On May 17, Long An Provincial Department of Agriculture and Rural Development (DARD) held a three-year preliminary review conference (November 2016 – April 2019) to implement the project "Building 20,000-hectare rice production areas applied high-tech in Long An province by 2020 ". 
 
Long An Provincial People's Committee has just approved VND 2 billion for the Trade Promotion Program in 2019. 
 
According to Long An Provincial People’s Committee, a number of large investors is surveying and making investment procedures for major projects in the province. 
 
According to Long An Department of Planning and Investment, from the beginning of 2019 to now, there were 134 new investment projects approved in the province. In which, 95 projects were domestic direct investment (DDI) projects and 39 projects were foreign direct investment (FDI) projects. 
 
On May 14, Deputy Director of Long An Department of Agriculture and Rural Development (DARD) - Dinh Thi Phuong Khanh chaired a conference on urgent deployment of measures to prevent and control African swine fever (ASF). 
 
In the afternoon of May 11th, the National Assembly delegation of Long An province held a conference to collect opinions of provincial leaders and leaders of provincial departments and branches before the 7th meeting session of the 14th National Assembly on the socio-economic situation and difficulties, problems that should be proposed to the Central Government. 
 
From 2016 until now, the production applied high technology on rice at Vinh Thuan Cooperative in Vinh Thuan commune, Vinh Hung district, Long An province has initially brought positive effectiveness. 
 
In the evening of May 10th, Departments of Industry and Trade of Long An and Dong Nai provinces held the connection of goods consumption in 2 provinces into Dau Giay wholesale agricultural market in Thong Nhat district, Dong Nai province with the participation of about 20 enterprises, cooperatives in Long An provinces and some small traders in Dau Giay market.  
 
On May 8, Director of Long An Department of Industry and Trade - Le Minh Duc chaired the working session with some departments, local authorities, businesses and cooperatives to appraise the implementation of supply contracts with HCMC as well as discuss upcoming plans. 
 
According to the information provided by Long An Department of Planning and Investment, in April 2019, the province has 197 newly established enterprises with a total registered capital of 2,095 billion VND, increased by 48% in quantity of enterprises and 14% in registered capital over the same period. Among 197 newly established enterprises, there are 38 enterprises located in industrial zones with the registered capital of 831 billion VND.

Member of the Politburo, Standing Deputy Prime Minister – Truong Hoa Binh and Head of the National Assembly delegation of Long An province – Truong Van No chaired the conference. Chairman of Long An Provincial People's Committee – Tran Van Can also attended the meeting.

At the meeting, Mr. Tran Van Can briefly reported on the socio-economic situation of the province in the first months of the year. Accordingly, in the agricultural field, productivity and yield of some key crops such as rice, vegetables, lemon, and dragon fruit were higher than the same period, brining high economic efficiency.

Industry and construction continued to be maintained and developed. Investment promotion and enterprise support activities were implemented. Trade and serDeputy were maintained with a relatively stable growth. The province's export turnover reached USD 1.35 billion, up 15% over the same period. Import turnover reached USD 0.99 billion, up 16% over the same period, etc.

In the morning of March 28, in Hanoi, Vietnam Chamber of Commerce and Industry (VCCI) and the United States Agency for International Development (USAID) organized the Ceremony to announce the Provincial Competitiveness Index of 2018. Accordingly, Long An ranked 3rd on PCI.

In the PCI 2018 ranking, Quang Ninh continues ranking the first with a score of 70.36 on the 100-point scale, followed by Dong Thap with a score of 70.19. Long An ranked the third with the score of 68,09, entering the top group, increased 1 rank compared to 2017.

In PCI index 2018, Long An achieved 68.09 points on the 100-point scale (increased 1.39 points compared to 2017), ranking 3/63 cities and provinces, increased 1 rank compared to 2017.​

Accordingly, Long An has the highest score in the Land Access Index with 7.76 points (7.34 points in 2017), followed by the Time Cost Index with 7.71 points (7.6 points in 2017), the lowest score is the Labor Training Index with 6.3 points (6.06 points in 2017).

