On 14 November, an economic delegation of Leipzig City, Federal Republic of Germany paid a visit to greet the leaders of Long An province. Vice Chairman of the Provincial People's Committee Pham Van Canh and representatives of related departments and agencies met and worked with the delegation. 
 
In the afternoon of November 01st, 2019, the provincial People’s Committee held a dialogue conference with enterprises operating in Chau Thanh, Tan Tru, Thu Thua districts and Tan An City. Chairman of the Provincial People’s Committee – Tran Van Can, Vice Chairman of the Provincial People’s Committee – Nguyen Van Ut chaired the dialogue.  
 
Information from the Department of Industry and Trade, currently, the supply of goods on the market is plentiful, trade continues to grow. Especially, the form of civilized trading is being developed by enterprises and many convenience stores have been established to serve the shopping needs of the people. 
 
In October 2019, the Industrial Production Index of Long An province is estimated to increase by 1.13% compared to September, increased to 14.64% over the same period in 2018. Accumulated in 10 months of 2019, the Industrial Production Index increased 15.11% over the same period in 2018. 
 
On the occasion of the celebration of Vietnam Entrepreneurs’ Day, October 13th, 2019, the Provincial Party Committee, People’s Council, People’s Committee, and Vietnam Fatherland Front Committee of Long An province solemnly organized a meeting of entrepreneurs in the province.  
 
From the beginning of the year to the end of September 2019, in Ben Luc district of Long An province, there were 235 newly registered domestic enterprises and branches, with a total registered capital of 1,747.5 billion VND. Up to now, the whole Ben Luc district has 1,853 domestic enterprises with the investment capital of 22,476 billion VND and 100 foreign-invested enterprises with a total registered capital of 1.2 billion USD. 
 
The Long An Customs Department informed that the total state budget revenue from import and export activities reached 2,953 billion VND, reaching 121 percent of the Ministry of Finance's target, reaching nearly 80 percent of the General Department of Customs Affairs; increased by 62 percent over the same period in 2018 by the end of September 2019. 
 
On October 1, Chairman of People's Committee of Ben Luc district of Long An province - Tran Van Tuoi and other branches of the district checked the actual activities in Vinh Loc II Industrial Park (IP) on the investment situation of projects to verify information on dividing and selling land lot illegally in the IP. 
 
In the first 9 months of 2019, export turnover in Long An province was estimated at 4.46 billion USD, up 16.6% over the same period in 2018 (up 17.9 %). 
 
Continuing the mission program of the leaders of People's Committee of Long An Province in China from 23 to 29 September 2019 by the Chairman of the Provincial People's Committee - Tran Van Can as the head of the delegation to visit, work and connect cooperation with the localities in China. On May 19th, the delegation visited the Embassy of Vietnam in Russia. Mr. Pham Van Ranh sent warm greetings and wished the Ambassador of Vietnam in Russia – Nguyen Thanh Son and all staff of the Embassy the health and good fulfilment of foreign affairs assigned by the Party and State.

Mr. Pham Van Ranh also provided the Embassy with socio-economic information in the country and Long An province. At the same time, he expressed the desire through the Embassy to provide necessary information about investment environment of Long An to Russian enterprises; suggested the Embassy to strengthen the support to Long An in promoting and calling on Russian enterprises to explore and invest in the province, etc.  

Ambassador Nguyen Thanh Son expressed his pleasure to welcome the delegation of Long An province, provides brief information about important achievements in foreign affairs of the Embassy of Vietnam in Russia in recent years. He affirmed that he would contribute to share information about investment environment, actively support in linking so that Long An's key agricultural products (rice, dragon fruit, banana, seedless lemon, etc.) to step by step enter the Russian market – a potential market.

In the afternoon of the same day, the delegation paid a visit to Incentra – a large trade center of Vietnamese people in Moscow.

Within the framework of the work program in Russia, the delegation of Long An province would visit and work with Ministry of Agriculture of Arkhangelsk province; visit cattle and poultry farms, closed-chain poultry slaughter and processing plant, vaccine plant in Moscow, Saint Petersburg province and Arkhangelsk province, thereby, exchanging and learning useful experiences for effective implementation of the program on breakthroughs in high-tech agricultural production in association with agricultural restructuring under the Resolution of the 10th Party Congress of the province (period 2015-2020).

