In recent days, Dragon Fruit Association of Long An has brought dragon fruit "to be exported" by sea. This is also the solution to "rescue" dragon fruits when it is difficult to circulate through the border gates on roads. 
 
On February 13, Vice Chairman of Long An People's Committee - Mai Van Nhieu, headed the delegation to survey and grasp the situation of producing disinfectant hand-washing sanitizer from natural herbs (in Binh Phong Thanh commune, Moc Hoa district). According to the information of the Department of Industry and Trade of Long An, in January 2020, the index of industrial production (IIP) was estimated to decrease by 7.98% over the previous month, but up by 5.1% over the same period of the last year. 
 
On February 7, Deputy Director of Long An Department of Health - Vo Van Thang checked and supervised the preparation for prevention and control of the acute respiratory disease caused by the new strain of novel Coronavirus (2019-nCoV) at health facilities in Kien Tuong town and Moc Hoa district.  
 
On February 8, the Ministry of Health organized an online conference on the treatment and prevention of acute respiratory disease caused by the new strain of novel Coronavirus (2019-nCoV). Deputy Minister of Health - Nguyen Thanh Long chaired the conference. Vice Chairman of the Provincial People's Committee - Pham Tan Hoa chaired at Long An end-point bridge. 
 
According to the information of the Department of Industry and Trade of Long An, in January 2020, the total retail sales of goods and services reached nearly VND 9,300 billion, reaching 9% of the year plan, increased by 19.4% over December 2019 and increased by 14.5% over the same period.

According to the information of the Department of Industry and Trade of Long An, in January 2020, the total retail sales of goods and services reached nearly VND 9,300 billion, reaching 9% of the year plan, increased by 19.4% over December 2019 and increased by 14.5% over the same period.

​There were 8/11 commodity groups increased in price over December 2019, including: Food and catering services; housing, electricity, water, fuel and construction materials; beverages and cigarettes; transportation; garments, hats, footwear; culture, entertainment and tourism; etc. The commodity groups decreased in price including: household appliances and equipment. The stable commodity groups were drugs and medical services, post and telecommunications.​

Accordingly, January was the month adjacent to the Lunar New Year, so the retail and service activities were exciting. Enterprises, trade centers, supermarkets and business establishments actively prepared a plentiful and diversified source of goods to serve the needs of consumers.  

Especially, consumers in the province have changed their awareness about food safety, having shopping habits at reputable, quality and controlled food business establishments such as: supermarkets, convenience stores, trade centers, traditional markets. Through recording, almost in the province, there were no occurrence of hoarding goods and sudden increase in prices.

By this time, most of the business places, traditional markets, supermarkets, etc. have reopened to serve consumers, and the goods are plentiful and diverse. It is forecasted that the market situation in February in the province is stable, commodity supply is abundant, and the prices of essential goods for production and consumption are not volatile./.​

On February 5, Vice Chairman of Long An Provincial People's Committee - Pham Van Canh, Director of Department of Industry and Trade - Le Minh Duc chaired a conference with Departments of Industry and Trade of provinces and Ho Chi Minh City, enterprises, warehouses that buy dragon fruits to find solutions to consume dragon fruits due to the impact of acute respiratory disease caused by the novel coronavirus (2019-nCoV).

The area of dragon fruits in the whole province is about 11,826 hectares, of which 9,587 hectares are producing fruits with an output of 320,000 tons. Recently, the main market for dragon fruits is China, accounting for 70 - 80 percent; the remaining markets include Thailand, Singapore, Korea, Europe, USA, Canada, Japan, Malaysia, Dubai, Newzealand, India. India, Australia, etc. and domestic consumption. Exports by the unofficial way still account for a relatively high proportion.

Due to the impact of the acute respiratory disease caused by 2019-nCoV, the un-consumed dragon fruit production from the end of January to the end of February 2020 is about 30,000 tons. In particular, the amount of inventory is about 2,000 tons; about 28,000 tons have not been harvested.

