The first rice festival 2018 and Hi-end Agriculture exhibition themed “Hi-end traditional agriculture” will take place in the Mekong Delta province of Long An from June 15 to 20.

Long An leaders hope to promote the province's images through the event

The event aims to introduce and promote hi-end agricultural products in Long An and its localities.

It is also chance for domestic and international cooperatives, enterprises to meet and exchange experience; seeking investment cooperation and promoting their brand names.

The event includes many activities such as exhibition, seminars of smart agriculture – goal and solution and other contests…

The five- day event will take place at Tan An City's Park and co-launched by Department of Trade & Industry and Department of Agriculture & Rural Development, Tinh Tu Exhibition & Communications Co.Ltd.

Deputy Chairman of Long An People's Committee Nguyen Van Duoc said the event is also opportunity to promote Long An's images in integration & development period to people in the country and international visitors therefore the provincial leaders will create favorable conditions for the organizers./.

I. DEVELOPMENT ORIENTATIONS
1. Long An Province Socio-Economic Development Master Plan up to 2020 and vision to 2030 must suit the Socio-Economic Development Strategy of the country, Mekong River Delta Region Socio-Economic Development Master Plan; ensure to be synchronous and unified with the industry, sector planning.

2. Promote to the maximum the potentials and advantages of the province; exploiting and using effectively all resources for fast and sustainable socio-economic development and environmental protection; promoting the economic mechanism transition, increasing the growth rate and the competitiveness of the economy.

3. Developing the economy together with ensuring the social progress and justice, protecting the natural resources and environment to step by step increase the living standards of the people, reduce the number of poor households; developing health, culture, education and training. Focusing on training the high-quality human resource to meet the demands of the market, linking the human resource development with the development and application of science and technology.

4. Combining the economic development with the political security and social order protection; ensuring the security and national defense with the location of Long An located in the border region of Mekong River Delta region and in economic integration of Southeast Asia Region and the world.

II. DEVELOPMENT OBJECTIVES

1. General objectives

- Developing Long An to become the province with sustainable and harmonic development between the urban and rural areas; having hi-tech level, synchronous and modern infrastructure system; high-quality human resource; strong national defense-security, ensured social safety and order. Aiming at becoming an industrial province by 2020.

2. Particular objectives

a) Economic:

- The average economic growth rate for period 2012 – 2030 reaches 12.5%/year in which increases to 13%/year for period 2012 - 2020.

- By 2015: the average GDP per capita reaches VND50 million/person/year (around USD2,400); the ratios of the agricultural, industrial and service sectors in the GDP are 28%, 41%, 31% respectively; the revenue for state budget in the province accounts for 10% GDP; the investment capital mobilized from the state budget accounts for 28.5%.

- By 2020: the average GDP per capita reaches VND 80 million/person/year (around USD3,800); the ratios of the agricultural, industrial and service sectors in the GDP are 15%, 45%, 40% respectively; the revenue for state budget in the province accounts for 10.8% GDP; the investment capital mobilized from the state budget accounts for 29.6%.

- Vision to2030: the average GDP per capita reaches VND172 million/person/year (around USD8,000); the ratios of the agricultural, industrial and service sectors in the GDP are 7%, 48%, 45% respectively; the revenue for state budget in the province accounts for 10.8% GDP; the investment capital mobilized from the state budget accounts for 29.6%.

b) Social:

- By 2015:

The natural population growth rate is below 1.2%; the percentage of malnourished children under 5 years is less than 16%; 100% commune health stations meet the standard and 90% communes meeting the national standard on health; providing compulsory preschool education for children of 5 years; 40% - 50% communes, towns, wards meeting the standards of compulsory high school education; 50% schools meeting national standards; the percentage of poor households in accordance with the national standards is less than 3%; the percentage of trained labor is 60%.

Aiming at the objective of 20% (about 36 communes) meet the criteria of new rural commune; 50% communes, wards, towns have the cultural and sports centers; 30% communes, wards, towns meet the cultural standards; 90% of urban households and 95% rural households can access hygienic water and 99.25% households can access power .

- By 2020:

Aiming at reducing the birth rate to 1.46%; the average life expectancy reaches 76 years; the percentage of malnourished children under 5 years is less than 12%; the number of patient bed/10,000 people is 20 beds; the minimum number of doctor/commune is 1 and 8 doctors/10,000 people;

The percentage of poor households in accordance with the national standards is 1%; the percentage of trained labor is 65%; the unemployment rate in urban areas is3%; the ratios of the labors in 3 areas of I, II, III are 28.1%, 37.8%, 34% respectively; the percentage of trained labors is 628,600 and jobs are created for 180,000 people;

The percentages of children going to school are as follows: 100% at primary schools, 95% at secondary schools, 70% at high schools. The percentage of schools meeting national standard is 70%; the number of people with college, university or higher degrees/1000 people is 170 people;

Aiming at the objective of 50% (about 83 communes) meets the criteria of new rural commune; 90% cultural houses at the provincial level; ensuring 100% of districts, city have the cultural, sports centers, 75% communes, wards, towns have the cultural, sports centers; 100% households can access hygienic water and 99.7% households can access power.

- Vision to 2030:

The birth rate reduces to 1.5%; the average life expectation is 78 years; the percentage of malnourished children under 5 years is less than 10%; the number of patient beds/10,000 people is 30 beds; the number of doctors/commune is 3 doctors at the maximum and 10 doctors/10,000 people.

The percentage of trained labors is 70%; the unemployment percentage in urban areas is 2%; the number of trained labors is 762,720 people and jobs are created for 190,000 people;

Aiming at the objective of 100% kindergartens meets national standards; the number of people with degree, university and higher degree/1000 people is 200 people; having 95% cultural houses at the provincial level.

c) Environmental protection:

- Ensuring the green coverage percentage by  2015 reaches 21% and maintained unitl 2020, 2030; increasing the forest coverage percentage to 15% in 2015 and 17%, 19% in 2020, 2030 respectively; the area impacted by the flood (flooding more than 1m) in 2015, 2020, 2030 is 25%, 23%, 20% respectively.

- Aiming at the objective of by 2015, 80% of domestic and industrial solid waste and 100% health solid waste are collected and treated; allocating 100% production establishments causing environment pollution out of the urban areas and residential areas; 100% enterprises commit to protect the environment.

- Raising the awareness of the community and strengthening the capacity for the relevant parties on environmental issues; protecting and exploiting in sustainable way the natural resources; reducing the population and  environmental degradation.

- Ensuring the national defense, security, keeping the political stability, controlling the increase and gradually reducing the crimes and social evils.

III. DEVELOPMENT ORIENTATIONS OF SECTORS, INDUSTRIES

1.Developing agricultural, forestry and fishery sectors: Developing comprehensively aiming at producing high-quality products, protecting the ecological environment and following sustainable development. It is aimed at the average growth rate of 5.7%/year for period 2011 – 2020 and 4.8%/year by 2030; the ratios of the agricultural, forestry and fishery sectors are 82% - 4% - 14% respectively in 2020 and 78% - 6% - 16% respectively in 2030.

- Agriculture: defining rice as the key product to ensure the national food security; following intensive and specialized production, applying advanced technology, using high-quality varieties to increase the production value per unit of farming land and meet the demand of the markets; paying attention on the after-harvesting processing and increasing the quality of export rice. Increasing the production of key products of the province such as sugarcane, vegetables and fruits to meet the standards for domestic consumption and export; step by step controlling the diseases and ensuring the sustainable agricultural growth rate; conforming to the technology procedures in all phases including production, processing to consumption.

Developing animal breeding (pig, cow, livestock) with the suitable scale to meet the demand for domestic consumption; applying advanced breeding technology, producing high-quality products, ensuring food hygiene and safety; strictly controlling diseases and animal pollution from animal breeding activities.

- Forestry: maintaining and protecting the available forest resources to ensure the sustainable forest development; conserving the environment for the wild life, valuable and rare genes in combing with ecological tourism development, especially the specialized forests in which Dong Thap Muoi Region plays an important role in reducing the impacts of climate change and seawater rise. Protecting and issuing suitable policies to maintain the reasonable area of protective forests, combining the forest development with national security in border districts. Exploiting the forest resources reasonably, encouraging investment and production activities and sustainable forest development.

- Fishery: Developing the aquaculture activities in Dong Thap Muoi Region aiming at ecological environment control and protection. Studying to establish the suitable aquaculture models (clubs, cooperatives, economic organizations, farms etc.) to protect the benefits of the parties and promote the goods production; investing in developing the infrastructure to apply the technology in aquaculture.

