Long An attracted 134 new investment projects  Long An attracted 134 new investment projects 
According to Long An Department of Planning and Investment, from the beginning of 2019 to now, there were 134 new investment projects approved in the province. In which, 95 projects were domestic direct investment (DDI) projects and 39 projects were foreign direct investment (FDI) projects.

Up to now, there are 1,773 DDI projects in the province with registered capital of VND 212,809 billion

In April, the province attracted 22 DDI projects with a total registered capital of VND 1,480 billion; accumulating from the beginning of 2019 to now, there were 95 new projects with registered capital of VND 8,819 billion, up 41 projects and VND 7,235 billion in capital over the same period of 2018. So far, the province has 1,773 projects with registered capital of VND 212,809 billion.

In the field of foreign investment, the province granted 12 new projects with investment capital of USD 22.7 million in April; accumulating from the beginning of 2019 to now, there were 39 new FDI projects, up 16 projects and USD 21 million in capital over the same period of 2018. So far, the province has 971 projects with registered capital of USD 6,105 million; including 576 projects put into operation, accounting for 59.3% of the total projects and total investment of USD 3,614 million, accounting for 59.1% of the total registered capital.

To attract investment effectively, the province continues to review and adjust land use planning; inspects the environment, regularly checks the investment progress of projects and handles many cases of violation. Accordingly, in the first 4 months of 2019, 9 FDI projects were terminated with a total registered investment capital of USD 24 million, an area of 5.5 hectares and 9 domestic projects with an area of 4.78 hectares and a capital of VND 282 billion./.

As announced by Long An Department of Industry and Trade, the industrial production index of June 2019 decreased by 1.67 percent over the previous month but increased by 16.42 percent over the same period last year. Accumulated 6 months of 2019, industrial production index increased by 15.18 percent over the same period last year.

Wood is one of the industrial products with highly increased production value in the first 6 months of 2019

Particularly, processing and manufacturing industry increased by 15.14 percent; electricity production and distribution industry increased by 16.91 percent; water supply, management and treatment of waste and wastewater increased 14.47 percent over the same period.

The value of industrial production in the first 6 months of 2019 (actual price) was estimated at VND 156,395 billion, up 18.1 percent (the same period increased by 19.1 percent). In particular, the processing industry still accounts for the highest proportion in value.   

The number of industrial product groups in 6 months of 2019 is 75 groups; in which, 56 out of 75 groups had a growth rate over the same period and 19 out of 75 groups decreased compared to the same period.

Some industrial products have increased production speed as follows: construction bricks (up 56.2 percent); plastic products (up 37.8 percent); wood products (up 33.1 percent); wall painting (up 30.7 percent); yarns of all kinds (up 25.8 percent); product-finished iron - steel (up 22.1 percent); pharmaceutical products (up 17.6 percent); commercial electricity (up 16.9 percent); mineral fertilizers and chemical fertilizers (up 14.9 percent); finished fabric (up 16.7 percent); mineral water (up 11.7 percent); backpack and bag products (up 8.4 percent); rice milling (up 4.3 percent); cashew nuts (up 4 percent); garment products (up 3.9 percent).

Some industrial products have reduced production speed such as footwear (down 0.7 percent); animal feed (down 4.2 percent); bottled beer (down 38.8 percent); printing services (down 10.1 percent)./.

According to Chairman of Bamboo Capital Group – Nguyen Ho Nam, the plant was built with 123,000 solar panels installed with modern technology and equipment, bringing high capacity and efficiency. The panels will absorb solar radiation to convert into electricity to integrate into the power transmission network with power generation output of 57 million KWh/year.

Vice Chairman of Long An Provincial People Committee – Pham Van Canh highly appreciated the significance of the project and said that that was an event marking the development of solar energy field in Long An province. At the same time, he suggested the investor to operate the plant follow the right process, especially, it is necessary to protect the environment in the process of replacing and handling the panels.

