At the meeting, Director of Department of Industry and Trade of Long An Province – Mr. Le Minh Duc introduced generally about the socio-economic situations, key agricultural products, goods export activities of the province into China recently.
In 2016, the economic growth rate of the province reached 9.05%; the GRDP reached 57,265 billion VND; the export turnover reached 4.342 billion USD, the import turnover reached 3.234 billion USD.
The key agricultural products of Long An are very diversified including: rice, dragon fruits, seedless lemon, peanut, sesame, cashew, winged yam, pork, chicken, duck etc.

Especially, the whole province currently has 21 enterprises participated in rice export activity; 107 business households, cooperatives, enterprises involved in exporting dragon fruits; 8,367 ha of land for planting seedless lemons to export to the European countries, China and some Asian countries; 200 ha for planting banana to mainly export to Japan market; 3,000 ha for planting winged yam to export to some countries such as the United States, Japan, Laos, Cambodia etc.
The agricultural products of the province are exported to China mainly through Lang Son Border Gate and Lao Cai Border Gate through unofficial trade (Lao Cai-Ha Khau; Lang Son-Bang Tuong); only rice is exported through the official trade. The majority of the goods is exported with signing the contracts in advance, therefore, there are many difficulties in customs clearance and it takes many days to pass the border and accordingly impact the quality of fresh and raw products such as pork, fruits etc.
The Provincial Party Committee Secretary, Chairman of Provincial People's Council – Mr. Pham Van Ranh expressed the happiness that with the support from Cao Bang Province, Long An had the opportunity to welcome the Delegation from Baise City to visit, exchange and search for the cooperation opportunities in consume the key agricultural products of the province.
He emphasized that recently, following the slogan of "16 golden words", "4 good" between two parties and 2 countries, Long An Province has always created the best conditions for the enterprises inside and outside the province to expand the consumption markets for key agricultural products of the province to China with the export turnover increased from year to year. At the same time, he also promised that in coming time, Long An province would create the best conditions for the enterprises from China in general and from Baise city in particular to come to study and sign the cooperation contracts for production and trading activities with the local enterprises according to the regulations of the laws of Vietnam.

Here, the delegation visited the reality and farm representative shared about the modern and closed production process and method which applied biotechnology in agricultural production and experiences in building a distribution system, seeking to expand the market for farm products. By the beginning of this year, nearly 10,000 enterprises are operating their business in the province. The budget collection from domestic enterprises in 2017 was over VND 10trillion, an increase of 17 percent compared to 2016.
Aside from that, enterprises implemented online tax payments, saving time and expenditure. To date, 99 percent enterprises have been using online tax system for declarations and payments.
Long An' s online tax payments has reached 95 percent of its target.
Many policies and amending tax regulation were updated to enterprises at the dialogue. Experts introduced the advantages of online tax system. Besides, the department answered publicly tax-related questions from enterprises on the same day.

Industrial parks and clusters had attracted in infrastructure as well as secondary investors
The province now has 16 industrial parks occupying over 73.4 percent.
To date, the industrial zones have attracted 1,335 investment projects, being rented 2,044 hectares of land and 1,293,545m2 of factories; of these, there are 582 foreign investment projects with total capital of US$ 3,470.68 million.
The remaining projects are domestic enterprises, with a total capital of 71,437 billion VND.
17 industrial clusters are operating with the total area of 877.5 hectares, attracting 521 projects, renting 566 hectares among the total of 659 hectares of industrial land, reaching 85.89 percent province-wide.
In addition, Long An has 28 approved planned industrial zones with the total area of over 10,000 hectares and 36 industrial clusters, covering a total area of 1,954 hectares. Up to now, the province has nearly 5,000 hectares of clean land which can receive investment projects by 2020.
In order to fill up over 400 hectares in industrial parks and clusters, the provincial People's Committee will try to attract investors, carry out administrative reform and enhance the satisfaction of enterprises.

