Moon cake market starts to be busy
This year, although the price of materials increased compared to previous years, the price of moon cake remained stable. High-end moon cake products are mainly used as gifts so the packaging is very beautiful and luxurious, the cakes are made from high-quality ingredients. The price of each box is from 400,000 VND to several million VND.
Price of traditional moon cakes is cheaper than high-end cakes but they have a variety of types and flavors. To be more specific, there are more than 40 types of traditional sticky rice cakes and baked cakes. Their prices range from 40,000 to 200,000 VND each (depending on weight). Besides the traditional cake such as green beans, salted eggs, mixed filling, the manufacturers also offer the market more new kinds of cakes such as roasted chicken, chocolate, and so on.
In addition, this year, some famous brands also have moon cakes for vegetarians, dieters and children. In addition to the familiar cakes such as green beans, durian, coconut milk, and so on, the cakes which added chia seeds, macadamia nuts also attract consumers.
At this time, in some moon cake shops, the number of retail customers is not much, most of them still survey the market or buying for gifts. Customers are mainly agencies and businesses who buy moon cakes to give their partners or employees.

Mr. Nguyen Duy Khang (Tan Tru district) has many years of experience in making moon cakes. He said: "The expiry date of the handmade moon cakes is from 5 to 7 days. Therefore, I make moon cakes according to customers' orders in limited quantities. This year, I make about 100 cakes, price ranges from 40,000 to 70,000 VND each. Most of my customers are patrons, they buy cakes to eat or give their family members".
Ms. Le Thi Phuong Thuy (Tan Tru District) said: "I bought handmade moon cake because of its unique taste and attractive design".
Buying handmade moon cakes is quite easy, mainly through social networks. However, the food safety and hygiene of these cakes are not really guaranteed.
According to the Director of the Division of Food Safety and Hygiene of Long An Province - Doan Thanh Chien, at present, the Division cooperates with related branches to set up inspection teams to check the quality of moon cakes in this Mid-Autumn Festival.
He advises: "The authorities still have difficulties in thoroughly controlling the origin and quality of the moon cake materials, especially the handmade moon cakes. Therefore, consumers should be cautious in choosing these types of cakes to protect health for themselves and their families"./.

Developing rice production with "3-to-decrease, 3-to-increase" and "1-must-do, 5-to-decrease"
Long An, one of eight provinces in the Mekong River Delta, has been selected to participate in the VnSAT project in period 2015-2020. The project is implemented in 23 communes of 4 districts including Tan Hung, Vinh Hung, Tan Thanh, Moc Hoa and Kien Tuong town, with a total investment of VND 289 billion and an area of about 49,500 hectares, with 25,000 households participating.
After more than 3 years of implementation, together with the investment in essential construction items, the project focuses on transferring rice production processes under "3-to-reduce, 3-to-increase" and "1-must-do, 5-to-decrease" through technical training sessions and constructing demonstration sites, linking in value chains from production to consumption, to increase farmers' income.
Up to now, the Project has organized 294 technical training courses on "3-to-decrease, 3-to-increase" and 170 classes on "1-must-do, 5-to-decrease"; implementing 13 rice demonstration sites on "3-to-decrease, 3-to-increase", 21 rice demonstration sites on "1-must-do, 5-to-decrease"; building many large fields associated with product consumption; complete farmers' organizations with 26 cooperatives. Most cooperatives are able to improve their operation capacity, increase production scale to over 500 hectares; some cooperatives associated with enterprises in production and consumption of agricultural products. At the same time, the project also focused on supporting investment in renovation and construction of essential infrastructure for production, especially rural transport works, on-farm works, irrigation canals and pumping stations. In addition, the project also supports cooperatives to invest to purchase equipment and machinery such as transplanting machines, rice drying ovens, building offices, cooperatives' agricultural warehouses, and so on.
Highlights of cooperatives participating in VNSAT project are that farmers significantly reduced the amount of seed sown, fertilizers, and pesticides, thereby they reduce production costs and increase profits. "Before participating in VnSAT project, farmers sow rice from 140-160 kilos per hectare, using fertilizers of about 400-500 kilos per hectare in common fields, spraying pesticides from 4 -6 times per crop. After attending training courses of "3-to-decrease, 3-to-increase", "1-must-do, 5-to-decrease", farmers actively produce certified rice seeds with an average seeding quantity of under 100 kilos per hectare; The amount of fertilizers of all kinds does not exceed 300 kilos per hectare. The number of sprays of pesticides also decreased to 2-3 times per crop"- said Pham Van Be Mot, Deputy Director of Hung Phu Agricultural Cooperative in Vinh Hung district.
Promoting support for farmers
One of the important criteria in improving profits and reducing production costs is to successfully apply the rice production process according to "3-to-decrease, 3-to-increase", "1-must-do, 5-to-decrease", in which reducing seed sowing is the decisive factor, because thick sowing will waste seeds, fertilizers and pesticides so the production cost is high. When the seeding density is appropriate, input costs decrease and then profits increase.
The provincial agricultural sector advocates to increase production and technical support to well implement the rice production process following "3-to-decrease, 3-to-increase", "1-must-do, 5-to-decrease"; raising awareness of producing clean agricultural products for farmers; training to improve the capacity of agricultural technical staff of cooperatives, creating conditions for cooperatives and enterprises to access capital sources. Also, Long An continues to construct infrastructure investment projects for 5 cooperatives in the project area in phase 1 and 4 cooperatives in phase 2; focusing on supporting the construction of projects of key infrastructure projects, approved equipment for rice production in the project area.