According to Long An Department of Natural Resources and Environment, up to June 2019, 11 localities of the province have basically completed the issuance of the land use right certificate for the first time.

Accordingly, at present, 1,221,046 land plots are granted the land use right certificates for the first time in the whole province with an area of more than 416,022 hectares, reaching 98.1 percent of the total area that needs to be granted (423,916 hectares).

11 localities that have basically completed the issuance of the land use right certificates for the first time are Tan An city, Kien Tuong town, Can Duoc, Can Giuoc, Tan Thanh, Thanh Hoa, Ben Luc, Duc Hoa, Chau Thanh, Tan Tru and Moc Hoa districts.

The province still has 18,875 land plots that need to be granted the land use right certificates for the first time with an area of 7,894,09 hectares, accounting for 1.86 percent of the total land area that needs to be granted./.

From 2016 until now, the production applied high technology on rice at Vinh Thuan Cooperative in Vinh Thuan commune, Vinh Hung district, Long An province has initially brought positive effectiveness.

Farmers visit high-tech application model to level the field by laser beam 

Vinh Thuan Cooperative implemented a pilot model with a scale of 50 hectares including 6 participating households. These households are supported seeds with high quality, suitable to local consumption requirements, fertilizing according to rice growth and using organic fertilizer and improving soil to reduce chemical fertilizer.

According to an official of Vinh Hung district Farmer Association - Le Quoc Bon, this model helps to increase income for farmers. Although productivity is lower than that of mass-produced rice outside, the committed price is higher due to the quality assurance products and the requirements of enterprises.

The application of high-tech model brings many positive results. Technically, households use varieties of certified rice, sparse sowing (from 100-120 kilogram per hectare); apply  method of Integrated Pests Management (IPM); use green mushroom preparations to control brown planthoppers; fertilize according to rice growth; treat disease according to 4-right principle. 100 percent of farmers respond to the record of the field diary. On the dans of rice fields, flowers are planted to attract natural enemies and create a beautiful look for the fields.

Economically, the application of technical measures "1 must, 5 reduce", the application of synchronous mechanics in producing and linking enterprises to consume output products contributes to reduce average production costs to 1 - 1.5 million VND per hectare; profit increased by 5 - 6.5 million VND per hectare.

Additionally, uniform movement of the seed helps reduce pest pressure. The model is a core to replicate the high-tech application region, creating quality rice for export requirements.

Besides, the model also encountered some difficulties in implementation. Therefore, it is necessary to strengthen propaganda; organizing practical tours and technical training for farmers; have mechanisms and policies to encourage and support farmers and enterprises to invest in agriculture and forestry. Simultaneously, building a large-scale field system to step by step establish the agricultural production regions and follow VietGAP process, contributing to improving the productivity and quality of agricultural products./.

On April 11, the Provincial People's Committee held a conference to evaluate the PCI, the investment environment improvement, enterprise support and development in 2017; At the same time, evaluate the Provincial Governance and Public Administration Performance Index 2017 (PAPI 2017) of the province.

According to the conference report, PCI 2017 of Long An province ranked the fourth in the ranking, belonged to Good group with 66.70 scores; increased 11 levels and increased 6.05 scores compared to 2016; All 10 component indexes increased without no component index decreased. Of which, Long An has 05 component indexes that were improved very well, with high scores, 02 indexes with scores higher than 3 provinces in Top 3 (Quang Ninh, Da Nang, Dong Thap), including: the dynamism of the provincial government, legal institution, market entry, access to land, unofficial fees. However, Long An has five component indexes with the scores increased than 2016 but still much lower than those of 3 provinces in Top 3, such as: enterprise support services, time costs to implement the State regulations, government transparency, access to information, labor training, fair competition.

As for PAPI results in 2017, Long An province achieved 38.30 / 60 scores, ranking the 11th among 63 provinces / cities and ranking in the 1st group – the group with the highest scores nationwide (this group consists of 16 provinces/cities). Increased 11 levels compared to 2016.

In 2007, Tan An town was recognized as a grade-III urban by the Ministry of Construction; and in 2009, it was recognized as a city under the province. Over 12 years of development, Tan An city has achieved many results on socio-economic development. Urban infrastructure has been invested to build synchronously according to planning, urban services have been increasingly improved, urban management has been more and more in order. As a result, Tan An city was recognized as a grade-II urban by the Prime Minister on September 5, 2019.