With high determination and great efforts, chairman of Chanh Viet Commerce and Investment Company Nguyen Van Hien and coworkers have turned the alum contaminated soil filled with mangrove trees and weeds into the largest lemon farm in the Mekong Delta.

Hien told that his main job is construction. Once he and some friends came to Ben Luc district and saw the fallow along Highway N2, they bought 30 hectares intending to build a small farm to take a rest at the weekend.
Afterwards, he decided to develop agriculture in the fallow but failed to find a suitable plant. After many times of visiting Southern Fruit Research Institute and Agriculture and Forestry University to get opinions from agricultural experts and learning experiences of farmers in the region, he decided to start with seedless lemon.
Organic farming method in association with export market has been chosen to increase product value.
In 2012, he and fellow-workers built a seedless lemon farming model according to new techniques in Thanh Loi commune, Ben Luc district. A slew of modern machines and lot of workers were mobilized to till the land, dig canals and build concrete road to facilitate production and traffic connectivity to surrounding areas.
The lemon farming area of Chanh Viet Company has reached 150 hectares and its products have been exported under the brand name of CHAVI.
When staring growing seedless lemon trees, Hien and co-workers abided by European technical standards. However that the volume of lemon meeting standards for export account for only 30-40 percent of output under that farming method. If selling the remaining volume in the domestic market, the value would be very low. That prompted Hien to study and take scientists assist to develop lemon products.
Lemon juice is the first product of his company, having been export to Japan. Other products such as beverage, lemon powder and lemon salt have been widely distributed locally and exported to Europe, Middle East and Southeast Asia nations, China and Taiwan (China).
The company has continued working with US Chapman University and Malaysian Universiti Putra to develop products from lemon.
According to Mr. Hien, it is necessary to have a strategy to build value chain from plants towards sustainable farming model to develop agriculture efficiently. Farmers or businesses must link up to scientists to create and improve value chain for agricultural products./.

The Consumer Price Index (CPI) in Long An province for February, 2018 increased 0.76 percent compared to previous month.
The CPI increase was due to the hike in consumption demand during Tet Lunar New Year.
Concretely, goods increased 1.07 percent; services went up 0.3 per cent. Compared to previous month, 8 out of 11 key groups of goods & services rose.
In particular, food catering services went up 1.69 percent; transportation up 0.8 percent; cultural entertainment and tourism increased 0.72 percent; garment & textile up 0.53 percent; beverage & cigarette rose 0.52 percent; other services went up 0.37 percent; education up 0.08 percent.
The group of medicine and health care services remained unchanged while the group of electricity and housing, construction material decreased 0.15 percent and telecommunication costs went down 0.09 percent. The CPI increase was due to the hike in consumption demand during Tet Lunar New Year.
The gas, oil prices were adjusted on February 21 but still being effected by the price hike on April 1 and 19 therefore its average prices in February increased 1.28 percent.
Besides, public transport services also went up 0.8 percent./.

