Introduction
 
On September 4, Ho Chi Minh City Department of Tourism coordinated with Ho Chi Minh City Center for Trade and Investment Promotion to hold a Conference to promote and invite investment in culture - sports - tourism - entertainment infrastructure in Ho Chi Minh City and 13 provinces and cities in the Mekong River Delta. 
 
According to the Department of Culture, Sports and Tourism of Long An Province, in August 2019, Long An welcomed about 120,000 arrivals, an increase of 10 percent over the same period. In particular, international visitors were estimated at 1,600 arrivals. Turnover was estimated at VND 55 billion, up 10 percent compared to July 2019. 
 
Just after the Lunar New Year, the number of visitors to Long An increased many times over the same period in 2018. 
 
In November 2018, visitors to Long An were estimated at 93,000 (up 3% over the same period), of which, international visitors were estimated at 1,000, estimated revenue was 43 billion dong (up 3% over the same period). 
 
According to the data of the Department of Culture, Sports and Tourism of Long An province, in October, there were about 100,000 visitors in Long An (up 10% over the same period). In which, international visitors were about 1,200 visitors (up 20% over the same period), and revenue reached about 48 billion dong (up 11% over the same period). 
 
Long An province Party Committee secretary and People’s Council chairman Pham Van Ranh required Kien Tuong town to focus on developing commerce-services, border trade and industry at a meeting on November 1.

Phu An Thanh Industrial Park and Japanese-based Sojitz Corporation yesterday co-signed cooperation program with aim at luring more hi-tech investment projects. 
 
On the occasion of the 45th anniversary of establishment of diplomatic relations between Vietnam and Japan (21/9/1973 – 21/9/2018), Long An province will hold the “Vietnam – Japan Trade and Tourism Exhibition 2018 in Long An” from October 13th to October 21st, 2018 at War 3 Park, Tan An City, Long An province.

From the beginning of the year to date, Industrial clusters in Long An province have received 5 investment projects (in 2 fields: mechanics and plastics) with the area of 3.3 hectares.

Up to now, the whole province has 19 operating industrial clusters with a total area of 904.3 hectares, has leased 586.6 hectares. Industrial clusters attracted 544 projects with a total investment capital of VND15,635 billion. Of these, these are 60 foreign direct investment (FDI) projects with total investment capital of USD 209 million. The occupancy rate of industrial clusters is 86.55%.

In the first nine months of 2018, the provincial People's Committee has set up six industrial clusters covering an area of 379.6 hectares including Hoang Gia, Dua Hoa Dong, Thanh Yen, My Kim, Tan Dong Tien and Tan My.

Besides, the Long An Department of Industry & Trade has proposed People's Committee to establish two more An Long and Tu Phuong industrial clusters. As per result, Long An has now total 40 industrial clusters covering 1,908 hectares.

In the evening of October 13, Vietnam - Japan Economic, Trade and Tourism Fair, Long An in 2018 was officially opened at Ward 3 Park, Tan An City. This is one of activities to celebrate the 45th anniversary of the establishment of diplomatic relations between Vietnam and Japan (September 21st, 1973 – September 21st, 2018).

From Japanese side, the opening ceremony had the attendance of Mr. Kawaue Junichi - Consulate General of Japan in Ho Chi Minh City; Mr. Kadowaki Keiichi - Chairman of the Japanese Business Association in Ho Chi Minh City.

The Exhibition will be organized on the scale of more than 400 standard booths of provinces, cities and enterprises in order to introduce the achievements of socio-economic achievements and tourism development of each locality; promote and introduce potentials, strengths, products and goods; develop brands; and seek partners and consumption markets.

Speaking at the Opening Ceremony, Chairman of the Provincial People's Committee Tran Van Can said that Japan is now the third largest economy in the world with much potential on science and technology which is leading in the world. Therefore, the People's Committee of Long An Province desires to continue calling for and attracting investments from Japan into such fields as hi-tech industry; hi-tech agriculture; human resource development etc.

