On May 17, Long An Provincial Department of Agriculture and Rural Development (DARD) held a three-year preliminary review conference (November 2016 – April 2019) to implement the project "Building 20,000-hectare rice production areas applied high-tech in Long An province by 2020 ". 
 
Long An Provincial People's Committee has just approved VND 2 billion for the Trade Promotion Program in 2019. 
 
According to Long An Provincial People’s Committee, a number of large investors is surveying and making investment procedures for major projects in the province. 
 
According to Long An Department of Planning and Investment, from the beginning of 2019 to now, there were 134 new investment projects approved in the province. In which, 95 projects were domestic direct investment (DDI) projects and 39 projects were foreign direct investment (FDI) projects. 
 
On May 14, Deputy Director of Long An Department of Agriculture and Rural Development (DARD) - Dinh Thi Phuong Khanh chaired a conference on urgent deployment of measures to prevent and control African swine fever (ASF). 
 
In the afternoon of May 11th, the National Assembly delegation of Long An province held a conference to collect opinions of provincial leaders and leaders of provincial departments and branches before the 7th meeting session of the 14th National Assembly on the socio-economic situation and difficulties, problems that should be proposed to the Central Government. 
 
From 2016 until now, the production applied high technology on rice at Vinh Thuan Cooperative in Vinh Thuan commune, Vinh Hung district, Long An province has initially brought positive effectiveness. 
 
In the evening of May 10th, Departments of Industry and Trade of Long An and Dong Nai provinces held the connection of goods consumption in 2 provinces into Dau Giay wholesale agricultural market in Thong Nhat district, Dong Nai province with the participation of about 20 enterprises, cooperatives in Long An provinces and some small traders in Dau Giay market.  
 
On May 8, Director of Long An Department of Industry and Trade - Le Minh Duc chaired the working session with some departments, local authorities, businesses and cooperatives to appraise the implementation of supply contracts with HCMC as well as discuss upcoming plans. 
 
According to the information provided by Long An Department of Planning and Investment, in April 2019, the province has 197 newly established enterprises with a total registered capital of 2,095 billion VND, increased by 48% in quantity of enterprises and 14% in registered capital over the same period. Among 197 newly established enterprises, there are 38 enterprises located in industrial zones with the registered capital of 831 billion VND.

Member of the Politburo, Standing Deputy Prime Minister – Truong Hoa Binh and Head of the National Assembly delegation of Long An province – Truong Van No chaired the conference. Chairman of Long An Provincial People's Committee – Tran Van Can also attended the meeting.

At the meeting, Mr. Tran Van Can briefly reported on the socio-economic situation of the province in the first months of the year. Accordingly, in the agricultural field, productivity and yield of some key crops such as rice, vegetables, lemon, and dragon fruit were higher than the same period, brining high economic efficiency.

Industry and construction continued to be maintained and developed. Investment promotion and enterprise support activities were implemented. Trade and serDeputy were maintained with a relatively stable growth. The province's export turnover reached USD 1.35 billion, up 15% over the same period. Import turnover reached USD 0.99 billion, up 16% over the same period, etc.

In the past time, Long An has had many policies to support and improve the investment environment and actively attracted enterprises to implement projects in the area. The province now has nearly 11,000 enterprises in operation with a total capital of over VND 272,300 billion. Long An has nearly 1,800 DDI projects, nearly 1,000 FDI projects, with 38 countries and territories investing in the province.

Currently, a number of large investors (Becamex IDC-VSIP Group, VinGroup, Ecoland Group, BRG Group, Hoan Cau Vietnam JSC, etc.) is making investment procedures, implementing construction planning and surveying to propose project investment in key industrial districts of the province with a total area of over 16,000 hectares.

Long An creates favorable conditions for large investors to soon implement projects, contributing to the socio-economic development of the locality. Besides, the province has solved difficulties and problems (on procedures, site, etc.) to call for and promote investment, attract more large investors to survey and implement projects in the area./.​

Accordingly, the number of industrial product groups in April 2019 was 75 groups of which 54/75 groups had growth rates increased over the same period and 21/75 groups decreased over the same period.