Industrial development contributes to socio-economic development
Chairman of People's Committee in Long An Province Tran Van Can added that thanks to the unity amongst the Party, the government and locals, all districts of the province posted positive economic growth in 2017 and breakthroughs and changes have been made in all sectors by the end of the year.
He gave some examples of achievements in 2017. He pointed out that gross regional domestic product (GRDP) reached 9.53 percent exceeding the plan (of 9.2 percent).
Changes in the economic structure continued switching to industry, construction, commerce-service and agriculture-forestry-fishery orientation; of which the second sector (industry and construction posted high growth rate of 15.83 percent, a year-on-year rise of 14.2 percent, while the proportion of the third sector ( commerce and service) and first sector ( agriculture- forestry-fishery) surged by 6.96 and 1.19 percent respectively. Per capita gross domestic product (GDP) was VND61 million ($2,686).
Modern-oriented industrial sector has seen dynamic development, contributing to speed up the economic structure. The province's industry sector has maintained high growth rate with this year revenue of VND182,800 billion compared with 2010, up by 16.8 percent compared with last year.
Plus, processing industry always accounts for bulk proportion of 98 percent in the province's industry structure.
State agencies and enterprises often have had dialogue in a bid to increase information and guidance on mechanism and policies which firms are confused about.
Additionally, through these conversations, state agencies helped firms to resolve present problems with the hope to foster the relations between state agencies and private enterprises.
Noticeably, in 2017, investment promotion and facilitation enhanced through such talks between the provincial authority and Japan, South Korea, Taiwan (China)'s company's managers in major economic zones.
Moreover, the province organized program for start-up enterprises. Thanks to such dialogues, businessmen's trust in the province's policy and mechanism and progress has been improved.
Favorable investment environment is also an important factor to achieve goals and economic growth index especially, the province attracted more investors in the year. By the end of 2017, more than 9,500 newly enterprises were established in the province with total registered capital of VND224, 742 billion ($9.8 billion). Foreign direct investment (FDI) projects totaled 863 with capital of $5,496 million in 2017.
Modern-oriented industrial sector has seen dynamic development, contributing to speed up economic structure
In 2017, despite its low growth rate, agricultural sector focused on hi-technique development. Director of the provincial Department of Agriculture and Rural Development Le Van Hoang said at present, the province's major farming product is still rice with average yield of 2.75 million tons a year.
The province has set up large-scale rice fields for growing crops on the basis of alliance of the state, farmers, enterprises, and scientists; as a result, the proportion of high quality rice paddy reached over 40 percent.
Especially, over 10,000 hectares of rice paddy land were converted into dragon fruit and lemon plantation and breeding aquatic products effectively. Fresh vegetables and white-legged shrimp as per new technology were booming.
Moreover, last year, the province carried out trade promotion programs to find market for fresh vegetable. Thanks to successive trade promotions, cooperatives in the province signed contract with enterprises to sell a large of safe vegetables; they gradually adapted to market mechanism showing their creativeness and dynamics in its activities.
Director Dang Duy Dung from Phuoc Thinh Cooperative in Trung Commune in Can Giuoc said that in addition to growing safe vegetables in accordance with VietGap standard, the cooperative built a warehouse for processing food to provide for enterprises in Ho Chi Minh City, Long An province and other distributors.
The provincial Department of Agriculture and Rural Development and the Management Board for safety food in HCMC jointly signed contracts to grow and consume safe farming products under agricultural product supply chains between the city and the province in 2017-2020.
Long An Province wished to expand its market shares in HCMC, it has been striving to reach its goals by 2020 that most of its major safe produce in the supply chains will be sold in HCMC.
Besides linking up with HCMC, Long An province also took heed to cooperate with the Mekong Delta provinces of Tien Giang and Dong Thap to carry out the project "Uniting Dong Thap Muoi (Plain of Reeds) sub-region with a target to step up collaboration amongst three sides; of which it focused on jointly producing and selling agricultural products, coping with climate changes as well as promoting investment, setting up information system in the sub-region.
Aside from its target, the province planned to invest in traffic construction connecting the three provinces and with HCMC.

It focused on improving locals' life as per the government's plan of developing new rural.
Local Nguyen Thanh Toi in Hau Loc village said his family and people in his village benefited from the government's new rural plan as many roads were upgraded and built facilitating transportation of produce and trade. Accordingly, the family income in the village was improved much in the past time.
Not only Mr. Toi or any locals in My Loc commune but also others in different districts of the province were earned more money. By the end of 2017, 64 communes of the province achieved the government's plan of new countryside.
Moreover, along with the plan, the movement to call for all residents to build up cultural life style and poverty elimination program also harvested good fruits helping improve people's life as well. Movements to build cultural communes and civilized districts was launched according to the Resolution adopted by the province's tenth Party Congress.
So far, the province has 111 out of 192 communes, districts and towns achieving the title of cultural communes or civilized districts.