As part of the cultural exchange activities celebrating the 45th anniversary of the establishment of diplomatic relations between Vietnam and Japan, which took place in Long An province, it hopes that the "Vietnam - Japan Economic, Trade and Tourism Fair, Long An in 2018" will be the opportunity for enterprises, investors to exchange and study about the cooperation opportunities as well as to introduce the typical products and strengths of Japanese enterprises inside and outside the province to consumers in Vietnam in general and in Long An Province in particular.

Secretary of Long An province Party Committee cum Chairman of the provincial People's Council Pham Van Ranh and Chairman of People's Committee Tran Van Can attended the event.

Chairman Can said Sojitz is the largest Japanese economic Corporation to invest in muti-fields in the province and has many experiences in attracting investment and supplying industrial park's high quality infrastructure services.

Long An authorities hoped that Sojitz would help call for more prestigous foreign investors to invest in Long An's Phu An Thanh Industrial Park, focusing on hi-tech fields to contribute environment protection and the provincial socioeconomic development.

Phu An Thanh Industrial Park covers an area of 692 hectares, locating at An Thanh Commune, Ben Luc District. Up to now, it has attracted 37 domestic & foreign investors with total investment capital up to VND 1trillion and US$ 204million and created over 4,000 jobs for local people.

General Director Tran Van Ngoc of Phu An Thanh Industrial Park shared the cooperation program between the park and Sojitz would increase more efficiency to lure more hi-tech investors, contributing to developing Long An's social economy./.

Reporting some achievements obtained in the first ten months of 2018, Kien Tuong town's representative said that production value reached VND3.2 trillion, accounting for 84.8 percent plan. Budget revenue was estimated to hit VND444.7 billion.

Social welfare polices were ensured. National defense and security were stable. The town efficiently implemented breakthrough programs and completed some major works.

Moc Hoa district is located in the transition of the Pleitocene ground and the upstream of Mekong River Delta Region, therefore, there are two main kinds of soils of alum soil and grey soil along Vietnam-Cambodia border.

Moc Hoa district has the natural area of  29,764.25ha and the population of 29,853 people according to the censes up to 21/5/2013. The East of the province adjoins to Thanh Hoa district, the West adjoins to Kien Tuong Town and Tan Thanh district, the north adjoins to Kingdom of Cambodia (18.005 km), the South adjoins to Tan Thanh district.

Until the end of 2004, roadways in province was 1.698km, in which asphalt roads were 474km, accounting for 27,9%, gravel roads were 1053km (62%), other kinds of roads were 171km (10,1%) (excluding rural roads).

Until the end of 2004, roadways in province was 1.698km, in which asphalt roads were 474km, accounting for 27,9%, gravel roads were 1053km (62%), other kinds of roads were 171km (10,1%) (excluding rural roads). Total length of bridge was 15.799 m long/346 bridges, in which concrete bridges were 7.099 md/123 bridges, girder bridges were 6812 md/194 bridges, others were 1889 md/29 bridges. Density of road by area increased from 0,198 Km/Km2 in 1991 to 0,285 Km/Km2 in 2000 and 0,359 km/Km2 in 2004.

Density of road by population increased from 0,667 Km/1.000 persons in 1991 to 0,957 Km/1000 person in 2000 and 1,130 km/1000 person in 2004.

 

In general, roadways system is prioritized to invest, helping actively to develop production and improve living standard of population. However, there also remain some roads not satisfying the demand of transportation, lacking of synchronism between roads and bridges, not forming uninterrupted branches of roads.

 

Most of the Southern communications network has not been increased, mainly improved, upgraded and expanded, except some rural roads. In Nothern region, the communications network has developed rapidly, contributing to reclaimation, reallocation of population. To date, traffic roads are, however, quite scattered in this region, province road only has some roads just for cars, branches of roads accessible to residential clusters have not been built yet. Therefore this has influenced to travel and organization of life of rural people.

 

At present, the system of bridges and roads have been built synchronously in term of capacity in most of main roads from province to district and roads to industrial zones. However, there still remain some roads with low-capacity bridges, constraining the development of cargo transportation.