2. Industrial development

- Developing the industry in sustainable way shall have the impacts on the agricultural and service sectors and become the socio-economic driving force for the province. Aiming at the growth rate of 14.2%/year in 2015, 14.4%/year in 2020 and 13.6%/year in 2030. Paying attention on developing the industries to diversify the products, industries with high percentage of high technology, green and clean criteria.

- Ensuring to provide the suitable infrastructure services for the development of sectors, international business activities; constructing high-quality industrial parks to call for foreign investments; establishing the industry development policies with clear and detailed implementation mechanism, promoting the available resources; ensuring to provide the trained and high-quality labor force at reasonable cost; developing the new sectors to create the key sectors for industrial development of the province in the general background of the industry development of Vietnam.

- Encouraging the industries in accordance with the policies of the province, supporting the existing industries in the South Key Economic Zone such as: high technology, knowledge industry, research and development, environment, new material-based industry, electronic and software production, liquefied petroleum gas (LPG), energy batteries, power production system from hydro etc. developing the agricultural tool industry basing on the existing and relevant agricultural production sectors in the province.

-Focusing on developing quickly, effectively and investing in the infrastructure, attracting the investments into the existing industrial parks and complexes, linking with the construction of waste treatment works, ensuring the green and clean environment.

3.Trade, service and tourism development

Aiming at the growth rate of 17%/year by 2020 and 15.3%/year by 2030.

- Trade, service: developing high-quality and diversified services to meet the demands of the people; improving the infrastructure and services to provide the modern and convenient facilities for the users; balancing the service quality in urban and rural areas.

Developing urban centers with competitive capacity to provide the suitable services combined with space development. Establishing the service centers to exploite the advantage of being located in the gateway of Mekong River Delta Region and South Key Economic Zone. Improving the services serving for industrial development, urban service development such as logistics service, technology and information, utilities, market research, financial service etc.

- Tourism: Developing the comprehensive tourism system including information provision, infrastructure and transport service, high-quality accommodation, diversified cuisine; entertainment areas, high-quality serving human resource. Diversifying the tourism products, promoting the cooperation in tourism development with other provinces in the Region, especially with Ho Chi Minh city and provinces of Cambodia. Tourism development models: ecological tourism, trade village tourism with the cultural values etc.

4. Social sectors

a) Education and training:

- Continue to invest in physical facilities for the schools from kindergartens to universities, increasing the school, classroom network especially in rural, remote, border areas and auxiliary works serving for education and training and considered this as a priority objective of the Province.

- Increasing the qualifications and capacity of the teachers, improving the teaching and learning methods to meet the diversified demand in term of skills and quality as well as to create the legal background and promoting the internal forces for education development.

- Constructing the suitable vocational training structure to meet the demand of the economy, the training must be linked with job creation after training; diversifying the vocational training methods to improve the quality; paying attention on providing vocational training for rural labor, strengthening the network of the vocational schools; increasing the cooperation, association on training with other provinces in the country and foreign countries.

b) Health:

-Developing synchronously the health network; gradually improving the quality of the professional quality and ethics for medical staffs; modernizing the physical facilities, medical equipment, disease examination and treatment, prevention; upgrading the preventive health centers at district level; promoting the socialization to attract the investment capital in investing and constructing the clinics disease treatment associated with relaxation therapy;

- Paying attention on constructing the healty society, increasing the quality of the preventive health system, constructing the health care system for the people; increasing the effectiveness of health communication and education, environmental sanitation, food safety and hygiene;

-Aiming at the objective of implementing the universal health insurance and population, family planning policies, increasing the population quality.

c) Culture, Sports:

- Constructing the advanced, healthy culture with national identity, creating high-quality and typical cultural products of the province; focusing on establishing the synchronous cultural system at all levels, restoring the cultural, historical relics and preserving the traditional cultural values of the nations; 

- Paying attention on developing the sports movements; paying attention on training, fostering high performance athletes; promoting the socialization, attracting the investments for physical facilities and increasing the physical education in the schools.

d) Poverty reduction, job creation and social security:

- Continue the investments into rural infrastructure, gradually finishing the necessary infrastructure such as schools, health stations, traffic roads, commune centers, power, water, irrigation systems for the poor commune and areas with economic difficulties. Developing rural economy, especially farm and household economy, rehabilitating and developing trade villages, developing labor-intensive small and medium-sized enterprises in rural areas; issuing the policies to serve for creating jobs and developing agricultural and fishery production.

e) Science and technology

- Increasing the management by standards and quality of the product and establishing the advanced quality control system; expanding the cooperation in science and technology; standardizing the key agricultural products of the province (rice, dragon fruits, peanut, shrimp etc.)

- Promoting the application of the achievements of science and advanced technology such as biological technology, after-harvesting technology, creating the innovation in varieties of plants, animals of high productivity and value; gradually mechanizing the agricultural production phases. Supporting the enterprises to innovate and apply the technologies at the traditional trade villages;

5. Infrastructure development:

a) Traffic

- Developing the traffic infrastructure aiming at creating modern infrastructure and increase the connection with big urban centers, centers with high growth rates and the regions in the province; ensure the safe, effective transportation of the cargoes and passengers as well as protecting the environment and avoiding such issues as traffic jams, traffic accidents, air pollution; establishing the suitable organization mechanism and institution to create and manage the transportation network and transportation services effectively.

- Developing the traffic network (road and waterway) effectively with high competition and connecting with the regional traffic networks to create the conditions for Long An province to become the real gateway connecting Mekong River Delta region and the South Key Economic Zone; upgrading, improving the rural traffic roads, preventing floods and creating conditions for safe and smooth circulation of the means of transportation; developing the suitable public transport services to meet the demands of the people.

b) Irrigation

- Upgrading and improving the irrigation system in districts of Duc Hoa, Can Duoc and Can Giup to create the conditions for agricultural production; constructing the additional water receiving Canals from Phuoc Hoa Lake; studying to prepare the plan for exploiting the groundwater source; planning to exploit the water from Hong Ngu Canal to supply water for irrigation for the region between Vam Co Dong River and Vam Co Tay river.

c) Power supply

- Upgrading and constructing the power network synchronously, increasing the capacity of the substations to stabilize the power supply source; studying,  constructing the power projects using other energy sources such as: wind, solar etc. at suitable locations;

-Developing the power distribution system to the industrial areas, complexes, tourism areas, residential areas and centralized production areas; gradually undergrounding the urban power system; focusing on rural power network development.

d) Water supply, drainage and environmental sanitation:

-Focussing the investments in upgrading and newly constructing the domestic water supply system for the urban areas to ensure the clean water demand for domestic and production activities of the people; for the rural areas, ensuring the access to hygienic water of the people; basing on the ability to mobilize the capital for each phase, preparing the plan for upgrading and expanding the water treatment plants, transmission and distribution network; implementing effectively the rural clean water and environmental sanitation programs.

- Constructing synchronously the drainage, wastewater collection and treatment systems, especially in urban areas, industrial complexes, preventing the flooding situation in urban areas; collecting and treating health solid waste at the hospitals, health stations; studying to construct the centralized landfills at the urban areas.

e) Information and communication

- Increasing the quality, diversifying the services, providing new services. Applying information technology in constructing the online communication system from the city to the districts

-Modernizing, expanding the network in combination with applying advanced technology in post and telecommunication sector; ensuring the information security to meet the socio-economic development demand.

6. Natural resource and environment protection

- Minimizing the environmental pollution in industrial, agricultural production, service and urban development; promoting the application of clean technology in economic sectors; improving the environmental depression and environmental quality; protecting the biodiversity and ecological environment.

-Managing and protecting strictly and effectively the natural resources, especially land, forest and minerals. Controlling closely the use and treatment of chemicals, pollutants at the business production establishment and households.

7. National defense and security.

- Strengthening the national defense and security; promoting the general strength of the entire political system to construct the people's national defense and security.

- Constructing and developing effectively the national defense methods, managing closely the prevention national defense force to ensure the quality and quantity; combining with the socio-economic development of the province in the development investment planning, plans, programs and projects.

IV. DEVELOPMENT SPACE ORGANIZATION ORIENTATIONS

1. Urban-Rural development

a) Urban development

- Developing the urban area linking Tan An-Ben Luc to support the effective transport and developing the urban areas along the corridor.

- Developing Duc Hoa Urban Area as the role of the service center of the Northeast Region; Can Giuoc Urban Area will be proposed to provide the services for ports (Hiep Phuoc and Long An) as well as the inland area; establishing Moc Hoa Urban Area to be the development center of Dong Thap Muoi Region, developing the border gate to provide the facilities for trade activities through the border.