In recent years, the economic structure has shifted towards trade - service, industry and agriculture. The annual average growth rate of production value has been quite high, over 11.5 percent per year. The total annual state budget revenue of the city exceeds the plan, the average growth rate of the years reaches over 20 percent. The city is always at the top of the budget revenue of 15 districts, towns and cities in the province.

At the event

Investment attraction has achieved quite good results. The city has had over 8,500 businesses and business households with a total capital of over 1,000 billion VND, including 30 foreign-invested businesses. Loi Binh Nhon industrial cluster has covered an area of 88.5 hectares with a 100 percent occupancy rate, contributing to creating jobs for more than 10,000 employees.

Major projects of the city have been invested. The urban renovation has been focused, the city has been increasingly renovated, spacious and clean. The material and spiritual life of the people has been significantly improved, the standard of living and awareness of the people have been raised. The poor and near-poor households have decreased year by year. To date, the city's poverty rate is only 0.9 percent.

On May 17, Long An Provincial Department of Agriculture and Rural Development (DARD) held a three-year preliminary review conference (November 2016 – April 2019) to implement the project "Building 20,000-hectare rice production areas applied high-tech in Long An province by 2020 ".

According to the report of Long An Agriculture Service Center, up to now, the whole province has built 62 models with 13,364 hectares of high-tech application rice. In which, 100 percent of the area uses high quality seed, meets the certified standard with the quantity of 80-100 kilogram per hectare; 500 hectares use rice-implant machine; 90 percent of the area is collected straw after harvest; uses micro-organic fertilizer to reduce chemical fertilizers, uses green mushroom products to manage brown planthoppers and Sumitri products to treat rice straw to avoid organic poison.

As a result, most of the areas implementing the high-tech rice production model have higher productivity than traditional rice production areas from 300-500 kilogram per hectare and get higher profit from 4 to 6 million VND per hectare. Especially, the models of transplanting rice associated with the consumption of seed rice have a higher profit from 6 to 8 million VND per hectare than those out of the models.

In order to produce high-tech application rice effectively, at the conference, representatives of 6 districts and town were chosen as the places to implement the project (including districts of Tan Hung, Vinh Hung, Moc Hoa, Tan Thanh and Thanh Hoa and Kien Tuong town) presented the advantages and difficulties in implementing models and manage high-tech application rice production in localies; discuss, give ideas and develop plans to overcome difficulties and ensure the progress of project completion.

In 2019, DARD continues to implement 4 more models with an area of 500 hectares of high-tech application rice at Agricultural Cooperative of Say Giang Hamlet (in Vinh Hung district), Cooperative Group of Hamlet 4, in Binh Hoa Dong commune (Moc Hoa district) and Doan Van Tha Cooperative Team (in Thanh Hoa district). We strive to the end of 2019 and early 2020 that we will complete 20,000 hectares of producing high-tech application rice./.

In the first 6 months of 2019, the province's economy maintained its development. However, site clearance, application of high technology in agriculture and investment attraction still faced many difficulties. At the meeting in July, Chairman of Long An Provincial People's Committee - Tran Van Can asked heads of departments, branches and localities to focus on directing and managing to achieve the economic growth target of the year (9.6 percent).

Province's economy maintained its development

At the meeting, according to Deputy Director of Department of Planning and Investment - Vo Ngoc Dinh, most of the socio-economic targets were achieved and exceeded the plan. Gross Regional Domestic Product (GRDP) in the first 6 months of 2019 reached VND 39,679 billion (according to the comparative price of 2010), the growth rate was 9.89 percent. In which, sector I (agriculture, forestry and fishery) increased by 2.17 percent; sector II (industry and construction) increased by 14.65 percent; and sector III (trade and services) increased by 7.5 percent.

In the first 6 months of 2019, industrial production grew steadily, contributing to the province's economic growth

Agriculture was one of the sectors that achieved the most positive results. Although the growth rate was lower than the same period in 2018, it was higher than the annual plan of the first 6 months of 2019. Plants continued to be changed to more efficient ones.

