Being an idyllic, sentient and welcoming land with lots of tourist attractions, Long An promisingly delivers enjoyable experiences to regional and visitors within and outside the province on the New Year holiday. 
 
On December 29, the group of cooperation and association for tourism development in the East of the Mekong River Delta (MRD) held a conference to summarize the program of tourism development cooperation and association. Vice Chairman of MRD Tourism Association - Le Thanh Phong attended the event. 
 
On December 10, the Long An Department of Information and Communications organized a training workshop on local brand image communication in developing tourism and attracting investment in Long An. 
 
On July 22, the Department of Culture, Sports and Tourism coordinated with VNPT Long An to launch a pilot of Long An Smart Tourism Portal and Mobile Application. 
 
On June 24, the Department of Culture, Sports and Tourism of Long An province and the Ho Chi Minh City University of Social Sciences and Humanities held a scientific seminar on “Developing the value chain of agricultural tourism in Mekong Delta in the new situation”. 
 
On February 28, Vice Chairman of Long An Provincial People's Committee - Pham Tan Hoa had a meeting with Saigon Tourism Corporation (Saigontourist Group) on tourism development cooperation between Ho Chi Minh City and 13 provinces, cities in the Mekong River Delta period 2020 - 2025. 
 
Long An has not only the simple and rustic beauty of the Mekong Delta region but also a historical land associated with the glorious feats of the ancestors. 
 
On September 4, Ho Chi Minh City Department of Tourism coordinated with Ho Chi Minh City Center for Trade and Investment Promotion to hold a Conference to promote and invite investment in culture - sports - tourism - entertainment infrastructure in Ho Chi Minh City and 13 provinces and cities in the Mekong River Delta. 
 
According to the Department of Culture, Sports and Tourism of Long An Province, in August 2019, Long An welcomed about 120,000 arrivals, an increase of 10 percent over the same period. In particular, international visitors were estimated at 1,600 arrivals. Turnover was estimated at VND 55 billion, up 10 percent compared to July 2019. 
 
Just after the Lunar New Year, the number of visitors to Long An increased many times over the same period in 2018.

 Environmental reality:
Natural environment is valuable resource for activities of creature life. Therefore, the appropriate exploitation and natural environment protection will help stable and sustainable social development.

During the course of urbanization, intensive farming. . . the environmental pollution is serious, reducing the quality of environment.

Quality of air: According to assessment of some professional organizations, the concentration of SO2, NO2, CO, lead. . . are low and satisfy the standard as stipulated. Criteria of dust and noise are many times higher than acceptable standard and focus on urban areas, populous areas and main traffic roads.

Quality of water source: on main rivers - channels such as Vam Co Dong, Vam Co Tay, Can Giuoc River . . . Tan An township has the acceptable content of Nitrate, organic substances, concentration of excess drugs, microorganism. . . . as stipulated (TCVN 5937 - 1995). Over the past years, Can Giuoc receives waste water from Ho Chi Minh City with high pollution, impacting on production and daily life of people.

Land: According to result of analysis on sample, concentration of toxic substances such as Cu, Pb, Cd . . . in mud and land is quite low and in acceptable limitation (according to Dutch standard).

Organism: with natural feature including many ecological systems of wetland: brackish water, salt water, fresh water, alum . . . organism resource of province has been assessed as being varied and diversified. During the past few years, as response to human, achievements of exploitation, utilization for production has brought many high results, but the environmental protection has not been considered deeply and synchronously, resulting in the break of the ecological balance between the populations, at the same time reducing or losing many rare and valuable wild animal such as chicken, python, snake, turtle. . . ; vegetations such as flooded cajeput forest, arenga forest, aegiceras forest, mangrove forest. . . and resulting in danger of mice destroying production.

Reporting some achievements obtained in the first ten months of 2018, Kien Tuong town's representative said that production value reached VND3.2 trillion, accounting for 84.8 percent plan. Budget revenue was estimated to hit VND444.7 billion.

Social welfare polices were ensured. National defense and security were stable. The town efficiently implemented breakthrough programs and completed some major works.

Visitor Nguyen Van Hoang from Binh Dinh province said that he is impressive with natural landscape in Tan Lap floating village and Long An's De wine.

Meanwhile countryside dishes, team building activities and peaceful space in Tan Lap floating village attract Nguyen Thi Minh Thu, a student of the Ho Chi Minh City University of Social Sciences and Humanities.