 

In recent years, although border belt ways have been invested, they are mainly small-scale rural roads, asynchronous bridge roads, inluencing to the national defense and smuggling fighting.

 

In recent years, the construction of rural transportation has become a big movement, combining from the budget and contribution of population. At present, 156 over 188 communes have car roads to the center (accounting for 83%), 32 communes under 7 districts do not have car roads to center, including 18 roads with total length of 126 km and 140 bridges/6637m long.

 

In recent years, the investment in traffic industry has been constantly increased. However, the annual budget for maintenance is low. Therefore the roads are degrading quickly. According to economists, it is necessary for capital given priority to maintain other than to invest in building. It will bring socio-economic efficiency.

 

In recent years, the roadways system has been considered and invested by the province, but in general it is not extensive and synchronous, influencing to the investment attraction and socio-economic development of province.

 

2/.Waterway traffic:

 

Since 1995, the waterways network has not increased, with scale of 2.559 km. Density of waterways by area was 0,59 Km/Km2 and by population was 1,8 Km/ten thousand of people with main waterways of Vam Co river, Vam Co Dong, Vam Co Tay, Rach Cat river . . .

 

Besides, on rural waterways, especially districts in Dong Thap Muoi, people can travel by boats from house to house, from region to region and boats are the main means of transport, means of living of many families in Dong Thap Muoi. Communes where do not have car roads to center will travel by waterways.

 

However, the waterways network, at present, still depends mainly on natural advantage, not developing the existing potentials, lacking in support system such as marking buoy, local waterways signal. The phenomena of appropriation of flow and way of boats, breach of protective corridors of local waterways such as construction of house and building materials yard, holding a market, etc. have not controlled properly. Many waterways have had great siltation through development in many years but they have not dredged and influenced to travel capacity of means.

 

Long An has great potentials of waterways but they are difficulties and obstacles for building road traffic.

Can Duoc district is located in the Southeast in the downstream of Long An province and is a coastal district surrounded by Rach Cat river and Vam Co river. The East adjoins to  Can Giuoc District, the West adjoins Tan Tru District and Chau Thanh district, the North adjoins to Ben Luc district, the South adjoins to Go Cong Dong district, Tien Giang province.

​The district has the natural area of 21,810.34 ha, population of 188,093 people according to the census up to 21/5/2013. Can Duoc district has 17 communes-towns including Can Duoc Town, communes of Long Trach, Long Khe, Long Dinh, Phuoc Van, Long Cang, Long Son, Long Hoa, Tan Trach, Phuoc Tuy, Phuoc An, Tan Chanh, My Le, Tan Lap, Phuoc Dong, Long Huu Tay, Long Huu Dong in which Can Duoc Town is the economic, cultural and social center of the district which is 30 km as the crow flies away from Tan An City and about 31 km away from Ho Chi Minh city.

Long An Province is adjoining to Ho Chi Minh city and Tay Ninh Province to the East, Kingdom of Cambodia to the North, Dong Thap Province to the West and Tien Giang Province to the South.

Long An province is located at the quite special geographical location because although the province is located in the Mekong River Delta Region, the province belongs to Key Economic Development Zone in the South which is defined as the key economic area with specially important role in the economic development strategy of Vietnam. Long An ratios the borders with the Kingdom of Cambodia with the length of 132.977 km and two border gates of Binh Hiep (Moc Hoa) and Tho Mo (Duc Hue). Long An is the gateway connecting the Southeast Region with Mekong River Delta Region, specially the province ratios the borders with Ho Chi Minh city by the road system such as National Highway No. 1A, National Highway No. 50 etc. and provincial roads of DT.823, DT.824, DT.825 etc. The interregional and national waterway has been upgraded, expanded, newly constructed to create the driving force and new opportunities for the development. In addition, Long An province is also provided with the water source from two river systems of Me Kong and Dong Nai. ​Being a province located next to Ho Chi Minh City with the closer and closer economic relation with the South Key Economic Development Zone, especially Ho Chi Minh city which is an important province in the South which accounts for 50% of the industrial output of the whole country and the biggest investment, technology transfer partner and biggest agricultural product consumption market of Mekong River Delta Region.