On this occasion, former President of the Socialist Republic of Vietnam – Truong Tan Sang gave 100 scholarships of relaying to school to poor and studious students in Thanh Hoa district (each scholarship is worth 1 million dong) and 100 million dong for Long An Study Encouragement Fund./.

Accordingly, the exported products are various, the quality of exported products is improved, raising the competitiveness and reaching the market demanding high quality such as EU, US, Japan, and Korea.

In 800 export enterprises, there are 90 enterprises exporting over USD 10 million, focusing on commodities: Rice, seafood, cashew nuts, coffee, bear, shoes, textiles, steel, battery, plastic products, and electronic components. Especially, the province's products have 8 export markets over USD 100 million products of the province (China, Taiwan, Korea, US, Japan, Hong Kong, Cambodia, and Vietnam (in-place export), and 26 export markets over USD 10 million.

In the first 6 months of 2018, the province's export turnover was estimated at USD 2.55 billion, increasing by 20.9%; import turnover was estimated at USD 1.93 billion, increasing by 3.4% over the same period of 2017./.​

Currently, Long An has over 11,000 operating enterprises with a total registered capital of nearly VND 273,000 billion and 576/988 projects with FDI capital which are operating (accounting for 60.9%). In which, Chinese enterprises have 179 projects, with an investment capital of US$ 263 million, ranked second in number of projects and 8th in foreign investment in Long An. Over the past year, trade cooperation relations between enterprises of Long An province and Chinese enterprises have been increasingly developing; as shown by the increasing import-export turnover between Long An province and China; specifically, the total import-export turnover in 2018 between Long An and China was US$ 604 million, of which, export reached US$ 190 million.

At the meeting, Mr. OIGAWA Kazuhiko said that Ibaraki prefecture was a locality that developed harmoniously between industry and agriculture in Japan. Particularly for Long An province, in addition to cooperation in the field of labor, Mr. OIGAWA Kazuhiko said that the locality also wanted to learn more about investment opportunities in the field of manufacture as well as cooperation on high-tech agriculture which are areas where Ibaraki prefecture had advantage.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee – Pham Tan Hoa briefly introduced about the natural conditions and socio-economic situation of Long An province. Mr. Hoa said that the locality was very focused on the relationship with Japan. Over the past years, Long An province has organized missions to Japan to promote cooperation with Japan's local governments, organizations and enterprises. In addition, as a locality that received a lot of Japanese enterprises to invest (more than 144 projects), Long an province always paid great attention to tighten the relations with the Consul General of Japan in Ho Chi Minh City, Japanese organizations in Vietnam such as JICA, JETRO, JBAH, and regularly organized dialogues with Japanese organizations and enterprises operating in the province.

In particular, Long An province paid great attention to labor cooperation with Japan, bringing the province's laborers to Japan to work and study, considering it was a strategic solution to create jobs for workers, contributing to povety reduction, and more importantly, improving the quality of the province's labor force.  ​

After 4 years of implementation, the project has achieved some positive results. The province has established many pilot models of beef cattle farming with high technology applications. The models play an important role in the application of technologies in practice and have a great spread to farmers.

The role of cooperative groups and cooperatives has been increasingly asserted. Farmers have actively cooperated in farming, gradually change their old habits and boldly applied advanced techniques to production. Therefore, the production efficiency and income of members have been improved.

The project "Building high-tech concentrated beef growing area" has achieved some positive results

The province has established 10 pilot models; initially replicated in Duc Hoa and Duc Hue districts; supported to provide 181 cows and 75 machines.

The province has granted VietGAHP certificates to 4 units (2 cooperatives, 1 cooperative group, 1 farm) and organized technical training courses for farmers; cooperated with Ho Chi Minh City University of Agriculture and Forestry to consult and support members in reorganizing production.

However, the project still has had some obstacles in the implementation process such as the difficulties in the capital, the delay in disbursing capital for the model, the limitations in technical application, the weakness of cooperative managers, etc. In addition, farmers have been not interested in participating in the models; product underwriting cannot be implemented.

