In April, the province attracted 22 DDI projects with a total registered capital of VND 1,480 billion; accumulating from the beginning of 2019 to now, there were 95 new projects with registered capital of VND 8,819 billion, up 41 projects and VND 7,235 billion in capital over the same period of 2018. So far, the province has 1,773 projects with registered capital of VND 212,809 billion.
In the field of foreign investment, the province granted 12 new projects with investment capital of USD 22.7 million in April; accumulating from the beginning of 2019 to now, there were 39 new FDI projects, up 16 projects and USD 21 million in capital over the same period of 2018. So far, the province has 971 projects with registered capital of USD 6,105 million; including 576 projects put into operation, accounting for 59.3% of the total projects and total investment of USD 3,614 million, accounting for 59.1% of the total registered capital.
To attract investment effectively, the province continues to review and adjust land use planning; inspects the environment, regularly checks the investment progress of projects and handles many cases of violation. Accordingly, in the first 4 months of 2019, 9 FDI projects were terminated with a total registered investment capital of USD 24 million, an area of 5.5 hectares and 9 domestic projects with an area of 4.78 hectares and a capital of VND 282 billion./.

The Department of Industry and Trade supports the Provincial People's Committee in state management as well as coordinate with the Support and Investment Promotion Center under the Department of Planning and Investment, relevant agencies and units in implementing trade promotion.
To be more specific, the 2019 program includes 4 main contents:
Firstly, the estimated budget of the Foreign trade promotion program is VND 200 million for supporting enterprises to participate in overseas fairs and exhibitions under the National trade promotion program. These are market survey programs and exhibitions and fairs in Japan, China, Korea and some ASEAN countries, etc.
Secondly, the domestic trade promotion program and export orientation is estimated at VND 813.1 million. The programs includes attending fairs and exhibitions with a budget of VND 344.2 million together with trading, market seeking and supply - demand connection with a budget of VND 468.9 million.
The third is "Vietnamese people give priority to using Vietnamese goods" campaign. This program has funds for trade promotion with a budget of VND 854 million. Accordingly, the funding is used to organize the Vietnam goods fair for rural and border areas as well as industrial zones and clusters in the province and support enterprises to participate in the Vietnamese goods fair outside the province.
Finally, other trade promotion programs have an estimated budget of VND 132.7 million, including trade promotion training; "Women start up, employment and connect businesses to introduce Vietnamese products" festival; support enterprises selling agricultural products and foodstuffs in district markets, and so on./.

The application of high-tech model brings many positive results. Technically, households use varieties of certified rice, sparse sowing (from 100-120 kilogram per hectare); apply method of Integrated Pests Management (IPM); use green mushroom preparations to control brown planthoppers; fertilize according to rice growth; treat disease according to 4-right principle. 100 percent of farmers respond to the record of the field diary. According to the report of Long An Agriculture Service Center, up to now, the whole province has built 62 models with 13,364 hectares of high-tech application rice. In which, 100 percent of the area uses high quality seed, meets the certified standard with the quantity of 80-100 kilogram per hectare; 500 hectares use rice-implant machine; 90 percent of the area is collected straw after harvest; uses micro-organic fertilizer to reduce chemical fertilizers, uses green mushroom products to manage brown planthoppers and Sumitri products to treat rice straw to avoid organic poison.
As a result, most of the areas implementing the high-tech rice production model have higher productivity than traditional rice production areas from 300-500 kilogram per hectare and get higher profit from 4 to 6 million VND per hectare. Especially, the models of transplanting rice associated with the consumption of seed rice have a higher profit from 6 to 8 million VND per hectare than those out of the models.

According to the Deputy Director of the Provincial Department of Livestock, Veterinary and Fisheries - Duong Minh Phi, ASF currently occurs in southern provinces such as Dong Nai, Binh Phuoc, Hau Giang, so the risk that the disease occurs in the province is very high. Therefore, districts, towns and cities in the province should strengthen inspection and supervision of slaughterhouses in the area, vehicles transporting animals through quarantine stations.