According to statistics, Long An received more than 510,000 visitors, including over 7,100 international tourists from the beginning of this year to the middle of August.

With rapidly rising arrivals in recent years, Long An province has focused on turning the tourism industry to become a key economic contributor.

Long An province has focused on developing and promoting ecotourism; cultural and religious attractions; and offering tourist products for holidays and weekends./.

The People’s Committee of Long Anh province has issued Decision No. 1315/QD-UBND approving the adjustment and supplementation to the Industrial Cluster Development Planning in the province up to 2020.

Accordingly, by 2020, the province will have 62 industrial clusters with a total area of 3,106.5 hectares, allocated to 8 districts and Tan An City. Specifically, Duc Hoa will have 20 industrial clusters with a total area of 994.6 hectares; Ben Luc will have 6 industrial clusters with a total area of 267.1 hectares; Can Giuoc will have 10 industrial clusters with a total area of 487.2 hectares; Can Duoc will have 17 industrial clusters with a total area of 957.1 hectares; Tan An City: 3 industrial clusters with a total area of 164.7 hectares; Duc Hue: 1 industrial cluster with an area of 50 hectares; Thanh Hoa: 1 industrial cluster with an area of 14.3 hectares; Tan Tru: 5 industrial clusters with a total area of 171.5 hectares. It is estimated that the capital demand to build infrastructure for the industrial clusters in the province by 2020 is about VND 27,337.

The development planning of industrial clusters by 2020 is the basis for the provincial People's Committee to consider and decide the establishment of industrial clusters. At the same time, the province continues to promote and attract investment in the infrastructural construction for industrial clusters, relocating enterprises and production facilities that are polluting or threatening to pollute out of the trade villages, residential areas, etc. 

To implement and conduct the plan, the provincial People's Committee identified 7 main solutions: investment capital for infrastructural development; creation of clean land for industrial cluster development; attracting investment in construction, business of industrial cluster infrastructure; development of synchronous infrastructure inside and outside industrial clusters; attracting production investment in industrial cluster; linking to develop industrial clusters; renovation of the state management on industrial clusters./.

In the afternoon of September 20th, Ministry of Agriculture and Rural Development coordinated with Long Anh People’s Committee held an Announcement Ceremony of exporting the first batch of Vietnamese dragon fruit to the Australian market at Hoang Phat Company Limited (Chau Thanh district).

Attending the ceremony, there were Deputy Minister of Agriculture and Rural Development – Mr. Tran Thanh Nam; provincial Vice Chairman – Mr. Pham Van Canh; Australian Consulate General in Ho Chi Minh City – Ms. Karen Lanyon.

According to Director of Hoang Phat Co., Ltd – Ms. Nguyen Thi Kim Thoa, this first batch of dragon fruit exported to Australia was about 3 tons, and white dragon fruit.

Mr. Pham Van Canh said that the export of dragon fruit to the Australian market was an opportunity and created a premise for Long An dragon fruit to enter other difficult markets. The dragon fruit export enterprise should continue to invest in preserving agricultural products to lengthen the quality and model of dragon fruit for consumers.

According to Deputy Minister of Agriculture and Rural Development – Mr. Tran Thanh Nam, exporting Vietnamese dragon fruit to the Australian market was one of the important events for our country's agricultural sectors, a milestone marking the efforts of farmers, enterprises and professional agencies.

The Mekong River Delta promises to be an attractive destination for investors as well as tourists

Representatives of the leaders of provinces, cities, departments, agencies, branches of Ho Chi Minh City and 13 provinces and cities in the Mekong River Delta with more than 200 guests attended the event.

This conference within the framework of the series of events "Tourism Connection Forum of Ho Chi Minh City - Mekong River Delta 2019" was held from September 4 to September 5 by Ho Chi Minh City Department of Tourism and Ho Chi Minh City Center for Trade and Investment Promotion.

According to the Organization Board, there are currently a total of 179 projects calling for investment in the fields of culture - sports - tourism - entertainment of the region. In particular, Ho Chi Minh City has 51 projects, the Cluster of Tourism Development Cooperation in the Eastern of the Mekong River  Delta - the Eastern Cluster of the Mekong River Delta (including 6 provinces of Dong Thap, Long An, Tien Giang, Ben Tre, Vinh Long and Tra Vinh) has 36 projects.

