On July 20, 2019, Vice Chairman of the People's Committee of Long An Province - Mr. Nguyen Van Ut presided over the Korea-Vietnam cooperation conference giving information about the Korea-ASEAN Summit and the Cooperation conference among the Asean countries along the Mekong River with Korea. 
 
As announced by Long An Economic Zone Management Board, in the first 6 months of 2019, there are 11 new enterprises entering into production and business in the industrial parks (IPs) in the province. Thus, to date, there are 875 enterprises (or projects) in operation in the whole province. 
 
The Ceremony of the National Quality Awards and the Asia-Pacific International Quality Award 2018 has just been held in Hanoi. Kizuna JV Joint Stock Company and Red Sun Energy Joint Stock Company (Red Sun) of Long An province were awarded at this event. 
 
On July 2, Member of the Party Central Committee, Secretary of the Party Committee, Chairman of People's Council of Long An Province – Mr. Pham Van Ranh and the delegation of Long An Province had a working session in Leipzig City, Federal Republic of Germany. On behalf of the City government, Vice Mayor – Mr. Uwe Albrecht met and worked with the delegation. Vietnamese Ambassador in Germany – Mr. Nguyen Minh Vu also attended the meeting. 
 
Receiving the invitation of Leipzig city government - Federal Republic of Germany, the Secretary of Long An Provincial Party Committee – Mr. Pham Van Ranh has led the delegation to visit and work in Germany from June 27 to July 3. 
 
In June 23rd, in Thanh An commune, Thanh Hoa district, Long An, the alliance between Bamboo Capital Group (BCG) and Vietnam-Oman Investment (VOI) held the inauguration ceremony of Solar Power Plant BCG-CME Long An 1. 
 
On the afternoon of June 22nd, Poliburo member, Permanent Deputy Prime Minister – Truong Hoa Binh visited BCG Bang Duong Long An 1 Solar Power Plant (Thanh An commune, Thanh Hoa district, Long An province). 
 
In the first 6 months of 2019, the export turnover in Long An province is estimated at USD 2.92 billion, increasing to 15 percent over the same period in 2018 (increase to 20 percent). Besides, import turnover reached USD 2.2 billion, up 13.2 percent over the same period in 2018 (increase to 4 percent). 
 
According to Long An province People’s Committee, with the active support of the central leaders and relevant localities, up to now, a number of major investors are making investment procedures in Long An province. 
 
In the afternoon of June 12th, in Ho Chi Minh City, Director of Long An Department of Industry and Trade – Le Minh Duc had a meeting with Ho Chi Minh City Department of Industry and Trade to assess the situation of agricultural products consumption connection in the past time, and to propose solutions for the coming time.

In the first 6 months of 2019, the export turnover in Long An province is estimated at USD 2.92 billion, increasing to 15 percent over the same period in 2018 (increase to 20 percent). Besides, import turnover reached USD 2.2 billion, up 13.2 percent over the same period in 2018 (increase to 4 percent).

Dragon fruit is the most exported product of Long An province

At present, there are more than 800 enterprises participating in export and import in the whole province. These enterprises have exported to more than 120 countries and territories around the world. 

Export products include rice, cashew nuts, aquacuture products, dragon fruit, seedless lemon, leather shoes, textile products, mechanical products, electric wires - electric cables, agricultural machinery and equipment, plastic products, and so on.

Imported products mainly include textile and garment materials, chemicals, plastics, animal feed materials, machinery and equipment.

According to the general assessment, despite the growth, export turnover is slower than the same period in 2018. One of the reasons is the fluctuation of the world market and domestic enterprises, especially the inability to predict all risks in the trade of agricultural products exporters.

In addition, many countries are increasing technical barriers, quotas and requirements for quality and origin of goods. Therefore, the increase in export of the province is not as effective as expected. In addition, the province's export volume in light industry depends heavily on foreign invested enterprises (FDI). At present, the export turnover of the province still depends on FDI enterprises, accounting for about 70 percent.

In order to promote the export of goods, especially agricultural products, the province focuses on propagating the market regulations; provide list and process of using pesticides in agricultural production, encourage the production of VietGAP and GlobalGAP standards; and ensure food safety to enhance the competitiveness of Vietnamese agricultural products.

On the other hand, the province also focus on investment and trade promotion; seeking and expanding new markets besides traditional markets; contacting and mobilizing investment, especially investment promotion agencies and economic representatives of Vietnam in foreign countries./.

In the afternoon of June 12th, in Ho Chi Minh City, Director of Long An Department of Industry and Trade – Le Minh Duc had a meeting with Ho Chi Minh City Department of Industry and Trade to assess the situation of agricultural products consumption connection in the past time, and to propose solutions for the coming time.

