According to the information from Department of Planning and Investment, in the first 2 months of 2017, the whole province has 167 newly established enterprises with the total capital of 1,499 billion VND, increased 3% compared to the same period in terms of quantity of the newly established enterprises but reduced 18% in terms of registered capital. Up to now, the province has nearly 8,500 enterprises operating with the total registered capital of 193,000 billion VND.
In addition, in the first 2 months of 2017, the province issued the investment certificates for 17 projects with the total registered capital of 1,212 billion VND, increased 8 projects and 790 billion VND in terms of registered capital compared to the same period of 2016. Up to now, the whole province has 1,324 projects issued with the investment certificates with the total capital of 145,830 billion VND. In the foreign investment sector, the whole province has 816 projects with the total registered capital of 5,290 million USD of which 511 projects are put into operation, accounting 62.6% of the total number of registered projects with the total disbursed capital of about 3,132 million USD, accounting for 59% of total registered capital.
According to the Vice Chairman of the Provincial People's Committee – Mr. Nguyen Van Duoc, in 2016, Long An created many benchmarks to the investors, enterprises from foreign countries through successfully organization of the Investment Promotion Conference 2016 and the establishment of Public Administration Service Center. Thanks to these benchmarks, many enterprises and associations from foreign countries have come to study about the investment environment in Long An. Notably, there are many FDI projects that increase the capital after operating at Industrial Parks in the province. From the beginning of 2017 to mid February 2017, the industrial parks have attracted 13 projects including 9 FDI projects, increased 25.57% compared to the same period of 2016 (increased 2 projects) with the registered investment capital of more than 19 million USD (of which, the newly provided capital is nearly 19 million USD and 2 FDI projects with the increase of 0.64 million USD in investment capital).

After nearly 2 years of implementing the program, the farmers have gradually changed their business operation from small scale of production into production links; the quality and quantity of farming products have met market demand. However, some localities have still faced challenges and difficulties.
Specifically, Vinh Hung district has actively called for local farmers to join in cooperatives, cooperative groups, aiming to reach its target of 4,500 hectares of high-yield rice using high-tech application. However, some farmers are not keen on joining the program.
"I take part in the cooperative in hope of applying high-tech in agricultural production. However, the fee to pay for transplanting rice is about VND 4.5 million per hectare but the cooperatives'support is only 30 percent, lower than my demand.", said Mr.Truong Minh Vuong in Go Xoai hamlet, Hung Dien A commune, Vinh Hung district.
The provincial leaders should carry out the pilot models as well as invest more in infrastructure for hi-tech applied agriculture program
According to the Vice Chairman of the People's Committee of Vinh Hung District - Nguyen Huu Hong, because of the inappropriate support policies, local farmers have hesitated to join in the program. He suggested that the provincial leaders should plan for expenditure, encouraging farmers in using high-tech agricultural application. For instance, the capital for the construction of electric pump station should be increased from VND 133.4 million to at least VND 200 million per station and from 30 to 50 percent for the cost of using laser-controlled equipment and rice transplant machine. At the same time, the provincial leaders should carry out the pilot models as well as invest more in infrastructure for hi-tech applied agriculture program.
Similarly, in Thanh Hoa district, the program has contributed to increasing the value and quality of agricultural products. Therefore, the farmers have got higher profits. "However, the district has met many difficulties such as the lack of electricity to operate pumping stations, unstable market, the shortage of rice transplant machine…In addition, some areas could not apply laser-controlled equipment so the farmers could not get benefits from the program. I propose that the provincial leaders should help the farmers seek the market and adjust some unsuitable policies.", added the Vice Chairman of the People's Committee of Thanh Hoa District - Ho Thi Ngoc Lan.
Overall, farmers in Duc Hoa district have still been facing difficulties in supplying and consuming products. Therefore, they have not actively participated in cooperatives.
By 2020, Long An province will strive to have at least 4 agricultural production areas using high-tech in agricultural production application, including Dong Thap Muoi region; Tan An city; Can Giuoc and Can Duoc districts; Chau Thanh, Duc Hoa and Duc Hue districts. The main products of 4 above mentioned areas are 20,000 hectares of high-yield rice; 2,000 hectares of dragon fruit under VietGAP, GlobalGAP standards; 2,000 hectares of vegetables under VietGAP, GlobalGAP standards and 500-1,000 beeves under VietGAP standard./.

- Vision to2030: the average GDP per capita reaches VND172 million/person/year (around USD8,000); the ratios of the agricultural, industrial and service sectors in the GDP are 7%, 48%, 45% respectively; the revenue for state budget in the province accounts for 10.8% GDP; the investment capital mobilized from the state budget accounts for 29.6%.

The natural population growth rate is below 1.2%; the percentage of malnourished children under 5 years is less than 16%; 100% commune health stations meet the standard and 90% communes meeting the national standard on health; providing compulsory preschool education for children of 5 years; 40% - 50% communes, towns, wards meeting the standards of compulsory high school education; 50% schools meeting national standards; the percentage of poor households in accordance with the national standards is less than 3%; the percentage of trained labor is 60%.

Increasing the production of key products of the province such as sugarcane, vegetables and fruits to meet the standards for domestic consumption and export; step by step controlling the diseases and ensuring the sustainable agricultural growth rate; conforming to the technology procedures in all phases including production, processing to consumption.

Aiming at the growth rate of 14.2%/year in 2015, 14.4%/year in 2020 and 13.6%/year in 2030. - Encouraging the industries in accordance with the policies of the province, supporting the existing industries in the South Key Economic Zone such as: high technology, knowledge industry, research and development, environment, new material-based industry, electronic and software production, liquefied petroleum gas (LPG), energy batteries, power production system from hydro etc. developing the agricultural tool industry basing on the existing and relevant agricultural production sectors in the province.
