Prime Minister Nguyen Xuan Phuc on June 24 chaired a meeting of government permanent members to discuss ways to deal with long-delayed and loss-making projects administered by the Ministry of Industry and Trade (MoIT).

PM Phuc appreciated efforts of the steering committee for solving problems at the MoIT's long-delayed and loss-making projects, some of which have been put into operation while proper solutions have been adopted for some others.
The PM asked the committee to review these projects on a case-by-case basis and prevent them from being delayed any further and causing more losses for the State.
The committe was assigned to come up with specific solutions for each project and clearly decide which projects need to be recovered and which should be declared bankruptcy.
The government leader also urged the committee to discover wrongdoings at the projects and avoid corruption in the process of handling them./.

On February 5, the Long An Department of Transport is urgently installing 18 sluice gates to prevent saline intrusion on National Highway (NH) 62 and Provincial Road (PR) 836 in anticipation of high salinity increase in the next few days.
Construction unit is installing sluice gates on NH 62
Accordingly, from February 5-6, Traffic Construction Joint Stock Company 674 (under the Long An Department of Transport) will completely install 18 salinity-preventing sluices managed by the Provincial Department of Transport. In which, there are 16 sluice gates on NH 62 and 2 sluice gates on PR 836. The sluice gates installed are all steel, especially, Rach Go and Rach Chua sluices that are wooden sluice gates, they are badly damaged, and are not ensured the salinity prevention, and will also be replaced by new steel gates.
It is forecasted that saline water will rise to the highest level on the occasion of Traditional New Year – Spring of Buffalo, from February 8 to 16. Accordingly, the salinity degree of 4 grams per liter can penetrate deep into the main stream on Vam Co river from 75 to 90 kilometers. Therefore, the unit is urgently installing the main sluice gates before February 7, in order to avoid saline intrusion into the interior fields, affecting freshwater sources for production and people's daily use in Southern of NH 62 in the dry season 2020 - 2021./.

Vietnam will focus on solutions to spur growth towards sustainability amidst the impact of COVID-19 during the 2021-2025 period, Minister of Planning and Investment Nguyen Chi Dung said on September 29.

In his opening remarks at the third Vietnam Reform and Development Forum, the minister said the country is striving to win the high middle-income status globally by 2030.
He briefed the forum on achievements Vietnam has recorded in pandemic combat and economic development, with a trade surplus of 12 billion USD so far this year, positive GDP growth and foreign direct investment (FDI) of 20 billion USD.
However, given the adverse impact of trade tensions among powers, and shortcomings of the domestic economy, Vietnam needs consultations of scientists, ministries, agencies, development partners and international organisations that would help the Vietnamese government adjust and adopt decisions and policies for early economic recovery and macro balances towards sustainable and inclusive growth.
Carolyn Turk, WB Country Director for Vietnam, said the forum offers an opportunity to assess the progress made by the Vietnamese economy amidst a changing world.
Lauding the country's marked achievements, Turk, however, noted her concern about the negative impact of climate change, unusual weather patterns and natural disasters on the national socio-economic development.
She suggested Vietnam bring into full play opportunities, work to attract more foreign investments, optimise scientific-technological advances, and pay more attention to health care, education and social welfare.
The country should identify priorities and revamp its working methods to seek new values in the spirit of innovation and creation, in order to restructure its economy and improve its resilience and adaptability in the new context, she said.
The forum, themed "Vietnam: Actions for making growth recovery inclusive and sustainable in the COVID-19 era," was jointly held by the Ministry of Planning and Investment and the WB.
Its objective is to discuss issues related to economic reform and development of Vietnam in the newly emerging context, reflect on major issues of particular concern to businesses and people, particularly in this new context characterised by both new challenges and new opportunities, continue contributing to the formulation of the SEDS 2021-2030 and SEDP 2021 – 2025, and contribute to enhancing Vietnam's position in international and regional fora.
It comprised two sessions - COVID-19 and Vietnam's actions to seize opportunities and move up the global value chain, and digital transformation and structural change towards inclusiveness and sustainability./.

