According to the report of Long An Agriculture Service Center, up to now, the whole province has built 62 models with 13,364 hectares of high-tech application rice. In which, 100 percent of the area uses high quality seed, meets the certified standard with the quantity of 80-100 kilogram per hectare; 500 hectares use rice-implant machine; 90 percent of the area is collected straw after harvest; uses micro-organic fertilizer to reduce chemical fertilizers, uses green mushroom products to manage brown planthoppers and Sumitri products to treat rice straw to avoid organic poison.
As a result, most of the areas implementing the high-tech rice production model have higher productivity than traditional rice production areas from 300-500 kilogram per hectare and get higher profit from 4 to 6 million VND per hectare. Especially, the models of transplanting rice associated with the consumption of seed rice have a higher profit from 6 to 8 million VND per hectare than those out of the models.
In order to produce high-tech application rice effectively, at the conference, representatives of 6 districts and town were chosen as the places to implement the project (including districts of Tan Hung, Vinh Hung, Moc Hoa, Tan Thanh and Thanh Hoa and Kien Tuong town) presented the advantages and difficulties in implementing models and manage high-tech application rice production in localies; discuss, give ideas and develop plans to overcome difficulties and ensure the progress of project completion.

At the meeting in July, Chairman of Long An Provincial People's Committee - Tran Van Can asked heads of departments, branches and localities to focus on directing and managing to achieve the economic growth target of the year (9.6 percent).
Province's economy maintained its development
At the meeting, according to Deputy Director of Department of Planning and Investment - Vo Ngoc Dinh, most of the socio-economic targets were achieved and exceeded the plan. Gross Regional Domestic Product (GRDP) in the first 6 months of 2019 reached VND 39,679 billion (according to the comparative price of 2010), the growth rate was 9.89 percent. In which, sector I (agriculture, forestry and fishery) increased by 2.17 percent; sector II (industry and construction) increased by 14.65 percent; and sector III (trade and services) increased by 7.5 percent.

Agriculture was one of the sectors that achieved the most positive results. Although the growth rate was lower than the same period in 2018, it was higher than the annual plan of the first 6 months of 2019. Plants continued to be changed to more efficient ones.
Aquaculture continued to grow. The province had 2,755 hectares of brackish shrimp, reaching 41.7 percent of the plan, up 9.7 percent over the same period; of which 2,589 hectares was harvested, average productivity was 2.2 tons per hectare, the output was 5,773 tons, reaching 50.2 percent of the plan, increasing by 34.5 percent over the same period.
In the first 6 months of 2019, the whole province had 9 more communes that were recognized to meet the new rural standards. Therefore, the total number of new rural communes was 77, accounting for 46.3 percent of the total number of communes in the province.
Industry and construction sector maintained stable development. The output of most industrial products increased. Industrial production index increased by 15.12 percent over the same period. Industrial production value (2010 comparative price) reached VND 114,181.1 billion, reaching 46.4 percent of the plan, increasing by 15.2 percent (increasing by 16.4 percent in the same period). The number of industrial product groups had a high growth rate.
The province always creates favorable conditions for businesses to invest. In the first 6 months, newly established enterprises increased over the same period; domestic investment projects increased in quantity and registered capital. The province granted investment certificates for 115 domestic investment projects with a registered capital of VND 10,949 billion, an increase of 49 projects (an increase of VND 4,949 billion in capital) over the same period.
Attracting foreign investment also achieved positive results. There were 58 newly granted projects with a total registered capital of USD 208.6 million. There were 978 registered projects in the whole province with a registered capital of USD 6,148 million. Thanks to the province's efforts in attracting investment and the support of central leaders, concerned ministries and branches, some major investors are carrying out investment procedures in Long An province such as Becamex IDC Group - VSIP, VinGroup, Ecoland Group, BRG Group JSC, Hoan Cau Vietnam Co., Ltd., and so on.
The province always cooperates and supports investors for long-term and sustainable development. Besides, the provincial People's Committee has documents to recognize and implement necessary procedures to receive some other major investment projects.
Attracting investment in industrial zones and clusters continued to have positive results. The Department of Planning and Investment, the Management Board of the Economic Zone and the Department of Industry and Trade focused on supporting investors to speed up the progress of site clearance and complete legal procedures to have at least 6 industrial parks and clusters to be put into operation from now until the end of the year.