According to Deputy Director of Department of Agriculture and Rural Development - Dinh Thi Phuong Khanh, the sector would continue to coordinate with local authorities to implement the project as planned; focus on strengthening and improving the quality of cooperatives; achieve high efficiency in building pilot models; train and transfer new science and technology.

In addition, she asked farmers to actively change husbandry practices and apply new technologies to create quality products that meet the increasing market standards.

The brain drain and lack of practical education were among the major problems facing the country, students and leading members of the Ho Chi Minh Communist Youth Union told HCM City education officials at a conference yesterday.

Students from 130 high schools in the city attended the meeting organised by the municipal Department of Education and Training to discuss improvements to training quality and school programmes.

 

 

Their main concern was the brain drain. Pham Thi Yen Nhi, an 11th grader at the elite Le Hong Phong High School, said many students had gone abroad to study in recent years but did not come back to work in Viet Nam.

 

 

Not many students had the desire to help build their homeland, she said, adding the Government should work out policies to attract them home.

Another concern the students raised was their school programme’s focus on theory rather than practice.

 

 

Nguyen Bich Quynh, an 11th grader at another elite institution, Tran Dai Nghia High School, asked the officials why despite completing such long and arduous courses, many people failed to get good jobs after graduation. Even if they did, employers have to retrain them, she said.

 

 

Tran Tien Thinh of Le Thanh Ton High School in District 7 expressed the same opinion, saying education must be more practically-oriented.

 

 

Others expressed worries about the bad behaviour and use of obscene language by high school students, saying courses to teach them good behaviour were required from an early age.

 

 

Nguyen Thi Ngoc Bich of Long Truong High School in District 9 said there should be more sex education at the high-school level.

 

 

The changes the city and country are going through, students’ aspirations and the role of young people in the city’s industrialisation and modernisation were also discussed.

 

 

Huynh Cong Minh, director of the Department of Education and Training, said the conference provided a good opportunity to listen to students and promised more regular interaction in future.

The Government will conduct a national census on rural areas, agriculture, and aquaculture on July 1-30, 2011.

The census aims to collect basic information on rural areas, agriculture and aquaculture in order to map out specific plans and policies for socio-economic development. 

The Government chief instructed his inferiors to focus on three aspects:

(1) Real situations of agriculture, forestry and aquaculture: number of producers, labor force and structure, production scale and capacity, application of scientific and technical advances in production; access to information; impacts on environment; development of farm economy; and women’s role.

(2) Changes of economic structure and infrastructure conditions in rural areas.

(3) Living conditions of rural residents, especially capital accumulation and mobilization, assess to credits, and vocational training.  

It is planned that the national census is conducted every five years.

The latest census took place in 2006. As of July 1, 2006, Việt Nam had 10.47 million players operating in the areas of agro-forestry and fishery sector which used 22.93 million laborers./.

Enterprises investing in agriculture and rural areas will be granted with additional incentives in terms of land allocation, vocational training, market expansion, services, scientific and technological applications, and transportation fees.

The Government lately issued Decree 61/2010/ND-CP, stipulating additional preferences for agricultural and rural development.

The Decree will take effect since July 25, 2010. 

The list of preferential sectors includes cultivation, aquaculture, and development of raw materials for processing zones. 

According to the Decree, the Government will exempt or cut 50-70% of fees for land or water surface leased up to 15 years in maximum for agricultural enterprises.

Those enterprises will be given a cut of 50-100% of vocational training fees, 50-70% of advertisement costs, as well as 50-70% of expenditures for participating in exhibitions. In addition, they will have to pay lower costs, from 50% to 100%, for accessing to information about agricultural production.

As reported by the Vietnam Economic Management Review (VEMR), there are around 39,000 enterprises operating in the agricultural sector and rural areas and accounting for 30% of domestic businesses. The figure is relatively low due to poor competitiveness, high risks of natural disasters, and long-term capital refund.  