From the beginning of the year until now, there are 321 newly established enterprises in Long An province with a total registered capital of VND 4,051 billion. The number of established enterprises decreases by 4.8% while the registered capital amount increases by 25% over the same period.

Among 321 newly established enterprises, there are 50 enterprises located in industrial parks with the registered capital of VND 959 billion and 4 enterprises in industrial complexes with the registered capital of VND 15 billion.
In addition, there are 40 enterprises dissolved, decreased 11% over the same period. Besides, there are 101 enterprises with business suspension, increased 26% over the same period.
Up to now, in Long An province, there are 10,822 enterprises which are registered and have been operated in business and production with the total registered capital of VND 272,305 billion.
Currently, the investment promotion and attraction continues to be concerned by the provincial leaders who create favorable conditions for enterprises to invest and start up their business. Besides, the provincial leaders also strengthen to remove difficulties and obstacles, promote investment and expansion of production and business activities, contributing to attracting investment and increasing the occupation percentage of industrial parks, industrial complexes./.

The 13th National Congress of the Communist Party of Vietnam officially opened at the National Convention Centre in the capital city of Hanoi in the morning of January 26.

The 1,587 delegates in attendance are representing more than 5.1 million Party members nationwide, and the figure is 80 more delegates than at the 12th National Party Congress and the highest number ever.
The 13th National Party Congress has the theme "Strengthening the building and rectification of the Party and the political system into purity and strength; rousing the will and determination for national development and promoting the strength of the great national unity bloc in combination with the power of the era; continuing to comprehensively and synchronously accelerate the cause of reform; constructing and firmly safeguarding the Fatherland and maintaining a peaceful and stable environment; and striving to turn Vietnam into a developed, socialist-oriented nation by the middle of the 21st century."

With the motto "Solidarity - Democracy - Discipline - Creativeness - Development", the 13th National Party Congress will review not only the implementation of the Resolution of the 12th National Party Congress but also 35 years of implementing the "Doi Moi" (Renewal) process, 30 years of implementing the 1991 Political Platform, 10 years of implementing the amended Political Platform (supplemented and developed in 2011) and the National Socio-economic Development Strategy 2011-2020; setting out socio-economic development orientations and tasks for 2021-2025 (the 50th anniversary of the liberation of the South and national reunification); and determining goals and orientations to 2030 (the 100th founding anniversary of the Party) and a vision for national development to 2045 (the 100th founding anniversary of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam). These are important milestones in the development process of the Party, the people, and the nation, with the significance of defining orientations and strategic visions for national development in the new era.
The 13th National Party Congress will review Party building work and the leadership of the 12th-tenure Party Central Committee, defining directions and tasks of Party building in the new tenure; assess the performance of the 12th-tenure Party Statutes; and elect the Party Central Committee for the 13th tenure.