The natural area of the entire province is 449,194.49 ha, the population is 1,542,606 (according to the population statistics up to May 2013). The geographical coordinates are: 105030' 30'' to 106047' 02'' East Longitude and 10023' 40'' to 11002' 00'' Northern Latitude.

Long An Province has 15 administrative units including districts of Duc Hue, Duc Hoa, Ben Luc, Can Duoc, Can Giuoc, Thu Thua, Tan Tru, Chau Thanh, Thanh Hoa, Tan Thanh, Moc Hoa, Vinh Hung, Tan Hung, Kien Tuong Town and Tan An City; and 192 administrative units of commune level including 166 communes, 12 wards and 14 towns.​

Long An is located in the South Eastern edge of Da Lat zone. This is independent tectonic - metallogenetic zone, with foundation of Precambrian continental crust, subsided in early – middle Jura and experienced epicontinental regime in late Mesozoi.

The East Sea tide in Soai Rap estuary has amplitude of high from 3,5 to 3,9 m. The process of intruding salt water is deeper and longer into the inland. The reason is the strong operation of tide, northeast wind, less water from upstream and especially many exploitations of surface water in dry season. In the past, Vam Co Tay river had been intruded by salt water in Tuyen Nhon of about 5 km, since 1993, it has reached to Vinh Hung. The salinization has started from January to June with 2 - 4 gam/liters. The salinity of Vam Co Dong river has gradually reduced by the influence of Dau Tieng lake.

Besides, the earth tends to be hotter, facilitating sea level raising, developing the salinization deeply to inland.

The salinization has changed the ecological system of region which has been stable for many years, resulting in the influence to production and daily life of people. To reduce this process, should not exploit too much in dry season and the investment in irrigation systems should consider the impact of salt water intrusion on the general ecological system.

At the end of Mesozoi and in Kainozoi, Da Lat zone was activated forcefully. In Neogen – Quaternary, this region involving Mekong basin was subsided forcefully and filled up by terrigenous sediments . In Long An province, it mainly developed formations of sediments of Neogen Quaternary:

Sediments of conglomerate, sandstone, clay siltstone of Can Tho formation (N21ct) have large area of allocation.

Gravelstone, sandstone, siltstone, claystone of Nam Can formation (N22nc) have large area of allocation.

Formations of stream deposition including pebble, gravel, grit, sand, clay, kaolin of Cu Chi formation (aQ23cc) are allocated mainly in Loc Giang, Duc Lap Thuong, My Hanh Bac, Hoa Khanh Dong, An Ninh Tay communes under Duc Hoa district.

Formations of sea and rivers depositions including silt, clay with few gypsum of Moc Hoa formation (amQ21mh) are allocated mainly in areas of Duc Hue, Moc Hoa, Vinh Hung, Tan Hung districts.

Formations of stream deposition including pebble, gravel, grit, sand, clay kaolin of Hau Giang formation (mQ21hg) are allocated mainly in areas of Tan Thanh, Moc Hoa, Tan Hung districts.

Formations of sediments of Middle-Upper Holocen (aQ22-3) including stream deposition (sand, silt, clay), river - marsh (silt, clay, remains of plants and peat), are shelf deposits, alluvial flat and river bed deposit, allocating most of areas of districts in Long An province.

According to result of geological survey at the ratio of 1:200.000, it is recorded that there are 2 main fault systems in the North Western - South Eastern direction and North Eastern - South Western direction. These fault systems were found according to geophysical materials and indirect geological signs.​

Tan Lap floating village located in the heart of Dong Thap Muoi sub-region (also known as the Plain of Reeds) which covers more than 135 hectares of core area and 500 hectares of buffer area. 

The floating village has been known as wetlands with its habitat of indigo forests, lotus, lily, water hyacinth, typical rice of the area; and as the home of many wildlife as birds, stork, fish...