Aquaculture continued to grow. The province had 2,755 hectares of brackish shrimp, reaching 41.7 percent of the plan, up 9.7 percent over the same period; of which 2,589 hectares was harvested, average productivity was 2.2 tons per hectare, the output was 5,773 tons, reaching 50.2 percent of the plan, increasing by 34.5 percent over the same period.

In the first 6 months of 2019, the whole province had 9 more communes that were recognized to meet the new rural standards. Therefore, the total number of new rural communes was 77, accounting for 46.3 percent of the total number of communes in the province.

Industry and construction sector maintained stable development. The output of most industrial products increased. Industrial production index increased by 15.12 percent over the same period. Industrial production value (2010 comparative price) reached VND 114,181.1 billion, reaching 46.4 percent of the plan, increasing by 15.2 percent (increasing by 16.4 percent in the same period). The number of industrial product groups had a high growth rate.

The province always creates favorable conditions for businesses to invest. In the first 6 months, newly established enterprises increased over the same period; domestic investment projects increased in quantity and registered capital. The province granted investment certificates for 115 domestic investment projects with a registered capital of VND 10,949 billion, an increase of 49 projects (an increase of VND 4,949 billion in capital) over the same period.

Attracting foreign investment also achieved positive results. There were 58 newly granted projects with a total registered capital of USD 208.6 million. There were 978 registered projects in the whole province with a registered capital of USD 6,148 million. In which, 576 projects came into operation (accounting for 58.9 percent of total registered projects) with a total capital of about USD 3,614 million (an increase of 58.8 percent of the total registered capital).

Thanks to the province's efforts in attracting investment and the support of central leaders, concerned ministries and branches, some major investors are carrying out investment procedures in Long An province such as Becamex IDC Group - VSIP, VinGroup, Ecoland Group, BRG Group JSC, Hoan Cau Vietnam Co., Ltd., and so on.

The province always cooperates and supports investors for long-term and sustainable development. Besides, the provincial People's Committee has documents to recognize and implement necessary procedures to receive some other major investment projects.

Attracting investment in industrial zones and clusters continued to have positive results. The Department of Planning and Investment, the Management Board of the Economic Zone and the Department of Industry and Trade focused on supporting investors to speed up the progress of site clearance and complete legal procedures to have at least 6 industrial parks and clusters to be put into operation from now until the end of the year.

In the first 6 months, the total state budget revenue in the province was VND 9,430 billion, reaching 68.9 percent of the Central budget estimate, reaching 68.6 percent of the estimate assigned by the provincial People's Council, increasing by 28.7 percent over the same period.

There are difficulties and limitations

Site clearance is considered as a key and breakthrough activity in 2019 but results are not meet the requirements. Some basic construction works and projects in industrial zones and clusters in Can Duoc, Can Giuoc and Duc Hoa districts, Tan An city, etc. have still faced difficulties.

In the first 6 months, the implementation of procedures for planning major investment projects was slow. Tan An city ring road and the road connecting Ho Chi Minh City - Long An - Tien Giang provinces were behind schedule. In the first 6 months of 2019, People’s Committee of Long An Province decided to establish and set policies of infrastructure investment in 5 industrial clusters (ICs): Tan Phu, Duc Thuan 2, My Quy Tay, Le Tran and Loi Binh Nhon 2. Total area of 5 newly approved ICs is 196.3 hectares, with an investment capital of VND 2,382 billion.

To date, Long An has 57 ICs with an area of about 2,839 hectares and they have been approved by the provincial People's Committee on infrastructure investment policy with a total registered investment capital of about VND 22,691 billion.

According to the scheme of adjusting development planning of ICs in the province, by 2020, the whole province will have 62 ICs with a total area of 3,106.5 hectares.

Currently, Long An has 22 ICs in operation with a total area of 1,095.5 hectares, attracting 544 projects with a total investment of VND 15,635 billion. In which, there are 60 foreign direct investment (FDI) projects with total investment capital of USD 209.6 million, land area for rent is 586.65 hectares. The occupancy rate of ICs in operation is 86.55 percent.

It is known that from now to the end of 2019, Long An is striving to establish 3 new ICs coming into operation. To achieve this goal, the provincial People's, Committee has directed relevant sectors to continue to support infrastructure investors in many aspects, including land acquisition as well as legal procedures for the investors to complete infrastructure soon and attract secondary investors./.