In the first 6 months, the total state budget revenue in the province was VND 9,430 billion, reaching 68.9 percent of the Central budget estimate, reaching 68.6 percent of the estimate assigned by the provincial People's Council, increasing by 28.7 percent over the same period.

Site clearance is considered as a key and breakthrough activity in 2019 but results are not meet the requirements. Some basic construction works and projects in industrial zones and clusters in Can Duoc, Can Giuoc and Duc Hoa districts, Tan An city, etc. have still faced difficulties.
In the first 6 months, the implementation of procedures for planning major investment projects was slow. Tan An city ring road and the road connecting Ho Chi Minh City - Long An - Tien Giang provinces were behind schedule. In addition, the management of land, urban order and environmental pollution control were not really good, especially in urban, residential areas, industrial zones and clusters of key economic areas of the province, said the Chairman Provincial People's Committee - Tran Van Can.

Department of Agriculture and Rural Development focuses on preventing African swine fever; implementing the high-tech agricultural program in association with restructuring agriculture as planned; establishing typical cooperatives; and improving the rate of clean water use in the province to reach at least 40 percent in 2019.
Other departments and branches focus on monitoring and inspecting residential and urban projects in order to promptly handle violations; speeding up the planning of traffic routes that have investment policies; implementing key traffic works; strictly handling violations of traffic order and safety in road and waterway; and achieving and exceeding the target of State budget collection./.

The main reasons for the decrease in CPI in June 2019 are due to the decrease in prices of gas (9.95% ); kerosene (1.7%); gasoline and oil (3.92%) due to the impact of two times of price adjustment on June 1 and June 17. Prices of staple foods such as rice and sweet potatoes felt as it is now the harvest season.

On 11 July, delegation of the Long An Provincial Party Standing Committee led by Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Tran Van Can had a working session with the Party Committee, leaders of the Provincial Economic Zone Management Board (EZMB) on the activities in the past time; tasks and solutions in the coming time.

Recently, the EZMB strives to complete the tasks under the direction of the Provincial Party Committee and the Provincial People's Committee on investment, construction, business and development of IPs and border-gate economic zones to create favorable conditions for businesses.
According to the Project approved by the Prime Minister in Official Letter No.1748/TTg-CN, the whole province has 31 industrial parks which have been supplemented by the Prime Minister to the development planning of IPs in Vietnam until 2020. Total planning area for IPs is over 11,391 hectares.
There are 16 industrial parks operating in Long An
Up to June 30, the area of industrial land transferred or leased in 16 operating IPs has been 2,257.24 hectares with an occupancy rate of 85.24 percent. All IPs in operation have completed the technical infrastructure and centralized wastewater treatment system.
Under the direction of the Provincial People's Committee on the issuance of the Action program to implement the socio-economic development plan in 2019, the EZMB is focusing on supporting investors to speed up infrastructure investment so that 3 IPs will come into operation in 2019.
To be more specific, EZMB will establish a Supervision team to monitor the implementation of infrastructure projects of the IPs. By the end of 2019, it is expected to have 4 IPs in operation, including Long Hau 3 - phase 1, IMG Phuoc Dong, Dong Nam A, and Huu Thanh. The EZMB continues to urge the implementation of these projects, promptly report to the Provincial People's Committee to solve difficulties for businesses.
According to the Resolution of the 10th Provincial Party Congress (term 2015 - 2020), by 2020, Long An aims to attract more than 3,500 hectares to fill IPs and clusters. However, this activity has not reached the set target because of difficulties in site clearance and limitations in financial capacity of the investors. In the past 10 years, no new IPs have put into operation, so the industrial land area that has completed infrastructure is not much. At present, only about 330 hectares of industrial land are available for lease.
Moreover, Long An Border gate economic zone attracts very few investment projects. Since the plan was announced in 2015, the 13,080 hectare Border gate economic zone has only received 4 investment projects. In order to attract investment effectively, the EZMB proposes to expand the fields of investment and complete the technical infrastructure of Binh Hiep International Border Gate.
The EZMB requests the Provincial People's Committee to focus on investing in infrastructure outside the IPs, creating favorable conditions in building transport systems, establishing land funds for small and medium-sized enterprises to regulate land prices in the market and avoid speculation.
According to the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Tran Van Can, recently, the EZMB has performed its duties well to attract secondary investors in industrial zones effectively and contribute to the province's socio-economic development. However, there have been some limitations including objective and subjective reasons.
He asked the EZMB to continue to support infrastructure investors so that 4 new industrial parks will be put into operation; focus on reviewing and improving the quality of IPs through increasing occupancy rates and promoting investment. At the same time, the EZMB has to strictly implement the Conclusion No.720 of the Provincial Standing Committee on compensation, site clearance and resettlement; continue reviewing and proposing the recovery of IPs which have invested policies but implemented behind schedule to give opportunities for other investors./.