Some industrial products have the growth rates: Construction brick (increased 54.5%); wall paint (increased 46.9%); wood product (increased 38.6%); finished fabric (increased 35.7%); plastic product (increased 33%); pharmaceutical product (increased 23.5%); iron - steel finished products (increased 23.2%); yarns of all kinds (increased 23.3%); garment product (increased 16%); commercial electricity (increased 16.1%); mineral water (increased 11.8%); mineral fertilizer and chemical fertilizers (increased 11.1%); rice milling (increased 6.7%); backpack and handbag products (increased 5.7%); cashew nut (increased 6.8%).

In addition, industrial products have the reduced rates: footwear (decreased 4.5%) and animal feed (decreased 1.5%).

According to the information from the Long An Department of Industry and Trade, the industrial production index in April 2019 increased by 5.19% over the previous month, increased by 18.23% over the same period last year.

Up to now, there are 1,773 DDI projects in the province with registered capital of VND 212,809 billion

In April, the province attracted 22 DDI projects with a total registered capital of VND 1,480 billion; accumulating from the beginning of 2019 to now, there were 95 new projects with registered capital of VND 8,819 billion, up 41 projects and VND 7,235 billion in capital over the same period of 2018. So far, the province has 1,773 projects with registered capital of VND 212,809 billion.

In the field of foreign investment, the province granted 12 new projects with investment capital of USD 22.7 million in April; accumulating from the beginning of 2019 to now, there were 39 new FDI projects, up 16 projects and USD 21 million in capital over the same period of 2018. So far, the province has 971 projects with registered capital of USD 6,105 million; including 576 projects put into operation, accounting for 59.3% of the total projects and total investment of USD 3,614 million, accounting for 59.1% of the total registered capital.

To attract investment effectively, the province continues to review and adjust land use planning; inspects the environment, regularly checks the investment progress of projects and handles many cases of violation. Accordingly, in the first 4 months of 2019, 9 FDI projects were terminated with a total registered investment capital of USD 24 million, an area of 5.5 hectares and 9 domestic projects with an area of 4.78 hectares and a capital of VND 282 billion./.

Long An Department of Industry and Trade supports enterprises and cooperatives to consume goods at Dau Giay market, Dong Nai province

The Department of Industry and Trade supports the Provincial People's Committee in state management as well as coordinate with the Support and Investment Promotion Center under the Department of Planning and Investment, relevant agencies and units in implementing trade promotion.

To be more specific, the 2019 program includes 4 main contents:

Firstly, the estimated budget of the Foreign trade promotion program is VND 200 million for supporting enterprises to participate in overseas fairs and exhibitions under the National trade promotion program. These are market survey programs and exhibitions and fairs in Japan, China, Korea and some ASEAN countries, etc.

Secondly, the domestic trade promotion program and export orientation is estimated at VND 813.1 million. The programs includes attending fairs and exhibitions with a budget of VND 344.2 million together with trading, market seeking and supply - demand connection with a budget of VND 468.9 million.

The third is "Vietnamese people give priority to using Vietnamese goods" campaign. This program has funds for trade promotion with a budget of VND 854 million. Accordingly, the funding is used to organize the Vietnam goods fair for rural and border areas as well as industrial zones and clusters in the province and support enterprises to participate in the Vietnamese goods fair outside the province.

Finally, other trade promotion programs have an estimated budget of VND 132.7 million, including trade promotion training; "Women start up, employment and connect businesses to introduce Vietnamese products" festival; support enterprises selling agricultural products and foodstuffs in district markets, and so on./.

On April 11, the Provincial People's Committee held a conference to evaluate the PCI, the investment environment improvement, enterprise support and development in 2017; At the same time, evaluate the Provincial Governance and Public Administration Performance Index 2017 (PAPI 2017) of the province.

