In the first 6 months of 2019, the province's economy maintained its development. However, site clearance, application of high technology in agriculture and investment attraction still faced many difficulties. At the meeting in July, Chairman of Long An Provincial People's Committee - Tran Van Can asked heads of departments, branches and localities to focus on directing and managing to achieve the economic growth target of the year (9.6 percent).

Province's economy maintained its development

At the meeting, according to Deputy Director of Department of Planning and Investment - Vo Ngoc Dinh, most of the socio-economic targets were achieved and exceeded the plan. Gross Regional Domestic Product (GRDP) in the first 6 months of 2019 reached VND 39,679 billion (according to the comparative price of 2010), the growth rate was 9.89 percent. In which, sector I (agriculture, forestry and fishery) increased by 2.17 percent; sector II (industry and construction) increased by 14.65 percent; and sector III (trade and services) increased by 7.5 percent.

Agriculture was one of the sectors that achieved the most positive results. Although the growth rate was lower than the same period in 2018, it was higher than the annual plan of the first 6 months of 2019. Plants continued to be changed to more efficient ones.

Aquaculture continued to grow. The province had 2,755 hectares of brackish shrimp, reaching 41.7 percent of the plan, up 9.7 percent over the same period; of which 2,589 hectares was harvested, average productivity was 2.2 tons per hectare, the output was 5,773 tons, reaching 50.2 percent of the plan, increasing by 34.5 percent over the same period.

In the first 6 months of 2019, the whole province had 9 more communes that were recognized to meet the new rural standards. Therefore, the total number of new rural communes was 77, accounting for 46.3 percent of the total number of communes in the province.

Industry and construction sector maintained stable development. The output of most industrial products increased. Industrial production index increased by 15.12 percent over the same period. Industrial production value (2010 comparative price) reached VND 114,181.1 billion, reaching 46.4 percent of the plan, increasing by 15.2 percent (increasing by 16.4 percent in the same period). The number of industrial product groups had a high growth rate.

The province always creates favorable conditions for businesses to invest. In the first 6 months, newly established enterprises increased over the same period; domestic investment projects increased in quantity and registered capital. The province granted investment certificates for 115 domestic investment projects with a registered capital of VND 10,949 billion, an increase of 49 projects (an increase of VND 4,949 billion in capital) over the same period.

Attracting foreign investment also achieved positive results. There were 58 newly granted projects with a total registered capital of USD 208.6 million. There were 978 registered projects in the whole province with a registered capital of USD 6,148 million. In which, 576 projects came into operation (accounting for 58.9 percent of total registered projects) with a total capital of about USD 3,614 million (an increase of 58.8 percent of the total registered capital).

Thanks to the province's efforts in attracting investment and the support of central leaders, concerned ministries and branches, some major investors are carrying out investment procedures in Long An province such as Becamex IDC Group - VSIP, VinGroup, Ecoland Group, BRG Group JSC, Hoan Cau Vietnam Co., Ltd., and so on.

The province always cooperates and supports investors for long-term and sustainable development. Besides, the provincial People's Committee has documents to recognize and implement necessary procedures to receive some other major investment projects.

Attracting investment in industrial zones and clusters continued to have positive results. The Department of Planning and Investment, the Management Board of the Economic Zone and the Department of Industry and Trade focused on supporting investors to speed up the progress of site clearance and complete legal procedures to have at least 6 industrial parks and clusters to be put into operation from now until the end of the year.

In the first 6 months, the total state budget revenue in the province was VND 9,430 billion, reaching 68.9 percent of the Central budget estimate, reaching 68.6 percent of the estimate assigned by the provincial People's Council, increasing by 28.7 percent over the same period.

There are difficulties and limitations

Site clearance is considered as a key and breakthrough activity in 2019 but results are not meet the requirements. Some basic construction works and projects in industrial zones and clusters in Can Duoc, Can Giuoc and Duc Hoa districts, Tan An city, etc. have still faced difficulties.