Huynh Thi Kim Hoang's Yopoo foam-free shampoo is made from 100 percent natural herbs

1. Over the past few days, Ms. Huynh Thi Kim Hoang (Long Trach commune, Can Duoc district) has been working hard to complete the Project on building cosmetics brand "Hafabo - Rejuvenating from nature" with Yopoo non-foam shampoo – 100 percent natural herbal to compete with 29 excellent contestants across the whole country in Ho Chi Minh City.

According to Ms. Kim Hoang, compared to the projects entered the final ranking round such as Fish Skin Snacks, Dried terrestrial crabs, Organic Straw Fertilizer Production in Agriculture, Coconut Lipstick with environmentally friendly wooden shells, etc. project "Hafabo - Rejuvenate from nature" brings a certain changes to the market; The product is rarely exploited and served by businesses, this is considered one of the important criteria of the start-up process.

"Medicines are brought back home to dry and then put in a pressure cooker, combined with water and adjusted to extract essential oil. Ms. Kim Hoang expressed: "Currently, my products have a certain position in the market. However, I need to learn more, especially to form a value chain in the startup ecosystem to gain a long-term competitive advantage".

As a disabled swimmer, she has to constantly be in contact with water containing chemicals that treat the pool, so her scalp is allergic, it generates dandruff and makes itchy uncomfortable. She used some shampoos sold in the market to treat hair breakage, her hair lost more and more. Therefore, she studied, researched and manufactured natural shampoos, firstly for use, then sold to customers in need, especially pregnant and child-feeding women.

2. After 3 months of implementation, the competition for start-up creative projects in rural areas in 2019 has received 225 participating projects from 48 provinces and cities across the country. These are ideas and projects of youth union members and volunteers in many fields such as cultivation, husbandry, aquaculture, forestry, agricultural equipment, agricultural services, storage and processing technology, etc.

According to the Head of Rural Youth Committee of Central Youth Union - Nguyen Thi Thu Van, this year's competition has many new and quite unique products. More than 80 percent of the products of the projects participating in this competition have been deployed, commercialized and marketed. The agricultural sector is concerned with the number of ideas, the start-up project of youth union members and volunteers is increasing.

"Right after launching the competition, the Organizing Committee organized 15 training courses to guide youth to write a start-up project in the Red River Delta, Central Highlands and Western and Southeast provinces and cities. Entering the semi-finals, the Organizing Committee continues to train and help the contestants complete the production and business plan as well as guide the skills for presenting and protecting projects for 105 out of 225 contestants" - Head of Rural Youth Committee of Central Youth Union - Nguyen Thi Thu Van shared more information.

Vice Chairman of Vietnam Youth Union of Long An province - Pham Van Hau affirmed: "The competition aims to connect participating projects, create links, form value chains, and support development together. Thereby, it contributes to creating opportunities for businesses to approach and timely grasps good ideas, creativity and potential business models, from which they can invest, expand production and diversify career".

"The competition is an opportunity and good conditions for contestants to experience, draw many valuable lessons and experiences for themselves; at the same time, it helps rural youth learn and cultivate basic knowledge about start-up a business, develops production and business plans; invests and expands production; creates linkages and formulates value chains "- Ms. Kim Hoang shared.

From 30 typical projects entering the national final round, the Organizing Committee will award 1 first prize, 2-second prizes, 3-third prizes and 4 consolation prizes. The awards include certificates of merit of the Central Youth Union, cash (from 10-50 million VND) and the scholarship "Accelerate start-up, meet the investment fund standard" worth 500-1,000 USD.

Besides, the winning projects in the competition will be supported with capital from the National Fund for jobs with maximum support from 200 million VND to 1 billion VND. In addition, the Organizing Committee also selected a potential project to display products at the International Agricultural Fair in Thailand.

The creative start-up competition for rural Youth 2019 to effectively implement the program "Youth starting-up a bussiess for the period of 2016-2021", successfully implementing the Resolution of the Youth Union congress at all levels for the term of 2017-2022, demonstrating the role of the Youth Union in accompanying with starting up and establishing a business. In particular, Vinh Hung district has about 20 tons of waste every day, Tan Hung district has about 20 tons of waste, Kien Tuong town has about 25 tons of waste, Moc Hoa district has about 3-5 tons of waste.

