According to Vice Chairman of Long An Provincial People's Committee - Pham Tan Hoa, Long An provincial leaders have focused on implementing the objectives and tasks of administrative reform to improve the efficiency of the State administrative apparatus and attract investment for socio-economic development recently.
In 2018, Long An Provincial Competitiveness Index (PCI) was ranked 3/63 provinces and cities, Public Administrative Reform (PAR) Index was ranked 7/63 provinces and cities in the whole country. However, Public Administration Performance Index (PAPI) was ranked 35/63 provinces and cities, falling compared to 2017.

The administrative reform of the province has always been strengthened and improved to serve people and businesses. At the same time, the authorities have focused on inspections in order to timely correct shortcomings in administrative reform and inform residents and businesses of participating in monitoring administrative reform.
In addition, Long An regularly reviews, appreciates administrative procedures in a simplified manner in all fields as well as creates favorable conditions for people and organizations, especially land, investment and construction sectors.
Long An provincial leaders informed Quang Nam provincial leaders about the financial mechanism and organizational structure of the Provincial Public Administration Center and the local Public Administration Centers; coordination mechanism to receive, settle and return administrative results between centers and provincial departments, branches; application of information technology to implement the one-stop shop, inter-agency one-stop shop mechanisms; etc.

Long An Department of Planning and Investment informed that basic construction investment in the province has been implemented as planned from the beginning of the year until now. Accordingly, "The program for mobilizing all resources to build transport infrastructure to serve the industrial development in the key economic region" and 3 key projects under the Resolution of the 10th provincial Party Congress (term 2015-2020) continue to be focused, urgently implemented and disbursed its capital as planned from the beginning of the year.
Accordingly, the total basic construction capital as planned in 2019 in the province is 4,246 billion VND. In which, the basic construction capital managed by the province is over VND 2,951 billion and the basic construction capital allocated and managed by the districts is nearly VND 1,295 billion.
For the basic construction capital managed by the province is over VND 2,951 billion, the value of the volume implemented about VND 1,325 billion in the first 5 months of 2019, reaching 44.9 percent of the plan, equaling 118 percent in value and equal to 91.2 percent of the rate over the same period. The disbursement value for 5 months is about VND 1,275 billion, reaching 43.2 percent of the plan, 116 percent in value and 89.5 percent of the rate in comparison with the same period.
The provincial basic construction capital allocated and managed by districts is VND 1,294 billion, by the end of May 2019, the value of volume for implementation and disbursement is about VND 361 billion, reaching 27.9 percent of the plan.
According to the assessment, although the provincial leaders directed as well as the investors urged and disbursed the capital from the beginning of the year, the volume of implementation and disbursement of some projects is slow compared to the plan. The reason is that the National Target Program is allocated in the middle of March 2019, so investors have not implemented and disbursed yet. In addition, new construction projects in 2019 started to apply online bidding, so investors were embarrassed in the early months of the year. However, most of the works have completed the bidding work until now and prepared to start construction in June 2019.

However, the treatment of household waste still has certain limitations such as lack of professional waste disposal facilities, incinerators, professional staff, and so on.
The local authorities suggest that the functional agencies should support the renovation and upgrading of old garbage places; urge construction units to quickly complete the renovation and upgrade of waste treatment plants; strengthening more incinerators; and supporting funds for planting trees.
After the practical examination, Director of DNRE - Vo Minh Thanh acknowledged the comments from localities. He stressed that it would inspect and urge construction units to quickly complete the renovation and upgrade of waste treatment plants in the districts.
In addition, the DNRE directs to improve and arrange more incinerators in localities to ensure the handling of all waste and limit environmental pollution. At the same time, it is recommended that localities should coordinate for the state management in the field of natural resources and the environment, especially in waste management in localities effectively.
In addition, the DNRE suggested localities should promote propaganda and raise people's awareness about environmental issues; participate in mobilizing people to actively classify and treat household waste to reduce the load for concentrated garbage places as well as minimize environmental pollution./.