According to the Chairman of Long An Dragon Fruit Association - Nguyen Quoc Trinh, the association had a meeting with the warehouse owners to reduce the purchasing price to 10,000 VND per kg to minimize the damage to the warehouses, traders and gardeners. However, due to the amount of dragon fruit is still too large, some warehouses do not purchase.

At the conference, the Department of Industry and Trade of provinces and cities such as Ho Chi Minh and Can Tho cities shared the difficulties of Long An province and supported "rescue" dragon fruits through domestic consumption by retail businesses. However, all inventories cannot be "rescued"; the businesses also require products that meet food safety, VietGap, Global Gap standards. Domestic consumption will be very low. Moreover, jackfruit, durian, rambutan, etc. also have difficulties in trading with China.

Besides, another solution for consumption is the drying of dragon fruit.

Director of Department of Industry and Trade of Long An Province - Le Minh Duc said that, currently, because there is no specific contract, the export of agricultural products to China is risky, especially dragon fruits. He recommended businesses, cooperatives and farmers to have closely consumption contracts. In particular, the sustainable solution is to organize production in the direction of linking and food safety in accordance with VietGAP and GlobalGAP standards to avoid dependence on the main market.

Vice Chairman of Long An Provincial People's Committee - Pham Van Canh assigned Department of Industry and Trade to continue working closely with Long An Dragon Fruit Association to grasp the situation, report to the provincial leaders and the Ministry of Industry and Trade to promptly direct the next solutions; actively connect businesses in the province that perform deep processing; focus on domestic consumption and exporting fresh fruits to markets outside China to reduce losses to farmers./.

Over the past two years, the Provincial Competitiveness Index (PCI) of Long An province has grown tremendously, from 15th position with 60.65 points (in 2016) to 4th position with 66.70 points (in 2017) and 3th position with 68.09 points (in 2018) on the national rankings.

The PCI is an index for measuring and assessing the quality of economic management, the level of convenience and friendliness of the business environment and administrative reform efforts of provincial governments in Vietnam, thereby it promotes the development of the private sector.

The PCI is built from annual enterprise survey data and is published yearly; including 10 component indicators, covering key areas of economic management of provinces and cities related to the development of enterprises. A locality is considered to have good operating quality when it has low market entry cost; easy access to land and stable land use; transparent business environment and public business information; low informal costs; quick time of inspection, examination and implementation of regulations and administrative procedures; fair competition environment; the provincial government's activeness and creativeness in solving problems for businesses; services for supporting business development and high quality; good labor training policies; fairly and effectively dispute settlement procedures, and maintaining security and order.

Over the past two years, the Provincial Competitiveness Index (PCI) of Long An province has grown tremendously, from 15th position with 60.65 points (in 2016) to 4th position with 66.70 points (in 2017) and 3th position with 68.09 points (in 2018) on the national rankings.

This result confirms the belief, satisfaction and recognition of the business community and investors for the continuous efforts of the provincial government in improving the business environment. However, if the province does not continue implementing measures to maintain and promote the high-ranking indexes and seriously overcome the low-ranking indicators, the results in the Top 10 provinces and cities with the best operating quality is also difficult to sustain.

Therefore, in order to maintain and improve the PCI in 2019, the provincial People's Committee drastically directs and manages all levels and sectors to improve the PCI, makes more efforts to build the business environment transparently, friendly, airy and conveniently, build a modern, professional, dynamic administration, best serve people and businesses. In order to continue the maintenance and improvement of the PCI in 2020 and the following years, the province will assign the Department of Planning and Investment to advise the Provincial People's Committee to develop a plan to promote the improvement and enhancement of PCI in 2020, right after the Vietnam Chamber of Commerce and Industry (VCCI) publishes the PCI results of the whole country in 2019 (expected at the end of March 2020). This plan will inherit the advantages of the previous years' plan, and at the same time carefully follow each of the 10 component indicators, assign specific responsibilities to each department, sector and locality for implementation, monitoring and submission responsibility; strive to increase the score of each component index, towards increasing the overall score and raising the provincial PCI rating.