The province now has 16 industrial parks occupying over 73.4 percent.
To date, the industrial zones have attracted 1,335 investment projects, being rented 2,044 hectares of land and 1,293,545m2 of factories; of these, there are 582 foreign investment projects with total capital of US$ 3,470.68 million.
The remaining projects are domestic enterprises, with a total capital of 71,437 billion VND.
17 industrial clusters are operating with the total area of 877.5 hectares, attracting 521 projects, renting 566 hectares among the total of 659 hectares of industrial land, reaching 85.89 percent province-wide.
In addition, Long An has 28 approved planned industrial zones with the total area of over 10,000 hectares and 36 industrial clusters, covering a total area of 1,954 hectares. Up to now, the province has nearly 5,000 hectares of clean land which can receive investment projects by 2020.

Wood is one of the industrial products with highly increased production value in the first 6 months of 2019
Particularly, processing and manufacturing industry increased by 15.14 percent; electricity production and distribution industry increased by 16.91 percent; water supply, management and treatment of waste and wastewater increased 14.47 percent over the same period.
The value of industrial production in the first 6 months of 2019 (actual price) was estimated at VND 156,395 billion, up 18.1 percent (the same period increased by 19.1 percent). In particular, the processing industry still accounts for the highest proportion in value.
The number of industrial product groups in 6 months of 2019 is 75 groups; in which, 56 out of 75 groups had a growth rate over the same period and 19 out of 75 groups decreased compared to the same period.
Some industrial products have increased production speed as follows: construction bricks (up 56.2 percent); plastic products (up 37.8 percent); wood products (up 33.1 percent); wall painting (up 30.7 percent); yarns of all kinds (up 25.8 percent); product-finished iron - steel (up 22.1 percent); pharmaceutical products (up 17.6 percent); commercial electricity (up 16.9 percent); mineral fertilizers and chemical fertilizers (up 14.9 percent); finished fabric (up 16.7 percent); mineral water (up 11.7 percent); backpack and bag products (up 8.4 percent); rice milling (up 4.3 percent); cashew nuts (up 4 percent); garment products (up 3.9 percent).
Some industrial products have reduced production speed such as footwear (down 0.7 percent); animal feed (down 4.2 percent); bottled beer (down 38.8 percent); printing services (down 10.1 percent)./.

the two countries.
He confirmed that Vietnamese NA and people will do
their utmost to advocate Cambodia in maintaining peace, unity,
independence and development.
The Cambodian leader expressed his hope that Viet Nam
will gain more success in the future and the two sides will continue
strengthening cooperation to bring the two-way trade value to a more
impressive figure the current US$2.5 billion.
The two leaders also vowed to work together for
sustainable development of the ASEAN Inter-Parliamentary Assembly (AIPA)
and foster legislative cooperation between the two Legislatures.
NA Chairman Nguyen Sinh Hung took the occasion to
invite Mr. Heng Samrin and high-ranking Cambodian NA delegation to
attend the 132nd International-Parliamentary Union (IPU) Assembly in
Viet Nam in 2015.

Director of Department of Planning and Investment of Long An Province Nguyen Van Tieu introduced briefly about the socio-economic development situation, potentials, advantages and opportunities for industrial development investments in the province at the present. In 2016, the economic growth rate of the province reached 9%; of which the agricultural, forestry and aquaculture production sector increased 0.6%, industrial and construction sector increased 14.2% and commercial, service sector increased 7.9%.
The whole province has 28 industrial parks, 32 industrial complexes with the total area of more than 10,200 ha of which 16 industrial parks and 14 industrial complexes have been put into operation with the total area of more than 3,300ha and the occupation rate of 68%. At present, the province has been promoting the investment promotion, administration reform activities to create the favorable conditions for the enterprises to invest in industrial development.