Mr. Le Duc Minh said that over the past time, Long An has connected the supply and demand very closely with Ho Chi Minh City. Long An has well implemented the regulations on preliminary processing at source, providing safe agricultural products for Ho Chi Minh City market.

However, the connection of goods consumption still has some limitations. Some enterprises and cooperatives signed memoranda of understanding at supply and demand connection conference but it is difficult to implement commercial contracts. There are still cases that agricultural products certified by Long An province as safe agricultural, forestry and fishery food supply chains but difficult to access business establishments in Ho Chi Minh City. 

At the meeting, would like Ho Chi Minh City Department of Industry and Trade to promote connection activities, support the province in agricultural products consumption, implement the signed memoranda of understanding; facilitating goods of Long An to reach consumers in Ho Chi Minh City through direct distribution channels to reduce cost. In particular, in addition to safe vegetables, Long An wishes to connect the supply products to Ho Chi Minh City such as beef, seafood, and other processed products. 

Noting the recommendations of Long An, Deputy Director of Ho Chi Minh City Department of Industry and Trade – Nguyen Huynh Trang said that he would continue act as a focal point to closely coordinate with Long An as well as other provinces and cities to provide maximum support for enterprises, cooperatives to promote and expand markets. In particular, Ho Chi Minh City would prioritize the consumption of goods with high quality, reasonable price, typical products and specialties./.

BCG Bang Duong Solar Power Plant was approved by the Ministry of Industry and Trade with a capacity of 40.6 MW, built on a land area of 50.2 hectares, invested by BCG Energy JSC (BCG Bang Duong), a member company directly under Bamboo Capital Group (BCG) with a total investment of 42 million USD.  

On behalf of BCG Bang Duong Joint Venture, President of BCG Company – Nguyen Ho Nam said that BCG Bang Duong Long An 1 Solar Power Plant would be inaugurated on June 23rd, 2019. When operating, the plant aims to achieve a total electricity output of about 60 million kWh per year. The clean electricity output, after being integrating into the National grid will contribute to increasing the capacity of the National grid.

On June 28, Secretary of the Provincial Party Committee – Mr. Pham Van Ranh offered a courtesy visit to the Vietnamese Embassy in the Federal Republic of Germany. He also informed, exchanged with Ambassador Nguyen Minh Vu about the socio-economic situation of Long An province with the potentials and strengths of the locality in different fields. At the same time, the Embassy is expected to provide necessary information of the investment environment of the province for German businesses, and requested to strengthen its support for Long An province in promotion activities, connecting German investors and businesses to the province as well as supporting local businesses in access to potential market in Germany. 

Ambassador Nguyen Minh Vu provided some general information on the friendship, cooperation and mutual development relationship between Vietnam and Germany and affirmed that the Vietnamese Embassy in the Federal Republic of Germany is willing to respond the practical proposals of Long An province.

Long An has 969 foreign direct investment (FDI) projects with a registered capital of over USD 6.1 billion, and USD 6 million/project on average. Currently, there are 38 countries and territories investing in the province, of which, Taiwan ranks first in both the number of projects and the registered investment capital.

Long An now has 28 industrial parks with an area of 10,216 hectares

Currently, there are over 10,800 operating enterprises in Long An province with a total registered capital of VND 272,300 billion, the number of domestic investment projects is 1,751 projects with a registered investment capital of VND 212,850 billion, reaching VND 121.5 billion/project on average.

Long An has 969 foreign direct investment (FDI) projects with a registered investment capital of over USD 6.1 billion, and USD 6 million/project on average. Currently, there are 38 countries and territories investing in Long An; of which, Taiwan ranks first in both the number of projects and the registered investment capital, followed by Korea, Japan, China, Thailand, and USA.

Cau Tram Industrial Park, Can Duoc district has a high occupancy

Long An now has 28 industrial parks with an area of 10,216 hectares, including 16 operating industrial parks with an area of 3,860 hectares, covering over 84%. In 2019, Long An province strives to bring 4 industrial parks into operation with an area of about 1,000 hectares.

The whole province has 62 industrial clusters planned with an area of 3,106 hectares, 22 operating industrial clusters with an area of 1,095 hectares, covering over 86%. Currently, there are about 40 industrial clusters with an area of 2,011 hectares in the process of clearance and infrastructure investment. It is expected that there will be 3 new industrial clusters with about 100 hectares going into operation in 2019. At this time, there are 2 industrial clusters in operation.

Transport works contribute to promoting investment attraction of Long An

According to the Resolution of Long An Provincial Parky Committee, in 2019, the province determines to concentrate its forces to carry out the clearance tasks, and at the same time, and implement the commitments together with investors to accelerate the infrastructure investment progress in the industrial parks and clusters, thereby creating more industrial land fund to attract more investments in the future./.