The cluster of Tourism Development Cooperation - the Western Cluster of the Mekong River Delta (including 7 provinces such as Can Tho City and the provinces of An Giang, Kien Giang, Hau Giang, Soc Trang, Bac Lieu and Ca Mau) has 92 projects.

Deputy Director of Ho Chi Minh City Center for Trade and Investment Promotion - Nguyen Tuan informed that the invitation of domestic and foreign investors, enterprises explored the potential of projects on investment environment, preferential policies as well as special attention of local leaders to have strategies and plans in investing in the fields of culture - sports - tourism – entertainment infrastructure of Ho Chi Minh City and the Mekong River Delta.

Director of Department of Culture, Sports and Tourism of Dong Thap province - Nguyen Ngoc Thuong shared that the provinces of the Eastern Mekong River Delta (Dong Thap province as the head) with the available potential promising to bring efficiency to investors. Hopefully, new businesses and investors learn as well as units that have come to invest to continue exploiting and promoting investment projects in the fields of culture - sports - tourism - entertainment to develop together.

At the same time, he wishes to receive information to better understand the requirements and aspirations of investors and commit to creating the most favorable conditions for investors to successfully implement the project.

According to the Director of the Department of Culture - Information - Sports and Tourism of Bac Lieu province - Cao Xuan Thu Van, if they continue to be properly invested, tourism of provinces and cities in the Western Mekong River Delta Cluster (Bac Lieu province as a Head) will continue to "take off and reach out". On April 11, the Provincial People's Committee held a conference to evaluate the PCI, the investment environment improvement, enterprise support and development in 2017; At the same time, evaluate the Provincial Governance and Public Administration Performance Index 2017 (PAPI 2017) of the province.

According to the conference report, PCI 2017 of Long An province ranked the fourth in the ranking, belonged to Good group with 66.70 scores; increased 11 levels and increased 6.05 scores compared to 2016; All 10 component indexes increased without no component index decreased. Of which, Long An has 05 component indexes that were improved very well, with high scores, 02 indexes with scores higher than 3 provinces in Top 3 (Quang Ninh, Da Nang, Dong Thap), including: the dynamism of the provincial government, legal institution, market entry, access to land, unofficial fees. However, Long An has five component indexes with the scores increased than 2016 but still much lower than those of 3 provinces in Top 3, such as: enterprise support services, time costs to implement the State regulations, government transparency, access to information, labor training, fair competition.

As for PAPI results in 2017, Long An province achieved 38.30 / 60 scores, ranking the 11th among 63 provinces / cities and ranking in the 1st group – the group with the highest scores nationwide (this group consists of 16 provinces/cities). Increased 11 levels compared to 2016.

By the end of 2018, the province will strive to have 7,500 hectares of high-tech rice production, 1,000 hectares of vegetables, 1,200 hectares of dragon fruit and 6 models for breeding beeves; focusing on establishing 13 pilot high-tech cooperatives and a 4.0 technology model in vegetable farming.

Party Chief Pham Van Ranh required functional agencies and localities to coordinate with local enterprises and scientists to help farmers, cooperative groups and cooperatives in applying hi-tech agriculture program; to support local enterprises to consume products, to improve cooperatives' activities.  Besides, the State Bank should call for commercial banks to connect local enterprises, cooperatives to support capital, meeting with production demand./.

Chau Thanh district shares borders with Tan An City, about 12 km away from the city center, 52 km following National Highway No. 1A and 42 km following National Highway No. 50 away from Ho Chi Minh city. The North of the district adjoins to Tan Tru District sharing the borders with Vam Co Tay River; the South adjoins to Cho Gao district and Go Cong Tay District of Tien Giang province; the East adjoins to Can Duoc district with the administrative border of Vam Co river; the West adjoins to Chau Thanh district, Tien Giang province. Chau Thanh district has the total natural area of 15,087.83 ha, and population of 107,840 people according to the census up to 21/5/2013.

Chau Thanh district has the convenient waterway and road system to facilitate the agricultural product consumption and application of science and technology to develop the hi-tech agriculture, processing industry, trade-service and become the clue for purchasing agricultural products. Provincial Road No. 827 and the bypass through National Highway No.50 shall be the main external road of the District connecting the economic zones together. On the other hand, Chau Thanh is located adjoining to Vam Co River, near East Sea with many saline areas, at the downstream, there is fresh water source from Cho Gao canal and Bao Dinh canal, therefore, the fresh water is limited (especially in communes of Thanh Phu Long, Thuan My, Thanh Vinh Dong) and there are many saline alluvial areas.​

There is currently 28 industrial parks with an area of more than 10,557 hectares and 34 industrial clusters with an area of 1,954 hectares in the whole province. According to the provincial People's Committee's assessment, there is a variety of industrial parks and clusters invested in synchronous infrastructure, becoming an attractive destination for investors.

