In 2019, the sector of industry and trade expected some key targets such as the industrial production value (compared to 2010) reached VND 245,900 billion, the total retail sales of goods and service revenue reached VND 88,700 billion, households using electricity reached 99.9%, the province's export turnover (not included in the provincial plan) expected to reach USD 5.9 billion, the import turnover reached USD 4.5 billion, the total state budget revenue reached VND 2.1 billion, the local fund for supporting industrial promotion expected VND 1.5 billion, the fund for supporting trade promotion expected VND 2 billion.
In the field of industry, the sector makes plan to support businesses linking to use each other's products; speeding up the investment progress of newly established industrial clusters (ICs) in the province to improve the occupancy rate of ICs.
It is strived in 2019, there are at least 3 ICs go into operation; at the same time, the Department will check and advise the Provincial People's Committee to revoke investment projects that are not implemented or delayed.
Also, the sector focuses on monitoring the production and business situation of enterprises, especially large ones or the ones exporting key products of the province as well as proposing solutions to solve their difficulties and problems of businesses, promoting production development; etc.
Beside, the sector continues to call for businesses to invest in large commercial projects and service which are motivated in the province, especially in key areas; at the same time, the sector calls on commercial projects and service according to planning, contributing to erasing spontaneous markets, developing retail systems and promoting domestic goods consumption./.

According to Director of Hoang Phat Co., Ltd – Ms. Nguyen Thi Kim Thoa, this first batch of dragon fruit exported to Australia was about 3 tons, and white dragon fruit.
Mr. Pham Van Canh said that the export of dragon fruit to the Australian market was an opportunity and created a premise for Long An dragon fruit to enter other difficult markets. The dragon fruit export enterprise should continue to invest in preserving agricultural products to lengthen the quality and model of dragon fruit for consumers.
According to Deputy Minister of Agriculture and Rural Development – Mr. Tran Thanh Nam, exporting Vietnamese dragon fruit to the Australian market was one of the important events for our country's agricultural sectors, a milestone marking the efforts of farmers, enterprises and professional agencies.

On the occasion of the Vietnam Business Day on October 13, Long An province held a meeting with entrepreneurs in the province.
Long An's economic growth in period 2016-2017 was about 9.29% and in the first 6 months of 2018 was 10.96%. The province's Gross Regional Domestic Product (GRDP) in 2016 was VND 57,265 billion (compared to 2010), growth rate was 9.05% (compared to the plan of 9%). In 2017, GRDP achieved VND 70,319 billion (compared to 2010), growth rate was 9.53%. In the first 6 months of 2018, GRDP achieved VND 37,416 billion (compared to 2010), growth rate was 10.96%.
In 9 months of 2018, there are 1,085 newly-established enterprises with total registered capital of 15,424 billion VND, increased 7.1% in the number of enterprises and 23.1% in the registered capital over the same period. Up to now, there are 11,589 enterprises operating with total registered capital of 267,778 billion VND. Currently, Long An has 28 industrial parks and 62 industrial complexes with the total area of nearly 15,000 hectares; of which 16 are industrial parks, 19 industrial complexes with the occupancy rate of 79%.

In the first 6 months of 2019, People’s Committee of Long An Province decided to establish and set policies of infrastructure investment in 5 industrial clusters (ICs): Tan Phu, Duc Thuan 2, My Quy Tay, Le Tran and Loi Binh Nhon 2. According to the scheme of adjusting development planning of ICs in the province, by 2020, the whole province will have 62 ICs with a total area of 3,106.5 hectares.
Currently, Long An has 22 ICs in operation with a total area of 1,095.5 hectares, attracting 544 projects with a total investment of VND 15,635 billion. In which, there are 60 foreign direct investment (FDI) projects with total investment capital of USD 209.6 million, land area for rent is 586.65 hectares. The occupancy rate of ICs in operation is 86.55 percent.
It is known that from now to the end of 2019, Long An is striving to establish 3 new ICs coming into operation. To achieve this goal, the provincial People's, Committee has directed relevant sectors to continue to support infrastructure investors in many aspects, including land acquisition as well as legal procedures for the investors to complete infrastructure soon and attract secondary investors./.

Thus, in the 11 months of 2018, the industrial production index increased 15.97% over the same period (increased 16.17% over the same period). In 11 months of 2018, the industrial production value was 253,198 million VND, increased 17.7%. In particular, processing industry accounted for the highest value, reaching 251,361 billion VND, increased 17.7%.
The number of industrial product groups in the 11 months of 2018 is 75 groups. In particular, the number of industry groups with the increased growth rate over the same period is 67/75 groups and the number of sectors with the decreased growth rate is 8/75 groups. The products with the quantity increased over the same period include: Textile cloth from synthetic fibers increased 21.2%; wood production increased 17.7%; production of electricity distribution and control equipment increased 17.1%; livestock feed production increased 15.1%; dried cashew increased 14.5%; aquatic feed production increased 13.6%; mineral water increased 16.7%; etc.
The industries with decreased growth rate mainly focus on such industries as artificial fibers, services related to printing, metal product manufacturing, production of plastic products, control and movement spare parts, shipbuilding with big capacity ./.