- Strengthening and upgrading the urban areas such as Can Duoc, Tan Tru, Thu Thua, Hau Nghia, Dong Thanh, Thanh Hoa, Tan Hoa, Tan Hung and Vinh Hung.

b) Rural development

Developing the rural centers to link with: Thanh Hoa-Tan Thanh Urban Complex; Dong Thanh-Hau Nghia Urban Complex; Moc Hoa – Binh Hiep Urban Complex, ensuring the development of high-quality urban services to improve the living standards of the rural people.

Developing Vam Co Dong and Vam Co Tay ecological corridor, ensuring the water supply for domestic and production activities and serving for the transport of the province as well as creating opportunity for developing other ecological activities, meeting the demand of the urban, rural people and tourists.

2.Development of economic zones:

- Zone 1 (Food security, tourism and border gate economy zone): including the districts of Vinh Hung, Tan Hung, Moc Hoa, tan Thanh, Thanh Hoa, Chau Thanh and a part of Thu Thua district, where has the competitive advantage in agricultural production and tourist attraction.

Aiming at developing strongly agricultural, forestry, fishery sectors and ensuring the industrial development to serve for agriculture, rural development; developing services, industries at the border gate economic zones; developing ecological tourism; developing Moc Hoa Urban area to ensure the exchange of trade and service with Dong Thap Muoi Region and Tan An city.

-Zone 2 (Ecological Buffer Area): located between two rivers of Vam Co Dong and Vam Co Tay. This zone is defined as the area to protect Zone 1 from the impacts of the excessive urban and industrial development activities of Zone 3; creating the special landscape in terms of land use and combing the urban and rural features; reducing pollution for Vam Co Dong River and Vam Co Tay River and restoring the space for development orientation after 2020.

In the short run, Zone 2 is defined for agricultural development with the seasonal land fund for industrial development, ecological urban area, interprovincial transfer area. The center of the Zone is Thua Thua town to connect with many economic sub-regions of the province, connect the land border and sea port. Focusing on controlling the development of Zone 2 and only permitting the development in the planned areas along the roads and some other defined areas.

- Zone 3 (Urban and Industrial Development Zone) consists of Vam Co Dong River and districts of Duc Hoa, Ben Luc, Can Giuoc, Can Duoc and a part of Tan Tru district in the downstream, Tan An city and a part of Thu Thua district.

Aiming at urban development and general industry to create the central urban development corridor in Ben Luc-Tan An and typical industrial urban areas in Duc Hoa, Can Giuoc, Can Duoc.​

According to the data of the Department of Culture, Sports and Tourism of Long An province, in October, there were about 100,000 visitors in Long An (up 10% over the same period). In which, international visitors were about 1,200 visitors (up 20% over the same period), and revenue reached about 48 billion dong (up 11% over the same period).

The tourism industry focused on serving and introducing local history and culture to visitors. In October 2018, 4,000 tourists visited Long An Monumental Park "Valiant and resilient, all people fight the enemy" in Ward 5, Tan An Town.

In November 2018, the tourism industry will organize the appraisal and ranking of tourist accommodation establishments as specified and the work of granting tour guide cards, and tour guide certificates in order to professionalize the travel activities in the locality.​

FloodFlood
Every year flood converges firstly to the Northern districts in Dong Thap Muoi, starting from the beginning or mid August and lasting to November. In this time, the rain has the biggest flow and intensity, causing difficulties for production and life. Flood in Long An province is slow and its level is not deep as upstream but it lasts for longer time.

The frequency of high flood tended to reduce from 1 time for 8 - 10 years in the past, to 1 time for 3 - 4 years (1961, 1966, 1978, 1984, 1991) and high flood had occured for 3 consecutive years (1994, 1995, 1996), especially, flood was very high in 2000.

- Flooding levels according to the natural area in 1996 were as follows:

+ Below 50 cm with flooded area of 50.294 ha, accounting for 13,2 % of the natural area.

+ From 50 - 100 cm with flooded area of 72.360 ha, accounting for 18,99% of the natural area.

+ From 100 -150 cm with flooded area of 63.830 ha, accounting for 16,75% of the natural area.

+ From 150 - 200 cm with flooded area of 94.840 ha, accounting for 24,88% of the natural area.

+ From 200 - 250 cm with flooded area of 66.720 ha, accounting for 17,50% of the natural area.

+ Over 250 cm with flooded area of 33.070 ha, accounting for 8,68% of the natural area.

- Flooding duration:


+ Less than 3 months with 305.757 ha, accounting for 69,91% of the natural area.


+ From 3 - 5 months with 64.724 ha, accounting for 30,09 % of the natural area.


Especially, flood of the year 2000 was the biggest in decades and the long flooding period caused great damages to production and life of people. The highest water level in Moc Hoa (Long An) was 3,27 meter, 41 cm higher than flood peak in 1978. Flood run strongly to the South, resonating with hurricane tide, causing deep and wide flooding in 300.000 ha of natural area, including 132/188 communes, equivalent to 12/14 districts of province. The average flood was from 1,5 - 2 meters, some regions had deep flood of over 3 meters. Total damages to property were about 650 billion dong.


At present, the province has co-ordinated with flood control programs of the Central level to build sewer and dyke system to control closely and effectively flood, i.e. with small flood, try to keep water, with high flood,  use for washing alum to transform the land. At the conference

Accordingly, in the period of 2018 - 2020, Long An plans to send 1,000 local laborers abroad and 1,000 laborers will be sent abroad annually starting 2021 to 2025.

The move is under a scheme to export labor abroad signed by local authorities, aiming to tackle local unemployment. It is to reduce poverty, provide more job opportunities, contribute to socio-economic development and to allow the unemployed to earn more stable income as well as to develop an awareness of complying with workplace regulations.

In the period of 2011-2017, the province sent more than 600 laborers abroad. However, labor export has so far faced many difficulties resulting that the number of local laborers working abroad has remained still low, said the Deputy Director of Department of Labor, Invalids and Social Affairs - Hoa Thanh Nien./.

Salt water intrusionSalt water intrusion
Intruding salt water source into Long An is mainly from the East Sea through Soai Rap estuary due to the semidiurnal tide regime.

The East Sea tide in Soai Rap estuary has amplitude of high from 3,5 to 3,9 m. The process of intruding salt water is deeper and longer into the inland. The reason is the strong operation of tide, northeast wind, less water from upstream and especially many exploitations of surface water in dry season. In the past, Vam Co Tay river had been intruded by salt water in Tuyen Nhon of about 5 km, since 1993, it has reached to Vinh Hung. The salinization has started from January to June with 2 - 4 gam/liters. The salinity of Vam Co Dong river has gradually reduced by the influence of Dau Tieng lake.

Besides, the earth tends to be hotter, facilitating sea level raising, developing the salinization deeply to inland.

The salinization has changed the ecological system of region which has been stable for many years, resulting in the influence to production and daily life of people. To reduce this process, should not exploit too much in dry season and the investment in irrigation systems should consider the impact of salt water intrusion on the general ecological system.

- High quality labor: Almost of industrial parks in the province of Long An near Ho Chi Minh city, about 30 km to District 1. Take advantage above, investors are very easy to attract high-quality labor focusing abundant in Ho Chi Minh City (cultural and economic center in Vietnam).

Bus from HCMC go to regional industrial areas of Long An with high frequency, 15-30 minutes per trip; good transport to Ho Chi Minh City help enterprises easy to recruit staff.

- Local labor: According to statistics in 2013, Long An province has 898.100 people in the working age. Large workforce trained at the school, training centers provide regular annual for enterprises. Moreover, when converting the agricultural sector to industry, concurrently with the modernization of agriculture has created a large labor force surplus and this resource transferred to work in the industrial park.

- Labor from Mekong Delta River: The advantage of being the gateway of Ho Chi Minh City to Mekong Delta province. This advantage help Long An easily attract large labor resources from Mekong Delta province; and this labor resources contributes more than 40% of workers in the industrial park of Long An province.

5. Personal income tax: Individuals having income from salary, wage and business operation of less than 9 million VNĐ (427 USD) per month shall be exempted from personal income tax.

The Socio-economic Development Master Plan of Long An Province up to 2020 and Vision Toward 2030 has been approved by the Prime Minister in Decision No. 143 /QD-TTg dated 03/10/2012.

The Socio-economic Development Master Plan of Long An Province up to 2020 and Vision Toward 2030 has been approved by the Prime Minister in Decision No. 143 /QD-TTg dated 03/10/2012.