Hence, the Decree is expected to lure more inflows of investment in the sector and rural areas, benefit peasants and utilize potentials there. 

The new policy will encourage enterprises to pour more investment in perfecting socio-economic infrastructure in rural areas, spurring production activities and services for job generation, renovation and modernization in the countryside.

Long An province will create the most favorable conditions for them to implement the project.

The proposed name of the project is LNG port warehouse chain and Long An power plant. Of which, there are 100 hectares of land use on the shore and 50 hectares of water surface. Scale of the two plants is 3,000MW, using combined cycle gas turbine technology. The annual operating hours are about 6,500 hours; import fuel demand is about 2.2 million tons per year for 3,000MW./.

In the afternoon of October 17, 2017, a delegation from Long An province attended a the Investment and Trade Promotion Conference in Wakayama Province, Japan. This is the conference jointly organized by the International Cooperation Department, the Government of Wakayama Province (Japan), Long An Province and Can Tho Province of Vietnam.

Attending the conference, there were representatives of the Consulate General of Vietnam in Osaka, Japan International Cooperation Agency (JICA), Japan External Trade Organization (JETRO) and about 100 enterprises and organizations from Wakayama Province and Japan. The delegation of Long An province attended this conference, in addition to leaders of the provincial People's Committee and related departments, included eight enterprises operating in agriculture, industry and handicrafts sectors.

At the Conference, Mr. Nguyen Van Duoc, Vice Chairman of People's Committee of Long An province briefed about the economic development of Long An Province and the investment advantages of the province.

Up to October 2017, Long An province has attracted 850 foreign direct investment (FDI) projects with the investment capital of more than USD 5.4 billion from 37 countries and territories; 142 projects of Japanese investors, ranking the third in terms of number of projects and the fourth in terms investment capital with over 497 million USD. At present, the province has planned 28 industrial parks together with the industrial land fund of over 4,000 hectares available to the investors.

At this conference, the government of Long An Province wants to call on Japanese organizations and enterprises to cooperate and invest in Long An province in the fields of agriculture, industry, environment and clean energy and cooperation in labor export and training.

The industrial production value of Can Duoc district reached more than 22,000 billion VND, reaching 90 percent of the plan. The district has 2 operating industrial parks. Accordingly, Cau Tram Industrial Park (96.4 hectares) has 38 companies, its occupancy rate is 100 percent. Thuan Dao - Ben Luc Industrial Park in Long Dinh Commune (189.8 hectares) has 42 companies, its occupancy rate is 90 percent.

Phuoc Dong Industrial Park and Port (143.3 hectares) has completed over 60 percent of infrastructure and continues to invest fully under the direction of the Provincial People's Committee. The district strives to achieve a production value of over 27,000 billion VND by 2020, an increase of 21 percent compared to 2019. At the same time, the district coordinated with provincial departments and branches to focus on inspecting in order to promptly solve difficulties in production and business activities, compensation clearance, suspended or inefficient projects. The district creates favorable conditions in attracting investment and constructing the infrastructure of industrial clusters to increase the occupancy rate of industrial parks and clusters; cooperates with the province to promote the operation of Long Son, Long Huu Dong and Long Huu Tay industrial clusters.

Besides, based on the district's socio-economic development planning to 2020 and vision to 2030, the district People's Committee adjusts, supplements and completes the plans to mobilize and use resources to promote rapid and sustainable economic development following to the structure of industry - trade, service - agriculture, urban development and environmental protection./.

Director of Department of Planning and Investment of Long An Province Nguyen Van Tieu introduced briefly about the socio-economic development situation, potentials, advantages and opportunities for industrial development investments in the province at the present. In 2016, the economic growth rate of the province reached 9%; of which the agricultural, forestry and aquaculture production sector increased 0.6%, industrial and construction sector increased 14.2% and commercial, service sector increased 7.9%.