In eight months of 2017, the Industrial parks in the province have attracted 83 new projects, including 44 foreign direct investment (FDI) projects and 39 domestic direct investment (DDI) projects with the total new investment of USD 77.4 million and VND 3,695 billion. Therefore, from the formation of industrial parks until the end of August 2017, the industrial parks have attracted 1,263 projects (540 FDI projects and 723 DDI projects).

Of which, international visitors reached 2,500 turns of people, revenue reached VND 135 billion, increased more than 100% over the same period of 2018.

Vice Director of the Department of Culture, Sports and Tourism – Nguyen Thanh Thanh said that, after the Lunar New Year, tourists manly visited ecological tourism sites, cultural and historical relics of the province, especially the number of visitors to Happyland tourism area soared.

With its position as the Western gateway and the vast area of Dong Thap Muoi, Long An is a relatively new destination for near and far tourists./.

Price of petrol and gasoline increased 2.53%, petroleum price increased 3.37%, package tour price increased 1.95%, and price of fresh flowers increased 1.45%, etc. which was the main cause of CPI's increase in April 2018.

In addition, there were some reasons to restraint the CPI: Food price decreased 0.48% due to abundant supply in the market; price of garments, hats, and footwear products decreased 0.15% due to the decrease in consumer demand in the month.

Compared to the same period in 2017, CPI increased 2.76% and compared to December of last year, CPI increased 0.87%; the average CPI in the first four months of 2018 increased 2.29% over the same period of last year./.

The southern province of Long An is taking action to increase the efficiency of FDI attraction as this form of investment plays an important role in the locality’s socio-economic development, said Chairman of the provincial People’s Committee Tran Van Can.

According to Can, the province has stepped up investment promotion both inside and outside Vietnam, targeting big groups.

It has also implemented administrative reform well, improved the business and investment climate, and increased its ranking on the provincial competitiveness index, especially in the fields of investment, land, taxation, customs, and labour.

In addition, Long An has regularly organised dialogues with investors to help them deal with difficulties and speed up the implementation of projects, while at the same time working to build a convenient, open, and transparent business and investment environment.

Attention has been paid to intensifying tax inspections over foreign-invested enterprises to detect violations early in order to ensure equality in tax declaration and payment for businesses.

Since the beginning of the year, Long An has granted investment licences to 51 projects worth 193.8 million USD. Moreover, 91.1 million USD has been added to 50 existing projects in the period. To date, the province has attracted 928 FDI projects with a total registered capital of over 5.9 billion USD, mainly in the fields of garment and textiles, footwear, and food processing.

Taiwan (China) ranks first in both the number of projects and capital amongst the 37 nations and territories investing in the locality, with a total of 192 projects worth 1 billion USD. It is followed by the Republic of Korea, Japan, China, and Singapore.

The export turnover for FDI enterprises enjoyed an average growth of 27.6 percent per year during 1996-2016, with the value hitting 2.6 billion USD last year. The number of foreign-invested exporters rose from 18 in 1996 to 300 at the last count.

Nguyen Van Tieu, Director of the provincial Department of Planning and Investment, said that FDI enterprises have made significant contributions to the locality's industrial production and exports. Their contributions to the State budget have increased year after year, but only accounted for 22 percent of the province's total budget collection in 2017. 

The figure has yet to meet the enterprises' potential in terms of development investment, he said.

He added that FDI enterprises currently employ some 126,000 labourers, equal to nearly half of the locality's total labourers./.

Modern business models timely capture and satisfy the tastes of consumers

Total retail sales of consumer goods and services in June 2018 were estimated at over VND 6,223 billion, decreased by 2.1% over the previous month, increased by 14.3% over the same period in 2017. It was estimated that over the 6 last months, the total retail sales of consumer goods and services reached over VND 38,134 billion, increased more than 16% over the same period in 2017 (increased by16%).

In the past 6 months, Long An province has accelerated its trade promotions, expanded its market, and connected with enterprises to sell products. In addition, enterprises involved in business, trade, services were increasing with large scale and modern business models such as supermarkets, trade centers, etc. so timely captured and satisfied the tastes of consumers.