According to the conference report, PCI 2017 of Long An province ranked the fourth in the ranking, belonged to Good group with 66.70 scores; increased 11 levels and increased 6.05 scores compared to 2016; All 10 component indexes increased without no component index decreased. Of which, Long An has 05 component indexes that were improved very well, with high scores, 02 indexes with scores higher than 3 provinces in Top 3 (Quang Ninh, Da Nang, Dong Thap), including: the dynamism of the provincial government, legal institution, market entry, access to land, unofficial fees. However, Long An has five component indexes with the scores increased than 2016 but still much lower than those of 3 provinces in Top 3, such as: enterprise support services, time costs to implement the State regulations, government transparency, access to information, labor training, fair competition.

As for PAPI results in 2017, Long An province achieved 38.30 / 60 scores, ranking the 11th among 63 provinces / cities and ranking in the 1st group – the group with the highest scores nationwide (this group consists of 16 provinces/cities). Increased 11 levels compared to 2016.

A total of 501 domestic and 45 foreign invested companies were established. The district received 70 new projects to industrial parks and clusters. Occupation rate went up to 63 percent in industrial parks and 93 percent to industrial clusters.

At the meeting, five businesses received certificates of merit and souvenirs from the provincial People's Committee and five got the certificates from Duc Hoa district for their achievements in implementing welfare policies./.

Director of Department of Planning and Investment of Long An Province Nguyen Van Tieu introduced briefly about the socio-economic development situation, potentials, advantages and opportunities for industrial development investments in the province at the present. In 2016, the economic growth rate of the province reached 9%; of which the agricultural, forestry and aquaculture production sector increased 0.6%, industrial and construction sector increased 14.2% and commercial, service sector increased 7.9%.

The whole province has 28 industrial parks, 32 industrial complexes with the total area of more than 10,200 ha of which 16 industrial parks and 14 industrial complexes have been put into operation with the total area of more than 3,300ha and the occupation rate of 68%. At present, the province has been promoting the investment promotion, administration reform activities to create the favorable conditions for the enterprises to invest in industrial development.

Vinh Thuan Cooperative implemented a pilot model with a scale of 50 hectares including 6 participating households. These households are supported seeds with high quality, suitable to local consumption requirements, fertilizing according to rice growth and using organic fertilizer and improving soil to reduce chemical fertilizer.

According to an official of Vinh Hung district Farmer Association - Le Quoc Bon, this model helps to increase income for farmers. Although productivity is lower than that of mass-produced rice outside, the committed price is higher due to the quality assurance products and the requirements of enterprises.

The application of high-tech model brings many positive results. Technically, households use varieties of certified rice, sparse sowing (from 100-120 kilogram per hectare); apply  method of Integrated Pests Management (IPM); use green mushroom preparations to control brown planthoppers; fertilize according to rice growth; treat disease according to 4-right principle. 100 percent of farmers respond to the record of the field diary. On the dans of rice fields, flowers are planted to attract natural enemies and create a beautiful look for the fields.

Economically, the application of technical measures "1 must, 5 reduce", the application of synchronous mechanics in producing and linking enterprises to consume output products contributes to reduce average production costs to 1 - 1.5 million VND per hectare; profit increased by 5 - 6.5 million VND per hectare.

Additionally, uniform movement of the seed helps reduce pest pressure. The model is a core to replicate the high-tech application region, creating quality rice for export requirements.

Besides, the model also encountered some difficulties in implementation. Therefore, it is necessary to strengthen propaganda; organizing practical tours and technical training for farmers; have mechanisms and policies to encourage and support farmers and enterprises to invest in agriculture and forestry. Simultaneously, building a large-scale field system to step by step establish the agricultural production regions and follow VietGAP process, contributing to improving the productivity and quality of agricultural products./.

Currently, the province has nearly 11,000 enterprises in operation with a total registered capital of over VND 272,300 billion.