I. Economic growth rate
GDP of the province in 2013 reaches VND 17,585.4 billion (according to the same period in 1994), the growth rate reaches 11%, meeting the plan and higher than the growth rate of the previous year (10.5%); in which the growth rate of Zone I is 4.5% (comparing to the same period, increases 3%); of Area II is 14.3% (comparing to the same period, increasing 14.9%); of Area III is 11.6% (Comparing to the same period, increasing 11.6%). Average GDP per capita is VND40million (this figure in 2012 is VND36.6 million).
The economic structure is transited actively, in particular: Area I accounts for 29.72%, reduced 2.41% comparing to 2012; Area II accounts for 39.54%, increased 1.01% comparing to 2012; Area III accounts for 30.74%, increased 1.4% comparing to 2012.

The import turnover reached USD2,091.5 million, reaching 91% Plan and increased 14.3% comparing to the same period. The key export products include: rice, cashew, garment, footwear, processed aquatic products, mechanical products, batteries, iron, steel. The key import goods are machines, equipment and materials serving for production.
Particularly for rice export, the food enterprises in the province purchased 1.45 million tons of rice; export 576,000 tons of husked rice, increased 37% in term of quantity and increased 28% in term of turnover comparing to the same period.
Consumer Price Index (CPI) in 2013 increased 6.45% comparing to December 2012, and the average increase of 12 months is 6.72%. This is a low increase and the inflation control objective is achieved.
4. Development investment
The development investment capital of the entire society in 2013 reached VND 20,933.2 billion, accounting for 35.6% GDP (accounting for 40% GDP in 2012); the investment capital reduced mainly due to the difficult business and production conditions, therefore, the enterprises reduced the new investments and expanded investments.
For basic construction capital managed by the province, district up to 2013, the implementation and disbursement percentage reached 100% plan. Regarding the basic construction debts: the province owned VND 427.535131 billion (reduced VND93.896 billion comparing to the previous year) with 412 projects in which the State Budget owns VND262.841 billion for 73 projects, district budget owns VND179.29 billion for 339 projects.
- Investment attraction:
+ Domestic investments: in 2013, there are 797 enterprises registered, increased 10% comparing to the same period with the registered capital of VND8,648 billion, 2.26 times higher than the same period; 114 enterprises dissolved, increased 28% comparing to the same period and there are 56 enterprises with the operation suspended, increased 22% comparing to the same period. Until the end of 2013, there are 5,712 enterprises operating in the province with the total registered capital of VND 91,111 billion. In the year, the investment certificates were issued to 20 domestic direct investment projects with the total registered capital of VND 4,527 billion, accounting for 23.9% of total projects and 79.6% of the capital comparing to the same period and finally increase the total number of domestic direct investment projects to 524 projects with the total capital of VND76,426 billion.
+ Foreign investments: the investment certificates were newly issued to 52 foreign direct investment projects with the total registered capital of USD185 million, accounting for 89.6% of the projects and 143.4% of capital comparing to the same period. Until the end of 2013, the total FDI projects registered in the province is 494 projects with the total capital of USD3,088 million; in which 272 projects are under operation, accounting for 55.3% of registered projects with the total implementation capital of USD1,673 million, accounting for 53.7% of total registered capital.
Investment and trade promotion activities have been improved with higher effectiveness. In the year, the province organized and created the conditions for the enterprises to participate in the negotiations, fairs, exhibitions, conferences on domestic and foreign investment and trade promotion with Japan, Korea; organized many fairs to introduce the Vietnamese products to rural areas, industrial parks and complexes; introduced some agricultural products of the province to consume in Metro, Co.op Mart supermarket systems etc. Especially, in the year, the conference on announcing the Provincial Socio-Economic Development Master Plan up to 2020 and vision to 2030 was successfully held with the participation of the leaders of government, ministries, sectors, embassies, consulates, international organizations and the community of foreign and domestic investors; organized many dialogues and meetings for the enterprises to encourage and support to solve the difficulties and promote the investments into infrastructure, business and production activities; focused to direct the inspection of the industrial parks, industrial complexes, residential and urban areas, resettlement areas projects in districts of Duc Hoa, Ben Luc, Can Duoc, Can Giuoc and Tan An city.
Compensation, support and resettlement activities have been implemented effectively. The inspection on the investment progress and environmental issues were carried out regularly by the competent authorities to timely find out and handle the violations. In 2013, the provincial people's committee withdrew 29 domestic investment projects with the total area of 1,929 ha and 15 foreign direct investment projects with the total registered capital of USD19.7 million.
- Development of industrial parks, industrial complexes:
The entire province has 28 industrial parks having the investors operated with the area of 10,216.2 ha; 24 industrial parks having the investment certificates issued with the area of 8,242.5 ha and total investment capital of USD77.1 million and VND 34,111.7 billion in which 19 industrial parks having the establishment decisions issued with the area of 5,805.8 ha; 16 Industrial Parks operated with the occupation percentage of 44.2%. The industrial parks have attracted 766 investment projects and leased 1,233.97 ha of land and 40.6 ha of workshops in which there are 252 foreign direct investment projects with the total capital of USD 1,706.035 million and 514 domestic direct investment projects with the total capital of VND 27,627.4 billion.
The entire province has 28 industrial parks having the infrastructure clients and area of 2,833 ha, in which there are 18 Industrial complexes having the establishment decisions issued with the area of 640 ha; 09 industrial parks operated with the area of 746.7 ha. The industrial complexes in the province attract 206 enterprises registered for leasing land with the area of 368.6 ha, the occupation percentage is around 81.7% employing about 15,000 labors.