Economic objectives of planning to achieve:

- Economic growth rate per period 2012 - 2030 reached 12.5%/year, of which the period 2012 to 2020 increased by 13%/year.

- By 2015, GDP per capita reached 50 million VND/person/year (about 2,400 USD); the share of agriculture, industry and services in GDP respectively 28%, 41%, 31%; Provincial budget revenue in the province accounted for 10% of GDP; ability to raise capital from the state budget revenues accounted for 28.5%.

- By 2020, GDP per capita reached 80 million VND/person/year (about 3,800 USD); the share of agriculture, industry and services in GDP, respectively accounting for 15%, 45%, 40%; Provincial budget revenue in the province accounted for 10.8% of GDP; ability to raise capital from the state budget revenues accounted for 29.6%.

- Vision 2030: GDP per capita reached 172 million VND/person/year (about 8,000 USD); the share of agriculture, industry and services in GDP respectively 7%, 48%, 45%; Provincial budget revenue in the province accounted for 10.8% of GDP; ability to raise capital from the state budget revenues accounted for 29.6%.

Proposed Zoning; the province can be broadly classified into three zones. Generally, the Vam Co Dong and Vam Co Tay rivers can be considered as boundaries of these three zones:

- Zone 1 (Agricultural, Eco-Tourism and Border Gate Economic Zone): This zone including the districts of Vinh Hung, Tan Hung, Moc Hoa, Tan Thanh, Thanh Hoa, Chau Thanh and part of Thu Thua is primarily resourced and maintained for intensive agriculture activities to ensure food security of the country and to serve as a competitive agriculture production areas of the province together with development of agricultural services, residential areas as well as development of services and industries in border economic zone. Zone1 is also important to enhance rural landscape of the province to attract tourists and visitors. Therefore development orientation is not only directed for AFA sector but also improvement of rural life of the people and exploration of eco-tourism opportunities. Preservation of rural and cultural resources is also an important element. Moc Hoa town serves as the center of Zone1 and promote exchange of trade and services between DTM region and Tan An area. In order farther to enhance the orientation for Zone 1, it is important to strengthen coordinated planning and actions with neighboring provinces including those of Cambodia.

- Zone 2 (Ecological Zone or Buffer Zone): This zone is mainly located between the two ecological corridors of Vam Co Dong and Vam Co Tay rivers. Main purpose and importance of the Zone 2 are (i) to protect Zone 1 from inadequate and excessive urban and industrial development of Zone 3, (ii) to develop agriculture with comparative advantage, (iii) to spare land for eco-friendly development including industries, eco-tourism towns/villages, provincial logistic centers, (iv) to create a new type of land-use and unique landscape with a mixture of urban and rural nature, (v) to protect Vam Co Dong and Vam Co Tay rivers from pollution due to development which may become more active in the future, and (vi)to preserve rich space for future development, say after 2020 or 2030 which can be decided by next generation based on the conditions then. Thu Thua town will be the centre of Zone2 which provides Zone2 with regional transportation (road and water) links and connection between provincial economic zones, border gates and seaports. In general, developments in Zone2 will be undertaken in strictly controlled manner and permitted only in designated areas along the roads and other specified areas.

- Zone 3 (Focal Economic Region or Urban and Industrial Zone): This zone covers Vam Co Dong River and the FER districts of Duc Hoa, Ben Luc, Can Giuoc, and Can Duoc, as well as part of Tan Tru in Ha, Tan An City, and part of Thu Thua district. Urban and industrial development will be concentrated in this zone where infrastructure will be well provided, demand for urban areas and development demand is high and market exists. This zone intends to promote farther competitive urban and industrial development and establish Tan An – Ben Luc urban corridor and special urban and industrial centers in Duc Hoa, Can Giuoc and Can Duoc.

The southern province of Long An is taking action to increase the efficiency of FDI attraction as this form of investment plays an important role in the locality’s socio-economic development, said Chairman of the provincial People’s Committee Tran Van Can.

According to Can, the province has stepped up investment promotion both inside and outside Vietnam, targeting big groups.

It has also implemented administrative reform well, improved the business and investment climate, and increased its ranking on the provincial competitiveness index, especially in the fields of investment, land, taxation, customs, and labour.

In addition, Long An has regularly organised dialogues with investors to help them deal with difficulties and speed up the implementation of projects, while at the same time working to build a convenient, open, and transparent business and investment environment.

Attention has been paid to intensifying tax inspections over foreign-invested enterprises to detect violations early in order to ensure equality in tax declaration and payment for businesses.

Since the beginning of the year, Long An has granted investment licences to 51 projects worth 193.8 million USD. Moreover, 91.1 million USD has been added to 50 existing projects in the period. To date, the province has attracted 928 FDI projects with a total registered capital of over 5.9 billion USD, mainly in the fields of garment and textiles, footwear, and food processing.

Taiwan (China) ranks first in both the number of projects and capital amongst the 37 nations and territories investing in the locality, with a total of 192 projects worth 1 billion USD. It is followed by the Republic of Korea, Japan, China, and Singapore.

The export turnover for FDI enterprises enjoyed an average growth of 27.6 percent per year during 1996-2016, with the value hitting 2.6 billion USD last year. The number of foreign-invested exporters rose from 18 in 1996 to 300 at the last count.

Nguyen Van Tieu, Director of the provincial Department of Planning and Investment, said that FDI enterprises have made significant contributions to the locality's industrial production and exports. Their contributions to the State budget have increased year after year, but only accounted for 22 percent of the province's total budget collection in 2017. 

The figure has yet to meet the enterprises' potential in terms of development investment, he said.

He added that FDI enterprises currently employ some 126,000 labourers, equal to nearly half of the locality's total labourers./.

According to the Department of Culture, Sports and Tourism of Long An Province, in August 2019, Long An welcomed about 120,000 arrivals, an increase of 10 percent over the same period. In particular, international visitors were estimated at 1,600 arrivals. Turnover was estimated at VND 55 billion, up 10 percent compared to July 2019.

Director of the Department of Culture-Sports and Tourism - Nguyen Anh Dung said: "Long An tourism has had many important changes over the past time; tourist destinations have been invested or called socialization. The number of tourists of the province is increasing; especially, foreign tourists are more than before. This is the result of the implementation of the tourism development program into a key economic sector of the province."

In particular, there are specific tasks and solutions for Long An tourism to become an important economic sector, creating favorable conditions to promote other fields in accordance with the orientation of the province's socio-economic development strategy.

Long An is located in a favorable position - the gateway connecting Ho Chi Minh City and the Mekong Delta provinces. Currently, the investment in the province's transportation system and national transportation networks such as Ho Chi Minh City - Trung Luong expressway and National Highway 1 are also conditions for the development of Long An tourism.

Especially, Long An has ecological landscapes of Dong Thap Muoi, Vam Co river landscape, historical-cultural relics, craft villages, and so on. These are potential factors for tourism development.

From Tan An City, along Vam Co Tay River, tourists can visit attractive destinations such as Tan Lap Floating Village, Lang Sen Wetland. From Ho Chi Minh City, along National Highway 1, they can visit Memorial Area of Lawyer Nguyen Huu Tho, Happyland, Vam Nhut Tao relic and Nguyen Trung Truc Temple, Ong Ban Quy Temple, etc.

In order to attract more tourists, the province is actively developing new tourism products, focusing on developing eco-tourism and forming inter-regional tours with neighboring provinces.

The province is cooperating with HTVC Cable Television to produce and broadcast the program "Check-In Vietnam" with the theme "Long An - Today Destination".

Hopefully, with the attention of the provincial leaders and the participation of businesses in tourism product development, in the coming time, Long An will attract more international as well as domestic tourists to contribute significantly to the socio-economic development of the province./.

Water source:
Long An has Vam Co Dong River and Vam Co Tay River and the interlaced system of canals and ditches connecting with Tien River which is the main water transmission and irrigation line. However, this water source is limited and contaminated with saline and alum, therefore, the water fails to meet the production and domestic demands.

The groundwater deposit in Long An is also not various and the quality is poor, mainly found at the depth of more than 200 meter. The ground water contains many ion to harden the water and reduce the quality of the water. The main water source ​​is the surface water from lakes, rivers. The clean water program funded by UNICEF supports to drill some wells in the areas with water shortage.

 Water supply:

Communication System​ supply system of Long An running through the flow of Vam Co river, Vam Co Dong River and Vam Co Tay River is also contaminated with saline and alum.