According to the report of Long An Agriculture Service Center, up to now, the whole province has built 62 models with 13,364 hectares of high-tech application rice. In which, 100 percent of the area uses high quality seed, meets the certified standard with the quantity of 80-100 kilogram per hectare; 500 hectares use rice-implant machine; 90 percent of the area is collected straw after harvest; uses micro-organic fertilizer to reduce chemical fertilizers, uses green mushroom products to manage brown planthoppers and Sumitri products to treat rice straw to avoid organic poison.

As a result, most of the areas implementing the high-tech rice production model have higher productivity than traditional rice production areas from 300-500 kilogram per hectare and get higher profit from 4 to 6 million VND per hectare. Especially, the models of transplanting rice associated with the consumption of seed rice have a higher profit from 6 to 8 million VND per hectare than those out of the models.

In order to produce high-tech application rice effectively, at the conference, representatives of 6 districts and town were chosen as the places to implement the project (including districts of Tan Hung, Vinh Hung, Moc Hoa, Tan Thanh and Thanh Hoa and Kien Tuong town) presented the advantages and difficulties in implementing models and manage high-tech application rice production in localies; discuss, give ideas and develop plans to overcome difficulties and ensure the progress of project completion.

The World Health Organization (WHO) on Saturday declared the swine flu outbreak in Mexico and the United States a "public health emergency of international concern" and urged countries to be alert.

Based on the advice of a WHO emergency committee, Director-general Margaret Chan "has determined that the current events constitute a public health emergency of international concern," the UN agency said in a statement.

The WHO chief is recommending, on the advice of the committee, that all countries intensify surveillance for unusual outbreaks ofinfluenza-like illness and severe pneumonia, the statement added.

However, more information is needed before a decision could be made concerning the appropriateness of the current "phase 3" alert level of a pandemic risk, according to the advice of the committee, which is composed of international experts in a variety of disciplines.

The WHO's pandemic alert includes altogether six phases. "Phase3" means "no or very limited human-to-human transmission."

The emergency committee was established in compliance with the International Health Regulations (2005). It convened its first meeting on Saturday to assess the swine flu situation and advise the WHO chief on appropriate responses.

After reviewing available data on the current situation, committee members identified a number of gaps in knowledge about the clinical features, epidemiology, and virology of reported cases and the appropriate responses, the WHO statement said.

The committee also noted that answers to several specific questions were needed to facilitate its work.

At the conference, Prof., Ph.D - Nguyen Ngoc Hai presented the situation of ASF occurring in the world. When ASF penetrated into Vietnam, it caused great impacts on the livestock sector; he proposes the response solutions when diseases occur.

According to the Deputy Director of the Provincial Department of Livestock, Veterinary and Fisheries - Duong Minh Phi, ASF currently occurs in southern provinces such as Dong Nai, Binh Phuoc, Hau Giang, so the risk that the disease occurs in the province is very high. Therefore, districts, towns and cities in the province should strengthen inspection and supervision of slaughterhouses in the area, vehicles transporting animals through quarantine stations.

At the same time, the breeding households and farms are strengthened guidance to regularly clean the barn at least twice a week; perform "5 no": No epidemic hide; no buying, selling and transporting sick pigs; no consumption and slaughter of sick pigs and dead pigs; no throwing dead pigs into the environment; and no use of leftover for pigs without heat treatment. When pigs with abnormal signs are detected, people must immediately report to local authorities and veterinary agencies.

Accordingly, Omori Miwa volunteers will support and advise Long An General Hospital in the field of nursing management. The working time of Omori Miwa volunteers at Long An General Hospital is 2 years (from May 20, 2019).

On behalf of the provincial leaders, Mr. Do Thanh Son, Director of Department of Foreign Affairs of the province thanked the Japan International Cooperation Agency for supporting Long An province in the past in many fields, especially in sending the volunteers to work in Long An. At the same time, he hoped that JICA would continue to support Long An province in the coming time, especially training of human resources, sending volunteers and funding ODA projects on infrastructure.

Total retail sales of goods and services on August 2011 has been estimated 1.840,93 billions of VND, increasing 0,16 percent than the previous month and increasing 26,07 percent compared with the same period last year.