In the first 6 months of 2019, People’s Committee of Long An Province decided to establish and set policies of infrastructure investment in 5 industrial clusters (ICs): Tan Phu, Duc Thuan 2, My Quy Tay, Le Tran and Loi Binh Nhon 2. Total area of 5 newly approved ICs is 196.3 hectares, with an investment capital of VND 2,382 billion.

To date, Long An has 57 ICs with an area of about 2,839 hectares and they have been approved by the provincial People's Committee on infrastructure investment policy with a total registered investment capital of about VND 22,691 billion.

According to the scheme of adjusting development planning of ICs in the province, by 2020, the whole province will have 62 ICs with a total area of 3,106.5 hectares.

Currently, Long An has 22 ICs in operation with a total area of 1,095.5 hectares, attracting 544 projects with a total investment of VND 15,635 billion. In which, there are 60 foreign direct investment (FDI) projects with total investment capital of USD 209.6 million, land area for rent is 586.65 hectares. The occupancy rate of ICs in operation is 86.55 percent.

It is known that from now to the end of 2019, Long An is striving to establish 3 new ICs coming into operation. To achieve this goal, the provincial People's, Committee has directed relevant sectors to continue to support infrastructure investors in many aspects, including land acquisition as well as legal procedures for the investors to complete infrastructure soon and attract secondary investors./.

Ho Chi Minh City - Trung Luong Expressway connects Provincial Road 830 and Long An International Port

For example, Becamex Group (IDC-VSIP), Binh Duong province is planning to build an industrial, urban, commercial and service zone with an area of 3,045 ha in Ben Luc district; it is expected that at the end of October 2019, the investment registration certificate will be issued to this project.

VinGroup is planning to build about 4,000 ha in Binh Duc commune and Thanh Hoa commune, Ben Luc district and 2 projects about 1,100ha in Hau Nghia town and Tan My commune, Duc Hoa district.

Eco Land Group (Ecopark Hung Yen) is planning to build 6,000ha in Thanh Loi commune and 1,000ha in Luong Hoa commune, Ben Luc district.

BRG Group Joint Stock Company has surveyed and proposed to invest in 5 projects: 18-hole golf course project, 80ha auxiliary works and high-class hotel project, 58ha entertainment, commercial center, urban and tourism area project, 100ha foreign technology banana export project, 100ha high yield rice growing and rice processing factory project. In addition, BRG Group plans to invest in a 50ha solar power project.

Hoang Cau Vietnam Co., Ltd (Taiwan) has set up an 831ha investment project in Can Giuoc district, of which, the urban, commercial and resettlement project is about 700ha that is approved by the provincial People's Committee, and the investment procedures of high-tech agricultural project of about 100ha are preparing.

In May 2005, Long An province and Chungcheongnam-do established a cooperation agreement. In the past 14 years, the two parties maintained the relationship and effectively implemented a number of fields, especially the exchange of cultural delegations, public administration, education and training.

In addition to organizing delegations to visit, Long An also opened an investment promotion conference in Chungcheongnam-do province, and received civil servants to study Vietnamese language and practice the veterinary section in the province.

Mr. Tran Van Can said that since the establishment of the cooperation agreement, the two provinces had remarkable developments, especially better understanding of culture, customs and practices, point of view and guidelines of each nationa and locality. However, the exchange of agricultural production, trade, service, etc. information between the two parties has not been implemented extensively.

Mr. Nasoyeol thanked Long An provincial leaders for creating favorable conditions for civil servants delegations of Chungcheongnam-do province to work in the past. At the same time, he promised to study and strengthen the investment and cooperation relationship, and friendship between the two provinces./​​​

On July 5, Long An Public Administration Service Center held the Staff conference for the first 6 months of 2019.

At the conference

In the first 6 months of the year, Long An Public Administration Service Center received 44,855 documents of 19 departments and branches, including 2,381 documents solved behind schedule and 42,474 new documents.

To be more specific, 8,195 records were received and returned by public postal service (accounting for 18.27 percent); 779 records were received on the online public service portal (accounting for 1.74 percent); 1,111 documents were received directly on the software of the Ministry of Planning and Investment; and 5,629 applications were received on the software of the Ministry of Transport.

In 41,111 solved documents, there were 16,110 documents solved before schedule (accounting for 39.19 percent), 24.885 documents solved on schedule (accounting for 60.53 percent), and 116 documents solved behind schedule (accounting for 0.28 percent). The total fee collected from 19 departments and branches was over VND 8.48 billion.