Some key tasks and solutions are as follows:

Firstly, seriously implementing the Government's Resolutions on improving the business environment, improving competitiveness, supporting and developing enterprises.

Secondly, continuing to consolidate, perfect and build e-government, actively applying information technology to serve administrative reform.

Thirdly, further improving the operational efficiency of the public administration model. Increasing the percentage of enterprises registering their business through new methods such as online application and post processing.

Fourthly, paying attention to training and fostering to raise the qualifications and morality of the contingent of cadres, civil servants and public employees to ensure adequate qualifications and capability to well perform tasks in the spirit of supporting enterprises; avoiding harassment, localization, cost and unofficial costs for people and businesses.

Fifthly, striving to improve the quality of handling administrative procedures and clear instructions, minimizing the number of people and businesses to travel many times, overcoming the delay in settling administrative procedures for businesses to quickly complete all the procedures to operate officially.

Sixthly, reviewing in posting, updating construction plans, land use plans, sectoral plans, socio-economic development plans, decisions, policies and administrative procedures, bidding, and so on clearly and transparently for people and businesses to easily access information on the provincial web portal, websites of agencies and units.

Seventhly, maintaining a dialogue between the provincial government and businesses, close contact with associations, business associations of countries and territories to timely capture information and focus leadership, directing the solution solving difficulties and problems of the enterprise.

Eighthly, establishing a mission delegation to check the improvement of PCI at departments and localities, thereby promptly rectifying and solving shortcomings and problems, creating favorable conditions for provincial and district agencies to perform their mission well.

With the determination and efforts of all levels, sectors, and the companion of the business community and investors coming to the province, it is hoped that the provincial PCI will continue have steadily improved and maintained the top rank in the provinces and cities across the country in 2020 and the following years./.

In 2018, the result of investment attraction in Long An province is higher than that in 2017, the number of received projects and the registered investment capital as well as the investment rate increased, thereby, making an important contribution to the socio-economic development of the province.

In 2018, the province has 1,492 enterprises established (increased 0.6% compared to 2017) with the registered capital of VND 22,464 billion (increased 12%) and has 90 projects granted for foreign investment with the total registered capital of USD 450 million (increased USD 15 million). Up to now, there are 11,748 enterprises operating in the province with the total registered capital of VND 272,776 billion. In addition, the province has 951 foreign investment projects with the total registered capital of USD 6,009 million, of which 576 projects are in operation with the total investment of USD 3,614 million. However, attracting investments into industrial parks and industrial complexes has not reached the set plan.

Currently, the whole province has 16 industrial parks in operation with the occupancy rate of over 80%. Industrial parks have attracted 1,396 investment projects, including 626 foreign investment projects with the total investment capital of USD 3,675 million and 770 domestic investment projects with the total investment capital of VND 77,056 billion. For industrial complexes, there are 22 industrial complexes put into operation which have attracted 544 projects with the total investment of VND 15,635 billion. The occupancy rate of industrial complexes in operation is 86.55%.

Vice Chairman of the Provincial People's Committee - Nguyen Van Duoc said that the industrial parks and industrial complexes of the province have continuously promoted efficiency and contributed to help the province to attract domestic and foreign investment resources. The province continues to promote the reform of administrative procedures and focuses on improving the investment environment through dialogues with enterprises to promptly solve problems and obstacles arising in production and business process. In addition, the province continues to strengthen resources to complete the socio-economic infrastructure system, focusing on attracting investments in industrial parks and industrial complexes in the province.

According to the Department of Industry and Trade of Long An province, in conferences connecting the supply-demand of goods between Ho Chi Minh City and the provinces and cities in 2019, the Department has organized for businesses and cooperatives to promote as well as consume their goods to consumers.

Accordingly, many products are favored by consumers such as Huu Loc peanuts, safe vegetables, melon, safe rice, etc. As a result, the businesses and cooperatives in the province signed 21 memorandums and principle contracts with businesses in Ho Chi Minh City such as Saigon Co.op, Dong Hung Integration and Development Co, Ltd. (Aeon Citimart), Vincommerce General Trading Service Joint Stock Company (VinMart), Saigon Trading Corporation (Satra), and so on.