The large river system of Long An province connecting with Tien river and Vam Co rivers system is important loading ways and drainage for production as well as for daily life of people.

Vam Co Dong river starts from Cambodia, through Tay Ninh province and to Long An province: area of basin of 6.000 km2, the length through province of 145 km, the depth of 17 - 21 m. Thanks to water source passed from Dau Tieng lake with the flow of 18,5 m3/s, it supplements the irrigation for Duc Hue, Duc Hoa, Ben Luc districts and reduces the process of salinization of Vam Co Dong river through Soai Rap estuary. Vam Co Dong river connects with Vam Co Tay through horizontal channels and connects with Sai Gon, Dong Nai rivers by Thay Cai, An Ha, Rach Tra channels, Ben Luc river.

Vam Co Tay river with the length through province is 186 km, water source is mainly received from Tien river through Hong Ngu channel, satisfying the demand of irrigation for agricultural production and daily life of people.

Vam Co river with 35 km long, 400 m wide, emptying into Soai Rap estuary and flowing to the East Sea is the confluence of Vam Co Dong and Vam Co Tay rivers.

Rach Cat river (Can Giuoc River) situated in Long An province is 32 km long, with a small water flow in dry season and poor water quality due to receiving waste water source from urban area - Ho Chi Minh City, having a great effect on production and daily life of people.

In general, surface water source of Long An is not abundant, the quality of water is inappropriate in certain respects. Therefore, it does not meet the requirement of production and life.

According to assessment, reserves of ground water of Long An are not abundant and their quality is different and quite poor. Most of ground water source is in the depth from 50 - 400 meters under 2 horizones, Pliocene – Miocene.

However, the ground water source of province has many useful minerals which are exploited and served for daily life of people in the whole country.

In heavy rain or flood, with hurricane tide, it has often occurred flood in regions along the banks of river, especially lowland. To exploit efficiently surface water resource in Long An, in addition to channel expansion to create source, it is necessary to build more conservatoires in places where do not have sources.

In future, it is necessary to specify the reserves of ground water source, location, the reproductive capacity to have plan on effective and sustainable exploitation and use.​​​

From March 14th – 18th, Secretary of the provincial Party Committee – Pham Van Ranh, Chairman of the provincial People's Committee – Tran Van Can and the delegation of Long An province visits and learn experience of attracting investment and building economic model, open economic zone in Quang Ngai, Quang Nam provinces; and visits the model of high-tech agricultural development. This is also an opportunity and experience for businesses accompanied the delegation to study and apply experience when learning and investing in Long An province.

The Long An port project is a 1,925 hectare project in Can Giuoc district, Long An, South of Ho Chi Minh City and about 30 km to center of Ho Chi Minh City. Project is divided into four components, comprising a 396 ha industrial park, 236 ha industrial service area, 1,145 ha residential area and a 147 ha seaport with 2.6 km of frontage along Soai Rap river.

I. LOCATION AND ACCESSIBILITY OF LONG AN INTERNATIONAL SEA PORT

The project has many advantage conditions of site and accessibility

Distance to HCM city center of approximately 30 km by national way 50; To HCM city - Trung Luong highway of 30km; To Hiep Phuoc Port of 7 km by river way.

Adjacent to HL19 (Ben Luc – Tan Tap Road); Tan Tap – Long Hau Highway; and Ring Road No.4.

Distance to estuary of East Sea of 15 km by Soai Rap river way;

Easy to access Vam Co river system and Cho Gao canal which is arterial waterway connected to the Mekong Delta.

Soai Rap River can welcome the 50,000 DWT vessel at the present and 70,000 DWT vessel in the future.

II. LONG AN PORT INFORMATION

-           Land area about 147ha.

-            Running 2.6km along the Soai Rap River.

-           Seven international wharves with 1.67 km long to handle ships weighing between 30,000 and 70,000 deadweight (DWT) and six wharves with 0.4 km long for domestic inland ships of 1,000 DWT.

-           Its loading and unloading capacity is expected to reach 2.5 million tons/year in the first phase in 2015, increasing to 9.3 million tons in the 2nd phase and 15 million tons in the 3rd phase.

-           The first wharf have been constructed and expected to finish in the beginning of 2015.

- Project goals: Integrated industrial parks and infrastructure to attract investments.