In the first 6 months, the implementation of procedures for planning major investment projects was slow. Tan An city ring road and the road connecting Ho Chi Minh City - Long An - Tien Giang provinces were behind schedule. In addition, the management of land, urban order and environmental pollution control were not really good, especially in urban, residential areas, industrial zones and clusters of key economic areas of the province, said the Chairman Provincial People's Committee - Tran Van Can.

At this time, African swine fever negatively affected the livestock sector. Director of Department of Agriculture and Rural Development - Nguyen Thanh Truyen asked local authorities to actively prepare equipment to prevent the spread of epidemic. People should not repopulate to avoid pressure on the epidemic prevention.

It is necessary to drastically perform key tasks

According to the Chairman of the Provincial People's Committee - Tran Van Can, the economy of the province in the past 6 months maintained development and achieved a high economic growth thanks to the efforts of local authorities at all level, branches and localities. To achieve the target of economic growth in 2019 (9.6 percent), leaders of departments, agencies and localities continue to drastically implement the compensation, site clearance and resettlement under the direction of Provincial Standing Committee.

At the same time, specialized inspection must be strengthened in order to promptly detect and handle violations; proactively review and propose the slow and non-implementation of investment projects; and drastically handle unlicensed projects.

Department of Planning and Investment continues to assume responsibility and coordinate with relevant functional agencies and localities to review infrastructure investment projects of industrial zones and clusters as well as direct investment projects in the province to speed up progress of infrastructure investment.

At the meeting

Department of Agriculture and Rural Development focuses on preventing African swine fever; implementing the high-tech agricultural program in association with restructuring agriculture as planned; establishing typical cooperatives; and improving the rate of clean water use in the province to reach at least 40 percent in 2019.

Other departments and branches focus on monitoring and inspecting residential and urban projects in order to promptly handle violations; speeding up the planning of traffic routes that have investment policies; implementing key traffic works; strictly handling violations of traffic order and safety in road and waterway; and achieving and exceeding the target of State budget collection./.

At the conference

In the first 6 months of the year, Long An Public Administration Service Center received 44,855 documents of 19 departments and branches, including 2,381 documents solved behind schedule and 42,474 new documents.

To be more specific, 8,195 records were received and returned by public postal service (accounting for 18.27 percent); 779 records were received on the online public service portal (accounting for 1.74 percent); 1,111 documents were received directly on the software of the Ministry of Planning and Investment; and 5,629 applications were received on the software of the Ministry of Transport.

In 41,111 solved documents, there were 16,110 documents solved before schedule (accounting for 39.19 percent), 24.885 documents solved on schedule (accounting for 60.53 percent), and 116 documents solved behind schedule (accounting for 0.28 percent). The total fee collected from 19 departments and branches was over VND 8.48 billion.

The center received 1,645 reviews of staff receiving and returning results. In which, satisfied votes were 1,614 (accounting for 98.12 percent), average votes were 16 (accounting for 0.97 percent) and dissatisfied votes were 15 (accounting for 0.91 percent).

Besides, in the first 6 months of the year, the website portal implemented 1,876 news and translated 102 news into English.

In the last 6 months of the year, the center will continue to complete activities after consolidation; coordinate with departments and branches that have administrative procedures to be implemented at the center; increase the rate of documents solved before and on schedule as well as minimize the rate of documents solved behind schedule; and organize training courses to improve communication skills with customers for staff at the center and district-level Public Administrative service centers, etc.

At the conference, the center also approved the drafts of Working Regulations and Internal Expenditures Regulations./.

The industrial clusters include Tan Phu, Duc Thuan 2, My Quy Tay, Le Tran and Loi Binh Nhon. The total area of 5 industrial clusters is 196.3 hectares, with an investment capital of over VND 2,382 billion.

Thus, accumulated so far, Long An has 57 industrial clusters which were approved by the Provincial People's Committee to invest in infrastructure with a total area of 2,839.5 hectares, and a total registered investment capital of about VND 22,691 billion.