Long An now has 28 industrial parks with an area of 10,216 hectares, including 16 operating industrial parks with an area of 3,860 hectares, covering over 84%. In 2019, Long An province strives to bring 4 industrial parks into operation with an area of about 1,000 hectares.
The whole province has 62 industrial clusters planned with an area of 3,106 hectares, 22 operating industrial clusters with an area of 1,095 hectares, covering over 86%. Currently, there are about 40 industrial clusters with an area of 2,011 hectares in the process of clearance and infrastructure investment. In April, the province attracted 22 DDI projects with a total registered capital of VND 1,480 billion; accumulating from the beginning of 2019 to now, there were 95 new projects with registered capital of VND 8,819 billion, up 41 projects and VND 7,235 billion in capital over the same period of 2018. So far, the province has 1,773 projects with registered capital of VND 212,809 billion.
In the field of foreign investment, the province granted 12 new projects with investment capital of USD 22.7 million in April; accumulating from the beginning of 2019 to now, there were 39 new FDI projects, up 16 projects and USD 21 million in capital over the same period of 2018. So far, the province has 971 projects with registered capital of USD 6,105 million; including 576 projects put into operation, accounting for 59.3% of the total projects and total investment of USD 3,614 million, accounting for 59.1% of the total registered capital.
To attract investment effectively, the province continues to review and adjust land use planning; inspects the environment, regularly checks the investment progress of projects and handles many cases of violation. Accordingly, in the first 4 months of 2019, 9 FDI projects were terminated with a total registered investment capital of USD 24 million, an area of 5.5 hectares and 9 domestic projects with an area of 4.78 hectares and a capital of VND 282 billion./.

From 2016 until now, the production applied high technology on rice at Vinh Thuan Cooperative in Vinh Thuan commune, Vinh Hung district, Long An province has initially brought positive effectiveness.
Farmers visit high-tech application model to level the field by laser beam
Vinh Thuan Cooperative implemented a pilot model with a scale of 50 hectares including 6 participating households. These households are supported seeds with high quality, suitable to local consumption requirements, fertilizing according to rice growth and using organic fertilizer and improving soil to reduce chemical fertilizer.
According to an official of Vinh Hung district Farmer Association - Le Quoc Bon, this model helps to increase income for farmers. Although productivity is lower than that of mass-produced rice outside, the committed price is higher due to the quality assurance products and the requirements of enterprises.
The application of high-tech model brings many positive results. Technically, households use varieties of certified rice, sparse sowing (from 100-120 kilogram per hectare); apply method of Integrated Pests Management (IPM); use green mushroom preparations to control brown planthoppers; fertilize according to rice growth; treat disease according to 4-right principle. 100 percent of farmers respond to the record of the field diary. On the dans of rice fields, flowers are planted to attract natural enemies and create a beautiful look for the fields.
Economically, the application of technical measures "1 must, 5 reduce", the application of synchronous mechanics in producing and linking enterprises to consume output products contributes to reduce average production costs to 1 - 1.5 million VND per hectare; profit increased by 5 - 6.5 million VND per hectare.
Additionally, uniform movement of the seed helps reduce pest pressure. The model is a core to replicate the high-tech application region, creating quality rice for export requirements.
Besides, the model also encountered some difficulties in implementation. According to the report of Long An Agriculture Service Center, up to now, the whole province has built 62 models with 13,364 hectares of high-tech application rice. In which, 100 percent of the area uses high quality seed, meets the certified standard with the quantity of 80-100 kilogram per hectare; 500 hectares use rice-implant machine; 90 percent of the area is collected straw after harvest; uses micro-organic fertilizer to reduce chemical fertilizers, uses green mushroom products to manage brown planthoppers and Sumitri products to treat rice straw to avoid organic poison.
As a result, most of the areas implementing the high-tech rice production model have higher productivity than traditional rice production areas from 300-500 kilogram per hectare and get higher profit from 4 to 6 million VND per hectare. Especially, the models of transplanting rice associated with the consumption of seed rice have a higher profit from 6 to 8 million VND per hectare than those out of the models.

In the first 6 months of 2019, the province's economy maintained its development. However, site clearance, application of high technology in agriculture and investment attraction still faced many difficulties. At the meeting in July, Chairman of Long An Provincial People's Committee - Tran Van Can asked heads of departments, branches and localities to focus on directing and managing to achieve the economic growth target of the year (9.6 percent).
Province's economy maintained its development
At the meeting, according to Deputy Director of Department of Planning and Investment - Vo Ngoc Dinh, most of the socio-economic targets were achieved and exceeded the plan. Gross Regional Domestic Product (GRDP) in the first 6 months of 2019 reached VND 39,679 billion (according to the comparative price of 2010), the growth rate was 9.89 percent. In which, sector I (agriculture, forestry and fishery) increased by 2.17 percent; sector II (industry and construction) increased by 14.65 percent; and sector III (trade and services) increased by 7.5 percent.