At the opening ceremony, Party General Secretary and State President Nguyen Phu Trong, who is also head of the subcommittee in charge of documents, presented the 12th-tenure Party Central Committee's report on documents submitted to the 13th National Party Congress, focusing on a number of common and basic issues that clear up the major content and important highlights for the congress to consider, discuss, and give decisive opinions.
Draft documents - Crystallised by the brainpower of the entire Party, people
On preparing the draft documents for the congress, the top leader said that, over the past two years, sub-committees have closely coordinated with research agencies, ministries, and sectors at the central level and Party committees at all levels and local administrations to organise nearly 60 conferences, workshops, and seminars and establish 50 working delegations to make field trips and consult former Party and State leaders and experts. Numerous seminars with the World Bank and several other international organisations were also held, while two delegations were arranged to gather experience from abroad.
Theoretical and scientific research agencies sent some 80 consulting and proposal reports to the sub-committees. Many veteran revolutionaries and scientists also sent letters and comments. After being studied and receiving feedback, reasonable opinions were placed into the draft documents.
The sub-committees conducted 20 sessions to discuss and adopt the blueprint and draft documents, while maintaining regular coordination between the sub-committee and the editing team to ensure consistency in content in the documents, including the Political Report as the core. The Politburo held many meetings to give opinions to complete the blueprint and draft documents for submission to the Party Central Committee for feedback, at the 10th, 11th, 14th and 15th meetings of the Party Central Committee.
Draft reports were amended many times and sent to seek feedback from National Assembly deputies, the Vietnam Fatherland Front (VFF) Central Committee, and other organisations and agencies.
The Politburo decided to publicise the full text of the draft reports in the mass media in order to gather opinions from officials, Party members and people both inside and outside the country. Millions of opinions were made on the draft documents and summarised for the Party Central Committee. The opinions were summed up in 1,410 pages, while the general report was 200 pages.
The top leader affirmed that the preparation of the draft documents for the 13th Party National Congress went through many rounds in a meticulous, thoughtful, and methodical manner, being improved at each step with numerous important changes in content and method.
Outstanding imprints create new impetus, enthusiasm
Looking back on the 12th tenure and 35 years of the "Doi Moi" (Renewal) process, the Party General Secretary said that, over the last five years, grasping the advantages and opportunities, and overcoming the challenges and hardships, particularly the negative impacts of the COVID-19 pandemic and natural disasters, the entire Party, people, and army have upheld a spirit of patriotism, solidarity, determination, mettle, and creativeness to work relentlessly and gain a number of very important and comprehensive achievements. Thanks to such efforts, the country has witnessed robust and sustainable growth with heightened trust among the people in the Party, State, and the socialist regime.
Vietnam's economic growth has averaged 5.9 percent annually, with improved growth quality, a stable macro-economy, inflation kept under control and at a low level, and strengthened financial and State budget discipline.
Total investment has been spurred by enhanced effectiveness, while Vietnam's trade balance has improved with growing export value. The country has also been promoting economic restructuring and renewing the growth model, while improving the business climate and boosting the economy's scale and competitiveness.
The country's political and social stability has been maintained, while living standards of people have been improved, and progress has been seen in social welfare, healthcare, education and training, science and technology, environmental protection, culture, and human development during the period.
Particular attention has been paid to the building and rectification of the Party and the political system in all areas, from politics, ideology, and ethics, to personnel. Supervisory efforts and the fight against corruption and waste have been accelerated, resulting in breakthroughs and real outcomes. Legal proceedings and trials have been launched regarding a large number of major economic and corruption cases, which have been handled vigorously as a warning to others. These moves have received broad support and appreciation from officials, Party members and people.
Against a backdrop of global and regional uncertainties, Vietnam has consolidated and reinforced national defence and security and been proactive in handling all eventualities. The country's political, economic, cultural, and social affairs, alongside social order and safety, have been maintained. External affairs and international integration have been constantly expanded. The country has also demonstrated its firm and persist determination in protecting national independence, sovereignty, unity, and territorial integrity, as well as the country's and the people's interests, while maintaining a peaceful and stable environment for national development and actively and responsibly contributing to global and regional peace, cooperation, and development. These efforts have been highly appreciated by the international community, constantly heightening the Party and State's position as well as the country's stature and strength in the international arena.
Despite the socio-economic impact of the COVID-19 pandemic, Vietnam still recorded significant achievements in 2020 that were even more special than in the previous years, thanks to its outstanding efforts.
While the global economy experienced negative growth of nearly 4 percent, Vietnam still posted positive growth of 2.91 percent, making it one of the world's economies with the highest growth rates.
Vietnam has been regarded by the international community as a bright spot in completing the dual goals of containing the pandemic and recovering the economy.
The Party chief stressed that results gained during the past five years are of special significance as they have not only created milestones but also contributed to consolidating confidence and giving new momentum, enthusiasm to the entire Party, people, and army to firmly overcome all difficulties and challenges and optimise the opportunities and advantages to bring the country to a new stage of development.
Valuable lessons of experience
The top leader pointed out certain lessons of experience learned from the renewal process, especially during the five-year implementation of the Resolution adopted at the 12th National Party Congress.
Party building and rectification must be implemented drastically, comprehensively, synchronously, regularly, and effectively in terms of politics, ideology, morality, organisation, and personnel, he said.
The Party chief stressed the need to persistently pursue and creatively develop Marxism-Leninism and Ho Chi Minh's thought, and to raise the leadership and combat capacity of the Party.
It is necessary to frequently consolidate and strengthen solidarity within the Party and the entire political system, seriously follow principles in Party building, and overhaul the Party's leadership methods.
The leader also highlighted building a pure and strong State and political system, and completing a close power control mechanism.
People should be considered the "root" in all Party and State affairs, he said, underscoring the need to trust, respect, and promote people's right to mastery, and persistently follow the motto of "people know, discuss, do, inspect, supervise and benefit."
He also mentioned tightening the close ties between the Party and the people, consolidating and enhancing people's trust in the Party, the State, and socialism.
The strong determination, great effort, drastic action, dynamism, creativeness, and activeness are needed in leadership, instruction, management and implementation, he said.
The Party General Secretary also ordered the adoption of suitable steps, bringing into full play all the resources, momentum, and advantages of socialism, swiftly removing bottlenecks and promoting the responsibility of leaders, while carrying forward the strength of the entire political system.
Priority should be given to synchronously building development institutions, ensuring harmony between consistency and innovation, between inheritance and development, between economic innovation and political and socio-cultural innovation, between the abidance of market regulations and the assurance of socialist orientations, between economic growth and cultural and human development, between the settlement of social issues and the protection of natural resources and the environment, between socio-economic development and ensuring defence-security, and between independence, self-reliance and international integration. Special attention should be paid to promoting the key role of humans, culture, education and training, and science and technology in national development.
It is also important to proactively study and accurately forecast the situation to avoid passivity and surprise; consistently safeguard independence, sovereignty, unity, and territorial integrity in parallel with maintaining a peaceful environment and security stability and safety for national development; and actively step up international integration intensively and extensively on the basis of maintaining independence, mastery, self-reliance, and self-resiliency, the Party chief said.
He stressed that these lessons are important foundations for the Party to continue making use of and promoting creativeness in leadership and instructions to help the country remain resolute and overcome new difficulties and challenges and heavier tasks when entering the 13th tenure.
Comprehensively and synchronously stepping up the renewal process, rapid and sustainable national development
Regarding orientations and missions for the 13th term and subsequent years, the Party General Secretary emphasised that the entire Party, people, and army should thoroughly grasp such directions as being steadfast in applying and developing Marxism-Leninism and Ho Chi Minh's thought, towards the goal of national independence and socialism, in the Party's renewal guidelines and in Party building principles; and ensuring the highest national interests based on the basic principles of international law, and fair and win-win cooperation to build and safeguard the socialist Vietnamese Fatherland.
This is a matter of principle and is crucial for the country's regime, and a firm foundation for the Party, which cannot be swung by anyone, he stressed.
The country's overall development strategy focuses on speeding up the "Doi Moi" (renewal) process in a comprehensive and synchronous manner, boosting rapid and sustainable development, ensuring strong cohesion and implementing all tasks, with socio-economic expansion playing the core role, Party building being a key matter, cultural development being the moral foundation, and the safeguarding of national defence and security being the central and ongoing task.