Currently, the province has 22 industrial clusters in operation with a total area of 1,095.5 hectares, attracting 544 projects with a total investment of VND 15,635 billion. Of which, there are 60 foreign direct investment (FDI) projects with a total investment of USD 209 million, and a rental land area of 586.65 hectares. The occupancy rate of industrial clusters in operation reaches 86.55%.

In the first 9 months of 2019, the industrial clusters in the province did not receive new secondary projects because they were almost full, or the remaining land was scattered in the industrial clusters so they could not meet the production and business needs of new investors on a larger area.

Therefore, the provincial People's Committee directed the Department of Industry and Trade to support enterprises to accelerate the investment in infrastructure of industrial clusters, ensuring at least 3 new industrial clusters to come into operation in 2019 (including Vinh Khang Vissan and Sao Vang as planned). At the same time, the provincial People's Committee requests the Department of Industry and Trade to advise on the issue of investment policy for the remaining industrial clusters under the Proposal to adjust the planning for development of industrial clusters in the province so that by 2020, the province will have 62 industrial clusters with a total area of 3,106.5 hectares./.​

For example, Becamex Group (IDC-VSIP), Binh Duong province is planning to build an industrial, urban, commercial and service zone with an area of 3,045 ha in Ben Luc district; it is expected that at the end of October 2019, the investment registration certificate will be issued to this project.

VinGroup is planning to build about 4,000 ha in Binh Duc commune and Thanh Hoa commune, Ben Luc district and 2 projects about 1,100ha in Hau Nghia town and Tan My commune, Duc Hoa district.

Eco Land Group (Ecopark Hung Yen) is planning to build 6,000ha in Thanh Loi commune and 1,000ha in Luong Hoa commune, Ben Luc district.

BRG Group Joint Stock Company has surveyed and proposed to invest in 5 projects: 18-hole golf course project, 80ha auxiliary works and high-class hotel project, 58ha entertainment, commercial center, urban and tourism area project, 100ha foreign technology banana export project, 100ha high yield rice growing and rice processing factory project. In addition, BRG Group plans to invest in a 50ha solar power project.

Hoang Cau Vietnam Co., Ltd (Taiwan) has set up an 831ha investment project in Can Giuoc district, of which, the urban, commercial and resettlement project is about 700ha that is approved by the provincial People's Committee, and the investment procedures of high-tech agricultural project of about 100ha are preparing.

As of 10th May 2017, Long An is the home of 1,213  newly established businesses with total registered capital of VND 13,738 billion (including 170 businesses in the industrial park, holding the registered capital of VND 3,494 billion), increase in 14% of number of enterprises and 4% of registered capital compared to the same period of last year.

Up to now, there are 9,300 on-going businesses with total registered capital of VND 220,486 billion.

From the beginning of the year to the end of October, the province has been recorded with 162 domestic projects to be issued with Investment Certificate, having total capital of VND 17,340 billion; 21 projects with increased capital of VND 3,491 billion; total new and additional investment capital of VND 20,831 billion. Up to now, total domestic investment projects registered for Investment Certificate with total registered capital of VND 165,062 have been launched in the Province. 

From the beginning of the year to the end of October, 75 FDI projects with total registered capital of US$ 116 million are available at the Province. Moreover, there are 62 projects involving in capital increase worth US$ 151 million; total new and additional capital is US$ 268 million. The Province is recorded with 867 registered FDI projects in the Province with total capital of US$ 5,480 million, 537 projects have been launched, accounting for 62% of total registered capital. Total realized capital is approximately US$ 3,341 million, fulfilling 61% against total registered capital.

Regarding industrial complex, up to now, there are 17 on-going industrial complexes, covering an area of 877.5 hectares, appealing 512 projects, subletting 555.9 hectares against total area of 658.9 hectares of agricultural land, coverage rate is 84.3%; 19 industrial complexes are not put into operation./.

After scaling euphoric heights by winning the AFF Cup in 2008, Vietnamese football has come down to earth, firmly.

