The index of industrial production of Long An province on August 2011 has increased 2,31 percent compared with July 2011 and increased 20,5 percent compared with August 2010 (index of production industrial on July 2011 was estimated to increase 2,8 percent compared with June 2011 and increase 21,4 percent compared with July 2010). 
 
Total retail sales of goods and services on September 2011 has been estimated about 1.845 billions of VND, generally, during 9 months of the year 2011, revenue has got 16.893 billions of VND, reached 75,5 percent as planned and increased 27,7 percent compared to the same period last year. 
 
The brain drain and lack of practical education were among the major problems facing the country, students and leading members of the Ho Chi Minh Communist Youth Union told HCM City education officials at a conference yesterday.

At this conference, many Vietnamese and Chinese enterprises participated to discuss and introduce typical products of localities and enterprises' strength products to connect and exchange goods and 2-way trade. 

There were two enterprises in the province participating in this conference, Hai Au Farm and Go Den Long An Wine JSC. Goods displayed at the conference included: Dragon fruit (Van Thanh Dragon Fruit Cooperative), seedless lemon (Hai Au Farm), roasted peanut (Huu Loc Roasted Peanut Base), Moringa tea (My Garden Base); dragon fruit wine (Dragon Fruit Wine Co., Ltd), lemon wine (Thuan Binh Agriculture – Service Cooperative).

Accordingly, goods of Long An province attracted a lot of Chinese and domestic enterprises to visit, especially seedless and dragon fruit. There was an enterprise in Hanoi wanted to connect to be an agent of Huu Loc Roasted Peanut Base./.

According to Long An Provincial People’s Committee, the province’s Gross Regional Domestic Product (GRDP) in the first 6 months of 2019 reached 9.89%. In which, sector I (agriculture, forestry and fishery) increased by 2.17% (the same period in 2018 increased by 4.82%); sector II (industry and construction) increased by 14.65% (the same period in 2018 increased by 15.11%); sector III (trade and service) increased by 7.5% (the same period in 2018 increased by 7.42%).

Compared to the economic growth of the same period in 2018, the economic growth rate in the first 6 months of 2019 was lower but still reached the set plan.

The economic growth rate of the first 6 months of 2019 shows that, over the past time, the leaders of the provincial People's Committee have well implemented the Resolution of the Provincial Party Committee, the People's Council and the socio-economic development plan in 2019. With this result, the province has many advantages. It is forecasted, in 2019, the province will reach and exceed the economic growth target according to the set plan of 9.6%.

In the last 6 months of 2019, the Provincial People's Committee proposes that the provincial departments and branches, the People's Committees of districts, towns and cities to focus on well implementing tasks and solutions to promote production and business, striving to achieve higher growth than planned. In particular, focusing on implementing the administrative reform solutions; removing difficulties, accelerating the disbursement of public investment capital; timely solving difficulties in production and business, especially large enterprises, enterprises exporting key products of the province, promoting production development./.​

Long An Department of Planning and Investment informed that basic construction investment in the province has been implemented as planned from the beginning of the year until now. Accordingly, "The program for mobilizing all resources to build transport infrastructure to serve the industrial development in the key economic region" and 3 key projects under the Resolution of the 10th provincial Party Congress (term 2015-2020) continue to be focused, urgently implemented and disbursed its capital as planned from the beginning of the year.

Accordingly, the total basic construction capital as planned in 2019 in the province is 4,246 billion VND. In which, the basic construction capital managed by the province is over VND 2,951 billion and the basic construction capital allocated and managed by the districts is nearly VND 1,295 billion.

For the basic construction capital managed by the province is over VND 2,951 billion, the value of the volume implemented about VND 1,325 billion in the first 5 months of 2019, reaching 44.9 percent of the plan, equaling 118 percent in value and equal to 91.2 percent of the rate over the same period. The disbursement value for 5 months is about VND 1,275 billion, reaching 43.2 percent of the plan, 116 percent in value and 89.5 percent of the rate in comparison with the same period.

The provincial basic construction capital allocated and managed by districts is VND 1,294 billion, by the end of May 2019, the value of volume for implementation and disbursement is about VND 361 billion, reaching 27.9 percent of the plan.

According to the assessment, although the provincial leaders directed as well as the investors urged and disbursed the capital from the beginning of the year, the volume of implementation and disbursement of some projects is slow compared to the plan. The reason is that the National Target Program is allocated in the middle of March 2019, so investors have not implemented and disbursed yet. In addition, new construction projects in 2019 started to apply online bidding, so investors were embarrassed in the early months of the year. However, most of the works have completed the bidding work until now and prepared to start construction in June 2019.