Over the past time, Long An has always actively created favorable conditions to attract investment and dialogue with enterprises to remove difficulties for production and business development. Currently, Long An is drastically implementing many administrative reform solutions, improving the business environment as well as investing in synchronous traffic system. Long An will definitely be the new investment destination for enterprise community./.

Accumulated, in the first 4 months of 2019, the industrial production index increased by 15.22% over the same period last year (increased by 16.24% in the same period). In particular, processing and manufacturing industry increased by 15.21%; electricity production and distribution industry increased by 16.06%; water supply, waste management and waste treatment industry increased by 13.96% over the same period.

Accordingly, the number of industrial product groups in April 2019 was 75 groups of which 54/75 groups had growth rates increased over the same period and 21/75 groups decreased over the same period.

Some industrial products have the growth rates: Construction brick (increased 54.5%); wall paint (increased 46.9%); wood product (increased 38.6%); finished fabric (increased 35.7%); plastic product (increased 33%); pharmaceutical product (increased 23.5%); iron - steel finished products (increased 23.2%); yarns of all kinds (increased 23.3%); garment product (increased 16%); commercial electricity (increased 16.1%); mineral water (increased 11.8%); mineral fertilizer and chemical fertilizers (increased 11.1%); rice milling (increased 6.7%); backpack and handbag products (increased 5.7%); cashew nut (increased 6.8%).

In addition, industrial products have the reduced rates: footwear (decreased 4.5%) and animal feed (decreased 1.5%).

According to the information from the Long An Department of Industry and Trade, the industrial production index in April 2019 increased by 5.19% over the previous month, increased by 18.23% over the same period last year.

In the first quarter, the export items with high value such as footwear reached 254 million USD, increased by 30% over the same period; textile products reached 330 million USD, increased by 18% over the same period. However, items such as rice, cashew nuts, batteries, iron and steel, mechanics, fisheries, ... decreased over the same period. Besides, import turnover is estimated at 0.99 billion USD, increased by 16% over the same period.

In 2019, Long An expects that the export turnover will reach 5.9 billion USD and import turnover reaches 4.5 billion USD. In order to achieve the expected import and export turnover, the Department of Industry and Trade is implementing many solutions to develop border trade economy as well as supporting enterprises to apply e-commerce. Besides, the department has timely informed and forecasted the situation of domestic and foreign markets to help enterprises take initiative in timely response measures to limit risks and develop exports and expand markets.

Currently, the province has more than 800 import-export enterprises. Export products range from industrial products to agricultural products and to more than 120 countries and territories around the world. /.

At present, the factory has completed the construction and put into production. In 2018, total revenue of the factory reached 150 million USD and has created jobs for more than 3,200 local laborers.

In 2018, the province's gross domestic product (GRDP) reached 10.36% (the plan was 9.4%, in 2017: increased 9.53%), this was the third consecutive year that province exceeded the economic growth plan. The total budget revenue of the province reached over VND 14,800 billion, leading the Mekong River Delta region, the domestic revenue reached over VND 13,800 billion, exceeding the province's total state budget expenditure of over VND 1,800 billion. 25/26 socio-economic development targets in 2018 reached and exceeded the plan. The people's life continued to be improved markedly, estimated GRDP per capital was VND 68.62 million, increased by VND 8.44 million over the same period (the plan was VND 68 million in 2018).

Director of DARD - Nguyen Thanh Truyen asked localities to continue promoting propaganda and raising farmers' awareness in the process of producing high-tech application rice

According to the report of Long An Agriculture Service Center, up to now, the whole province has built 62 models with 13,364 hectares of high-tech application rice. In which, 100 percent of the area uses high quality seed, meets the certified standard with the quantity of 80-100 kilogram per hectare; 500 hectares use rice-implant machine; 90 percent of the area is collected straw after harvest; uses micro-organic fertilizer to reduce chemical fertilizers, uses green mushroom products to manage brown planthoppers and Sumitri products to treat rice straw to avoid organic poison.