Tan Lap floating village has a special location for tourism exploitation and development being just about 60 kilometers of the northwestward of central Tan An city and about 100 kilometers of the westward of Ho Chi Minh City.

In the past, the Tan Lap floating village was managed by the Department of Culture, Sports and Tourism; after that it was transferred to the Thap Muoi Tourism Company under Tran Thai Group in 2016 for investment and exploitation following the socialization form. 

At present, investors are carrying out construction works, renovating some works including 5 kilometer-long road through the indigo forest, cable car system for visitors, and 32 hotel- rooms on based of renovation of observation tower (including nine floors with 38 meters high). 

Besides, they have also expanded many functional areas as environmental educational center, natural conservation area, wild bird sanctuary, floating houses on piles, park-restaurant area, marina area...

The leader of Thap Muoi Tourism Company said that although the Tan Lap floating village does not officially put into operation, it receives around 200 visitors per day, and around 1,000 arrivals per day on weekends.

Secretary Pham Van Ranh said that with the interference location between the Southeast and the Mekong Delta region, bordering with Ho Chi Minh City, located on the national tourism route of Ho Chi Minh City – the Mekong Delta and trans-Asia travel route connecting with Cambodia through the provincial border, Long An has an important strategic position in trade and tourism; in particular, the province has identified Tan Lap floating tourist village as one of the key tourism projects of the province and the region.

During the survey, Secretary of the Party Committee of Long An Province Pham Van Ranh appreciated the efforts and determination of investors in concentrating resources, speeding up the construction adding that the leaders of the province and related departments and agencies will create the most favorable conditions for the Tan Lap floating tourist village to early be completed and officially put into operation before the Lunar New Year of 2018.

The large river system of Long An province connecting with Tien river and Vam Co rivers system is important loading ways and drainage for production as well as for daily life of people.

Vam Co Dong river starts from Cambodia, through Tay Ninh province and to Long An province: area of basin of 6.000 km2, the length through province of 145 km, the depth of 17 - 21 m. Thanks to water source passed from Dau Tieng lake with the flow of 18,5 m3/s, it supplements the irrigation for Duc Hue, Duc Hoa, Ben Luc districts and reduces the process of salinization of Vam Co Dong river through Soai Rap estuary. Vam Co Dong river connects with Vam Co Tay through horizontal channels and connects with Sai Gon, Dong Nai rivers by Thay Cai, An Ha, Rach Tra channels, Ben Luc river.

Vam Co Tay river with the length through province is 186 km, water source is mainly received from Tien river through Hong Ngu channel, satisfying the demand of irrigation for agricultural production and daily life of people.

Vam Co river with 35 km long, 400 m wide, emptying into Soai Rap estuary and flowing to the East Sea is the confluence of Vam Co Dong and Vam Co Tay rivers.

Rach Cat river (Can Giuoc River) situated in Long An province is 32 km long, with a small water flow in dry season and poor water quality due to receiving waste water source from urban area - Ho Chi Minh City, having a great effect on production and daily life of people.

In general, surface water source of Long An is not abundant, the quality of water is inappropriate in certain respects. Therefore, it does not meet the requirement of production and life.

According to assessment, reserves of ground water of Long An are not abundant and their quality is different and quite poor. Most of ground water source is in the depth from 50 - 400 meters under 2 horizones, Pliocene – Miocene.

However, the ground water source of province has many useful minerals which are exploited and served for daily life of people in the whole country.

In heavy rain or flood, with hurricane tide, it has often occurred flood in regions along the banks of river, especially lowland. To exploit efficiently surface water resource in Long An, in addition to channel expansion to create source, it is necessary to build more conservatoires in places where do not have sources.

In future, it is necessary to specify the reserves of ground water source, location, the reproductive capacity to have plan on effective and sustainable exploitation and use.​​​

Every year flood converges firstly to the Northern districts in Dong Thap Muoi, starting from the beginning or mid August and lasting to November. In this time, the rain has the biggest flow and intensity, causing difficulties for production and life. Flood in Long An province is slow and its level is not deep as upstream but it lasts for longer time.