Chairman of Long An Provincial People's Committee - Tran Van Can directs the task-assigned departments to focus on "The program for mobilizing all resources to build transport infrastructure to serve industrial development in key economic regions" and 3 key projects under the Resolution of the 10th provincial Party Congress, term 2015 - 2020.

Simultaneously, the task-assigned departments continue to urge investors to urgently implement and disburse capital plans when the volume is eligible for payment; they regularly monitor the progress of implementation to promptly remove difficulties and problems arising./.

According to Long An Department of Industry and Trade, in May 2019, the province’s industrial production index increased by 1.92% in comparison with April and by 17.4% over the same period of 2018. Accumulation of the first 5 months of 2019, the province’s industrial production index increased by 15.14% over the same period of 2018 (up 16.11%).

In which, processing and manufacturing industry increased by 15.04%; electricity production and distribution industry increased by 18.75%; water supply, waste and wastewater management and treatment industry increased by 14.21% over the same period of 2018.

Accordingly, the number of industrial product groups in May 2019 was 75 groups. In which, 55/75 groups had an increased rate over the same period and 20/75 groups had a decreased rate over the same period of 2018.

Some industrial products increased such as construction bricks (up 57.6%), wall paints (up 36.6%), plastic products (up 36%), wood products (up 33.2%), finished steel and iron products (up 20.9%), threads of all kinds (up 23.8%), commercial electricity (up 18.8%), finished fabrics products (up 16.1%), mineral and chemical fertilizers (up 13.8%), pharmaceutical products (up 12.4%), mineral water (up 9,9%), garments (up 6.8%), etc.

In addition, industrial product decreased such as footwear (down 1.3%), animal feed (down 6.8%), dried cashew nut (down 3.7%), rice milling (down 5.2%), artificial fibers (down 9.3%), bag production (down 8.4%), backpack production (down 9.8%), production of optical fiber, optical cable (down 10.6%)./.

Currently, there are over 10,800 operating enterprises in Long An province with a total registered capital of VND 272,300 billion, the number of domestic investment projects is 1,751 projects with a registered investment capital of VND 212,850 billion, reaching VND 121.5 billion/project on average.

Long An has 969 foreign direct investment (FDI) projects with a registered investment capital of over USD 6.1 billion, and USD 6 million/project on average. Currently, there are 38 countries and territories investing in Long An; of which, Taiwan ranks first in both the number of projects and the registered investment capital, followed by Korea, Japan, China, Thailand, and USA.

Cau Tram Industrial Park, Can Duoc district has a high occupancy

Long An now has 28 industrial parks with an area of 10,216 hectares, including 16 operating industrial parks with an area of 3,860 hectares, covering over 84%. In 2019, Long An province strives to bring 4 industrial parks into operation with an area of about 1,000 hectares.

The whole province has 62 industrial clusters planned with an area of 3,106 hectares, 22 operating industrial clusters with an area of 1,095 hectares, covering over 86%. Currently, there are about 40 industrial clusters with an area of 2,011 hectares in the process of clearance and infrastructure investment. It is expected that there will be 3 new industrial clusters with about 100 hectares going into operation in 2019. At this time, there are 2 industrial clusters in operation.

However, industrial parks faced many difficulties in site clearance, land acquisition, disapproval of the people in project expansion; some cumbersome administrative procedures making it difficult for secondary investors, etc.

According to Long An Department of Planning and Investment, from the beginning of 2019 to now, there were 134 new investment projects approved in the province. In which, 95 projects were domestic direct investment (DDI) projects and 39 projects were foreign direct investment (FDI) projects.

In April, the province attracted 22 DDI projects with a total registered capital of VND 1,480 billion; accumulating from the beginning of 2019 to now, there were 95 new projects with registered capital of VND 8,819 billion, up 41 projects and VND 7,235 billion in capital over the same period of 2018. So far, the province has 1,773 projects with registered capital of VND 212,809 billion.

In the field of foreign investment, the province granted 12 new projects with investment capital of USD 22.7 million in April; accumulating from the beginning of 2019 to now, there were 39 new FDI projects, up 16 projects and USD 21 million in capital over the same period of 2018. So far, the province has 971 projects with registered capital of USD 6,105 million; including 576 projects put into operation, accounting for 59.3% of the total projects and total investment of USD 3,614 million, accounting for 59.1% of the total registered capital.

To attract investment effectively, the province continues to review and adjust land use planning; inspects the environment, regularly checks the investment progress of projects and handles many cases of violation. Accordingly, in the first 4 months of 2019, 9 FDI projects were terminated with a total registered investment capital of USD 24 million, an area of 5.5 hectares and 9 domestic projects with an area of 4.78 hectares and a capital of VND 282 billion./.