The province has prioritised supporting industries and hi-tech agriculture, projects using technology, value-added products, energy efficiency and industries that are competitive and environment-friendly, Nguyen Van Tieu, the department director, told a press briefing held to introduce the Long An Investment Promotion Conference.
To be held in Long An on October 17, the conference would feature discussions on policies and investment between local authorities, businesses and economists, enabling investors to understand more about the province, he said.
Tran Van Can, the province chairman, said soliciting investment is one of the ways for the province to achieve its goals of industrialising by 2020, achieving per capita income of VND80 million (US$3,587), and average GDP growth of 13 per cent a year in accordance with its master plan.
Despite difficulties, the province has achieved growth of 11.26 per cent and its per capita income has climbed to VNĐ50.7 million, among the highest in the Cuu Long (Mekong) Delta, he said.
It is home to 16 industrial parks and 14 industrial clusters with occupation rates of 61 per cent and 88 per cent, he said.
It ranks first in FDI attraction in the delta, with 768 projects with a total investment of over US$5.1 billion, he said.
It is also home to 1,259 local projects with a combined investment of VND139.84 trillion.
"Long An will create the most favourable conditions for domestic and foreign investors and businesses," Can promised.
The province's motto is 'your difficulties are also our difficulties, your success is also our success,' he said.
Tiều said the province would continue to work to improve its investment environment, administrative procedures and transport infrastructure to better meet investors' demand.
It would also focus on improving education and training to provide the market with more skilled staff, he said.

to 1,500 children have come to the hospital for examinations each day
Nhuan said children had been badly hit by diseases, including dengue, due to recent flooding in Hanoi and northern provinces.
The floods have created stagnant bodies of water, perfect breeding grounds for the mosquitoes that spread the disease.