Many delegates said that some pilot models have still been facing difficulties in supplying and consuming products, especially in rice production. The coordination between departments and sectors in training human resource to support cooperatives and cooperative groups has not achieved high efficiency.
Long An strives to reach 7,500 hectares of high-tech rice production by year end
By the end of 2018, the province will strive to have 7,500 hectares of high-tech rice production, 1,000 hectares of vegetables, 1,200 hectares of dragon fruit and 6 models for breeding beeves; focusing on establishing 13 pilot high-tech cooperatives and a 4.0 technology model in vegetable farming.
Party Chief Pham Van Ranh required functional agencies and localities to coordinate with local enterprises and scientists to help farmers, cooperative groups and cooperatives in applying hi-tech agriculture program; to support local enterprises to consume products, to improve cooperatives' activities. Besides, the State Bank should call for commercial banks to connect local enterprises, cooperatives to support capital, meeting with production demand./.

The index of industrial production of Long An province on August 2011 has increased 2,31 percent compared with July 2011 and increased 20,5 percent compared with August 2010 (index of production industrial on July 2011 was estimated to increase 2,8 percent compared with June 2011 and increase 21,4 percent compared with July 2010).
Generally, during 8
months 2011, the index of industrial production of Long An province
has increased about 16,96 percent compared to the same period last year;
in which, state owned sector (domestic business) increased 8,53
percent, enterprises with foreign investment capital increased 14,45
percent. Processing industry increased 17.16 percent compared to the
same period last year, industrial production and distribution of
electricity, gas and water increased by 13.95 percent. However, the
mining industry decreased 33, 44 percent compared to the same period
value of industrial production on August 2011 was estimated 5,407
billions of VND, and increasing 2.7 percent than the previous month
and increasing 17.15 percent compared with the same period last year. In
which, processing industry was estimated 5.349,4 billions of VND,
increased 2.7 percent compared with the previous month and increased
17.1 percent compared with the same period last year; manufacturing
industry, distribution of electricity, gas, water, was estimated about
49 billions of VND, increasing 1 percent compared with the previous
month and increasing 21.29 percent compared with the same period last
year; mining industry (especially individual zones) value of industrial
production has estimated 0.7 billions of VND.
The industrial production has been increasing, they are:
clothes for adults has increased about 137.45 percent; production of
aquaculture food has increased about 62.63 percent; wall paint producer
has increased 37.35 percent; production of canned tuna has increased
21.45 percent; production of synthetic fibers has increased 16.13
percent; production of mineral water has increased 14.52 percent;
manufacturing average batteries has increased 4.72 percent; production
of forage, poultry has increased 1.21 percent; etc.
The industrial production has been decreasing. They include:
of ceramic tiles has decreased 44.60 percent; textile has decreased
10.02 percent; processing's cashew export has decreased 22.59 percent.