Up to now, the businesses and cooperatives in the province have signed nearly 200 contracts to supply goods to businesses in other provinces and Ho Chi Minh City (of which, 133 contracts have been signed with businesses in Ho Chi Minh City).

For many years, the Department of Industry and Trade has supported the businesses and cooperatives in the province to join the supply-demand connection program, to actively promote and sell goods, especially safe agricultural products. In particular, many contracts have maintained stability and increased in quantity of goods. The businesses and cooperatives have focused on producing high-quality goods and ensuring food safety, contributing to meeting the consumption needs of people in Ho Chi Minh City, provinces and cities nationwide and export standards.

However, many businesses and cooperatives still have obstacles that need to be solved properly. Specifically, some businesses and cooperatives have not bravely signed contracts to supply large quantities of goods because of their small-scale production. Besides, the quality and size of agricultural products have not met the requirements of the buyers.

Therefore, in the coming time, the businesses and cooperatives should focus on organizing production in order to ensure the quantity, product conditions and standards (food safety, pre-processing, packaging, design, etc). In addition, they should connect with each other to have a focal point of delivery, negotiation and creating a reputation in signing consumer contracts./.

In the afternoon February 22, Vice Chairman of People’s Committee of Long An Province – Mr. Nguyen Van Duoc and representatives of relevant departments, sectors had a meeting with Mr. Takimoto Koji-Chief Representative of Japan Trade Promotion Organization Office in Ho Chi Minh City and leaders of Hiraiwa Company who came to visit and study about the investment environment, industrial parks in Long An Province.

Mr. Takimoto Koji said his responsibility in his office term was to promote the investment activities of Japan in Vietnam, develop the supporting industry in Vietnam and promote the export of agricultural products from Japan to Vietnam. He highly appreciated the efforts Government of Vietnam in general and leaders of Long An Province in particular in improving the investment and business environment through many methods including administrative reform. This would make the business environment more and more transparent to create the favorable conditions not only for Vietnamese enterprises but also Japanese enterprises when investing in Vietnam.

In addition, JETRO also introduced about Hiraiwa Joint Venture Co., Ltd. This is the enterprise operating in 3 main sectors: architecture, civil works and basic construction. The enterprise has many achievements in many fields and has been selected as the main contractors for many construction projects in Tokorozawa, around Tokyo City and neighboring areas to design and construct the public works, commercial malls, traffic roads etc. At this meeting, Hiraiwa expressed the expectation to study more about the investment environment and investments of construction works in Long An, especially in industrial parks, industrial complexes in the province.

At the meeting, Chairman of Provincial People's Committee- Nguyen Van Duoc informed the delegates about the land fund for industrial development in Long An with 28 industrial parks and 32 industrial complexes with the ability to receive the secondary investors from Japan and other countries. He suggested that Hiraiwa should establish a legal entity in Long An to facilitate the information exchange and meetings with the competent authorities as well as the infrastructure investors in Industrial parks and industrial complexes in the province. Accordingly, it would help to strengthen the relation and ensure the more effective operation. At the same time, he also said that the leaders of the province would always accompany and create the best conditions for the enterprises to study about the environments, production and business investment activities in Long An.

Also at the meeting, the enterprise from Japan had a visit to study about the investment environment at Phu An Thanh Industrial Park where there leaders of Phu An Thanh Industrial Park and Hiraiwa Company signed the agreement for investment promotion cooperation./.​

On May 9, Secretary of Tan Hung district Party Committee, Mekong Delta Province of Long An - Luong Son Cau had a dialogue with more than 100 farmers in communes of Vinh Chau A, Vinh Chau B, Vinh Loi and Vinh Buu in Tan Hung district, Long An province about the high-tech application program associated with restructuring agriculture.