For 8 months, total retail sales of goods and services in Long An province has got 15.048,17 billions of VND, reached 67,2 percent as planned and increasing 28,16 percent compared with the same period last year. In which, trade has increased 28,16 percent compared with the same period in 2010; Staying and eating has  increased 27,79 percent; Travelling has increased 2.75 times and services has increased 29.78 percent.

The value of exports of goods of  in Long An province in on August 2011 has estimated about 191,7 millions of USD, increased 3,2 percent than the previous month and increased  54,6 percent compared with  the on August 2010. In which, domestic business got 66,7 millions of  USD, increased 3,3 percent than the previous month; enterprises with foreign investment capital was 125 millions of USD, increased 3,2 percent than the previous.

Generally, during  8 months,  Long An Province has carried out a total value of exports that has been estimating about 1,194 millions of USD, reached 70  percent as planned of the year 2011. In which, domestic business  was 411 millions of  USD, reached 87,3 percent as planned and increased 33,7 percent compared to the same period last year;  enterprises with foreign investment capital was 783,4 million USD, reached 63,4 percent as planned and increased 18,7 percent than the same period last year.

The main export goods of  Long An province on August include many kinds of rice (308.426 tons, reached 101,5 percent as planned, cashew nuts (6.476 tons, reached 24,8 percent as planned, decreased 43 percent); garments (201,5 millions of USD, reached 32,4 percent as planned, shoes (234.8 millions of USD, 81  percent  as planned),  seafood (86,9 millions of USD, reached 79 percent as planned).etc

The value of the import goods on August 2011 has been estimated about 134,5 millions of USD, increased 3,8 percent compared with July 2011 and increased 16,1 percent compared with  August 2010, in which, domestic business got 48 millions of  USD, increased 3,4 percent compared with the previous month, enterprises with foreign investment capital got 86,5 millions of USD, increased 4 percent  compared with the previous month.

I. Economic growth rate
GDP of the province in 2013 reaches VND 17,585.4 billion (according to the same period in 1994), the growth rate reaches 11%, meeting the plan and higher than the growth rate of the previous year (10.5%); in which the growth rate of Zone I is 4.5% (comparing to the same period, increases 3%); of Area II is 14.3% (comparing to the same period, increasing 14.9%); of Area III is 11.6% (Comparing to the same period, increasing 11.6%). Average GDP per capita is VND40million (this figure in 2012 is VND36.6 million).

The economic structure is transited actively, in particular: Area I accounts for 29.72%, reduced 2.41% comparing to 2012; Area II accounts for 39.54%, increased 1.01% comparing to 2012; Area III accounts for 30.74%, increased 1.4% comparing to 2012.

II. Results of some key economic sectors

1. Agricultural, forestry and fishery sectors (Area I): increased 4.5% (Plan increased 3.3%), in which, agricultural sector increased 5.4% (planting increased 6.0%, breeding increased 0.6% and agricultural service increased 2.0%); forestry increased 0.6%, aquaculture increased 0.2%.

2. Industrial, construction sector (Area II): increased 14.3% (Plan increased 15.2%), in which: industry increased 15% and construction increased 8.7% (The same period in  Area II increased 14.9%, in which industry increased 15.4% and construction increased 10.7%).

Industrial production index in 12/2013 increased 16.18% comparing to the same period. The accumulated for the whole year, the industrial production sector increased 13.82% comparing to 2012 in which processing industry increased 13.82%, power industry increased 15.72% and water supply and solid waste treatment industry increased 13.25%.

The industrial production value in 2013 reached VND 31,481.7 billion (price in 1994), increased 16.1% comparing to the same period in which mineral exploitation and processing industry reached VND 31,092.6 billion (increased 16%), power industry reached VND 278.6 billion (increased 17.7%), water supply and waste treatment industry reached VND 110.5 billion (increased 16.3%).

3. Trade-service sectors (Area III): increased about 11.6%, reaching the plan in which: trade increased 11.6% and service increased 11.7% (The same period in Area III increased 11.6%, in which trade increased 11.6% and service increased 11.4%).