The frequency of high flood tended to reduce from 1 time for 8 - 10 years in the past, to 1 time for 3 - 4 years (1961, 1966, 1978, 1984, 1991) and high flood had occured for 3 consecutive years (1994, 1995, 1996), especially, flood was very high in 2000.

- Flooding levels according to the natural area in 1996 were as follows:

+ Below 50 cm with flooded area of 50.294 ha, accounting for 13,2 % of the natural area.

+ From 50 - 100 cm with flooded area of 72.360 ha, accounting for 18,99% of the natural area.

+ From 100 -150 cm with flooded area of 63.830 ha, accounting for 16,75% of the natural area.

+ From 150 - 200 cm with flooded area of 94.840 ha, accounting for 24,88% of the natural area.

+ From 200 - 250 cm with flooded area of 66.720 ha, accounting for 17,50% of the natural area.

+ Over 250 cm with flooded area of 33.070 ha, accounting for 8,68% of the natural area.

- Flooding duration:


+ Less than 3 months with 305.757 ha, accounting for 69,91% of the natural area.


+ From 3 - 5 months with 64.724 ha, accounting for 30,09 % of the natural area.


Especially, flood of the year 2000 was the biggest in decades and the long flooding period caused great damages to production and life of people. The highest water level in Moc Hoa (Long An) was 3,27 meter, 41 cm higher than flood peak in 1978. Flood run strongly to the South, resonating with hurricane tide, causing deep and wide flooding in 300.000 ha of natural area, including 132/188 communes, equivalent to 12/14 districts of province. The average flood was from 1,5 - 2 meters, some regions had deep flood of over 3 meters. Total damages to property were about 650 billion dong.


At present, the province has co-ordinated with flood control programs of the Central level to build sewer and dyke system to control closely and effectively flood, i.e. with small flood, try to keep water, with high flood,  use for washing alum to transform the land.  Environmental reality:
Natural environment is valuable resource for activities of creature life. Therefore, the appropriate exploitation and natural environment protection will help stable and sustainable social development.

During the course of urbanization, intensive farming. . . the environmental pollution is serious, reducing the quality of environment.

Quality of air: According to assessment of some professional organizations, the concentration of SO2, NO2, CO, lead. . . are low and satisfy the standard as stipulated. Criteria of dust and noise are many times higher than acceptable standard and focus on urban areas, populous areas and main traffic roads.

Quality of water source: on main rivers - channels such as Vam Co Dong, Vam Co Tay, Can Giuoc River . . . Tan An township has the acceptable content of Nitrate, organic substances, concentration of excess drugs, microorganism. . . . as stipulated (TCVN 5937 - 1995). Over the past years, Can Giuoc receives waste water from Ho Chi Minh City with high pollution, impacting on production and daily life of people.

Land: According to result of analysis on sample, concentration of toxic substances such as Cu, Pb, Cd . . . in mud and land is quite low and in acceptable limitation (according to Dutch standard).

Organism: with natural feature including many ecological systems of wetland: brackish water, salt water, fresh water, alum . . . organism resource of province has been assessed as being varied and diversified. During the past few years, as response to human, achievements of exploitation, utilization for production has brought many high results, but the environmental protection has not been considered deeply and synchronously, resulting in the break of the ecological balance between the populations, at the same time reducing or losing many rare and valuable wild animal such as chicken, python, snake, turtle. . . ; vegetations such as flooded cajeput forest, arenga forest, aegiceras forest, mangrove forest. . . and resulting in danger of mice destroying production.

Long An is the alum earth of 208.449 ha, accounting for 69,8 % of area of Dong Thap Muoi and accounting for 46,41 % of the natural area of province.