Long An is supplied with the clean water from Tan An Water Plant with the capacity of 15,000m3/day for the residential areas in the center of Tan An City and the neighboring areas. Up to now, thanks to the investments from many different capital sources such as State Budget (strategy program, program 135), loans, Unicef capital, OECF capital, all towns in the provinces are supplied with clean tapped water. The percentage of households accessing clean water accounts for 77% with the total number of 1,085,634 people.

In the rural areas, the domestic water supply source is depending on the available water sources with untreated water, therefore, the quality and hygiene of water are not yet ensured. The clean water program funded by UNICEF can only help more than 50% of the population of the province access the clean water.

 Drainage/sewerage:

The majority of the urban areas and residential areas have not yet provided with the complete drainage system. Domestic wastewater and rainwater are directly discharged to the surface water source through the traffic culverts. The province has not yet constructed the drainage and wastewater treatment system separately. The total km of the culverts is only 10.5% of the total length of the roads. The demand for the future investments for the drainage and sewerage systems is very high, especially for Tan An City, towns, small towns and other centers in the province.

 The program to mobilize all resources to construct the traffic, power, water infrastructure system serving for the industrial development has been implemented synchronously by Long An Province at all levels, sectors

 Progress of water supply projects:

 1. The projects listed in the Plan for mobilizing all resources to invest in traffic, water, power infrastructure to serve for the industrial development:

 - Hoa Khanh Tay Water Plant located at Duc Hoa Thuong commune, with the capacity in phase 1 of 40,000 m³/day, in phase 2 of 80,000m³/day, it is planned to commence the construction in early 8/2013.

 - Phu My Vinh 2 Water Supply system, located at Duc Hoa Thuong commune with the capacity in phase 1 of 50,000m³/day, in phase 2 of 200,000m³/day, the investment report is under preparation.

 - Tan Tao Water Plant: the land use criteria are considering because the plant has the construction location moved from Binh Hoa Nam commune, Duc Hue district to Hoa Khanh Tay commune, Duc Hoa district.

 -Kenh Dong Water Supply system: invested by Phu My Vinh Compnay, however, in accordance with the report from the investor, the water supply network of the company shall not take the water from Kenh Dong but use the water from the plant in Duc Hoa III – Viet Hoa Industrial Park and Hoa Khanh Tay Water Plant.

 - Tan Kim Groundwater Plant invested by Holland  Water Supply Co., Ltd. is operating with the exploitation capacity of 1,500 m³/day (in addition to the project in Truogn Binh commune, this company also has the another plant operating with the capacity of 2,000m³/day).

 - Phuoc Vinh Dong Groundwater Plant: calling for investment.

 2. Other projects

 +Bao Dinh Water Plant Project, located at Nhi Thanh commune, the planned capacity of 60,000m³/day, the investment report is under preparation by Long An Water Supply One Member Co., Ltd.

 + Water Supply Project invested by Duc Hoa Water Supply Co., Ltd, taking clean water from Ho Chi Minh City following provincial road 825 to supply water to Tan Do Industrial Park with the estimated capacity in phase 1 of 15,000m³/day, phase 2 of 40,000m³/day, the investment project is under preparation by the investor.​

On April 15th, former President – Truong Tan Sang; Standing Deputy Prime Minister –Truong Hoa Binh; Secretary of the Provincial Party Committee, Chairman of the People’s Council of Long An province – Pham Van Ranh; Secretary of the Provincial Party Committee of Binh Duong province – Tran Van Nam, and leaders of departments, branches and enterprises of Long An and Binh Duong provinces attended the Investment Cooperation Conference between the two provinces held in Can Giuoc district (Long An province).

On this occasion, the delegation actually visited Long An International Port in Tan Tap commune, Can Giuoc district. General Director of Long An Industrial Park Joint Stock Company – Ho Minh Tuan provided the delegations with information about Long An International Port project. Long An International Port project has a scale of 1,935 hectares which is divided into 4 projects, including: Industrial park, Industrial service, urban residential area, and seaport. With the investment of synchronous and modern infrastructure, leaders of Long An Industrial Park Joint Stock Company hope to call for investors as well as partners to invest in the port more.​​

At the conference, the leaders of Long An and Binh Duong provinces agreed to cooperate between the two provinces. Long An will support investors in the process of land clearance, resolving legal procedures, speeding up the progress of investment in infrastructure, especially the infrastructure connecting key industrial parks.

The leaders of the two provinces also said that, Becamex IDC Corporation and Long An Industrial Park Joint Stock Company need a breakthrough to remove difficulties to accelerate the project progress; leaders and departments, branches of the two parties should coordinate to support enterprises in the implementation of this project./.

I. DEVELOPMENT ORIENTATIONS
1. Long An Province Socio-Economic Development Master Plan up to 2020 and vision to 2030 must suit the Socio-Economic Development Strategy of the country, Mekong River Delta Region Socio-Economic Development Master Plan; ensure to be synchronous and unified with the industry, sector planning.

2. Promote to the maximum the potentials and advantages of the province; exploiting and using effectively all resources for fast and sustainable socio-economic development and environmental protection; promoting the economic mechanism transition, increasing the growth rate and the competitiveness of the economy.

3. Developing the economy together with ensuring the social progress and justice, protecting the natural resources and environment to step by step increase the living standards of the people, reduce the number of poor households; developing health, culture, education and training. Focusing on training the high-quality human resource to meet the demands of the market, linking the human resource development with the development and application of science and technology.

4. Combining the economic development with the political security and social order protection; ensuring the security and national defense with the location of Long An located in the border region of Mekong River Delta region and in economic integration of Southeast Asia Region and the world.

II. DEVELOPMENT OBJECTIVES

1. General objectives

- Developing Long An to become the province with sustainable and harmonic development between the urban and rural areas; having hi-tech level, synchronous and modern infrastructure system; high-quality human resource; strong national defense-security, ensured social safety and order. Aiming at becoming an industrial province by 2020.

2. Particular objectives

a) Economic:

- The average economic growth rate for period 2012 – 2030 reaches 12.5%/year in which increases to 13%/year for period 2012 - 2020.

- By 2015: the average GDP per capita reaches VND50 million/person/year (around USD2,400); the ratios of the agricultural, industrial and service sectors in the GDP are 28%, 41%, 31% respectively; the revenue for state budget in the province accounts for 10% GDP; the investment capital mobilized from the state budget accounts for 28.5%.

- By 2020: the average GDP per capita reaches VND 80 million/person/year (around USD3,800); the ratios of the agricultural, industrial and service sectors in the GDP are 15%, 45%, 40% respectively; the revenue for state budget in the province accounts for 10.8% GDP; the investment capital mobilized from the state budget accounts for 29.6%.

- Vision to2030: the average GDP per capita reaches VND172 million/person/year (around USD8,000); the ratios of the agricultural, industrial and service sectors in the GDP are 7%, 48%, 45% respectively; the revenue for state budget in the province accounts for 10.8% GDP; the investment capital mobilized from the state budget accounts for 29.6%.

b) Social:

- By 2015:

The natural population growth rate is below 1.2%; the percentage of malnourished children under 5 years is less than 16%; 100% commune health stations meet the standard and 90% communes meeting the national standard on health; providing compulsory preschool education for children of 5 years; 40% - 50% communes, towns, wards meeting the standards of compulsory high school education; 50% schools meeting national standards; the percentage of poor households in accordance with the national standards is less than 3%; the percentage of trained labor is 60%.

Aiming at the objective of 20% (about 36 communes) meet the criteria of new rural commune; 50% communes, wards, towns have the cultural and sports centers; 30% communes, wards, towns meet the cultural standards; 90% of urban households and 95% rural households can access hygienic water and 99.25% households can access power .

- By 2020:

Aiming at reducing the birth rate to 1.46%; the average life expectancy reaches 76 years; the percentage of malnourished children under 5 years is less than 12%; the number of patient bed/10,000 people is 20 beds; the minimum number of doctor/commune is 1 and 8 doctors/10,000 people;

The percentage of poor households in accordance with the national standards is 1%; the percentage of trained labor is 65%; the unemployment rate in urban areas is3%; the ratios of the labors in 3 areas of I, II, III are 28.1%, 37.8%, 34% respectively; the percentage of trained labors is 628,600 and jobs are created for 180,000 people;

The percentages of children going to school are as follows: 100% at primary schools, 95% at secondary schools, 70% at high schools. The percentage of schools meeting national standard is 70%; the number of people with college, university or higher degrees/1000 people is 170 people;

Aiming at the objective of 50% (about 83 communes) meets the criteria of new rural commune; 90% cultural houses at the provincial level; ensuring 100% of districts, city have the cultural, sports centers, 75% communes, wards, towns have the cultural, sports centers; 100% households can access hygienic water and 99.7% households can access power.