However, the treatment of household waste still has certain limitations such as lack of professional waste disposal facilities, incinerators, professional staff, and so on.

The local authorities suggest that the functional agencies should support the renovation and upgrading of old garbage places; urge construction units to quickly complete the renovation and upgrade of waste treatment plants; strengthening more incinerators; and supporting funds for planting trees.

After the practical examination, Director of DNRE - Vo Minh Thanh acknowledged the comments from localities. He stressed that it would inspect and urge construction units to quickly complete the renovation and upgrade of waste treatment plants in the districts.

In addition, the DNRE directs to improve and arrange more incinerators in localities to ensure the handling of all waste and limit environmental pollution. At the same time, it is recommended that localities should coordinate for the state management in the field of natural resources and the environment, especially in waste management in localities effectively.

In addition, the DNRE suggested localities should promote propaganda and raise people's awareness about environmental issues; participate in mobilizing people to actively classify and treat household waste to reduce the load for concentrated garbage places as well as minimize environmental pollution./.

In the first 6 months of the year, Long An Public Administration Service Center received 44,855 documents of 19 departments and branches, including 2,381 documents solved behind schedule and 42,474 new documents.

To be more specific, 8,195 records were received and returned by public postal service (accounting for 18.27 percent); 779 records were received on the online public service portal (accounting for 1.74 percent); 1,111 documents were received directly on the software of the Ministry of Planning and Investment; and 5,629 applications were received on the software of the Ministry of Transport.

In 41,111 solved documents, there were 16,110 documents solved before schedule (accounting for 39.19 percent), 24.885 documents solved on schedule (accounting for 60.53 percent), and 116 documents solved behind schedule (accounting for 0.28 percent). The total fee collected from 19 departments and branches was over VND 8.48 billion.

The center received 1,645 reviews of staff receiving and returning results. In which, satisfied votes were 1,614 (accounting for 98.12 percent), average votes were 16 (accounting for 0.97 percent) and dissatisfied votes were 15 (accounting for 0.91 percent).

Besides, in the first 6 months of the year, the website portal implemented 1,876 news and translated 102 news into English.

In the last 6 months of the year, the center will continue to complete activities after consolidation; coordinate with departments and branches that have administrative procedures to be implemented at the center; increase the rate of documents solved before and on schedule as well as minimize the rate of documents solved behind schedule; and organize training courses to improve communication skills with customers for staff at the center and district-level Public Administrative service centers, etc.

At the conference, the center also approved the drafts of Working Regulations and Internal Expenditures Regulations./.

Currently, the Department of Agriculture and Rural Development has developed a set of strategic rice variety with the provincial brand. The department is taking procedures to apply for seed recognition including a set of rice variety growing in environments of high salinity MLA1and 2 high-quality LA2 and LA5 rice varieties.

Besides, in each crop, the province coordinated with institutes and schools to carry out testing of rice varieties to select varieties suitable for growing conditions in Long An such as OM22, sticky rice OM406, Hatri 10, Hatri 11.

The development and testing of new rice varieties to limit damage, bring the highest economic efficiency to farmers under conditions of climate change, weather, drought, saline intrusion, and so on which frequently occurs in the province.

Deputy Director of Department of Agriculture and Rural Development - Nguyen Chi Thien also said that the provincial Agricultural sector recommended structuring the suitable seed for growing areas affected by saline to adapt to the above conditions over the past time such as OM5451, OM6976, OM1352, OM576, OM6162, etc. and the set of fragrant specialty rice varieties for areas less affected by salinity such as Nang Hoa 9, RVT, ST24, and so on./.​

According to Long An Department of Industry and Trade of Long An, the situation of industrial production in the first 9 months of 2019 maintained a continuous and stable production pace. Industrial production index in September was estimated to increase by 0.03% compared to August and increase by 15.51% over the same period in 2018.

​In accumulated 9 months of 2019, industrial production index increased by 15.24% compared to the same period in 2018 (increased by 16.03%), in which, processing and manufacturing industry increased by 15.16%, electricity production and distribution increased by 18.53%, water supply, waste and wastewater management and treatment industry increased by 13.69%.