I. Economic growth rate
GDP of the province in 2013 reaches VND 17,585.4 billion (according to the same period in 1994), the growth rate reaches 11%, meeting the plan and higher than the growth rate of the previous year (10.5%); in which the growth rate of Zone I is 4.5% (comparing to the same period, increases 3%); of Area II is 14.3% (comparing to the same period, increasing 14.9%); of Area III is 11.6% (Comparing to the same period, increasing 11.6%). Average GDP per capita is VND40million (this figure in 2012 is VND36.6 million).
The economic structure is transited actively, in particular: Area I accounts for 29.72%, reduced 2.41% comparing to 2012; Area II accounts for 39.54%, increased 1.01% comparing to 2012; Area III accounts for 30.74%, increased 1.4% comparing to 2012.
II. Results of some key economic sectors
1. Agricultural, forestry and fishery sectors (Area I): increased 4.5% (Plan increased 3.3%), in which, agricultural sector increased 5.4% (planting increased 6.0%, breeding increased 0.6% and agricultural service increased 2.0%); forestry increased 0.6%, aquaculture increased 0.2%.
2. Industrial, construction sector (Area II): increased 14.3% (Plan increased 15.2%), in which: industry increased 15% and construction increased 8.7% (The same period in Area II increased 14.9%, in which industry increased 15.4% and construction increased 10.7%).
Industrial production index in 12/2013 increased 16.18% comparing to the same period. The accumulated for the whole year, the industrial production sector increased 13.82% comparing to 2012 in which processing industry increased 13.82%, power industry increased 15.72% and water supply and solid waste treatment industry increased 13.25%.
The industrial production value in 2013 reached VND 31,481.7 billion (price in 1994), increased 16.1% comparing to the same period in which mineral exploitation and processing industry reached VND 31,092.6 billion (increased 16%), power industry reached VND 278.6 billion (increased 17.7%), water supply and waste treatment industry reached VND 110.5 billion (increased 16.3%).
3. Trade-service sectors (Area III): increased about 11.6%, reaching the plan in which: trade increased 11.6% and service increased 11.7% (The same period in Area III increased 11.6%, in which trade increased 11.6% and service increased 11.4%).
The total retailed sales of the goods and services reached VND33,486.4 billion, accounting for 96.1% Plan and increased 19.8% comparing to the same period. The export turnover reached USD2,823.5 million, reaching 97.4% Plan and increased 18.5% comparing to the same period. The import turnover reached USD2,091.5 million, reaching 91% Plan and increased 14.3% comparing to the same period. The key export products include: rice, cashew, garment, footwear, processed aquatic products, mechanical products, batteries, iron, steel. The key import goods are machines, equipment and materials serving for production.
Particularly for rice export, the food enterprises in the province purchased 1.45 million tons of rice; export 576,000 tons of husked rice, increased 37% in term of quantity and increased 28% in term of turnover comparing to the same period.
Consumer Price Index (CPI) in 2013 increased 6.45% comparing to December 2012, and the average increase of 12 months is 6.72%. This is a low increase and the inflation control objective is achieved.
4. Development investment
The development investment capital of the entire society in 2013 reached VND 20,933.2 billion, accounting for 35.6% GDP (accounting for 40% GDP in 2012); the investment capital reduced mainly due to the difficult business and production conditions, therefore, the enterprises reduced the new investments and expanded investments.
For basic construction capital managed by the province, district up to 2013, the implementation and disbursement percentage reached 100% plan. Regarding the basic construction debts: the province owned VND 427.535131 billion (reduced VND93.896 billion comparing to the previous year) with 412 projects in which the State Budget owns VND262.841 billion for 73 projects, district budget owns VND179.29 billion for 339 projects.
- Investment attraction:
+ Domestic investments: in 2013, there are 797 enterprises registered, increased 10% comparing to the same period with the registered capital of VND8,648 billion, 2.26 times higher than the same period; 114 enterprises dissolved, increased 28% comparing to the same period and there are 56 enterprises with the operation suspended, increased 22% comparing to the same period. Until the end of 2013, there are 5,712 enterprises operating in the province with the total registered capital of VND 91,111 billion. In the year, the investment certificates were issued to 20 domestic direct investment projects with the total registered capital of VND 4,527 billion, accounting for 23.9% of total projects and 79.6% of the capital comparing to the same period and finally increase the total number of domestic direct investment projects to 524 projects with the total capital of VND76,426 billion.
+ Foreign investments: the investment certificates were newly issued to 52 foreign direct investment projects with the total registered capital of USD185 million, accounting for 89.6% of the projects and 143.4% of capital comparing to the same period. Until the end of 2013, the total FDI projects registered in the province is 494 projects with the total capital of USD3,088 million; in which 272 projects are under operation, accounting for 55.3% of registered projects with the total implementation capital of USD1,673 million, accounting for 53.7% of total registered capital.
Investment and trade promotion activities have been improved with higher effectiveness. In the year, the province organized and created the conditions for the enterprises to participate in the negotiations, fairs, exhibitions, conferences on domestic and foreign investment and trade promotion with Japan, Korea; organized many fairs to introduce the Vietnamese products to rural areas, industrial parks and complexes; introduced some agricultural products of the province to consume in Metro, Co.op Mart supermarket systems etc. Especially, in the year, the conference on announcing the Provincial Socio-Economic Development Master Plan up to 2020 and vision to 2030 was successfully held with the participation of the leaders of government, ministries, sectors, embassies, consulates, international organizations and the community of foreign and domestic investors; organized many dialogues and meetings for the enterprises to encourage and support to solve the difficulties and promote the investments into infrastructure, business and production activities; focused to direct the inspection of the industrial parks, industrial complexes, residential and urban areas, resettlement areas projects in districts of Duc Hoa, Ben Luc, Can Duoc, Can Giuoc and Tan An city.
Compensation, support and resettlement activities have been implemented effectively. The inspection on the investment progress and environmental issues were carried out regularly by the competent authorities to timely find out and handle the violations. In 2013, the provincial people's committee withdrew 29 domestic investment projects with the total area of 1,929 ha and 15 foreign direct investment projects with the total registered capital of USD19.7 million.
- Development of industrial parks, industrial complexes:
The entire province has 28 industrial parks having the investors operated with the area of 10,216.2 ha; 24 industrial parks having the investment certificates issued with the area of 8,242.5 ha and total investment capital of USD77.1 million and VND 34,111.7 billion in which 19 industrial parks having the establishment decisions issued with the area of 5,805.8 ha; 16 Industrial Parks operated with the occupation percentage of 44.2%. The industrial parks have attracted 766 investment projects and leased 1,233.97 ha of land and 40.6 ha of workshops in which there are 252 foreign direct investment projects with the total capital of USD 1,706.035 million and 514 domestic direct investment projects with the total capital of VND 27,627.4 billion.
The entire province has 28 industrial parks having the infrastructure clients and area of 2,833 ha, in which there are 18 Industrial complexes having the establishment decisions issued with the area of 640 ha; 09 industrial parks operated with the area of 746.7 ha. The industrial complexes in the province attract 206 enterprises registered for leasing land with the area of 368.6 ha, the occupation percentage is around 81.7% employing about 15,000 labors.