As a result, most of the areas implementing the high-tech rice production model have higher productivity than traditional rice production areas from 300-500 kilogram per hectare and get higher profit from 4 to 6 million VND per hectare. Especially, the models of transplanting rice associated with the consumption of seed rice have a higher profit from 6 to 8 million VND per hectare than those out of the models.

In order to produce high-tech application rice effectively, at the conference, representatives of 6 districts and town were chosen as the places to implement the project (including districts of Tan Hung, Vinh Hung, Moc Hoa, Tan Thanh and Thanh Hoa and Kien Tuong town) presented the advantages and difficulties in implementing models and manage high-tech application rice production in localies; discuss, give ideas and develop plans to overcome difficulties and ensure the progress of project completion.

Farmers still face many difficulties in producing high-tech application rice

Director of DARD - Nguyen Thanh Truyen acknowledged and highly appreciated the results and asked localities to continue promoting propaganda and raising farmers' awareness in the process of producing high-tech application rice, replicate the use of certified rice varieties, bio-organic fertilizers, biological products, produce according to VietGAP standards, encourage farmers to associate with businesses towards sustainability to ensure profits and limit risks.

In 2019, DARD continues to implement 4 more models with an area of 500 hectares of high-tech application rice at Agricultural Cooperative of Say Giang Hamlet (in Vinh Hung district), Cooperative Group of Hamlet 4, in Binh Hoa Dong commune (Moc Hoa district) and Doan Van Tha Cooperative Team (in Thanh Hoa district). We strive to the end of 2019 and early 2020 that we will complete 20,000 hectares of producing high-tech application rice./.

In 2017, the bank followed guidance from the Vietnam bank for social policies, Long An Party Committee, people's Committee, management council and cooperated closely with relevant agencies, departments in implementing solutions efficiently, meeting the demand for loans of policy beneficiaries, poor households and contributing in sustainable poverty reduction.

As of 2017 result, total capital source for social policy credit reached VND 2,740billion, an increase of VND 166,356million compared to previous months, of these, VND 2,644billion were from central capital, accounting for 96.51 percent of total capital source; VND 95,743million were from the provincial budget, accounting for 3.49 percent.

Total loans reached VND 840,713million with 40,676 clients, focusing on households who just passed the poverty line (VND 232,458million); clean water, sanitation works with VND 218,165 million and remote areas with VND 123,608 million)… debt collection totaled VND 682,155million.

In 2018, Long An Bank for social policies continues completing 100 percent of its growth plan, mobilizing local capital source up to at least VND 20billion; its overdue and charged-off debt ratio lower than 2017 and striving not have long term debts…

Chairman Can appreciated highly the bank's achievements in 2017 suggesting that the departments, agencies need to overcome difficulties to get better results in 2018.

In 2018, the province has 1,492 enterprises established (increased 0.6% compared to 2017) with the registered capital of VND 22,464 billion (increased 12%) and has 90 projects granted for foreign investment with the total registered capital of USD 450 million (increased USD 15 million). Up to now, there are 11,748 enterprises operating in the province with the total registered capital of VND 272,776 billion. In addition, the province has 951 foreign investment projects with the total registered capital of USD 6,009 million, of which 576 projects are in operation with the total investment of USD 3,614 million. However, attracting investments into industrial parks and industrial complexes has not reached the set plan.

Currently, the whole province has 16 industrial parks in operation with the occupancy rate of over 80%. Industrial parks have attracted 1,396 investment projects, including 626 foreign investment projects with the total investment capital of USD 3,675 million and 770 domestic investment projects with the total investment capital of VND 77,056 billion. I. LOCATION AND ACCESSIBILITY OF LONG AN INTERNATIONAL SEA PORT

The project has many advantage conditions of site and accessibility

Distance to HCM city center of approximately 30 km by national way 50; To HCM city - Trung Luong highway of 30km; To Hiep Phuoc Port of 7 km by river way.