- Vision to 2030:

The birth rate reduces to 1.5%; the average life expectation is 78 years; the percentage of malnourished children under 5 years is less than 10%; the number of patient beds/10,000 people is 30 beds; the number of doctors/commune is 3 doctors at the maximum and 10 doctors/10,000 people.

The percentage of trained labors is 70%; the unemployment percentage in urban areas is 2%; the number of trained labors is 762,720 people and jobs are created for 190,000 people;

Aiming at the objective of 100% kindergartens meets national standards; the number of people with degree, university and higher degree/1000 people is 200 people; having 95% cultural houses at the provincial level.

c) Environmental protection:

- Ensuring the green coverage percentage by  2015 reaches 21% and maintained unitl 2020, 2030; increasing the forest coverage percentage to 15% in 2015 and 17%, 19% in 2020, 2030 respectively; the area impacted by the flood (flooding more than 1m) in 2015, 2020, 2030 is 25%, 23%, 20% respectively.

- Aiming at the objective of by 2015, 80% of domestic and industrial solid waste and 100% health solid waste are collected and treated; allocating 100% production establishments causing environment pollution out of the urban areas and residential areas; 100% enterprises commit to protect the environment.

- Raising the awareness of the community and strengthening the capacity for the relevant parties on environmental issues; protecting and exploiting in sustainable way the natural resources; reducing the population and  environmental degradation.

- Ensuring the national defense, security, keeping the political stability, controlling the increase and gradually reducing the crimes and social evils.

III. DEVELOPMENT ORIENTATIONS OF SECTORS, INDUSTRIES

1.Developing agricultural, forestry and fishery sectors: Developing comprehensively aiming at producing high-quality products, protecting the ecological environment and following sustainable development. It is aimed at the average growth rate of 5.7%/year for period 2011 – 2020 and 4.8%/year by 2030; the ratios of the agricultural, forestry and fishery sectors are 82% - 4% - 14% respectively in 2020 and 78% - 6% - 16% respectively in 2030.

- Agriculture: defining rice as the key product to ensure the national food security; following intensive and specialized production, applying advanced technology, using high-quality varieties to increase the production value per unit of farming land and meet the demand of the markets; paying attention on the after-harvesting processing and increasing the quality of export rice. Increasing the production of key products of the province such as sugarcane, vegetables and fruits to meet the standards for domestic consumption and export; step by step controlling the diseases and ensuring the sustainable agricultural growth rate; conforming to the technology procedures in all phases including production, processing to consumption.

Developing animal breeding (pig, cow, livestock) with the suitable scale to meet the demand for domestic consumption; applying advanced breeding technology, producing high-quality products, ensuring food hygiene and safety; strictly controlling diseases and animal pollution from animal breeding activities.

- Forestry: maintaining and protecting the available forest resources to ensure the sustainable forest development; conserving the environment for the wild life, valuable and rare genes in combing with ecological tourism development, especially the specialized forests in which Dong Thap Muoi Region plays an important role in reducing the impacts of climate change and seawater rise. Protecting and issuing suitable policies to maintain the reasonable area of protective forests, combining the forest development with national security in border districts. Exploiting the forest resources reasonably, encouraging investment and production activities and sustainable forest development.

- Fishery: Developing the aquaculture activities in Dong Thap Muoi Region aiming at ecological environment control and protection. Studying to establish the suitable aquaculture models (clubs, cooperatives, economic organizations, farms etc.) to protect the benefits of the parties and promote the goods production; investing in developing the infrastructure to apply the technology in aquaculture.

2. Industrial development

- Developing the industry in sustainable way shall have the impacts on the agricultural and service sectors and become the socio-economic driving force for the province. Aiming at the growth rate of 14.2%/year in 2015, 14.4%/year in 2020 and 13.6%/year in 2030. Paying attention on developing the industries to diversify the products, industries with high percentage of high technology, green and clean criteria.

- Ensuring to provide the suitable infrastructure services for the development of sectors, international business activities; constructing high-quality industrial parks to call for foreign investments; establishing the industry development policies with clear and detailed implementation mechanism, promoting the available resources; ensuring to provide the trained and high-quality labor force at reasonable cost; developing the new sectors to create the key sectors for industrial development of the province in the general background of the industry development of Vietnam.

- Encouraging the industries in accordance with the policies of the province, supporting the existing industries in the South Key Economic Zone such as: high technology, knowledge industry, research and development, environment, new material-based industry, electronic and software production, liquefied petroleum gas (LPG), energy batteries, power production system from hydro etc. developing the agricultural tool industry basing on the existing and relevant agricultural production sectors in the province.

-Focusing on developing quickly, effectively and investing in the infrastructure, attracting the investments into the existing industrial parks and complexes, linking with the construction of waste treatment works, ensuring the green and clean environment.

3.Trade, service and tourism development

Aiming at the growth rate of 17%/year by 2020 and 15.3%/year by 2030.

- Trade, service: developing high-quality and diversified services to meet the demands of the people; improving the infrastructure and services to provide the modern and convenient facilities for the users; balancing the service quality in urban and rural areas.

Developing urban centers with competitive capacity to provide the suitable services combined with space development. Establishing the service centers to exploite the advantage of being located in the gateway of Mekong River Delta Region and South Key Economic Zone. Improving the services serving for industrial development, urban service development such as logistics service, technology and information, utilities, market research, financial service etc.

- Tourism: Developing the comprehensive tourism system including information provision, infrastructure and transport service, high-quality accommodation, diversified cuisine; entertainment areas, high-quality serving human resource. Diversifying the tourism products, promoting the cooperation in tourism development with other provinces in the Region, especially with Ho Chi Minh city and provinces of Cambodia. Tourism development models: ecological tourism, trade village tourism with the cultural values etc.

4. Social sectors

a) Education and training:

- Continue to invest in physical facilities for the schools from kindergartens to universities, increasing the school, classroom network especially in rural, remote, border areas and auxiliary works serving for education and training and considered this as a priority objective of the Province.

- Increasing the qualifications and capacity of the teachers, improving the teaching and learning methods to meet the diversified demand in term of skills and quality as well as to create the legal background and promoting the internal forces for education development.

- Constructing the suitable vocational training structure to meet the demand of the economy, the training must be linked with job creation after training; diversifying the vocational training methods to improve the quality; paying attention on providing vocational training for rural labor, strengthening the network of the vocational schools; increasing the cooperation, association on training with other provinces in the country and foreign countries.

b) Health:

-Developing synchronously the health network; gradually improving the quality of the professional quality and ethics for medical staffs; modernizing the physical facilities, medical equipment, disease examination and treatment, prevention; upgrading the preventive health centers at district level; promoting the socialization to attract the investment capital in investing and constructing the clinics disease treatment associated with relaxation therapy;

- Paying attention on constructing the healty society, increasing the quality of the preventive health system, constructing the health care system for the people; increasing the effectiveness of health communication and education, environmental sanitation, food safety and hygiene;

-Aiming at the objective of implementing the universal health insurance and population, family planning policies, increasing the population quality.

c) Culture, Sports:

- Constructing the advanced, healthy culture with national identity, creating high-quality and typical cultural products of the province; focusing on establishing the synchronous cultural system at all levels, restoring the cultural, historical relics and preserving the traditional cultural values of the nations; 

- Paying attention on developing the sports movements; paying attention on training, fostering high performance athletes; promoting the socialization, attracting the investments for physical facilities and increasing the physical education in the schools.

d) Poverty reduction, job creation and social security:

- Continue the investments into rural infrastructure, gradually finishing the necessary infrastructure such as schools, health stations, traffic roads, commune centers, power, water, irrigation systems for the poor commune and areas with economic difficulties. Developing rural economy, especially farm and household economy, rehabilitating and developing trade villages, developing labor-intensive small and medium-sized enterprises in rural areas; issuing the policies to serve for creating jobs and developing agricultural and fishery production.

e) Science and technology

- Increasing the management by standards and quality of the product and establishing the advanced quality control system; expanding the cooperation in science and technology; standardizing the key agricultural products of the province (rice, dragon fruits, peanut, shrimp etc.)

- Promoting the application of the achievements of science and advanced technology such as biological technology, after-harvesting technology, creating the innovation in varieties of plants, animals of high productivity and value; gradually mechanizing the agricultural production phases. Supporting the enterprises to innovate and apply the technologies at the traditional trade villages;

5. Infrastructure development:

a) Traffic

- Developing the traffic infrastructure aiming at creating modern infrastructure and increase the connection with big urban centers, centers with high growth rates and the regions in the province; ensure the safe, effective transportation of the cargoes and passengers as well as protecting the environment and avoiding such issues as traffic jams, traffic accidents, air pollution; establishing the suitable organization mechanism and institution to create and manage the transportation network and transportation services effectively.