The rice production model using high-tech application is a model applied scientific and technical advances synchronously to reduce investment costs, increased productivity and profit per area unit, create clean agricultural products, ensure quality and aim to a clean and sustainable agriculture.

Accordingly, the high-tech production area will use certified rice seed, 100 percent of the area is mechanized from soil preparation, spraying and harvesting; farmers are trained and instructed to produce agricultural products in the direction of VietGap and to produce under 1-must and 6-reduce program; output products are committed to be bought. In addition, farmers are supported 30 percent of the cost of buying seeds, renting implant machines and buying spraying machines.

According to the plan, Tan Hung district has had 4,500 hectares of high-tech application rice in 6 communes (including Hung Dien, Hung Dien B, Hung Ha, Hung Thanh, Thanh Hung and Vinh Chau A) by 2020.

After 3 years of implementation, the model has received positive participation from farmers in the district. Only Winter-Spring crop of 2018-2019, 682 farmer households were mobilized to replicate the model of high-tech application with an area of 2,892 hectares in the communes in the project region.

Through the implementation of the model, it shows very good results. For the pilot models, replication models and self-replicating farmers' areas reduced the average seed quantity by 20-30 kilograms per hectares; number of model rice areas developes well with less pests and diseases; it contributes to reducing investment costs, achieving higher profits than the area people produce outside the model from 3-13 million VND per hectare.

Besides, there are still some difficulties in the process of implementing the program of developing high-tech application agriculture in association with restructuring the agricultural sector: Some planned regions for high-tech development have plans to invest electric pump stations but there are no three-phase power grids; high-tech replication models have not connected production with consumption, so it has not attracted many farmers to participate in; farmers are not familiar with the use of organic fertilizers, biological products such as white mushrooms or green mushrooms to prevent brown plant-hoppers, so they are not bravely applied to production that sometimes leads to low production efficiency, and so on.

The number of areas in the model increases profits from 3 to 13 million VND per hectare

At the dialogue, farmers were also informed and instructed by the professional sectors and enterprises to provide more guidance on modern, safe and friendly environmental rice cultivation techniques.

Thereby, farmers raised their difficulties and obstacles in the process of implementing the program: It is necessary to have stable solutions for agricultural product output; the situation that farmers around the project regions spontaneously  sow the crops causes pests and diseases causing harm and affecting the areas of high-tech rice production; some farmers in the project region still keep old farming habits and practices so the efficiency sometimes is not high; Localities need to assess the true nature of the effectiveness of the high-tech application model, associated with the restructuring of the agricultural sector, etc. The farmers' opinions are received and clearly explained by the leaders of district People's Committee, professional sectors and enterprises.

In order to implement the program effectively in the coming time, the Secretary of Tan Hung District Party Committee - Luong Son Cau requested the Party Committee, local authorities to focus on leading, directing and coordinating with the relevant sectors to promote propagandize to all officials, union members, members and farmers about the meaning and benefits of high-tech application rice production; step by step change farmers' awareness and cultivation habits. We continue building and perfecting the model of high-tech application typical cooperatives; reviewing and investing in upgrading infrastructure in the regions of high-tech rice production; strengthening links with businesses to enlist the support of capital, science and technology and commit to buy output for farmers in the project areas./.

The Department implemented 2 applications: Software for searching planning information to each piece of land on the Internet and smart phones; e-software for managing and publicizing land use planning in Long An province.

For the first application, residents and businesses can access the address: datdai.longan.gov.vn on the computer. Everyone just selects districts and communes to get information on planning of each plot of the selected area.

Using Smartphones that run iOS or Android operating systems, everyone can download the app, install and use it like a computer (iOS operating system: App Store/search: QHSDD.LA; Android operating system: Google play (CH play)/search: QHSDD.LA)

At present, the whole province has about 600 ha of banana, and only in Duc Hue District, there is an enterprise (Huy Long An Co., Ltd) owned by Mr. Vo Quan Huy investing in more than 40 ha and this company is planning to expand the planting area to 150 ha; banana products of the enterprise have been exported to many countries such as Japan, China etc. In addition, Vice Chairman also shared information about other trees which are suitable to the natural conditions of the province such as pineapple, dragon fruits and lemon for the investor to study more.