Adjacent to HL19 (Ben Luc – Tan Tap Road); Tan Tap – Long Hau Highway; and Ring Road No.4.

Distance to estuary of East Sea of 15 km by Soai Rap river way;

Easy to access Vam Co river system and Cho Gao canal which is arterial waterway connected to the Mekong Delta.

Soai Rap River can welcome the 50,000 DWT vessel at the present and 70,000 DWT vessel in the future.

 II. LONG AN PORT INFORMATION

- Land area about 147ha.

- Running 2.6km along the Soai Rap River.

- Seven international wharves with 1.67 km long to handle ships weighing between 30,000 and 70,000 deadweight (DWT) and six wharves with 0.4 km long for domestic inland ships of 1,000 DWT.

- Its loading and unloading capacity is expected to reach 2.5 million tons/year in the first phase in 2015, increasing to 9.3 million tons in the 2nd phase and 15 million tons in the 3rd phase.

-  The first wharf have been constructed and expected to finish in the beginning of 2015.

Present condition: Area 396 ha, most of the area is agricultural land and residential area. Convenient infrastructure connections.

Project goals: Integrated industrial parks and infrastructure to attract investments.

- Total estimated capital: US $86 million.

Long An Department of Industry and Trade supports enterprises and cooperatives to consume goods at Dau Giay market, Dong Nai province

The Department of Industry and Trade supports the Provincial People's Committee in state management as well as coordinate with the Support and Investment Promotion Center under the Department of Planning and Investment, relevant agencies and units in implementing trade promotion.

To be more specific, the 2019 program includes 4 main contents:

Firstly, the estimated budget of the Foreign trade promotion program is VND 200 million for supporting enterprises to participate in overseas fairs and exhibitions under the National trade promotion program. These are market survey programs and exhibitions and fairs in Japan, China, Korea and some ASEAN countries, etc.

Secondly, the domestic trade promotion program and export orientation is estimated at VND 813.1 million. The programs includes attending fairs and exhibitions with a budget of VND 344.2 million together with trading, market seeking and supply - demand connection with a budget of VND 468.9 million.

The third is "Vietnamese people give priority to using Vietnamese goods" campaign. This program has funds for trade promotion with a budget of VND 854 million. Accordingly, the funding is used to organize the Vietnam goods fair for rural and border areas as well as industrial zones and clusters in the province and support enterprises to participate in the Vietnamese goods fair outside the province.

Finally, other trade promotion programs have an estimated budget of VND 132.7 million, including trade promotion training; "Women start up, employment and connect businesses to introduce Vietnamese products" festival; support enterprises selling agricultural products and foodstuffs in district markets, and so on./.

In April, the province attracted 22 DDI projects with a total registered capital of VND 1,480 billion; accumulating from the beginning of 2019 to now, there were 95 new projects with registered capital of VND 8,819 billion, up 41 projects and VND 7,235 billion in capital over the same period of 2018. So far, the province has 1,773 projects with registered capital of VND 212,809 billion.

In the field of foreign investment, the province granted 12 new projects with investment capital of USD 22.7 million in April; accumulating from the beginning of 2019 to now, there were 39 new FDI projects, up 16 projects and USD 21 million in capital over the same period of 2018. So far, the province has 971 projects with registered capital of USD 6,105 million; including 576 projects put into operation, accounting for 59.3% of the total projects and total investment of USD 3,614 million, accounting for 59.1% of the total registered capital.

To attract investment effectively, the province continues to review and adjust land use planning; inspects the environment, regularly checks the investment progress of projects and handles many cases of violation. Accordingly, in the first 4 months of 2019, 9 FDI projects were terminated with a total registered investment capital of USD 24 million, an area of 5.5 hectares and 9 domestic projects with an area of 4.78 hectares and a capital of VND 282 billion./.

Vietnamese and Chinese delegates also suggested that the border provinces need to urgently build modern goods collection and transshipment areas.