The center received 1,645 reviews of staff receiving and returning results. In which, satisfied votes were 1,614 (accounting for 98.12 percent), average votes were 16 (accounting for 0.97 percent) and dissatisfied votes were 15 (accounting for 0.91 percent).

Besides, in the first 6 months of the year, the website portal implemented 1,876 news and translated 102 news into English.

In the last 6 months of the year, the center will continue to complete activities after consolidation; coordinate with departments and branches that have administrative procedures to be implemented at the center; increase the rate of documents solved before and on schedule as well as minimize the rate of documents solved behind schedule; and organize training courses to improve communication skills with customers for staff at the center and district-level Public Administrative service centers, etc.

At the conference, the center also approved the drafts of Working Regulations and Internal Expenditures Regulations./.

To achieve the economic growth target of the year (9.6 percent), Chairman of the Provincial People's Committee - Tran Van Can asked leaders of relevant departments, branches and localities to focus on many solutions to speed up the implementation progress of 3 key projects and 2 breakthrough programs of the Resolution of the 10th Party Congress.

He also required leaders of departments, sectors and localities to guide and actively support investors to quickly implement key projects in Duc Hoa, Ben Luc and Can Giuoc districts and to create favorable conditions to carry out solar power projects that have been approved investment policies.

Sector II (industry and construction) has a high growth rate

According to the appreciation at the meeting, in the first 6 months of 2019, the province's economy maintained its development, economic growth was quite high. Gross Regional Domestic Product (GRDP) in the first 6 months of 2019 reached VND 39,679 billion (according to the comparative price of 2010), the growth rate was 9.89%. In which, sector I (agriculture, forestry and fishery) increased by 2.17 percent; sector II (industry and construction) increased by 14.65 percent; and sector III (trade and services) increased by 7.5 percent.

The promotion of investment attraction was strengthened to create favorable conditions for businesses. The province focused on implementing solutions to investment in infrastructure of industrial parks and clusters to create more land fund to attract investment in 2019. The review of investment projects and rectification of non-license investments were also strengthened.

In the first 6 months, the number of newly established enterprises and registered capital increased over the same period; domestic investment projects increased in quantity and registered capital.

From the beginning of the year until now, the province has had 898 newly established enterprises with a total capital of VND 14,184 billion; an increase of 16.3 percent in the quantity of enterprises and an increase of 39.48 percent in registered capital over the same period.

Up to now, the province has had 10,907 operating enterprises with a total registered capital of VND 283,676 billion.

Attracting foreign investment also achieved positive results. There were 978 registered projects in the province with a registered capital of USD 6,148 million. In which, 576 projects came into operation (accounting for 58.9 percent of total registered projects) with a total capital of about USD 3,614 million (an increase of 58.8 percent of the total registered capital).

In the last 6 months, the total state budget revenue in the province was VND 9,430 billion, reached 68.9 percent of the Central budget estimate, reaching 68.6 percent of the central budget estimate, reaching 68.6 percent of the estimate assigned by the provincial People's Council, reaching 64.9 percent of the target and increasing by 28.7 percent over the same period.

Cultural and social sectors were focused, social security policies were implemented fully and promptly. Entertainment, festivals were organized according to regulations, contributing to attracting tourists to the province.

Besides, attracting investment is not meet the requirements. There is a low number of clean land fund for lease in industrial parks and clusters while the progress of infrastructure investment in industrial zones and clusters is slow. The implementation of procedures for planning major investment projects is also slow. Tan An city ring road and the road connecting Ho Chi Minh City - Long An - Tien Giang are behind schedule./.

Delegates participated to check and take over the project 

"Supporting to apply automatic engraving machines in producing and processing wood virtu" is one of eight industrial promotion projects approved by the provincial People's Committee using the local industrial promotion fund for the first phase in 2019, with the amount of support more than VND 1.1 billion.

The project has just been organized to check and take over by the Center for IP and IDC and the DEI of Vinh Hung district. Van Chuc carpentry households, residing in Bau Say urban area, Vinh Hung townlet are beneficiaries of the scheme.

Director of the Provincial Center for IP and IDC - Pham Van Huong said that the project has been implemented since March 2019 until now. The total cost of implementation is VND 180.4 million, of which the source of industrial encouragement funding is VND 90 million, the rest is reciprocal capital of business households. The amount of support to help the carpentry business household to invest in automatic engraving machines into production, improve productivity, use of raw materials efficiently, reduce the time of processing wood virtu and quickly finish products to meet market demand.