The total retailed sales of the goods and services reached VND33,486.4 billion, accounting for 96.1% Plan and increased 19.8% comparing to the same period. The export turnover reached USD2,823.5 million, reaching 97.4% Plan and increased 18.5% comparing to the same period. The import turnover reached USD2,091.5 million, reaching 91% Plan and increased 14.3% comparing to the same period. The key export products include: rice, cashew, garment, footwear, processed aquatic products, mechanical products, batteries, iron, steel. The key import goods are machines, equipment and materials serving for production.

Particularly for rice export, the food enterprises in the province purchased 1.45 million tons of rice; export 576,000 tons of husked rice, increased 37% in term of quantity and increased 28% in term of turnover comparing to the same period.

Consumer Price Index (CPI) in 2013 increased 6.45% comparing to December 2012, and the average increase of 12 months is 6.72%. This is a low increase and the inflation control objective is achieved.

4. Development investment

The development investment capital of the entire society in 2013 reached VND 20,933.2 billion, accounting for 35.6% GDP (accounting for 40% GDP in 2012); the investment capital reduced mainly due to the difficult business and production conditions, therefore, the enterprises reduced the new investments and expanded investments.

For basic construction capital managed by the province, district up to 2013, the implementation and disbursement percentage reached 100% plan. Regarding the basic construction debts: the province owned VND 427.535131 billion (reduced VND93.896 billion comparing to the previous year) with 412 projects in which the State Budget owns VND262.841 billion for 73 projects, district budget owns VND179.29 billion for 339 projects. 

- Investment attraction:

+ Domestic investments: in 2013, there are 797 enterprises registered, increased 10% comparing to the same period with the registered capital of VND8,648 billion, 2.26 times higher than the same period; 114 enterprises dissolved, increased 28% comparing to the same period and there are 56 enterprises with the operation  suspended, increased 22% comparing to the same period. Until the end of 2013, there are 5,712 enterprises operating in the province with the total registered capital of VND 91,111 billion. In the year, the investment certificates were issued to 20 domestic direct investment projects with the total registered capital of VND 4,527 billion, accounting for 23.9% of total projects and 79.6% of the capital comparing to the same period and finally increase the total number of domestic direct investment projects to 524 projects with the total capital of VND76,426 billion.

+ Foreign investments: the investment certificates were newly issued to 52 foreign direct investment projects with the total registered capital of USD185 million, accounting for 89.6% of the projects and 143.4% of capital comparing to the same period. Until the end of 2013, the total FDI projects registered in the province is 494 projects with the total capital of USD3,088 million; in which 272 projects are under operation, accounting for 55.3% of registered projects with the total implementation capital of USD1,673 million, accounting for 53.7% of total registered capital.

Investment and trade promotion activities have been improved with higher effectiveness. In the year, the province organized and created the conditions for the enterprises to participate in the negotiations, fairs, exhibitions, conferences on domestic and foreign investment and trade promotion with Japan, Korea; organized many fairs to introduce the Vietnamese products to rural areas, industrial parks and complexes; introduced some agricultural products of the province to consume in Metro, Co.op Mart supermarket systems etc. Especially, in the year, the conference on announcing the Provincial Socio-Economic Development Master Plan up to 2020 and vision to 2030 was successfully held with the participation of the leaders of government, ministries, sectors, embassies, consulates, international organizations and the community of foreign and domestic investors; organized many dialogues and meetings for the enterprises to encourage and support to solve the difficulties and promote the investments into infrastructure, business and production activities; focused to direct the inspection of the industrial parks, industrial complexes, residential and urban areas, resettlement areas projects in districts of Duc Hoa, Ben Luc, Can Duoc, Can Giuoc and Tan An city.

 

Compensation, support and resettlement activities have been implemented effectively. The inspection on the investment progress and environmental issues were carried out regularly by the competent authorities to timely find out and handle the violations. In 2013, the provincial people's committee withdrew 29 domestic investment projects with the total area of 1,929 ha and 15 foreign direct investment projects with the total registered capital of USD19.7 million.