According to information from the People's Committee of Long An Province, from the beginning of 2019 until now, the province continues to review the progress of investment projects in the province. Accordingly, the province has decided to withdraw 10 foreign investment projects, with the registered capital of USD25 million, an area of 6.5 hectares. Besides, the province has also decided to withdraw 10 domestic investment projects with the capital of VND 292 billion, an area of 4.78 ha.

According to the assessment, in the province, most foreign investors and domestic investors after being granted investment registration certificates have quickly disbursed capital, imported machines, equipment, built houses, workshops and started production and business activities.

However, due to many reasons, including limited financial capacity or unexpected difficulties, some investors have delayed in implementing the projects after being licensed. With the principle of supporting, accompanying enterprises, every year, the province directs departments and functional agencies to review and prepare the statistics on projects with delayed implementation.

Currently, in Long An province, there are 1,785 domestic investment projects with the registered capital of VND 212,401 billion and 975 foreign investment projects with the total registered capital of USD 6,106 million, of which 576 projects have been put into operation with total capital of about USD 3,614 million.

When operating, the plant aims to achieve a total electricity output of about 60 million kWh per year. The clean electricity output, after being integrating into the National grid will contribute to increasing the capacity of the National grid.

Vinh Thuan Cooperative implemented a pilot model with a scale of 50 hectares including 6 participating households. These households are supported seeds with high quality, suitable to local consumption requirements, fertilizing according to rice growth and using organic fertilizer and improving soil to reduce chemical fertilizer.

According to an official of Vinh Hung district Farmer Association - Le Quoc Bon, this model helps to increase income for farmers. Although productivity is lower than that of mass-produced rice outside, the committed price is higher due to the quality assurance products and the requirements of enterprises.

The application of high-tech model brings many positive results. Technically, households use varieties of certified rice, sparse sowing (from 100-120 kilogram per hectare); apply  method of Integrated Pests Management (IPM); use green mushroom preparations to control brown planthoppers; fertilize according to rice growth; treat disease according to 4-right principle. 100 percent of farmers respond to the record of the field diary. On the dans of rice fields, flowers are planted to attract natural enemies and create a beautiful look for the fields.

Economically, the application of technical measures "1 must, 5 reduce", the application of synchronous mechanics in producing and linking enterprises to consume output products contributes to reduce average production costs to 1 - 1.5 million VND per hectare; profit increased by 5 - 6.5 million VND per hectare.

Additionally, uniform movement of the seed helps reduce pest pressure. The model is a core to replicate the high-tech application region, creating quality rice for export requirements.

Besides, the model also encountered some difficulties in implementation. Therefore, it is necessary to strengthen propaganda; organizing practical tours and technical training for farmers; have mechanisms and policies to encourage and support farmers and enterprises to invest in agriculture and forestry. Simultaneously, building a large-scale field system to step by step establish the agricultural production regions and follow VietGAP process, contributing to improving the productivity and quality of agricultural products./.

Many opinions and reports were presented at the symposium by leaders of sectors and localities on problems in implementing the compensation, site clearance and resettlement such as compensation prices, lateness in compensation, many projects compensated in a long time, investors not implementing projects, etc. Many opinions focused on analyzing and evaluating, clarifying the causes and limitation on the responsibilities of the sectors and localities in performing their tasks.

At this symposium, Secretary of Provincial Party Committee requested that units, localities and executive committees of the party hierarchy frankly recognized the limitations. Since then, solutions have been implemented and corrected to create a transformation in the coming time. 2019 will be a breakthrough year in compensation, site clearance and resettlement.

He asked the provincial People's Committee to assign and specify tasks and direct drastically for each department, sector and locality in the implementation of compensation, site clearance and resettlement. The key projects need to clearly identify requirements and set the time for implementation. Projects must be transparent about planning, implementation schedule and progress so that people can monitor to avoid long-lasting price appraisal and distraint.

Besides, the whole political system must take part in propaganda on compensation, site clearance, resettlement which creates smooth understanding and consensus to implement the project. To continue strengthening and consolidating the Land Clearance Board and the force of distraining and applying land compensation prices to meet the task requirements, it must be professional, objective and honest in performing tasks. The participants must have proper roles when conducting to determine and appraise compensation prices for land clearance.

In addition, the Secretary of the Provincial Party Committee also noted that we must regularly review investors implementing projects; If the project is carried out slowly, deliberately, long-lasting and causing pressing, a solution must have been done. Real estate is paid attention and directed, controlled and handled violations strictly. "It is necessary to resolve and implement well the security and order in the projects. Acts of inciting security and order in the project areas or hindering the implementation of the project are strictly dealed with. On the side of the press agencies in the province, the propaganda on projects must be strengthened, transparent and it is necessary to inform and reflect projects that are late, prolonged so that  the provincial leaders timely grasp and instruct to solve and rectify", the Secretary of Provincial Party Committee - Pham Van Ranh directed.