1. The 50th anniversary ceremony since Long An was conferred the title of "With loyalty and valiance, the whole people participate in fighting enemy " (on September 17, 1967- 2017)
The Central Committee for the National Liberation Front of South Vietnam decided to grant the flag with eight yellow letters of "With loyalty and valiance, the whole people participate in fighting enemy" to the Party, people and army of Long An province at the Second Congress of Heroes and Soldiers of South Vietnam on September 17, 1967.
This was one of the special landmarks of the revolutionary tradition of the people and armed forces of Long An province for national independence and freedom.

Of which, the regional economic development zone No. 2 grew at a high rate of 15.83 percent (14.2 percent compared to the same period), the regional economic development zone No. 3 increased 6.96 percent, only No. 1 reached at 1.19 percent (the first six months of the year was 2.02 percent) in the context of many difficulties and challenges.
Regarding to agricultural production, the transformation of the structure of plants and animals was promoted and achieved good results, step by step, the province formed many specialized cultivation areas with high efficiency.

3. The budget collection reached VND 12,135 billion
Deputy Standing Secretary of the Provincial Party Committee Mr. Do Huu Lam rewarded outstanding enterprises and individuals who successfully fulfilled their tax obligations in 2016.
In 2017, the province's state budget collection reached over VND 12 trillion, surpassing the resolution target.
The revenue brought Long An to officially join in the domestic collection club of VND 10 trillion for the first time. It is considered as a landmark of Long An province in general and the tax sector in particular, helping the provincial tax sector to strive to complete its state budget collection estimates in 2018.

The historical Revolutionary Monument covers an area of 98.25 hectares, in which the construction area was 20.20 hectares with its total investment capital of nearly VND183 billion and officially inaugurated on September 2, 2017.
5. The first batch of Vietnamese dragon fruit was exported to Australia
In September of 2017, Hoang Phat Company (Chau Thanh district) exported its first batch of dragon fruit to Australia (white-fleshed pitahaya) after many negotiations. This is a chance for Vietnamese dragon fruit to expand its consumption market, especially hard markets.
Up to now, the company has exported about 60 tons of Vietnamese dragon fruits to Australia and is expected to export 500 tons in 2018 to this market. Currently, the total area of dragon fruits in the province is about 9,100 hectares with a total output of 215,000 tons per year. And, 85 percent of dragon fruit was shipped to overseas markets as China, Japan, Thailand, United States of America, and Europe ..., and the remaining 15 percent consumed domestically in 2017.
6. Long An International Port exported the first batch of Vietnamese chicken to Japan
The Ministry of Agriculture and Rural Development made an announcement at the international port of Long An (Can Giuoc district) on September 9, 2017, to export the first batch of Vietnamese chicken (about 300 to 400 tons) to Japan.
This special event is considered as the landmark of Vietnamese agriculture sector.
7. Basically solving the problem of water supplication for people's production and daily life for people in lowlands
Clean water meets standards of the Ministry of Health from water supply projects for nearly 2,000 households in the lowland areas of the province.
In 2017, the province basically solved the problem of water supplication for people's production and daily life in lowland areas such as Can Duoc and Can Giuoc, solving urgent issues for local people's daily life. Although the initial use of the population is low but significant, it is hoped to provide 100 percent of clean water for people in the upcoming time.
Currently, there are nearly 10 clean water supply projects for the people in low areas, and some water projects have been supplying to households. The remaining projects are accelerating to be completed in 2018.
8. A photobook exhibition on diplomatic trips of State President Truong Tan Sang (2011-2016)
The exhibition including 250 photos printed in Gian Thanh Son's book named "Vietnam's position" highlighting the country's diplomatic trip of State President Truong Tan Sang for a five-year term, from 2011 to 2016, and 50 photos of former President Truong Tan Sang extended his sentiment to Long An homeland.
9. Wharf No.2 - Long An International Port started construction
Wharf No.2 of Long An International Port began the construction on September 9, 2017.
Wharf No.2 project which has a length of 210 meters, is planned to construct during ten months and expected to be completed in the third quarter of 2018.
The project would receive huge ships with capacity of over 50,000 tons.