Mr. Cao Van Chuc expressed that he specializes in manufacturing and trading in home furnishings such as salons, cabinets, tables, chairs, statue pictures, etc. With automatic engraving machines that have been supported for investment, he can shorten the time to make one wood sculpture. Because the machine can engrave many identical products at the same time according to the number of engraved heads. After the automatic engraving machine completes the product, it will be edited a little more by hand and then through sanding, polishing, painting and finished product./.

In the first 6 months of 2019, the province's economy maintained its development. However, site clearance, application of high technology in agriculture and investment attraction still faced many difficulties. At the meeting in July, Chairman of Long An Provincial People's Committee - Tran Van Can asked heads of departments, branches and localities to focus on directing and managing to achieve the economic growth target of the year (9.6 percent).

Province's economy maintained its development

At the meeting, according to Deputy Director of Department of Planning and Investment - Vo Ngoc Dinh, most of the socio-economic targets were achieved and exceeded the plan. Gross Regional Domestic Product (GRDP) in the first 6 months of 2019 reached VND 39,679 billion (according to the comparative price of 2010), the growth rate was 9.89 percent. In which, sector I (agriculture, forestry and fishery) increased by 2.17 percent; sector II (industry and construction) increased by 14.65 percent; and sector III (trade and services) increased by 7.5 percent.

Agriculture was one of the sectors that achieved the most positive results. Although the growth rate was lower than the same period in 2018, it was higher than the annual plan of the first 6 months of 2019. Plants continued to be changed to more efficient ones.

Aquaculture continued to grow. The province had 2,755 hectares of brackish shrimp, reaching 41.7 percent of the plan, up 9.7 percent over the same period; of which 2,589 hectares was harvested, average productivity was 2.2 tons per hectare, the output was 5,773 tons, reaching 50.2 percent of the plan, increasing by 34.5 percent over the same period.

In the first 6 months of 2019, the whole province had 9 more communes that were recognized to meet the new rural standards. Therefore, the total number of new rural communes was 77, accounting for 46.3 percent of the total number of communes in the province.

Industry and construction sector maintained stable development. The output of most industrial products increased. Industrial production index increased by 15.12 percent over the same period. Industrial production value (2010 comparative price) reached VND 114,181.1 billion, reaching 46.4 percent of the plan, increasing by 15.2 percent (increasing by 16.4 percent in the same period). The number of industrial product groups had a high growth rate.

The province always creates favorable conditions for businesses to invest. In the first 6 months, newly established enterprises increased over the same period; domestic investment projects increased in quantity and registered capital. The province granted investment certificates for 115 domestic investment projects with a registered capital of VND 10,949 billion, an increase of 49 projects (an increase of VND 4,949 billion in capital) over the same period.

Attracting foreign investment also achieved positive results. There were 58 newly granted projects with a total registered capital of USD 208.6 million. There were 978 registered projects in the whole province with a registered capital of USD 6,148 million. In which, 576 projects came into operation (accounting for 58.9 percent of total registered projects) with a total capital of about USD 3,614 million (an increase of 58.8 percent of the total registered capital).

Thanks to the province's efforts in attracting investment and the support of central leaders, concerned ministries and branches, some major investors are carrying out investment procedures in Long An province such as Becamex IDC Group - VSIP, VinGroup, Ecoland Group, BRG Group JSC, Hoan Cau Vietnam Co., Ltd., and so on.

The province always cooperates and supports investors for long-term and sustainable development. Besides, the provincial People's Committee has documents to recognize and implement necessary procedures to receive some other major investment projects.

Attracting investment in industrial zones and clusters continued to have positive results. The Department of Planning and Investment, the Management Board of the Economic Zone and the Department of Industry and Trade focused on supporting investors to speed up the progress of site clearance and complete legal procedures to have at least 6 industrial parks and clusters to be put into operation from now until the end of the year.

Site clearance is considered as a key and breakthrough activity in 2019 but results are not meet the requirements. Some basic construction works and projects in industrial zones and clusters in Can Duoc, Can Giuoc and Duc Hoa districts, Tan An city, etc. have still faced difficulties.

In the first 6 months, the implementation of procedures for planning major investment projects was slow. Tan An city ring road and the road connecting Ho Chi Minh City - Long An - Tien Giang provinces were behind schedule. In addition, the management of land, urban order and environmental pollution control were not really good, especially in urban, residential areas, industrial zones and clusters of key economic areas of the province, said the Chairman Provincial People's Committee - Tran Van Can.

At this time, African swine fever negatively affected the livestock sector. Director of Department of Agriculture and Rural Development - Nguyen Thanh Truyen asked local authorities to actively prepare equipment to prevent the spread of epidemic. People should not repopulate to avoid pressure on the epidemic prevention.