The awakening of people's patriotism, national self-resiliency, and strength of great national solidarity as well as the desire for a prosperous and happy nation is an important source of momentum and a resource for growth, along with the promotion of the strength of the entire political system as well as the culture and people of Vietnam, encouraging renovation and the application of science and technology, especially the achievements of the fourth Industrial Revolution.
Meanwhile, a decisive factor in the success of national construction, development, and defence is to continue to strengthen the building and rectification of the Party, and enhance the leadership and ruling capacity as well as the combat strength of the Party.
The general development goal for the 2021-2025 period and following years is improving the leadership and ruling capacity and the combativeness of the Party; building a pure and comprehensively strong Party and political system; reinforcing people's trust in the Party, State and socialism; sparking the desire to develop a prosperous and happy nation with the promotion of the will and strength from the national great solidarity bloc in combination with the power of the era; comprehensively speeding up the cause of renewal, industrialisation, and modernisation; constructing and firmly safeguarding the Fatherland, firmly maintaining a peaceful and stable environment; and striving to turn Vietnam into a socialist-oriented developed country by the middle of the 21st century.
Highlighting the major orientations in important development issues for the country over the next 10 years, the Party General Secretary underlined that the 13th tenure is an important landmark and transitional step, laying the foundation for following tenures to successfully realise the goals included in the national development strategy to 2030 and a vision to 2045.
Promoting the strength of the great national unity bloc
With the motto "Solidarity - Democracy - Discipline - Creativeness - Development", the Party General Secretary asked the congress to undertake careful discussions to reach high consensus and vote for approval of the documents, thus ensuring the success of the congress and paving the way for the popularisation and implementation of the Resolution of the 13th National Party Congress, and successfully completing all set targets and tasks.
The Party leader expressed his belief that with a right direction in line with the rules, the cohesion of the Party policies and people's aspirations, the promotion of the great national unity bloc and the strong desire to rise up as well as high political determination, the entire Party, people, and army is certain to achieve new growth miracles towards the goal of "wealthy people and a strong, democratic, equal and civilised country", thus taking steady steps towards socialism and successfully turning the wish of President Ho Chi Minh and the aspirations of the whole nation into reality.
Following the opening ceremony, Tran Quoc Vuong, member of the Politburo and permanent member of the 12th Party Central Committee's Secretariat, delivered a report reviewing the leadership and direction of the 12th Party Central Committee.