Receiving funds from the program, Tan Tru district headquartered Hong Gia Vy Company, specializing in making rice and sticky rice flour to supply processing and packaging comapanies in HCMC, has invested incentrifugal water separator with the capcacity of 400 kilogram an hour, reducing production time and costs and ensuring food safety.
Artisan Vo Van Ut, who has done wood carving for the last 15 years, has purchased an automatic carving machine to meet market demand of traditional carved products and deal with labor scarcity, improveproductivity and product value.
Long An Industry Promotion and Industry Development Consulting Center has worked with Manh Phat business household which Mr. Ut is the owner to implement a VND250 million project to invest in wood carving machines. Of the funds, VND100 millon comes from the province's industry promotion source.
Mr. Pham Anh Dung, deputy chairman of Phuoc Loi commune People's Committee in the district, said that the financial assistance aims to help Mr. Ut maintain and develop the traditional career according to the province's plan on developing rural jobs by 2020.
In addition, the center has assisted Mat Troi Do Energy Company in Duc Hoa district to conduct a technology renewing project applied in solar panel production line with the total capital of VND2.3 billion, including VND200 million from national industry promotion fund.
Director general of the company Diep Bao said that the project equips the company with an automatic battery welding machine, which has increased the plant's capacity in Long An by 10 percent to 12 MW a year and reduced CO2 emission.
Total investment capital is quite large compared to the supported amount from the program. However that is a lever for businesses to speed up equipment investment and improve production capacity.
As per plan, the company will continue investing in one more machine this year and two others in the following year.
Mr. Nguyen Van Bon, director of the Industry Promotion and Industry Development Consulting Center, said that implementing the provincial Department of Industry and Trade's requirement, the center has built a plan to provide technical and equipment assistances to cooperatives and businesses with the total cost of VND1 billion from the province's industry promotion fund.
Aside from that, the Ministry of Industry and Trade has provided VND1.36 billion from national industry promotion fund for the purpose.
The center is now surveying and building a plan to further assist businesses in 2018./.

Up to now, there are 9,300 on-going businesses with total registered capital of VND 220,486 billion.
From the beginning of the year to the end of October, the province has been recorded with 162 domestic projects to be issued with Investment Certificate, having total capital of VND 17,340 billion; 21 projects with increased capital of VND 3,491 billion; total new and additional investment capital of VND 20,831 billion. Up to now, total domestic investment projects registered for Investment Certificate with total registered capital of VND 165,062 have been launched in the Province.
From the beginning of the year to the end of October, 75 FDI projects with total registered capital of US$ 116 million are available at the Province. Moreover, there are 62 projects involving in capital increase worth US$ 151 million; total new and additional capital is US$ 268 million. The Province is recorded with 867 registered FDI projects in the Province with total capital of US$ 5,480 million, 537 projects have been launched, accounting for 62% of total registered capital. Total realized capital is approximately US$ 3,341 million, fulfilling 61% against total registered capital.
Regarding industrial complex, up to now, there are 17 on-going industrial complexes, covering an area of 877.5 hectares, appealing 512 projects, subletting 555.9 hectares against total area of 658.9 hectares of agricultural land, coverage rate is 84.3%; 19 industrial complexes are not put into operation./.