It is necessary to drastically perform key tasks

According to the Chairman of the Provincial People's Committee - Tran Van Can, the economy of the province in the past 6 months maintained development and achieved a high economic growth thanks to the efforts of local authorities at all level, branches and localities. To achieve the target of economic growth in 2019 (9.6 percent), leaders of departments, agencies and localities continue to drastically implement the compensation, site clearance and resettlement under the direction of Provincial Standing Committee.

At the same time, specialized inspection must be strengthened in order to promptly detect and handle violations; proactively review and propose the slow and non-implementation of investment projects; and drastically handle unlicensed projects.

Department of Planning and Investment continues to assume responsibility and coordinate with relevant functional agencies and localities to review infrastructure investment projects of industrial zones and clusters as well as direct investment projects in the province to speed up progress of infrastructure investment.

Department of Agriculture and Rural Development focuses on preventing African swine fever; implementing the high-tech agricultural program in association with restructuring agriculture as planned; establishing typical cooperatives; and improving the rate of clean water use in the province to reach at least 40 percent in 2019.

Other departments and branches focus on monitoring and inspecting residential and urban projects in order to promptly handle violations; speeding up the planning of traffic routes that have investment policies; implementing key traffic works; strictly handling violations of traffic order and safety in road and waterway; and achieving and exceeding the target of State budget collection./.

According to Long An Department of Planning and Investment, from the beginning of 2019 to now, there were 134 new investment projects approved in the province. In which, 95 projects were domestic direct investment (DDI) projects and 39 projects were foreign direct investment (FDI) projects.

In April, the province attracted 22 DDI projects with a total registered capital of VND 1,480 billion; accumulating from the beginning of 2019 to now, there were 95 new projects with registered capital of VND 8,819 billion, up 41 projects and VND 7,235 billion in capital over the same period of 2018. So far, the province has 1,773 projects with registered capital of VND 212,809 billion.

In the field of foreign investment, the province granted 12 new projects with investment capital of USD 22.7 million in April; accumulating from the beginning of 2019 to now, there were 39 new FDI projects, up 16 projects and USD 21 million in capital over the same period of 2018. So far, the province has 971 projects with registered capital of USD 6,105 million; including 576 projects put into operation, accounting for 59.3% of the total projects and total investment of USD 3,614 million, accounting for 59.1% of the total registered capital.

To attract investment effectively, the province continues to review and adjust land use planning; inspects the environment, regularly checks the investment progress of projects and handles many cases of violation. Accordingly, in the first 4 months of 2019, 9 FDI projects were terminated with a total registered investment capital of USD 24 million, an area of 5.5 hectares and 9 domestic projects with an area of 4.78 hectares and a capital of VND 282 billion./.

Particularly, processing and manufacturing industry increased by 15.14 percent; electricity production and distribution industry increased by 16.91 percent; water supply, management and treatment of waste and wastewater increased 14.47 percent over the same period.

The value of industrial production in the first 6 months of 2019 (actual price) was estimated at VND 156,395 billion, up 18.1 percent (the same period increased by 19.1 percent). In particular, the processing industry still accounts for the highest proportion in value.   

The number of industrial product groups in 6 months of 2019 is 75 groups; in which, 56 out of 75 groups had a growth rate over the same period and 19 out of 75 groups decreased compared to the same period.

Some industrial products have increased production speed as follows: construction bricks (up 56.2 percent); plastic products (up 37.8 percent); wood products (up 33.1 percent); wall painting (up 30.7 percent); yarns of all kinds (up 25.8 percent); product-finished iron - steel (up 22.1 percent); pharmaceutical products (up 17.6 percent); commercial electricity (up 16.9 percent); mineral fertilizers and chemical fertilizers (up 14.9 percent); finished fabric (up 16.7 percent); mineral water (up 11.7 percent); backpack and bag products (up 8.4 percent); rice milling (up 4.3 percent); cashew nuts (up 4 percent); garment products (up 3.9 percent).

Some industrial products have reduced production speed such as footwear (down 0.7 percent); animal feed (down 4.2 percent); bottled beer (down 38.8 percent); printing services (down 10.1 percent)./.

In 2018, Long An carried out many promotions, thereby attracting good investment results. The province had nearly 1,500 newly established enterprises with registered capital of over 22,460 billion dong. Particularly in the field of foreign direct investment (FDI), the province granted 90 new projects with a total registered capital of 450 million USD. Up to now, the province has nearly 11,750 active enterprises with a total registered capital of 272,776 billion dong (increased by 6% in the number of established enterprises and 12% of the registered capital compared to 2017). In addition, the province has 951 FDI projects licensed with a total registered capital of 6,009 million USD, of which 576 projects have come into operation with a total investment capital of 3,614 million USD. 