After a wonderful start with a 7-1 demolition of Myanmar, the team seemed to adopt the pride of defending champions, choosing to go on the offensive against all teams.

This strategy failed both times, against the Philippines and Malaysia.

For football fans, the losses were salt rubbed into the wound of the SEA Games defeat against Malaysia in Laos last year.

At this event, Long An brought two types of agricultural products that were dragon fruit and seedless lemon.

At the conference, Chinese delegates highly appreciated the quality of Vietnamese agricultural products. Recently, the growth rate of Vietnamese agricultural products exported to China was on average of 30%/year. In the first six months of this year, China spent US$3.7 billion to import Vietnamese agricultural products. 

Vietnamese and Chinese delegates also suggested that the border provinces need to urgently build modern goods collection and transshipment areas.

He was also interested in investing in constructing Industrial Parks for Korean investors and investing in petroleum projects in the province.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee answered and provided specific information on issues of investors' interest, and introduced briefly about special potentials of Long An. The Government of Long An Province always considers investors as the province's companions, and are willing to create every preferential mechanism, policies, simple administrative procedures for the investors. The province commits to always accompany with the investors.

The province maintained a good growth rate in industry –construction sector

The chairman said alongside the country's development, the province posted a 9.53 percent GRDP growth rate in 2017, an increase of 0.33 percent over its yearly target; the average GDP per capita was VND 61million per year.

The province gained outstanding results including the agro, fishery and forestry sector: the province focused on agricultural development using high tech applications linked with agricultural restructuring; solved difficulties for key zones of production. It implemented 100 large-scale rice fields helping farmers earn high profit of 5 percent (around VND 3 to 5million per ha per season); carried out new-style rural development program and to date 59 out of 166 communes recognized as new-style rural communes, accounting for 34.9 percent.

In industry –construction sector: the province maintained a good growth rate; many major agricultural group developed well contributing in the second region growth rate of up to 15.83 percent; industrial indexes also increased compared with the same period in 2016. It implemented many domestic and international investment promotion programs besides the province also met with local enterprises to tackle difficulties for them.

Export reached US$ 4.4billion

In trading-services sector: import-export turnover maintained at a good growth rate compared to 2016. Export reached US$ 4.4billion. The provincial budget collection passed 7.7 percent over its yearly target.  Long An planned to link with HCMC and neighboring provinces in socio-economic development.

In Social Culture sector, Long An concentrated also on major tasks, as a result, many criteria achieved great success, ensuring to implement social security policies.

Administrative improvement, the prevention of corruption & waste saw positive results. The province established eight public administrative centers in districts, towns and cities such as Can Duoc, Can Giuoc, Duc Hoa, Tan Tru, Thu Thua, Ben Luc, Kien Tuong, Tan An. Of these, there are three district-level admin centers including Can Duoc, Can Giuoc and Duc Hoa, which put into service and brought positive changes helping solve admin procedures for enterprises faster than normal.Security was maintained affording good political stability; the number of traffic accidents decreased.

Talking to the upcoming plan, Chairman Can affirmed the province has set a target in 2018 as it posts a 9.4 percent of GRDP growth rate; of these, agro-fishery and forestry sector will increase 1.5 percent; industry-construction sector will also be up to14.65 percent; trade & services up 7.1 percent.

The province will develop high end applied agriculture; implement the policies of encouraging production links, consumption of agricultural products, large-scale fields; adjust and add producing planning; use land to attract investment; carry out high tech agricultural application projects with high economic value focusing on clean agricultural production.

On the other hand, the province will invest and enhance its competitive capacity to lure investment development projects. Besides, Long An will popularize local images to attract tourism and human resource.

Moreover, two main routes linking HCMC to Long An –Tien Giang province and industrial parks, national roads to Long An international port will be put into operation, aiming to develop economy and open the region links between HCMC –the Mekong Delta – the East Southern- West Southern.

Administrative procedures will be minimized focusing on solving signed contracts with the country's localities and foreign countries such as HCMC, Mekong sub-region, Japan, Korea, China.