In addition, the gold price index decreased by 0.3%, US dollar price index increased by 0.48% compared to April.
In the past time, trade promotion and investment calling has been focused on, attracting many enterprises to participate in and open convenience stores for shopping needs of the people. Accordingly, up to now, the whole province has 15 Bach Hoa Xanh convenience stores to serve the need of shopping of the people. The Ministry of Agriculture and Rural Development (MARD) has recently proposed an aid package worth 515.3 billion VND (22 million USD) to deal with drought and saltwater intrusion in 2020.

This forms part of activities to implement Directive No. 04/CT-TTG dated January 22, 2020 by the Prime Minister on measures to mitigate drought, water shortages and saltwater intrusion.
The aid package aims to help carry out urgent solutions to prevent and cope with drought, water scarcity and saltwater intrusion like pumping water, dredging canals, maintaining irrigation works, building temporary embankments to retain freshwater, digging ponds and wells, extending the water pipeline network, purchasing equipment for water filtration and storage, and delivering water to residential areas, hospitals and schools facing water shortages.
Due to the lack of rain in 2019, most irrigation reservoirs nationwide are only between 50 – 80 percent capacity. The reservoir at the upper source of the Hong River in Thai Binh is around 60 percent full, while Hoa Binh Lake is at 63 percent, the lowest in the past 30 years.
Those in the central region are only 15-30 percent full. The water level in the Mekong River is lower than in 2015-2016, which recorded the worst salinity.
According the MARD, solutions to prevent drought, saltwater intrusion have been proven effective. Though the Mekong Delta region suffered more severe salinity than in 2015-2016, only 49,800 hectares of rice crops in 2019-2020 were damaged, accounting for 1.81 percent of the whole region. At the peak, around 96,000 households lacked clean water, compared with 114,000 households in 2015-2016.
All rice crops in the Central Highland region and the northern region receive water from irrigation reservoirs with a combined capacity of 2.68 billion cubic metres.
Drought and water shortages are predicted to continue until May in the Central Highlands, and August in the central region.
Previously, an aid package of 530 billion VND (over 22.7 million USD) was approved by Prime Minister Nguyen Xuan Phuc to help eight provinces in the Mekong Delta deal with drought, water scarcity and saltwater intrusion, which have been taking a heavy toll on the country's agricultural production hub./.