Chairman of the provincial People's Committee – Tran Van Can affirmed: "For all investment projects in Long An, the provincial leaders always stand "side by side" with investors, creating the most favorable conditions, ensuring to shorten the time to complete legal procedures for implementing projects. Thereby, investors can feel that Long An wants to attract investment and is an ideal destination to implement economic development projects, accompanying the province in the process of socio-economic development and become the leading economic province  in the Mekong River Delta region "./.​

As announced by Long An Economic Zone Management Board, in the first 6 months of 2019, there are 11 new enterprises entering into production and business in the industrial parks (IPs) in the province. Thus, to date, there are 875 enterprises (or projects) in operation in the whole province.

In which, 385 FDI enterprises (or projects) are in operation with the total investment capital of USD 2.15 billion; 490 DDI enterprises are in operation with the total accumulated investment capital of VND 21,950 billion.

It can be seen that the production and trading status of enterprises in industrial parks are also more effective. Accordingly, in the first 6 months of 2019, the turnover of FDI enterprises in the industrial parks is estimated at USD 936 million, up 3.63% compared to the same period in 2018. The turnover of DDI enterprises is estimated at VND 9,605 billion, up 2.27% compared to the same period in 2018.

The Prime Minister signed a Decision on awarding the 2018 National Quality Award to 75 businesses. Of which, 22 businesses were received the National Quality Gold Award and 53 ones were received the National Quality Award. Revenue of 75 enterprises is VND 106,000 billion, estimated profit is over VND 10,000 billion, and State budget contribution is nearly VND 8,000 billion; create jobs for more than 55,000 labourers.

Long An had 2 businesses receiving the award. To be more specific, Kizuna JV Joint Stock Company (Can Giuoc district) was received the National Quality Gold Award and Red Sun Energy Joint Stock Company (Duc Hoa district) was received the National Quality Award.

These businesses have to meet 7 criteria according to the Global Performance Excellence Award (GPEA) of the Asia-Pacific Quality Organization. The total score of criteria is 1,000, including: The role of leadership (120 points); strategic planning (85 points); customer and market orientation (85 points); measuring, analyzing and managing knowledge (90 points); human resource management and development (85 points); operation management (85 points); performance results (450 points). Businesses which get 800 to 1,000 points will be received the Gold Award. Quality Awards are given to businesses reaching 600 points.

The National Quality Award is held annually by the Directorate for Standards, Metrology and Quality under the Ministry of Science and Technology. It has been launched since 1996. Over 23 years of establishment and development, it has created a reputation for businesses, management agencies and consumers. The Prime Minister honour organizations and enterprises for their outstanding achievements in production, business, and improving product quality./.

The brain drain and lack of practical education were among the major problems facing the country, students and leading members of the Ho Chi Minh Communist Youth Union told HCM City education officials at a conference yesterday.

Students from 130 high schools in the city attended the meeting organised by the municipal Department of Education and Training to discuss improvements to training quality and school programmes.

 

 

Their main concern was the brain drain. Pham Thi Yen Nhi, an 11th grader at the elite Le Hong Phong High School, said many students had gone abroad to study in recent years but did not come back to work in Viet Nam.

 

 

Not many students had the desire to help build their homeland, she said, adding the Government should work out policies to attract them home.

Another concern the students raised was their school programme’s focus on theory rather than practice.

 

 

Nguyen Bich Quynh, an 11th grader at another elite institution, Tran Dai Nghia High School, asked the officials why despite completing such long and arduous courses, many people failed to get good jobs after graduation. Even if they did, employers have to retrain them, she said.

 

 

Tran Tien Thinh of Le Thanh Ton High School in District 7 expressed the same opinion, saying education must be more practically-oriented.

 

 

Others expressed worries about the bad behaviour and use of obscene language by high school students, saying courses to teach them good behaviour were required from an early age.

 

 

Nguyen Thi Ngoc Bich of Long Truong High School in District 9 said there should be more sex education at the high-school level.

 

 

The changes the city and country are going through, students’ aspirations and the role of young people in the city’s industrialisation and modernisation were also discussed.

 

 

Huynh Cong Minh, director of the Department of Education and Training, said the conference provided a good opportunity to listen to students and promised more regular interaction in future.

Recently, the EZMB strives to complete the tasks under the direction of the Provincial Party Committee and the Provincial People's Committee on investment, construction, business and development of IPs and border-gate economic zones to create favorable conditions for businesses.

According to the Project approved by the Prime Minister in Official Letter No.1748/TTg-CN, the whole province has 31 industrial parks which have been supplemented by the Prime Minister to the development planning of IPs in Vietnam until 2020. Total planning area for IPs is over 11,391 hectares.