In 2018, the province plans to protect environment, land use planning & management and technology transfers adapting to new and environmental friendly technologies./.​​

According to the information provided by Long An Department of Planning and Investment, in April 2019, the province has 197 newly established enterprises with a total registered capital of 2,095 billion VND, increased by 48% in quantity of enterprises and 14% in registered capital over the same period. Among 197 newly established enterprises, there are 38 enterprises located in industrial zones with the registered capital of 831 billion VND.

Up to now, the province has over 11,000 enterprises operating with the total registered capital of 275,030 billion VND.

Long An is currently the leading province in the Mekong Delta region in terms of investment attraction, industrial output and state budget revenue collection; the economic growth rate of Long An province is always quite high compared to the average rate of the country. In the first 6 months of 2019, following the development of previous years, the province's socio-economic situation continued to create important breakthroughs, the province's gross domestic product (GRDP) was estimated at VND 39,679.26 billion (at 2010 comparative price), the growth rate of 9.89% and relatively high in all 3 sectors.

Accordingly, Da Nang continues to rank the first with 70 scores, Quang Ninh comes the second with 65.60 scores, Dong Thap ranks the 3rd with 64.96 scores which are in the Very Good Group.

The Provincial Competitiveness Index (PCI) of Long An Province in 2016 is the 15th and belongs to Good Group with 60.65 scores.

In particularly, 10 component indexes of PCI in 2016 of Long An are as follows: market integration (8.08 scores), land approach (6.34 scores), transparency (5.82 scores), time cost (7.20 score), unofficial costs (6.40 score), fair competition (5.44 score), government dynamics (5.69 scores), enterprise support service (6.10 score), labor training (5.40 score), legal institution (6.47 scores).

Recently, Long An Province held successfully the Provincial Investment Promotion Conference to call for investments and promote the advantages and potentials of the province. In addition, the province has also held the dialogues to solve all difficulties of the enterprises in the province; met and worked with the enterprises to support their production and business activities. Especially, from October 2016, the Provincial Public Administration Service Center has been opened to receive and solve the administrative procedures according to one-gate mechanism with the participation of 6 departments of: Planning and Investment; Natural Resources and Environment; Construction; Industry and Trade; Justice; Science and Technology.

The PCI, first launched in 2005, aims to assess the ease of doing business, economic governance and administrative reform efforts of local governments of 63 provinces and cities in Viet Nam.

The 2016 PCI rankings is the voice of nearly 10,000 businesses in 63 provinces and cities nationwide. It reflected opinions of 1,584 foreign-invested enterprises operating in Viet Nam.

According to Viet Nam Chamber of Commerce and Industry (VCCI), the encouraging 2016 PCI results signified the business community and foreign investors' optimism about business and investment prospects and their positive views on the Trans-Pacific Partnership (TPP) potential for investment promotion and growth. All expressed their hope for stronger reforms in committed fields.

Chairman of the Provincial People's Committee - Tran Van Can assessed that the socio-economic situation of the province in the past 9 months had many good results and changed in a positive direction. However, in the process of performing the task, there are still many difficulties, shortcomings and limitations.

In the field of agriculture, up to now, the total cultivated rice area is nearly 501,943 hectares, reaching over 99.6 percent of the plan and 98.2 percent over the same period in 2018. The harvested area is 473.155 hectares, the average yield estimated at 5.51 tons per hectare, the output reaches over 2.6 million tons, reaching 94.7 percent of the plan (2.75 million tons). In particular, dragon fruit, lemon, vegetables continue to bring high economic efficiency.

Currently, epidemics on cattle and poultry are controlled, timely detected and treated. Up to now, African pig fever has been detected in 169 communes and wards of 15 districts, towns and cities. The total number of infected and culled pigs was 51,964 pigs, the total weight of culling was 3,180 tons, the estimated cost of supporting the culling was over 95 billion VND.

