Long An province borders Ho Chi Minh City and Tay Ninh province to the East, the Kingdom of Cambodia to the North, Dong Thap province to the West and Tien Giang province to the South.
Long An province has its especially geographical location, though located in the Mekong Delta but belongs to the Southern Focal Economic Zone development, and it is identified as the key economic role particularly important in Vietnam's economic development strategy. Long An has a national boundary with Cambodia of which 132,977 km long with two border gates of Binh Hiep International Border Gate (Moc Hoa district) and Tho Mo Border Gate (Duc Hue district). Long An province is the gateway connecting the Southeast with the Mekong Delta with the same city boundary in particular to Ho Chi Minh City through road transport systems such as National Highway No.1A, National Highway N. 50,. . . provincial roads No. 823, No.824, No. 825 etc. . . Inter- regional and national waterways have been upgraded, expanded, newly built, and creating dynamics and opportunities for development. In addition to that, Long An also enjoys water from two systems of the Mekong and Dong Nai.
Being a province adjacent to Ho Chi Minh City that has an increasingly close economic relationship with the Southern Focal Economic Zone in especially Ho Chi Minh City which is an important southern region that has provided 50% of its production. The country's industrial output and the country's investment and technology transfer partners are the largest market for agricultural commodities in the Mekong Delta region
The natural area of the province is 449,194.49 hectares, population of 1,542,606 (According to the population data as of May 2013). Geographic coordinates: 105030'30' to 106047'02'' East longitude and 10023'40' to 110 02'00'' Northern latitude.
Long An province has 15 affiliated administration units, including the districts of Duc Hue, Duc Hoa, Ben Luc, Can Duoc, Can Giuoc, Thu Thua, Tan Tru, Chau Thanh, Thanh Hoa, Tan Thanh, Moc Hoa, Vinh Hung, Tan Hung, Kien Tuong town and Tan An city; There are 188 communal administrative units, including 162 communes, 12 wards and 14 towns.

Focusing on training high-quality human resources to meet market demands in associating human resource development with scientific and technological development and application.
4. Closely combining economic development with ensuring political security and social order and safety; To maintain national defense and security with the position that Long An is located in the border region of the Mekong Delta and in the economic integration of Southeast Asia and internationally.
III. DEVELOPMENT OBJECTIVES IN THE COMING TIME
1. General objectives

2. Specific objectives
a) For economy sector:
- By 2020: GDP per capita will reach VND 80 million/person/year (approximately $ 3,800); The proportion of agriculture, industry and services in the GDP structure will account for 15%, 45% and 40% in respectively; State budget revenues in the province is expected to be accounted for 10.8% of GDP; The ability to mobilize investment capital from the state budget revenue accounts for 29.6%.
- Vision toward 2030: GDP per capita will reach VND 172 million/ person/year (approximately $ 8,000); the proportion of agriculture, industry and services in the GDP structure accounts for 7%, 48% and 45% in respectively; State budget revenues in the province is expected to be accounted for 10.8% of GDP; The ability to mobilize investment capital from the state budget revenue accounts for 29.6%.
b) Social aspect:
- Vision to 2030:
- Birth rate expects for dropping to about 1.5%; Life expectancy is an average at 78 years old; Malnutrition rate among children under 5 years old is about 10%; The number of hospital beds for 10,000 people is 30 beds; The minimum number of doctors in each commune is 3 doctors and there are 10 doctors for 10,000 people.
- The percentage of trained workers is 70%; Urban unemployment rate is 2%; The number of trained laborers is 762,720 people and creating jobs for 190,000 people;
- To strive for achieving 100% of preschools meeting national standards; The number of people at college or university degrees or higher level/1000 people is 200 people; There is 95% of Center for cultural activities at the provincial level.

IV. OPERATION SITUATION OF AREA, INDUSTRIAL CLUSTERS
1. Industrial Parks
- Up to date, the entire province has 31 Industrial Parks (IPs) that have been added by the Prime Minister for the development planning of industrial parks in Vietnam in 2015 and orientation to 2020 with a total area of 11,391.95 hectares.
- There are currently 42 infrastructure investors (Duc Hoa III Industrial Park has 13 infrastructure projects for sub-component); 25 industrial zones have been granted for Investment Certificates with an area of 8,450.90 hectares, specifically:
- There are currently 06 Industrial Parks have been put into operation (as of February 20, 2020) with a total planning area of 3,776.94 hectares, of which: industrial land area capable of leasing 2,651.92 hectares, the area of industrial land leased was 2,285.53 hectares, the occupancy rate reached 86.18%.
- Industrial Parks have not been put into operation, are in the process of carrying out investment procedures, ground clearance and infrastructure investment.

