ...
The road to collective economic development in agriculture still has many difficulties ahead, it is very necessary for the efforts from the members of the cooperatives and the support of the authorities at all levels.
Currently, the whole province has 265 cooperatives, including: 206 agricultural cooperatives, 23 transport cooperatives, 4 construction cooperatives, 3 trade and service cooperatives, 6 industrial cooperatives - handicraft industry, 4 water and environment cooperatives and 19 people's credit funds; including 25 decommissioned cooperatives (3 transport cooperatives, 21 agricultural cooperatives, 1 industry - handicraft cooperative) and special control 1 people's credit fund./ .

Towards improving productivity and quality of agricultural products
Ending the year 2020, the provincial Agriculture sector has achieved many outstanding results in all fields. This is the driving force for the sector to continue making a breakthrough in 2021, contributing to the successful implementation of the Resolution of the XIth Congress of Provincial Party Committee, term 2020-2025.
Specialized farming areas are focused on developing
Thanh Hoa is a low-lying, end-stream district, so it is easily affected by high tide. In the past year, the complicated situation of natural disasters and epidemics has significantly affected the agricultural sector of the district. Head of Division of Agriculture and Rural Development of Thanh Hoa district - Nguyen Kinh Kha said: "The goal of the district agricultural sector in 2021 and the term 2020-2025 is to continue to expand the area of 750 hectares of rice applying high technology and focusing on developing areas specializing in cultivation of 450 hectares of pineapple (Tan Tay commune), the area specializing in cultivating 2,800 hectares of yams (Thanh An commune) and the area specializing in lemon tree cultivation of 500 hectares (Thuan Binh commune). At the same time, the branch focuses on directing farmers to sow according to the seasonal schedule in each region, each field, ensuring mass sowing and avoiding pests and diseases".

Accordingly, in 2021, the sector strives to achieve the growth rate of region I from 1.5-2 percent; to maintain a stable rice output of over 2.7 million tons, of which high quality rice output reaches over 1.5 million tons; at least 7 more communes meeting new-style rural (NR) standards and 7 more communes achieving advanced NR standards; 2 more districts and towns meeting NR standards or completing the task of building NR; rural households using clean water reaches 99.3 percent , clean water reaches 56 percent or more; planting 1 million green trees of all kinds and planting 500 hectares of forest after exploitation.
"In order to fulfill and exceed the targets of the Resolution of the XI Congress of Provincial Party Committee, the term 2020-2025, from the beginning of 2021, the Agricultural sector continues to promote the application of high technology associated with restructuring the agricultural sector, aiming to improve the productivity and quality of agricultural products and the efficiency of production and business; increase activities of cattle and poultry re-herd; at the same time, drastically direct the prevention of diseases on plants and animals, ensure safety for production and stabilize people's lives. In addition, the sector strengthened the promotion to attract investment in agriculture under the province's incentive mechanism; focus on mobilizing resources to implement the National Target Program on building NR; continue to upgrade, maintain and repair irrigation works after investment in order to improve the capacity to avoid and limit disadvantages caused by natural disasters and respond to climate change. In addition, the sector continues to reform administrative procedures, support and remove difficulties for investment businesses in the province in general and for businesses operating in the agricultural sector in particular"- Mr. Truyen said more.
Urgently for new goals