In the field of industry - construction, the index of industry increased quite over the same period, most of the major industrial product groups had an increase in output. The industrial production index in 9 months of 2019 increased by 15.24 percent over the same period. The number of industrial product groups is 75 ones, in which 55 groups had a high growth rate compared to the same period in 2018.

The work of compensation and site clearance has been focused on leading, directing and organizing the implementation. The province has organized a field survey mission to solve difficulties and obstacles. Since the beginning of the year, the area of filled industrial land has increased by 46 hectares. The provinces and localities are focusing on investing in the infrastructure of industrial parks and clusters to create more land fund to attract investment in the coming time.

Also, the promotion of investment attraction continues to be concerned by the province, creating favorable conditions for businesses to invest in starting up their businesses. Since then, the number of businesses and newly registered capital increased over the same period; At the same time, domestic investment projects and foreign investment projects continue to increase in the number of newly registered projects.

Basic construction investment is implemented according to the set plan. Department of Industry and Trade presides to continue speeding up investment in infrastructure of industrial clusters to ensure at least 3 new industrial clusters put in operation in 2019 including Vinh Khang, Vissan and Sao Vang; advise the provincial People's Committee on the policy of investing in remaining industrial clusters as planned; proactively preparing sources of goods to serve the year-end shopping needs.

 The Economic Authority Zone hosts and coordinates with provincial and local departments, branches in being responsible for reviewing and urging investors to accelerate investment in the infrastructure of industrial parks and economic zones; Ensuring at least 3 more new industrial parks come into operation in 2019.

Department of Planning and Investment hosts and coordinate with relevant departments, branches and localities in continuing to closely manage and supervise public investment according to the provisions of law; promptly remove difficulties and obstacles and timely disburse the allocated investment capital sources in 2019./.​

In 2016, the commune launched the construction of a model residential area and model household, model garden and was currently striving to achieve a new model rural commune in 2019. Through review and evaluation, the commune had 12/12 residential areas reaching 10/10 criteria and was continuing to upgrade and perfects items.

According to Long An Department of Industry and Trade of Long An, the situation of industrial production in the first 9 months of 2019 maintained a continuous and stable production pace. Industrial production index in September was estimated to increase by 0.03% compared to August and increase by 15.51% over the same period in 2018.

​In accumulated 9 months of 2019, industrial production index increased by 15.24% compared to the same period in 2018 (increased by 16.03%), in which, processing and manufacturing industry increased by 15.16%, electricity production and distribution increased by 18.53%, water supply, waste and wastewater management and treatment industry increased by 13.69%.

In July 2017, the industrial parks in Long An province attracted 12 new investment projects, including 5 foreign development investment (FDI) projects with an investment amount of USE 11.06 million, hired 0.05 hectares of land and 3,632 m2 of workshops; 7 domestic development investment (DDI) projects with an investment amount of VND 552.9 billion, hired 10.86 hectares of land. In addition, there were 8 FDI projects increased capital by USD 7.06 million.

From the beginning of the year, the industrial parks in the project attracted 75 new projects, including 39 FDI projects and 36 DDI projects with the total new investment amount was USD 75.96 million and VND 3,484 billion. In addition, there were 39 projects adjusted capital, in which 30 FDI projects increased the capital by USD 97.16 million; 09 DDI projects increased the capital by VND 2,737 billion.

Since the establishment of industrial parks so far, the industrial parks attracted 1,262 projects (539 FDI projects and 723 DDI projects) with the investment capital (newly and increased investment) reached USD 3,274 million and VND 61,604 billion. There were 351 projects which hired workshop with the total area of 1,151,224m2. Up to now, the occupancy of industrial parks is 68.47%.

In addition, the border gate economic zone also has a FDI project with the investment capital of USD 65 million and an area of 16.9 hectares (located in the industrial park of the economic zone).

In order to continue attracting investment, the provincial Economic Zone Management Board coordinates with related departments and sectors to provide information on investment and introduce investment environment into industrial parks in the province for foreign organizations, associations and consulates.