- Development of industrial parks, industrial complexes:

The entire province has 28 industrial parks having the investors operated with the area of 10,216.2 ha; 24 industrial parks having the investment certificates issued with the area of 8,242.5 ha and total investment capital of USD77.1 million and VND 34,111.7 billion in which 19 industrial parks having the establishment decisions issued with the area of 5,805.8 ha; 16 Industrial Parks operated with the occupation percentage of 44.2%. The industrial parks have attracted 766 investment projects and leased 1,233.97 ha of land and 40.6 ha of workshops in which there are 252 foreign direct investment projects with the total capital of USD 1,706.035 million and 514 domestic direct investment projects with the total capital of VND 27,627.4 billion.

The entire province has 28 industrial parks having the infrastructure clients and area of 2,833 ha, in which there are 18 Industrial complexes having the establishment decisions issued with the area of 640 ha; 09 industrial parks operated with the area of 746.7 ha. The industrial complexes in the province attract 206 enterprises registered for leasing land with the area of 368.6 ha, the occupation percentage is around 81.7% employing about 15,000 labors. ​

Local authorities said, the program under Resolution No08 had initially acquired some achievements although it had been slower than the set target.

Many delegates said that some pilot models have still been facing difficulties in supplying and consuming products, especially in rice production. The coordination between departments and sectors in training human resource to support cooperatives and cooperative groups has not achieved high efficiency.

By the end of 2018, the province will strive to have 7,500 hectares of high-tech rice production, 1,000 hectares of vegetables, 1,200 hectares of dragon fruit and 6 models for breeding beeves; focusing on establishing 13 pilot high-tech cooperatives and a 4.0 technology model in vegetable farming.

Party Chief Pham Van Ranh required functional agencies and localities to coordinate with local enterprises and scientists to help farmers, cooperative groups and cooperatives in applying hi-tech agriculture program; to support local enterprises to consume products, to improve cooperatives' activities.  Besides, the State Bank should call for commercial banks to connect local enterprises, cooperatives to support capital, meeting with production demand./.

The index of industrial production of Long An province on August 2011 has increased 2,31 percent compared with July 2011 and increased 20,5 percent compared with August 2010 (index of production industrial on July 2011 was estimated to increase 2,8 percent  compared with  June 2011 and increase 21,4 percent compared with July 2010).

Generally, during  8 months  2011,  the index of industrial production of Long An province has increased about 16,96 percent compared to the same period last year; in which, state owned sector (domestic business) increased 8,53 percent,  enterprises with foreign investment capital increased 14,45 percent. Processing industry increased 17.16 percent compared to the same period last year, industrial production and distribution of electricity, gas and water increased by 13.95 percent. However,  the mining industry decreased  33, 44 percent compared to the same period last year.

The value of industrial production on August 2011 was estimated 5,407 billions of  VND, and increasing 2.7 percent  than  the previous month and increasing 17.15 percent compared with the same period last year. In which, processing industry was estimated 5.349,4 billions of  VND, increased 2.7 percent  compared with the previous month and increased 17.1 percent compared with the same period last year; manufacturing industry, distribution of electricity, gas, water,  was estimated about 49 billions of  VND, increasing 1 percent compared with the previous month and increasing 21.29 percent compared with the same period last year; mining industry (especially individual zones) value of industrial production has estimated 0.7 billions of  VND.

The industrial production has been increasing, they are:

Producing clothes for adults has  increased about 137.45 percent; production of aquaculture food has increased about 62.63 percent; wall paint producer has increased  37.35 percent; production of canned tuna  has increased 21.45 percent; production of synthetic fibers has increased 16.13 percent; production of mineral water has increased 14.52 percent; manufacturing average batteries has increased 4.72 percent; production of forage, poultry has increased 1.21 percent; etc.

The industrial production has been decreasing. They include:

Production of ceramic tiles has decreased 44.60 percent; textile  has decreased 10.02 percent; processing's cashew export  has decreased 22.59 percent.
