Utilities from ISO 9001: 2015 application
According to statistics of the Department of Home Affairs, the whole province has 42 out of 42 state administrative agencies at the provincial and district levels; 188 out of 188 communal People's Committee and 8 other state administrative agencies strictly comply with regulations on building, applying and announcing quality management system according to ISO 9001: 2015 in operation. In addition, the province deployed the electronic ISO software connection operation of 4 pilot application units with the province's electronic system software. "Since the implementation and application of the quality management system according to the national standard TCVN ISO 9001: 2015, the efficiency of the management and provision of public administrative services has been significantly improved, gradually creating trust and satisfaction in people's hearts when they come to work in administrative units. Especially, through the QMS, step by step improve working time, reduce negative impacts when dealing with administrative procedures for organizations and citizens. The application of the quality management system according to the national standard TCVN ISO 9001: 2015 is also a method for monitoring the actual application of legal documents of the State"- Deputy Director of Department of Home Affairs - Tran Ky Duc said.

Thanh Hoa district is one of the localities that has implemented and applied quite well the quality management system according to the national standard TCVN ISO 9001: 2015. The District People's Committee issued a decision on the process of resolving administrative complaints including 9 areas and 48 procedures. According to Chairman of Thanh Hoa District People's Committee - Ho Thi Ngoc Lan, the construction and implementation of operational processes through the application of ISO 9001: 2015 quality management system helps heads of agencies and staff to better understand the content and requirements and how to consider and handle work in the process. At the same time, helping agencies and units to review, evaluate and more clearly define the functions, tasks, powers of the departments and the specific responsibilities of each official, civil servant and public employee.
Chairman of the People's Committee of Tan Tay commune of Thanh Hoa district - Nguyen Van Chan said: "The application of TCVN ISO 9001: 2015 in administrative reform contributes to raising awareness and responsibility of each official, civil servant and public employee in the state administrative apparatus. In particular, the stages of solving administrative procedures increasingly ensure clear work, clear people and clear responsibilities".
ISO 9001: 2015 continues to be applied
ISO 9001: 2015 includes 10 articles, corresponding to the PDCA cycle (plan - implement - check - improve), which is considered as a perfect upgrade and replacement for the quality management system in the context of ever-evolving global competition. The new version ISO 9001: 2015 is expected by ISO to be maintained for up to 25 years. Deputy Director of the Department of Home Affairs - Tran Ky Duc added: QMS is one of the significant tools to support publicity, transparency, and concretization of processes and procedures for handling work as required by the team civil servants and citizens. Therefore, the province continues to deploy and apply ISO 9001: 2015, making an important contribution to the administrative reform of Long An in particular and the whole country in general.

According to Chairman of People's Committee of Tan An City - Nguyen Quang Thai, the locality presently continues to deploy and apply ISO 9001: 2015 to ensure that administrative transaction records are processed in a timely and lawful manner; processes and procedures have been simplified, facilitating and reducing troubles for organizations and individuals. On the other hand, the work records of the units are collected, organized and stored scientifically.
Thanks to the application of TCVN ISO 9001: 2015, the public administration of the province is increasingly modernized and the civil service environment is more civilized. In particular, in the past 2 years, Long An has been honored to rank in the top 10 of 63 provinces and cities nationwide in the PAR Index: In 2018, ranked 7 (81.02 points) and in 2019, ranked 5 (84.33 points). The satisfaction and confidence of people and businesses on the service quality of state administrative agencies of the province have been increasingly improved./.