When it comes to economic growth these days, people often point out that it must be sustainable or "green growth", environmental protection as a priority stem from affluence. Accordingly, all sectors and agencies join hands to protect environment especially in industrial parks and groups of industrial parks.
The province authorities have asked industrial park investors to build waste treatment system as per standards. Some secondary enterprises are allowed to build their own waste treatment plants under the park management boards' observation.
Dong Tam Company, investor of Thuan Dao industrial park in districts Ben Luc and Can Duoc, strictly follow regulations. The industrial park has three waste discharges into Chanh - Tri Yen canal with capacity of 700 cubic meter a day and two other waste treatment systems for Ching Luh and Huafu with the capacity of 3,700 and 6,000 cubic meters a day respectively.
Above-mentioned waste treatment systems operate with automatic water samplers transmitting data to the Department of Environment and Natural Resources. Apart from which, Huafu has two automatic water monitoring stations; one is placed in Hufa's plant which directly transmits information of waste to the Department of Environment and Natural Resources and the other installed by Dong Tam Company outside in Thuan Dao Industrial park to increase supervision on discharges from Huafa's plant.
Moreover, investors of the industrial park also has installed a water sampler so as to test the park's waste discharges. Around 200 kilogram of hazardous and industrial wastes annually as per 2017's data and 15 tons of waste from daily activities a month are collected to the province's landfills and treated properly as per regulation. Waste is divided into different baskets and has its own code before collection.
Thuan Dao Industrial Park must send report of discharge treatment and waste treatment to the Department of Environment and Natural Resource every three months and six months. "The park's motto is that sustainable development must go along with environment protection; therefore, the park liaises with relevant agencies to perform the mission well, said Director of Thuan Dao park - Nguyen Mon.
Kien Thanh group of industrial parks in Can Duoc District is one of parks strictly following environment protection. Director of Kien Thanh Company cum investor of the group of park Chau Van Phe said the company always takes heed to environment protection with economic development.
There are seven enterprises in the group. Industrial park group has a discharge treatment system with capacity of 250 cubic meter a day. As per contract, the monitoring center of the Department of Environment and Natural Resource will take samples for testing quarterly.
Not only main investors pay attention to environment protection but also secondary investors in industrial parks and groups of industrial parks are willing to implement measures to protect environment.
For instance, foreign-invested Simone Vietnam in Long Hau Industrial Park in Can Giuoc District is appraised for its high awareness of environment protection. Set up in 2009, the company produces around eight million products annually but it closely works with the park management board in protecting environment.
The company has also provided training to employees how to classify waste and its discharge treatment system with capacity of 550 cubic meter a day.
Simone Vietnam Company Director Matt Kim said the company targets to foster harmony between developing production with environment protection. Accordingly, the company has applied advanced technologies in production avoiding making harm to environment by selecting environmentally friendly chemicals. Besides, the company plants trees in its premises and takes part in environment protection activities in the province.
Director of the Department of Environment and Natural Resource Phan Nhan Duy said that the province's point of view is to develop economy along with environment protection. For years, the government always has included environment protection in development strategies and plans.
Thanks to its full attention, there have been positive changes in environment protection mission. Projects are implemented in accordance with district zoning and meet environmental requirements.
Provincial People's Committee has decided to adopt measures of environment protection.
Following, the province authorities restrict approval on project outside industrial parks and groups of industrial parks except commercial and service projects.
Administrators put aside project using backward technologies highly causing harm to environment as well as remove polluting factories out of residential blocks and encourage community residents to take part in environmental protection and collect garbage.
To carry out task assigned by People's Committee, the Department of Environment and Natural Resources enhances information to improve locals' awareness of the issue and change their bad habit. The local government also tightens control on discharge of factories especially these in industrial parks with large volume of industrial wastewater discharged daily in groups of industrial parks and aquatic processing, dying factories outside the parks and plants discharged into Vam Co river branches.
Along with this, the Department carries out measures to adapt with climate change in the field of agriculture, transportation, construction investment, completing automatic monitoring system to measure components of underground water, air, land quality so as to warn pollution hazards.
Moreover, synchronous measures including sanctions are implemented to deter people from committee environment regulations and control pollution level. Harsh punishments are issued to violators in the field of environment protection and in investment. The authority is resolute to put aside project utilizing backward technologies, posing a high risk of environmental pollution and removing illegal factories which create pollution out of residential area, said director of the Department of Environment and Natural Resources Phan Nhan Duy.