At present, there remain 2 low regions - center of alum in Bac Dong and Bo Bo - Mo Vet. There are 2 cycles of acid water in early rainy season (April to July) and the end of rainy season (November to January) every year. To reduce disadvantages for agricultural production, it is necessary to continue investing and developing irrigation systems to create source, to apply cropping systems, new crop. . . suitable for natural conditions and market mechanism. As reclaiming, it should pay closely attention to lead  the alum water source to downstream, damaging the production of riverside regions. ​​

Duc Hue District Duc Hue District
Duc Hue district is located in the North of Long An Province with the natural area of 43,174.93 ha and the population of 68,238 people according to the census up to 21/5/2013. The district is divided into 11 administrative units (10 communes and 1 town) and shares the borders with 4 districts of Long An Province, Tay Ninh province and Cambodia, in particular, the Northeast adjoins to Duc Hoa district, the South and the Southeast adjoin to Thu Thua District and Ben Luc district, the West and Southwest adjoin to Thanh Hoa District, Long An Province and Cambodia.

Duc Hue is located at the northeast edge of Dong Thap Muoi region, adjoining to Southeast Region where is the transition from the Southeast to Mekong River Delta Region. With the above mentioned geographical location, the district receives the freshwater source from Dau Tieng Lake which helps Duc Hue District to promote the advantage in producing the typical agricultural products of Mekong River Delta Region such as: rice, sugarcane, animals (pig, cows, ducks), shrimps, fish and forestry product (melaleuca). In addition, thanks to located nearest to the border gate from Cambodia to Hau Nghia Town to Ho Chi Minh City, the district has the advantage for developing service and trade (import and export activities through the border gate), attracting the investments into the district (farm, service, trade etc.). In the future, when the main traffic axes and border ring roads N1 are completed, Duc Hue shall have the great opportunities to exploit the socio-economic development advantages, especially in service economy to contribute to transit the economy mechanism following modernization and industrialization.

Besides above mentioned advantages, the geographical location also brings about some restrictions to Duc Hue district as follows: because this is the transition location between the Southeast Region and Mekong River Delta Region with the overlapping of Pleitocene and new alluvial as well as the alum coating, therefore, 100% soil is of "having problem" land category. In addition, when Dau Tieng Lake is not yet completed, the entire Duc Hue district is contaminated with saline with the volume of 4g/l for 3-4 months/year and the infrastructure is not yet invested properly, the district is the poorest district of Long An province (with the percentage of poor households of 19.3%). At the same time, with 25km of border line (in 4 communes), the district is the "hot location" of smuggling with the participation of many people which causes the delays in agricultural production because it is easy to earn money than honest work.

The district consist of Dong Thanh Town-the center of the district and 10 communes of My Thanh Dong, My Quy Dong, My Quy Tay, My Thanh Tay, Binh Thanh, My Thanh Bac, Binh Hoa Bac, Binh Hoa Nam, Binh Hoa Hung, My Binh (separated from Binh Hoa Hung commune).​

Lemon, dragon fruit are two of the agricultural products with high export value of the province 

Accordingly, the exported products are various, the quality of exported products is improved, raising the competitiveness and reaching the market demanding high quality such as EU, US, Japan, and Korea.

In 800 export enterprises, there are 90 enterprises exporting over USD 10 million, focusing on commodities: Rice, seafood, cashew nuts, coffee, bear, shoes, textiles, steel, battery, plastic products, and electronic components. Especially, the province's products have 8 export markets over USD 100 million products of the province (China, Taiwan, Korea, US, Japan, Hong Kong, Cambodia, and Vietnam (in-place export), and 26 export markets over USD 10 million.

In the first 6 months of 2018, the province's export turnover was estimated at USD 2.55 billion, increasing by 20.9%; import turnover was estimated at USD 1.93 billion, increasing by 3.4% over the same period of 2017./.

Currently, the province has over 10,300 hectares dragon fruit with the annual output of over 200,000 tons. The Mekong River Delta promises to be an attractive destination for investors as well as tourists

Representatives of the leaders of provinces, cities, departments, agencies, branches of Ho Chi Minh City and 13 provinces and cities in the Mekong River Delta with more than 200 guests attended the event.

This conference within the framework of the series of events "Tourism Connection Forum of Ho Chi Minh City - Mekong River Delta 2019" was held from September 4 to September 5 by Ho Chi Minh City Department of Tourism and Ho Chi Minh City Center for Trade and Investment Promotion.