- Investment attraction: In the year of 2019 (as of December 31, 2019), the area of filled industrial land increased by 70.07 hectares. The entire province currently has 16 industrial parks in operation with a total planning area of 3,776.94 hectares, of which the area of industrial land that is capable of leasing 2,651.92 hectares, the area of industrial land leased 2,274.46 hectares, the occupancy rate reaches 85.77%.
- Industrial zones have attracted 1,548 investment projects, including 755 foreign investment projects with a total investment of $ 4,213.42 million and 793 domestic investment projects with a total investment of VND 86,705.81 billions. For border gate economic zones, there are 02 foreign investment projects with total investment capital of $ 75 million in the area of 21.2 hectares and 02 domestic investment projects with land lease area of 0.66 hectares.
* Restrictions and facts
- In terms of site clearance: among 16 operating industrial parks, there are a number of industrial parks still having problems in site clearance affecting the implementation of infrastructure investment and investment attraction.
- For 12 industrial parks that have not yet been put into operation, there are still many industrial zones having difficulties in compensation and site clearance, some industrial parks have high clearance rates but have not been able to deploy complete investment to collect investment attraction.
2. Industrial clusters
- According to the adjustment project of Industrial Clusters Development Plan (ICs) to 2020 approved by the Provincial People's Committee in Decision No.1315/QD-UBND dated April 23, 2018 (approved for adjustment in Decision No.1844/QD-UBND dated May 29, 2019). Long An province has planned 62 ICs with a total area of 3,106.5 hectares. Up to date, Provincial People's Committee has approved infrastructure investment policy for 52 ICs with a total area of about 2,552.5 hectares. The development of ICs in the entire province as follows:
(1) There are 21/62 ICs that had investment policy and put into operation with a total area of 1,081.2 hectares;
(2) There are 31/62 ICs (1,471.3 hectares) that have had investment guidelines and are in the implementation stage;
(3) There are 10 ICs (554 hectares) in the plan that have not yet been established, including: 05 ICs (266.6 hectares) in the area of investment policy in Can Giuoc district (the ICs of Phuoc Vinh Dong 1,2,3,4 and Tan Lap IC) those are under performed procedures to select investors; 03 ICs in Duc Hoa district (Hiep Hoa town cluster for 50 hectares are in the procedures for public land auction, Tan My 1 IC (45 hectares) and Tan My 2 IC (42.4 hectares) have not yet been adjusted for land use plan, so it is impossible to decide on establishment); For the 02 ICs in Ben Luc district (Industrial cluster in Luong Binh commune for 75 hectares; Nhut Chanh II Industrial Cluster, Nhut Chanh communal Industrial Cluster for 75 hectares) .

- Among 31 ICs (1,471.3 hectares), which have had investment guidelines and are in the implementation stage, 10 ICs (366 hectares) had investment policies before the approval of the Scheme Adjusting Planning Development Plan for infrastructure investment and 21 ICs (1,105.3 hectares) have been established since the end of 2018 .
V. ORIENTATIONS FOR ECONOMIC DEVELOPMENT PLANNING IN LONG AN PROVINCE IN THE COMING TIME
1. Focusing on industrial development, contributing to economic growth, especially developing new industries such as supporting industries and processing industries (deepen into the processing of agricultural and aquatic products such as canning, juice, drying), energy industry. Continue to effectively implement solutions to restructure industry. Focusing on attracting and supporting key investment projects; The priorities should be given to attracting supporting industries, advanced industries and environmentally friendly ones. Investing in completing for integrated infrastructure for industrial development, especially transportation, electricity and water supply. Focusing on resolving problems and difficulties to accelerate infrastructure investment in industrial parks and clusters; to increase clean land fund for its investment attraction. In which, it is necessary to focus on well implementing of compensation works such as site clearance, resettlement, minimizing the status of delayed implementation projects due to ground clearance problems. Actively mobilizing non-budgetary resources to invest in infrastructure.
2. To concentrate resources on investment in technical and social infrastructures to connect between industrial parks and industrial clusters according to approved plans, creating a motive force to support development links between regions and regions, localities in the province. Strengthening coordination between Long An province and Ho Chi Minh City to implement construction and urban planning, technical and social infrastructure projects in the adjacent areas of the two localities for having a comprehensive connection of investment projects.
3. Effectively implementing the urban development program of Long An province in accordance with the development orientation of the National Urban Area and the Southern Focal Economic Zone in accordance with the development orientation of satellite cities in Ho Chi Minh City. In which, taking Tan An city as the center for politics, economy, science and technology, culture, provincial transportation hub, building towards to smart cities and striving to become a capital city by 2030 at category 1; Kien Tuong town is the central urban area of Dong Thap Muoi region of the province; The districts of Hau Nghia, Duc Hoa, Ben Luc, Can Duoc and Can Giuoc are in the key economic region of the province and locates in adjacent areas to Ho Chi Minh City. Urban planning must ensure its quality, vision and approach towards sustainable urban areas such as green urban areas, ecological urban areas, and towards to smart cities. Strengthen urban quality management; Restoring land resource order and urban management.
4. Trade promotion and service development: Focusing on attracting investment in developing modern commercial infrastructure, port services, border gates, warehousing, logistics, financial services, etc. Renewing and improving the effective of trade promotion and supporting businesses to penetrate new consumption markets, especially fastidious markets to diversify export markets; To be focused on building brands and product trademarks. To strengthen measures to inspect and controlling markets in term of against smuggling and trade frauds. Focusing on developing attractive tourism products to attract tourists on the basis of promoting ecotourism potentials, relics, cultural history and linking with other provinces and cities in the region. .
5. 6. Continuing to renovate budget revenue and expenditure works, increasing the sustainability of revenue sources: Effectively exploiting revenue sources, combating losses revenue, transfer pricing and tax debts; To achieve annually exceed the assigned budget order; Striving for budget autonomy in according to the Central's policy. Making public spending economically and efficiently, increasing development investment rate and reducing recurrent spending rate. It is strictly control of credit activities, prioritizing credit capital for small and medium-sized enterprises, develop agriculture and cooperatives.