Therefore, farmers have had a chance to study and bravely converted unproductive fruit trees into pineapple trees. After a short period of transformation, pineapple trees supplied people with highly economic efficiency, assisting in bringing stable income to people.
Vice President of Tan Tay Commune's People Committee - Le Xuan Hao informed that Tan Tay is a commune selected to develop into pineapple-cultivating region. Compared to other fruit trees, pineapple trees can suffer from drought, alum and salinity well, so they are very suitable for the soil conditions of the commune. Currently, the commune has about 310 hectares of pineapple trees, decreasing nearly 70 hectares compared to that of last year. Pineapple prices are high, farmers harvesting pineapples presently have stable profits.
Mr. Le Quang Du, specializing in cultivating 2 hectares of pineapple trees, said that traders have purchased commercial pineapple for 10,000 VND per kilo for high-qualified products in recent days. At this price, farmers have a profit of about 5,000 VND per kilo. On average, the productivity of pineapples in the region is 25-30 tons per hectare, if the pineapples are harvested at the right time with high prices, farmers still earn about 100 million VND per hectare except the costs, so they are very excited.
And Mr. Le Thanh Tai, specializing in cultivating 3 hectares of pineapple in Hamlet 5, Tan Tay commune is very excited because he is expected to harvest over 30 tons of pineapple in the coming days. With the selling price of 10,000 VND per kilo, he has a profit of not less than 350 million VND.
According to information from the Division of Agriculture and Rural Development of Thanh Hoa district, in order to soon develop the 600-hectare pineapple-cultivating region in Tan Tay Commune, help people to stabilize their production and life, the locality has intensified to transfer technology in farming, it regularly opens propagandist classes for agricultural promotion, prevention of pests and diseases, instructs techniques to handle scattered fruit, builds and replicates effective production models for pineapple farmers.
Farmers who specializes in cultivating pineapples assessed that the price of pineapple increased sharply in recent days because the supply was exhausted while the market demand was still large. The official made the statement during an open debate of the United Nations Security Council (UNSC) on ensuring equitable access to COVID-19 vaccines in contexts affected by conflicts and insecurity, which was held virtually.
Minh called on the international community to effectively implement a strategy on pandemic response and vaccination, saying the COVAX mechanism needs more support from countries so that vaccines can be allotted to developing countries and people in conflict-hit areas.
Ensuring an environment of peace and stability, and protecting essential infrastructure are key factors to vaccine universalisation, he continued.
He proposed the UNSC step up the implementation of Resolution 2532, especially the call for a global ceasefire, considering this a prerequisite for the UN and relevant sides to directly deliver vaccines for humanitarian purposes.

Accordingly, the cooperative group registered trademarks for lotus, lotus seeds and lotus root and was granted trademarks. However, due to financial difficulties, warehouse, machinery, equipment for preliminary processing, storage and output of the product are not stable, the cooperative group is not effective.
Vice Chairman of the People's Committee of Nhon Hoa commune - Ngo Phuoc Xuyen said: "The lotus tree is suitable for low-lying and alum areas like Nhon Hoa commune, so it develops well, gives high yield and profits many times higher than rice cultivation. However, because the output has not been found, the price is still not stable. Most lotus growers have to sell through 2-3 intermediaries, so traders force the price. This affects the life of lotus growers".
Ms. Tran Thi Lai's family, living in Hai Hung hamlet, has many years of experience in growing lotus, but she had to give up the lotus-growing job to move to another profession. Ms. Lai shared: "The cost of planting 1 hectare of lotus is much lower than growing rice, it only costs about 3 million VND per hectare, but the harvest lasts 4 months. However, the price of lotus buds is precarious, it is sometimes only 7,000 VND per kilo, so the growers cannot afford to hire workers to look for them. Therefore, my family decided to let someone else rent 2 hectares of lotus land and find other jobs to do".

Accordingly, Ms. Dung will be supported the machine for producing star-chain lotus and lotus powder by the Department of Agriculture and Rural Development in the coming time.
Ms. Dung said: "In Dong Thap, many farmers have made lotus products, sold at high prices and affirmed their brands, while the farmers in their hometown grow a lot of lotus but they sell at low prices. Sharing with local people, I decided to make many products from lotus. All products do not use preservatives, with high nutritional value, suitable for all ages. Hopefully, the growers of Nhon Hoa lotus will have a better life after being supported with machinery".
It is known that Ms. Dung's family has purchased lotus flowers and lotus mirrors for more than 20 years. After that, she sold lotus lotus to traders in Ho Chi Minh City, while the lotus seed-pod sold to traders in Dong Thap. During the flooding season, her family purchases over 1 ton of lotus root, 4-5 tons of lotus seed-pod on average each day. The selling price of lotus root and seed-pod in the flooding season is less than 10,000 VND per kilo. At this price, lotus growers will not be profitable. Therefore, it is very suitable for Ms. Dung to process the lotus preliminarily, this creates a new direction for Nhon Hoa lotus, contributes to improving income and improving the quality of life of lotus growers./.