- Developing the traffic network (road and waterway) effectively with high competition and connecting with the regional traffic networks to create the conditions for Long An province to become the real gateway connecting Mekong River Delta region and the South Key Economic Zone; upgrading, improving the rural traffic roads, preventing floods and creating conditions for safe and smooth circulation of the means of transportation; developing the suitable public transport services to meet the demands of the people.

b) Irrigation

- Upgrading and improving the irrigation system in districts of Duc Hoa, Can Duoc and Can Giup to create the conditions for agricultural production; constructing the additional water receiving Canals from Phuoc Hoa Lake; studying to prepare the plan for exploiting the groundwater source; planning to exploit the water from Hong Ngu Canal to supply water for irrigation for the region between Vam Co Dong River and Vam Co Tay river.

c) Power supply

- Upgrading and constructing the power network synchronously, increasing the capacity of the substations to stabilize the power supply source; studying,  constructing the power projects using other energy sources such as: wind, solar etc. at suitable locations;

-Developing the power distribution system to the industrial areas, complexes, tourism areas, residential areas and centralized production areas; gradually undergrounding the urban power system; focusing on rural power network development.

d) Water supply, drainage and environmental sanitation:

-Focussing the investments in upgrading and newly constructing the domestic water supply system for the urban areas to ensure the clean water demand for domestic and production activities of the people; for the rural areas, ensuring the access to hygienic water of the people; basing on the ability to mobilize the capital for each phase, preparing the plan for upgrading and expanding the water treatment plants, transmission and distribution network; implementing effectively the rural clean water and environmental sanitation programs.

- Constructing synchronously the drainage, wastewater collection and treatment systems, especially in urban areas, industrial complexes, preventing the flooding situation in urban areas; collecting and treating health solid waste at the hospitals, health stations; studying to construct the centralized landfills at the urban areas.

e) Information and communication

- Increasing the quality, diversifying the services, providing new services. Applying information technology in constructing the online communication system from the city to the districts

-Modernizing, expanding the network in combination with applying advanced technology in post and telecommunication sector; ensuring the information security to meet the socio-economic development demand.

6. Natural resource and environment protection

- Minimizing the environmental pollution in industrial, agricultural production, service and urban development; promoting the application of clean technology in economic sectors; improving the environmental depression and environmental quality; protecting the biodiversity and ecological environment.

-Managing and protecting strictly and effectively the natural resources, especially land, forest and minerals. Controlling closely the use and treatment of chemicals, pollutants at the business production establishment and households.

7. National defense and security.

- Strengthening the national defense and security; promoting the general strength of the entire political system to construct the people's national defense and security.

- Constructing and developing effectively the national defense methods, managing closely the prevention national defense force to ensure the quality and quantity; combining with the socio-economic development of the province in the development investment planning, plans, programs and projects.

IV. DEVELOPMENT SPACE ORGANIZATION ORIENTATIONS

1. Urban-Rural development

a) Urban development

- Developing the urban area linking Tan An-Ben Luc to support the effective transport and developing the urban areas along the corridor.

- Developing Duc Hoa Urban Area as the role of the service center of the Northeast Region; Can Giuoc Urban Area will be proposed to provide the services for ports (Hiep Phuoc and Long An) as well as the inland area; establishing Moc Hoa Urban Area to be the development center of Dong Thap Muoi Region, developing the border gate to provide the facilities for trade activities through the border.

- Strengthening and upgrading the urban areas such as Can Duoc, Tan Tru, Thu Thua, Hau Nghia, Dong Thanh, Thanh Hoa, Tan Hoa, Tan Hung and Vinh Hung.

b) Rural development

Developing the rural centers to link with: Thanh Hoa-Tan Thanh Urban Complex; Dong Thanh-Hau Nghia Urban Complex; Moc Hoa – Binh Hiep Urban Complex, ensuring the development of high-quality urban services to improve the living standards of the rural people.

Developing Vam Co Dong and Vam Co Tay ecological corridor, ensuring the water supply for domestic and production activities and serving for the transport of the province as well as creating opportunity for developing other ecological activities, meeting the demand of the urban, rural people and tourists.

2.Development of economic zones:

- Zone 1 (Food security, tourism and border gate economy zone): including the districts of Vinh Hung, Tan Hung, Moc Hoa, tan Thanh, Thanh Hoa, Chau Thanh and a part of Thu Thua district, where has the competitive advantage in agricultural production and tourist attraction.

Aiming at developing strongly agricultural, forestry, fishery sectors and ensuring the industrial development to serve for agriculture, rural development; developing services, industries at the border gate economic zones; developing ecological tourism; developing Moc Hoa Urban area to ensure the exchange of trade and service with Dong Thap Muoi Region and Tan An city.

-Zone 2 (Ecological Buffer Area): located between two rivers of Vam Co Dong and Vam Co Tay. This zone is defined as the area to protect Zone 1 from the impacts of the excessive urban and industrial development activities of Zone 3; creating the special landscape in terms of land use and combing the urban and rural features; reducing pollution for Vam Co Dong River and Vam Co Tay River and restoring the space for development orientation after 2020.

In the short run, Zone 2 is defined for agricultural development with the seasonal land fund for industrial development, ecological urban area, interprovincial transfer area. The center of the Zone is Thua Thua town to connect with many economic sub-regions of the province, connect the land border and sea port. Focusing on controlling the development of Zone 2 and only permitting the development in the planned areas along the roads and some other defined areas.

- Zone 3 (Urban and Industrial Development Zone) consists of Vam Co Dong River and districts of Duc Hoa, Ben Luc, Can Giuoc, Can Duoc and a part of Tan Tru district in the downstream, Tan An city and a part of Thu Thua district.

Aiming at urban development and general industry to create the central urban development corridor in Ben Luc-Tan An and typical industrial urban areas in Duc Hoa, Can Giuoc, Can Duoc.

Until the end of 2004, roadways in province was 1.698km, in which asphalt roads were 474km, accounting for 27,9%, gravel roads were 1053km (62%), other kinds of roads were 171km (10,1%) (excluding rural roads).

​/. Road traffic :

Until the end of 2004, roadways in province was 1.698km, in which asphalt roads were 474km, accounting for 27,9%, gravel roads were 1053km (62%), other kinds of roads were 171km (10,1%) (excluding rural roads). Total length of bridge was 15.799 m long/346 bridges, in which concrete bridges were 7.099 md/123 bridges, girder bridges were 6812 md/194 bridges, others were 1889 md/29 bridges. Density of road by area increased from 0,198 Km/Km2 in 1991 to 0,285 Km/Km2 in 2000 and 0,359 km/Km2 in 2004.

Density of road by population increased from 0,667 Km/1.000 persons in 1991 to 0,957 Km/1000 person in 2000 and 1,130 km/1000 person in 2004.

 

In general, roadways system is prioritized to invest, helping actively to develop production and improve living standard of population. However, there also remain some roads not satisfying the demand of transportation, lacking of synchronism between roads and bridges, not forming uninterrupted branches of roads.

 

Most of the Southern communications network has not been increased, mainly improved, upgraded and expanded, except some rural roads. In Nothern region, the communications network has developed rapidly, contributing to reclaimation, reallocation of population. To date, traffic roads are, however, quite scattered in this region, province road only has some roads just for cars, branches of roads accessible to residential clusters have not been built yet. Therefore this has influenced to travel and organization of life of rural people.

 

At present, the system of bridges and roads have been built synchronously in term of capacity in most of main roads from province to district and roads to industrial zones. However, there still remain some roads with low-capacity bridges, constraining the development of cargo transportation.

 

In recent years, although border belt ways have been invested, they are mainly small-scale rural roads, asynchronous bridge roads, inluencing to the national defense and smuggling fighting.

 

In recent years, the construction of rural transportation has become a big movement, combining from the budget and contribution of population. At present, 156 over 188 communes have car roads to the center (accounting for 83%), 32 communes under 7 districts do not have car roads to center, including 18 roads with total length of 126 km and 140 bridges/6637m long.

 

In recent years, the investment in traffic industry has been constantly increased. However, the annual budget for maintenance is low. Therefore the roads are degrading quickly. According to economists, it is necessary for capital given priority to maintain other than to invest in building. It will bring socio-economic efficiency.