The Long An Customs Department informed that the total state budget revenue from import and export activities reached 2,953 billion VND, reaching 121 percent of the Ministry of Finance's target, reaching nearly 80 percent of the General Department of Customs Affairs; increased by 62 percent over the same period in 2018 by the end of September 2019.
Garment product is one of the major import-export products of Long An province
Accordingly, in the past 9 months, there were more than 1,800 enterprises registering to complete customs procedures at the Customs Branches under the Long An Customs Department, increasing 27 percent over the same period in 2018.
Import and export turnover according to Commercial contracts in the first nine months of 2019 reached 10.7 billion USD, increasing 4.7 percent over the same period in 2018. Of which, exports reached 6.3 billion USD (increasing 10.5 percent), imports reached 4,4 billion USD (decreasing 3 percent); the taxable turnover is 1.21 billion USD.
Main import and export commodities are footwear, seafood, garments, iron and steel, aquatic feeding, agricultural products, chemicals, materials for textile, footwear, metal and machinery device, and so on.
According to the leader of Long An Customs Department, in the rest months of 2019, the General Department of Customs has issued a document to supplement the State budget revenue in 2019 with additional revenue of 1,100 billion VND, raising the total revenue target of the state budget in the year that the Department has to reach 3,700 billion VND.
If the revenue target is not increased, the Customs Department has reached the finish line and the revenue exceeded the assigned budget target. The reason why the unit's revenue increased and reached the destination early was that in the first months of 2019, a number of solar power plant projects imported equipment and machinery for projects and did customs procedures through the branches of the above units. Up to now, 32 enterprises have invested and run their production and business activities in the IP. According to the People's Committee of Can Giuoc district, over the past time, the district is still looking for solutions to address the people's demand for drinking water in town due to the current water quality is not guaranteed for eating and drinking that affects people's health.
Currently, the water demand for the people in town is about 3,000-3,500 cubic meters per day and night. In particular, the water sourced from Can Duoc Water and Environment Company is about 2,000 cubic meters per day and night; Netherlands Company is about 1,200 cubic meters per day and night; clean water is basically supplied in the town.
However, due to the deterioration of the pipeline network, a large amount of water is lost, especially in the dry season when the water demand of the people increases.
For urging Ha Lan Company and Joint Stock Company of Can Giuoc Urban Construction to sign a contract on water purchase and sale, up to now, the two companies have not yet implemented it due to the agreement on some terms of the contract. In particular, the Joint Stock Company of Can Giuoc Urban Construction said that the Dutch Company does not agree to attach meters that use mechanical meters. At the meeting, Dutch Company agreed to attach meters in according to the request of the Joint Stock Company of Can Giuoc Urban Construction.

On December 19th, the delegation of Binh Duong Province led by Secretary of Provincial Party Committee Tran Van Nam visited and exchanged the experience on socio-economic development in Long An Province. The delegation was welcomed by Secretary of the Provincial Party Committee, Chairman of Provincial People’s Council Pham Van Ranh, Chairman of People’s Committee of Long An Province Tran Van Can and other leaders of departments, sectors of the province and Duc Hoa district.

Director of Department of Planning and Investment of Long An Province Nguyen Van Tieu introduced briefly about the socio-economic development situation, potentials, advantages and opportunities for industrial development investments in the province at the present. In 2016, the economic growth rate of the province reached 9%; of which the agricultural, forestry and aquaculture production sector increased 0.6%, industrial and construction sector increased 14.2% and commercial, service sector increased 7.9%.
The whole province has 28 industrial parks, 32 industrial complexes with the total area of more than 10,200 ha of which 16 industrial parks and 14 industrial complexes have been put into operation with the total area of more than 3,300ha and the occupation rate of 68%. At present, the province has been promoting the investment promotion, administration reform activities to create the favorable conditions for the enterprises to invest in industrial development.

Secretary of Provincial Party Committee of Binh Duong Province Tran Van Nam highly appreciated the changes of Long An Province recently and it showed that Long An had many potentials and strengths for industrial development. However, in order to attract more enterprises to invest in the industrial parks, industrial complexes, Long An should complete the technical infrastructure, especially traffic roads, power and water systems. With the long relationship, Binh Duong is willing to cooperate with Long An to remove all difficulties and obstacles for Long An to become the attractive destination to the investors.

Speaking at the event, the Institute of Green Economy mentioned a number of specific issues, asking Nonghuyp and NACF to research and coordinate for the implementation in Vietnam, giving priority to projects of the Institute of Green Economy in Long An.

On November 18, the delegation visited, surveyed and worked with fresh flower auction market (AT Center), wholesale market and vegetable and fruit auction (Garak). Through the meeting, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Pham Van Ranh said that Long An province now has a project for wholesale market for agricultural products, so the province will welcome and create favorable conditions for Vietnamese and Korean enterprises to cooperate in implementing the project and applying this model to the province.