Vice Chairman expressed the warm welcome to the company for selecting the right location for investment. In the past 10 years, the campaign has been made efforts by all levels and sectors in the province. Many contents of the campaign are integrated into patriotic emulation movements, the movement of “All people unite to build new-style rural and civilized urban areas,  the study and following of ideology, morality and style of President Ho Chi Minh. The Standing Committee of the Vietnam Fatherland Front Committee builds many effective models.

According to Deputy Chairman of Vietnam Fatherland Front Committee of Long An Province - Pham Ngoc Tiep, the campaign has created favorable conditions for the operation and development of the enterprises. Besides, enterprises and people have actively responded to it, raised awareness in the production and consumption of domestic goods.

However, in Long An province, the campaign still has some limitations. To be more specific, some local Party Committees have not taken notice of leading the campaign. Propaganda has been still sketchy and discrete so it has not been effective. The development of the Vietnamese brand has not been paid attention because most Vietnamese enterprises are small and medium-sized, their resources are limited.

In the past 10 years, the Department of Industry and Trade held 117 fairs of bringing Vietnamese goods to rural areas, industrial parks, border areas in the province. The struggle to prevent smuggling, counterfeit goods, trade fraud, poor quality goods has also been focused. From 2011 to 2018, functional agencies checked nearly 163,000 cases, handled more than 37,800 violations; the total amount of state budget revenue was over 1,135 billion VND.

Besides, the Agriculture sector also build 12 safe food production chains, including 6 vegetable chains, 2 chicken chains, 2 rice chains, 1 pork chain, and 1 seafood chain, contributing to promoting the province's agricultural products to consumers.

The Chairman of the provincial People's Committee – Tran Van Can commented: In the general development of the province, enterprises and entrepreneurs increasingly assert their role as a core force, an important driving force in economic development, creating production value, greatly contributing to the DGP growth and the State budget in the province. In September 2017, industrial production value (current price) reached VND 168,478 billion, up 17.7% over the same period in 2016.

The Department of Industry and Trade supports the Provincial People's Committee in state management as well as coordinate with the Support and Investment Promotion Center under the Department of Planning and Investment, relevant agencies and units in implementing trade promotion.

To be more specific, the 2019 program includes 4 main contents:

Firstly, the estimated budget of the Foreign trade promotion program is VND 200 million for supporting enterprises to participate in overseas fairs and exhibitions under the National trade promotion program. These are market survey programs and exhibitions and fairs in Japan, China, Korea and some ASEAN countries, etc.

Secondly, the domestic trade promotion program and export orientation is estimated at VND 813.1 million. The programs includes attending fairs and exhibitions with a budget of VND 344.2 million together with trading, market seeking and supply - demand connection with a budget of VND 468.9 million.

The third is "Vietnamese people give priority to using Vietnamese goods" campaign. This program has funds for trade promotion with a budget of VND 854 million. Accordingly, the funding is used to organize the Vietnam goods fair for rural and border areas as well as industrial zones and clusters in the province and support enterprises to participate in the Vietnamese goods fair outside the province.

Finally, other trade promotion programs have an estimated budget of VND 132.7 million, including trade promotion training; "Women start up, employment and connect businesses to introduce Vietnamese products" festival; support enterprises selling agricultural products and foodstuffs in district markets, and so on./.

The Provincial Competitiveness Index (PCI) of Long An Province in 2016 is the 15th and belongs to Good Group with 60.65 scores.

In particularly, 10 component indexes of PCI in 2016 of Long An are as follows: market integration (8.08 scores), land approach (6.34 scores), transparency (5.82 scores), time cost (7.20 score), unofficial costs (6.40 score), fair competition (5.44 score), government dynamics (5.69 scores), enterprise support service (6.10 score), labor training (5.40 score), legal institution (6.47 scores).