Agriculture was one of the sectors that achieved the most positive results. Although the growth rate was lower than the same period in 2018, it was higher than the annual plan of the first 6 months of 2019. Plants continued to be changed to more efficient ones.
Aquaculture continued to grow. The province had 2,755 hectares of brackish shrimp, reaching 41.7 percent of the plan, up 9.7 percent over the same period; of which 2,589 hectares was harvested, average productivity was 2.2 tons per hectare, the output was 5,773 tons, reaching 50.2 percent of the plan, increasing by 34.5 percent over the same period.
In the first 6 months of 2019, the whole province had 9 more communes that were recognized to meet the new rural standards. Therefore, the total number of new rural communes was 77, accounting for 46.3 percent of the total number of communes in the province.
Industry and construction sector maintained stable development. The output of most industrial products increased. Industrial production index increased by 15.12 percent over the same period. Industrial production value (2010 comparative price) reached VND 114,181.1 billion, reaching 46.4 percent of the plan, increasing by 15.2 percent (increasing by 16.4 percent in the same period). The number of industrial product groups had a high growth rate.
The province always creates favorable conditions for businesses to invest. In the first 6 months, newly established enterprises increased over the same period; domestic investment projects increased in quantity and registered capital. The province granted investment certificates for 115 domestic investment projects with a registered capital of VND 10,949 billion, an increase of 49 projects (an increase of VND 4,949 billion in capital) over the same period.
Attracting foreign investment also achieved positive results. There were 58 newly granted projects with a total registered capital of USD 208.6 million. There were 978 registered projects in the whole province with a registered capital of USD 6,148 million. In which, 576 projects came into operation (accounting for 58.9 percent of total registered projects) with a total capital of about USD 3,614 million (an increase of 58.8 percent of the total registered capital).
Thanks to the province's efforts in attracting investment and the support of central leaders, concerned ministries and branches, some major investors are carrying out investment procedures in Long An province such as Becamex IDC Group - VSIP, VinGroup, Ecoland Group, BRG Group JSC, Hoan Cau Vietnam Co., Ltd., and so on.
The province always cooperates and supports investors for long-term and sustainable development. Besides, the provincial People's Committee has documents to recognize and implement necessary procedures to receive some other major investment projects.
Attracting investment in industrial zones and clusters continued to have positive results. The Department of Planning and Investment, the Management Board of the Economic Zone and the Department of Industry and Trade focused on supporting investors to speed up the progress of site clearance and complete legal procedures to have at least 6 industrial parks and clusters to be put into operation from now until the end of the year.

There are difficulties and limitations
Site clearance is considered as a key and breakthrough activity in 2019 but results are not meet the requirements. Some basic construction works and projects in industrial zones and clusters in Can Duoc, Can Giuoc and Duc Hoa districts, Tan An city, etc. have still faced difficulties.
In the first 6 months, the implementation of procedures for planning major investment projects was slow. Tan An city ring road and the road connecting Ho Chi Minh City - Long An - Tien Giang provinces were behind schedule. In addition, the management of land, urban order and environmental pollution control were not really good, especially in urban, residential areas, industrial zones and clusters of key economic areas of the province, said the Chairman Provincial People's Committee - Tran Van Can.
At this time, African swine fever negatively affected the livestock sector. Director of Department of Agriculture and Rural Development - Nguyen Thanh Truyen asked local authorities to actively prepare equipment to prevent the spread of epidemic. To date, Long An has 57 ICs with an area of about 2,839 hectares and they have been approved by the provincial People's Committee on infrastructure investment policy with a total registered investment capital of about VND 22,691 billion.
According to the scheme of adjusting development planning of ICs in the province, by 2020, the whole province will have 62 ICs with a total area of 3,106.5 hectares.
Currently, Long An has 22 ICs in operation with a total area of 1,095.5 hectares, attracting 544 projects with a total investment of VND 15,635 billion. In which, there are 60 foreign direct investment (FDI) projects with total investment capital of USD 209.6 million, land area for rent is 586.65 hectares. The occupancy rate of ICs in operation is 86.55 percent.
It is known that from now to the end of 2019, Long An is striving to establish 3 new ICs coming into operation. To achieve this goal, the provincial People's, Committee has directed relevant sectors to continue to support infrastructure investors in many aspects, including land acquisition as well as legal procedures for the investors to complete infrastructure soon and attract secondary investors./.