Secretary of the Provincial Party Committee - Pham Van Ranh emphasizes that this is a very important conference and reiterates the requirement that departments, sectors and localities must have solutions to overcome the above problems and limitations over the past time. 2019 will be a breakthrough year for this issue./.

According to the report of the Provincial People's Committee, there were 98 projects implemented in 2018, the total area of land acquisition was nearly 349 hectares, nearly 6,800 affected households, the total amount payment  of compensation and support over VND 1,571 billion.

In the afternoon on February 15th, Ocean Drover V158 Ship with the nationality of Marshall with the journey from Australia to Vietnam arrived at Long An International Port located at Tan Hoa Hamlet, Tan Tap Commune, Can Giuoc District.

Ocean Drover Ship arrived at Long An International Port

Ocean Drover Ship is one of the biggest livestock transportation ship in the world with the length of 176.7m, with the capacity of 13,462DWT. The estimated cargo preparation time is 48 hours. However, with the professional staff and modern equipments, Long An International Port could shorten the time and complete the cargo preparation 11 hours before the planned time to help the ship to departure earlier.

Long An International Port was invested and constructed in Tan Lap Commune, Can Giuoc District with the area of 147 ha, including 7 quays to be able to receive the ships with the capacity of from 30,000 – 70,000DWT and 05 domestic wharfs to receive the ships with the capacity of 2,000DWT mainly serving for transportation, storage of agricultural and aquatic products.

At present, Long An International Port has basically completed phase 1 and can receive the ships with the capacity of 30,000DWT. It is planned that at the end of 2017, Quay No. 2 will be also completed with the capacity of 4.8 million tons of general cargo/year and 700,000TEU/year and will be exploited with the full capacity of 15 million tons of general cargo/year and 3.5 million TEU/year in 2023.

It is said that this is the second ship in 2017 to arrive at Long An International Port and it is planned that the port will receive more than 20 ships this year./.

On 17th March 2016, Chairman of  Long An Provincial People’s Committee and the leaders from the Department of Planning and Investment, Department of Natural Resources and Environment, and Department of Foreign Affairs welcome and paid the working session with the mission of Japan External Trade Organization (JETRO) led by Mr. Tomioka Masashi, Expert of the 2015 Vietnam Business Conference and the Project Manager in Chubu area to investigate the policies on the province’s environmental conditions and discuss the cooperation direction in the coming time.

At the working session, Mr. Tomioka Masashi gave a brief introduction about the Central Area of Japan (Chubu) well-known for enterprises such as Toyota, accounting for 20% of total nationwide turnover for goods transportation, accumulation of production plants and equipment for transportation service, etc. Thanks to that, Chubu province may successfully develop the environment industry. He also unveiled that a series of environmental technologies is owned by the Japanese enterprises; therefore they wish to cooperate with the province regarding the environmental issues.

Moreover, the strengths and investment potentials for attracting investment in the province were also briefly introduced by Chairman of  Long An Provincial People's Committee. Up to now, the foreign investment was recorded with 704 projects with total investment of US$4,953 million, in which Japan ranked on the third regarding the FDI into Long An province, etc.

The JETRO mission at the working session

At the working session, the mission also investigated the policies on local environmental conditions and some environmental issues such as waste water treatment in the industrial parks and complexes in the province, etc. Furthermore, the mission also recommended some Japanese enterprises involving in treatment such as environmental pollution and water pollution to look for the future cooperation opportunities.

Chairman of  Long An Provincial People's Committee – Mr. Do Huu Lam unveiled that the most favorable conditions shall be offered as the bridge between the available investors in the province's industrial parks and complexes when they had a chance to meet such investors who were in need to apply the environmental treatment technologies offered by Japanese Enterprises as recommended by the mission.

Songwol Vina Joint Stock Company (Tan Duc Industrial Park) is specialized in producing cotton towels with the scale of 7 million kg/year and the total investment capital of 44.5 million USD. At present, the company has more than 600 labors working at the company. At the meeting, the leaders of Songwol Vina Joint Stock Company expressed the sincere thanks to the leaders of the province and departments in creating the favorable conditions for the operation of the company as well as mentioned some problems to ask for the supports from the province such as human resource of the province was still of low quality with unstable supply source and high price; provincial road No. 10 was downgraded to have impacts on the cargo transportation of the company.