The whole province has 28 industrial parks, 32 industrial complexes with the total area of more than 10,200 ha of which 16 industrial parks and 14 industrial complexes have been put into operation with the total area of more than 3,300ha and the occupation rate of 68%. At present, the province has been promoting the investment promotion, administration reform activities to create the favorable conditions for the enterprises to invest in industrial development.

Spoken at the Conference, Prime Minister Nguyen Xuan Phuc praised the efforts and highly appreciated the outstanding achievements that Long An province gained recently. Long An is the province with the fast economic transition speed and the Provincial Competitiveness Index of Long An ranks the 9th nationwide and ranks the 2nd in Mekong River Delta Region. In the past 5 years, Long An has attracted more than 700 direct foreign investment projects with more than 5 billions USD of registered investment capital.

Prime Minister Nguyen Xuan Phuc said that Long An was located in the gateway to connect Ho Chi Minh City with Mekong River Delta Region provinces with sea port, large land and many favorable conditions for developing agriculture and industry. Therefore, in the coming time, Long An should have the strong breakthrough in development to create the favorable investment and business environments to attract the investors to Long An. Prime Minister Nguyen Xuan Phuc suggested that Long An should aim at building the e-government model which was closely linked to the public administration activities, created the transparent legal corridor. At the same time, the leaders of Long An Province should increase the dialogues with the enterprises to timely solve their problems and actively improve the investment environment and strictly conform to the commitments with the enterprises. Prime Minister Nguyen Xuan Phuc also suggested the enterprises and investors to act as they talked and not delay in implementing the projects after getting the licenses.

In socio-economic development planning, Prime Minister Nguyen Xuan Phuc hoped that Long An Province would pay more attention on the region connection and take advantages of the supports from the neighboring provinces/cities such as Ho Chi Minh City, Southeast Region provinces, Mekong River Delta Region provinces to promote the development. At the same time, Long An Province should build the special strengths and advantages to create the difference in attracting the domestic and foreign investments. Long An should solve effectively the traffic connection and environmental protection problems to aim at sustainable and long-term development.

From early 2019 to the present, industrial parks in Long An province attracted 147 new projects, including 103 FDI projects and 44 DDI projects with a total new investment capital of over USD 217 million and VND 7,099 billion. In addition, 84 projects increased capital, in which 61 FDI projects increased USD 127.4 million and 23 DDI projects increased VND 194.4 billion. Labor in leather footwear, textile and garment industry accounts for 65% of total labors in industrial parks

Until now, active industrial parks have attracted 1,514 projects, including 731 FDI projects and 783 DDI projects. Total investment capital of enterprises in industrial parks is USD 4,144 million and VND 84,385 billion.

In the first 10 months of 2019, the province has 15 more new enterprises going into operation, bringing the total number of active enterprises to 887 projects (or enterprises), of which 397 FDI projects are operating with a total accumulated investment capital of USD 1.87 billion and 490 DDI enterprises with a total accumulated investment capital of VND 18,104 billion. In addition, there are 34 warehouse projects, 46 factory leasing projects in operation.

To date, industrial parks in the province have created jobs for about 143,222 laborers, of which, female laborers account for 56%, foreign laborers have over 3,000, and 65% of the total laborers is working in the leather footwear, textile and garment industry./.

The Public Administrative Reform Index is a management tool developed and applied by the Ministry of Home Affairs from 2012 up to now which aims to help the Government monitor and evaluate in a real and objective manner the annual administrative reform results of ministries, ministerial-level agencies and People's Committees of provinces and cities directly under the Central Government.

Results of public administrative reform 2018 of provinces and cities were divided into 4 groups: Group A (over 80%); Group B (75-80%); Group C (70 - 75%); Group D (under 70%). Quang Ninh maintained the top position of the ranking with the index of 89.06%, 5.08% higher than the second unit, Hanoi City. Phu Yen ranked 63/63 of provinces and cities with the result of 69.53%.