Online shopping and electronic payments in Vietnam have become more common in recent years as more of the country's population gains access to the internet, and e-commerce in the 95 million-strong market is set to enter a rapid growth phase in the near future, according to industry experts.

Dao Duong Thanh, development director at Moca, a popular mobile payment firm in Vietnam and partner of ride-hailing firm Grab, said more than 61 million people in the country access the internet through the mobile devices and spend as much as three 3 hours and 12 minutes online daily.
Thanh said since his firm's partnership with Grab in 2018, Moca has built a cashless regime for Grab's ecosystem, which covers not just rides, food and package deliveries but also other services such as electronic payments for utility bills and mobile phone top-ups.
By mid-2020, 43 percent of all transactions on Grab were classless, claimed Thanh as his firm observed a steady growth of users, indicating a shift in consumers' habit in favour of online, cashless payments.
Hoang Quoc Quyen, a PR executive from Tiki, a major e-commerce platform in Vietnam, said the development of 4G infrastructure, fibre optic internet technology and more than 100 million registered mobile phone subscriptions in the country have laid the foundation for the rapid development of e-commerce and electronic payment.
A relatively young population quick to adapt to and adopt new technologies, coupled with one of the fastest-growing economies in the world, made Vietnam a fertile ground for the digital economy, including e-commerce. Online shopping not only offers a faster and more convenient shopping experience but also reduces risks on the buyers' side compared to traditional cash-based transactions.
Despite these numerous advantages, however, e-commerce firms, especially domestic players, have been unable to realise the full potential of the market to achieve faster growth, said Quyen.
He said the major shortcomings of Vietnam's e-commerce included a lack of sound policies to support the development of e-commerce firms, a mismatch between e-commerce platforms and electronic payment systems and inadequate trust on the consumer's side.
Quyen said among 4.5-5 million orders handled by Tiki on a monthly basis, online payments account for just more than 40 percent with the rest still employ cash-based transactions. This was a significant gap compared to ASEAN countries such as Indonesia and Malaysia, which average 85 percent.
Cao Xuan Quang from the competition and consumer protection department under the Ministry of Industry and Trade said there is an urgent need for stronger policies to protect consumers as well as e-commerce firms.
Quang said violations in e-commerce activities are often complex and typical complaints included the sales of goods that did not match their online descriptions and the illegal collection and handling of consumer personal information.
He urged government agencies to quickly review and amend the country's Law on Consumer Protection and to create a level playing field for e-commerce and mobile payment firms./.

The top 10 businesses in international forwarding, warehouse services, and third- and fourth-party logistics are the Gemadept JSC, the Indo Tran Logistics Corporation, the DHL Global Forwarding (Vietnam) Corporation, the Transimex JSC, the Expeditors Vietnam Co. Ltd, the Schenker Vietnam Co. Ltd, the Kuehne Nagel Co. Ltd, the Bee Logistics JSC, the South Logistics JSC, and the Vinafreight JSC.
The rankings were compiled based on companies' financial capacity, as reflected in their financial reports; media reputation, as assessed by media coding methods that encode articles about companies on influential media channels; and interviews with relevant parties conducted in October and November.
Vietnam Report General Director Vu Dang Vinh said that after decades of globalisation, the world is now more inter-connected than ever, opening up huge opportunities for global trade and promoting the development of supply chains.
However, he also noted that greater connectivity poses problems in supply chains in general and the logistics sector, the backbone of supply chains, in particular, when sudden shocks like COVID-19 strike.
The Vietnam Logistics Business Association reported that, in March, 15 percent of logistics companies posted a year-on-year revenue decline of 50 percent, and over half of all companies experienced a decline of 10-30 percent in the number of domestic and international logistics services provided compared to the same period last year.
The containment of COVID-19 helped Vietnamese businesses, including logistics companies, resume activities fairly quickly. A Vietnam Report survey shows that the operational capacity of 87 percent of interviewed companies in October and November was equivalent to 60 percent of pre-pandemic levels./.