There are 16 industrial parks operating in Long An

Up to June 30, the area of industrial land transferred or leased in 16 operating IPs has been 2,257.24 hectares with an occupancy rate of 85.24 percent. All IPs in operation have completed the technical infrastructure and centralized wastewater treatment system.

Under the direction of the Provincial People's Committee on the issuance of the Action program to implement the socio-economic development plan in 2019, the EZMB is focusing on supporting investors to speed up infrastructure investment so that 3 IPs will come into operation in 2019.

To be more specific, EZMB will establish a Supervision team to monitor the implementation of infrastructure projects of the IPs. By the end of 2019, it is expected to have 4 IPs in operation, including Long Hau 3 - phase 1, IMG Phuoc Dong, Dong Nam A, and Huu Thanh. The EZMB continues to urge the implementation of these projects, promptly report to the Provincial People's Committee to solve difficulties for businesses.

According to the Resolution of the 10th Provincial Party Congress (term 2015 - 2020), by 2020, Long An aims to attract more than 3,500 hectares to fill IPs and clusters. However, this activity has not reached the set target because of difficulties in site clearance and limitations in financial capacity of the investors. In the past 10 years, no new IPs have put into operation, so the industrial land area that has completed infrastructure is not much. At present, only about 330 hectares of industrial land are available for lease.

Moreover, Long An Border gate economic zone attracts very few investment projects. Since the plan was announced in 2015, the 13,080 hectare Border gate economic zone has only received 4 investment projects. In order to attract investment effectively, the EZMB proposes to expand the fields of investment and complete the technical infrastructure of Binh Hiep International Border Gate.

The EZMB requests the Provincial People's Committee to focus on investing in infrastructure outside the IPs, creating favorable conditions in building transport systems, establishing land funds for small and medium-sized enterprises to regulate land prices in the market and avoid speculation.

According to the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Tran Van Can, recently, the EZMB has performed its duties well to attract secondary investors in industrial zones effectively and contribute to the province's socio-economic development. However, there have been some limitations including objective and subjective reasons.

He asked the EZMB to continue to support infrastructure investors so that 4 new industrial parks will be put into operation; focus on reviewing and improving the quality of IPs through increasing occupancy rates and promoting investment. At the same time, the EZMB has to strictly implement the Conclusion No.720 of the Provincial Standing Committee on compensation, site clearance and resettlement; continue reviewing and proposing the recovery of IPs which have invested policies but implemented behind schedule to give opportunities for other investors./.

Total retail sales of goods and services on September 2011 has been estimated about 1.845 billions of VND, generally, during  9 months of the year 2011, revenue has got 16.893 billions of VND, reached 75,5 percent as planned and increased 27,7 percent compared to the same period last year.

The export turn-over in Long An province on September 2011 has estimated about 194 millions of USD. In which, enterprises with has 100% domestic capital have got 67 millions of  USD; enterprises with foreign investment capital have got 127 millions of USD. The main export goods on September 2011 include: rice  has estimated 53.000 tons, cashew nuts got 1.150 tons; garments 43 millions of USD, ,shoes got 234.8 millions of USD, seafood got 86,9 millions of USD.

Generally, during  9 months of the year 2011, the export turn - over has estimated about 1,388 millions of USD, reached   percent as planned of the year 2011. In which, enterprises with has 100% domestic capital have got 478 millions of  USD, reached 101,5 percent as planned and increased 46 percent compared to the same period last year; enterprises with foreign investment capital have got 910,4 million USD, reached 73,7 percent as planned and increased 22,1 percent than the same period last year.

The main export goods include many kinds of rice (357.426 tons, reached 119,1 percent as planned and increased 33,5 percent compared to the same period last year, cashew nuts (7.626 tons, reached 38,1 percent as planned, and decreased 34 percent); garments (290 millions of USD, reached 80,6 percent as planned and increased 29,5 percent, shoes (268,3 millions of USD, reached 92,5 percent  as planned and increased 38,2 percent),  seafood (108,9 millions of USD, reached 99 percent as planned and increased 53,8 percent).etc

The import turnover on September 2011 has been estimated about 136 millions of USD, in which, enterprises with has 100% domestic capital got 49 millions of  USD, and enterprises with foreign investment capital got 87 millions of USD.

For the whole 9 months of 2011, the import turnover has been  estimated about 1,106 millions of USD, reached 83,3 percent as planned of the year, in which, enterprises with has 100% domestic capital got 328,6 millions of USD, reached 88,8 percent as planned and increased 86,5 percent compared with the same period last year; enterprises with foreign investment capital got 777,4 millions of USD, reached 81,8 percent as planned and increased  36,7  percent.  The main goods include equipments, machines and materials for production.