As of 10th May 2017, Long An is the home of 1,213  newly established businesses with total registered capital of VND 13,738 billion (including 170 businesses in the industrial park, holding the registered capital of VND 3,494 billion), increase in 14% of number of enterprises and 4% of registered capital compared to the same period of last year.

Up to now, there are 9,300 on-going businesses with total registered capital of VND 220,486 billion.

From the beginning of the year to the end of October, the province has been recorded with 162 domestic projects to be issued with Investment Certificate, having total capital of VND 17,340 billion; 21 projects with increased capital of VND 3,491 billion; total new and additional investment capital of VND 20,831 billion. Up to now, total domestic investment projects registered for Investment Certificate with total registered capital of VND 165,062 have been launched in the Province. 

From the beginning of the year to the end of October, 75 FDI projects with total registered capital of US$ 116 million are available at the Province. Moreover, there are 62 projects involving in capital increase worth US$ 151 million; total new and additional capital is US$ 268 million. The Province is recorded with 867 registered FDI projects in the Province with total capital of US$ 5,480 million, 537 projects have been launched, accounting for 62% of total registered capital. Total realized capital is approximately US$ 3,341 million, fulfilling 61% against total registered capital.

Regarding industrial complex, up to now, there are 17 on-going industrial complexes, covering an area of 877.5 hectares, appealing 512 projects, subletting 555.9 hectares against total area of 658.9 hectares of agricultural land, coverage rate is 84.3%; 19 industrial complexes are not put into operation./.

a. Tax exemption for 2 years, reduction of 50% of tax for the next 4 years for incomes from performing new investment projects when invest in all industrial park in Long An.

b. Tax exemption for 4 years, reduction of 50% of tax for the next 9 years for the project specified in Decree No. 118/2015/ND-CP date 12/11/2015.

c. Other incentives:

- Goods imported to create fixed assets of investment projects in domains entitled to import duty preferences or in geographical areas entitled to import duty incentives.

- Exemption from import duties for goods imported in Decree No. 87/2010/ND-CP dated August 13, 2010 of the Government detailing a number of articles of the Law on Import Duty and Export Duty. .

II. Incentives for invest in the economic zone of Long An province

(Pursuant to Decision 72/2013/QD-TTg date 26/11/2013 and Circular 109/2014/TT-BTC dated 15/08/2014 of the Ministry of Finance))

a. Corporate income tax incentives

- Tax rate of 10% within 15 years

- Exemption 4 years, 50% tax rate in the next 09 years.

b. Personal income tax incentives

Vietnamese and foreigners directly working or involved in production and business activities in border-gate economic zones, having incomes from their jobs and production and business activities in border-gate economic zones and being liable to personal income tax under the Personal Income Tax Law are eligible for 50% reduction of payable tax amounts.

c. Value-added tax incentives

Commodities and services ineligible for the value-added tax rate of 0% prescribed in Decision 72/2013/QD-TTg date 26/11/2013 and Circular 109/2014/TT-BTC dated 15/08/2014 of the Ministry of Finance.

d. Export duty and import duty incentives

Commodities exported, imported in border-gate economic zones are exempt by Decision 72/2013/QD-TTg date 26/11/2013 and Circular 109/2014/TT-BTC dated 15/08/2014 of the Ministry of Finance.

e. Land rent and water surface rent incentives

Investment projects in border-gate economic zones are exempt from land rent and water surface rent under the Government's Decree No. 142/2005/ND-CP of November 14, 2005, on the collection of land rents and water surface rents, and Decree No. 121/2010/ND-CP of December 30, 2010, amending and supplementing a number of articles of Decree No. 142/2005/ND-CP of November 14, 2005.

f. Land use levy incentives

Investors who wish to use land in border-gate economic zones as production and business grounds and choose the form of land allocation with land use levy payment, will be allocated land by the State and pay land use levy; enjoy land use levy exemption and/or reduction under the Government's Decree No. 198/2004/ND-CP of December 3, 2004, and Decree No. 44/2008/ND-CP of April 9, 2008, on the collection of land use levy and Decree No. 120/2010/ND-CP of December 30, 2010, amending and supplementing a number of articles of Decree No. 198/2004/ND-CP of December 3, 2004..
