Thanh Hoa is a district in Dong Thap Muoi region where is annually impacted by the floods. The establishment and socio-economic development of Thanh Hoa district is closely linked to reclamation and immigration and construction of new economic region in Dong Thap Muoi. The infrastructure is still limited and not synchronous which results in considerable difficulties for the socio-economic development of the district. According to the geographical and economic region classification of Long An province, Thanh Hoa belongs to Sub-Zone IV (including Thanh Hoa, Bac Thu Thua and a part of Tan Thanh district). The main tasks assigned to the distrist is developing agriculture-forestry-fishery, in particularly: stabilizing the production of 2-crop rice (Winter-Spring and Spring-Autumn), rotation production of rice-jute, forestry (indigo) and fresh aquaculture.
Thanh Hoa district has 11 communes-town in which Thanh Hoa town is the center of the district and communes of Thuy Dong, Thuy Tay, Tan Dong, Tan Tay, Thanh Phuoc, Thanh Phu, Thuan Nghia Hoa, Thuan Binh, Tan Hiep, Thanh An (newly established according to the Decree No. 50/2003/NĐ-CP by the Government on the basis of being separated from Thuy Tay commune).