In the past years, Long An agricultural sector actively propagated and instructed farmers about clean production to create safe products, increase productivity, output, quality as well as meet market demand, towards sustainable and environmentally-friendly farming.
Meeting market demand
Currently, the use of chemicals in cultivation and animal husbandry negatively affects consumers' health. Therefore, the agricultural sector recommends that farmers use pesticides effectively and not to use banned substances to ensure food safety.
For vegetable cultivation, functional branches and localities implement several clean production models such as melon production model in the net house based on Israeli technology at Tam Nong Viet Cooperative (Can Giuoc district, Long An province). Accordingly, the melon is fertilized in combination with drip irrigation according to the process and not using pesticides.
Clean production to meet market demand
According to the director of Tam Nong Viet Cooperative - Dinh Bat Quy, at the beginning of 2018, he invested over 400 million VND to build a net house with an automatic watering system and tried to plant more than 1,000 square meters of Thailand origin melon.
He said: "From planting to harvesting, it takes 65 days with 4 crops per year. The productivity of 1,000 square meters of application of Israeli technology is 3 tons, the average price is 45,000 VND per kilogram, the profit is over 150 million VND. At present, I am expanding the model to 1 hectare of clean melon. Planting melon in net houses brings many benefits such as preventing rain and insects, reducing production costs, etc. Besides, because of not using pesticides (only using natural biological products), the products are trusted by consumers. Clean melon of the cooperative has been consumed in the market in and outside the province."
Director of Phuoc Hoa Safe Vegetable Cooperative (Can Duoc district, Long An province) - Kieu Anh Dung said: "The cooperative has 42 members with an area of 15 hectares. Our products have safety certification. Every day, the cooperative consumes about 2.5 tons of vegetables. We also invested in a net house of hydroponic vegetable production with an area of 500 square meters. Currently, the vegetable products provide to the market in and outside the province as well as 2 stores of the cooperatives (in Ward 2 market, Tan An city and Thanh Hoa market, Thanh Hoa district). In addition, we also invested in seeding machine and filtering water systems with the amount of more than 150 million VND."
In order to produce clean products, the province carried out a high-tech agricultural production in association with restructuring agriculture project. Up to now, the province has over 13,364 hectares of high technology applications on rice, reaching 66.82 percent of the plan; nearly 1,446 hectares of high-tech applications on vegetables, reaching 72 percent of the plan; about 1,634 hectares of high technology applied dragon fruit, reaching 81.7 percent of the plan.
By 2020, the province tries to have 4 high-tech agricultural production areas in association with agricultural restructuring. Accordingly, there are 20,000 hectares of rice, 2,000 hectares of dragon fruit, 2,000 hectares of vegetables and 5,000 beef cattle with 1-2 agricultural businesses applying high technology.