According to the Organization Board, there are currently a total of 179 projects calling for investment in the fields of culture - sports - tourism - entertainment of the region. In particular, Ho Chi Minh City has 51 projects, the Cluster of Tourism Development Cooperation in the Eastern of the Mekong River  Delta - the Eastern Cluster of the Mekong River Delta (including 6 provinces of Dong Thap, Long An, Tien Giang, Ben Tre, Vinh Long and Tra Vinh) has 36 projects.

The cluster of Tourism Development Cooperation - the Western Cluster of the Mekong River Delta (including 7 provinces such as Can Tho City and the provinces of An Giang, Kien Giang, Hau Giang, Soc Trang, Bac Lieu and Ca Mau) has 92 projects.

Representatives of local leaders answered questions of delegates

Deputy Director of Ho Chi Minh City Center for Trade and Investment Promotion - Nguyen Tuan informed that the invitation of domestic and foreign investors, enterprises explored the potential of projects on investment environment, preferential policies as well as special attention of local leaders to have strategies and plans in investing in the fields of culture - sports - tourism – entertainment infrastructure of Ho Chi Minh City and the Mekong River Delta.

Director of Department of Culture, Sports and Tourism of Dong Thap province - Nguyen Ngoc Thuong shared that the provinces of the Eastern Mekong River Delta (Dong Thap province as the head) with the available potential promising to bring efficiency to investors. Hopefully, new businesses and investors learn as well as units that have come to invest to continue exploiting and promoting investment projects in the fields of culture - sports - tourism - entertainment to develop together.

At the same time, he wishes to receive information to better understand the requirements and aspirations of investors and commit to creating the most favorable conditions for investors to successfully implement the project.

According to the Director of the Department of Culture - Information - Sports and Tourism of Bac Lieu province - Cao Xuan Thu Van, if they continue to be properly invested, tourism of provinces and cities in the Western Mekong River Delta Cluster (Bac Lieu province as a Head) will continue to "take off and reach out". With the motto of hospitality, respect for partners, understanding of partners, effective development cooperation with Ho Chi Minh City and the whole country, localities in the Western Mekong River Delta always welcome and create the best conditions for investors to come to learn and cooperate in the spirit of "mutual benefit".

Compared to the previous month, Among 11 major commodity and service groups have increased in price indexes: Traffic has the highest increase of 1.54%; beverages and cigarettes rose 1.2%; food and catering services rose by 0.33%; housing, utilities, fuel and building materials rose 0.21%; equipment and household appliances by 0.13%; garment, footwear and footwear rose by 0.06%; Other goods and services increased by 0.06%. Consumer Price Index (CPI) in May 2018 in Long An province increased 0.34% over the previous month, up 3.09% over the same period last year.

Main reasons for increasing CPI: Petrol, oil price increased 3.05%, oil increased 4.96%, gas price increased 2.31% according to the world market; pork prices rose by 1.14% after the devaluation, fresh vegetables by 3.2%, etc. Also, there are some reasons to curb CPI: the price of some foods such as beef reduced 0.53%, eggs decreased 2.68%, some fruits fell due to the harvest season.

Specifically, among 11 main categories of goods and services, only one group of price increases was household appliances and appliances (up 0.12 percent). There are 8 groups of goods and services with reduced price index including: Food and food service decreased by 0.52 percent; traffic decreased by 0.47 percent; beverages and cigarettes fell 0.23 percent; goods and other services decreased by 0.17 percent; culture, entertainment and tourism decreased 0.1 percent; telecommunication decreased by 0.07 percent; education decreased by 0.05 47 percent; housing, utilities, fuel and building materials fell by 0.01 percent. Garment, medical and health care groups have a constant price index.

Cause for CPI reduction: Gas price dropped 4.51 percent in accordance with world market price; food prices fell by 0.53 percent due to abundant supply in the market and demand after Tet; Average petroleum price fell by 0.98 percent due to the impact from last month's devaluation; Prices of fresh flowers decreased 4.79 percent after the high price increase on the occasion of Lunar New Year.