 

In recent years, the roadways system has been considered and invested by the province, but in general it is not extensive and synchronous, influencing to the investment attraction and socio-economic development of province.

 

2/.Waterway traffic:

 

Since 1995, the waterways network has not increased, with scale of 2.559 km. Density of waterways by area was 0,59 Km/Km2 and by population was 1,8 Km/ten thousand of people with main waterways of Vam Co river, Vam Co Dong, Vam Co Tay, Rach Cat river . . .

 

Besides, on rural waterways, especially districts in Dong Thap Muoi, people can travel by boats from house to house, from region to region and boats are the main means of transport, means of living of many families in Dong Thap Muoi. Communes where do not have car roads to center will travel by waterways.

 

However, the waterways network, at present, still depends mainly on natural advantage, not developing the existing potentials, lacking in support system such as marking buoy, local waterways signal. The phenomena of appropriation of flow and way of boats, breach of protective corridors of local waterways such as construction of house and building materials yard, holding a market, etc. have not controlled properly. Many waterways have had great siltation through development in many years but they have not dredged and influenced to travel capacity of means.

 

Long An has great potentials of waterways but they are difficulties and obstacles for building road traffic.

On April 11, the Provincial People's Committee held a conference to evaluate the PCI, the investment environment improvement, enterprise support and development in 2017; At the same time, evaluate the Provincial Governance and Public Administration Performance Index 2017 (PAPI 2017) of the province.

According to the conference report, PCI 2017 of Long An province ranked the fourth in the ranking, belonged to Good group with 66.70 scores; increased 11 levels and increased 6.05 scores compared to 2016; All 10 component indexes increased without no component index decreased. Of which, Long An has 05 component indexes that were improved very well, with high scores, 02 indexes with scores higher than 3 provinces in Top 3 (Quang Ninh, Da Nang, Dong Thap), including: the dynamism of the provincial government, legal institution, market entry, access to land, unofficial fees. However, Long An has five component indexes with the scores increased than 2016 but still much lower than those of 3 provinces in Top 3, such as: enterprise support services, time costs to implement the State regulations, government transparency, access to information, labor training, fair competition.

As for PAPI results in 2017, Long An province achieved 38.30 / 60 scores, ranking the 11th among 63 provinces / cities and ranking in the 1st group – the group with the highest scores nationwide (this group consists of 16 provinces/cities). Increased 11 levels compared to 2016.

The Long An port project is a 1,925 hectare project in Can Giuoc district, Long An, South of Ho Chi Minh City and about 30 km to center of Ho Chi Minh City. Project is divided into four components, comprising a 396 ha industrial park, 236 ha industrial service area, 1,145 ha residential area and a 147 ha seaport with 2.6 km of frontage along Soai Rap river.

I. LOCATION AND ACCESSIBILITY OF LONG AN INTERNATIONAL SEA PORT

The project has many advantage conditions of site and accessibility

Distance to HCM city center of approximately 30 km by national way 50; To HCM city - Trung Luong highway of 30km; To Hiep Phuoc Port of 7 km by river way.

Adjacent to HL19 (Ben Luc – Tan Tap Road); Tan Tap – Long Hau Highway; and Ring Road No.4.

Distance to estuary of East Sea of 15 km by Soai Rap river way;

Easy to access Vam Co river system and Cho Gao canal which is arterial waterway connected to the Mekong Delta.

Soai Rap River can welcome the 50,000 DWT vessel at the present and 70,000 DWT vessel in the future.

II. LONG AN PORT INFORMATION

-           Land area about 147ha.

-            Running 2.6km along the Soai Rap River.

-           Seven international wharves with 1.67 km long to handle ships weighing between 30,000 and 70,000 deadweight (DWT) and six wharves with 0.4 km long for domestic inland ships of 1,000 DWT.

-           Its loading and unloading capacity is expected to reach 2.5 million tons/year in the first phase in 2015, increasing to 9.3 million tons in the 2nd phase and 15 million tons in the 3rd phase.

-           The first wharf have been constructed and expected to finish in the beginning of 2015.

Natural environment is valuable resource for activities of creature life. Therefore, the appropriate exploitation and natural environment protection will help stable and sustainable social development.

During the course of urbanization, intensive farming. . . the environmental pollution is serious, reducing the quality of environment.

Quality of air: According to assessment of some professional organizations, the concentration of SO2, NO2, CO, lead. . . are low and satisfy the standard as stipulated. Criteria of dust and noise are many times higher than acceptable standard and focus on urban areas, populous areas and main traffic roads.

Quality of water source: on main rivers - channels such as Vam Co Dong, Vam Co Tay, Can Giuoc River . . . Tan An township has the acceptable content of Nitrate, organic substances, concentration of excess drugs, microorganism. . . . as stipulated (TCVN 5937 - 1995). Over the past years, Can Giuoc receives waste water from Ho Chi Minh City with high pollution, impacting on production and daily life of people.

Land: According to result of analysis on sample, concentration of toxic substances such as Cu, Pb, Cd . . . in mud and land is quite low and in acceptable limitation (according to Dutch standard).

Organism: with natural feature including many ecological systems of wetland: brackish water, salt water, fresh water, alum . . . organism resource of province has been assessed as being varied and diversified. During the past few years, as response to human, achievements of exploitation, utilization for production has brought many high results, but the environmental protection has not been considered deeply and synchronously, resulting in the break of the ecological balance between the populations, at the same time reducing or losing many rare and valuable wild animal such as chicken, python, snake, turtle. . . ; vegetations such as flooded cajeput forest, arenga forest, aegiceras forest, mangrove forest. . . and resulting in danger of mice destroying production.

The large river system of Long An province connecting with Tien river and Vam Co rivers system is important loading ways and drainage for production as well as for daily life of people.

Vam Co Dong river starts from Cambodia, through Tay Ninh province and to Long An province: area of basin of 6.000 km2, the length through province of 145 km, the depth of 17 - 21 m. Thanks to water source passed from Dau Tieng lake with the flow of 18,5 m3/s, it supplements the irrigation for Duc Hue, Duc Hoa, Ben Luc districts and reduces the process of salinization of Vam Co Dong river through Soai Rap estuary. Vam Co Dong river connects with Vam Co Tay through horizontal channels and connects with Sai Gon, Dong Nai rivers by Thay Cai, An Ha, Rach Tra channels, Ben Luc river.

Vam Co Tay river with the length through province is 186 km, water source is mainly received from Tien river through Hong Ngu channel, satisfying the demand of irrigation for agricultural production and daily life of people.

Vam Co river with 35 km long, 400 m wide, emptying into Soai Rap estuary and flowing to the East Sea is the confluence of Vam Co Dong and Vam Co Tay rivers.

Rach Cat river (Can Giuoc River) situated in Long An province is 32 km long, with a small water flow in dry season and poor water quality due to receiving waste water source from urban area - Ho Chi Minh City, having a great effect on production and daily life of people.

In general, surface water source of Long An is not abundant, the quality of water is inappropriate in certain respects. Therefore, it does not meet the requirement of production and life.

According to assessment, reserves of ground water of Long An are not abundant and their quality is different and quite poor. Most of ground water source is in the depth from 50 - 400 meters under 2 horizones, Pliocene – Miocene.

However, the ground water source of province has many useful minerals which are exploited and served for daily life of people in the whole country.

In heavy rain or flood, with hurricane tide, it has often occurred flood in regions along the banks of river, especially lowland. To exploit efficiently surface water resource in Long An, in addition to channel expansion to create source, it is necessary to build more conservatoires in places where do not have sources.

In future, it is necessary to specify the reserves of ground water source, location, the reproductive capacity to have plan on effective and sustainable exploitation and use.​​​

From the beginning of the year to date, Industrial clusters in Long An province have received 5 investment projects (in 2 fields: mechanics and plastics) with the area of 3.3 hectares.

Up to now, the whole province has 19 operating industrial clusters with a total area of 904.3 hectares, has leased 586.6 hectares. Industrial clusters attracted 544 projects with a total investment capital of VND15,635 billion. Of these, these are 60 foreign direct investment (FDI) projects with total investment capital of USD 209 million. The occupancy rate of industrial clusters is 86.55%.

In the first nine months of 2018, the provincial People's Committee has set up six industrial clusters covering an area of 379.6 hectares including Hoang Gia, Dua Hoa Dong, Thanh Yen, My Kim, Tan Dong Tien and Tan My.

Besides, the Long An Department of Industry & Trade has proposed People's Committee to establish two more An Long and Tu Phuong industrial clusters. As per result, Long An has now total 40 industrial clusters covering 1,908 hectares.