Head of the provincial Sub-Department of Cultivation, Plant Protection and Agricultural Product Quality Control - Nguyen Van Cuong said: "The province has focused on building agricultural chains to contribute to the implementation of safe supply chains of agricultural, forestry and fishery products; control product quality, ensure food safety; link product distribution in the provincial market. At the same time, this activity also builds the brand and creates consumers' belief in safety chain products; form a habit of using safe food. Up to now, the province has built 12 distribution chains of clean products (vegetables, rice, chicken, pork, etc.); coordinated with Ho Chi Minh City Food Safety Management Board to survey, build and award 9 certificates of participation in the chain; and organized 14 safe selling places in the province.
"In addition, the sector also strengthens inspection and supervision. In the first 6 months of 2019, the Sub-Department checked 454 samples. In which, 452 samples meet the required standards, 2 samples were contaminated with borax. In testing food safety criteria, 1 in 52 samples contaminated with Benzoate (Cao Thi Huyen household business, Tan Tru town, Tan Tru district). In the evaluation of 105 establishments that produce and trade in agricultural products, 17 ones were achieved grade A, 88 ones were ranked grade B. In addition, 48,906 households signed a commitment to secure production, increasing more than 28,000 households compared to the same period in 2018 "- Mr. Cuong added.
According to Deputy Director of Department of Agriculture and Rural Development - Dinh Thi Phuong Khanh, the agricultural sector and local authorities continue to inform about the harms of using pesticides in the wrong process, the harms of unsafe food; comply with "4 right" on the use of pesticides, veterinary drugs; benefits of building safe food supply chains, applying good manufacturing practices (GAP, GMP). The sector also focuses on expanding, developing a model of the safe food supply chain; closely connect managers, scientists, farmers, businesses and cooperatives; continues to coordinate with the Ho Chi Minh City Food Safety Management Board to build a safe food supply chain.
In addition, the sector strengthens state management on market management, product quality and standard to create a fair competitive environment; promotes trade promotion activities, supports market information; manages and uses effectively geographical indications, collective marks and brands that have been built and protected in association with value chain development. Besides, the sector focuses on propagating to raise awareness, responsibility, promoting the role of the people in fighting, detecting and denouncing violations of agricultural materials management, and so on.

After 3 years of implementation, the High-tech agricultural development program has achieved initial results
The project has implemented many models of advanced technology in the production of over 18,500 hectares (15,075 hectares of rice, 1,476 hectares of vegetables, 2,077 hectares of dragon fruits). Up to now, 43 cooperatives and 151 cooperative groups have been established in the areas where the project has been implemented and 16 pilot cooperatives have been built.
In addition, trade promotion, dialogue and support of cooperative groups, cooperatives and businesses in the production area have been well implemented, contributing to solving many difficulties and obstacles. The province has established 12 safe food supply chains on vegetables, chicken, rice, and pork; 14 locations that sell safe food in districts and Tan An city. By the end of 2019, the province plans to build 13 more locations selling safe food. For the beef cattle raising area, the province has built 2 cooperatives and 15 cooperative groups, 10 models of high-tech applications and supported 181 cows.
According to the Director of the Department of Agriculture and Rural Development - Nguyen Thanh Truyen, the project has faced many difficulties. To be more specific, the clean land fund for attracting investment has been insufficient. Some high-tech application models have been initially effective, but farmers have faced difficulties in reciprocal capital for replication. Some cooperatives and cooperatives have been still weak in both human resources and finance. The connection between production and product consumption in some models has been limited. The technical infrastructure for agricultural production has been focused on investment but many localities have not yet met the requirements, etc.