|Clean production - Sustainable direction for lemon trees||Clean production - Sustainable direction for lemon trees|
Over the years, lemons have been considered as a crop of high economic efficiency for many farmers in Long An province. However, lemon growers mainly cultivate according to traditional methods, so the output of the product is not stable. To solve this problem, farmers need to have a strong change in awareness in production organization to gradually improve quality and towards stabilizing output for lemon products.
Preliminary processing of lemons in the Agricultural Service Cooperative of Ben Luc district
Focus on clean production
Currently, the whole province has 10,832 hectares of lemons, including 8,205 hectares for fruit, concentrated in districts: Ben Luc, Duc Hue, Duc Hoa, Thu Thua and Thanh Hoa. In Thanh Hoa district, farmers have developed the lemon planting area to more than 500 hectares, an increase of nearly 160 hectares over the same period in 2020. The area of lemon is mainly concentrated in Thuan Binh commune, the average yield is 18-20 tons /per year /hectares/ per year.
The biggest difficulty of the current lemon grower is the unstable consumption market and the low competitiveness of lemon products. According to statistics, the annual output of lemons is about 138,000 tons, but only about 30 percent of the lemon output is contracted by businesses for export, the rest is sold to owners of wholesalers and wholesale markets. go for consumption inside and outside the province. The number of lemon production cooperatives, especially the number of VietGAP and GlobalGAP certified establishments, is too small compared to the existing lemon production area. In addition, the province has not yet had a plan and formed a transportation, sorting, packaging, consuming and marketing network to expand the market. In addition, the access to preferential policies and capital sources to invest in production expansion of cooperatives is also difficult.
Director of Thuan Binh Agricultural Service Cooperative (Thanh Hoa District) - Bui Van Khap information: "In the past time, lemon is a crop with high economic efficiency, annual profit is from 100 - 300 million/hectares. But currently the output of the product is not stable, largely depends on traders. The current price of lemons goes up and down erratically, sometimes up to more than 30,000 VND/per kilo, but sometimes it falls, only 4,000-5,000 VND/per kilo. Therefore, in order for the output of lemons to be stable, farmers need to change their production methods towards clean production, and create links with businesses in order to avoid seasonal situation - price drop ".
According to the Head of the Department of Agriculture and Rural Development of Thanh Hoa District - Nguyen Kinh Kha, over the past time, the district has coordinated functional departments and specialized agencies to organize many training sessions to guide people to change their farming methods. according to VietGAP, GlobalGAP standards. However, the number of areas that farmers have converted to production methods and recognized standards are not much. In the coming time, the district continues to act as a bridge for farmers and businesses to meet, exchange and build raw material areas, purchasing in the direction of signing contracts for product consumption.
Ben Luc is the locality with the largest area of lemon in the province, with more than 7,100 hectares, of which about 1,200 hectares has been applied by farmers with high technology in production. The average annual output is about 80,000 tons, of which the majority of lemons are exported to the world market.
In recent years, Ben Luc district has implemented many policies to promote the program of Agricultural development with high technology application in association with the restructuring of agriculture on lemon trees such as: Supporting lemon seed for 313 households with more than 140,000 trees like; implemented 10 fields to control pests and diseases in Thanh Loi commune, Thanh Hoa with 160 hectares; supported the economical irrigation system with 27 models on an area of 27 hectares and organized many short-term training courses on farming techniques and pest and disease management for farmers.
Director of Ben Luc Agricultural Service Cooperative - Tran Duy Thuan said that the cooperative currently has 50 hectares of lemons, of which about 20 hectares of high-tech applications (economical irrigation, spraying by machine, growing grass. country). On average, the cooperative exports about 500 tons of lemons annually to the world, of which the Middle East is the largest.
"The application of high technology in agricultural production is an important step in the process of restructuring the agricultural sector in the direction of increasing added value and increasing the competitiveness of agricultural products in the market. Thereby, both raising income for farmers and producing clean products to protect the health of consumers "- Mr. Thuan added.
Mr. Le Minh Trong (Hamlet 6B, Luong Hoa Commune) confided: "During the drought, salty season in 2019-2020, thanks to the application of economical irrigation and keeping grass under the lemon root, my lemon garden will not be affected by term, salty. Currently, I switch to planting seedless lemons in the direction of GlobalGAP to sign pepper bags with The Fruit Republic Company, the selling price will be higher than the market price from 3,000-5,000 VND/per kilo ".
Towards the fastidious market
According to statistics of the Department of Agriculture and Rural Development of Ben Luc district, in 2019, the area of lime for applying high technology in the direction of GlobalGAP was signed by The Fruit Republic Company to be 780 hectares, by the end of 2020 the area This has increased to 910 hectares. These lemons are produced mainly in 39 cooperative groups and 7 lemon-growing cooperatives in the district. Most lemons meet GlobalGAP standards are qualified for export to the world market.
The Head of Agriculture & Rural Development of Ben Luc District - Le Van Nam shared that at present, the application of high technology in production as well as production transformation towards VietGAP, GlobalGAP of lemon farmers in the area The district is still facing many difficulties. Specifically, the market for purchasing lemons Applying high technology has been expanded every year, there is no contract signed between the buyer and the producer, so there is no support in the policy of linking production according to Decision 14 of the Provincial People's Committee. In addition, climate change and lack of field planning have significantly affected the application of high technology in production. On the other hand, the number of enterprises investing in lemon areas for consumption and deep processing contracts is not much, most of them still sell fresh fruits, so the added value of lemon products is not high.
"Currently, the export of lemons to Europe is facing many difficulties, particularly some active ingredients in Europe allow use, the Ministry of Agriculture and Rural Development has not licensed, some active ingredients Ministry of Agriculture and The number of active ingredients allowed by Europe and the Ministry of Agriculture and Rural Development to use is too small, only about 5-6 active ingredients are permitted by the European development for rural development. In the coming time, we hope the ministries and central branches will adjust to allow the use of more active ingredients, in accordance with the standards of some markets so that Ben Luc's lemon products step by step come closer to other countries. The fastidious market in the world, especially the European market, "added Mr. Nam./.
